Safety Recall No. 830 Instrument Panel Ground Screws

1999 (TJ) Jeep Wrangler

Models

NOTE: This recall applies only to the above vehicles built from October 9, 1998 through October 16, 1998 (MDH100907 through 101611).

IMPORTANT: Some of the involved vehicles may be in dealer new vehicle inventory. Federal law requires youto complete this recall service on these vehicles before retail delivery. Dealers should also consider thisrequirement to apply to used vehicle inventory and should perform this recall on vehicles in for service asdetermined by using the DIAL VIP System.

Subject

The right and left instrument panel wiring ground screws on about 2,000 of the above vehicles may loosen. As aresult, the vehicle�s instrument cluster gauges, warning lamps and/or blower motor may not function.

Repair

New left and right ground screw holes must be drilled and the ground wires must be attached to the new holesusing the existing screws.

Parts Information

No parts are required to perform this repair.

Service Procedure

1. With the ignition in the "OFF" position, disconnect and isolate the negative battery cable.

NOTE: To enhance customer satisfaction, remember to reset the clock when you havecompleted the repair.

2. Starting with the left side of the instrument panel, remove the two screws that secure the outboard endof the left speaker bezel to the instrument panel (

).3. Using a trim stick or other suitable wide flat-bladed tool, gently pry at the top and bottom edges of the

speaker bezel to release the two snap clip retainers that secure the bezel to the instrument panel.4. Remove the speaker bezel from the instrument panel (

).6. Remove the four screws that secure the speaker to the instrument panel bracket (

).7. Pull the speaker away from the instrument panel far enough to access the speaker wire harness

connector and unplug the wiring harness from the speaker. Then remove speaker from the instrumentpanel.

CAUTION: Do not allow the speaker to hang by the wiring harness as harness and/or speakerdamage may result.

8. Working through the speaker opening in the instrument panel, remove the screw for the ground wireslocated behind the instrument panel bracket (

CAUTION: Do not allow the drill bit to contact the instrument panel wiring located behind theinstrument panel bracket.

10. Pull ground wires through speaker opening in the instrument panel. Using the original screw removedin Step 8, attach the ground wires to the new hole. Torque the screw to 35 in. lbs. (4 N�m) (

NOTE: The screw must be installed in the opposite direction that it was originally installed. Besure that the pointed end of the screw does not contact instrument panel wiring.

CAUTION: Route ground wiring so that it is not pinched or in contact with sharp edges.

Completion Reporting and Reimbursement

Claims for vehicles that have been serviced must be submitted on the DIAL System. Claims submitted will beused by DaimlerChrysler to record recall service completions and provide dealer payments.

Dealer Notification & Vehicle List

All dealers will receive a copy of this dealer recall notification letter by first class mail. Two additionalcopies will be sent through the DCMMS, and the "TIL" will be updated to include this recall in the nearfuture. Each dealer to whom involved vehicles were invoiced (or the current dealer at the same streetaddress) will receive a list of their involved vehicles. The vehicle list is arranged in Vehicle IdentificationNumber (VIN) sequence. Owners known to DaimlerChrysler are also listed. The lists are for dealer reference inarranging for service of involved vehicles.

DIAL System Functions 53 and VIP

All involved vehicles will be entered to DIAL System Functions 53 and VIP at the time of recall implementation fordealer inquiry as needed.

Function 53 provides involved dealers with an updated VIN list of their incomplete vehicles. The customer name,address and phone number are listed if known. Completed vehicles are removed from Function 53 within severaldays of repair claim submission. To use this system, type "53" at the "ENTER FUNCTION" prompt, then type"ORD830".

Owner Notification and Service Scheduling

All involved vehicle owners known to DaimlerChrysler are being notified of the service requirement by first classmail. They are requested to schedule appointments for this service with their dealers. A copy of the ownernotification letter is attached.

Dear Wrangler Owner:

This notice is sent to you in accordance with the requirements of the National Traffic and Motor Vehicle SafetyAct.

DaimlerChrysler Corporation has determined that a defect, which relates to motor vehicle safety, exists in some1999 Jeep Wrangler vehicles.

The problem is... The right and left instrument panel wiring ground screws on your Wrangler(identified on the enclosed form) may loosen. As a result, your vehicle�s instrumentcluster gauges, warning lamps and/or blower motor may not function. Loss of thesefunctions may distract you, and in certain circumstances, may impair your ability tosafely operate the vehicle, which could cause an accident without warning.

What DaimlerChryslerand your dealer willdo...

DaimlerChrysler will repair your vehicle free of charge (parts and labor). To dothis, your dealer will attach the instrument panel wiring ground screws to a newlocation. The work will take about 1/2 hour to complete. However, additional time
