SUMMARY
This project is preparing to irradiation test of the developed large grain UO?
fuel pellet in HANARO for pursuit fuel safety and high bum-up in "Advanced LWR
Fuel Technology Development Project" as a part Nuclear Mid and Long-term R&D
Program. On the basis test rod is performed the nuclei property and preliminary
fuel performance analysis, test rod and non-instrumented capsule are designed and
manufactured for irradiation test in HANARO. This non-instrumented irradiation
capsule of Advanced PWR Fuel pellet was referred the non-instrumented capsule for
an irradiation test of simulated DUPIC fuel in HANARO(DUP1C Rig-001) and
18-element HANARO fuel, was designed to ensure the integrity and the endurance of
non-instrumented capsule during the long term(2.5 years) irradiation. To irradiate the
UOZ pellets up to the burn-up 70 MWD/kgU, need the time about 60 months and
ensure the integrity of non-instrumented capsule for 30 months until replace the new
capsule. This non-instrumented irradiation capsule was designed to remotely assemble
and disassemble in hot cell. This non-instrumented capsule made to satisfy with the
design drawing and the QA condition in precision manufacturing company.
This report describes the manufacturing of the non-instrumented irradiation
capsule for the developed large grain UO2 fuel pellet. And, this report will be based
to develope the non-instrumented capsule for the more long term irradiation in
HANARO.

1 . 0 PURPOSE
T h i s spec i f ica t ion es tab l i shes minimum q u a l i t y assurance requirements which s h a l l be met by suppl ie rs of nuclear safety-related items and s e r v i c e s t h a t a r e c l a s s i f i e d a s Q u a l i t y Class "Q" or"T" by Safety Analysis Report. I t d e f i n e s QA Program c r i t e r i a , qual i ty planning requirements, and g e n e r a l adminis t ra t ive requirements, applicable t o t h e performance of: t h e c o n t r a c t f o r the safety-related items.
2 .0 APPLICABILITY
2 . 1 T h i s s p e c i f i c a t i o n s h a l l apply when required by t h e purchase order (PO), product s p e c i f i c a t i o n or other procurement documents issued by KAERI. I n t h e even t of a c o n f l i c t between the PO, prcjduct s p e c i f i c a t i o n and t h e requirements defiried herein, t h e order of p r i o r i t y s h a l l be the PO, p r o d u c t s p e c i f i c a t i o n , product documents and this spec i f ica t ion .
2.2 The impleinentaion by suppl ier of Quality Assurance Program i n compliance with the Korean Atomic Law(MOST order No.90-3), USNRC 10 CFR !50 Appendix B, ANSI/ASME: NQA-1, or KEPIC QAP each as concerned, is considered as meeting t h e requirements of t h i s Specification.
3.0 Q u a l i t y Assurance Program C r i t e r i a
3.1 A Q u a l i t y assurance program includes a s a minimum the procedures r e q u i r e d for meeting t h e requirements specif ied i n the following t a b l e inasmuch a s t h e y are app l i cab le by the suppl ier . The applicable QA requirements should be de f ined i n t h e procurement documents under consideration of work scope t o be contracted.

The Supplier's QSC s h a l l include the scope of work t o be performed for KAERI. As a n a l t e r n a t i v e t o having a QSC issued by ASME or KEA, the Supplier s h a l l be surveyed. qua l i f i ed and audi ted by KRERI.

3.2.5 C r i t e r i a f o r commercial grade Items.
3.2.5.1 Commercial Grade Item - An item satisfying (a), (b), and (c) below: (a ) not subject t o design or specification requirements tha t are unique t o
nuclear f a c i l i t i e s ; (b) used i n applications o ther than nuclear f a c i l i t i e s ; (c) is to be ordered from the manufacturer/supplier on the basis of
specif icat ions set forth i n the manufacturer's published product description(for example; catalog).
3.2.5.2 Where the design u t i l i z e s commercial grade items, the fol lowing requirements, as an acceptable alternative, can be u t i l i z e d for preparing t h e procurement documents. ( a ) The item t o be purchased should be ident i f ied i n the approved design
output document or drawings. Rn a l te rna te commercial grade i t e m may be accepted, provided the KAERI design organization provides ver i f icat ion t h a t the alternate item w i l l perform the in tended function and w i l l meet design requirements.
(b) Source evaluation and selection, where determined t o be necessary by t h e KAERI based on complexity and importance to safety, shall be carr ied out i n accordance with the KAERI's QA Procedures,
(c) Commercial grade items s h a l l be ident i f ied i n t h e purchase o r d e r or specif icat ion by the Manufacturer' s published product descr ipt ion ( f o r example. catalog number 1.
(d) One o r a combination of the following methods s h a l l be u t i l i z e d to provide reasonable assurance that the item meets the acceptance c r i t e r i a specified i n t h e procurement documents. (1) special t e s t ( s ) or inspection(s) o r both; (2) commercial grade survey of the Supplier; ( 3 ) srxrce ver i f icat ion; (4 1 acceptable Supplier/item Performance records.

4.0 QUALITY ASSURANCE REQUIREMENTS
4 . 1 General
4.1.1 Throughout the period of execution of the contract, t h e suppl ier s h a l l have i n e f f e c t a QA program which meets the requirements of t h i s s p e c i f i c a t i o n .
4.1.2 The Suppl.ier's QA, program s h a l l be planned, documented and executed through w r i t t e n pol ic ies , procedures and/or instructions a s re levant and a p p r o p r i a t e to t h e work to be perforaed.

QUALI'iT INSPECTIiON REQUIREMENTS
INITIAL QUALITY INSPECTION PLANNING
The suppl ier , during t h e e a r l i e s t pract ical phase of contract performance, s h a l l c:onduct ia complete review of t h e requirements i n the PO and any related documents to understand and make timely provision f o r the s p e c i a l cont ro ls , processes, test equipments, f ixtures , tooling and skills required f o r assuring item o r service quali ty.
INSPECTION AND TEST PLAN( ITP)
When required by the PO, t h e Supplier s h a l l prepare an appropr ia te ITP s u i t a b l e for each item. The ITP is a summary of manufacturing opera t ions ,
inspect ions, tests, hold points, and witness points t o be performed during

t h e manufacturing of the items. The Exhibit 1 is a suggested format of t h e ITP.
5.2.2 Contents of the ITP
ITP s h a l l include, a s a minimum, the following:
Designation and ident i f icat ion of the major s t ructures , p a r t s , subassemblies o r systems of the equipment t o be supplied.
Procurement of p a r t s covered by a specification.
Receiving inspection of procured material.
Manufacturing, inspection, testing and special process o p e r a t i o n s performed on these par t s during and a f t e r fabr icat ion.
Manufacturing. inspection, testing and special process o p e r a t i o n s performed on subassemblies composed of these p a r t s , i f any.
Inspection or test operations performed during s i te e r e c t i o n ( i f applicable). Tests, inspections and examinations performed on sys tems assembled i n manufacturing f a c i l i t i e s .
Packaging operations.
Review of manufacturing quali ty records.
ITP s h a l l be submitted t o KAERI QA for review and approval and incorporation of qual i ty surveillance points selected by KAERI. Submi t ta l s h a l l be made a s required by the contract but a t least three (3) weeks pr ior t o re lease for fabrication. KAERI approval or 'conditional approval i s required pr ior t o the Supplier beginning fabricat ion unless release f o r
selected a c t i v i t i e s is provided.
Notif icat ion regarding quality surveillance points s h a l l be a s fol lows.

1. Witness Point - KAERI QA s h a l l be noti f ied a t l e a s t two working days pr ior t o t h e performance of the t e s t , inspection, or process. Hork
s h a l l not be delayed i f t h e KAERI QA representative has not arrived a t
the appointed time. Supplier is required t o show evidence of no ti f ica t ion.
2. Hold. Point -- KAERI QA s h a l l be notified a t l e a s t three working days pr ior t o the anticipated point. The operation s h a l l not be performed u n t i l the KAERI representative i s present unless KAERI waives t h e hold point i n writing.
5.3 Revision to an ITP s h a l l be submitted t o KAERI QA for acceptance prior to incorporation of the revision.
6.0 ADMINISTRATIVE REQUIREMENTS
6.1 KAERI FIJRNISHED MATERIAL
Material furnished by KAERI shall be reviewed i n advance by t h e Supplier
upon r e c e i p t for proper quantity, conditions and qua l i ty requirements. The Supplier s h a l l not i fy KAERI immediately of any discrepancies noted. I t is t h e Suppl ier ' s responsibi l i ty to preserve the condition of KAERI f u r n i s h e d mater ia l through adequate storage and handling a f t e r i t has been r e c e i v e d and t o maintain traceability to documentation furnished with the material,
a s required.
6.2 TECHNICAL CHANGE REQUEST
The Supplier may request changes t o contract technical requirements using
a "Technical Change Request"(TCR1 form provided by the Supplier. The TCR s h a l l be completed and submitted to t h e KAekI with adequate backgrcund information f o r evaluation. If a change is approved ag a permanent change
or a l te red design, the Supplier is required t o ref leet the chahge i n the applicable drawings or other affected technical dkuments t h a t a r e t h e
responsibi l i ty of Supplier.

6 . 3 NONCONFORMAXCES(PRI0R TO DELIVERY 1
The Supplier s h a l l submit t o KAERI for review and concurrence a l l nonconf ormances t o Contract/W requirements. Nonconformance Report s h a l l be submitted using a form provided by the supplier.
The Supplier i s required t o submit adequate information for eva lua t ion and, when applicable, a recommended correct ive ac t ion and the b a s i s for t h a t recommendation. A l l such documentation s h a l l be forwarded t o KAERI. The Supplier shal l not ship an item u n t i l t he Nonconformance Report h a s been disposit ioned and accepted by KAERI.
6.4 CORRECTIVE ACTION REQUEST
When a deficiency is discovered during the implementation of t h e Supp l i e r ' s w a l i t y program, or other def ic iencies which may degrade t h e product qua l i t y , a "Corrective Action Report" may be issued by KAERI to i d e n t i f y and document the problem.
6.5 RIGHT OF ACCESS
During the performance of the contract, KAERI shall, w i t h proper n o t i f i c a t i o n , have the r igh t t o inspect, evaluate and audi t the Supplier's facil i t ies and a c t i v i t i e s and those of any sub-tier s u p p l i e r s . QA
inspections, surveil lances or audits performed by KAERI shall i n no way r e l i eve the Supplier of any of its responsibi l i t ies under the PO.
6.6 SUB-TIER SUPPLIER
The Supplier s h a l l e i t he r maintain documentation for the eva lua t ion and acceptance of sub-tier suppl ier ' s QA program or use KAERI approved supp l i e r s only. When sub-tier suppliers a r e used, a l l applicable t e c h n i c a l and qua l i ty requirements imposed on the PO must be transmitted t o the sub-tier suppliers.

6.7 QA RECORDS RETENTION
6.7.1 The Supplier s h a l l produce and retain the records i n a manner which i s consis tent w i t t i applicable codes, standards, specif icat ions and PO requirements. These records shal l be maintained in an a p p r o p r i a t e environmental conditions to prevent loss through deterioration, p i l f e r a g e , or mishandling.
6.7.2 QA records tha t a r e required t o be shipped with the i t e n w i l l be i d e n t i f i e d i n the PO. QA records tha t a re not required t o be shipped by t h e S u p p l i e r but are specif ied by the PO or specifications, s h a l l be retained by t h e Supplier f o r periods t h a t are consistent with the Supplier QA record re ten t ion program. QA records shall not be destroyed prior to t h e r e q u i r e d re ten t ion period without writ ten approval from KAERI.
6.8 DOCUMENT SUBMI TTPLS
When required by the Po, the Supplier s h a l l submit docurnents f o r KAERI's approval or infornation using a form provided by t h e Supplier.
6.9 CERTIFICATION OF ITEM/SERVICE The Supplier s h a l l a t t e s t t o having supplied itemlservice to KAERI i n compliance with a l l applicable requirements by issuance of a C e r t i f i c a t e of Conformance t h a t includes the following:
The c e r t i f i c a t e sha l l identify the purchased service, m a t e r i a l o r equipment, such as by t h e KAERI W number.
The c e r t i f i c a t e s h a l l ident i fy the spec i f ic procurement reqwirements m e t by the purchased itemhervice such a s codes, standards, and o t h e r specif icat ions. T h i s may be accomplished by including a list of t h e spec i f ic requirements including procurement s p e c i f i c a t i o n s and
drawings. The procurement requirements ident i f ied s h a l l i n c l u d e any approved changes, waivers, or deviations applicable to t h e s u b j e c t i temkervice.

This project is preparing to irradiation test of the developed large grain UOZ fuel pellet in lANARO for pursuit fuel safety and high bum-up in "Advanced LWR Fuel Technology )evelopment Project" as a part Nuclear Mid and Long-term R&D Program. On the basis est rod is performed the nuclei property and preliminary fuel performance analysis, test rod nd non-instrumented capsule are designed and manufactured for irradiation test in IANARO. This non-instrumented irradiation capsule of Advanced PWR Fuel pellet was eferred the non-instrumented capsule for an irradiation test of simulated DUPIC fuel in IANARqDUPIC Rig-001) and IS-element HANARO fbel, was designed to ensure the ntegrity and the endurance of non-instrumented capsule during the long term(2.5 years) radiation. To irradiate the UO2 pellets up to the burn-up 70 MWDkgU, need the time bout 60 months and ensure the integrity of non-instrumented capsule for 30 months until eplace the new capsule. This non-instrumented irradiation capsule will be based to levelope the non-instrumented capsule for the more long term irradiation in HANARO.
