VOL. 100, No. 19 www.LDAF.la.gov September 14, 2017 When Hurricane Harvey flooded Barbara Garretson’s home in Orange, Texas, she realized something the hard way. “You take so many things for granted until you just don’t have them anymore,” she said. One thing she has not taken for granted was her ability to leave her home with her beloved miniature schnauzer, Bella. Garretson evacuated to Alexandria with her family and pets. We caught up with her at the mega shelter in Alexandria where pets and their humans co-located. “Our pets are displaced as we are, but fortunately, they have not been away from us. We’re able to visit them twice a day and they know we are coming back. It gives you peace of mind.” Jeff Eyre with the American Humane is assisting at the shelter in Alexandria. “Louisiana is unique in that the state actually utilizes its plans; and, there is a coordinated effort between state and non- governmental groups,” said Eyre. Eyre has worked disasters for the past 20 years. Between 10-15 veterinarians with the Louisiana State Animal Response Team (LSART) Veterinarian Medical Reserve Corps from across the state, volunteered at the shelters in both Alexandria and Shreveport to provide health assessments and basic medical care. In an effort to protect the public health, pets were vaccinated for rabies. In all, the shelters admitted 384 dogs, 97 cats and 9 exotic animals. Shon Norman waded in five feet of water with his 60 pound English bulldog, Keyser Soze, on his shoulder. “I’m rarely separated from him, so I was really worried. This has been a tremendous relief. My mom is safe and my dog is safe,” said Norman. For Vietnam veteran James Dubuisson of Rose City, Texas, he knows his home received at least 10 feet of water. “I wouldn’t have left without my dogs Boudreaux and Baby. It would be like leaving my children,” said Dubuisson. “Boudreaux got stressed and sick after the flood event. I have so much relief that there has been a veterinarian on site and provisions for my dogs. I even got them micro- chipped and treated to prevent heart worms while I have been in the shelter.” The Louisiana Department of Agriculture and Forestry (LDAF) along with the LSART, LSART Vet Medical Reserve Corp, Tangipahoa Parish Animal Control, City of Alexandria Animal Control, Calcasieu Parish Animal Services, Bossier Parish Animal Control, American Humane, Hills Pet Nutrition, Red Rover, ASPCA and the Louisiana Department of Corrections staff the shelters and coordinate the care of the animals. “The first 48 hours is always stressful as we check everyone in with their pets, but then things calm down. When people realize their pets are being cared for, they know it’s one less thing they have to worry about in the aftermath of a crisis,” said LDAF veterinarian Daniel Myrick. LSART’s Renee Poirrier, D.V.M., said while all agencies involved are constantly preparing for an emergency, this situation was somewhat different because of the flash flooding and the search and rescues involved. “It’s remarkable that we have so many people who came in with their pets and we do not have to track down their owners. People and their pets were taken out together and that has been helpful,” added Poirrier. Sara Dawdy with American Humane agrees that the level of planning and organization is impressive. “People are so grateful we have a plan in Louisiana to keep people and their pets in one place. We are a good role model for Texas,” said Dawdy. On September 6, 2017, the evacuees and their pets were returned to Texas where they will be sheltered in Dallas until they are able to go home. When Hurricane Harvey flooded Barbara Garretson’s home in Orange, Texas, she realized something the hard way. “You take so many things for granted until you just don’t have them anymore,”

she said. One thing she has not taken for granted was her ability to leave her home with her beloved miniature schnauzer, Bella.

Garretson evacuated to Alexandria with her family and

pets. We caught up with her at the mega shelter in Alexandria where pets and their humans co-located. “Our pets are displaced as we are, but fortunately, they have not been away from us. We’re able to visit them twice a day and they know we are coming back. It gives you peace of mind.”

Jeff Eyre with the American Humane is assisting at the shelter in Alexandria. “Louisiana is unique in that the state actually utilizes its plans; and, there is a coordinated effort between state and non-governmental groups,” said Eyre. Eyre has worked disasters for the past 20 years.

Louisiana Agriculture & Forestry TodayState Ag Officials Visit White House on Infrastructure Priorities

National Association of State Departments of Agriculture (NASDA) President and Louisiana Agriculture and Forestry Commissioner Mike Strain, D.V.M., along with Arizona Director of Agriculture Mark Killian, Georgia Commissioner of Agriculture Gary Black, Maine Commissioner of Agriculture and Forestry Walter Whitcomb, Missouri Director of Agriculture Chris Chinn, New Jersey Secretary of Agriculture Doug Fisher, and North Carolina Commissioner of Agriculture Steve Troxler represented NASDA at a

White House meeting yesterday to discuss the critical needs of our nation’s infrastructure. The meeting comes as a follow-up to a recent White House Infrastructure Summit with government officials on all levels. U.S. Secretary of Transportation Elaine Chao, Mick Mulvaney, Director of the Office of Management and Budget, Ray Starling, Special Assistant to the President for Agriculture, Trade and Food Assistance, and D.J. Gribben, Special Assistant to the President for Infrastructure Policy were all present for the rapid-fire dialogue.

Strain noted the importance of these continued discussions as they help enhance infrastructure partnerships and work to improve the regulatory systems contributing to the nation’s aging infrastructure.

“Agriculture depends upon infrastructure to transport products down the road and around the world,” said Commissioner Strain. “We look forward to working with our federal partners to develop a streamlined permitting process to boost stagnant infrastructure projects.“

“As we work at the state level

to address infrastructure, it's vital the federal government prioritize investments in our nation’s infrastructure. This includes consistent access to broadband across rural America, and improvements to our waterways system. These foundational investments in infrastructure keep Americans employed and our ag industry competitive.”

NASDA is a nonpartisan, nonprofit association which represents the elected and appointed commissioners, secretaries, and directors of the departments of

agriculture in all fifty states and four U.S. territories. To learn more about NASDA, please visit www.nasda.org.
