writing a note to the resident advising them that they needed to fix the holes under the fence becuase the dogs got out The note was noti itended to be of any official notice it was just a friendly reminder asking that they fix the fence4 4 this time Mrs Dodson approached and started talking about the dogs getting out again and she went into the backyard and tried tot lock the holes under the fence She then started talking about the black Lab dog in the yard She related that the dogs eyes are runnyc nd he has a limp She was concerned for the dogs health and welfare

I advised her that I would include this concern in the note

he asked if 1 had a door hanger or some sort of official notice to leave the resident insted of a hand written note on a piece of paper16 Vhen 1 told her no she related that she would try and get some sort of door hangers or official notices for me to use 1 advised her thatv could be fine and after a few minutes 1 returned to serviceOn6211 at approx 0857 hours The dispatcher called and advised that a Ms Poole had called and asked if we had picked up her dogt ecause hers was missing from the backyard 1 got Ms Pooles phone number and called her She related that she was told that some

L nknown woman had come onto her property and opened the fence gate and went into her backyard and her dog got out She asked if 1t ad picked it up 1 advised her that 1 had gotten a call about the dog running loose but 1 was unable to find it I also advised her that thisv Pas not the first time that her dogs had gotten out

1 then advised her that there were holes under her fence and it appeared as if the dogs were digging under the fence and getting out Shea dvised that she would take care of the situation 1 also advised her of the concern of her black dog having runny eyes and a limp Shec dvised that the dog has a real bad allergy problem and she has taken him to the Vets office and has medication for him I then informedt er that it appeared as if her dogs were not registered with the city because no records were found 1 advised her that she needed to

r agister her dogs or she could receive a court summons

I then advised her that if 1 find her dog 1 would call her and let her know She thanked me for my assistance and 1 returned to service

Attn Heather Weidenbach

City Clerk

City of Windcrest TX

Dear Heather

It was a pleasure talking to you and Rafael on March 1st during my onsite visit to Windcrest

TX Thank you so much for taking the time During our meeting we had discussed that tools to helpsave staff time cut costs and increase overall transparency to citizens was a top priority for the citySome of the problems that we discussed were

1 Amount of staff time spent in scanning the entire agenda supporting documentation to put

together agenda packets for City Council meetings2 Currently each agenda packet is about 200 pages long and 8 copies of the packet are

printed3 Amount of staff time spent to complete City Council meeting minutes Currently hand notes

are taken during the meeting and the minutes are finalized in a word document post

meeting Considerable amount of time is spent to finalize the meeting minutes

4 On an average there are about 20 speakers at the public meetings with each speaker gettingabout 3 6 minutes This causes the meetings to be extremely long

S We had also discussed that the current camera set up is not ideal During work sessions the

camera cuts off some of the members and they are not visible in the webcast

Some ideas we discussed around resolving these issues were

1 Start using Granicus to publish full agenda packets Windcrest current solution allows you

to add attachments and publish them on to the website Also with the iLegislate app for the

iPad council and staff members will have the ability to view entire agenda packetinformation directly on the iPad This will help cut printing costs and save staff time to print

agenda packets2 Use Granicus Meeting Efficiency Suite to complete meeting minutes With the Meeting

Efficiency suite the City can record roll call motion and votes live during the meeting Also

the minutes can be finalized in a word document postmeeting and published on the

website with minimal effort

3 Get Windcrest in touch with an audiovisual company that will help resolve issues with

respect to camera locations in the City Council chambers

Based on our discussion I have provided some options that will help resolve the problems outlined

above Some measurable ways to quantify the success of the options presented below include

1 Staff time saved to finalize meeting minutes

2 Reduction in time taken to print distribute agenda packets to Council members

3 Reduction in costs to print agenda packets

1

A

9ranicusV

4 Time saved from reduction in duration of City Council meetings

The table below shows the ROI calculation if the city decides to move forward with transition to

I look forward to working with you to implement the options outlined in his document Please feel

free to get in touch with me if you have any questions

Windcrest CAREs

Community Awareness Renew and Engagement Service Project

set 1 0r 1 Pig c Y cc11

Dear Windcrest City Council

Our family founded a family service project called Windcrest CARES in Marchof this year We began this project as an effort to encourage our neighbors tobe respectful responsible and safe community members

We began with a street wide effort to help Crestwind Drive become the BestLooking Street in Windcrest We did this by distributing monthly flyersasking our neighbors to take their civic responsibilities seriously and byeducating our neighbors about various ways we can improve our street andour community

The success of this effort has inspired us to look beyond our street and try tomake a difference in our community

Because we believe quality housing quality businesses and quality cityproperty maintenance are essential components of a healthy communityAnd we feel strongly that Windcrest has a lot to offer we are proposing thatthe City of Windcrest implement a proven and successful Proactive CodeEnforcement Process similar to the ones used in cities around the U S

We are submitting this proposal after many weeks of research and

investigation into communities like Windcrest

Like Windcrest these communities are facing the issues of an agingneighborhood increased costs and the challenge of attracting new commercialventures In addition many of them found that an overall decline in propertymaintenance was becoming an increasing concern for the community

A U

This decline in property maintenance by the city businesses and homeowners did not support their citys goals of renewing the community Theyfound that potential businesses and home owners would not consider theircommunities based on the declining appearance of the existing propertiesWith this decline came increases in substandard rentals increased crime anddecreasing tax revenues

To address these issues many cities adopted new city ordinances andprocedures and looked at ways to be more proactive in engaging thecommunity in the responsibility of being respectful responsible and safe

One of the most successful ways to address the issue of property maintenancewas the implementation of a Proactive Code Enforcement Process

One outstanding example of the implementation of this process is in West StPaul Minnesota They are a community of approximately S square miles andhave approximately4500 single family homes in it just over double the sizeof Windcrest

We have attached our proposal which includes suggestions for respectfulresponsible and safe updates to city ordinances and an example of a CodeCompliance Checklist from West St Paul MN for your review

Thank you for considering our request to implement respectful responsibleand safe city ordinances and procedures

Requests for additional information and questions can be directed to

Kathy Dalgleish Founder of Windcrest CAREs414 Crestwind Drive

Proactive Code Enforcement Process ProposalGoal

The Proactive Code Enforcement goal is to maintain quality businessesand housing stock address building housing and property maintenanceconcerns and to encourage rehabilitation andor redevelopment of the Cityof Windcrest neighborhood

Process

Conduct a review of and make respectful responsible and safe updatesto our current City Ordinances related to Housing and Property Codes

Include Minimum Standards and Guidelines for Property and BuildingMaintenance Suggestions for these standards can be found in the pagesthat follow They should also include a set of Rules and Regulations forRental Properties that support safe housing and responsible owners andrenters

Utilize Community Education and Engagement to communicate thestandards and guidelines defined in the City Ordinances This educationwould include a community wide distribution of the City Ordinances relatedto Code Compliance and a Checklist for property owners to evaluatetheir own properties Many communities found that just sending out thisinformation greatly improved the overall condition of the communityleaving far fewer violations to be addressed

Schedule Code Enforcement Inspections for every property in the Cityof Windcrest and conduct these inspections on a regular basis CityCouncil or Code Compliance would determine the number of and area ofinspections to be done each year These inspections would be conductedto identity code violations offer education provide information on

assistance programs and more importantly to reinforce the responsibilityof the property owner to maintain their property in a respectful responsibleand safe condition

Follow up on Violations when given and enforce compliance through theCode Compliance process

This Proactive Code Enforcement Process Proposal is just a start of what couldbe a Model Program for the area Please seriously consider the benefits a

program like this could mean to the efforts already underway to make the City ofWindcrest a City of Choice

Page 3 cf 9

Suggestions for Respectful Responsible and Safe Updatesto City Ordinances

These are only suggestions that we felt made sense and were reasonable Theyalso made good examples for this proposal Actual updates would follow thecurrent city requirements

Yard Cover Landscape areas within Windcrest must be landscaped withgrass shrubs trees or other ornamental landscape material

The landscaping including turf grass areas shall be maintained in goodcondition and free of trash noxious weeds and nuisance weeds

Noxious weeds are defined by State of Texas Invasive and NoxiousWeed List at the U S Department of Agriculture to include FieldBindweed and Hedge Bindweed

Large open spaces and vacant lots should be maintained in a manner thatlimits vegetation growth to 10 inches and areas are kept consistently freeof trash

Large open spaces and vacant lots may be exempt from these ordinancesas determined by requests for exemption andor additional CityOrdinances However every effort to control trash unsightly vegetationovergrowth noxious weeds and nuisance weeds should be made by ALLmembers of the community public or private

Three repeat violations for similar issues within any consecutive 12 monthperiod will result in immediate penalties and fines for the third violationThe 10 day compliance period is not in effect This is to encourageregular respectful responsible and safe property maintenance and reducethe amount of work and followup required by the City of Windcrest

Example of a Code Compliance Inspection Checklist

This checklist is similar to the one used by the City of West St Paul MN Theyimplemented a Proactive Code Enforcement Process in 2000 They experiencedan immediate positive response from the community as seen by the overallimprovement to building and property maintenance

The majority of the community embraced the efforts to renew the city andresponded by renewing their properties to meet the existing and new CityOrdinances

They found that in most cases they just needed to educate and ask thecommunity to meet these standards This allowed the city to focus on the fewproperties that were having difficulty meeting the standards

Properties that were having difficulty were offered several options to help themreach these standards

Some of the options available included low rate loans referrals to low incomeservices and to neighborhood volunteers for assistance

The items on this checklist are all addressed in the Official City Ordinances

Wow These dry months have taken a toll on our community The good news

is that most of our street has been able to maintain at least a living lawn area

Your efforts to build a healthy lawn and help make Crestwind Drive the Best

Looking Street in Windcrest over the last year are now paying off

Healthy lawns and gardens are proven to

reduce the watering needs to keep it alive we still need to

water as recommended by SAWS but we can use less

water because our lawns are healthy and can withstand

periods of drought

reduce the temperature around your home by up to 10

degrees 100 degree temp is reduced to 90 degrees where

The New Year has flown by and here we are back at the end of March Our family was busy

more done in the backyard this summer and new paint on the outside of our home It is

overwhelming how much work goes in to renovating an older home not to mention just

keeping up on regular maintenance

Sprang has brought the explosion of weeds and fast growing lawns So once again we are

challenging our neighbors to Wipe Out Weeds Our efforts row will ensure that the

re ft of the growing season will be weed free and beautiful

FREE WEED KILLER FOR LAWNS

WE have 6 bottles of weed control for our southern lawns that were donated by the

W ndcrest CARES Project with a big discount from Home Depot These are available at no

vim

Re member our goals were

1 All weeds permanently removed not just mowed down from publicly viewable areas This

includes back and side yards visible from streets and alley ways

Update Nearly all neighbors took the challenge and we saw an incredible reduction of wee s on

our street Lets do it again this Spring

2 Assist neighbors who need helpUpdate Our family provided trash pickup and graffiti removal several times last year We assisted

an ill neighbor in lawn care and made and displayed Holiday Decorations on our streets mailboxes

3 Recover dead lawn areas including all areas viewable by the publicUpdate Many neighbors transformed their lawns to lush green turf

4 Get commitment from rental property management to enforce home and property maintenance

Update Contacted rental management companies several times requesting property maintenance

5 Have the City of Windcrest follow and enforce code compliance and city ordinance complianceThese protect all of us from health safety and property condition issues

Update Challenged the City of Windcrest to provide our area with green spaces as nice as those

seen around Crestway We are the same city and our green spaces should be as lovely as those

across the city We still have a LONG WAY TO GO on this one

6 Hold nonoccupied property owners accountable for condition and maintenance of emptyhomes

Update Vacant properties are now better maintained

7 Cleanup and renew the small park area at the North West end of our street This will be a

Windcrest CARES Project to be planned and implemented by our family and our Boy Scout sons

We hope to see great things before summer

Update We experienced a setback on this one We had some neighbors near the park area share

that they did not want the park space to become a place where children would come to play Theyare concerned about the noise and disturbances to their animals Our family is disappointed that

we did not get the positive response we expected We are still considering this and hope to have

at least a park with more grass and less weeds

8 Provide our Crestwind Drive neighbors information on city ordinances and home owner

responsibilities Watch for additional flyers and visit the city website windcresttxus

Update Provided information from professional sources on turf grass maintenance watering

guidelines and city ordinances

9 Hold an annual block party to encourage community pride involvement and fun

Update It seems that we are all so busy that planning this has been difficult We still hope to have

a block party and invite some of our city services like the Fire and Police Departments to join us

March GOAL Is

Wipe out all the weeds visible from public streets and alley ways

1 during the month of March

Dont just mow them down kill the weeds Mowing them makes them stronger and

they spread easily to the rest of your lawn and into your neighbors

March is a perfect time to prepare our lawns for summer We can kill the existing weeds

and prevent the growth of grassy weeds with a preemergent treatment

As residents of a community we all have a civic responsibility to do our part in takingcare of our homes and property

Healthy lawns use less water and discourage new weed growth

We can no longer rely on Mother Nature to keep our lawns and gardens watered We

need to adopt regular lawn and garden weed removal watering and maintenance

Since our home was a previous rental we have a lot of work to do We are committed to making

improvements to our home and property and we are asking you to join us in making Crestwind Drive the Best

Looking Street in Windcrest

We have so many home owners who take great pride and make every effort to ensure their home and

pror erty are kept in excellent condition We want to give them a big THANK YOU These good neighbors have

set the standard for our street

The event drought and freeze has taken its toll on some of our homes and sorne of our lawns and gardens are

full cof weeds and dead grass In addition some properties are just being neglected

To halp with this we started a community project called Windcrest CARES Community Awareness Renewal

Engz Bement and Service Project Our first community project is directed at our very own street with the

Crestwind Drive Wipe Out Weeds Campaign during the month of March

Help us reach the following goals over the next several months

7 All weeds permanently removed not just mowed down from publicly viewable areas by end of March

This includes back and side yards visible from streets and alley ways

Assist neighbors who need help

Recover dead lawn areas including all areas viewable by the public

Get commitment from rental property management to enforce home and property maintenance

Have the City of Windcrest follow and enforce code compliance and city ordinance compliance These

protect all of us from health safety and property condition issues

E Hold nonoccupied property owners accountable for condition and maintenance of empty homes

Cleanup and renew the small park area at the North West end of our street This will be a Windcrest

CARES Project to be planned and implemented by our family and our Boy Scout sons We hope to see

great things before summer

E Provide our Crestwind Drive neighbors information on city ordinances and home owner

responsibilities Watch for additional flyers and visit the city website windcresttxus

S Hold an annual block party to encourage community pride involvement and fun

With these efforts our small part of the world can be a place of pride and an example of what one

street can do when we choose to be good neighbors and hopefully friends

WOW what a great response

A BIG thank you to all our neighbors who transformed

our street in just a few weeks

Wipe Out Weeds is still in effect through March

We had so many good neighbors take the challenge to remove the weeds It is quite noticeable If you

havent had a chance to work on your yard yet our challenge is still in effect through March

Some of the additional successes we had included

After calling the property management for the two homes for rent they sent out folks to

remove the weeds at one house and mowed the lawn in the other This was done in

late FebruaryThey both look better

We met many of you on Sunday Feb 28th and enjoyed getting to know our neighbors

We contacted the city and asked them to kill the weeds in the drainage ditch and to

investigate if there are any health and safety issues in regards to the vacant house The

house was cleaned up this Sunday yeah Still waiting on city to clean up drainage ditch

We received permission to work on the park at the end of the street We need to beginfundraising to buy weed killer and grass seed Well keep you posted

We were able to talk to the manager at Home Depot and he is willing to help all of us

meet the challenge of becoming the Best Looking Street in Windcrest I have included

a Home Depot Garden Club sign up card It is free to join and you will receive discount

coupons Garden Club exclusive prices and expert advice on all your lawn and gardenneeds He has offered to have his employees help with work to be done on the park and

provide some materials to mulch the trees plant some grass and whatever else we

might need Home Depot is a great neighbor

We spoke to the manager of Scotts Lawn service and he is willing to offer discounts if

several neighbors on the street sign up for their service and gave us some insight on

what it takes to keep our lawn in the best condition

We killed the weeds in our flowerbeds and applied weed and feed to our own lawn and

finally got sod in our old flowerbed area and will have rock and bushes soon Watch for

even more changes later this summer

Next month will be Green Up Your Lawn Month

We cant make a difference if we dont try

Helpful Hints on Lawn and Garden Care

Renewing an Old Lawn

Gettiig new grasses into the lawn doesnt require atoptobottom makeover Instead you can gradually introduce new

grasces to your lawn by overseeding sowing seed directly over your existing lawnToorerseed just rake the entire lawn vigorously with a metal garden rake Then sow the grass seed at 112 times therecommended rate Topdress lightly with sand topsoil and sifted compost and keep the lawn well watered until the new

sprouts emerge The new vigorous and betteradapted grass will gain a foothold and eventually replace the older grassWarr sn Schultzs most recent book is A Mans Garden

Mow frig and trimming especially when done properly improve the health and appearance of your lawn reduce itsneed for water and lessen your maintenance timeTrim first If you use a string trimmer use it before mowing The mower will chop the trimmings and reduce raking timeDo nt use line trimmers to cut grass against the bark of trees This will damage the bark often severely enough to kill thetree Instead establish a grassfree mulched area around the tree so that close trimming is not necessaryMow at the right height Each grass type has its ideal height range Mow bahia blue gramma and buffalo grasses 2 to 3

inches high Mow fescue Kentucky bluegrass ryegrass and St Augustine grasses about 112 to 212 inches high Cutcomrion Bermuda centipede and zoysia grasses about 1 to 2 inches high Cut hybrid Bermuda lowest about 1 inch

Adjust the blade height Place your mower on a hard surface disconnect the spark plug and measure the height of theblades Adjust the deck height to the desired level Test the setting by mowing a patch of grass and checking the grassheight Adjust as necessary Mowing on the high side of the range improves drought resistance and root health

Keep it sharp Sharpen the blade of rotary mowers at least once a season Disconnect the spark plug and with mower

upen Jed remove the blade Sharpen the blade on a bench grinder or with a heavyduty mill file and be sure to check

blades balance afterwards center it on a nail hammered into a wall Or take your blade to a mower repair shop and letthem sharpen it

MOV F OFTENFollow the onethird rule Mow when the grass blades are about onethird taller than the recommended

heigl t To maintain grass at 2 inches high for example mow when it reaches no more than 3 inches Only remove one

third 3f the grass height when you mow to prevent damage and stress to the lawn Taking too much off at once starves

the roots and may expose new lower leaves to sunburn A stressed lawn has more weeds gets diseases and cant

survi re over winter looks bad and often dies causing additional expense and maintenance

Mow grass when its dry Wet grass cuts unevenly and requires raking to remove the matted clippings which smother

the grass Cutting wet grass also promotes the growth and spread of disease organismsRake up clumps Leave small and finely chopped clippings on the lawn where they will decompose and improve the soilshealt i but remove clumps that can smother the grass Sweep clippings off walk and driveways for a neat appearanceTipsKeep your mower blades sharp to prevent damage to the grass blades Ragged cuts invite disease and brown the lawn

Alteniate mowing directions each time you mow to help keep grass growing upright and to prevent soil compaction Mowat a 5 or90degree angle to your last pattern

Watering your lawn

One ecret to achieving lush healthy lawns and bountiful gardens is thorough careful watering which encourages deepdroucihtresistant roots Both the frequency and method of irrigation and amount of water required vary with your climatesoil ind plants needs

Determine current soil moisture Dig a 12inch deep wedge of soil from your lawn or garden Observe the amount of

moisture in the sample Water only if the top 6 inches of soil is dryChoose time of day Evening and early morning are the best times to water because less water is lost to evaporationthan with midday irrigation On diseaseprone plants such as roses water in the morning to encourage the plants leavesto dry quickly Also avoid overhead sprinklingChoose watering method Aboveground sprinklers cover large areas such as lawns most effectively but may

encourage the spread of disease on roses raspberries beans and other susceptible plants In and climates around

shrut s and trees and in gardens use drip irrigation for maximum water efficiency and disease control Cover irrigationlines Nith mulch or bury them just under the soil surface

Adjutsprinkler and drip systems Set up overhead sprinklers so that water falls only on your lawn or garden and not

on sic lewalks roads or buildings Adjust the water pressure of either type of system to allow water to penetrate the soil

withoit puddling or running off

Meae ure water depth After 30 to 60 minutes recheck the depth of water penetration in the soil at different places in the

irrigai ion pattern Move or adjust the sprinklers to achieve uniform coverage Stop watering when soil is moist at a depthof 6 to 12 inches To avoid digging test wedges in the future note the length of time needed to achieve thorough wateringTipsWate your lawn and garden before plants show signs of wilting Wilting stresses plants and may cause flower and fruitloss zind poor growth To water vegetable and flower gardens containing tall plants that may otherwise block the sprayset sprinklers on a sawhorse or use a towermounted sprinkler info found atwwwamescomlawnmaintanance

We cant reach our goal without you

We cant make a difference if we dont trySee hack for helpful tips on creating a healthylawn

Tips for Keeping a Healthy Lawn from the University of Texas Extension Service

MowingDetermine if the lawn is smooth enough to mow at the optimal mowing height for the grass varietywithout continual scalping damage Scalping is when you cut the lawn too short and damage the growtharea of the grass blade similar to damaging the cuticle of your finger nail if too much damage is done

the nail wont grow back in the case of grass it will die or become diseased Scalping will put grass at a

competitive disadvantage and eventually lead to the decline of lawn quality Level out your lawn if

needed by filling in low spots

Selecting The Right Mowing HeightAll grass varieties should be mowed at or near their optimal mowing height This will keep grass healthyand dense highest number of shoots per unit area Higher density means more soil surface shadingwhich severely restricts the germination of many annual grassy and broadleaf weeds

Maintaining a dense and healthy turf is the best weed control

Selecting the right mowing height also means selecting the right mower Make sure your mower can mow

to the height recommended for your type of grass

i

Variety Mowing Height RangeOptimal Mowing HeightAssumes Correct Frequency

Buffalograss and Tall Fescue j2 to 4 inches 25 inches j

Centipedegrass 115 to 25 inches 2 inches

Common Bermudagrass 1 to 3 inches 15 inches

Hybrid Bermudagrass 1075 to 2 inches 1 inch

Kentucky Bluegrass 115 to 3 inches 2 inches

St Augustinegrass 25 to 4 inches 25 3 inches

Texas Bluegrass Reveille 15 to 3 inches 2 inches

Zoysia japonica coarse bladed zoysia 1 to 25 inches 15 inches

Zoysia matrella fine bladed zoysia 075 to 25 inches 1 inch

How Often To Mow

Seasons weather and nutrient availability are some of the many things that can affect grass growth The best

and most safe rule of thumb is to never remove more than 13 of the leaf blade at any one

time Lawns are being mowed too infrequently if there are piles of grass clippings left after each mowing Grass

plants are not capable of recovering from large amounts of stress for quite a while The small amount of leaf

surface left on the plant is not enough to maintain the physiological activities photosynthesis for plant energy

Weeds and insects will infest the area Some months you may mow weekly others every two weeks

Grass plants have a growing point where all of the leaves originate The growing point stays near the soil

surface when grass is mowed frequently When people let their lawns get too long the growing point begins to

elevate from the soil surface When finally mowed the growing point may be cut and removed with the rest of

the clippings This means death to the plant Frequent mowing never removing more than 13 of the grass

blade ensures that the growing point will stay near the soil surface not be cut off and the turf will stay

healthy and dense Cutting too much off at one time KILLS the grassBladia Sharpening

Maintaining a sharp mower blade is essential to maintaining healthy turf A smooth clean cut not only looks

better for the lawn but also does much less damage to the grass plant Dull mower blades thrash and beat the

tops of the grass blades off This leaves a ragged top which becomes straw colored and gives the lawn a tan

colored hue Ragged tops are prime points of entry for many fungal pathogens turf disease causers and small

turf insects

As members of a community it is our civic responsibility to take care of our property so we can all benefit from the rewards of

Tips for Using Water Wisely from SAWSinstall low volume use toilets

Keep your lawn healthy a healthy lawn needs less water keep it thick and weed free12 Use SAWS weekly water guidelines for watering your yard they are designed to keep your landscape

alive and healthy while conserving water Most common is to water lawns I inch per week and trees

and gardens should be watered by hand as neededIf Reduce shower time

Of Fix leaks inside and out

It Harvest rain to water trees and flowersN Use soaker hoses around landscape to avoid evaporationIt Mulch or use rock to reduce evaporation around plantingsN Dont forget your foundation uniform moisture is the key to avoid foundation problems The best way to

address this is to water your foundation area when you water your lawn and garden Our foundation

engineer recommended installing a sprinkler system around the foundation that watered 4 to 6 feet outwatering our plants lawn and foundation Keeping this larger area stable is key to keeping our home

stable They were finding that in many cases just watering the foundation 1 to 2 feet out and not

watering the yard was not enough to avoid soil movement during the most severe drought conditions

Current Restriction Guidelines

Yearround landscape watering is allowed only before 10 am or after 8 pm every dayexcept with a handheld hose soaker hose bucket or watering can

Stacle One Restrictions begin when the aquifer level drops to 660 feet mean sea level at the monitored well

Water waste is prohibited at all times Water waste includes allowing water to run off into a gutter ditch or drain or failingto repair a controllable leak

You should reduce water consumption by any means available

All nonpublic swimming pools must have a minimum of 25 percent of the surface area covered with evaporation screens

when not in use Inflatable pool toys or floating decorations may be used

Hand watering with a handheld hose soaker hose drip irrigation bucket or watering can is permitted any time and any dayWashing impervious cover such as parking lots driveways streets or sidewalks is prohibited Health and safety exceptionsto this rule may be requested from SAWS in writingResidential washing of vehicles or other equipment is allowed only on assigned watering days and times A hose with an

automatic shutoff nozzle or bucket of five gallons or less may be used Water should not be allowed to run into the street

The use of commercial car wash facilities is allowed any dayOperators of golf courses athletic fields and parks must submit a conservation plan to SAWS For submittal requirementsoperators should contact SAWS Conservation Department at 704SAVE Golf courses athletic fields and parks may not

irrigate between the hours of 10 am and 8 pm

Landscape areas on golf courses not directly in play are required to followonedayperweek watering based on address

unless otherwise instructed by SAWS

Use of fountains waterfalls or other aesthetic water features outdoors or indoors is prohibited unless a variance has

been granted for 100 percent nonpotable water use

Stacle Two Alert begins when the Aquifer level reaches 650 feet mean sea level at the monitored well

All restrictions from Stage One remain in effect unless added to or replaced by Stage Two rules

Landscape watering with an irrigation system sprinkler or soaker hose is allowed only once a week from 38am and 810

pm on your designated watering day as determined by your address

Watering with drip irrigation or5gallon bucket is permitted any day but only between 38am and 810 pm

We sure are

We have been fighting this invasive weed since we moved here

Vile have learned that this particular weed will take over an entire lawn if not managed

It kills the grass

It loves to be mowed it helps it spread faster

It is easily eliminated by applying standard weed and feed or liquid weed killers

It often takes several applications of weed killer over a period of 36 months to eliminate it

It does not grow back if the lawn is thick and healthy
