Thanks for the quick response.

I take it someone from the FIA has requested an update from Chevrolet about when production of the Lacetti seized?

The default assumption seems to be that production seizes the moment the car is homologated which is unlikely in any case.

W e have managed to renew waivers for the Lacetti this year.

Why can't we request production figures from Chevrolet to update your database?

Your email has been forward to the technical departm ent concerned.Following their feedback received I will give their answer in accordance.The homologation is given for a period of 7 years. The homologation form concerning the Lacetti has been granted in 2005 (with end of period : 31.12.2012).Following the Homologation regulation, an extra period of 2 years could be accepted if the manufacturer make the request during the last year of Homologation validity. This request must be received at FIA for, at least, the 30*^ June of the year concerned.In your case, it should be received at the 30.06.2012.

The FIA technical department informed me that they didn't received this request.

Following these elements, it seems too late and the homologation for the Chevrolet Lacetti ended on the 31.12.2012

Firstly apologies, I had not realised that I was talking to exactly the right person a month ago and my intent was not to go behind your back, I wanted to check for myself when production of the 21 model actually stopped.

I understand the regulations and that manufacturer certificates should have been provided annually but they were not, nor where they requested. W e have now submitted certificates showing that the 21 Model was manufactured up to and including 2009.

The regulation does not state anywhere that a car can not be reinstated with new evidence of production, in fact it should be re-instated to the homologation list to comply with the first statement?

I can not see in the regulations what stops you from adding the car back on to the homologation list with this new evidence? It is normal to re-examine a case with new evidence?

If you still can't find a way then why can't we apply for the 2 year extension, we are before the 30**' of June in the current year? Again it does not state that this request must be made in the 7 year period, actually it sates that the period must have elapsed?

ARTICLE 10 : LAPSED HOMOLOGATIONS

All homologations concerning a given model lapse 7 years after the production o f this model has stopped, i.e. 7 years after annual production has fallen below 10 % o f the production minimum.

So as to warn competitors as fa r in advance as possibie, each manufacturer is required to provide, in January o f each year, a document stating the homoiogated models produced in the previous year, the number o f units produced that year being more than 10 % o f the minimum required fo r homologation. If a model does not have this "production certificate", production o f that model will be considered to have stopped.

Once that period has elapsed, an extension o f 2 years may be granted by the FIA to any manufacturer who so requests before 30 June o f the current year.

The production o f kits (see Homologation Regulations fo r Kit Variant) will not affect the minimum production figure fo r the extension o f the car's homologation.

Comme j'en ai déjà parlé avec Pierre Caporal, je crois que nous avons un petit problème rédactionnel au niveau de notre réglementation.

En effet, si on considère la disposition «Once that period has elapsed, an extension o f 2 years m ay be granted by the FIA to any manufacturer who so requests before 30 June o f the current year. » le début de la phrase pourrait évtl. (??) perm ettre de penser que la demande de prolongation doit être présentée après l'échéance de l'homologation concernée...!!!

Je sais, c'est absurde, mais la rédaction actuelle ne permet pas d'exclure totalem ent une telle interprétation et cette rédaction doit donc impérativement être revue pour toute la réglementation 2014.

Aujourd'hui, dans l'état actuel du règlement, le « doute » peut donc à mon avis profiter au constructeur et il me semble difficile de form ellem ent refuser une telle demande présentée avant le 30 juin de l'année suivant l'échéance de l'homologation, soit avant le 30.06.2013.

As per our previous E-mail communications, here is our written request.

We have tteen informed that the Chevrolet Lacetti A-5679 has been removed from the homologation list for 2013. This is preventing our cars from running its various championships in Asia this year.

I understand that the homologation of a car runs for 7 years from the date that its production seizes. It seems the default position, without production data, is that the FIA removes the car from the homologation list 7 years after it was first homologated. This is riot logical, since a manufacturer is unlikely to homologate a car the instant production seizes. It is more likely to use the car for promoting the new model that was just launched.

The FIA has not requested production certificates since we first homologated the car. No part of the S2000 homologation regulation suggests that the manufacturer needs to supply them each year. If the FIA is about to remove a car from the list, why not ask for an update on production numbers to prevent this from happening? This seems fundamental to ensure the largest grids possible in FIA or other national championships.

It also seems possible to get a two year extension on the 7 years, if applied for at the correct time. This, again, is not in the S2000 homologation regulations.

I also note that the FIA has granted an extension to the Lacetti waivers this year. Therefore, in effect, although the waivers are legal, it is not to race the car.

I attach the correct certification of the production numbers and wish to have the Lacetti reinstated on the homologation list of the FIA website.

Further to your recent meeting of August 17' at RML regarding Project “Barry” please see below our proposals and rationale’s as requested by yourself at that meeting.

We have endeavoured to make this list as complete as possible following extensive investigations and having particular regard to cost and equality of performance. I would respectfully ask for replies to be with us at RML by the close of business on Tuesday 14' September. We (RML) have a meeting with the manufacturer on Thursday 16* September where all the relevant information will be assessed as to potential competitiveness and a decision will be taken based upon the information presented at that meeting.

I have set out our proposals / clarification requests below under 2 sections, 1 ) Engine and 2) Chassis.

Proposals:

1. Engineo Oil Pump:

Art 263.7.6.1: Oil Pump. ‘The housing and the position of the pump must be original, but ”

Prior competition experience with this engines oil pump housing has shown the item to be very unreliable in competition use. There is a direct replacement from another GM engine that is proven to be wholly reliable for competition use. Visually the pumps are identical and there are no rnodifications required to use this pump. There is no cost implication in the fitting: however the potential cost saving from no oil pump failure is significant. We would seek a waiver to use this alternative oil pump housing.

o Cvlinder head-Super 2000 Kit-Variant Homologation regulations 7.1 - Cylinder head: “A cylinder head coming from the engine of a model of the same make homologated in ”

I would refer you to the e mail sent to you by Graham Norden on Sept 2"' regarding the homologation of the head in question. For your further information this head has been used as standard fitment on various Chevrolet models throughout the world

o Block:

We would seek a waiver to remove one lug from the engine block. See attached photo highlighting the part we wish to remove.

Rationale:In order to fit the standard Hewland gearbox (as used by Alfa and SEAT), the identified lug needs to be removed to give clearance for the cross shaft. Details shown in picture below:

The alternative option is to re engineer the gearbox so as to reposition the output flanges thereby enabling the cross shaft to miss this lug on the block casting. This would entail considerable extra cost and ultimately make the gearbox specific to this project, rather than being able to use the currently available item as used by Alfa Romeo and SEAT.

o Tappet diametprArt 263.7 7.4 - Tappets are free but their height and diameter must be retained.

We would seek a waiver to use tappets of the same size as other competitors.

Rationale:The smaller sized tappet reduces the options available for the cam timing, which would result in a lower level of performance when compared to current competitors. The cost of different sized tappets is no different.Opening up the tappet bores in the cylinder head is of minimal expense and this would give the option of equal performance with the current competitors.

It is possible to achieve the same camshaft lift geometry by making specifically shaped tappets heads, however the cost involved is significantly higher than our requested solution.

o Sump material:Art 263.7.6 - Lubrication. ‘The oil sump may be reinforced externally through the addition of material, provided that this material ”

We would seek a waiver to replace the original cast aluminium sump with a “production” pressed steel oil sump.

Rationale:Prior competition experience with this sump has shown the item to be very unreliable in competition use, fracturing regularly from impact damage (and not necessarily from hitting kerbs etc). There is a replacement from another GM engine that is proven to be wholly reliable for competition use. This replacement is of the “pressed steel” variety and again there are no cost implications or modifications required for its fitting.

2. Chassiso Front suspension pick up points:

We would seek a waiver within Art.263.9.1 Front running gear

We would seek to be able to move the front suspension pick up points in order to set the front lower wishbone forward leg in a position that will be parallel to the ground when the car is set at the minimum regulation ride height of 80mm. We believe that this is achieved by other competitors.

As previously discussed at you meeting of August 17‘ , this can be partially achieved by raising the front subframe 20mm. This can be completed very cost effectively and with minimal modification to the part.

Rationale:The roll centre height of suspension geometry has a direct relation to track performance. Due to the very high platform height and subsequent ground clearance of the standard road car (some 35mm higher than the SEAT, and 25mm higher than BMW and Alfa Romeo) it is impossible to achieve a roll centre height above ground within the amount of freedom given in the regulations. In order to achieve a front roll centre height in common with other current competitors a waiver to move the suspension pick up points to bring the fon/vard leg of the front lower wishbone into the position as mentioned above would bring the vehicle into equilibrium with the current competitors. A below ground front roll centre height on a front wheel drive car would be a clear performance loss. Without such a waiver we can only achieve a below ground front roll centre height.

Rationale:Most competitors have larger upper bell housing with subsequently a larger hole in as original. This does enable the passage through of a damper canister. The upper bell housing on the manufacturer’s vehicle is particularly small and as such only has a very small hole in the top. Again we are looking for equilibrium only.

Front and rear inner wheel arch:We would request to modify locally the front inner wheel arch in order to remove a foul condition of the tyre in bump and lock conditions and the rear arch in order to remove a foul condition in bump.

Rationale:Again, because of the very high platform height and subsequent ground clearance of the standard road car, a foul condition would exist in bump and lock conditions. Again we only seek parity with fellow competitors.

Rational behind suspension aeometrv requests to the FIA

Front wheel bearing

The front wheel bearing, which is an angular contact ball, has a spacing between balls of 17mm. The rear wheel bearing, which is an angular contact ball, has a spacing of 33mm. When we use the standard components in racecar form with a bigger wheel, greater offset and higher loading, we do not believe our front wheel bearing will cope. This will lead to high wear rates, brake knock off and at worst bearing failure. There is provision to solve this in the regulations under article 263 9.3.5 page 10/18.

W e are unable to source a bearing with the same internal diameter as our standard bearing 39mm. W e are unable to source a standard angular contact ball bearing with an internal diameter other than 35mm or 40mm. W e are able to source a standard taper roller bearing with an internal diameter of 38.1 (1.5 inches) which has an extemal diameter within the modifications allowed under the regulations.

W e request that we are able to fit this taper roller bearing See drawing 1 on the grounds of safety and cost since it is a standard bearing.

Road car ride height

The Chevrolet Nubira road car is the tallest and has the highest ride height in the field. The road car sits 35mm higher than the Seat, and 25mm higher than the BMW or the Alfa. When we lower the car to regulation ride height and fit the regulation wheel and tyre we encounter poor suspension geometry and restricted wheel clearance.

W e believe that the competition can achieve a competitive suspension geometry and that this can be visually inspected by looking at the angle of the forward leg of the front wishbone relative to ground. If the left and right wishbone angles converge towards ground this is unfavourable, if the wishbones are parallel to ground this is nearing acceptable, a slight incline of the wishbone towards car centreline is preferred.

Front suspension geometry

In order to correct the front suspension geometry we wish to move the whole subfraime up 20mm and the inner wishbone points up a further 20mm. This results in a front subframe modified as per drawings 2 and 3.

- In addition we also need to be able to extend the lower ball post 60mm rather than 40mm allowed by the regulations, see drawing 4 showing the extension to the ball post and the affect on front wishbone angle.

Front wheel clearance

To achieve the front wheel steering lock of 20deg as per regulation we need tomodify the front wheel arch as per drawing 5.

Rear suspension aeometrv

In order to correct the rear suspension geometry and prevent bump-steer we need to move the inner suspension points by the following amounts:

- Forward Transverse Link moved up 55mm and the Rear Transverse link moved up 45mm. This results in a rear subframe modified as per drawings 6 and 7.

- Trailing Link moved up 40mm, with the mount modified as per drawing 8.- In order to correct the wheel-base change caused by such a dramatic drop in

ride height we require the freedom to alter the length of the trailing link, see drawing 9.

- To allow some toe adjustment from the standard suspension we require the freedom to replace one end of the link shown with a rodend and tum buckle, see drawing 9.

Rear wheel clearance

- To achieve rear wheel clearance in bump we need to modify the rear arch as per drawing 10.

1) Oil Pump

As requested please see below photos of the two oil pump housings from top and front views. There are very few differences between the two pumps. The general layout Is the same, with the differences being confined to the fact that one Is a gear pump and the other a rotor pump. The fitment onto the engine block Is Identical as Is the Inlet, outlet and filtre fitting.

Below are the actual differences Itemised with the rationale for requesting this change.

• Project “Barry” Is a narrow section gear pump designed many years ago.• “GM other” Is a Rotor pump of greater width than the gear pump. The wall thickness

of the material Is greater In the areas where the Internals are mounted. This allows for the fitting of a proven, already designed and manufactured rotor pump currently In use on various GM competition programmes.

• To fit this above mentioned pump Into the “Barry” housing would leave very thin wall thickness, and has already been proven to fall.

Thank you for your time yesterday.

I can confirm that we can not even fit the rear wheel without modifying the rear arch. Clearance to arch on road car is approx 75mm we are lowering thecar 93mm, also larger wheel, increased track etc.

Part of the arch on the show car was removed to get the correct ride height,clearance to the bare metal edge was then about 10mm.I believe that Alfa do the same modification, Jacques kindly arranged for usto have a copy of their chassis dossier to help when compiling ours.

FYI the Alfa in the car park here has 205/55 R16

Ray (Mallock) has received a phone call from Jonathan Ashman this afternoon regarding the various discussion points from our recent meetings.

Following that discussion, there are 2 outstanding concerns which I will detail below and would appreciate your further consideration.

1. Modifications to the front and rear inner wheel arch as detailed inthe documents left with your in Paris and left with Pierre Caporal at our meeting in Geneva. The reasoning for these modification requirements are:a. The road car tyre diameter is smaller than the race tyrediameter(unlike all the competitors whose road tyre diameter is greater than the race tyre diameter)b. The road car starts at a higher ride height than all thecompetitorsroad cars, and therefore requires to be lowered further in order to achieve the minimum race ride height of 80mm.The result of these 2 factors is that this car does not have large enough inner wheel arched to accommodate the larger race tyre diameter at the race specified ride heights and the race specified amount of steering lock (on the front). The front and rear inner wheel arch only requires local modifications, as detailed in the documentation, in order to achieve clearance in bump travel and lock from the regulation ride height.2. The outboard pick up point of the "front lower wishbone". Weareaware that Alfa were permitted some extra freedom in this area during the past season and it proved to be a considerable performance advantage. This extra freedom was I believe subsequently withdrawn and the lower wishbone mount reverted back to the 4 0mm displacement as per the current regulations.We have established through our calculations that even with the 60mm adjustment requested our front geometry will achieve a front roll centre still lower than Alfa and BMW, arithemtic proof of this was left with PierreCaporal during our meeting on Wednesday.

Gentlemen,

I have now received written replies from the FIA technical department engineer to various questions raised in relation to the Chevrolet W TCC programme, for which I thank you. Unfortunately, when Chevrolet committed to the WTCC series it was on the basis that I had advised them that the Nubira could be competitive in this series, and my recommendation was based on the FIA’s commitment that if the car had areas that needed waivers from the regulations to enable it to complete on equal/similar terms to other competitors, then these would be granted.

Throughout this process we (RML and Chevrolet) have sought nothing more than equality with existing competitors, we strongly feel that the current outcome does not give equality.

The area of concern in question is over the suspension geometry permitted when compared to that which our competitors are allowed. At a meeting in the FIA offices in Geneva last week (Wednesday October 27’ ) our Chief Engineer discussed at much length with the FIA technical department engineer the rationale and the details behind our request for a suspension geometry waiver. The initial comment from the FIA engineer was, and I quote "I am surprised that is all you are asking for". I believe this comment demonstrates that our requests are not unreasonable from a technical perspective.

A good laymens guide to easily understand our request is the measured angle of the Front lower wishbone when the race car is at the minimum regulation ride height. Please see below the table, which demonstrates our point:

Manufacturer Wishbone angle + is h igher on inboard end

Alfa Romeo +2.2 deg BMW +2.6 deg

Chevrolet (current regulation) -3.7 deg Chevrolet (requested) +1.5 deg Chevrolet (approved to date) -2.8 deg SEAT +0.1 deg

For your reference in all cases, the predicted race car configurations for the competition show an improved wishbone angle over the road car with the exception of the Chevrolet, which even at our requested geometry shows an angle less than that on the road car. Pierre Caporal has this information in hard copy following our meeting last week.

With a front lower wishbone angle of -2.8 deg the Chevrolet will be disadvantaged relative to the existing competition by way of having a lower roll centre resulting in increased roll angles and reduced camber correction. This effectively means the car would have to run with stiffer springs or roll bars to achieve similar roll angles and increased static camber angles to achieve similar dynamic camber angles to the existing competitors. These changes would result in reduced road holding (reaction over bumps) and increased tyre wear due to the high static camber angles, which I am sure you will understand this gives the Chevrolet a handicap that is totally outside the spirit of the super 2000 regulations and in particular, the FIA's intent to enable as many manufacturers as possible to compete on a level playing field.

Whilst the proposal contained within our dossier requested a geometry equivalent to the wishbone angle of +1.5 deg as shown in the table above, we would be prepared to accept a compromise that is equal to the "worse case" of the existing competitors, in this case SEAT. This can be achieved by accepting the proposal for the movement of the sub-frame 20 mm and the inboard pick up points a further 10 mm, but we would still require a waiver to move the outboard point down an additional 20mm as originally requested.

Likewise with the rear suspension geometry we are seeking only equality, and to this end that equates to the rear lower links being parallel to the ground when the car is at the regulation minimum ride height. This would be at the suggested geometry movement of +20 mm above regulation on the inboard end, as per our discussion with the FIA Engineer, Pierre Caporal, with the waiver granted today, this will not be achieved. Even with the +20 mm on the inboard, the geometry is far from optimal as we still have large rear bump steer as demonstrated to Pierre.

I am sure you all recognise the unique prestige that having Chevrolet, as GM's worldwide brand, involved in the series brings. To secure Chevrolet’s long term commitment to the series, they need to see that the FIA are prepared to co-operate to ensure the car is sufficiently competitive to meet their marketing objectives. As if it does not, or worse still is detrimental to the brand, they will have no hesitation in reviewing their marketing strategy and putting their budget into TV advertising or other forms of sponsorship.

I would therefore respectfully ask that today's suspension geometry waiver be revised as detailed above in order to achieve equality only as far as the "worse case" currently in existence as I do not want to be in a position where I have to go back to Chevrolet and tell them we have not received the necessary waivers to have

a competitive suspension system.

It seems from your meeting with Jacques that in order to comply with your recommendations for geometry and chassis/subframe modifications we will haveto design around a bespoke front wishbone and rear links.

I would like to clarify your intent with the regulation so that I can continue with the design work and therefore have some questions for you:
