PROJECT DESCRIPTION

A request for Formal Design Review for the new sustainable water wise demonstration landscape and irrigation system associated with Landmark No. 4 (Ventura County Courthouse / City Hall) on two lots with a combined area of 2. 7-acres in the T6.1 zoning district, Coastal Zone, within the Downtown Specific Plan.

STAFF RECOMMENDATION

The Design Review Committee forward a recommendation of approval to the Historic Preservation Committee.

BACKGROUND

The project site is City Hall located on the north side of Poli Street at the intersection of Poli Street and California Street. City Hall was originally constructed in 1913 as the Ventura County Courthouse. In the 1930's a three-story Courthouse Annex and jail were constructed and in the 1950's a 5-story office building at the rear of the original Courthouse building was constructed. City Hall became a Local, State and National Historic Landmark between 1970 and 1971.

On February 6, 2019 the Historic Preservation Committee, Design Review Committee, and Parks and Recreation Commission conceptually reviewed three landscape design Concepts for the front yard redesign, selected option 2, and provided comments to the applicant team. The applicant team worked together to further refine the plans and

provided a written response (Attachment B). While the landscape plan was revised the applicant team chose not to incorporate some of the comments received from the committees. These included:

• Labeling of vegetation with permanent signage • Including the Father Serra statue landscape area (outside of project scope) • Highlighting Native Oaks • Coordination with Botanical Garden (outside of project scope)

This is the first time the project has been scheduled for formal review by the Design Review Committee.

STAFF ANALYSIS

In May 2016, the City of Ventura won first place in the 5th annual Wyland National Mayor's Challenge for Water Conservation. Previously the award was a grant for a new pocket park in the winning city however, the City was able to negotiate re-landscaping the City Hall front yard instead as a model demonstration garden for climate appropriate and drought resilient plantings and state of the art irrigation techniques.

The project area is defined by the historic terracotta wall parallel to Poli Street and the terracotta wall that supports the terrace in front of City Hall. The 14,500 square foot landscape area was last planted after the 197 4 City Hall renovation project. The existing planting consists of 8,400 square feet of unwatered lawn with Indian Hawthorn and Star Jasmine along the low street side wall. A Washington Elm tree was planted in 1934 at the east side of City Hall and was recently removed due to extreme decay. Other existing trees and palms have existed on site for some time.

The proposed landscape is designed as a formal, passive space. Concrete plinths have been added for the display of future sculptures at key access points. Existing lighting will be used to illuminate City Hall.

The west end portion of the proposed design creates a formal garden space with many of the plants selected from the 1895 Descriptive Catalogue of Mrs. Theodosia B. Shepard. This garden space has been influenced by the Char Bagh style of gardens of antiquity. It is semi-enclosed with low hedge and includes four shade trees and a low stone. water basin to capture reflective qualities of the garden and buildings.

The proposed design was simplified and includes a more refined plant palette .consisting of colorful, flowering perennials and hardy evergreens that are low water use with California natives incorporated. Due to the project's location in a high fire h~zard area, the plants are also consistent with the restricted plant list required by the City's Fire Department. A new evergreen hedge will be planted adjacent to the walkways to provide continuity to the design. Six new trees will be incorporated into the new landscaping with

careful consideration to complement views of City Hall from Poli Street and California Street. All Palms and Birds of Paradise will be kept in the proposed design.

Staff supports the proposed formal design and formal plant palette as an appropriate complement to the buildings formal design and the plant palette to be an appropriate mix of California native and drought tolerant plans as a demonstration garden for citizens and visitors to the City of Ventura.

The DRC is asked to review the project and provide a recommendation to the HPC to approve the project as proposed.

We are submitting final plans for your review. These plans reflect many of the suggestions made at the joint meeting on February 6, 2019 between the Historic Preservation Committee, the Design Review Committee, and the Parks and Recreation Committee. We have also included suggestions made at the meeting with Design Review Chair Brian Brodersen and Historic Preservation Chair Pamela Huckins on April 3, 2019.

Suggestions made at numerous meetings with City Personnel directly involved with the design and development of this project have also been incorporated. This design development team included Craig Jones and Collin Boys of Ventura Water Department; Nancy O'Connor, Thomas Martin, and Bob Wilsher of the Parks Department; and other Landscape Architects Mike Gilbert, Tod Chandler, Mary­Kate Boyd, and Jay Bain from the firm of Jordan, Gilbert & Bain.

The following is our response to the comments made at the February 6th joint meeting:

I. Comments from Parks & Recreation Commission

1. Focus on capital cost and maintenance cost Project cost estimates are being prepared for review by Craig Jones of the Ventura Water Department. Mr. Jones is working on funding sources to see this project to completion.

2. Labeling of vegetation with permanent signage This was discussed at project development meetings and the consensus is not to clutter the garden design with a lot of signs and fabels. At a later date the design team will review the possibility for developing a site map with plant description and irrigation techniques. The possibility of developing an app for smart phone use was also discussed.

3. Concern over removal of Palms and Birds of Paradise The consensus at project development meetings was to leave all existing Palms and Bird of Paradise in place and further evaluation would be conducted annually by the City's Arborist. If necessary, removals may occur due to safety concerns and replanting would be of the same species.

4. Active landscaping (i.e. climbing boulders) The garden is designed as a passive space. The three existing boulders are scheduled to be relocated in the same general area. Children will most likely climb on top of them, however, this is n0t an active playground and we anticipate that most children would be accompanied by an adult.

5. Concern over views to and from City Hall being impacted Six new trees are proposed and two of them are deciduous. The building elevation on the cover sheet shows the location of the new trees carefully placed to complement the view of City HaH.

6. Low plantings with colorful native flowers The final plan includes colorful natives and other flowering perennials. We have included a low evergreen hedge adjacent to the walk and in the foreground of the colorful natives and perennials. This evergreen hedge provides continuity.

7. More classical feeling to the gardens Formal design elements have been included.

8. Include the Father Serra Statue landscape areas This comment was discussed with the development team and all agreed that it was not in the scope of work for this project.

9. Search for opportunities to illuminate City Hall The existing City Hall is illuminated with a row of lights adjacent to the sidewalk wall. No other lighting is included in the scope of this project.

10. Recommend design Concept 2 The design concept 2 refined to include many of the recommendations of the committees.

II. Comments from Design Review Committee

1. Incorporate Father Serra landscape area See comment I-8 above.

2. Design as a passive space The garden is designed as a passive use space.

3. Simplicity of the plant palette is better to highlight the building The plant palette has been simplified and elements added to provide continuity throughout (see comment I-6 above).

4. Concern over street trees, any selected trees should be shade trees The project development team determined that street tree planting in front of City Hall should follow the City's Master Plan. New street tree planting would not be a part of this project.

5. Concern over views to and from City Hall being impacted See response I-5 above.

6. Support the use of California Coastal native plants and some drought tolerant plants The planting plan includes some California native plants along with other drought tolerant plants. See the plant legend on sheet L5.2.

7. Native Oaks should be highlighted Due to concerns raised by the development team on the maintenance of Oak trees other evergreen trees have been selected.

8. Explore coordination with the Botanic Gardens This issue was discussed with the development team and the conclusion is that the City Hall garden has a different objective from a botanical garden and coordination was not required.

9. Generally, prefer Design Option 2 with naturalistic details, small amount of structure would be helpful to organize the garden Option 2 was updated and refined to consider many of the committees' suggestions. The gathering areas increased in size and align with pilasters to present a sense of connectivity. Formal elements added to highlight the rainwater collection.

10. Seating areas need to be included Seating pods added at the gathering areas.

11. Explore opportunities for public art Concrete plinths for the display of sculpture were added at key visual axis points.

12. Incorporate water conservation design elements Low water use plants with effective irrigation design is proposed.

13. Keep the Bird of Paradise The two Giant Bird of Paradise plants remain in the design.

14. Palms should be removed as proposed by Applicant The development team decided to follow the recommendation of the HPC and leave the Palm trees in the design.

15. Lawn alternative areas to be consistent palette throughout the design The final planting design has incorporated a consistent lawn alternative.

III. Comments from the Historic Preservation Committee

6. Seek inspiration of gardens from antiquity updated for our time The first study presented to the Planning Department was a formal garden design. We revisited that solution with Option 2 and the result is the final plan submitted with this letter. During the design process we looked at the works of practicing Landscape Architects of the era: Fletcher Steele, Florence Y och, Thomas Church, and others. Many of them were trained in th~ style of Ecole Des Beaux-Arts. Many visited the Renaissance Gardens of Italy and brought that style to their work in the states. We used their styles as a positive influence on this garden design. We also looked at the plant list described by Pliny the younger and incorporated some of the styles and plant material in our design.

7. Prefer Design Option 2 Design Option 2 was refined and is presented as the final plan.

We sincerely hope this effort will result in a Letter of Completeness and that this project moves forward. Thankyou for your consideration.
