HAWAI Briefs Happy 13- Day, Navy The 216th Birthday of the Navy will be celebrated hero Friday with two different activities. At 8 a.m., after morning colors, there will he a cake cutting ceremony at the Station flagpole. There will also he an awards ceremony for Navy personnel. Music will be played by the CINCPACFLT (Commander- in-Chief, U.S. Pacific Fleet) Band. MWR will no longer have a collection service that visits offices and houses, and recyclables are not being accepted at the skeet range near the Rifle Range. According to Ralph King, former coordinator of MWR's recycling program, "It just wasn't cost-effective anymore to continue our active program of picking-up recyclable materials." The decision to scrap MWR's participation in the program was made after an Air Station process action team study completed Sept. 5. The team's report stated: "The Station Recycling Materials Program, as presently administered by MWR, is not sufficiently profitable when compared to the previous passive system, wherein Station activities turned in scrap to the supply department for shipping to DRMO (Defense Reutilization Management Office)." Air Station Order 4500.1, dated Sept. 25, 1990, established the Station Recycling Materials Program, of which MWR was the coordinator. But, because MWR is a non-appropriated funds activity, what it can directly recycle for profit is limited to non-appropriated funds materials, such as alumi- num cans and newspapers. Appropriated materials such as government-bought computer paper, or brass from spent bullet cartridges, must be given to Station supply, which delivers the appropriated materials to DRMO. Beginning Nov. 1, the Oahu Consolidated Family Housing Office, a U.S. Army organization, will initiate an aggressive curb-side refuse and recycling pick-up program al military housing communities and installations throughout Oahu. Jared St. John, housing manager at Kaneohe, said the contract has been awarded, and Nov. 1 is still the planned start-up date for the new program. It is a new contract, so there may be minor changes," St. John warned. Two containers will be handed out to every military housing unit: a 95- gallon wheeled refuse cart, and a 32- gallon recycling bin, A civilian contractor will deliver the carts to the homes, and will conduct the pick-up of both the refuse and recycling carts. Keith Nishioka, an engineering technician at the OCFHO, said the carts will save money in the long run, because they are more durable, and their bigger size means they don't have to be picked up as often. Recyclables include cardboard, newspapers, bond paper, computer paper, bottles and cans. Paper covered with food particles or oil is not recyclable. St John asked residents to rinse bottles and cans. For now, Wednesdays will be trash pick-up day, and Thursdays and Fridays recycling days. Participation in the recycling portion is voluntary, but encouraged. At the Air Station, complaints of long waiting lists, short business hours, and expensive fees -- which are about go up -- top their list. These complaints were brought to the attention of members of the Defense Armed Services Committee on Women in the Military during their visit here in July, "There are many reasons for our lengthy waiting lists," explained Susan Cleveland, director of the Early Childhood Education programs here. "The scarcity of available, quality ECE programs is not just an Air Station problem. It is a national problem, both in the military and the civilian sec- tors." More and more families rely on ECE programs for child care services, however, the supply has not kept up with the demand. There are specific regulations which each state and all branches of the military must follow. These rules govern the number of children in a class- room, both group-size and ratio. "Low ratio and group size are necessary for delivery of a quality program," Cleveland said. "Quality ECE programs are expensive and require exten- sive subsidies. Parent tuition here covers only 60 percent of the operating costs." Moreover, the state of Hawaii (specific to the Air Station) High prices, long waiting lists still top concerns for families doesn't readily license centers to care for children under 30 months old. Therefore, there are few civilian programs available for the under-3 crowd, according to Cleveland. The Air Station is currently searching for additional spaces for Early Childhood Education programs. It has submitted a Military Construction Project request to build a center for 300 children. MWR supports programs Still, with all the restrictions and obstacles, the Air Station does provide a variety of child care services to its patrons. Early Childhood Education programs are a Morale, Welfare and Recreation activity. MWR provides support for the four ECE programs offered here. Three of the programs are clas- sified as "center-based" and one is the Family Day Care in the Home program. The Child Development Center serves 91 children, ages 3 months to 5 years. This is primarily a full-day program, however, limited drop-in serv- ices are available on a reserva- tion basis. Evening care is also available for children 3 months to 12 years old on Fridays and Saturdays by reservation only. "We offer the evening care because during the week the center doesn't offer care for children older than 4 1/2 or 5 years," Cleveland explained. Furthermore, there is a pre- school program for children 3 to 4 years of age. The preschool program is a half-day, three- hour program. The services are available both in the mornings and afternoons. Parents have the choice of five-day, three-day, two-day weekly programs. "There is a large percentage of people who need full-day care, whether it's for an infant or a 3-yearold," she said. "But there is also a percentage of people on the Air Station who aren't working on a ftlatirne basis, or perhaps are not working at all, but they still want to give their children a preschool experience before they go to kindergarten." There is also the Drop-In Center, which is an hourly care service for children 3 months through 12 years of According to Cleveland, a majority of the people who use the drop-in service are volun- teers. They are people who donate their time to organiza- tions aboard the Air Station, such as the Navy . Marine Corps Relief Society, Red Cross and Family Services. This service, however, ie by reserva- tion only. "The Drop-In Center is small with a total capacity of 32 children; therefore, it is very difficult to secure space without a reservation," she said, If none of the aforementioned services are appropriate to a parent, there is the Family Day Care in the Home program. This program certifies residents of Station housing to maintain a child care business in their home. "The providers are screened and trained before certification," Cleveland explained. "The providers' homes are inspected on a monthly basis and they are only allowed to care for six children under the age of 12, including their own." Although the waiting lists for all programs are fairly long, Cleveland said they are doing their best to meet the needs of as many families as possible. All of the programs have a waiting list. The Child Devel- opment Center has about 260 children on a waiting list for full-time care. Seventy percent of the 250 children are under 3 years old. The preschool has a waiting list of about 30 children. While the Drop-in c re' ci has a daily waiting lint of about four children. The Department of Defense sets the price range for center-based programs. The monthly rates are based on the total family income stated on their most recent Income Tax Form 1040. The pilot ejected safely from the craft and was picked up by a Search and Rescue helicopter from Station Opera- tions and Maintenance Squad- ron. He was taken to Tripler Army Medical Center. A f. press time, the pilot was said to be in stable condition by officials at 'Printer. His name had not yet been released, pending notification of next of kin, the accident is under investigation. HILO, Hawaii --It was hard to tell who was having more fun, the Air Station Marines and sailors or the students at Kealakehe Intermediate School.

Two CH-46 Sea Knights from Marine Medium Helicop- ter Squadron-165 had turned more than a few heads when they landed in the school yard. Once 30 warriors from Headquarters and Headquar- ters and Station Operations and Maintenance Squadrons rushed out to "seize" the field, the students' attention was firmly fixed.

From that point on, the Marines also seemed to seize the hearts of the students. While these Marines were able to spend a day away from their duty sections on the Big Island, their visit to the school wasn't just for fun. It wasn't to show off Marine Corps equipment either.

The mission was to steer the kids away from drugs as part of the Station's monthly Community Drug Awareness Program. Through subtle

messages, the Marines cast light on the negative effects of drugs to the 8th graders, as well as the importance of staying in school.

This is something good to do, to help the kids," said Sgt. Polly Rupe, with the Military Police. "We can show the kids they have something else to do besides doing drugs, joining gangs or getting into trouble."

The Marines and sailors set up various stations around the field for the students to visit and talk with them.

The stations consisted of communications, first aid, drill, NBC defense, land navigation and of course, the helicopters, which are always a popular display.

At all the stations, the message was delivered that you can't be in the mili- tary, or many other profes- sional organizations and businesses, if you do drugs or drop-out of school.

"This program was excel- lent," said Shirley Ann Fukumoto, principal of the school. "This is the kind of community partner- ship we like. The feedback

from the teachers was very positive."

The kids bombarded the Marines and sailors with questions during the four- hour program. Cpl. Scott Hartle, crew chief, HMM-165, had to laugh when one of the students asked if there was air conditioning on the helicopter.

Other popular questions were if the Marines were in the war and if they got shot at.

While some of the ques- tions the students asked seemed a little funny, the Marines and sailors loved it.

For Capt. Carl Jenkins, a CH-46 pilot for HMM-165, the questions were what he liked most. The students were very interested in how he became a pilot. He even asked a lot of questions of the students in return.

"I always like coming to schools," Jenkins said. "I enjoy being around kids and finding out what they think about and what they think of school."

When the Marines boarded helicopters for their trip home, they could be sure they had made a difference. Mission accomplished. Students find a place to relax in one of the shelter halves.

Marina Barracks' new tavern

Marines, their families and friends have a new off-duty spot at Marine Barracks, Hawaii. Quick's Pub offers a bar room, decorated with Marine Corps memorabilia, and an adjoining beer garden. The facility is presently open upon request for special functions.

The tavern was recently dedicated in honor of Sgt Maj. John H. Quick, who received the Medal of Honor for distinguished and gallant conduct during the Battle of Cuzco, Cuba in 1899.

The pub had been planned for over a year. The actual "hands-on" work began last January, with nearly 6,000 work hours put in by volunteers.

In particular, Marines from the Barracks' Maintenance Platoon were cited for their volunteer contributions at the pub's grand opening ceremony. Among them, Cpl. Kenneth R. Gibson was recognized for woodworking he accomplished with salvaged tools. Also, LCp1s. M.R. Cotten and D.J. Flynn were lauded for their reproduction of the painting "Storming the Beach" from the Battle of Tarawa on a wall-sized mural.

Mildred Courtney, military liaison for Outrigger Hotels, was also praised for the time and efforts she contributed to the project.

Congratulations to the

forty-six sergeants and corporals who graduated from the Noncomiesioned Officers Basic Course, Class 2-91 at a ceremony in the Air Station's theater Sept. 27.

The course's honor graduate was Sgt. John Brenner, who earned a 98.3 grade point average. During the Gulf war, Brenner served in Saudi Arabia and Kuwait as a CH-46E crew chief with Marine Medium Helicopter Squadron-265. He has also served with two other K-Bay units: Marine Medium Helicopter Squadron-165, as a CH-465 Avionicsman, and Station Operations and Maintenance Squadron.

The course's leadership award was presented to Cpl. Clinton R. Robins, who is assigned to Marine Barracks, Hawaii. Cpl. Thomas J. Franco of Battery C, tat Battalion, 12th Marines earned 298 points on the course's final Physical Fitness Test, highest in the class.

The class is a requirement for sergeants, in order to be promoted to staff sergeant. It incorporates leadership training in both field and classroom environments.

Hispanic Americans are honored annually in the United States from Sept. 15 to Oct. 15 for their past and present contributions to the nation. Although many might think of the Hispanic influence in terms of another country's culture, such as Mexican cuisine or Latino music, they have given much more to this country which they now call their own,

The Hispanic community has given America generale, admi- rals, philosophers, statesmen, musicians, athletes and Nobel prize-winning scientists. Thirty- seven have received the Medal of Honor.

But the Hispanic influence started nearly 500 years ago.

Hispanics are credited with much of the discovery and exploration of the Americas, and were helping to defend the

These conquests helped to solidify the victories of the colonies during the Revolution, and the city of Galveston, Texas is named in his honor,

During the Civil War, Mexi- can- Americans served with both the Blue and Gray. Probably the moat famous Hispanic to serve in the War Between the States was Union Admiral David G. Farragut, whose fa- ther, a Spaniard, came to the United States in 1776 and fought in both the Revolution and the War of 1812.

Farragut reserved his place in the history books with the naval battles he directed. These brought about the fall of New Orleans and Mobile, Ala., the

two largest Confederate cotton Ports. It was during the latter battle, as his ship was passing over moored mines, that he is reported to have shouted, "Damn the torpedoes! Full steam ahead!"

Hispanics were there during the Spanish-American War, when the United Statea helped Cuba win its independence from Spain. Captain Maximiliano Luna, a descendent of the Spanish conquistadors and a native of the New Mexico Territory, was one of the famous "Rough Riders."

During World War I, Mar- celino Serna was an Army private who, during trench warfare in France, earned the Distinguished Service Cross, the French Croix de Guerre, the Victory Medal with three bare, and the Purple Heart twice.

It is estimated that between 250,000 and 500,000 Hispanics served during World War II, between 2.5 to 5 percent of all who served.

Army PFC Manuel Perez Jr. was among 12 Hispanics who earned the Medal of Honor during WWII. Perez was lead scout for his company, which was looked with retaking Ft. William McKinley at Luzon, Philippine Islands. He destroyed 11 of 12 enemy pillboxes which defended the approach to the fort, killed five Japanese in the open and blasted others in pillboxes with grenades. Tak- ing the last pillbox, he killed four of the enemy in ,his advance, threw a grenade into the fortification, and killed four more as they withdrew in a tunnel to the rear. Reloading, he killed four more when an

escaping Japanese soldier threw his rifle with fixed bayonet at him, knocking his rifle to the ground. Perez seized the Japanese rifle, continued firing, and killed two more enemy. He rushed the remaining Japanese soldiers and killed three of them with the butt of the rifle, then entered the pillbox and bayo- neted the remaining enemy soldier. Perez einglehandedly killed 18 enemy troops who were holding up the advance of his company towards its objective,

Marine PFC Eugene Arnold Obregon earned the Medal of Honor posthumously during the Korean War. The 3d Bn., 5th Marines rifleman was serving as an ammunition carrier for a machinegun squad when it became pinned down by enemy fire. Observing a fellow Marine fall in the line of fire, Obregon, armed only with a pistol, dashed from his covered position. He fired his pistol with one hand and dragged his fallen comrade

Knowing rights eases property claims through system By Cot Posner Smith Hews. Marine San Writer

Many Marines and sailors returned from Southwest Asia during the past seven months to discover their government- stored personal property was damaged or missing.

It's nothing new. Servicemen and their families often have similar problems with their property when government- contracted movers transport it during duty station changes.

The fact is, while accidents do happen and property does get net or even stolen, victims are

not without a course of action to get their money back.

There is an established means to go about righting a wrong. The Claims Section at the Transportation Management Office here is the place to start, and SSgt. James Fletcher is the man to see.

Fletcher, the noncommissioned officer -in- charge of Claims, is

Kaneohe's resident expert on claims for household goods and personal vehicles.

"It's the owner's responsibil- ,

ity to protect their property," Fletcher said. "The system will not be shortcut. Everything has to be documented -- the right way."

For those who already have discrepancies with a shipment or storage, the first step is to contact Fletcher and file a claim.

"There are walls in the system, but I'm here to tear them down," Fletcher said. "Some people aren't willing to do it by the book and do the paperwork. I say that if you don't make a claim, you're a fool. Claims are tedious, but not hard. If it's justified, you're not going to lose one penny."

For those who are about to have items shipped or stored, Fletcher said a little extra work now could save many headaches later.

lie said preparation starts as soon as you purchase an item. Something as simple as keeping receipts, product warranties, cancelled checks and credit-card receipts can become important later on.

Having pictures and/or vide- otaping household goods are helpful, although the govern- ment won't pay for it.

Perhaps the most important part of the system comes when the movers arrive to pick up your property, and the "house- hold goods descriptive inven- tory" is filled out. The movers may fill out the inventory incorrectly, deleting sonic items, adding some, etc.

this. When the movers came to her home in North Carolina, she and her husband, GySgt. Kevin Perry, failed to scrutinize the inntory closely. GySgt. Perry si

vegned the list without

really looking at it. The result was costly. For

instance, the Perry's computer system consisted of a monitor, keyboard and hard drive. Upon receiving their shipment here in Hawaii, only the monitor was there. But, when Joann brought the inventory to Fletcher to make a claim, he pointed out that only the monitor was listed on the inventory. According to the paperwork, only the monitor was ever part of the shipment.

"You never, ever, sign any- thing blind," Fletcher told Mrs Perry, who just sat shaking her head in disbelief.

The Perrys also had failed to keep many receipts over the years. "I'm just the kind of person who doesn't keep re-

"It's been a nightmare, and I'm so damn tired of it," said Perry. "I almost lost control,

almost had a nervous break. down."

Fletcher has seen this situ- ation countless times. After settling Perry down, he went through the process of explain- ing what she needs to do to make her claim package. Perry left 10 minutes later, still shaking her head, but now armed at least with a direction and a starting point.

`Greenhouse effect': Story and photos by Cpl. Poznar Smith Howell Marine Staff Writer

The world will be a greener place thanks to some Marines from Weapons Company, 3d Battalion, 3d Marines. About 20 leather- necks from Weapons 3/3 completely refurbished Kai lua High School's greenhouse, finishing more than three weeks of voluntary labor Oct. 7.

The greenhouse is used by the high school's vocational department for agriculture and fishery education, and according to SSgt. Kelly Rankin, was "falling apart and unusable."

Kailua High School had been unable to repair the structure, due to the high coat of labor. When 3/3's sergeant major, SgtMaj. Bo Pippin, called the Community Projects Program and asked what his Marines could do,

he was referred to Kailua High and its greenhouse problem. In turn, the sergeant major called upon Weapons Co.

"We replaced everything on the building except the original frame," said Rankin, who was one of the project supervisors. "The Marines enjoyed doing it, but the important thing is that the kids will get to use the greenhouse again."

On average, Rankin and his Marines spent three days a week, four or five hours a day for more than three weeks to complete the proj- ect. The school provided the tools and materials; the Marines, the muscle and know-how.

"The building was in sad shape," he said. "The roof itself was sagging, and was unsafe to use...so we fixed it."

Knauer, who helped organ- ize the effort, added that he let his Marines take charge. "I have to hand it to them, I just got them out there, and they did it."

The greenhouse project is one of several community projects 3/3 has in the works. Last weekend, Kilo Co. Marines participated in an island-wide trash pick-up event, and Lima Co. Marines will take a break from training on the Big Island Oca 19 to clean-up a park, restore a monument, and plant 52 trees for 62 Big Island veterans who died in the Korean War.

ditional eight percent civilian pay increase and those instal- latMns in areas where caregiver wages must be increased to compete with the local labor market may use the optional high cost range. The state of Hawaii did not receive the eight percent civilian pay increase.

Additionally, those installa tions where child caregiver wages are effected by the cost- ofliving allowance were given permission to increase fee ranges, but the increases can- not exceed the percentage amount of COLA.

Following this guidance, the ECE programs here took the "regular option fees" of the new price ranges, added the 22.5 percent amount of COLA and used the BUM to adjust their monthly rates.

As a result of the new fees, a Navy Times article reported that " ... some service members in the affected locations report parents are flooding child care offices with applications for waivers to the new fees. At some bases in Hawaii, parents are protesting the fees at meetings with installation commanders or pulling their children out of the military-run programs." However, none of these problems have occurred here yet, according to Cleve- land.

Base commanders are allowed to give discounts of 20 percent or less to families with two or more children attending a military CDC on a case-by-case basis. The commanding offi- cers may also grant exceptions based on hardships.

Soon after, an enemy platoon began advancing on his position. Using his comrade's carbine, Obregon fired on the enemy, using his body as a shield to protect his fellow Marine. Firing continuously until mortally wounded by enemy fire, Obregon's actions helped his squad rescue the wounded Marine and repel the enemy attack.

Sgt. Alfredo Gonzalez, 1st Bn., let Marines, was among numer- ous Latino recipients of the Medal of Honor during the Vietnam War. During the initial phase of Operation Hue City, Gonzalez' unit was formed as a reaction force. While traveling

in a truck convoy, his Marines came under attack. Gonzalez aggressively manuevored his platoon and directed their fire to clear the area of snipers.

A short time later, the column was again attacked. A Marine atop a tank was wounded and fell to the ground in an exposed position. Gonzalez ran through the fire-swept area, lifted him up and, though receiving frag- mentation wounds in the proc- ess, carried him to a covered area for treatment.

Exposing himself further to enemy fire, Gonzalez maneu- vered his platoon to attack the fortified machine gun bunker that was delivering the fire. Fully aware of the danger involved, Gonzalez moved to the enemy bunker and destroyed it with hand grenades.

He was seriously wounded again three days later, but refused treatment and contin- ued to lead his men. The next day the enemy again had his company pinned down. Utiliz- ing a number of light antitank assault weapons, Gonzalez fearlessly moved from his position to fire a barrage of lethal rounds at heavily forti- fied enemy placements. He successfully knocked out a rocket position and suppressed much of the enemy fire before falling mortally wounded.

MWR cuts recycling program RECYCLING /from Al passive system, where units and shops drop-off appropriated funded materials to be delivered to DRMO and then sold, is profitable.

King said the passive system will continue, and units and shops are encouraged to partici- pate.

"I don't think anyone ie against recycling," King said. "That's like saying you're against motherhood. But,

i recycling is a messy business." King added that recycling isn't

always as simple as taming in a bunch of soda cans and collecting your money.

"Take newspapers. The process of turning printed newspapers into usable paper is

expensive," he said. "It in- volves a complicated 'blet.cliing process. And the recycled paper is of lesser quality, and due to the expensive process, is more expensive than brand-new paper. If you're a newspaper publisher, why would you use poorquality paper that was also more expensive?"

King added that Hawaii's location is also a major draw- back to recycling. Ninety-nine percent of the recyclable mate rials collected on Oahu must be shipped to the Mainland or Asian countries, therefore add- ing to the cost.

Those swift, silent and deadly men are at it again.

Back in the water again, 28 Marines from Company A, 3d Reconnaissance Battal- ion, spent Sept. 15-20 in the "friendly" confines of the Station pool, going through their unit's conversely "un- friendly" pre-scuba training course.

According to SSgt. Kenneth Geheb, pre-scuba course staff NCOIC, the course familiarizes

physiology, dive medicine and physical diving techniques are among the skills the Marines are taught at the Navy course.

As mandated, 3d Recon must maintain three recon- naissance platoons of dive- qualified Marines, and Geheb said by the end of the year, 3d Recon should have 85-90 percent of its Marines dive- qualified.

To help the unqualified Marines, 3d Recon used expe- rienced instructors /observers to pace them through the pre-scuba course.

Of the 28 Marines who went through the pre-scuba, 17 are cur- rently undergoing the Navy course, which started Oct. 2, and will run through Nov. 8.

After 45 days, impounded vehicles are released to the Defense Reutilization and Marketing Office or a contrac- tor for disposal.

Defining "abandoned"

Privately-owned vehicles are considered abandoned if they meet two of the following conditions:

Expired/no state registra- tion sticker

Expired/No Station regis- tration decal

Vehicle is in an obvious state of disrepair

Vehicle has obviously been left unmoved for a long period of time

Vehicles meeting any two of these criteria will be tagged "abandoned," and towed.

If you're deploying...

Even if you're deployed, you are responsible for your vehicle. This means ensuring the state

registration, Station registration, safety inspection and insurance are current for the duration of your deployment. If you leave

the vehicle in someone else's care, obtain a limited power of attorney for them to handle any legal matters that may arise. If you are going to be deployed for 60 days or more, there is also POV storage available.

The Pearl City Warehouse Facility provides a POV storage area that is free for Marines' use. At least 30 days prior to deployment, units' commanding officers should coordinate with the lst Marine Expeditionary Brigade's logistics division on the number of vehicles to be stored, the storage area to be used and the date to begin storage.

owners must ensure they've updated their state registration, base registration, safety inspec- tion and proof of insurance so that it won't expire in their absence.

A long-term parking agree- ment must be signed, to include a "hold harmless" agreement, which relieves the government from any liability. Also, a vehicle condition inventory sheet must be filled-out to indicate any damage that has occurred prior to storage.

On the storage date, all objects must be removed from the vehicle and the gas tank most not contain more than a quarter of a tank. At the storage facility, vehicles must be locked, windows closed, the battery cables disconnected and special vehicle identification stickers displayed. Keys will be tagged and turned-in with other appro- priate paperwork. Transporta- tion must be provided to return personnel to the Air Station.

Upon return from deployment,

the stored vehicle owners should arrange to go to the storage facility with equipment like vehicle jacks, battery re- chargers, air compressors and jumper cables. Further details on the POV storage program are outlined in Brigade Order 4050.1A and Air Station Order 5500.6C.

Parts theft problems

Also, abandoned vehicles are common targets for part thefts. If a vehicle has been tagged as an abandoned vehicle, that doesn't mean it is free to be stripped for parts. Anyone caught stripping an abandoned vehicle for parts will be appre- hended for larceny.

Alaohol-related Incidents A Marine Wati apprehended

by Honolulu Police for assault and underage drinking after he reportedly struck an unidenti- fied male in the head with a beer bottle in a Waikiki club. The Marine was found to be younger than the legal drinking age.

Military Police apprehended two Marines for assault and underage drinking after they were in a fight at the Windward Enlisted Club which led to one Marine striking the other in the face three times. One was found to he younger than the legal drinking age.

Other Incidents

MPs apprehended a Marine for a hit- and run traffic acci- dent, after he backed into another vehicle parked adjacent to the credit union, building 217, and then fled the scene. A witness identified the vehicle that fled-the scene, and the Marine was located and apprehended. There were no injuries reported.

V.S. Customs Office appre- hended .a Marine for desertion at Honolulu International Air- port. The Marine had been in deserter status since 1980. The Marine was processed by MPs and released to representatives at Camp Smith.

Five Marines were appre- hended for unauthorized serv- ice after they were found to have been using another Marine's telephone card tomake long distance calls without the owner's permission. An inves- tigation is pending.

A Marine was apprehended for falsifying/altering an offi- cial document after it was found that the birthdate on his mili- tary identification card had been tampered with. A check of the Marine's service record book verified the year and that the ID card had been changed.

WASHINGTON -A nutrition organization was hopeful that a nutritionally complete "hi-tech' food tablet would help erase world hunger problems, until a study revealed that one of the ingredients could cause signifi- cant weight loss.

Although other studies and scientists may not agree, re- searchers in Europe found that the ingredient, a natural plant colloid, actually caused people to lose weight, even though specif- ically instructed not to alter normal eating patterns, accord- ing to one study published in the prestigious British Journal of Nutrition. In a separate report, a telephone interview revealed that a Wil- mington, North Carolina phar- macist lost 14 pounds in 3 weeks on the product and was never hungry.

A line of preschoolers walk huddled into the Kaneohe Bay Fire Station No. 8, their wide eyes first scanning the number of firemen present and then settling on the massive form of a yellow- green firetruck.

Firefighter John Araujo greets the toddlers and begins explaining to them, in simple terms, what firemen do and how the kids can help them.

Although the 4- year-olds might not realize it, they could learn something today that might just save their lives in the future.

"October sixth through the twelfth is Fire Prevention Week," said Station Capt. Steven Quintal. "But we have so many requests for tours of the fire station that we end up giving them for three weeks."

Today's group of young- sters is from the Station's Menehune Rainbow Preschool, but isn't the youngest group the firemen interact with.

"We sometimes take the trucks out to the housing areas and work with kids as young as 1 - year- old, to familiarize them with fire- men," Quintal said. "This year during our Fire Preven- tion Week we will talk with roughly 570 Station kids, preschool on up to six

grade levels."

The Menehune preschoolers learned about the tools firemen use to break into burning houses and were given the chance to hold some of the axes. The kids were also given the chance to sit inside the fire engine and try on a rolled-up firemen suit complete with booth and helmet. They got close to a fireman decked out in modern firefighting gear, and were reminded not to be afraid of him if they ever saw him in their burn- ing house.

Other key things the children learned were the Way to "stop, drop and roll" if ever caught on fire; to crawl out of a burning house, not to hide under the bed or in the closet; and, of course, don't play with matches or lighters.

The highlight of the preschooler's day, however, was the chance to hold the firehose as it sprayed water out of the firetruck. Guided by a station firefighter, little hands gripped the hose and watched in awe as water shot out 50 feet into the grass. According to the Station firemen, this type of learning is the best.

"Hands -on learning is the best," said Araujo. "The kids remember that the most, and maybe it will help them to remember the other things we taught them also."

New windsurfing gear arrives by Cpl. Kevin Doll Hewell Marine Stall Writer

Eighteen sets of windsurfing gear arrived here Oct. 4 from Saudi Arabia and will be util- ized as Station recreational gear, according to Neil Morgan, Station marina sailing instruc- tor.

The windsurfers are part of the massive shipment of recrea- tional gear sent to the Gulf for troop enjoyment, but since the troop withdrawal, are now

being given to individual bases in the Corps.

"Nine of the new windsurfers and a few of our older ones will be turned over to the Outdoor Recreational Equipment Center," Morgan said. "This will give them a total of 11 for rental."

The marina will keep nine new ones and, including seven of their older windsurfers, will have a total of 16. These are used for windsurfing classes and for rental use in Kaneohe Bay waters.

Morgan said the Saudi windsurfers include some of the more advanced models and give the marina the gear for begin- ners up to the most experienced windsurfing enthusiasts.

"The gear will be ready for use by the 14th, Morgan said.
