Executive Summary:

The General Aviation means the all of flight which are other than the scheduled flight

are refer as the general aviation. The flight range of general aviation is very vast and

includes many activities. Due to increase in these activities a country economy can be

increase and paly very important roles in the future development of any country. This is

the part of aviation industry not whole aviation.

If we take a look on the general aviation activities in past before the independence of

Pakistan the general aviation activities is almost equal to zero and after the

independence Pakistan owns only two flying academy which are Karachi aero club

the independence Pakistan cope up with the deficiencies to encourage the general

aviation industry by the establishment of charter services, flying clubs and other

activities or in other word we can say that Pakistan starts the general aviation industry

from the zero.

With the hard work and the encouragement of regulatory body for the private sector to

enhance the potential of General Aviation in Pakistan now there are 31 registered

companies by Pakistan civil aviation authority are working as general aviation operator.

They are serving almost all areas of Pakistan and also operate and provide the services

which includes Aerial services, Flying trainings, Passenger charter, services cargo,

charter services, Recreational services, Air Ambulance, Search and rescue, Gliding in

north of Pakistan, Aerial firefighting, Photography, Crop dusting, Aviation sports,

Sightseeing services, Logging, Incest control, Personal transportation, Taxi operations

and tail branding

All these mention services are currently available in Pakistan and for the future growth

of general aviation industry the policy is launched by PCAA. This policy is about the all

aspects of aviation industry in Pakistan according to the current condition. In the policy

they encourage the private partnerships to promotes the general aviation activities and

functionalize the remote areas with the help of general aviation activities. They define

some of them as a socio-economic route and provide different privileges and

concession for the general aviation operators.

The government also minimize the taxes and the airport charges for the general aviation

local operators and clearly define that they must provide all assistance at free of cost for

the promotion of general aviation activities. The government plans to increase the more

general aviation activities in all regions in future and also focus one the agribusiness for

the private partnerships.

The current scenario is quite better than the past condition of General aviation activities

in Pakistan but there is also room for improvement the by the help of a short survey the

problem found which are facing general aviation operators. These problem includes the

poor infrastructure for the general aviation, implementation of policies cannot be done

through proper channel, the facility of night flying at Walton Aerodrome is not provide by

the related authorities and the most important one is the standard of safety and security

is not follow properly.

Introduction:

General Aviation is the operation of civil aviation activities which are other than

scheduled air services and non-scheduled air transport operations this may be include

the charter services for business purpose also for joy rides. It also include the flying

trainings and other aviation related activity which are scheduled air services and non-

scheduled air transport operations. This project is prepared to bring awareness about

General Aviation (GA) in Pakistan. The main purpose is to know what development is

being carried out in general aviation Pakistan. The another reason of this project is to

highlight the problems which are currently facing by General aviation operator in

Pakistan this project clearly define these problems and solution for how to overcome

thesis problems to promote the potential of general aviation in Pakistan. If we compare

Pakistan to other countries in General aviation than we can see Pakistan is so far from

others. By the help of this research project we can find out the core problems by which

General aviation in Pakistan is so far from other countries. Not only commercial aviation

the general aviation also affects the country’s economy. This research project analyzed

the current growth of Pakistan general aviation and also analysis the number of general

aviation operator and their services and the potential how they can be best in the field of

general aviation and they contribute in the economy of Pakistan. This project also

analyzed the strength, weakness, opportunities and the threats which they facing

(SWOT ANALYSIS). This project is structured first about the history of general Aviation

before partition of India and Pakistan and the current scenario which includes the

general aviation operators the brief detail about their services and products. This project

is also about the complete detail about NAP 2015 policy in light of General Aviation

industry and its effects on the future growth of general aviation and the problem which

are facing by the general aviation operator in Pakistan. At the last but not least

recommendations in light of these problems to overcome the problem and safe and

smooth growth of Pakistan General aviation industry.

Background:

The history of General Aviation in Pakistan starts from before the independence of

Pakistan. Before the independence there are only few flying clubs serving as General

aviation activities and after partition the financial condition was not so good that’s why

there was no development in the sector of aviation industry the and only two flying club

owned by Pakistan was Karachi aero club which was founded in 1928 and Lahore

Flying club this Flying club was founded in 1930 with the name of Punjab flying club and

later in 1932 it was named as northern Indian flying club and after partition Pakistan

government changed the name as Lahore flying club and operate at Walton airport

which was established in with the establishment of northern India flying club. After

partition Walton aerodrome serve as the airport for airline also used in World War

second by military. After that with the establishment of Allama Iqbal International Airport

Walton aerodrome is use for the general Aviation activities under the supervision of

Pakistan civil aviation authority. After the independence of Pakistan the development in

general aviation activities slightly increased by coming new flying clubs (Peshawar flying

club) and with involvement of aircraft for the agriculture purpose but no big development

were there because of unawareness and shortage of the aviation personnel in the

aviation industry of Pakistan. With the passage of time Pakistan own his National carrier

PIA and on the other side the flying clubs offers new services like charter flights search

and rescues by the Askari aviation and the number of flying club increased in different

cities which includes Multan, Rawalpindi, Karachi and some other cities. Now the

condition of General Aviation in Pakistan is quite better than the past but there is a room

for lot of development which needs to be done. Now governments also encourage the

General aviation activities by introducing such a policy in National Aviation policy to

eliminate the barriers for new entrance.

While undertaking this project the main problem faced is to search the history of

General aviation in Pakistan because the was no research done by anyone to highlight

these problem which are facing todays the Pakistan general Aviation this is because of

less knowledge about the general aviation and there are no proper platform or a

channel to promote the General Aviation activities.

PIA flying academy: (PIA)

PIA flying academy is own by Pakistan international airlines and the formal inauguration

of PIA flying academy was held in august 2011 by the national assembly chair person.

This club is founded by the hard work of managing director Pakistan international

airlines and the president of Pakistan. Pakistan international airline flying academy

offers wide range of trainings which includes private pilot license, commercial pilot

license and instrument rating under the supervision of highly qualified professional staff

with modernized fleet. They provide great leaning environment for their students and

well-furnished class rooms. They emphasized on both technical knowledge as well as

flying knowledge.

For the quality of student they set new polices to filter the well-educated and well

qualified student by the entry test for those who have 60% in their intermediate level of

education and for short listed candidates call for the interview to know the ability if the

candidate by after conduction of interview the selected candidates referred to medical

board of Pakistan civil aviation authority to examine and issue the medical category 1

certificate. Pakistan international airline flying academy is also government owned

organization and know to be an affordable and very economical flying academy in

Pakistan. They only have limited number of seat for these courses. They only offers

academy course and the charter services is associated with their airline which is

separate organization. In PIA flying academy they have limited number of aircraft with

air worthy.

Fleets:

At present time Pakistan international airline flying academy owned only 3 aircraft for

training purpose and one flight simulator.

Cessna 172:

PIA flying academy have Cessna 172 in their fleet for training purpose because this is

glass cockpit aircraft and still in the production due to its performance and user friendly.

Almost all the flying club around the world owned this aircraft Cessna 172 Skyhawk for

training the pilots and this aircraft is also among the safest and high glide ability aircraft.

Cessna 152:

At present Pakistan international flying academy have two Cessna 152 aircraft for

training purpose PPL and CPL. This aircraft is very economical aircraft and modified

model of Cessna 150. This is light body aircraft with single engine having top speed of

204km/h and capacity of tow seat with tricycle landing gears.

Academy courses:

At the present time Pakistan international airline offers 3 types of courses for their

students which are as follow.

Private pilot license (PPL):

On the aircraft Cessna 152 PIA flying academy offers the license for private pilot at

affordable price according to the standard of Pakistan civil aviation authority and ICAO.

This course take time duration of 4 month on PIA flying academy Karachi and students

must complete their 40 hour of flying and ground courses during this duration.

Commercial pilot license (CPL):

On the aircraft Cessna 152 and Cessna 172 to student are trained for the license of

commercial pilot and the duration of this course is about 14 month in which student

have to complete their 200 flying hours and ground class. The course is constructed

according to the standard of ICAO (international Civil Aviation Organization) and

students who want to get commercial pilot license.

Instrument Rating (IR):

PIA flying academy offers instrument rating course for new comers and also for pilot

who are serving in different airlines. The pre requisite of his course is candidate must

KK aviation is based in Karachi at Jinnah International Airport and founded in 1986.

Academic courses:

KK aviation offers a wide range of courses for their student in which includes basic

flying courses, instrument rating course and advance trainings.

These trainings are carried out on single engine aircraft.

Private pilot license:

KK aviation offers the course of private pilot license on Cessna 172 VFR flying. They

offer this course for the duration of 4 months and applicant must complete ground class

and 40 hours of flying under the supervision of well qualified staff. They also offer

training on simulator for the applicants. To be eligible for PPL candidate must fall in

medical category 1 from PCAA medical board.

Instrument flight license:

They also offer the license for instrument rating or instrument flight license this license is

given for those applicants who complete their 50 hours of flying.

Commercial Flight Training (CPL):

KK aviation offers CPL course for those who completed their intermediate level

education with good grades. This is 18 month course and the course is structure

according to the standards of Pakistan civil aviation authority. This course offer 150

hours of flying training of VFR and IFR with instrument rating and ground classes.

After the completion of flying and ground classes student must be appear in exemption

and interview of Pakistan civil aviation authority. And the course is conduct on aircraft

Cessna 172, Cessna 172s and Cessna 152.

General requirements for CPL and PPL:

Applicant must be 18 year old.

Applicant completed intermediate level of education.

Applicant must hold medical category 1 certificate from PCAA for PPL.

Applicant must hold medical category 2 certification from Pakistan civil aviation

form commercial pilot license training.

KK aviation also offers the advance training of automation of designing, crew

management for the efficient techniques of management they also proved courses of

advance instrument, GPS and navigation techniques.

Aircraft sales and services limited (ASSL) is private organization which was founded in

1975 and situated at Jinnah international airport Karachi. ASSL is one of oldest charter

company in Pakistan and serving in general aviation from decay. The company started

as from sale and purchases and with the passage of time the increase in there services

by provides charter services aircraft overhauling and many more.

They also has the feel of long range and modernize aircraft for the charter service which

can fly anywhere with full pay load and the flight schedule was according to the desire

of customers or a passengers. They have well qualified staff of retired Pakistan air force

At the present time aircraft sale and service (PVT) limited have total numbers of 4

aircraft for the purpose of charter services. (services)

Beech 1900D Airliners:

ASSL has owned Beech 1900D for charter services. This aircraft is manufactured by

Hawker beech craft and the model is 1993 this aircraft has 2 engine with seating

capacity of 19 passenger along full pay load. The cabin is fully pressurized. The certified

celling is about 25000 feet. This current registration of this aircraft is AP-BII.

Beech 1900C:

This is fully air-conditioned aircraft and use by ASSL because of long range and

endurance of 800knm and reserves 4 hours. Another reason is that this aircraft has

seating capacity of 19 passengers with 2 tons of cargo capacity. This is twin engine

aircraft with high speed of 247 knots and very comfortable aircraft with pressurized

cabin. The current hours of this aircraft is about 12888.3. The total fuel capacity in this

aircraft is 4555lbs and useable is 4497lbs.

Cessna Carvan-2 F-406:

This aircraft has seating capacity of 11 passengers with pressurized cabin and cargo

weight of 1 tone. The maximum speed of this aircraft is 230 knots with range of 700knm

and endurance of 4 hours. This aircraft is best for charter services and manufactured by

P&W Canada. The current hours of this aircraft is about 4937 hours and this registration

of this aircraft is AP-BFK

Piper Seneca 3:

The model of this aircraft is 1984 and manufacture by Continental having seating

capacity of 8 passenger and the top speed is 200 knots. The current condition of this

aircraft is 9109 aircraft hours and fueling capacity of 128 gallons from which the useable

fuel is 123 gallons. This aircraft also have heavy duty breaks to reduce to speed at

desired distance. This aircraft also install with modernize equipment’s and very

IAMC PVT Limited:

This company is founded in 2010 and situated at Jinnah international airport Karachi

Pakistan. The company is approved by Pakistan civil aviation authority by class 2

General Aviation license. This company operates in the major cities of Pakistan which

includes Karachi, Lahore and Islamabad and also operates in gulf countries and the aim

is to provide safe and secure air transportation according to international standards.

September 2012 Company extends their business unity by operating passenger

transport and air cargo operation in different gulf countries. The company starts with two

aircraft and with the passage of time at present the company acquired 4 aircraft in their

fleet. The core business of company is to target of IAMC is to capture the major

business hubs of Pakistan and connect with the gulf countries. The company also have

sub branch in Lahore, Dubai and Muscat. The company slogan is to bring innovation in

their product and services.

The company have own modernize narrow body aircraft in fleet and plans to introduced

wide body aircraft in company fleet and these aircraft is use for charter flights, Cargo

flight and passenger flight. They also have contract basis charter services with different

company of oil and gas from gulf countries. This company is approved by Pakistan civil

aviation and also the member international air transportation association (IATA).

The vision of company is divided into 3 phases.

Phase 1:

This phase have time limitation of year 2015 in which the services introduced are air

cargo, operations in UAE, and domestic charter services. The phase one is completed.

Phase 2:

Second phase they plane is to extend the number of passengers and introduce of more

domestic destination charter flight. This phase also include the introduction of Umra and

Ziarat charter flights.

Phase 3:

This phase is plan to launching in mid of 2020 and plane to launch of IAMC as airline for

Fleets:

IAMC have only narrow body aircraft in their fleet for operation purpose. Currently there

are total 4 aircraft in their fleet and planned to introduce wide body aircraft in their fleet.

The following are the current fleet of IAMC Karachi Pakistan.

Boeing 737-300:

This aircraft is twin-engine and medium range narrow body aircraft have seating

capacity of 150 passengers and 2 crew members. The aircraft has very large capacity

to operate as a charter flights and for cargo flight because the maximum landing weight

is about 115800lbs. this aircraft can anywhere in Pakistan and also gulf side country

with the maximum range of 2950nm. The maximum speed of this aircraft is 933km/h but

the current status of this aircraft is not in production because of new models and

variants.

Boeing 737-400

This aircraft model can fulfill the gaps which are in 737-300 model this is also the

member of classic family of Boeing. This aircraft has highest seating capacity of 160 as

compare to its 300 variant. This aircraft can carry maximum cargo and suitable for air

cargo operations.

Boeing 727-200

This aircraft is known as lowest fuel consumption aircraft with turbofan engines. The

maximum range of this aircraft is about 1700nm. This is also narrow body aircraft with

maximum cruise altitude of 40000ft. the limitation of maximum pay load for this aircraft

J.S stands for Jahangir Siddqui groups which is the largest company in Pakistan

The company was founded on 23 March 2007 with the core business of handling agent

and charter services. The company is based at Jinnah international airport Karachi

Pakistan. They provide different services for general aviation corporate aviation and

Plant Protection Authority:

The department of plant protection authority is government organization. It helps to

protect the environment by providing different services all around the Pakistan. In 1989

they department introduce the aerial spray and aerial survey by the help of aircraft using

general aviation activities in Pakistan. By the introduction of aerial spray they will able to

facilitate the remote areas where the infrastructure is not good and but has potential to

harvest different types of crops. Before the aerial spray the crop are not protect due to

unable to provide pesticides.

By the use of aircrafts they perform different inspection and aerial spray for the

protection. They organization has owned hanger at Jinnah international airport Karachi

Pakistan. They planned to increase the number of aircraft and also narrow body aircraft

for the purpose of exports and imports.

The services provide by the department of plant protection is free of cost and available

all the station in Pakistan. The sub offices are also located in Lahore and Islamabad and

Multan flying club is among oldest flying club of Pakistan and it was founded on 1956

situated at Multan Airport. After Lahore flying club and Peshawar flying club the Multan

flying club was the great step to promote general aviation in Pakistan from the pioneer

of aviation. From the day of establishment the well qualified staff of Multan flying club

serving their best in different section which will be discuss further. For PIA (Pakistan

international Airline) this club trained more than 1600 pilot and at the time of present

they are doing their best effort in the professional life.

Not only in Pakistan Multan flying club also capture the market of abroad countries

which includes Sudan and Jordan on the basis of contract Multan flying club train their

student. Not only in training Multan flying club provide their best in also other general

actives such as charter flight, air safari etc. Since April 1988 Capt. Amin Pasha is at the

post of chief pilot of Multan flying club and provide his best to trained the qualified

Cessna 150 is used by the club for the purpose of training because this aircraft is very

Cessna 172:

The club also owns the aircraft Cesena 172 which is most efficient aircraft all over the

world and use for both purpose training and charter purpose because this aircraft have

large capacity of seats and more powerful the Cesena 150 152. The club uses this

aircraft for the purpose of training, charter and air ambulance because it is very efficient

and long rang aircraft.

Academic Courses:

Multan flying Club at present offers two courses only.

Private Pilot licenses:

The course is offer for the duration of 3 month at the standard of Pakistan Civil aviation

authority. In this course they club training student and complete 40 hours of flying

training of student the general requirement of this course is intermediate level of

education and student have certificate of medical class 2 form the medical board of

Pakistan civil aviation authority

The course is conduct on Cessna 150 with normal charges and also can get training

from Cessna 172 by paying extra charges.

Commercial Pilot license:

At Multan flying club the duration of Commercial pilot license is about 8 month and the

road map of subject is as policy of Pakistan civil aviation authority. The general

requirement is same as private pilot license except the medical category in commercial

pilot license student must fall in medical category 1 at medical board of Pakistan civil

aviation authority and student complete their 200 hour of flying including solo flying with

instrument rating. After the completion of flying hours student must appear in

examination and interview which is conduct by Pakistan civil aviation authority to get the

license of commercial pilot

Since establishment the club produces round about more than 1600 trained pilots in

Pakistan Air Academy is approved flying club by civil aviation authority Pakistan and

founded in 2013. The academy is base at Faisalabad international airport Pakistan. The

club is structured according to the modern technic to provide both practical and

theoretical knowledge for their students. Air the establishment of club with in the short

period of time PCAA certified the academy for other general aviation services and they

also expand the services by providing charter services, aerial work services, tail

branding and other general aviation related activities. The club is founded with the

collaboration of Sky Wing Aviation which is based at Jinnah international airport

Karachi.

With the other general aviation activities they also offer the wide range of aviation

academy course for their student as per standards of PCAA and ICAO. Their mission is

to give quality education for future pilots and aviation personnel to compete with the

aviation challenged. The safe and secure is the first priority of the company and never

compromise on the safety standards these course includes ground and air side courses

and all of them are approved by PCAA.

For the student they provide the best facilities during their trainings. For those students

who are out of station they provide the accommodation and mess facilities where they

can get the hygienic food. The building of the company is well furnished and equipped

with modern facilities with enable the students to gain knowledge in the best way. They

also provide the library facilities where student can update their aviation knowledge by

reading aviation Journal and News and they also provide the facility of simulation for the

PPL (Private pilot license):

This course is for the duration of 3 month and the requirement of this course is as per

the policy of PCAA and student have to complete the 40 hours of flying in addition to the

basic ground course of aviation law, air traffic and aerodynamics.

CPL (Commercial pilot license):

The academy trained the future pilots by giving modern technics of practical and

theoretical knowledge to meet the challenges of aviation industry. This course is for the

duration of 18 moths including with instrument rating license. Students have to compete

200 hours of flying and clear the ground classes. The final examination is taken by

PCAA.

Currently Pakistan Air academy has 3 training aircrafts and charter aircraft in their fleet.

Cessna 152:

Cessna 152 is a training aircraft and two seated aircraft. The overall fuel consumption

Cessna sky hawk aircraft is 4 seated aircraft with good range and performance. This

also a training aircraft but also use for other general aviation activities such as aerial

work air ambulance and agribusiness. This is normal range aircraft and comprises of

Shaheen Air Flying Training School (SAFTS):

Shaheen Air International is Mother Company of SAFTS and SAFTS is founded in

March 2014 based at Faisalabad international airport Pakistan. The chairman of

Shaheen Air is the founder of this flying club and the aim of SAFTS is to provide

different flying and ground aviation personnel for Shaheen Air and other Airlines. They

start with two training aircraft and they have qualified, experienced staff for the purpose

of training STAFS also holds AOC (Air operator certificate) by civil aviation authority

Pakistan.

SAFTS is approved aviation training institute by PCAA and IATA and offer the wide

range of aviation courses. PCAA allotted the area of 30,000sqf in which they utilized

10,000 for the parking and remaining for the hanger facilities. They also offer the

facilities for their student which includes the tow classrooms for the ground class of CPL

and ground training where lectures are being conduct. Each classroom has the capacity

to accommodate round about 30 students at a time. For the student they give first

priority for the safety and security and alert on the basis of 27/7 in the premises of

training School.

They also provide accommodation facilities for the staff and also for student with in the

walking distance from the airport to the convenient of students and the staff. The hostel

has all the basic facilities and the great learning environment. Almost 30 students can

get the accommodation in hostel on basis of first come first get but the hostel facility

only for out of station student not for the same station students.

They also provide the library facility for their student to get up-to date aviation

knowledge and student’s preparation is done without any disturbance. They planned

further to increase the fleet and other general aviation activities at all region of Pakistan.

Courses:

Currently they offer three different aviation courses at Faisalabad international airport

Pakistan.

PPL (Private Pilot License):

The course duration is for 4 month which includes 30 hours of general flying, 10 hours

of solo flying training and basic ground classes. The main requirements for this course

are as follow.

More than 17 years old.

Medical cat-2 by PCAA.

Intermediate level of education.

And other agreements of SAFTS.

CPL (Commercial Pilot License):

The duration of this course is about 15 month at SAFTS which include the general flying

of 70 hours, pilot in command 45 hours and 5 5 hours of night flying. The total hours

required for the license is about 150 hours as per the policy of PCAA. And the general

requirement for the course and license are as follow.

Not less than 18 years old.

Hold valid PPL

Medical category-1and2.

Clear the PCAA examination.

Instrument rating:

This course is for the duration of 4 month and SAFTS conduct this course on flight

simulator which is Red Bird MCX. This course includes the 10 hours of general flying,

instrument patterns of 10 hours, navigation 10 hours and instrument approaches 10

hours.

Fleets:

Currently SAFTS is operating the flying schools with two training aircraft and one flight

simulator.

SAFTS has one Cesena sky catcher in their fleet for the purpose of training CPL and

Lahore Flying club:

Lahore flying club is the oldest operator if General Aviation in Pakistan. The club was

founded in 1930 before the independence of Pakistan by a group of dedicated

philanthropists. At the time of establishment the club was named as “Northern India

Flying Club”. After the partition of Pakistan and India the club become the first Pakistani

General Aviation operator and name as Lahore Flying Club. Before the 50’s the club

was serve to train PAF(Pakistan Air Force) cadet but in 1950 there is a introduction of

new subsidy by Civil Aviation Authority to train commercial pilots for Lahore Flying club

for Pak Air, Orient airways and Crescent Air Transport. In start the overall performance

was not so good due to financial crisis and other restriction by the regulatory authority

and the shortage of fleet in club was the big problem for Lahore Flying Club. The club

was located at Walton Airport. Walton airport was the commercial airport at that time but

in 19962 the commercial operation shifted from Walton to new Allama Iqbal

International Airport and Walton Aerodrome is use for VIP movements and for General

Aviation operators. From 1950 Lahore flying club trains pilot for national carrier and also

for other Airlines. Which the Passage of time there is a great development in Lahore

Flying club by capture the market not only the pilots also the other services. Lahore

Flying club is known as the prestigious club of Pakistan. It is located at Lahore Walton

aerodrome with qualified staff and latest equipment’s.

Lahore Flying Club focus on the growth of students by producing well trained pilot for

aviation industry. Lahore Flying Club also focus on the best learning practice by

This aircraft PIPER PA-28 CHEROKEE WARRIOR belongs to the family of light aircraft

which is design for the training pilot and for taxi aircraft. The aircraft is more economical

aircraft with latest technology by which students can easily learn flying training. This

aircraft know for fly safe and more than 10 horse power with good efficiency.

The club also owns the most world popular aircraft name as Cessna C172 Skyhawk.

This is four seated aircraft which can be used for training and also for charter services.

Cessna 172 has maximum cruise speed of 129kts and having one piston engine. The

first flight of Cessna was flown in 19955 now at present time it is in still production

status.

At present time Lahore flying club owns there two Cessna 152 aircrafts for trainings, joy

rides and Advertisement purpose this aircraft has triangle gear system with to seat and

having very low consumption. Actually Cessna 152 is the modified model of Cesena

150 with minor changing in the aircraft design and with increased in power.

CPL (commercial Pilot License)

Commercial pilot license is the permission to fly aircraft as pilot. Lahore flying club offer

this course for 18month duration in which they have proper roadmap of different

subjects according to ICAO policies and student have to flying 200hr and hold medical

first class category and after his 200 flying hours student have to appear in examination

of Pakistan Civil Aviation Authority by pass these examination student can hold his CP

license.

For entry student should not be less than 18 years old and he or she complete the

intermediate level education with good grades.

PPL (Private Pilot License)

The Private Pilot license enables to flying private jets or private aircrafts. Lahore Flying

Club also offers PPL for the aviators who want to fly and own private jet. The basic

requirement for this course is same as CPL but the difference is in the some subjects

and the flying hours are less than CPL which is 40 flying hours after that candidate has

to pass the exam of PCAA to get their PPL license.

Instrument Rating:

As per policy of Pakistan civil aviation authority no one can fly the commercial aircraft

without the instrument rating so Lahore Flying Club also offer there course of Instrument

Rating to get familiarization between pilot and the instrument. For the sake of safety it is

pre requisite for pilot to hold instrument rating of their respective aircraft type.

Instructor courses:

Lahore Flying club also offers the instructor course for the professional aviator to build

up their knowledge and to perform as well qualified aviator in aviation industry.

Student pilot license:

Lahore flying club also capture the market of students which hobby is to fly this course

is design for those. The entry requirement is so lenient because it is not professional

course. The duration of course is for three month.

Private Pilot license Modular:

Its comprise of 50 flying hours with single engine instrument rating and the duration of

this modular course is very much flexible the general requirements are according to the

rules and regulation of PCAA. During the PPL course student must undergoes the

ground classes of the subjects which include Air law, flight planning, navigation and

communications.

Commercial Pilot License:

The modular course of CPL comprises of 200 flying hour with multi engine instrument

rating and the ground subjects are according to the PCAA the course duration is for 18

month after the completion of ground class and flying hours PCAA conduct the

examination for the issuance of CPL.

Instrument Rating Course:

The general requirement for this course is to have PPL valid license and applicant must

hold medical class1 certification by medical board of PCAA. The time duration for this

course is about 6 month and course comprises of 40 hours of flying and IFR ground

classes.

Aircraft Maintenance Course:

With the collaboration of UMT (University of management and technology) they also

trained the students for acquiring their B1 and B2 license the duration of this course is

3.5 years and examination are conducted by German staff at UMT Lahore. This course

aircraft with good consumption of fuel. The current registration of this aircraft is AP-

BDN.

international routes. The company is based at Benazir Bhutto international and Allama

Pakistan civil aviation authority and the ICAO code for this company is “EGA” they also

have long term partnerships with TCS and princely Jet Air Company.

In the year 2002 the company introduces the flying course with the company name of

“Air Eagle Aviation Academy” this company is totally based at Allama Iqbal international

airport Lahore. They provide the wide range of air and ground courses under the

supervision of qualified and PAF retired staff.

The company comprises of modern aircraft and the modern teaching technics where

they provide the quality education for the participants. The safety and security

procedures are as per the international standards define by ICAO.

The company has 3 story fully equipped building with the parking space and the hanger

with a qualified and experienced engineering staff. The classroom has equipped with

The company has two aircraft in there fleet that is training aircrafts for the purpose of

CPL and PPL. The company doesn’t start its services still now due to the delay of AOC

from PCAA. Currently company facing some financial issues and the infrastructure

issues that’s why they will not able to start the services. Due to these issues they have

given there aircrafts on dry lease agreement with hybrid aviation for a certain time to cut

the aerodrome expenses and working hard to overcome the currently facing problems.

It is expected that they will start their services before the end of 2020 and that will start

The idea of “Scaled Aviation” was introduce in 2001 and the Business proposal was

submitted to PCAA. The business idea comprises of the research, development,

manufacture, flight test and maintenance of aircraft to make the Pakistan Aviation

industry safe and economical. The company is based at Walton Aerodrome Lahore

which is the headquarter of the company

After the clearance all hurdles and obstacles of government the company achieved their

first milestone with the approval of PCAA in 2006. In the same year the company

Ultra-Light Sports Flying Club:

The company was established in 1999 and based at Walton Aerodrome Lahore and

known to be a first sports flying training in Pakistan. This company works under PAF

and also approved by Pakistan civil aviation authority. The main purpose of the

company is trained and issues the sports flying license under the supervision of

qualified and experienced staff. In 2006 the first batch of 11 students’ passes out from

the academy. The course is structured as per policies of PCAA. At Walton aerodrome

Recreational Services:

They also provide the air transport for the purpose of air safari, leisure travel and

enjoyments for the aviation passionate personnel. This service is only operating in the

premises of Lahore and adjoining areas of Lahore and conduct on ultra-light sports

aircrafts.

Courses:

It is the privilege of this to initiate Pakistan first ultra-light sports flying training. The

details of course are explained below.

Ultra-light Flying Training:

This training program is composed of 11 hour flying and ground classes in which the

applicant get the basic knowledge about the flying and aerodynamics. The course is as

per standard of PCAA and also approved course by PCAA.

The general requirement of this course is as per the policy of PCAA.

This aircraft is sport training aircraft with capacity of 4 seats. The maximum speed level

is about 167MPH with the endurance 3hrs and 45 minutes. The overall performance of

this aircraft is good and more ability to glide under the certain conditions. The company

owned one Zodiac CH640.

The climb rate of this aircraft is 14,00FPM and the cruise speed of this aircraft is about

154MPH.

Rawalpindi Flying Club:

This flying club is among the oldest flying club of Pakistan and serving their excellence

in general aviation industry Pakistan since 19957 and the club is based at Benazir

Bhutto international airport Islamabad. They produce the world class and well qualified

pilot from the day of establishment and these pilots are serving in National carriers and

other international airlines. The most of the alumni of RFC are currently working with

different private charter company. The co-founder of this club was also part of PAF

(Pakistan Air Force).

The club is approved by PCAA and all the courses of club are structure as per the

policies of ICAO and PCAA. They also follow the standard SOPs of ICAO and PCAA.

The staff of this club is well trained and most of them are retired Pakistan Air force

officers who have decays of flying and other experience of aviation industry. They also

have their own qualified technical and engineering team for the regular checks and

maintenance of aircraft as per international standards to ensure the safe of their

students, staff and the general public.

The club provides the interactive training for their students by giving everyone to the

same level of attentions and the applicants under goes the certain stages of training this

Courses:

The RFC is currently providing 6 courses related to the flying training the details are as

follow.

Students Pilot License:

The one who want to put the first step in the aviation industry can choose this course

which is comprises of the ground classes and 10 hour of flying as per the standards.

The basic requirement for this course is to intermediate level of education, the

verification from related police station for the security clearance and the age must 17

years above. The candidates also go through the medical examiner by PCAA to

certified Medical class-1 category.

Private Pilot License:

After completing the 10 hours of flying and the ground classes it’s time to take second

step in the field of aviation industry by choosing the PPL course which is more advance

than the course of SPL. This course consists of 40 hour of flying in which 10 hours are

the solo flying by the applicants and the more advance ground classes. After the

competition of ground classes and the flying hour’s student must clear the examination

of 8 papers to acquire PPL.

Commercial Pilot License:

The almost final step in the aviation industry is to acquire CPL for the related regulatory

authority of the country. This course is construct as per the policies of international

standard of safe and air transportation which consist of 190 flying hours and applicant

must pass the 14 paper of regulatory authority. The course duration at RFC is

approximately 18 month.

Instrument Rating:

After the completion of CPL or just after the completion of 50 hours of flying the

applicants is eligible for the course of instrument rating and for professional job the

applicants must have their instrument rating this policy is made by PCAA. The course is

about the meteorology, the communication and the navigation instruments of the

aircrafts.

Flight Instructor Course:

They also offer the course of flight instructor for those who have completed their CPL

and they preferred their old student. In this course they trained the CPL holder to

become the flight instructor. Currently there are 5 graduates of RFC working in RFC as

the flight instructor and gaining their flying hours experience free of coast as the

employee of RFC.

Career Development:

They also conduct a number of seminar and lecture for the aviation career development

of their student during the curse and also after the completion of their courses. In these

seminars Pakistan well known aviation personnel invited as speaker and gives the brief

Cessna-152:

The American general aviation training aircraft having capacity of two seated. This is

advance and modified model of Cessna 150 model and this aircraft was introduced in

1977. The maximum speed of this aircraft is about 110 knots with the cruise speed of

107 knots. The range of this aircraft is 415nm. RFC has 3 Cessna 152 aircrafts.

Cessna-172:

The four seated glass cockpit general aviation training aircraft having maximum speed

of 163 knots and range of 700nm. The climb rate of this aircraft is 721ft and RFC has

one Cessna 172.

Cessna-150:

This aircraft is most popular aircraft total number of production 23,840. this is two

seated aircraft with fixed tricycle gear. The maximum speed of this aircraft is 108knots

with the range of 420nm and RFC has one cessna-150 aircraft in their fleet.

Peshawar Flying Club:

Peshawar Flying is one of the oldest flying clubs of Pakistan. The club is situated at

Peshawar International Airport in the city of Peshawar. The overall infrastructure of the

Peshawar Flying club is according to the modern infrastructure which includes well-

furnished admin block which construction is completed in 1992, workshops, stores,

library, mess, and also accommodation for their students. At the present time chairman

of PFC is Mohammad Azam khan. In 1956 the Peshawar Flying club was established

with the name of “Guarantee Limited Company” at the initial time club was start by

donation of Two Tiger Moths and two Auster feet which was the donation by Pakistan

Air Force. With the effort of team and the passage of time now Peshawar Flying club

has good infrastructure and large number of fleets.

In 1994-95 Peshawar flying club produce a flying record of more than 7500 hours which

was the great achievement in the history of Pakistan general Aviation. Peshawar Flying

club capture not only Pakistan market also capture the market of U.K and USA,

students from abroad come to Peshawar flying club for training. Not only civilians also

from armed forces the cadets come for their training in different field. From the

establishment Peshawar flying club have well qualified and well groomed staff for train

Peshawar flying club offer the service of leaflet and flower drop facilities to for the

aircraft. This facility is avail in only the region of Khyber Pukhtunkhwa. For the weight of

20 kg the estimated price of dropping 21,000 Pakistani rupees. The price is directly

related to the weight and the location where to drop the leaflet or flowers.

Peshawar flying club also give the service of charter flight for the purpose of Air safari,

Joy rides, Business tours or a trip by anyone for both routes domestic and also for

international routes. For the purpose of charter services Peshawar flying club have 7

aircrafts which are serving both international charter and also for domestic charter.

Paragliding Events

The flying club also introduces the paragliding event in the province of Khyber

Piper Aztec

Peshawar flying club have piper Aztec 1973 model which is twin engine aircraft having

routes and long range. It has fuel capacity of 137-177 with top cruise speed of 216 mph.

MOTOR GLIDER, TAIFUN 17E II

This aircraft is use by Peshawar flying club to training cadets of Pakistan Air Force by

which different type of military training is given to cadets. It is very light weight aircraft

which doesn’t exceed speed from 250 km/h. Its stall speed is 72 km/h with the range of

1,250km at 220km/h cruising speed.

Academic courses:

Peshawar lying club offers wide range of course for civilian as well as for the military of

Pakistan such as PAF, Pakistan Army and Army aviation. The flowing courses are offer

Student pilot license

National Aviation Policy for General Aviation (NAP 2015)

The NAP policy was formulated in 2015 by Shujaat Azeem who tis the special assistant

to Prime Minister on Pakistan aviation. After 15 year the new policy for aviation is made

and this policy is made after the study of each national and international segments and

the suggestion and comments of different stake holders. The main objective of this

policy is to encourage the aviation industry and the growth of aviation industry in all

aspects which also includes the general aviation industry of Pakistan and the policy

work as catalyst. This policy is a good step for the development of Pakistan aviation

industry. In this policy they review the previous policy and redefine the policy according

to the current and future scenario of Pakistan aviation industry for the safe and smooth

air transportation in all aspects.

Polices for Charter Operator on Socio-Political Routes:

In the policy they define some socio-political routes which are Gwadar, Skardu, Gilgit,

Turbat, Khuzdar, Dalbandin, Chitral, Zob, Bannu, Parachinar, and Muzaffarabad which

are also known as remote areas and in the policy they encourage the general aviation

operator to operate in these routes. The main purpose to select these routes is to

functionalize the remote areas airports and to utilize the latent potential of these areas

of Pakistan. If they give services on the selected route they will entitled with following

privileges.

On the both side if they will operate on the above mentioned routes there will be

no landing, housing and air navigation charge will collect from the operators.

The Government should provide the concession on the tax to operate in these

areas.

If the operator operates in these routes for the time of 2 year with daily flights

they will be awarded by RPT license within 60 days and the RPT license are for

all categories of domestic routes.

After the issuance of RPT license the above point 1 and 2 remain same for the

operators.

Aircraft/Operator Registration:

For the purpose of safe and secure air transportation the following policies are made in

NAP 2015 for general aviation in Pakistan by PCAA.

The operator must register every aircraft without registration they will not able to

fly

It is mandatory to have at least two aircraft which is air worthy to start the charter

operation on domestic and international routes.

To start cargo charter on domestic and international routes the operator must

have at latest one aircraft.

All of aircraft are as per standard of ICAO and meet the PCAA environmental and

noise standard.

The operator must paid the capital and security deposit to start there operation.

The payments are made in installments.

General Aviation in Light of NAP 2015:

General aviation paly very important role for the overall development of aviation industry

and the country’s economy also by agribusiness, tourism, aviation sports, charter

services, aerial works and many other services. For the growth of Pakistan general

aviation sector the NAP 2015 provide a complete frame work with lot of concession to

enhance the general aviation activities. For the safe and smooth growth of general

aviation in Pakistan the following steps are taken in the National Aviation Policy 2015.

They encourage the private sectors in the development of aviation infrastructure

with includes the private airstrips the use of landing and other general aviation

related business plans for these development PCAA provide the guidance which

are free of cost.

For the all general aviation purpose aircrafts the all types of lease and imports

are tax and duty free.

The duty on the import of aircraft kit assembly and other parts of general aviation

aircraft shall also exempted.

Any assistance form PCAA regard the activities of general aviation activities are

provide at free of cost.

For the training of pilots, engineers and other technical staff the examination shall

be conduct online for the sake of convenient and transparency.

The validity of license for general activities extended for the life time and issue as

the smartcard.

PCAA also compensate the flying hours on the conversion of foreign license to

PCAA license.

For the night operation on single engine aircraft they permission should be given

on demand.

The monopoly of fuel suppliers shall be eliminated.

All of the flying club shall be facilitated at any coast and over the shortage of

trained aviation personnel.

To import the fixed and rotatory wing aircraft the security clearance is exempted

from the Pakistani companies who have the valid license.

For the agribusiness they facilities and encourage the private parties of joint

venture to come up with the agribusiness plans.

They encourage to private sector on the purchase of general aviation fleet with

also includes the helicopters to operate in the north for the growth of tourism and

adventure sports in Pakistan.

For the operation of helicopters they shall not impose any charges.

With the Pakistani registration number and pilot the domestic charter operation

will be allow for local companies.

International charter depends on the bilateral agreements with the other counties.

The restriction on the round trip of tourist passenger shall be eliminated in NAP

2015.

They also encourage the private sector for the development of charter lounges

on different airports.

They facilities the customs and immigration on the private lounges on basis of

Problem Faced by Pakistan General Aviation Operators:

The general aviation industry in Pakistan is not so good but if we compare with the past

few years there was a big difference the trend of aviation is change in Pakistan. With

the help of short survey is makes easy to study of problem which are faced by Pakistan

general aviation operators and the details are defined as follow.

Unawareness:

It is important to get aware the general public for about the services and what the

general aviation is it. Unfortunately most of the people are not know about the field

general aviation.

Infrastructure:

The main problem face by the general aviation operators is the infrastructure problem

which is cause by the bad governance of country. There is no proper plate from for the

general aviation activities.

Man Power:

For the every organization or industry without the human resource they cannot develop

or earn more profit. In the general aviation industry of Pakistan there will be deficiency

of man power and the reason behind is the general public awareness.

Safety and Security:

Due to bad governance the safe and security defenses are not as per the standards

because the will no bird shooter available at Walton aerodrome which is a big hazard.

VIP Movements:

VIP movements is another problem which disturb the operation of general aviation and

due to closed airspace when there is any flight of VIP the general aviation active will be

shutdown.

Night Flying Facilities:

On the Walton aerodrome the operation is only available for dawn to dust because

unavailability of night facilities.

Recommendation:

The General Aviation industry plays very important role in the development and the

economy of country. In the era there is a big scope of general aviation activities and by

studying the current scenario of Pakistan general aviation industry the following

recommendation are made for the further improvement of Pakistan general aviation

industry.

For the purpose of public awareness there must be proper plate form to promote

all the activities of general aviation in Pakistan.

Regulatory body must development a complete infrastructure for the future

growth of general aviation activities.

The NAP 2015 must be proper followed by related authority to encourage the

general aviation in Pakistan.

With the current situation of security in Pakistan there must be standard

arrangements of security defenses to overcome any unlawful act and minimize

the terrorism at national level.

With the advantage of geographic location of Pakistan there is big scope in

tourism industry so by the help of general aviation activities the operator can

capture the international investments.

Give access of all rousts and airspace under certain condition to eliminate any

disturbance during the operations.

The deficiency of manpower can be eliminated by the public awareness and

transparent recruitment of aviation personnel’s.

The facility of night operation especially for the Walton Aerodrome which is the

hub of general aviation operation must be provide for the smooth flow of activities

and for their flying trainings.

The proper check and balance of safety and airworthiness of aircrafts by the

related authority to ensure the safe growth.

Focus the Niche areas for new business plane to enhance the latent potential of

these places such that north of Pakistan.
