Volunteer Department Report for the month of June 20111

Highlights
WVFD completed the promotion process to select a replacement Captain Aaron
Ward was selected and will now hold one of two Captain positions in the
DepartmentCaptain Ward has been with WVFD since February 2006 He was
selected as the Rookie of the Year in 2006 and the Firefighter of the year in
2009 He is a career firefighter with Hollywood Park Fire Department and a
member of or dorm program
With the selection of Aaron Ward WVFD is in the process of selecting replacementfirefighters for his position as Lieutenant and one other Lieutenants position
The Windcrest Volunteer Fire Association voted to purchase 1hree MessageDistribution Terminals MDTs for the Fire Department Total funding for this
project from the Association was7500 This purchase will bring a total of 5
MDTs to the department The MDTs allow direct and accurate communication
with Bexar County Dispatch as well as giving Global Positioning System GPScapabilities to many of our apparatus
Goals
WVFD will be conducting burn house training at the San Antonio Fire Academytraining facility in August We will be inviting neighboring mutual aid departmentsto attend this training with us
WVFD is coordinating with Randolph Air Force Base Fire Department to participatein a unique flash over simulator that RAFB has purchased Expect that training to
happen in August or September
Summary
During the month of June 2011 the Fire Department responded to 159 calls 121 EMS8 fire and 30 other which included assists to the public false alarms hazardous and
good intent calls

Highlights
1 An officer on patrol conducted a business check of Takas Park at 325 am and
came upon 3 males all 19 years of age who had just recently assaulted a 15
year old female The child and the males made contact through the internet
All 3 suspects were arrested and booked in Bexar County jail2 Officer responded to the Fiesta Fun Mall where a male suspect with a crowbar
in hand approached a female and threatened to assault her if she did not givehim her car keys Officers arrived on time to arrest the suspect

During the month of June a Windcrest officer drove up on a sexual assault that took
place at Takas Park During the course of the investigation it was discovered that the
suspects and the victim met online They chatted exchanged information and ended up
in our park where the unfortunate occurred An increasing number of young children
are learning about Internet dangers the hard way
Technology is growing everyday and parents may think that their children are ready to
utilize the networking websites on the internet I encourage parents to check out the

sites their children visit to make sure they are safe websites for them To assist in this
process Facebook offers 10 safety tips to protect you while on the internet Please

n6111 at approx 1035 hours I received a call from Pam Dodson advising that her neighbors dog from 701 Moorside had gotten outs nd was running down Parkcrest She also wanted to talk about the other dog as wellI went to the area and started looking for the German Shepherd but I was unable to locate it I then went by 701 Moorside and started
writing a note to the resident advising them that they needed to fix the holes under the fence becuase the dogs got out The note was noti itended to be of any official notice it was just a friendly reminder asking that they fix the fence4 4 this time Mrs Dodson approached and started talking about the dogs getting out again and she went into the backyard and tried tot lock the holes under the fence She then started talking about the black Lab dog in the yard She related that the dogs eyes are runnyc nd he has a limp She was concerned for the dogs health and welfare

E he related that she then called the Police to file a report She related that she was later told by anther resident that these same two dogst ad attacked another dog approx a year agoE he wanted to know what could be done about the dogs not being on a leash and attacking her dog She also wanted to know if any other

C n62711 at approx 0803 hours I recieved a call from a resident who related that a stray black lab dog had been in her yard over thew eekend She related the dog was not there now but she was concerned that it may return
1 advised her that 1 would monitor the area through out the day and week to see if 1 can find the dogApprox 40 minutes later 1 went to the 400 block of Fenwick and 1 obeserved the dog in front of 410 Fenwick When i stopped to try and
c itch it it started running away It would run a few houses down and stop and each time t would try and catch it it would run again1 hen called ACO Fuentes to come and assist in trying to catch the dog Again each time the dog would run and stop and run and stop
p eventing us from catching it The dog then ran down Golfcrest and into the drainage ditch where we lost sight of it
V le drove around but were unable to find the dogI hen made contact with the resident and advised her of my findings and infromed her that i would continue to monitor the area
Tie dog left and was not seen again

It was a pleasure talking to you and Rafael on March 1st during my onsite visit to Windcrest
TX Thank you so much for taking the time During our meeting we had discussed that tools to helpsave staff time cut costs and increase overall transparency to citizens was a top priority for the citySome of the problems that we discussed were
1 Amount of staff time spent in scanning the entire agenda supporting documentation to put
together agenda packets for City Council meetings2 Currently each agenda packet is about 200 pages long and 8 copies of the packet are
printed3 Amount of staff time spent to complete City Council meeting minutes Currently hand notes
are taken during the meeting and the minutes are finalized in a word document post
meeting Considerable amount of time is spent to finalize the meeting minutes
4 On an average there are about 20 speakers at the public meetings with each speaker gettingabout 3 6 minutes This causes the meetings to be extremely long
S We had also discussed that the current camera set up is not ideal During work sessions the
camera cuts off some of the members and they are not visible in the webcast
Some ideas we discussed around resolving these issues were
1 Start using Granicus to publish full agenda packets Windcrest current solution allows you
to add attachments and publish them on to the website Also with the iLegislate app for the
iPad council and staff members will have the ability to view entire agenda packetinformation directly on the iPad This will help cut printing costs and save staff time to print
agenda packets2 Use Granicus Meeting Efficiency Suite to complete meeting minutes With the Meeting
Efficiency suite the City can record roll call motion and votes live during the meeting Also

Our family founded a family service project called Windcrest CARES in Marchof this year We began this project as an effort to encourage our neighbors tobe respectful responsible and safe community members
We began with a street wide effort to help Crestwind Drive become the BestLooking Street in Windcrest We did this by distributing monthly flyersasking our neighbors to take their civic responsibilities seriously and byeducating our neighbors about various ways we can improve our street andour community
The success of this effort has inspired us to look beyond our street and try tomake a difference in our community
Because we believe quality housing quality businesses and quality cityproperty maintenance are essential components of a healthy communityAnd we feel strongly that Windcrest has a lot to offer we are proposing thatthe City of Windcrest implement a proven and successful Proactive CodeEnforcement Process similar to the ones used in cities around the U S
We are submitting this proposal after many weeks of research and
investigation into communities like Windcrest
Like Windcrest these communities are facing the issues of an agingneighborhood increased costs and the challenge of attracting new commercialventures In addition many of them found that an overall decline in propertymaintenance was becoming an increasing concern for the community

This decline in property maintenance by the city businesses and homeowners did not support their citys goals of renewing the community Theyfound that potential businesses and home owners would not consider theircommunities based on the declining appearance of the existing propertiesWith this decline came increases in substandard rentals increased crime anddecreasing tax revenues
To address these issues many cities adopted new city ordinances andprocedures and looked at ways to be more proactive in engaging thecommunity in the responsibility of being respectful responsible and safe
One of the most successful ways to address the issue of property maintenancewas the implementation of a Proactive Code Enforcement Process
One outstanding example of the implementation of this process is in West StPaul Minnesota They are a community of approximately S square miles andhave approximately4500 single family homes in it just over double the sizeof Windcrest
We have attached our proposal which includes suggestions for respectfulresponsible and safe updates to city ordinances and an example of a CodeCompliance Checklist from West St Paul MN for your review

Proactive Code Enforcement Process ProposalGoal
The Proactive Code Enforcement goal is to maintain quality businessesand housing stock address building housing and property maintenanceconcerns and to encourage rehabilitation andor redevelopment of the Cityof Windcrest neighborhood
Process
Conduct a review of and make respectful responsible and safe updatesto our current City Ordinances related to Housing and Property Codes
Include Minimum Standards and Guidelines for Property and BuildingMaintenance Suggestions for these standards can be found in the pagesthat follow They should also include a set of Rules and Regulations forRental Properties that support safe housing and responsible owners andrenters
Utilize Community Education and Engagement to communicate thestandards and guidelines defined in the City Ordinances This educationwould include a community wide distribution of the City Ordinances relatedto Code Compliance and a Checklist for property owners to evaluatetheir own properties Many communities found that just sending out thisinformation greatly improved the overall condition of the communityleaving far fewer violations to be addressed
Schedule Code Enforcement Inspections for every property in the Cityof Windcrest and conduct these inspections on a regular basis CityCouncil or Code Compliance would determine the number of and area ofinspections to be done each year These inspections would be conductedto identity code violations offer education provide information on
assistance programs and more importantly to reinforce the responsibilityof the property owner to maintain their property in a respectful responsibleand safe condition
Follow up on Violations when given and enforce compliance through theCode Compliance process
This Proactive Code Enforcement Process Proposal is just a start of what couldbe a Model Program for the area Please seriously consider the benefits a
program like this could mean to the efforts already underway to make the City ofWindcrest a City of Choice

Suggestions for Respectful Responsible and Safe Updatesto City Ordinances
These are only suggestions that we felt made sense and were reasonable Theyalso made good examples for this proposal Actual updates would follow thecurrent city requirements
Yard Cover Landscape areas within Windcrest must be landscaped withgrass shrubs trees or other ornamental landscape material
The landscaping including turf grass areas shall be maintained in goodcondition and free of trash noxious weeds and nuisance weeds
Noxious weeds are defined by State of Texas Invasive and NoxiousWeed List at the U S Department of Agriculture to include FieldBindweed and Hedge Bindweed
Nuisance weeds are those commonly controlled by lawnmaintenance products made for weed control in lawn areas toinclude but not limited to dandelions thistle chickweed cloverragweed purslane and carpetweed
Ornamental materials include but are not limited to mulch natural andmanmade rock and ornamental ground cover
Areas of turf grass must be maintained to a length not to exceed 6 incheskept free of weeds and watered appropriately to maintain turf grass healthand appearance Appropriate watering schedules should be based on theSAWS or Bexar County Water conservation guidelines Dead lawns orlawn areas comprised of weeds are not acceptable yard cover
All public and privately owned including city properties are subject tothese ordinances
Large open spaces and vacant lots should be maintained in a manner thatlimits vegetation growth to 10 inches and areas are kept consistently freeof trash
Large open spaces and vacant lots may be exempt from these ordinancesas determined by requests for exemption andor additional CityOrdinances However every effort to control trash unsightly vegetationovergrowth noxious weeds and nuisance weeds should be made by ALLmembers of the community public or private

If variances are given the areas adjacent to and within 10 feet of anyalley roadway or fence line must be maintained to the Standard CityOrdinances
Fence Maintenance Fences must be maintained in good condition bothin appearance and in structure
Wood material other than decay resistance varieties must be protectedagainst decay by use of paint or other preservatives
All fencing including those consisting of masonry or metal must be safestructurally sound and not leaning Not to exceed degrees off plumb
They must be free of missing slats or parts loose or unstable materialsfree of cracks and blistering that requires patching andor painting
Fence lines must be clear of weeds and trashdebris
Alley Maintenance The owner and the resident of property adjacent toan alley are jointly responsible for maintaining the necessary clearances ofalleys and keeping alleys in a passable condition
Alleys must be kept free of weeds tree overhang trash and any other
potential hazards
Every effort should be made to eliminate weeds and to provide groundcover that discourages vegetation growth
Annual inspections of alley way conditions are to be conducted and CityOrdinance violations or city maintenance or repair needs identified
Foundations Floors Walls Windows Exterior Doors and RoofsFoundations exterior walls windows exterior doors floors and roofs mustbe watertight rodentproof and kept in sound condition and repair
The foundation must adequately support the building at all points
Exterior walls must be maintained and kept free from dilapidation bycracks tears breaks holes loose or rotting boards or timbers and anyother conditions that might admit dampness to the interior portions of thewall or to the interior spaces of structures Cracks must not exceed
inches
All exterior surfaces other than decayresistant woods brick or rock mustbe protected from the elements and decay by paint that is not leadbasedpaint or by other protective covering or treatment

Rental Property Standards All rental properties must be licensed andregistered with the City of Windcrest and contact information for the ownerand occupants must be on file
Rental properties are subject to the same City Ordinances relating toproperty maintenance
These properties must also meet the requirements of the County andState where applicable
Updates must be given to the city anytime a change in contactinformation ownership or renter information is done
Multiple violations of City Laws andor the same City Ordinance by anowner or renter could result in suspending or revoking the rental license

Vacant and Vacation Homes Any home not occupied for a period toexceed 90 days must be identified to the City of Windcrest and emergencycontact information provided
A property maintenance plan must be filed with the city that includes theproperty management company name and phone numbers
Property must be maintained following the City Ordinances
Violation of City Ordinances City Ordinances violation will result in theissuance of a Code Violation Notice Identify penalties and procedures
The property owner andor occupant will be given 10 days to remedy theviolations or file an extension and a plan for resolution with the City ofWindcrest
Three repeat violations for similar issues within any consecutive 12 monthperiod will result in immediate penalties and fines for the third violationThe 10 day compliance period is not in effect This is to encourageregular respectful responsible and safe property maintenance and reducethe amount of work and followup required by the City of Windcrest
Example of a Code Compliance Inspection Checklist
This checklist is similar to the one used by the City of West St Paul MN Theyimplemented a Proactive Code Enforcement Process in 2000 They experiencedan immediate positive response from the community as seen by the overallimprovement to building and property maintenance
The majority of the community embraced the efforts to renew the city andresponded by renewing their properties to meet the existing and new CityOrdinances
They found that in most cases they just needed to educate and ask thecommunity to meet these standards This allowed the city to focus on the fewproperties that were having difficulty meeting the standards
Properties that were having difficulty were offered several options to help themreach these standards
Some of the options available included low rate loans referrals to low incomeservices and to neighborhood volunteers for assistance
The items on this checklist are all addressed in the Official City Ordinances

After calling the property management for the two homes for rent they sent out folks to
remove the weeds at one house and mowed the lawn in the other This was done in
late FebruaryThey both look better
We met many of you on Sunday Feb 28th and enjoyed getting to know our neighbors
We contacted the city and asked them to kill the weeds in the drainage ditch and to
investigate if there are any health and safety issues in regards to the vacant house The
house was cleaned up this Sunday yeah Still waiting on city to clean up drainage ditch
We received permission to work on the park at the end of the street We need to beginfundraising to buy weed killer and grass seed Well keep you posted
We were able to talk to the manager at Home Depot and he is willing to help all of us
meet the challenge of becoming the Best Looking Street in Windcrest I have included
a Home Depot Garden Club sign up card It is free to join and you will receive discount
coupons Garden Club exclusive prices and expert advice on all your lawn and gardenneeds He has offered to have his employees help with work to be done on the park and
provide some materials to mulch the trees plant some grass and whatever else we
might need Home Depot is a great neighbor
We spoke to the manager of Scotts Lawn service and he is willing to offer discounts if
several neighbors on the street sign up for their service and gave us some insight on
what it takes to keep our lawn in the best condition
We killed the weeds in our flowerbeds and applied weed and feed to our own lawn and
finally got sod in our old flowerbed area and will have rock and bushes soon Watch for

Renewing an Old Lawn

How Often To Mow
Seasons weather and nutrient availability are some of the many things that can affect grass growth The best
and most safe rule of thumb is to never remove more than 13 of the leaf blade at any one
time Lawns are being mowed too infrequently if there are piles of grass clippings left after each mowing Grass
plants are not capable of recovering from large amounts of stress for quite a while The small amount of leaf
surface left on the plant is not enough to maintain the physiological activities photosynthesis for plant energy
Weeds and insects will infest the area Some months you may mow weekly others every two weeks
Grass plants have a growing point where all of the leaves originate The growing point stays near the soil
surface when grass is mowed frequently When people let their lawns get too long the growing point begins to
elevate from the soil surface When finally mowed the growing point may be cut and removed with the rest of
the clippings This means death to the plant Frequent mowing never removing more than 13 of the grass
blade ensures that the growing point will stay near the soil surface not be cut off and the turf will stay
healthy and dense Cutting too much off at one time KILLS the grassBladia Sharpening
Maintaining a sharp mower blade is essential to maintaining healthy turf A smooth clean cut not only looks
better for the lawn but also does much less damage to the grass plant Dull mower blades thrash and beat the
tops of the grass blades off This leaves a ragged top which becomes straw colored and gives the lawn a tan
colored hue Ragged tops are prime points of entry for many fungal pathogens turf disease causers and small
turf insects

July 2010
On July 1 2011 the taxes assessed for 2010 became delinquent The Bexar County Tax Office posted all
payments received and postmarked by June 30th The 2010 tax roll was referred to the law firm for
collection on July 9 The firm immediately began processing the data and on July 12 began mailingletters to delinquent taxpayers While some of the delinquent business personal property taxes were
referred to us in April the majority of the CitysDistricts portfolio has now been referred for
collection The following provides you information on

Work Plan Elements to Maximize Collections
Note The firm regularly analyzes theCitysDistricts tax roll to ensure our efforts are beinginitiated in a way that will maximize collection results Thus the work plan below is a generaloverview of the efforts we initiate monthly
Notifications
Y Mail first notification in April to early turnover BPP accounts and all other accounts in JulyY Mail BPP notice of intent to seize in AugustY Mail second notification and 11t followup notice in SeptemberY Mail 3rd notice and 2nd followup notice in December
Y Mail special targeted communications monthly depending on account status each month
Litigation
Y Randomly file lawsuits with focus on high dollar chronic accounts each month
Y Take necessary steps to move all pending cases through the court system each month
Y Conduct monthly Sheriff sales and initiate a resale of struck off property twice a year Mayand November
Y When necessary initiate tax seizures to protect the tax lien on business personal propertyaccounts
Y File proof of claims in bankruptcy courts throughout the United States where taxes are dueand take actions necessary to secure taxes in the discharge of the bankruptcy
Research
Y Conduct skip tracing research on all accounts flagged with bad address
Y Secure an abstract of title on property before filing suit on delinquent accounts
Y Conduct followup research on defendants where citations have not been successfully served
Y Initiate any other title or ownership research necessary to expedite resolution and paymentof accounts
Taxpayer Communication
Y Initiate contact with larger accounts and business personal property accounts to expeditepayment

Set up payment plans as authorized by the Bexar County Tax Office
Remain available during all business hours to assist taxpayers by phone or in person

A RESOLUTION OF THE CITY OF WINDCREST AUTHORIZING EXECUTION OF
AN AGREEMENT WITH RABAKISTNER CONSULTANTS INC TO DEVELOP A
MULTIYEAR CAPITAL INVESTMENT PROGRAM FOR THE PRESERVATION
OF THE REAL PROPERTY ASSETS OF THE CITY OF WINDCREST
WHEREAS RabaKistner Consultants Inc proposed a fee of4902000 These
fees will cover the following which RabaKistner Consultants Inc feel is necessary to
accomplish this task
WHEREAS RabaKistner Consultants Inc will assist the City of Windcrest with the
development of a Capital Investment Program for City real property assets including roads and
alleys facilities and amenities The Capital Investment Program will recommend a multiyearschedule of projects for the preservation of assets
WHEREAS ifasbuilt drawings are not available RabaKistner Consultants Inc
has provided the option ofcoring selected street pavements to establish subsurface
conditions and pavement structurethickness for a fee of4970
WHEREAS it is the intent to perform condition assessments and propose standards for
maintenance and repair for approval by the Mayor and City Council within twenty eight 28days from approval of this resolution Upon Council approval of standards for asset
maintenance and repair RabaKistner Consultants Inc will then complete the final reportwithin seven 7 days
NOW THEREFORE BE IT RESOLVED by the Mayor and City Council that
execution of an agreement with RabaKistner Consultants Inc on behalf of the City by the
City Manager for the above services is hereby authorized

roofing and weatherproofing specialists public relations managers and sustainabilityand facility management specialists to perform the proposed scope of work

Perform condition assessments and document photographically and in
writing the condition of your key assets including all roads and service
alleys community support facilities and recreational areasamenities
including pools trails playgrounds and tennis courts

FCA database with photographic and written documentation
Recommended priorities for major maintenance and repair and CapitalInvestment ProgramsIf asbuilt drawings are not available we offer the option of pavement coringto establish the subsurface conditions and pavement structure and
thickness
Performance Schedule and Proposed Fee
Although we have not received any drawings or files from your engineering firm we
have attached a proposed schedule with work milestones and proposed cost seeattachment A in the amount of 4902000 We anticipate a four week effort to
complete the scope of work and provide a draft report for your review and comment
Following receipt of your comments we anticipate finalizing the report and presentationsthe following week
We also offer the4970 option to core selected collector and local street pavement to
establish subsurface conditions and pavement structurethickness if asbuilt pavementsection drawings for problem areas are not available

1 RAGAKISTNER RabaKistner Consultants Inc RabaKistner and agrees that FLK at no time assumes ownership to saidInfrastructure Inc is being engaged by the CLIENT to render materials
professional services involving various aspects of designconstruction observation or the condition of various building 6 The scope of work and cost estimate does not include costssite andor environmental materials which may contain or be incurred to provide access to sites which are inaccessible to ourcontaminated by hazardous materials and asbestos containing truckmounted drill rigs and support vehicles They also do notmaterials ACM include costs incurred due to delays caused by inclement
weather
RabaKistner hereafter referred to as RK provides a wide
variety of services Services provided by different RK 7 All samples obtained at the site will be managed by RK RK
companies or different departments therein to the same Client will retain preservable samples and the residues from testing of
occasionally overlap CLIENT acknowledges that RK has no all samples that in RKs professional opinion do not contain
obligation to research prior work by RK for CLIENT or others ormaterials that are hazardous or potentially hazardous for 30
work performed by RK or others at the proposed project site days after submission of its report The samples and residues
regardless of the specific RK companies departments or office will be disposed of at the end of the 30 day periodlocations that will be involved in the proposed work
In the event that in RKs professional opinion the samplescontain potential constituents of concem RK will return such
