1. That I/We have seen/inspected/visited the specified land/ sites and we
agree to take it on „AS IS WHERE IS” basis.
2. That I/We have gone through the tender documents, read and understood
all the Terms and Conditions and therefore, agree to abide by the same.
3. That I/We, agree to sign the License Agreement containing the desired/
specified terms and conditions of HTC/SKMA, on a non judicial stamp
paper of the requisite value after completing the entire formalities within
3 days of the issue of the allotment letter by HTC and further agree to
start the actual operations by 1st Feb,, 2016.
4. That I/We understand that the Tender is in two parts i.e Envelope A
(containing the Technical Bid and the DD for the EMD) and Envelope B
(containing the Financial Bid) are to be put in a third envelope and to be
superscribed as “Tender for Amusement and Adventure sports
activities ”. Initially, Envelope A will be opened and the short listing of
the eligible parties will be made on the basis of the technical eligibility
criteria. The Envelope B containing the Financial Bid will be opened
thereafter..
5. That I/We will submit declaration on a non judicial stamp paper of Rs.
10/-duly signed by the Notary and to pay the Service Tax as applicable
and the entertainment and other taxes (extra) as applicable, in addition to
the tendered amount.

Only those Amusement & Adventure Sports activities would be allowed to be operated
which are specifically permitted by HTC/SKMA in writing, which have passed the fitness
test and having the manufacturer‟s certification. Dangerous amusement & adventure
activities like “Bike / Vehicle Stunts” “Maaut ka Kuan” will not be allowed.
Therefore, Service Provider is required to attach photograph of each Jhulla/Rides, etc.
Any Tender Document without having these photos will be rejected outrightly.

TERMS AND CONDITIONS FOR SETTING-UP AND RUNNING OF
AMUSEMENT & ADVENTURE SPORTS ACTIVITIES

1. Sealed Tender on the prescribed format, complete in all respects, be
submitted in a sealed cover superscribed on the top “Tender for Amusement
& Adventure Sports Activities - 30th Surajkund International Crafts Mela-
2016” and be addressed to the Managing Director, Haryana Tourism Corp.
Ltd, Sunbird Motel, Surajkund, Faridabad (Haryana). The proposed land will
be given on “AS IS WHERE IS” basis.
2. The Tender will be in two parts i.e. Envelope A (containing the Technical
Bid and the DD for the EMD) and Envelope B (containing the Financial Bid)
are to be put in a third envelope and to be superscribed as “Tender for the
Amusement & Adventure Sports activities. 3. Initially Envelope A will be opened and the short listing of the eligible parties
will be made. The Envelope B containing the Financial Bid will be opened
only of the shortlisted applications after scrutiny of the Technical Bids.
4. Each Tenderer will deposit Rs.10.00 lacs (Rs. Ten lacs only) towards Earnest
Money in the form of a DD only drawn on any Nationalized Bank or
scheduled bank except any cooperative bank in favour of Haryana Tourism
Corporation payable at Faridabad. Tenders received without earnest money in
the specific form deposit will be rejected outrightly. FD/Cheques will not be
accepted. Earnest money deposited by the unsuccessful tenderers will be
refunded. In the case of successful tenderer, earnest money will be converted
in the form of Security Deposit and it will be forfeited in case the successful
tenderer refuses to accept the award of license or fails to complete the
required formalities and fails to occupy the premises within the specified and
permitted time. The security of Rs. 10.00 lacs will be refunded only after the
Mela is over provided there is no contravention in running of the contract and
no violation of the terms and conditions of the contract.
5. The Licensee should have a minimum of five years of experience of setting-
up, managing, operating and running of the Amusement & Adventure Sports
Machines including Jhoolas, Rides, Swings, Fun Games and should have
participated in two such fair/festival/mega events of national repute held
anywhere in the last 5 years involving setting-up and running of the
Amusement & Adventure sports activities. Further, it should also have the

turnover of not less than Rs. 35.00 Lacs per annum in each of the last three
years.
6. The Licensee will be permitted to have specified number of stalls for the sale
of ready- to- serve items (as specified in the enclosed list of the items) in the
Amusement & Adventure Park area. However, no non food stalls will be
permitted to be set-up by the Licensee other than ready to serve
Food/Beverages items. In case of the failure of the Licensee to run the said
food stalls, the Licensor will be at liberty to grant license for the sale of
eatables in the Amusement & Adventure Sports area.
7. Regarding the sale of the specified food items, the licensee will ensure that
where MRP is mentioned on the items, the sale price should not be more than
the specified MRP. In case of packaged drinking water and soft drinks etc.
only the permitted brands for which sole selling rights have been given by the
Licensor only be allowed to be sold. Only the ready- to- serve items will be
allowed and in no case, cooking of any item (except heating in the
microwave) will be allowed.
8. The Licensee will pay all taxes and levies in force at present or that may be
levied by the appropriate authorities at any time during the license period and
the Licensor will not bear any liability on this account. He would specifically
mention on the tickets of amusement park its cost as well as entertainment tax
levied on the ticket.
9. The Licensee will have to sign the License agreement on a non-judicial stamp
paper of requisite value of Rs. 10/- to be purchased in the name of the
Licensee within 3 days of the issue of the allotment letter. The License
Agreement once executed will be binding on both parties. However, if the
Licensor at any point of time wishes to amend the license agreement the same
will be done with mutual consultation of both the parties.
10. The Licensee before the commencement of business will obtain valid
necessary certification/licenses/approval etc. that may be required to be
obtained from any local authority/authorities besides executing the above said
agreement.
11. The Licensee will deposit the License fee with the Licensor as under:-
a) A sum equivalent to 50% of the total license fee in cash/DD at the time
of finalization/issue of the allotment letter.
b) 25% of the total licensed amount by 15th
December, 2015.
c) Remaining 25% on or before 30th December, 2015.
d) Post dated cheques for the 2nd
& 3rd
installments in advance at the time
of signing of the agreement.
The possession of the site will be given on 7th
Jan, 2016 by the
authorized representative of the Licensor. It is agreed that in case of breach
of any of the terms of the license or default in payment of license fee etc.
during the license period, the EMD converted in the form of security deposit

and the entire amount of the installments paid will be forfeited and the
defaulting licensee would be subjected to legal action.
12. The Licensee will use the licensed premises for running the activity for which
the license has been granted and will in no case use the same for any other
purpose/business.
13. The Licensee will ensure at his/their own cost, the laying of the foundation, if
required, erection of furniture & fixtures, lights and equipments, sound
system etc. along with arrangement of machines, equipments and all other
required items including the D.G. sets (Sound Proof).
14. The Licensor will have all the rights to have an access to the licensed
premises and the Licensee will have no objection to it..
15. The Licensee will take necessary steps to ensure safety of the users of the
rides and visitors in the area and will be solely responsible for the same
during the license period. Only that number of rides/swings will be permitted
as will ensure free flow of the visitors in the specified area. The Licensee will
obtain Insurance cover in advance through a nationalized Insurance Agency
in order to cover entire public liabilities which are required for running
Amusement and Adventure Sports activities. A copy of the insurance cover,
duly attested by the Gazetted Officer, will be submitted to the authorized
officers of the Licensor latest by 25th Jan, 2016 and the original will be
shown as and when required.
16. All safety devices as prescribed by the Manufacturer and as specified by the
Competent Authority will be put-up by the Licensee. The certificate of
manufacturer duly attested by the Gazetted Officer is required to be submitted
for each amusement activity latest by 30th December, 2015. The Licensee is
required to submit an affidavit duly attested by the Executive Magistrate,
owing full responsibility of public liability and losses.
17. The Licensee during the license period will adhere to all the statutory
requirements with regard to provision for lifeguards, life support equipments,
first aid and fire fighting of equipments etc. at his own cost, under intimation
to the Licensor. Activity Head to ensure & check their validity and
worthiness.
18. The Licensee will bear all operational expenses whatsoever, to run the
Amusement & Adventure Sports Centre.
19. The Licensee will engage qualified and trained staff fully conversant with the
job and will bear their salaries, wages and perks etc. in accordance with the
laid down law and rules. The Licensee will also adhere to Labour Laws,
Social Legislation or any other law as in force or which may come in force
subsequently during currency of the agreement.
20. The Licensee is required to put up two separate sections for Amusement &
Adventure Sports activities which are:
Mechanical- Amusement & Adventure Sports activities.
Non mechanical- Amusement & Adventure Sports activities.

21. Only those amusement & adventure sports activities which are specifically
permitted by the Licensor and which have passed the fitness test, having
manufacturer‟s certification alongwith certification by a Safety Consultant or
by the Committee of District Administration will be allowed to be operated.
22. The Licensee will be required to be obtaining fitness certificate from the
designated authorities of the district administration, Faridabad comprising of
Civil/Mechanical Engineers and technical experts in the field of Amusement
& Adventure Sports activities.
23. That the entire Amusement & Adventure Sports area for which the license
has been granted will be part of the overall Mela area. The Licensee will
ensure that there is no infiltration of the tourist without the purchase of the
entry tickets. The Licensee will ensure that there is no separate gate/entry
point for entry in his area except the gate legally allowed/permitted by the
Licensor for use of the staff of the licensee etc.
24. That the Licensee will ensure that the area is kept neat and clean and is free
from any encroachment of any sort.
25. The Licensee will be solely responsible for any loss of life OR injury to any
organ resulting into permanent/temporary disability during the ride on the
amusement activity/jhoola/swings/rides/adventure sports/mechanical parts or
parts thereof and the same will be indemnified forthwith on being assessed by
the Licensor/court of law/any other legal body. In case of any offence on the
licensed premises, the sole responsibility will lie upon the licensee for any
penalty by any court of law or consequences thereof. The expenses of full
medical treatment or ex-gratia in case of accident and resultant casualty/death
will be borne by the Licensee only.
26. That any dispute arising out of these terms and conditions will be referred to
the sole arbitration of the Managing Director, HTC/Member Administration,
SKMA who may himself act as Arbitrator or appoint any serving or retired
officer or any other person to act as Arbitrator on his/her behalf. The
proceedings before the Arbitrator will be governed by the provisions of the
Arbitration & Conciliation Act-1996, as amended from time to time. The
appointment of any person as Arbitrator will not be invalidated merely on the
ground of his being associated with LICENSOR as one of its Officers in any
capacity whatsoever. However, all disputes will be subjected to the
jurisdiction of the local courts or the courts situated at Faridabad.
27. That the Service Provider will provide the signed list of their employees
after getting the police verification to the Licensor by 30th
December, 2015

TERMS AND CONDITIONSFOR ALLOTMENT OF PARKING SITES

1. The Tender will be in two parts i.e. Envelope A (containing the
Technical Bid and the DD for the EMD) and Envelope B (containing the

“Tender for Parking of Vehicles” Initially Envelope A will be opened
and the short listing of the eligible applicants will be made on the basis of
technical criteria. The Envelope B containing the Financial Bid will be
opened only of the shortlisted applicants.
2. The applicants should submit the sealed Tender in the prescribed format
duly superscribed as “Tender for the Parking of Vehicles – 30th
Surajkund International Crafts Mela-2016” to the Managing Director,
Haryana Tourism Corporation, at Sunbird Motel, Surajkund, Faridabad
alongwith the affidavit, relevant documents and refundable EMD in form
of DD of Rs. 3.00 lacs (Rupees three lacs only) in the name of Haryana
Tourism Corporation, payable at Faridabad. Application without Earnest
Money will be rejected outrightly. Cheques/FD/or EMD in any other
form will not be accepted.
3. The applicant should have a minimum of three years of experience of
running of the Parking sites AND should have participated in one such
mega events held anywhere in India. Further, the applicant should also
have the turnover of not less than Rs. 15.00 lacs per annum each in the
last three years.
4. The Earnest money (EMD) of Rs. 3.00 lacs of the Licensee will be
converted into security deposit and will be refunded only after
completion of the contract on 16th Feb, 2016 provided there are no
complaints about the working of the licensee. In case of the successful
bidder refuses to accept the contract or fails to comply with the required
formalities the earnest money deposit will be forfeited.
5. The Licensee will have to make payment of license fee as under:-

6. The Licensee will ensure that only the rates prescribed by the Licensor
are charged for parking of vehicles. Any excess charges will amount to
cancellation of the agreement. The rates for charging of the Vehicles will
be as under:-

7. The Licensee will have to install Car hailer/mike system for proper
announcements.
8. That the Licensee will be responsible for any theft/missing of any
part/components of vehicle(s). However, the Licensee will not be
responsible for the theft of the articles lying in the vehicle and for the
damage/scratches to the vehicles in the parking area.
9. That the Licensee will have to allow free parking for the Govt. & VIP
vehicles with stickers during the Mela period and such other vehicles as
may be allowed for security purposes by the Licensor for smooth conduct
of Mela. Similarly, free parking has to be allowed to the handicapped
persons.
10. That the tickets for the parking of vehicles will be printed by the Licensor
carrying the name of sponsorer, if any, as well as the name of the
Licensee and given to the Licensee in adequate quantity for use during
the Mela. The cost incurred in the printing of the parking tickets will be
borne by the Licensor.
11. At the end of the Mela, the unsold tickets, parking-wise will be returned
to the Licensor so that the same may be destroyed to avoid its misuse.
12. The Licensee is to ensure that the licensed premises is used only for
parking of vehicles and sale of specified food items but not to be used for
cooking of food or for sale of non food items. However, only the
specified brand of the packaged drinking water, soft drinks, juices (tetra
pack), wafers, Tea/coffee and Ice cream as approved in writing by the
Licensor will be allowed.
13. That the Licensor will have the right to use the licensed premises for
putting up of hoardings/banners of the sponsorers and the licensee will
not be allowed to put up any hoardings/banners of his sponsorer at any
cost.

14. That the Licensor will be at liberty to put up a stall near entry point for
sale of the Mela tickets and the licensee will have no objection to it
15. The Licensee is to ensure that the tickets for parking are given at the time
of entry point on payment of the prescribed charges and the same is
collected at the time of exit from the parking area.
16. The Licensee is to ensure that the entry and exit gates are separate so as
to ensure proper movement of the vehicles in the parking area.
17. The Licensee is to ensure that the staff deputed in the parking is with
proper uniform of the same colour with a cap and photo identity card to
be hung on his chest for identification purposes.
18. The Licensee will install CCTV Camera at every entry point of the
parking area so as to ensure safety and security of the vehicles and the
manpower,
19. The Licensee will have to sign an agreement on a non judicial stamp
paper of the requisite value containing these terms and conditions
20. That the premises will be deemed to be Public Premises as defined in the
Haryana Public Premises and Land (Eviction and Rent Recovery) Act,
1972, as amended from time to time.
21. The Licensee will keep the area neat and clean during the Mela period.
For any damage caused to the property / premises, the Licensee will
indemnify the same on being assessed by the Licensor.
22. The Licensee will pay all taxes, fees, levies, service tax etc. as may be
imposed by the authorities/Govt. from time to time.
23. The Licensee will obtain various permissions as and when required as per
the local regulations. In case of any offence on the licensed premises, the
licensee will be solely responsible for its penalty and consequences
24. The Licensee will maintain a Register for recording of the complaints of
the customers. Photo copies of the Register of Complaints are to be given
next day morning to authorised officer (Activity Head) of the Licensor.
25. The Licensor will provide appropriate sign boards outside every Parking
area and it will be the duty of the Licensee to ensure that such sign boards
are maintained properly and not removed at any cost.
26. The Licensor will be at liberty to direct the Licensee to close any parking
area temporarily keeping in view the VIP/VVIP‟s movement or rush of
vehicles etc. in the best public interest for the purpose of maintenance of
the law and order.
27. The Licensee will ensure that the paid parking must remain open and
operational from 9.00 a.m. to 9.00 p.m (OR till the time vehicles of
visitors are parked) during the Mela period OR till the last vehicle
remains parked in the Parking, whichever is later. Further, the Licensee
will ensure that adequate lights are there in the parking area and it is
properly guarded by way of the barbed wire/ropes etc so as to ensure that
there is no trespassing.

28. The contract for parking of vehicles will be cancelled by the Licensor if
adverse reports are received about verification of the antecedents of the
Licensee. Similarly, the license can also be cancelled for violation of the
agreement and on account of complaints from the customers.
29. That the Licensee will be solely responsible for any failure in providing
the service/ adulteration in the eatable items or any otherwise.
30. That the Licensor will not be liable for any claim from the Licensee
against any untoward incidents like theft, riots, natural calamities, failure
of electricity or even change of the policy by the Govt. regarding the
blockade of the road in front of the parking sites etc.
31. The Licensee will be permitted to have specified number of stalls for
the sale of ready- to -serve items (as specified in the enclosed list of the
items) in the Parking area. However, no stalls other than ready to serve
food items will be permitted to be set-up by the Licensee. In case of the
failure of the Licensee to run the said food stalls, the Licensor will be at
liberty to grant license for the sale of eatables in the Parking area.
32. Regarding the sale of the specified food items, the licensee will ensure
that where MRP is mentioned on the items, the sale price should not be
more than the specified MRP. In case of packaged drinking water and
soft drinks etc., wafers, juices, Tea/coffee, kulfi bars etc. only the
permitted brands for which sole selling rights have been given by the
Licensor will only be allowed to be sold.
33. That any dispute arising out of these terms and conditions will be referred

Stall 32 & 33 are reserved for participation of IHM, Panipat, IHM
Kurukshetra or any other institution / organization as approved by
HTC/SKMA.
A stall may also be given to any other state Tourism & Govt. agencies.
However, the dishes specified for selling in the various stalls (as specified
in the tender document) will preferably be not allowed to be sold in this
stall.
HTC/SKMA also intends to promote Heritage Food Specialties/delicacies
of various regions of all across India. Any Food stall so set-up would
preferably will not sell any similar items listed to the tendered.
DIRECTIONS:-
1. Where MRP is mentioned on the items, the sale price should not be more than the
specified MRP.
2. In case of packaged mineral water and soft drinks, juices etc, only the permitted
brands for which sole selling rights have been given by HTC will only be
allowed to be sold. Only vegetarian items can be sold on stalls mentioned in
“Vegetarian” Category Non-Vegetarian dishes can be sold only on the specified
category of stalls separately mentioned in “STALLS ALLOWED TO SELL
“NON-VEGETARIAN DISHES ALSO BESIDES SELLING
VEGETARIAN DISHES” 3. Liquor, Cigarette, Tobacco etc. cannot be sold anywhere in the Food Court of
the Mela.
General Terms and Conditions
1. Incomplete, conditional tender and the tenders without EMD in
specified mode are liable to be rejected out rightly.
2. Each activity/job has to be provided and made operational as
per specifications and schedule.
3. No subletting will be permitted.
4. The rates can also be negotiated, if necessary, and the payment
will be made accordingly. If Agency fails to supply the ordered

quantity or fails to make the service operational fully as per the
requirement and the specifications, all the equipment lying at
site will be confiscated and alternate arrangement will be made
at the risk and cost of the Tenderer. Further, the EMD alongwith
security deposit, if any, will also be forfeited.
5. In case of any dispute, the matter will be referred for Sole
Arbitration to the Managing Director, Haryana Tourism
Corporation/Chief Administrator - SKMA who may either
himself/herself act as the Arbitrator or appoint any
serving/retired officer of Haryana Govt. / HTC to act as the Sole
Arbitrator on his/her behalf. The decision so taken will be final
and binding on both the parties.
6. Every Agency has to supply a list, 21 days (7th
January, 2016 is
last date) before start of the Mela, of its team/employees
showing their names, addresses and photographs for the purpose
of issue of photo identity cards as well as for Police
Verification. The charges as prescribed by the management for
the same have to be deposited in advance in the Mela office.
7. Smoking, consumption of liquor, and chewing of tobacco etc.
by the staff of the service providers are totally banned.
8. The following documents will have to be supplied with the
Tender
a) Copy of the PAN Number of the firm/partners. Copy of the
Service tax registration of the firm. Copy of Income Tax
Returns for the last three years. Copy of the Registration of
the firm or copy of the

Note: The management reserves the right to accept or reject any one or
all the tenders, without assigning any reason.

1. The applicant should have experience of working in the same line
in the name himself for a minimum of three years.
2. The applicant should either be an Individual, Firm OR Company .
3. He must have participated in similar activity of atleast one mega
vent/fair/festival of a national repute in the last 5 years and has
adequate manpower, infrastructure and resources to fulfill the
requirement.
4. Service Tax extra as applicable and other applicable taxes are

TERMS AND CONDITIONS
TENDER FOR GRANT OF LICENCES
FOR EACH FOOD STALLS IN FOOD COURT
1. Various type of Food Stalls mentioned in the list enclosed with the
Tender Document will be set-up at specified/designated places in
the Food Court of the Mela Ground.
2. The Tender will be submitted in two parts i,e Envelope A
(containing the Technical Bid and the DD for the EMD) and
Envelope B (containing the Financial Bid and the amount to be
filled should not be less than the reserve price + Service Tax as
applicable as mentioned at page 25-28) are to be put in a third
envelope and to be superscribed as “Surajkund International
Crafts Mela, 2016-Tender for the Food Court” Initially Envelope
A will be opened and the short listing of the eligible applicants will
be made on the basis of technical eligibility criteria only. The
Envelope B containing the Financial Bid will be opened only of the
shortlisted applicants on the basis technical criteria only.
3. HTC/SKMA reserves the right to run its own Food Stalls to be set-
up by various IHMs of Haryana etc. Similarly, Food Stalls will also
be set-up by the Theme State, by the participating countries, if any,
and by any other Govt. Agency as may be permitted by
HTC/SKMA.
4. The earnest money of the successful bidder will be converted into
security and will be refunded after the Mela is over.. However, the
EMD of others will be refunded in 15 days.
5. The licensee would enter into an agreement with licensor and only
after it is executed then the rest of the formalities would be initiated.
6. The successful applicant will have to deposit the license fee as per
the following schedule:-
a) First installment of 50% of the total bid accepted by the
office is to be deposited in cash/DD at the time of
finalization/issue of the allotment letter.
b) Second installment of 25% of the total bid amount to be
deposited on or before 2.00 p.m. on 30th December, 2015.
c) Third and last installment of 25% of the total bid amount to
be deposited on or before 2.00 P.M. of 7th
Janaury, 2016.
d) Post dated cheques for the 2nd
& 3rd

In case of default/delay in payments as mentioned above, Haryana Tourism
Corporation will be at liberty to forfeit the entire amount of EMD/ security and
the installments paid by the Tenderer.
7. The possession of the specific Food Stall will be given on 25th
Jan,
2016 by 4.00 p.m. only on completion of the following formalities:-
a) Deposit of the total amount as mentioned in clause 6.
b) Execution of the agreement (on Non judicial stamp papers
of requisite value to be purchased in the name of the
licensee) containing the prescribed terms and conditions.
c) Deposit of two passport size photographs, attested copies of
Ration card/Voter I/Cards /PAN Card/Adhar Card/Passport
etc. of the Licensee/M. Partner in case of Partnership firm
or the MD/Director in case of Company.
d) Deposit of the list showing the details of his property.
e) Name, address, Mobile No, and other details of the employees
to be deputed for Mela Duty with two recent passport size
photograph.(latest by 7th January, 2016 by 4.00 PM
In the event of failure of highest bidder to take over the
possession by 21st
Jan, 2016 by 4.00 p.m., Haryana Tourism
Corporation will have the right to allot to some other eligible
bidder and to forfeit the entire amount paid by the licensee
including the security deposit.
8. The Licensee will have to pay all applicable taxes, fees, levies,
service tax etc. as may be imposed by the authorities/Govt. from time
to time.
9. That the Licensee will engage trained staff for the conduct of
business and will bear their salaries/wages etc and will ensure due
compliance of the applicable Labour Laws and other applicable
laws.. The said staff has to be courteous and well mannered with the
customers/ visitors. The Licensee will be fully responsible for the
conduct and behavior of his employees and loss of reputation or
property if caused by the nuisance created by the licensee or his
employees in relation to the running of business and dealing with
customers the same will be indemnified by the licensee to the
licensor. Child labour will not be permitted.
10. That the Licensee will be solely responsible for any adulteration in the
eatable items. In case, some adulteration is found /reported in the
eatables items, he will be liable for action under the provisions of PFA
Act OR any other applicable Act/Law.
11. That the Licensor will provide the water required for the day to day
use of the Licensee . However, the Licensee will have to pay for the

use of the electricity on “pro rata basis” as per the electricity load
utilized by him. The billing for the electricity will be on the basis of
the power load supplied for each Food Stall which will be done by
Technical Staff deployed by the Haryana Tourism Corporation.
Advance charges for the same have to be deposited by the Licensee
with HTC latest by 30th January,2016 and its settlement will be
made at the end of the Mela.
12. That the Licensee will ensure that only one eco-friendly Banner is
displayed inside the licensed premises duly prepared as per the
design approved by the Haryana Tourism Corporation.
13. That the premises will be deemed to be Public Premises as defined in
the Haryana Public Premises and Land (Eviction and Rent Recovery)
Act. 1972, as amended from time to time.
14. That the Licensee will exhibit a Complaint book at conspicuous
place which will be made available to the customer(s) on request and
which will also be opened for inspection by person(s) duly
authorized by HTC
15. The Licensee will obtain various permissions as and when required
as per the local regulations. In case of any offence on the licensed
premises, the licensee will be solely responsible for its penalty
consequences.
16. The Licensee will not sell any other article except those for which it
has been licensed in the said premises or use it for any other purpose.
The Licensee will not carry out any addition/alteration in the
premises without prior written permission from the Licensor..
17. The Licensee will not be liable for any claim from licensor against
any untoward incidents like theft, riots, natural calamities or the
failure of electricity, or even change of the policy by the Govt.
18. That the Licensee will not install and operate any public address
system or any other media in the stalls allotted to him, which may
cause disturbance in area where the stall is located.
19. That the Stall/site will be given on “AS IS WHERE IS “basis as
shown at the time of the open auction. The Licensee will have to
make provisions for furniture and fixture for the use of the customers
at his own level. Only such space can be utilized for laying of the
furniture as assigned by the Licensor.
20. That the Licensor reserves its right to cancel the license at any time if
it is seen that the use of license is against the public policy as a whole
or the license is being used for obnoxious purpose and the use of
license may lead to danger to public safety and the license is used for
other purposes than for what it was granted.
21. That the Licensee will have to display the rate list for each and every
article allowed to be sold in the Food Stall. Further, the Licensee

will have to get the rate list approved by 25th
January, 2016 by 5.00
p.m. from the Licensor before it is displayed outside the food Stall.
22. That the Licensee is to ensure the use of LPG Cylinder (Commercial)
only for cooking of the food. No other material will be allowed to be
used for cooking purposes.
23. That the Licensee will install sufficient number of Fire Extinguisher
in the Food Court area allotted to him to avoid any mishap. .
24. The packed goods are not to be sold above MRP .If it is found that
the sale is being done above the MRP, the Licensee will be
responsible for the consequences apart from the action prescribed for
violation of general terms and conditions. .
25. Regarding the sale of Mineral water and soft drinks etc, the
management may grant Sole Selling Rights to any party and in that
case, only the specified brands of the packaged drinking Water and
soft drinks etc can be sold by the Licensees. The purchase of bulk
stock have to be made from the specified Agency/Manufacturer as
allowed by the Licensor.
26. The Licensees will ensure that the use of disposable plates, glasses,
spoons etc should be of good quality of food grade material..
27. Licensee would also put good quality dustbins/garbage bins in
sufficient numbers so as to manage Degradeable & Biodegraable
waste material separately in and around their food stalls.
28. The employees at various food stalls would be required to wear
Headgear/Hand gloves /Aprons etc. wherever required for safe and
hygienic preparation of food items.
29. That any dispute arising out of these terms and conditions will be
referred to the sole arbitration of the Managing Director, HTC/ Chief
Administrator, SKMA. HTC who may himself act as the Arbitrator
or appoint any serving or retired officer or any other person as
Arbitrator to act as Arbitrator on his/her behalf. The proceedings
before the Arbitrator will be governed by the provisions of the
Arbitration & Conciliation Act-1996, as amended from time to time.
The appointment of any person as Arbitrator will not be invalidated
merely on the ground of his being associated with LICENSOR as one
of its Officers in any capacity whatsoever. However, all disputes will
be subject to the jurisdiction of the local courts or the courts situated
at Faridabad.

The terms and conditions are as under:
1. 40 No. Stalls approx will be put-up near Delhi Gate. The stalls are
waterproof with provision of light with mat for the floor. The Stalls
will be outside the Mela Ground but it will form an integral part of the
Mela ground.
2. Incomplete, conditional Tender/EOI OR without EMD in specific form
(wherever applicable) are liable to be rejected outrightly. Sealed
Tender is to be submitted with DD for the EMD @ Rs.50,000/- for
each shop. The reserve price for each stall is Rs. 1,00,000/-+ service
tax extra as applicable and for Corner Stall is Rs. 1,25,000/-+ service tax extra as applicable
3. The EMD of the successful applicants will be converted into security
and will be refunded after the Mela is over. The EMD of other will be
returned after 15 days.
4. The stalls will be given on „AS IS WHERE IS” basis and it will have
to be returned in the same condition in which it was taken otherwise
security will be adjusted/forfeited against any default.
5. The Stalls are proposed to be let out from 1st February to 15th Feb,
2016 For 15 days. The possession will be offered on erection /
construction of stalls after 27th January, 2016.
6. The party interested in hiring of the stalls may bid for single stall, two
stalls or for upto 35 No. stalls (In multiple of five). The preference will
be given to an agency/ party who undertakes the project on turn-key
basis for Erection/ construction of Stalls, Marketing & allotment and
day-to-day management of the area where these stalls are proposed to
be erected/constructed. However, SKMA reserves the right to object to
selling of any objectionable material as per the laws of the land.
7. The charges for electricity as per actual consumption or on the basis of
pro rata reading of the meter will have to be paid extra.
8. The sale of any form of Handlooms, Handicrafts, Jewellery and
Eatables items etc are prohibited. 9. The payment of the rent/license fee will be as under:-

TERMS AND CONDITIONS FOR THE GRANT OF PERMISSION TO OPERATE/RUN
HELICOPTER RIDES DURING 30th SURAJKUND INTERNATIONAL CRAFTS MELA
FOR THE PERIOD FROM 1ST

FEBRUARY, 2016.
1) The financial bids be given to run the Helicopter rides for 15 days during the Mela i.e. 1st to
15th February, 2016 with EMD of Rs. 1.00 lacs in the form of Bank Draft/Pay Order. No
financial bid will be entertained with EMD and will be summarily rejected.
2) No curtailment of the bid money committed will be made on account of the stoppage/lower
frequency of activity because of any reason.
3) The area offered for use is in front of the Hotel Rajhans, Surajkund and that can be used by
the Mela Authority at any time for the VIP flights. Licensee cannot raise any
claim/objection in regard to that.
4) The bidder must be having requisite Air Operator Permit (AOP) from D.G.C.A.,
Government of India and any other necessary authorities.
5) The requisite permission from the competent authority i.e. D.G.C.A., Government of India,
New Delhi or any other necessary authorities are to be obtained by the successful bidder.
6) All temporary helipad guidelines as per D.G.C.A. norms have to be followed.
7) Fire fighting services have to be organized by the operator.
8) Any liability/taxes imposed at any point of time will be the responsibility of the operator.
9) Fuel storage space will be provided by Surajkund Mela Authority. All safety precautions

10) Helicopter, Passenger & Third Party insurance must be there. (Detail to be provided to the
Mela Authority).
11) Boarding lodging of flight crew, engineer & technical staff will be the responsibility of
operator.
12) No training of any type will be carried out during the operation.
13) Helipad usage charges on as is where is basis for 15 days i.e. 1st Feb. to 15
th 2016.
14) Approval of the Civil Aviation authorities as well as the approval of the District
Administration or any other permission from necessary authorities as required for use of the
Helicopter for joy ride purposes will have to be obtained by bidder itself.
15) The crew members i.e. Pilot/Co-pilot, etc. should have the valid license from necessary
authority for operation according to the requisite Acts/rules.
16) The successful bidder will be responsible for the safety & security of the riders/tourist
during the flight & off the flight in the demarcated area. He will also be responsible for the
complete medical treatment and for the damages in case of any casualty.
17) The amount to be charged per person per ride will not be more than Rs. 2,500/-
18) The successful bidder will have to deposit Rs. 10.00 lacs as performance security in form
of Bank guarantee.
19) Any other condition imposed by S.K.M.A.

GENERAL TERMS AND CONDITIONS
1. Incomplete, conditional tender and the tenders without EMD ( in DD Only)
in requisite form only are liable to be rejected out rightly.
2. The quantity of items can be increased or decreased by 10% subject to the
requirements. In that case, proportionate payment or payment on the basis of
the item wise rates will be made.
3. Each activity/job has to be provided and made operational strictly as per
specifications and schedule.
4. No subletting will be permitted.
5. The tenderer must give basic rates and clarify all applicable Taxes,
EPF, ESI, etc. and give the Certificate in following months and the
payment on account of applicable taxes, EPF, ESI and Service Tax
will be released after submitting the Proof /Certificate.
6. Rates quoted will be item wise + Applicable taxes as well as in Gross
Total. The total will be in figures as well as in words. Cutting and
overwriting of the figures/amount is not allowed. While making
comparative statement, the gross total of the particular item as a whole will
be taken into consideration.
7. The rates can be negotiated with the lowest bidder L1, L2, L3, if necessary,
and the payment will be made accordingly.
8. If Tenderer/service provider fails to supply the ordered quantity or
fails to make the services fully operational as per the requirements,
specifications and time schedule all the equipments lying at site will be
confiscated and alternate arrangement will be made at the risk and
cost of the Tenderer. Further, the EMD alongwith security deposit, if
any, will also be forfeited.
9. Every Service Provider will supply a list, atleast 25 days (latest by
7.1.2016) before start of the mela, of its team members/employees
showing their names, addresses and photographs for the purpose of
issue of photo identity cards as well as for Police Verification. The
charges as prescribed by the management for the same will have to be
deposited atleast 15 days (latest by 15.1.2016) before the start of the
Mela in advance in the Mela office by the service provider. No
substitution of the employees will be allowed except in emergent cases
and that too with the prior approval of management in writing.
Further, a list of its employees as well as the substituted/changed
employees to be deputed for the Mela duty, showing their names,
addresses and photographs has to be supplied for the purpose ofPolice
Verification
10. The cost of Identity Card is Rs. 200/- per Card

11. The Agency/Service provider will solely be responsible for maintaining
the proper record of employees/persons provided for various activities for
the mela and for payment of all emoluments/wages as per the statutory
requirement/labour laws. The HTC/SKMA will in no case be responsible
for payment of the wages and compensation etc., if any, to the manpower
deployed by the Service provider.
12. The rates will remain valid till the Mela is over.
13. Smoking, consumption of liquor/alcohol and use of tobacco products etc.
by the service providers and the staff deployed by him/her is strictly
prohibited.
14. Sealed tenders are to be submitted latest by 11.00 A.M. of 16th
November,
2015. The sealed tenders so received will be opened at 11.30 A.M. on 16th
November, 2015 at Conference Hall at Sunbird Motel, Surajkund in
presence of the representatives of the parties who may like to be present.
15. The following documents will have to be supplied by the tenderer
alongwith the Tender Document.

either himself/herself act as the Arbitrator or appoint any serving/retired
officer of Haryana Govt. / HTC to act as the Sole Arbitrator on his/her
behalf. The decision so taken shall be final and binding on both the
parties.
18. The management reserves the right to accept or reject any one or

Specific terms and conditions:-
1. The Service Provider is to ensure that the DG sets are fitted
with duly sealed Digital meters for recording the running of
the same DG sets. The meter reading be got verified at the
time of trial run and subsequently during the mela, every day
in the morning at 10.00 am and it will have to be shown to
the designated officer. On last day, the digital meter will
again be got verified for preparation of the final bill for
payment.
2. The Service Provider should have Electrical Licence issued
by Competent Authority.

Specific terms and conditions:-
1. Static IP on telephone (Either through BSNL or Airtel) would be provided by Mela Authority.
2. The system installed should be compatible with the remote viewing of all footage through STATIC IP address. The static IP address will be obtained by Mela Authority.

3. The recording of all the mela through CCTV will have to be kept atleast for 45 days after the Mela by the contractor. The Mela authority will have a right to obtain such footage within the specified period of 45 days from the contractor.
4. The contractor will provide dedicated manpower to monitor & repair the faults at site round the clock. Such manpower will be supervised by the manager/supervisor to be provided by the contractor.
5. The contractor is required to provide the mobile phones to all the staff engaged at site and the same will have to be shared with Mela authority latest by 15st Jan,2016.
6. The contractor is required to configure all the computers of Mela authority where remote viewing of CCTV is required through State IP address with “E-surveillance Web” for effective viewing of footage.
7. The CCTV control room would be functional in the Police Control Room as per the satisfaction of the Security agencies / SKMA. Additionally, 16 vintage points of the mela area would be monitored at the office of Mela Police Officer & Chief Administrator through a 40” or above LCD/LED. The quote should include these aspects.
8. The requirement of CCTV, LCD Monitor, wiring etc may increase by 20% due to security reasons & requirements of Police Dept/ SKMA. The agency should be capable of executing additional requirement so arises. No extra payment would be made upto 20 % increase in the tender specifications. The requirement over & above 20% would be suitably compensated.

Specific Terms & Conditions:
1) The Agency has to install its own 2 nos. Computer System/ and Laptop,
UPS, Printer and accessories (as required) in the Media Centre for
Editing alongwith Editors.
2) The teams for Still Photography and Videography will have to report
daily at 9.oo a.m. to the Officer Incharge of Media Centre and to be
available in the Mela till the end of all activities and events of particular
day.
3) The hard copy and soft copy of the selected photographs are to be given
in Media Centre by 5.00 p.m. for purpose of issue of Press releases for
the day. The approval for the hard copies will have to be obtained from
the Mela Authority.
4) The Service Provider will have to attend the evening meetings daily at
8.00 p.m. in the Conference Hall of Sunbird Motel.
5) Care has to be taken for proper coverage of all activities/events of the
Mela.
6) In case more/extra teams for Still Photography and Videography are
required on any particular day or work, approval in writing be obtained
for the same otherwise any claim for extra payment will not be
entertained.
7) The record of the coverage of the Mela is required to be preserved by
the service provider at least for 03 years.
8) The service Provider will keep a Cordial Relation with Activity
Incharge and take day to day briefing.
9) The original & unedited still / video shoots are the property with of the
Surajkund Mela Authority / HTC and are supposed to be handed over to
the Mela Authority immediately after the mela is over.
10) Final still copies/duly edited & Voice over DVD etc are required to be
given within 21 days of the last day of the Mela.
11) The staff deputed for the Photography and for Videography will be in
uniform wearing Photo I/cards etc for quick identification.
12) Two sets of the selected still photographs (hard copies and the soft copy
in the form of DVD) and two sets of the DVD of the entire
Videography are required to be given free of cost after the mela is over.

of Registration with Details Name of Craft person, Father Name, Address,
State, Craft and Award etc.

ii. The Invitation letters are issued on the basis of List to Craftsperson.
Haryana Tourism will allot Work Huts and Residential Huts from their
Quota of Work Huts before the start of Registration.
iii. The Data will be provided to Service provider before the registration and in
some cases there is need to Change the Data during Registration Process.
iv. During registration, the HTC Official will check the Documents of Invitees
and if there is any change in Information the same will be changed
ONLINE and the Service providers has to depute their Computer Operators
for the same.
v. After checking the documents, the Software should PRINT Registration
Slip for Preparation of ID Cards and the ID Cards should be printed after
clicking the photo through Web Cameras/Digital Cameras.
vi. Unique Identity Card Number (Format will be specified by HTC) will be
printed on Identity Card
vii. As per the Rules One Helper should be allowed with One Crafts Person and
incase HTC allow more Helpers to Crafts Person then same should be
printed but properly linked with same Craftperson.
viii. The Duplicate Identity Card should not be Printed
ix. The Software should ensure No Duplicate Work Hut is to be issued
x. The Work Huts are to be allotted from the bunch of Work Huts allotted for
Handloom and Handicrafts
xi. In case of Lost/Duplicate Card the previous card is to be cancelled in
System and then issued.
xii. On the basis of Identity Cards the Takhtis of Main Craftperson(Handlooms,
Handicrafts, Sponsor Agency) in English and Hindi will be generated as
per the Design given by HTC.
However, in case of remaining Categories the Data will be given before the Mela
and during the Mela and for the same Service provider should issue Registration Slip as
finalized by HTC.

Specific Terms & Conditions:
1. A CD containing the art work, color scheme and sizes would be given
by HTC/SKMA to the Service Provider for taking print on STAR flex
and then to frame it and install it within the prescribed time at the
specified places as mentioned in the Tender Document or such other

2. The Service Provider will be responsible for the safety of the Hoardings
and the payment will be made only if the hoardings remain intact till the

Terms and conditions:
1. Water should be safe for watering the plants and other purposes of
daily activities.
2. Drinking water should be potable and safe for human consumption. The
PH value of drinking value should be between 6-8.
3. Service provider would be required to make arrangements for the
safety and security of tankers carrying drinking water.
4. All the tankers must be filled in the morning in the presence of an
authorised official of HTC/SKMA and ensure that the lids of these
tankers are locked properly after filling and during the usage
throughout the day in Mela grounds.
5. Proper cleaning of the tankers daily proper clorination, filteration and
other corrective and precautionary measures should be adopted by the
service provider to ensure the safe supply of water for both purposes
i.e. for drinking and for general purposes during the entire mela
period.

1. The actual number of requirement for each type of Fire Extinguishers will
be intimated in consultation with Police/MCF Authority and the Service

Electronic Ticketing Machines (ETM) are required for Billing at Four (4 Nos) Entry
Gates namely Delhi Gate, Charminar Gate, Kerala Gate, Dhanteshwari Gate of Surajkund
International Crafts Mela. The Service Provider has to Supply, Install ETM Machine
alongwith requisite Application Software for E Ticketing as per the design given by the
Mela Authority as well as hosting the Data on Web Server (Space will be provided by the
Vendor if required). The Service Provider has to trained the Manpower and maintain the
machine during the Mela period. However, the operation of ETMs are manned by the
officials of Surajkund Mela Authority.
Scope of Work

b) Scope of Application for E-ticketing.
The Tickets are to be printed on Electronics ticketing machines as per the
design given by Surajkund Mela Authority. The Scope of work has been
depicted as follows :-
1. Entry Tickets are to be printed in the following format (the format can also
be changed) and the service provider has to specify paper specification for
Printing.
2. The tickets are to be Printed in two Denominations in week days except public
holidays and Weekend i.e. Rs. 80/- (General Public) and Rs. 40/- (Senior
Citizen/differently able persons/Serving Soldiers/Student) for Indian and
Foreigners Category .
3. The weekend and public holidays ticket will be Rs. 120/-(General
Public/Student) and Rs 60/-( Senior Citizen/differently able persons/Serving
Soldiers) for Indian and Foreigners Category. However, the Software should
be such that Rates can be Modified, if there is change but the same should be
able change through Centralized Demonstrator.
4. The Electronics Machines at each Gates are to be linked with Online Database
Server and data will transfer on Web Server on real time(Web Space as
Database Service be provided by the Service Provider).
5. There shoud be Centarlized Administrator, Gate wise Administrator and users
and reports should be designed as per their utility and for the same Service
Provider should discuss the same with HTC/SKMA authority before
development.
6. The Service Provide Should install the Computer System (if required) for
collections of Offline E-ticketing Data at each Counter or Centralized Web
Server.
7. ETMs will have both online & offline connectivity as well as batch process
capability for transmitting the data from the terminal to the remote host. For

Reports. There should be Option to see all above reports on a particular date or

towers by the Telecom Companies for better reception of the mobile calls during the
mela. Accordingly, EOI is invited for the same. The pre –requisite requirement is as
under:-
1. The Bidder must have Access Service License/ IP Registration Certificate
issued from Department of Telecom.
2. The Average Annual financial turnover during the last 3 years, ending 31st
March of the previous financial year, should be at least Rs. 15,00,00,000/-
(Rupees Fifteen Crores only). For the purpose, audited Balance Sheets of last 3
years shall be attached, otherwise evaluation will not be carried out by
SKMA/HTC and tender is liable to be rejected. The Balance Sheets should be
certified by a Chartered Accountant.
3. Experience of having completed any similar works for Installation of 30
(Thirty) Cellular Towers within India in last Seven (7) years ending before the
date of notice of invitation of this tender, Similar work is defined as execution
of the work of installation of GSM/CDMA or any other monopole towers. It is
also includes long term mobile cellular tower installation rights given to the
agency. If the long term mobile cellular tower installation rights are currently
under progress as on date of publication of notice inviting tender in the
newspaper, then each annual contract agreement completed successfully for
such long term mobile cellular tower installation rights shall constitute a
separate work having completed successfully for the purpose of evaluating the

TERMS AND CONDITONS

GENERAL TERMS AND CONDITIONS
1. Incomplete, conditional tender and the tenders without EMD are liable
to be rejected outrightly.
2. The tenderer should have the turnover of not less than Rs.1.00
Crore per annum in each of the last three years.
3. The tenderer should have two hundred people for every month on
pay roll for the last two years. Documentary proof is to be attached.
4. The Committee will check the premises of the workplace of security
agencies. Checking of premises will be the part of the assessing of
technical eligibility for the Tender.
5. The Tenderer should provide the list of past/current
premises/firms/events where security services provided.
6. The quantity of items can be increased or decreased by 10% subject to
the requirements. In that case, proportionate payment or payment on
the basis of the item wise rates will be made.
7. Each activity/job has to be provided and made operational as per
specifications and schedule.
8. No subletting will be permitted.
9. The tenderer must quote rates separately. All taxes leviable would be
extra.
10. The rates can be negotiated with the lowest bidder, if necessary, and the
payment will be made accordingly.
11. Rates quoted will be item wise as well as in Gross Total (exclusive of all
taxes). The total will be in figures as well as in words. Cutting and
overwriting of the figures/amount is not allowed. While making
comparative statement, the gross total of the particular item as a whole
will be taken into consideration.
12. If Tenderer/service provider fails to supply the ordered quantity or fails
to make the services fully operational as per the requirements,
specifications and time schedule all the equipments lying at site will be
confiscated and alternate arrangement will be made at the risk and cost
of the Tenderer. Further, the EMD alongwith security deposit, if any,
will also be forfeited.
13. The Service Provider will supply a list, atleast 21 days before start of the
mela, of its team members/employees showing their names, addresses
and photographs for the purpose of issue of photo identity cards as well
as for Police Verification. The charges as prescribed by the management
for the same will have to be deposited in advance in the Mela office by
the service provider.
14. The Service Provider will supply a list, atleast 21 days ( by 7th
January,
2016) before start of the mela, of its team members/employees showing
their names, addresses and photographs for the purpose of issue of photo

identity cards as well as for Police Verification. The charges as
prescribed by the management for the same will have to be deposited in
advance in the Mela office by the service provider. No substitution of
the employees will be allowed except in emergent cases and that too
with the prior approval of management in writing. Further, a list of its
employees approximately 100-150 in number to be deputed for the Mela
duty, showing their names, addresses and photographs has to be
supplied for the purpose of Police Verification. Any substitution would
be allowed from these 100-150 employees whose list has already been
provided for police verification. No substitution from out of this list
would be allowed at any cost and in any circumstances.
15. The Agency/Service provider will solely be responsible for maintaining
the proper record of employees/persons provided for various activities
for the mela and for payment of all emoluments/wages as per the
statutory requirement/labour laws. The HTC/SKMA will in no case be
responsible for payment of the wages and compensation etc., if any, to
the manpower deployed by the Service provider.
16. The rates will remain valid till the Mela is over.
17. Smoking, consumption of liquor/alcohol and use of tobacco products
etc. by the service providers and the staff deployed by him/her is strictly
prohibited
18. Sealed tenders are to be submitted latest by 11.00 AM of 16th
November, 2015. The sealed Tenders so received will be opened at
11.30 A.M on the same day at Conference Hall at Sunbird Motel,
Surajkund in presence of the representatives of the parties who may like
to be present.
19. The following documents will have to be supplied by the tenderer
alongwith the Tender Document.

behalf. The decision so taken shall be final and binding on both the
parties.

Specific Terms & Conditions:
1. Security Agency shall be the employer of the manpower deployed for the
purpose; therefore the statutory obligations as per the Labour Laws and
other acts/rules/laws of the land shall be the responsibility of the
employer/Service Provider.
2. Security Agency shall be required to submit attested copy of the
License/Certificate issued by the competent authority in regard to providing
Security Services.
3. The staff deputed will be in proper uniform, displaying name- badge &
proper ID card. The security guards will be matching the physical standards
as applicable in case of the Police recruitment.
4. The requirement listed above is variable to the extent 10 %.
5. 20% staff strength over and above of the strength mentioned in the scope of
work may be kept in reserve, to meet the emergent requirement.
6. A composite rate has to be quoted for providing entire security services at
various points during the mela. Nevertheless, bare minimum staff will have
to be deployed as per the above requirements.
7. The service provider is also to ensure removal of all hawkers outside the
mela gates. Accordingly, it has to depute four persons in front of
Sheikhawati gate and four persons in front of Hermitage Area for removal
of the unauthorized hawkers during the mela.

GENERAL TERMS AND CONDITIONS
1. Incomplete, conditional tender and the tenders without EMD are liable to be
rejected out rightly.
2. The tenderer should have the turnover of not less than Rs.10.00 crores
per annum in each of the last three years.
3. The Committee will check the premises of the workplace of sanitation
agencies. Checking of premises will be the part of the assessing of
technical eligibility for the Tender.
4. The Tenderer should provide the list of past/current premises/firms/events
where sanitation services provided.
5. The quantity of items can be increased or decreased by 10% subject to the
requirements. In that case, proportionate payment or payment on the basis
of the item wise rates will be made.
6. Each activity/job has to be provided and made operational as per
specifications and schedule.
7. No subletting will be permitted.
8. The tenderer must quote rates separately. All taxes leviable would be extra.
9. The rates can be negotiated with the lowest bidder, if necessary, and the
payment will be made accordingly.
10. Rates quoted will be item wise as well as in Gross Total (exclusive of all
taxes). The total will be in figures as well as in words. Cutting and

overwriting of the figures/amount is not allowed. While making comparative
statement, the gross total of the particular item as a whole will be taken into
consideration.
11. If Tenderer/service provider fails to supply the ordered quantity or fails to
make the services fully operational as per the requirements, specifications
and time schedule all the equipments lying at site will be confiscated and
alternate arrangement will be made at the risk and cost of the Tenderer.
Further, the EMD alongwith security deposit, if any, will also be forfeited.
12. The Service Provider will supply a list, atleast 21 days ( by 7th
January, 2016)
before start of the mela, of its team members/employees showing their
names, addresses and photographs for the purpose of issue of photo identity
cards as well as for Police Verification. The charges as prescribed by the
management for the same will have to be deposited in advance in the Mela
office by the service provider. No substitution of the employees will be
allowed except in emergent cases and that too with the prior approval of
management in writing. Further, a list of its employees approximately 100-
150 in number to be deputed for the Mela duty, showing their names,
addresses and photographs has to be supplied for the purpose of Police
Verification. Any substitution would be allowed from these 100-150
employees whose list has already been provided for police verification. No
substitution from out of this list would be allowed at any cost and in any
circumstances.
13. The Agency/Service provider will solely be responsible for maintaining the
proper record of employees/persons provided for various activities for the
mela and for payment of all emoluments/wages as per the statutory
requirement/labour laws. The HTC/SKMA will in no case be responsible for
payment of the wages and compensation etc., if any, to the manpower
deployed by the Service provider.
14. The rates will remain valid till the Mela is over.
15. Smoking, consumption of liquor/alcohol and use of tobacco products etc. by
the service providers and the staff deployed by him/her is strictly prohibited.
16. Sealed tenders are to be submitted latest by 11.00 AM of 16th
November,
2015. The sealed Tenders so received will be opened at 11.30 A.M on the
same day at Conference Hall at Sunbird Motel, Surajkund in presence of the
representatives of the parties who may like to be present.
17. The following documents will have to be supplied by the tenderer alongwith
the Tender Document.
a) Experience of supplying similar material/services in two
Melas/Fairs/Festivals of National repute in the last 5 years (2010-
2011 to 2014-15).
b) the turnover of not less than Rs.10.00 crores per annum in each of
the last three years duly certified by Chartered Accountant.
c) The Tenderer should provide the list of past/current premises/
firms/events where sanitation services provided.
d) Profile of the Tenderer and the availability of the infrastructure/
manpower/ details of the offices.

himself/herself act as the Arbitrator or appoint any serving/retired officer of
Haryana Govt. / HTC to act as the Sole Arbitrator on his/her behalf. The
decision so taken shall be final and binding on both the parties.

The work involves providing of comprehensive sanitation services in the
following areas:-
1. Entire Mela ground including the Toilets, Food Court area, Amusement area,
Chaupal-I, Chaupal- II, Natyashala, and all approach roads to the Mela grounds
etc.
2. Hermitage area.
3. Lake View Huts.
4 Jungle Fowl-II area.
5. Area in front of Hotel Rajhans used for Mega events /Fashion shows.
6 Design Galleries Complex
7 Additional area used for residence of participants like Sports Stadium. EWS
quarters of Charmwood Village, NTPC Guest House and other guest houses
that may be hired at Surajkund and Faridabad.
The Service Provider will provide Hard plastic Dustbins with wheels & movable kit
(capacity-150 ltrs.; approx- 20 Nos.)/ Hard Plastic Dustbins with movable
lid(capacity 100 ltrs.; approx-200 Nos.) /Plastic Dustbins (capacity-10 ltrs.; approx
40 Nos.) /Plastic Paddle Bins with Lids (capacity-10 ltrs.; approx 40 Nos.); Rickshaw
trolleys (approxs-10 Nos.)/Hand trolleys(capacity-100 ltrs.; approx 20 Nos.);tractor
trolleys(approx-2 nos.). 20% extra on week-ends and public holidays. The Service
Provider is also to provide black colour bio degradable disposable bags in all the
dustbins for quick replacement of the garbage. A composite rate has to be quoted by
the Service Provider and it has to be ensured that the staff as per the requirements is
deputed at all these places in consultation with the activity head of Sanitation of
HTC/SKMA. The Service Provider will also increase or decrease the staff as per
requirement of the authorities. However, the bare minimum staff that the SKMA
presumes to be deputed by the Service Provider , based upon the last year
requirement will be as under:-

Specific Terms & Conditions:
1. The entire staff deputed should be in proper uniform displaying name badge &
proper Photo ID card with the seal/stamp and signatures of the Service
Provider. A list of 100-150 employees showing their names, addresses with
photographs should be supplied to the Mela Authority well in advance for Police
verification. It has to be ensured that the sanitation staff should be deputed out
of this list of 150 personnel only, and under no circumstances, any substitute, if
required, would be allowed.
2. Sanitation Agency shall be the employer of the manpower deployed for the
purpose; therefore the statutory obligations as per the Labour Laws and other
acts/rules/laws of the land shall be the responsibility of the employer/Service
Provider. No child below the age of 18 years be engaged for menial job.
3. Cleaning equipments & materials like brooms, mopes, dusters, garbage baskets,
buckets, garbage bags (black), liquid soap, toiletries, BHC etc shall be
responsibility of the agency.
4. Cleaning & up-keep of toilets will be the responsibility of the agency. He
should depute atleast one sanitation person in each of the toilet blocks the whole
day i.e. 10.00 AM to 9.00 PM .
5. The Supervisors etc will have their own mobiles so that it may be used for better
communications.
6. Spick & span cleaning of the vicinity after the Crafts Mela shall be the
responsibility of the Agency.
7. The service provider will have to make available Cabs/Vehicles for
transportation of his staff as well as for movement of its supervisory staff in
case of emergency.
8. The service provider is to supply a list of the total staff deputed, area-wise in the
morning every day at 7.00 a.m. to the Officer In charge of HTC so that the same
may be verified during the day time.

INVITATION FOR THE CONCEPTUALIZATION AND EXECUTION
OF THE AMBIENCE CREATION OF ENTIRE MELA GROUNDS AND
ITS ADJOINING AREAS (EXCEPT THE AREA ALLOTTED TO
THEME STATE AND PARTNER NATION) BY SURAJKUND MELA
AUTHORITY ON TURNKEY BASIS.
Surajkund Mela Authority wishes to appoint a Designer-cum-Executor of the
Ambience for the Surajkund International Crafts Mela-2016 of its strategic
locations of the Mela Grounds spread over around 40 acres by creation of
semi-permanent structures/props in a traditional theme so as to enhance and
brighten up the overall décor and ambience of the Mela which is going to be
held from 1st Feb. to 15
th Feb.2016. Surajkund Mela Authority intends to have
a new innovative ambience plan to get with the existing terrain of the Mela
grounds keeping in view the rural ambience & rocky terrain (The SKMA will
prefer that the interested parties show 3-D visuals of the concept plan & its
inputs.
Expected Deliverables from the Agency:-
o Providing and installing/executing creative, innovative concepts which
are vibrant and robust and attractive along with their supervision at the
Surajkund Mela Grounds as a whole including the main Axis as well as
all zones and atleast 3 to 5 thematic compositions in each zone and mid
axis of the Mela grounds.
o Existing gates of the Mela area to be decorated(Delhi side gate to be
given full emphasis).
o The additional props if any to be created which shall be semi-permanent.
SKMA will appreciate use of fiber sheet/water proof material instead of
plaster of paris & wood ply.
o Apna Ghar of Haryana shall be decorated to showcase rural traditions &
living style in the remote villages of Haryana.
o Expected life of the structures/features material be approximately one
month and colour/textures to with stand rains etc. also.
o Food Court area to be decorated, in a unique style different from the
ambience of the other parts of Mela.

o Other strategic / vintage points of the Mela area also to be decorated.
o Designs should be such so as to guide and allow smooth flow of traffic
movement. The execution of inputs of ambience plan should be done in
such a way that its takes minimum ground coverage which may be done
in consultation with team of HTC/SKMA.
o The designer/Concept Executer will suggest the overall ambience of the
Mela and submit a detailed proposal in the form of documents supported
by sufficient number of drawings, visuals (Preferably 3-D) on soft
copies as well as hard copies for approval and reference as well as
marking of all features of ambience on the location plan of SKICM-
2016. The location of the features can be modified by HTC keeping in
view/in accordance with the ambience plan of the theme state/partner
nation of SKICM-2016 with the approval of authorities.
o The firm / agency will firstly give the concept and get it approved by
SKMA before executing the same.
o The firm / agency will take care of the wear and tear in ambience and
get it repaired throughout the 15 days of Mela. The sufficient number of
manpower & supervision will have to be kept by the firm / agency for
the same. SKMA will mark the daily attendance of the persons deputed
by the Designer-Cum-Executer.
o The production & Installation as per regulated time schedule will be
inspected by the Inspection team of HTC/SKMA.
o Designer-cum-Executer is required to maintain coordination with the
Designers / Executers of the Theme State & Partner Nation so as adhere
to their respective areas only and integrate the whole ambience in such a
way that it stands out.
o The signage/ Placards/ distribution of pamphlets of Designer-cum-
Executer / Executing Agency in the Mela premises is strictly prohibited
as the ambience so created strictly belongs to HTC/SKMA.
WHILE ACHIEVING THE ABOVE SCOPE OF WORK THE
FOLLOWING NEEDS TO BE KEPT IN MIND:-
The Designer–cum-Executor (Individual or firm) will incorporate the
elements and items matching the rural ambience & terrain of existing
Mela grounds in the proposed concept of ambience creation.
While designing the Designer-cum-Executor may interact with the
activity heads, HTC & Architecture cell and use the unique features and
elements of HTC like publicity material etc.
The design and material and sizes of structures/features should be
handy/workable which can be easily shifted in case of emergency, to be
used and will have to be approved from HTC beforehand and preferably
be of the material which should last even after the Mela.

If the need be, the items/features can be reduced in number by the
HTC/SKMA so as to avoid overcrowding. There should be no
overcrowding of any features on the main axis of the Mela grounds.
The Designer-cum-Executor is to ensure that the proposal are planned in
such a way so that there is sufficient space left for the movement of the
visitors and in case of any untoward incident the visitors can be
evacuated as early as possible. The entire ambience plan should be
planned & executed keeping in view the disaster management plan of
Mela grounds especially the movement of fire brigade vehicles.
The Agency will plan & design sufficient number of signage/directional
signage inside the Mela premises indicating prominent services and
facilities. The design of the signage should be rustic in look & should
merge/gel with the ambience of the Mela. The material used for its
execution should preferably be wood.
The Agency is required to provide three sets of layout of the ambience
creation of the entire mela area. The 3D visuals alongwith sizes
dimensions duly marked on the location map of SKICM-2016 should be
a part of presentation so submitted should be comprehensive in nature
and fully illustrative with details of the cost expenditure required to be
incurred for its execution and be got approved from the Competent
Authority of SKMA.
The work should be completed by the Agency at site in all respects by
28th January 2016.
The Mela grounds will be available for execution from the date of
allotment of tender.
It is important that the ambience concept is to be created with features
that are hand-crafted made by the traditional craft persons as far as
possible keeping with the aims & objectives of the HTC/SKICM.
The Designer-Cum-Executer will have to have meetings with the theme
state and coordinate ambience plan with their team before execution to
avoid duplicacy / overcrowding and to ensure design synergy.
The Designer-Cum-Executer will have to modify designs in the area
allotted to the partner nation as per their concept & colour scheme.
THOUGHT PROCESS & DETAILED WRITE-UP: The Designer–
cum-Executor (Individual or firm) is required to integrate the ambience
concept with the promotion of Surajkund International Crafts Mela &
Surajkund as a place to host such a wonderful event and to submit a
detailed write-up on the concept of the selected / executed ambience
plan to make the ambience plan so executed more meaningful to the
visitors (HTC reserves the right to use it for publicity & advertisement
purposes).

ELIGIBILITY CRITERIA
The Designer-cum-Executor must have the experience of at least three
year in the field of designing and creation-cum-execution of similar
theme based events such as fairs / festivals of a similar scale &
magnitude.
PROCEDURE OF SENDING SEALED OFFERS &SELECTION CRITERIA:
1. The Tenders will be in two parts i.e. Envelope A (containing the
Technical Bid and the DD for the EMD) and Envelope B
(containing the Financial Bid) in which financial implication and
a lump sum amount within the budget of HTC should be
mentioned and to be put in a third envelope and to be
superscribed as “Tender for Ambience Creation of 30th
Surajkund International Crafts Mela”.
2. Initially Envelope A will be opened and the short listing of the
eligible applicants will be made The Envelope B containing the
Financial Bid will be opened only of the shortlisted applicants.
3. For final selection, the Technical Committee will give due regard
to the following aspects:-
a. Technical qualifications (10 marks)
b. Professional experience (05 marks)
c. Company back ground and experience (05 marks)
d. 3-D PPT presentations/models (10 marks)
e. The basic concept of the Ambience creation (35 marks).
f. Similar work done in recent past (05 marks).
TERMS AND CONDITIONS 1. The SKMA reserves the right not to accept bid(s) from agency (ies)
resorting to unethical practices or on whom investigation / enquiry
proceedings have been initiated by Government investigating Agencies
Vigilance Cell.
2. The SKMA is not bound to accept the lowest bidder or to assign any
reason for non-acceptance. The SKMA reserves its right to accept the
bid in part or in full. Conditional bids will be rejected outright.
3. The SKMA reserves the right to summarily reject an offer received from
any agency (ies),without any intimation to the bidder(s).
4. The SKMA reserves the right to withdraw / cancel the bid document
partially or completely at any stage.
TERMINATION BY DEFAULT
SKMA reserves the right to accept or reject any proposal, and to annul the
bidding process and reject all proposals at any time prior to award of contract,
without thereby incurring any liability to affected bidder(s) or any obligation to
inform the affected bidder(s) of the grounds for HTC/SKMA‟s action.

In case of any dispute HTC/SKMA may appoint an arbitrator, which will be
accepted by the agency / firm. The decision of the arbitrator will be final and
binding on both the parties. The jurisdiction of the court will be Faridabad
(Haryana)
INDEMNIFICATION CLAUSE
“That the selected agency shall keep HTC/SKMA indemnified and harmless
against all claims, damages, dues, payments, fines, penalties, compensations,
liabilities other losses etc. which may incur on account of non-compliance or
violation by the selected agency or otherwise.
VALIDITY OF THE CONTRACT
The Contract shall remain valid with effect the date of award of the contract/
tender till the end of Mela or otherwise specified in the letter of award of tender.

providing information and Operation of Online Room Booking System of Haryana
Tourism Corporation & other related information of Surajkund Mela Authority &
Haryana Tourism.
General Instructions
The E a r n e s t Money Deposit will be submitted alongwith the
Tender. Technical bids will be opened only of those bidders who have
submitted the EMD
The incomplete Bids will be rejected without giving any reason
thereof.
Financial bids of only technically qualified bidders will be opened.
The successful bidder will be required to do all prior work of
recruitment and training of staff, test dialling etc. in 15 days time from
the date of award of contract and should start the operation within this
period.
No Consortium or joint ventures or tie-ups shall not be allowed during

Call Center would be operational 24X365 days. The call center staff hired
to receive the call should be well conversant with English and Hindi. The
knowledge of other local & foreign languages is also desirable. It is expected
that sufficient number of call center staff is deployed to operate the Call
center efficiently. Based upon the response and caller traffic the successful
bidder will be expected to put more staff at a notice of 10 days. HTC/SKMA
reserves the right to change the nos. of call recipients. ROLES AND RESPONSIBILITIES
a) Client’s responsibilities
HTC will provide training and information on Help-Desk related subjects
of Tourism domain information/affairs, especially related to Haryana
Tourism & Surajkund Mela Authority.
b) Successful Bidder’s responsibilities
They will use their own premises or extends this facility in existing
call center in either D e l h i - N C R , C h a n d i g a r h ,
P a n c h k u l a & M o h a l i . The cost of premises & recurring
cost related to electricity, connectivity & all kind of utility services
will be borne by the successful bidder for setting up & operation of
this call center.
The successful bidder will have to appoint one Nodal Officer
amongst its staff for HTC/SKMA during the entire tenure of the
contract, to collect information and feed it to the call center.
They will recruit, train (provide language and soft skills) and
maintain the necessary staff in order to run the centre in full capacity
at their own cost.
The successful bidder will have to appoint one supervisor who will be
a single point contact (Other than Nodal Officer) for coordination
with Client and also supervising the performance of the agents. The
supervisor must be available 24/7 on mobile.

The Bidder needs to sign an agreement and non disclosure
agreement with HTC/SKMA for running the call centre.
The successful bidder will have to put the necessary hardware and
licensed application software including computers, routers,
switches, networking etc. at their own cost.
The Bidder will provide all Call – Logs, Voice – Logs, Voice
recordings and other necessary details as required by Client.
The Bidders will setup IVRS for Helpdesk
The LIVE CHAT available on Haryana Tourism Website be
operated by employees deputed by Bidder.
The Bidders will resolve the issues of Online Reservation and for
the same training be imparted by NIC to the staff.
The Bidder will send bulk or specific e-mails from database as and
when required.
All the expenditure pertaining to the manpower deployed for call
center operations and maintenance costs of all hardware/software
will be borne by the successful bidder including the salaries and
other benefits of the staff.
The service provider will abide by the job safety measures prevalent
in India and will free Client from all demands or responsibilities
arising from accidents or loss of life the cause of which is the
service provider‟s negligence. The service provider will pay all
indemnities arising from such incidents and will not hold Client
responsible or obligated.
The service provider is responsible for managing the activities of its
personnel and will hold itself responsible for any misdemeanours.
The service provider will treat as confidential all data and
information about HTC/SKMA, obtained in the execution of his
responsibilities, in strict confidence and will not reveal such
information to any other party without the prior written approval of
HTC.
The successful bidder is required to do all prior work of installing
the required hardware & software, recruitment and training of
agents, test dialling etc. in 15 days time from the date of award of
contract to them and should start operations within this period.
The service provider will be responsible for Program Management
activities like coordinating with the HTC departments/offices (for
information) and telecom service provider for smooth running of the
operations.

Eligibility Criteria
a) The bidder should have a prior experience of minimum 5 years (As
on 31st Oct 2015) of successfully running a Domestic/International
Inbound Call Centre and one of the call centers must be currently
running and operational. Out of this, at least one year should
necessarily be providing similar services to Tourism /Hospitality
firms specifically. Proof of the same has to be mandatorily submitted.
The experience of running in house call center/help desk for bidder‟s
own operations or their partner/associate‟s operation will not be
counted. The experience of running the call center for third party
clients will only be considered. The bidder must attach registration
Certificate. The bidder must have to submit the work
order/agreement/client certification for the same.
b) The bidder must have total turnover of Rs.50 lakhs in each of last three
preceding years ended on 31st March 2015 from similar activity. The
bidder must attach ITR & audited accounts & of last three years as
supporting documents. Un-audited accounts will not be considered.
The bidder must attach the certificate from their Statutory Auditor
certifying the total turnover from similar activity (Call Center
operations) of Rs. 50 Lakhs in each of during last three years. The
scanned copies of Profit & Loss Accounts and Balance Sheets of last
three years and the ITR & detailed audited accounts of last three
years ended on 31st March 2015.
c) The bidder must have valid and relevant ISO certification. The
copy of the certificate must be submitted in Technical Bid.
d) The bidder should not be under a declaration of ineligibility for
corrupt and fraudulent practices issued by Government of Haryana
or any of it‟s PSU in the State of H a r y a n a or any other State
Government in India or Central Government for the similar kind of
project for providing Electoral Roll and management program.
Certificate / affidavit mentioning that the Bidder/ Consortium
Partner is not currently blacklisted by Government of Haryana or any
of it‟s PSU in the State of Ha r yan a or any other State
Government in India or by the Central Government due to
engagement in any corrupt & fraudulent practices for the similar
kind of project for providing Electoral Roll and management
program.

Evaluation of Bids
For technical evaluation and comparison of the bids, all the bids will be evaluated
against the eligibility criteria mentioned in this document.
Financial bids of only those bidders who qualify on the basis of evaluation
of technical bids will be opened. Only with tax values will be considered
for financial evaluation. The work would be awarded to the agency with
lowest financial bid.
Payment Terms: The payment will be made on monthly basis. Monthly Payments
will be made on submission of Bills on the basis of log sheet. All payments would be
made on satisfactory submission of bills within 45 days of satisfactory submission.

Scope of Proposed System
This Call Centre will represent the Gateway to various resources in the
area of Tourism in Haryana. Instead of dialing individual numbers, this
facility will provide a single point of contact to citizen through a toll
free number and connects the call to the respective domain experts.
Through the initial dialing, the call will be diverted to the agent who is
handling that particular area and then that agent will be liable to
provide correct answer/ information about the query to the caller.
Quality Assurance
a) Call Recording and Monitoring All calls received by the agents second by second will be recorded using the
“HTC”, enabling electronic transfer of the recorded calls (*.wav files) to
Client via email within 24 hours upon request. These same recorded calls will
also be sent to Client on CD-ROM when required. Such calls will also be used
for agent training & coaching for which supervisor will listen to calls for
improving the performance of agents.
