The improvement in technology will also mean that the coach- es that now require mainte- nance after running 4,000 km, will need maintenance after every 40,000-km, that is either once or twice a month, he said. His statement came a day after the Railways formally kick- started its plans to allow pri- vate entities to operate passen- ger trains on its network by inviting request for qualifica- tions (RFQ) for participation on 109 pairs of routes through 151 modern trains. Allaying fears that the Railways net- work was being handed over to private parties, Yadav told the Thursday press conference that private participation in passenger train operations will only be five per cent of the ex- isting 2800 Mail/Express trains over IR. "Train sets have to be brought by private oper- ators and maintained by them. Private train operations are likely to begin by April 2023, all coaches will be procured under Make in India policy. The key takeaway of Prime Minister NarendraModi’s address to the nation on Tuesday was theextension of the Pradhan Mantri Garib Kalyan

Anna Yojana that offers 5 kg grain and one kg of puls-es to 80 crore people for another five months. This iswelcome. True, it’s an acknowledgement that the na-tion has a long way to go before it’s business as usual. But for now, the project that Mr Modi said will cost`90,000 crore to the national exchequer will help keepthe home fires burning and the poor survive the crisiscreated by pandemic Covid-19. It should now be ajoint endeavour of the Union and state governments toimplement the scheme productively. The Prime Minister also chose the occasion to warn hisfellow citizens against being lackadaisical about socialdistancing norms during Unlock 1.0. The warningsounded timely, and should reach the last person, should we aim at winning the fight against the virus. The Prime Minister, however, was silent on the groundrealities on the Corona front and the administrativemeasures the government is taking to contain it. He, asusual, chose to pick the low hanging fruit, saying Indiais comparatively in a better position when it comes tothe death rate, without mentioning the fast pace withwhich the number of infections is surging and the crip-pling impact it has on the lives and livelihoods of Indi-ans. While none questions the decision to impose lock-down, experts are on record saying India did not makethe optimum use of the opportunity. The Prime Minis-ter’s claim on the other decisions flies in the face of thefacts that the healthcare infrastructure in the country isbeing overwhelmed and there are little or no nationalefforts to address it. The states’ pleas for financial as-sistance have never received a sympathetic hearing. It’s a paradox that as Mr Modi was explaining to hisfellow citizens about the dos and don’ts of social life inUnlock 2.0, and the Union home ministry was issuingthe guidelines to be followed across the nation, manystates were busy announcing their own decisions to ex-tend the lockdown. National capital Delhi and severalkey cities that work as the engines of growth have beenput under lockdown for a long period with no immedi-ate signs of an unlock. The impact it has on the econo-my has started surfacing, fast and furious. Every singleindicator, be it economic growth, unemployment, for-eign debt or sovereign rating offers no reason to becontented. This would force one to think that the gov-ernment has no cogent plan to take on the challenges;on the other hand, it betrays signs of a dispensationwhich can take only expedient and ad hoc decisionsthat come in bits and pieces.

Literature & EducationThe ban impact: TikTok's parentcompany may lose USD 6 Billion

TikTok's mother company, Chi-na-based ByteDance, couldface a loss of USD 6 Billion

following Indian government's deci-sion to ban 59 Chinese apps includ-ing wildly popular TikTok.

"The loss of Chinese internetcompany Byte Dance mother com-pany of Tik Tok could be as high asUSD 6 billion afterthe Indian govern-ment banned 59Chinese apps, in-cluding Tik Tok fol-lowing deadly bor-der clash betweenIndia and Chinesetroops last month,"reported GlobalTimes citingsources.

A source closeto ByteDance said that in the pastfew years, the company had invest-ed more than USD 1 billion in theIndian market, and the ban couldvirtually halt its business there, causing a loss as high as USD 6 bil-lion. That figure would exceed thepotential losses of all the other appscombined, The Global Times report-ed.

TikTok is a short video-sharingplatform under ByteDance, andHelo is a social media platform thecompany released for the Indianmarket. Another app called VigoVideo, which is also on the list, isalso from the company.

According to data from Sensor

Twoer, a mobile app analysis com-pany, TikTok was downloaded 112million times in May, with 20 per-cent of that total in the Indian mar-ket, double that of the US market. The Indian government on Mondaysaid that it has decided to block 59apps in view of the informationavailable that "they are engaged in

activities which are prej-udicial to sovereigntyand integrity of India, de-fense of India, the securi-ty of the state and publicorder".

Information Technol-ogy Minister, RaviShankar Prasad said thatthe government hasbanned apps for safety, security, defence, sover-eignty, and integrity of

India.The development comes in the

wake of latest escalation betweenthe ties of India and China follow-ing the recent stand-off at GalwanValley in Eastern Ladakh along theLine of Actual Control (LAC) lastmonth, which also killed 20 Indianpersonnel, in one of the most bloodyconfrontations between the bordertroops of two sides since the 1972war. China had expressed concernsover India's decision to ban 59 appsdeveloped by Chinese firms andstressed that New Delhi has a re-sponsibility to uphold the legalrights of international investors in-cluding Chinese.

Education inculcates the sys-tematized learning of variousaspects of life and surround-

ings. Initially, we, the human has nosystem at all. The journey fromnothing to the current dynamic sce-nario of growth and development ismore or less credited to education. But do we ever think upon how thiseducation itself developed to cur-rent state from the state of nothing. How the humans are so differentfrom other species on this earth?

This is so because besides theso many specific features bestowedto human by the almighty; one is theability of observance. If we lightupon the most of the inventions inthe history, they are the outcome ofkeen observance. For example;Newton was just like others whenhe saw the apple falling from tree toground. But his keen observance ledhim to search the science behind thefall of apple from the tree to ground.

The early ancestors of humanstarted their development journeythrough observance. The first everexpression of human emerged as thecave paintings which reflected whatthey observed in their minds fromsurroundings. Then further theimagination ability of human mindled human to add imagination intheir observance from the surround-ing environment. Education actu-ally inculcate and boosts this obser-vance and imagination power byadding the systematic knowledge toget more specialised outcomes. Itlets one know not only about one-self as a biological being but alsothe physical, psychological, and sci-

entific knowledge of the surround-ings and self. This further triggersthe human query and answers in ob-servation and let the path of growthexpand further.

From stones to coal, coal tokalam, kalam to pencil and pencil toclicks, the journey is on to readsenses for expressing the views. Butsomehow the today education is notacquainted with the magic to sharp-en the observance capacity of thenewer generations. The educationwas systematised to provide fullerutilisation of the human potentialsbut the burdens of competition, ranking and comparing the successby earning has degraded the realpurpose of education.

Our ancient education systemwas more systematised as well asflexible. The students were morefree to ask queries and experiment. But today the bounded infrastruc-ture has limited the observance andimagination capacities of our newgeneration. We need to regeneratethat free and flexible environment

to let each child flourish as per one'spotential. Now a day, mental bur-dens of studies are strengtheningbut the actual practices are dimin-ishing.

One probable solution could bethat from the basic classes, startproviding such spaces in which thestudents could experiment their vi-sualisation through surrounding ob-servation. Why to provide such op-tions at Ph.D. level where the hu-man mind is occupied with the somuch thoughts and burdens of life.Rather, let the child grow their cre-ativity in their creative ages whenthe mind is free of bothering theconsequences. Though, such labs orinfrastructure for experiments shallbe provided under appropriate su-pervisions so as the contingentharmful effect could be precau-tioned well.

Moreover, every creature onthis earth have been blessed withsome special skills. For example, see the animals, birds etc. Each onehas their own skills of developingtheir house and eatables etc.

Again human are not onlyblessed with special skills but arealso able to learn new skills as andwhen as per their choice and inter-est. The skills let the human poten-tial effectively utilised to the fullest.India has already taken a good stepat promoting skills through skill de-velopment mission and strengthen-ing more of skill education to let ourspecies again flourish with the ulti-mate power of observance for hu-man development and growth.

Amid ongoing borderrow between two Hi-malayan giants in

Eastern Ladakh, China’sPeople Liberation Army(PLA) wants to revive Pak-istan-based terror outfit AlBadr to carry out violencein Jammu and Kashmir.

The terror organisationhad a history of perpetrat-ing violence in Kashmirand Afghanistan.

Recently, the cadres ofAl Badr have met the Chi-nese officials in Pakistan-occupied Kashmir (PoK),according to sources in thesecurity establishment.

The sources also addedthat the China was provid-ing all sorts of support torevive this outfit.

As per the reports, Pak-istan has moved around20,000 troops along theGilgit-Baltistan area inPoK, aiming to gain fromIndia-China border tussle.

Pakistan-occupiedGilgit-Baltistan adjoins theUnion Territory of Ladakh,in whose eastern part, theLAC standoff between In-dia and China is ongoing.

China is also supplyingfunds and sophisticatedweaponry to armed groupsin Myanmar and theNaypyitaw-designated ter-rorist group, the ArakanArmy, to have leverageover Myanmar and India,Licas News reported. Amilitary source with experi-ence in South-East Asiaconfirmed that China is

providing approximately 95per cent of Arakan Armyfunding. He further re-vealed that the ArakanArmy has approximately 50of the MANPADS (Man-Portable Air Defense Sys-tems) surface-to-air mis-siles.

"An object lesson indiplo-terrorism is the lever-age over Myanmar and In-dia that China gained byarming the Arakan Army, operating in the corridorfrom North-East India overMyanmar's Chin andRakhine states to the IndianOcean," according to LicasNews reported.

According to a source,China's strategy as one to

push its influence wellsouth of its own border."This strategy of support-ing the Arakan Army hasenabled the Chinese to ex-pand its area of influencetowards western Myanmarthat is, the India-Myanmarborder," the source said.

"China is playing amulti-dimensional game inSouth Asia. China wants toweaken India. India is in awar with Pakistan and doesnot want to make a new en-emy of Myanmar," said anAustralian academic.

"China does not wantIndian influence to increasein Myanmar," according toan Indian source. "Theywant a monopoly."

China's support of theArakan Army against In-dia's construction in Myan-mar has been apparentlyquite effective. The USD220 million road contractwas awarded to the Delhi-based contractor, C&CConstructions, in June2017. The Myanmar gov-ernment then delayed therequisite clearances untilJanuary 2018. Once con-struction was underway, theArakan Army kidnappedcrews including Indian citi-zens, firefighters, a Myan-mar member of parliamentand sabotaged a vehicleand building materials. Ac-cording to an Eastern Linkarticle by Subir Bhaumik,

the more recently uncov-ered arms delivery fromChina was a "consignmentcontaining 500 assault ri-fles, 30 universal machineguns, 70,000 rounds of am-munition and a huge stockof grenades ... brought inby sea and offloaded at theMonakhali beach not farfrom the coastal junction ofMyanmar and Bangladeshin the third week of Febru-ary." A Rakhine sourceclose to the Arakan Armyclaimed that the shipmentincluded FN-6 ChineseMANPADS, according tothe article.

A diplomat in the re-gion said that "seven differ-ent groups (includingArakan Army) in Myanmarreceived Chinese arms andsupport." He said that the"Chinese object has alwaysbeen to keep the West awayfrom Myanmar by keepingMyanmar (a) weak andclosed state with a poor hu-manitarian record."

Arakan Army is thelargest insurgent group inthe Rakhine state of Myan-mar and is the armed wingof the political party, Unit-ed League of Arakan(ULA). On March 23, theMyanmar government des-ignated the Arakan Armyand ULA as terrorist organ-isations for "inciting fear"and disrupting the stabilityof the country by attackinggovernment and civiliantargets. In 2019, the groupallegedly attacked four po-

lice stations, causing 20 ca-sualties among police. Some of the police diedfrom their wounds.

China did not condemnthe attack but gave a verybland statement saying"China supports all partiesin Myanmar to promotereconciliation and peacetalks and strongly opposesany form of violent at-tacks".

China does not supplyweapons for free but earnsmoney from inciting vio-lence in Myanmar.

The Arakan Army paysChina's front organisationsin South-East Asia forweapons, and Thai armssmugglers front for theChinese, according tosources.

According to Bhaumik,a former BBC reporter inMyanmar, anti-Tatmadawsentiment in Rakhine Statehas been galvanised andquickly expanded throughthe influx of Chinese mon-ey and arms.

China is blatant in us-ing its support for ethnicmilitia groups to threatenthe government. When ad-dressing local concernsabout a Chinese-backedcopper mine, according toSwedish journalist BertilLintner, a Myanmar gov-ernment minister fearedthat Beijing could retaliateagainst any trouble to themine by supporting ethnicviolence that would harmMyanmar's economy.

The Lake Isle of InnisfreeI will arise and go now, and go to Innisfree,And a small cabin build there, of clay and

wattles made;Nine bean-rows will I havethere, a hive for the honey-bee,And live alone in the bee-loudglade.

And I shall have some peace there, for peacecomes dropping slow,Dropping from the veils of the morning towhere the cricket sings; There midnight’s all a glimmer, and noon apurple glow,And evening full of the linnet’s wings.I will arise and go now, for always night and dayI hear lake water lapping with low sounds bythe shore; While I stand on the roadway, or on thepavements grey,I hear it in the deep heart’s core.

According to an internationalteam of researchers, womenwho experience high blood

pressure during pregnancy are morelikely to develop heart disease andheart failure in later life.

Between 1-6 per cent of all preg-nancies in Western countries are af-fected by high blood pressure, whichusually returns to normal after givingbirth. This condition is known as ges-tational hypertension, or pregnancy-in-duced hypertension. Clinicians in-creasingly recognise that women whohave had gestational hypertension aremore likely to develop cardiovasculardisease in later life. However, studiesof different kinds of cardiovasculardiseases, such as heart disease andheart failure, have found mixed results.

To examine these links further, an in-ternational team of researchers con-ducted a systematic review and meta-analysis of 21 studies involving a totalof 3.6 million women, 128,000 of whopreviously had gestational hyperten-sion. This type of study is a way ofcombining data from all existing rele-vant studies, allowing researchers tocompare and consolidate results fromoften-contradictory studies to reachmore robust conclusions. The resultsare published in the Journal of theAmerican Heart Association. The re-searchers found that women who ex-perienced high blood pressure duringtheir first pregnancy were at 45 percent higher risk of overall cardiovas-cular disease and 46 per cent higherrisk of coronary heart disease com-

pared to women who did not have highblood pressure in pregnancy.

Women with one or more preg-nancies affected by high blood pres-sure were at 81 per cent higher risk ofcardiovascular disease, 83 per centhigher risk of coronary heart diseaseand 77 per cent higher risk of heart fail-ure. "When we looked at all the avail-able research, the answer was clear:women who develop high blood pres-sure during pregnancy -- even when itdoesn't develop into pre-eclampsia -are more likely to develop several dif-ferent kinds of cardiovascular dis-ease," said senior author Dr ClareOliver-Williams from the Cardiovas-cular Epidemiology Unit, Departmentof Public Health and Primary Care,University of Cambridge.

Remote monitoring is a way for implanted heart devices like pacemakers to communicate with a doctor or a clinic using a small monitor. It potentially reduces the number of times a patient must travel to the clinic for an implanted heart device check. Speaking about this, Dr Rajat Sharma, Cardiac Electrophysiologist, Fortis Hospital, Mohali, said, “Today in heart rhythm management, the remote pacemaker and device monitoring is standard care and practice all over the world. In remote monitoring, the implanted pacemaker or the device is connected through a wireless system at home or anywhere and can directly transmit the pacemaker information or data to the doctor’s laptop or his smartphone at a regular interval or instantly during a life-threatening heart rhythm related episode or shock from the device. This allows the heart rhythm specialist or the cardiac electrophysiologist to assess the vital pacemaker information and patient’s heart rhythm activity and this helps to troubleshoot the problem more effectively and efficiently. Adding further, Dr Sharma, said, “Electronic devices such as pacemakers and intracardiac defibrillators require periodic monitoring to maintain optimal functioning and battery life. Pacemakers are capable of keeping vital heart rhythm information and can diagnose the underlying heart rhythm issues quite early and accurately.

IPL likely to be held outsideIndia, announcement soon

AGENCYNEW DELHI, JULY 2

The 13th edition of the Indian PremierLeague (IPL) is, in all probability, headed toforeign shores with UAE and Sri Lanka inthe race to host the 2020 edition of the cash-rich T20 league.

The final announcement is expectedsoon as the Board of Control for Cricket inIndia (BCCI) is still awaiting an official de-cision on the fate of the T20 World Cup

which was to be held in Australia in Octo-ber-November.

A news agency, quoting a BCCI official, reported that while the idea was to play theleague in the country, the coronavirus pan-demic might force the board to ultimatelytake the tournament to either UAE or SriLanka.

"We are yet to decide on the venue butin all probability it is going outside this year.

The condition in India doesn't look suited tohave so many teams come in at one or twovenues and then create an atmosphere whichwill be safe for the players as well as thegeneral public even though the games maybe played behind closed doors.

"The race is between UAE and Sri Lan-ka and we will need to decide on where wehost the league depending on the situationthere with regards to the coronavirus pan-demic. Logistics also need to be looked into,so we will decide soon," the official said.

While the mood was initially in favourof hosting the league in the country, the cur-rent situation has almost made it certain thatthe tournament will have to be taken outsideIndia.

The agency had earlier reported that the

decision-makers in the BCCI were dividedin 3:2 ratio with regards to deciding on thevenue of the league. "See, it is a case of thedecision makers being divided 3-2 if that ishow you wish to understand the current sce-nario.

"There are a couple of voices who feelthat having the tournament should be thepriority and if that means taking it out of thecountry, so be it. So, while we are workingon the overall plan, the venue is an areawhich will need further deliberation. Also,at the end of the day safety of the playersand everyone involved is priority," the offi-cial had explained. IPL Chairman BrijeshPatel has also been vocal that locationshouldn't be a concern if the league is beingplayed behind closed doors. "
