THE EURO-BAROMETER SURVEY SERIES
The surveys documented in this codebook are the fruit of a unique program of cross-national and cross-temporal social science research. The effort began in early 1970, when the Commission of the European Communities sponsored simultaneous surveys of the publics of the European Community. These surveys were designed to measure public awareness of, and attitudes toward, the Common Market and other European Community institutions; in complimentary fashion, they also probed into the goals given top priority for one’s own nation. These concerns have remained a central part of the European Community’s research efforts--which were carried forward with another six-nation survey in the Summer of 1971 that gave special attention to agricultural problems. These themes were of central interest again in a survey of the publics of the European Community countries--now nine in number--carried out in September, 1973. At this point the surveys took on a somewhat broader scope in content as well as in geographical coverage, with measures of subjective satisfaction and the perceived quality of life becoming a standard feature of the European Community public opinion surveys.
In 1974, the Commission of the European Communities launched the Euro-Barometer series of the surveys, designed to provide a regular monitoring of the social and political attitudes of the publics of the nine member-nations, France, Germany, the United Kingdom, Italy, the Netherlands, Belgium, Denmark, Ireland and Luxembourg. Carried out the Spring and Fall of each year, a total of eighteen Euro-Barometers had been completed by the Fall of 1982. In addition to obtain- ing regular readings of support for European integration and the perceived quality of life, given Euro-Barometers have explored a variety of special topics. Thus Euro-Barometer 3 (carried out in the Spring of 1975) probed into public
attitudes toward the role of women in economic, social and political life. Barometer 4 carried a supplementary section on consumer attitudes. Barometer 5 included an investigation of mass perceptions of and attitudes toward poverty and toward multinational corporations. Barometer 6 contained an expanded series of questions concerning the Common Market, in connection with the fact that it was then entering its twentieth year of existence. Barometers 7 and 10A complemented each other in an exploration of public attitudes toward science and technology, while Euro-Barometer 8, carried out in the Fall of 1977, inquired about attitudes toward early retirement, as well as a

further exploration of attitudes toward the role of women. Barometer 9 included a section on employment and attitudes toward unemployment and Barometer 11 focused on themes related to child-rearing and the family. Barometer 12
focused exclusively on attitudes toward the institutions of the European Community in the wake of the European Parliamentary elections on June 10-12, 1979. Barometer 15
measured television viewing habits and interest in French culture for a subset of respondents in Great Britain, Germany, Belgium, Luxembourg, and Italy. Barometer 16 asked
respondents about the existence of various noise problems where they 1 ive. Energy issues were the focus of Barometer 17, which also contained a special sample of youths aged 15 through 24. The youths were also asked about their education and employment prospects and about their life and interests.
In addition, attitudes toward the organization and role of the European Parliament have been explored in each Euro-Barometer beginning with number 7 in the Spring of
1977. Euro-Barometers 9 and 10 took up the question of whether Europeans approve of the direct election of the European Parliament, while Barometers 11 and 12 sampled reactions to the campaign and to the newly elected European Parliament. Attitudes toward expansion of the European Community were probed in Barometer 13, and preferences for political and military ties with NATO, the Eastern bloc, or for a policy independent of both blocs was assessed in Baro 14. Starting with Barometer 14, Greece joined the other nine countries in which these surveys are carried out. Baro 15 asked respondents whether membership in the European Community was good or bad for a variety of national economic conditions. Baro 16 continued to monitor attitudes on European integration and the European Community. Respondents to Baro 17 were asked about their exposure to media coverage of the EC and about the proper level of government--local, national, or European--to perform various regulatory functions.
This entire series of public opinion surveys has been carried out under the direction of Jacques-Rene Rabier, Special Advisor to the Commission of the European Communities; Helene Riffault, of Faits et Opinions, was responsible for cross-national coordination of the fieldwork; Ronald lnglehart of the University of Michigan collaborated with them in design and analysis of the surveys, and in helping make the resulting data available to the social science community through the ICPSR data archive. As of Euro-Barometer 18, the series contains 170 national surveys coordinated across both time and space. Key

questions in this data collection have been asked in comparable form across ten nations at given time points, and across a period of twelve years in given countries. It is hoped that these data will provide a valuable resource to empirically-oriented social scientists.

WEIGHTING INFORMATION AND FREQUENCIES
The dataset for Eurobarometer 18 contains two separate weight variables. The Nation weight, variable 7, adjusts the French, Dutch, German, Danish, and United Kingdom samples to produce representative samples for each of these countries. This is the weight used to generate the frequencies included in the codebook.
The inclusion of the U.K. weighting factor within the Nation weight represents a slight modification of past processing practice. In the administration of the Eurobarometers, samples of Great Britain and of Northern Ireland are drawn independently of each other. Thus, a
weighting factor for the United Kingdom is necessary to maintain the representativeness of the United Kingdom sample. By application of this weighting factor, the N for Northern Ireland is very much reduced and that for Great Britain increased somewhat.
In past Eurobarometers, up to and including Baro 16, a separate U.K. weight was created by extracting the U.K. values from the Nation weight. In the Nation weight, after the extraction of the U.K. weight factor, Northern Ireland and Great Britain were not weighted
( i.e., were given a value of ‘1’) and Northern Ireland was retained as a separate entity in the Nation i.d. variable. Codebook frequencies were generated for each category of the Nation i .d. variable using the revised Nation weight which, since the U.K. weight factor was eliminated, produced meaningful frequencies for Northern Ireland’s entries.
Beginning in Eurobarometer 17, the U.K. weight is no longer produced as a separate variable. The weighting factor for the U.K. is left embedded in the Nation we.ight.
In conformity with the practice of the European Commission and the European Survey Archive, Great Britain and Northern Ireland are combined into one code in a ten-category Nation i.d. variable (V5). Another Nation i.d. variable (~6) is also included which has 11 code categories, including separate codes for Great Britain and Northern Ireland.

This new presentation of the data has the following implications for various users:
Users who want to make cross-national comparisons and who want to consider the U.K. as a single unit may do so simply by using the Nation weight or European weight and the Nation i.d. variable (V5) which identifies the entity of the U.K.
Users who want to treat Great Britain and Northern Ireland as separate samples and who do not want to make comparisons to other countries would not use any weights and would use the Nation i.d. variable (~6) in which Great Britain and Northern Ireland are separately identified.
Users who want to treat Great Britain and North Ireland as separate samples and who do want to make comparisons to other countries would have to create a new weight which would be scored ‘I’ for Great Britain and Northern Ireland and equal to the value of the Nation weight variable (V7) for respondents from all other countries.
This dataset also contains a European weight, variable 8, which produces a representative sample of the European Community as a whole when used in analysis. This variable adjusts each national sample according to each nation’s contribution to the population of the European Community. This variable also adjusts the French, Dutch, German, Danish and United Kingdom samples to produce internal representative samples for these countries.
The unweighted N of the file is 9689. Application of the Nation weight produces a weighted N of 9.685.66 The frequencies in the codebook were produced with the Nation weight and are rounded rather than truncated. In the case of the United Kingdom, with rare exceptions frequencies are presented for the United Kingdom as a whole. The exceptions are Var. Nos. 63 and 71 (Vote preference and Family income) which have different code categories for each country. Because the Northern Ireland survey was administered and coded separately from that of Great Britain, separate frequency distributions are provided for these two entities of the United Kingdom for these variables. As is the case for all frequencies in this codebook, the Nation weight is used to produce these distributions, and thus very small N’s result for Northern Ireland.

Cl1 indicates the variable and reference numbers. A variable number and a reference number are assigned to each variable in the data collection. In the present codebook which documents the archived data collection these numbers are identical. Should the data be subsetted or rearranged by an OSIRIS program (e.g., MMP to intersperse data from another source, or TCOT to produce an analysis deck), the variable numbers would change to reflect the order of the new data collection, while the reference number would remain unchanged to reflect the variable number in the codebook describing the archived data collection.
[2] Indicates the abbreviated variable name (maximum of 24 characters) used in the. OSIRIS system to identify the variable for the user. An expanded version of the variable name can be found in the variable description list.

An alternative statement found in other variables is MD GE 8, indicating any code greater than or equal to 8 is missing data, ” or “NO MISSING DATA CODES.” Some analysis software packages (including the OSIRIS software package) require that certain types of data which the user desires to be excluded from analysis be designated as “MISSING DATA,” e.g., inappropriate, unascertained, unascertainable, or ambiguous data categories. Although these codes are defined as missing data categories, this does mean that the user should not or cannot use them in a substantive role if so desired.

DATA PREPARATION AND FORMATTING

The data received by the ICPSR Archive from Faits et Opinions were first sorted and checked for missing or duplicate records. The data were then checked for illegal (wild) codes and inconsistencies were recoded to appropriate values or missing data. The region, province, income, size of place and party preference variables were then constructed from individual variables. Users should be aware that this process produced geographic and income coding schemes for some countries that are not in all cases comparable to those in earlier Euro-Barometers. Machine- readable documentation was created for the dataset, including frequency tables weighted by the Nation weight. Indices were included as created by the original investigators.
The data are available from the Consortium in two forms, a card image file or an OSIRIS data set. The card image file contains 2 decks per respondent in a format based on 80 column punched cards. The aecks for each respondent are sorted in ascending order. There are two components to the OSIRIS dataset. The OSIRIS dictionary gives the location and format of each variable in the OSIRIS data file. The OSIRIS data file is constructed with a single logical record, with a length of 124, per respondent. The data file can be accessed by software packages which do not use the dictionary by specifying the column location of the desired variables. These locations are contained in the OSIRIS dictionary or in this codebook.
The staff at Faits et Opinions for Euro-Barometer 18 developed an equivalent French and British questionnaire for this study. These questionnaires were translated into other languages by the national polling firms who conducted the surveys. The English language questionnaire was used in constructing this codebook and is included in an appendix. Copies of national questionnaires are available from ICPSR on request.
