Over the period of time, the practice of Corporate Social Responsibility (CSR) has evolved when it was practiced by some entities, to the present day when it has become a talk of the town and a business requirement to be socially responsible.

The evolution has been necessitated due to the myriad issues of changes in environment which is largely a con-tribution of the human kind and the evolution of science and technology, resulting into disruption of balance in nature. There is growing realisation among policy makers as well as business leaders that the earning profit is not the sole reason for existence and when we take something from mother nature, we have to take care of its requirements.

CSR as a strategy is becoming increasingly important for businesses today because of three identifiable trends namely- changing social expectations, increasing influence and globalisation. India is the first country to legally mandate corporate spending on social welfare.

The Chartered Accountant fraternity has been actively involved in the social activities and contributing for the social cause in a manner which are much beyond the requirements of law and their professional commitments. During the challenging times of COVID -19 pandemic, Chartered Accountants from all over the Country and abroad have stood beside the society and contributed for the society as a good Samaritan, with an open heart and without any compulsion.

This handbook is an effort to document the activities of the Chartered Accountant fraternity as a responsible member of the society. I would like to congratulate the Chairman CSR Committee, CA. Pramod Jain, Vice-Chair-man CSR Committee, CA. Charanjot Singh Nanda and other members of the CSR Committee, members of the Regional CSR Committee, Chairmen of Branches of ICAI for making the effort to collate the data, so as to make this publication successful.

Message from Vice President, ICAI

The COVID – 19 pandemic has brought in tough times not only for India but for the global economy on a macro level. The Government of India has been consistently taking all necessary initiatives to contain and curb the spread of the pandemic. Stimulus packages have also been announced to support and stimulate various sectors of the economy to withstand and counteract the damage caused by the pandemic and to enable them to bounce back to recovery.

During this pandemic, The Institute of Chartered Accountants of India (ICAI) has earnestly stood by the side of the Government of India in its efforts to minimise the impact of the catastrophe. The CSR Initiatives hold great importance in such times. ICAI through its CSR Committee has been taking various initiatives in this regard. It is worth mentioning that Hon’ble Finance Minister clarified that spending of the CSR funds for COVID – 19 shall also be eligible as CSR expenditure. Further a high level committee on CSR had also recommended the transfer of the unspent CSR amount to a separate, designated account. “Unspent amounts, and the interest earned thereon, (have to) be spent within a period of three to five years, failing which the same be transferred to a fund to be specified by the Central Government which may be used for innovative, high impact projects related to activities,”, as mentioned precisely.

The CSR Committee of ICAI has urged the CA fraternity to actively take part in the endeavours aimed at bringing back the economy on the path of recovery and growth. They may also extend their support, to the extent possible, in activities viz: distribution of food / medicine / financial support to the poor/daily wage earners, mass supply of protective gear (gloves, caps, masks etc.), transport facilities for medical and paramedical staff and other supporting staff etc.

I am proud to mention that the CA fraternity has in fact risen to the occasion and has contributed towards the endeavours in a befitting manner. It is pleasure to note that the CSR Committee has brought an publication named “Handbook on Social Activities by Chartered Accountants amid Covid 19” to exhibit the work done by the Chartered Accountants during this period. The handbook is also a part of the series to document the contributions of the family of Chartered Accountants as a responsible member of the society. Hope the members shall find it useful and informative.

The CSR Committee was formed in February, 2020 by the President, ICAI under Section 17 of the Chartered Accountants Act, 1949, pursuant to the authority given to the President by the Council at its 389th meeting held on 12th February, 2020. The Mission and Objective of the CSR Committee is “To create, maintain, and improve awareness and compliances of CSR Regulations; undertake meaningful and quality initiatives; such activities that capture the true essence of social responsibility in such a way that leads to value creation for the society, promote sustained growth in harmony with the environment through transparency and effective governance.”

The CSR Committee was established with the view to not only guide the members in this fast developing field, to act as a Partner to Nation Building, but also to inspire the CA community to play an active role in soldering the social responsibility alongside their professional responsibility. The Chartered Accountants as responsible citizens have played a very active role during the very trying times of COVID-19 pandemic and lockdown period where millions have lost their jobs and also huge population had travelled to their hometown, many on foot, as a consequence of the same. The risk of spread of disease due to hunger, lack of rest, medicine and proper care and absence of hygiene was also greatly eminent. CA community has responded to the call of their conscience and without second thought they jumped in to save the community and the environment.

This handbook is an effort to document the contributions made by the CA community on their own free will and without thought of any benefit ensuring from the same. In fact, many members of the community were reluctant to share the data of the activities done by them due to the reason that they have done it on their own will and needed no appreciation or recognition for the same. I whole heartedly appreciate and thank my fellow CA colleagues, who during these testing COVID-19 times have come out of their own and contributed socially to help the needful by contributing money, food, medicine, kits, etc. I specially thank all the members of the CSR Committee and the Members of the Regional CSR Committee and the Chairmen of the Branches, for their active support in collating the data required for the publication. I also thank the CSR Committee Secretariat for its efforts in bringing out this publication.

ABOUT ICAI

The Institute of Chartered Accountants of India (ICAI) is a statutory body established by an Act of Parliament, viz. The Chartered Accountants Act, 1949 (Act No.XXXVIII of 1949) for regulating the profession of Chartered Accountancy in the country. The Institute, functions under the administrative control of the Ministry of Corporate Affairs, Government of India. The ICAI is the second largest professional body of Chartered Accountants in the world, with a strong tradition of service to the Indian economy in public interest.

The affairs of the ICAI are managed by a Council in accordance with the provisions of the Chartered Accountants Act, 1949 and the Chartered Accountants Regulations, 1988. The Council constitutes of 40 members of whom 32 are elected by the Chartered Accountants and remaining 8 are nominated by the Central Government.

Regional Councils, Branches and Overseas Chapters

The Institute has five Regional Councils, namely Western India Regional Council, Southern India Regional Council, Eastern India Regional Council, Central India Regional Council and Northern India Regional Council with their Headquarters at Mumbai, Chennai, Kolkata, Kanpur and New Delhi respectively. ICAI have 164 Branches so far. Out of total 164 Branches, 99 branches are having their own premises.

Over a period of time the ICAI has achieved recognition as a premier accounting body not only in the country but also globally, for maintaining highest standards in technical and ethical areas and for sustaining stringent examination and education standards. ICAI has overseas chapters at 35 Places in 27 countries in 5 continents. It also has 17 Representative Offices in 11 Countries.

Members and Students

Since 1949, the profession has grown by leaps and bounds in terms of members and student base. Presently the CA fraternity is the second largest accounting body in the world and its members are present all over the world. The Institute has more than three lakh members and more than seven lakh students.

About CSR Committee

The CSR Committee is a Non Standing Committee of the Institute of Chartered Accountants of India formed under the regulatory provisions of the Chartered Accountants Act, 1949. The CSR Committee was formed in February, 2020 by the President, ICAI under Section 17 of the Chartered Accountants Act, 1949, pursuant to the authority given to the President by the Council at its 389th meeting held on 12th February, 2020.

The Council of the ICAI felt the need of establishing the CSR Committee with the view to not only guide the members in this fast developing field but also to act as a Partner to Nation Building and working with the Government in implementing the decisions, rules and regulations and thereby to play a more active role in supporting the Government in its policy making decisions. The objective of the CSR Committee is to inspire the CA community to play an active role in soldering the social responsibility alongside their professional responsibility.

The activities of CSR Committee apart from imparting technical knowledge related to regulatory CSR requirements through certificate course, technical guides, advisories, webinars, etc. also includes conducting various social activities and promoting members and public at large to engage in various social activities.

The ICAI on its own initiative collected and contributed a sum total of Rs. 21 crores to the PM Funds for COVID-19 which included contribution from ICAI, its members and staff. Contributions had been invited from the Chartered Accountant fraternity, who came forward and liberally contributed towards the cause. Also, the employees of the Institute contributed a part of their salary. The contribution made by ICAI was well acknowledged and appreciated by the Hon ‘able Prime Minister of India, Narendra Modi ji

During the COVID – 19 pandemic period, ICAI stood beside the community and took active part in alleviating the pain of the distressed, educating the society on the steps to be taken to curtail the spread of the pandemic and the revival of the economy. Repeated communications were sent to CA fraternity to stand by the society in the time of crisis and contribute / engage in activities to minimise the effect of the disaster. The CSR Committee of ICAI came out with Flyers to educate members, students and public at large regarding precautions to be taken for restart of operations post lockdown.

To take care of the health of members, students and public at large to improve immunity during COVID-19 and also to celebrate the International Yoga Day, the CSR Committee of the Institute organised International Yoga Day on 21.06.2020 through online mode where

International Yoga Day celebrated on 21.06.2020 online educating people on simple yogic exercise and food habits to be followed to stay healthy and boost immunity.

more than 15 thousand individuals including members, students and non-members participated from all over the world. The program is also available on YouTube at https://youtu.be/h1FzbRukvsE . The program received a good feedback from the participants.

On the occasion of 150th Gandhi Jayanti, 2020, the Institute distributed educational kits to under privilaged children of primary classes, throughout India. As per recommendations of the Report of High Level Committee on Corporate Social Responsibilities, 2018, ICAI is promoting the concept of Individual Social Responsibility (ISR) among members as well as companies.

improvement of the Society as a whole and to support the Government as partner in Nation Building and also pave a long way to enhance the brand image of CAs as a whole. CAs apart from contributing to ICAI COVID Fund, also directly contributed several lakhs of rupees to PM CARES, PM National Relief Fund, CM Relief Fund. They also provided relief to lakhs of persons by providing ration, cooked food and other eatables to the needy during these testing times. Members were not behind in donating/distributing beds, medical machines, kits and medicines for the benefit of thousands. Some of the details of the social activities along with pictures are given region-wise in further sections of this handbook. Needless to say, that such activities by Chartered Accountants haven been undertaken by them in past too on regular basis, but during the COVID-19, there was a huge spurt in such activities to stand with the Nation. Though a few members shared their contribution, yet, many members were reluctant to share the data of such social activities done by them. All the details of such contributions done by members are available on the portal of the CSR Committee i.e. www.csricai.org

The Chartered Accountant fraternity has reached the highest level of pyramid where they, as a good corporate citizen, has involved in philanthropic activities and stood by the Government and the society in the very trying times of the pandemic. The Chartered Accountants fraternity has always stood by the Government in such times of crisis. CAs have been in the forefront working with the Government in providing its suggestions and also in implementing the decisions of the Government. To showcase the good work done by members and students of the CA fraternity, the information on the contributions made by the members and students in cash or in kind, have been collected and compiled in this handbook. It may also be informed that many members have not submitted the data as they were not eager to receive appreciation or accolades for the work done by them on philanthropic grounds. Therefore, the actual contribution of the CA fraternity is much larger than the same documented in this handbook. This handbook is being published in an effort to document and disclose the contribution from CA fraternity throughout the country and abroad, to various stakeholders so that the society at large is aware of the social work done by Chartered Accountants for the
