SPORTS REGULATIONS 74 2019-2020 GENERAL SPORTS REGULATIONS OHSAA SPORTS REGULATIONS Introduction Article 5-6-1 of the Constitution grants authority to the Board of Directors to determine the contest rules and regulations for each sport. The Board of Directors has adopted the following contest rules and regulations effective August 1, 2019. The Executive Director is authorized to modify these regulations when it is deemed necessary by the Executive Director, subject to ratification by the Board of Directors. These regulations apply to all interscholastic teams and contests, including but not limited to varsity, junior varsity, reserve, junior, sophomore, freshman and 7th & 8th grade teams. For additional regula- tions specifically for grades 7 and 8, see General Sports Regulation 32. GENERAL REGULATIONS 1. Official Contest Rules The official contest rules and rule books as published by the listed organization have been ap- proved by the Board of Directors for all interscholastic athletic contests in the following sports. GYMNASTICS ICE HOCKEY NATIONAL FEDERATION SWIMMING AND DIVING NATIONAL FEDERATION WRESTLING* NATIONAL FEDERATION BASEBALL NATIONAL FEDERATION LACROSSE (BOYS) NATIONAL FEDERATION LACROSSE (GIRLS) NATIONAL FEDERATION SOFTBALL NATIONAL FEDERATION TRACK AND FIELD NATIONAL FEDERATION *Denotes to refer to Bylaw 1-4-3 which states “Interscholastic competition shall be conducted us- ing contest rules adopted by the Board of Directors and/or modifications or changes in sport rules are not permitted except those provided in the rule book and approved by the Board of Directors.” 2. Mandatory Attendance at or Participation in OHSAA-Sponsored Rules Interpretation Meetings 2.1) Any school sponsoring a sport recognized by the OHSAA in which a state tournament is held must have the head varsity coach, assistant varsity coach or athletic administrator attend or participate (online) in an OHSAA-sponsored state rules interpretation meeting in that sport by the communicated deadline date. 2.2) The deadline to complete an online state rules interpretation meeting without penalty is prior to the start of the sport’s first regular season contest. 2.3) To receive credit for an online state rules interpretation meeting after the first deadline, there will be a $50 penalty assessed, with a final deadline communicated by the OHSAA office. 2.4) Failure to attend or participate in the sport’s state rules interpretation meeting by the final deadline shall result in ineligibility to participate in the OHSAA-sponsored tournament in that sport. 2.5) Those attending a meeting in person will be responsible to be in attendance within 10

OHSAA SPORTS REGULATIONSIntroduction

Article5-6-1oftheConstitutiongrantsauthoritytotheBoardofDirectorstodeterminethecontestrulesandregulationsforeachsport.

TheBoardofDirectorshasadopted thefollowingcontest rulesandregulationseffectiveAugust1,2019.TheExecutiveDirectorisauthorizedtomodifytheseregulationswhenitisdeemednecessarybytheExecutiveDirector,subjecttoratificationbytheBoardofDirectors.

Theseregulationsapplytoallinterscholasticteamsandcontests,includingbutnotlimitedtovarsity,juniorvarsity,reserve,junior,sophomore,freshmanand7th&8thgradeteams.For additional regula-tionsspecificallyforgrades7and8,seeGeneralSportsRegulation32.

GENERAL REGULATIONS

1. Official Contest Rules

Theofficial contest rules and rulebooksaspublishedby the listedorganizationhavebeenap-provedbytheBoardofDirectorsforallinterscholasticathleticcontestsinthefollowingsports. 2. Mandatory Attendance at or Participation in OHSAA-Sponsored Rules Interpretation Meetings

2.1) Any school sponsoring a sport recognized by theOHSAA inwhich a state tournamentisheldmusthavetheheadvarsitycoach,assistantvarsitycoachorathleticadministratorattendorparticipate(online)inanOHSAA-sponsoredstaterulesinterpretationmeetinginthatsportbythecommunicateddeadlinedate.

2.2) Thedeadlinetocompleteanonlinestaterulesinterpretationmeetingwithoutpenaltyispriortothestartofthesport’sfirstregularseasoncontest.

2.3) Toreceivecreditforanonlinestaterulesinterpretationmeetingafterthefirstdeadline,therewillbea$50penaltyassessed,withafinaldeadlinecommunicatedbytheOHSAAoffice.

2.4) Failuretoattendorparticipateinthesport’sstaterulesinterpretationmeetingbythefinaldeadlineshallresultinineligibilitytoparticipateintheOHSAA-sponsoredtournamentinthat sport.

minutesofthestartofthemeetingandremainuntiltheconclusionofthemeetingtoreceivecreditforattendance.

3. Mandatory Requirement for Tournament Officials SelectionTo assist in the process in determining which contest officials will be assigned to OHSAAtournament contests the following school year, schools are required to vote for officials, andcoachesarehighlyencouragedtorateofficials.Votingbyathleticadministratorsandratingsbycoachesarecombinedwithvotesfromlocalofficialsassociationsandofficiatingleaderstocreateacompositescorewhichdevelopsapooloftournament-eligibleofficialsforthenextschoolyear.Thesportsinwhichvotingisrequiredandratingsareneeded;thedeadlinesinwhichvotingandratingsmustbecompleted,andtheproceduresonhowtovoteforandrateofficialsarepublishedontheOHSAAwebsite,inthesport-specificOHSAAcoaches/officialsmanualandprovidedinmemosdisseminatedtoathleticadministrators.

3.1) Voting by Athletic Administrators Bytheestablisheddeadlines,athleticadministratorsareresponsibleforsubmittingaballot

listingamaximumof15officialsineachrequiredsport,preferablyafterconsultingwiththeir coaches.

Failuretoparticipateintherequiredvotingprocesswillresultintheschoolbeingfined$50peroccurrence.Thefinewillbereducedto$15peroccurrenceifvotingissubmittedwithin15daysafterthedeadline.

3.2) Ratings by Head Coaches Following each varsity contest, head coaches are highly encouraged to rate the contest

officialsfromthatday’sorevening’scontestonascaleof1-5.Coachesmayrateasmanyas50officialsthroughouttheseason.

Note: TheOHSAAreserves the right tomodify the ratingandvotingproceduresbasedon thetechnologythatisavailable.

4. Penalties for Failure to Acquire Pupil Activity Program/Coaching PermitHighschooland7th-8thgradecoaches,paidandvolunteer,whodonotpossessthePupilActivityProgram/CoachingPermit,whichispartoftheStateBoardofEducationrequirementstocoachinOhio,shallnotbepermittedtocoachatanylevelatanOHSAAmemberschool.TheOHSAAencourages all athletic administrators to utilize the tools inmyOHSAA to view and track theircoaches’ certification.AllBoard-approvedandproperly credentialed coaches shall be listedontheEmergencyContactformforeachsport.Further,anyhighschoolcoachwhodoesnotpossessthisPermitatthefirstlevelofthetournamentshallnotbepermittedtocoachatanylevelofthetournamentuntilsuchtimethatthePermitisobtainedandverificationofsuchpermitisprovidedtotheOHSAA.Falsificationofthisinformationshallresultinacoach’sremovalfromtheOHSAAtournament.

Note: ItistheintentionoftheOHSAAtoperformrandomauditsofthecoachingpermitsthrough-outtheschoolyearandtofineschoolsthathavenotcompliedwiththebylawintheamountof$250per coach. Inaddition,thepenaltyforacoachnotlistedontheEmergencyContactformisremovalfrom coaching in the OHSAA tournament.

5. Penalties for Failure to Conduct Pre-Season MeetingsWhenithasbeenverifiedthatthememberschoolhasfailedtoconductapre-seasonmeeting(s)inaccordancewithBylaw3-1-4,theschoolshallbefined$500foreachviolation.

Note: PleaserefertotheOHSAAwebsiteforachecklistofitemsthatmustbecoveredandsam-pleagendasandotherresourcestoassistwithcompliance.EachmemberschoolshallrecordonmyOHSAAthedateandlocationofeachmeetingaswellasthepersonresponsibleforeachmeet-ing.

6. OHSAA-Sponsored Tournaments Entry/Withdraw Procedures and Draw/Seed Meeting Dates6.1) InorderforamemberschooltoparticipateinanOHSAAtournament,theschoolprincipal

or athletic administrator shall indicate and authorize their student-athletes’ tournamentparticipation in myOHSAApriortotheestablisheddeadlines.

6.2) A tournament entry/withdraw deadlinewill be established for eachOHSAA tournamentsport.Thetournamententry/withdrawdeadlinesforeachOHSAAtournamentsportfortheupcomingschoolyeararelistedlaterinRegulation6.

6.2.1)Schoolsmaychangetheirtournamentparticipationinasportpriortotheestablisheddeadlinewithoutpenalty.ChangestoOHSAAhighschooltournamentparticipationafter the established deadlinewill result in amonetary penalty as shown later inRegulation6.

6.2.2)Schools thatdesire toenteranOHSAAtournamentafter thedeadlineandprior tonoonontheFridaybeforethedraw/seedingdatemaydosobyfilinga“PetitionLetterofEntryorWithdraw”withtheOHSAAOfficeonly(not the tournament manager orDistrictAthleticBoard)providedtheschoolhasmetalltournamentparticipationrequirementspriortonoonontheFridaybeforethedraw/seedingdate.TheOHSAAOfficeshallhavetheauthoritytoapproveordisapprovesuch“PetitionsofEntry.”Decisionstodisapproveanentrymaybeappealed.

6.2.3)SchoolsthatwithdrawfromanOHSAAtournamentafterthedeadlinemaydosobyfilinga“PetitionLetterofEntryorWithdraw”withtheOHSAAOfficeonly(not the tournamentmanagerorDistrictAthleticBoard).

Note:SchoolsthatparticipateintheOHSAAMiddleSchoolCrossCountryInvitationalor7thand8thGradeTrackandFieldStateChampionshipsshallfollowallentryproceduresaspublishedanddisseminatedbytheExecutiveDirector’sOffice.

6.3) AllschoolsthatentertheOHSAAtournamentsshallcompletealltournamentandsouvenirprogramforms(roster,passlists,schedule,submissionofteamphoto,etc.)asdirected.

6.4) Aschoolcoach,administratororauthorizedschoolrepresentativeshallattendamandatorydraw/seedmeeting for each sport for which ameeting is held. DistrictAthletic Boardswillprovide schoolswith seeding information,willnotify schoolsof theexact locationsandtimesofthemeetingsandwillnotifyschoolsinwhatsportsthemeetingswillnotbeconducted.Thespecificdatesforeachsport’sdraw/seedmeetingdatesduringtheupcomingschoolyeararelistedlaterinRegulation6.Commontournamentdraw/seedproceduresshallbeusedasapprovedbytheBoardofDirectorsandlistedwithineachsport’s tournamentregulations.

6.4.1)Schoolsthatfailtosendacoach,administratororauthorizedschoolrepresentativetoamandatorydraw/seedmeetingand/orfailtoseedasinstructedwillbeassessedamonetarypenaltyforeachoffenseasshownlaterinRegulation6.Seethespecifictournamentregulationsforadditionalproceduresand/orpenalties.

6.5) Schoolsthatfailtoparticipateinatournament(individualorteam)afterindicatingthattheywillenteratournamentmaybeineligibletoparticipateinthatparticularsport’sOHSAA-sponsoredtournamentthefollowingyear.

Additionalpenaltiesmaybeassessedandmayinclude:1.)amonetaryfineissuedbytheOHSAAOffice;2.)paymentofofficials’feesforthemissedcontests;3.)paymentoftheopponent’stravelexpensesforthemissedcontests,and4.)additionalpenaltiesasdeemedappropriatebytheExecutiveDirectorincollaborationwiththerespectiveDistrictAthleticBoard. See General Sports Regulation 16.4 for additional information on “Failure toAppear.”ThepenaltiesrenderedbytheOHSAAOfficemaybeappealed.

6.6) TournamentfinesandpenaltiesshallbeassessedbytheOHSAAOffice.DistrictAthleticBoardsdonothaveauthoritytodetermineorsetfines.Allfinesshallbeuniformacrossallsports of the OHSAA.

6.6.1)Fines and penalties are adopted and designed to: 1.) mitigate unnecessary costsin conducting a tournamentwhen a school teamdoes not attend according to thescheduleadoptedbytheExecutiveDirector,and2.)provideafinancialdisincentivefromaschoolmakingadecisiontonotparticipateintheOHSAAtournament.

6.6.2)AllviolationsofGeneralSportsRegulation6forasectionalordistricttournamentshallbecommunicatedtotheOHSAAOffice.TheOHSAAOfficeandtheDistrictAthleticBoardshallcoordinate theentryandwithdrawalof teamsand individuals

from the tournament.

6.6.3)TheExecutiveDirector’sofficeshallprepareandinvoicetheschoolbeingissuedthemonetarypenalty.

6.6.4)AllfinesforactivitiesinGeneralSportsRegulation6maybewaivedbytheOHSAAOfficeonlyforextraordinarycircumstances.Extraordinarycircumstancesaredefinedasunusualinnatureandinfrequentinoccurrence.

6.6.5)FailuretopayfinesprescribedinGeneralSportsRegulation6shallprohibittheschoolfromparticipatinginsubsequenttournamentcompetitioninthesportforwhichthefinewasissued.

6.6.6)Finesfortournamentwithdrawalafterthedeadlineshallnotbeimposedinadditiontootherpenaltieslistedwithinthissportsregulation.

6.7) TheappealsprocedureshallbeestablishedandcommunicatedbytheOHSAAOffice.

6.8) Thetableoffinesandpenaltiesfortournamentactivitiesisasfollows:

7. Non-School (Non-Interscholastic) Programs or Teams

7.1) Definitions

7.1.1)Definition of a Non-School Program or Team – A non-school (non-interscholastic)program,alsoknownasanon-schoolteam,isoneinwhichastudent-athleteparticipatesinteamplayorasanindividual,andthatprogramorteamisnotunderthedirectorindirectcontroloftheOHSAAmemberschool.ThismeanstheOHSAAmemberschooldoesnotsponsor(onethatisBoardofEducation-orothergoverningboard-approved),superviseorhavefinancialresponsibilityforthatnon-schoolprogramorteam.

Thenon-schoolprogramorteam,inwhichparticipationoccursoutsidetheschoolseason,maybecomposedofparticipants ingrades7 through12andmaybeoperatedwithinoroutsidetheOHSAAmemberschoolfacility.Admissionmaybechargedandfeesorexpensesmaybecollectedfortrainingand/orcompetitionssponsoredbythatnon-schoolprogramorteam.Itisnotnecessaryforacoachtobepresentorforinstructiontobegivenforaprogramorteamtobeconsideredanon-schoolprogramorteam.

Examplesofornamesassociatedwithnon-schoolprogramsorteamsare:church,intramural,rec(recreation),YMCA,CYO,AAU,USAVB,USSF,USASwimming,all-star,club,non-interscholasticoranycombinationofplayersinvolvedinteamplay.

Note:SeeSportsRegulation7.3.1.a)forthenumberofteammembers(50percent)permittedonthenon-schoolteamwhocamefromthesameschoolorwhoparticipatedinthatsportasateammemberatanotherschoolintheprecedingseason.Arosterisdefinedasallthemembersoftheentirenon-schoolteamthatwouldpracticetogetherorparticipatetogetherintheentiretyofanon-schoolevent.“Rotatingplayers”fromthesameschoolteamisnotpermittedinthe50percentplayerlimitation.

7.1.2)Definition of a School Program or Team–Aschool(interscholastic)programorteamisoneinwhichastudent-athleteparticipatesinteamplayorasanindividual,andthatprogramorteamisunderthedirectorindirectcontroloftheOHSAAmemberschool.ThismeanstheOHSAAmemberschoolsponsors(onethatisBoardofEducation-orothergoverningboard-approved),supervisesorhasfinancial responsibilityfor thatprogramor team.SeeBylaw3foradministrativeresponsibilitiesastheyrelatetoaschoolprogramorteam.

Memberschoolsmaysponsormorethanonevarsityorsub-varsityteamforinterscholasticcompetition,but each teammusthave its own schedule andmaynot exceed the contestlimitations for that sport.

Note:Seethespecificsportregulationsforparticipationlimitsforindividuals.

7.1.3) Definition of a School Contest–Forpurposesoftheseregulations,theOHSAAconsidersaschool(athletic)contestasanytypeofactivity,whichtakesplaceduringtheschoolseason,involvingparticipants fromoneschoolagainstparticipants fromeitheranotherschoolorfromanon-schoolprogramorteamduringtheschoolseason,andthesecontestsshallcountintheseasonlimitations.Examplesofschoolcontestsaregames,meets,matches,previews,scrimmages, jamborees,FoundationGamesor anyother typeof competition.Apracticeinvolvingtwoormoreschoolsquadsisalsoanathleticcontestunlessthosesquadssharethesameboard-approvedcoach.Agame,meetormatchmustfollowtherulesaswritteninthegamerulesadoptedbytheBoardofDirectors.Athleticcontestsmaybescheduledandconductedonlyduringthetimeperiodsasspecifiedintheindividualsportregulations.

7.1.4) Definition of a Member of a School Team/Team Member (Bylaw 4-1-3)–Forpurposesof these regulations, a student is amemberofan interscholastic squadwhen the studentparticipatesinaninterscholasticcontest.Suchstatusasasquadmembercontinuesuntilthestartofthenextschoolseasoninthatsport.

7.1.5)Definition of Coaching–Coachingisprovidinginstructionorbeingpresentwithateamorindividualduringcontests,tryouts,trainingandpractices.Ifaschoolcoach,whetherpaid,volunteerordesignated,isapprovedforhis/hercoachingpositionbyaBoardofEducationorsimilargoverningboardpriortoJune1,thecoachisaccountabletoallOHSAArulesandregulationsbeginningJune1.Foradditionalregulationsonschoolcoaches,seeBylaw6.

7.2) Regulations Prohibiting Students from Participating on Non-School Teams During the School Team’s Season

7.2.1)Team Sports–Amemberofaschoolteamintheteamsportsofbaseball,basketball,fieldhockey,football,icehockey,lacrosse,soccer,softballandvolleyballmaynotparticipateinanathleticcontest,atryoutoranytypeofteamorgrouptrainingorpractices(includingopengyms/fields)withanon-schoolteaminthatsamesportduringtheschoolteam’sseason.Note:Thisregulationappliestostudentsinvitedtoparticipateinatryout,grouptrainingorpracticeatacollegeorincontests,tryouts,grouptrainingorpracticeswithanynon-schoolprogram or team.

7.2.2) Individual Sports–Amemberofaschoolteamintheindividualsportsofbowling,crosscountry,golf,gymnastics,swimming&diving,tennis,track&fieldandwrestlingmaynotparticipateinanathleticcontestwithanon-schoolteamorinnon-interscholasticcompetitioninthatsamesportduringtheschoolteam’sseason.

7.3) Regulations Permitting Students to Participate on Non-School Teams Outside of the School Team’s Season

7.8) Penalties for Violation of Regulations in This Section

7.8.1)Themaximumpenalty forviolationof these regulations foranynon-seniormemberofaschoolteammaybeineligibilityinthatsportfortheremainderoftheseasonortheensuingseason.

7.8.2)Themaximumpenaltyforviolationoftheseregulationsforaseniormaybeineligibilityforallinterscholasticathleticsfortheremainderoftheschoolyear.

7.8.3)Thepenaltyforacoachforaviolationoftheseregulationsmayincludesuspension,proba-tion,publicreprimand,afinenottoexceed$1,000peroccurrenceoranyotherpenaltyastheExecutiveDirectormaydeemappropriate.

8. Regulations for Participation in Camps, Clinics, Workshops and Programs Where Individual Skill Instruction is Provided

8.1) Definitions

8.1.1)Definition of Individual Skill/Coaching Instruction–Instructionorcoachingprovidedtoamemberofaschoolteaminwhichthetechniquesandskillsofthesportarebeingtaughtandtheactivitydoesnotinvolveteaminstruction.

8.1.2)Definition of Providing Individual Skill/Coaching Instruction– It isconsidered tobeprovidingindividualskill/coachinginstructionbyaschoolcoachwhenthetechniquesandskillsofthesportaretaughtinaone-on-oneorindividualsetting.Thismeansinstructionorcoachingcomesdirectlytoastudent-athletefromacoachorinstructor.Astudent-athletewatchingvideo/filmwithacoachorinstructorisalsoanactivitydefinedasindividualskill/coaching instruction.

Intheteamsportsofbaseball,basketball,fieldhockey,football,icehockey,lacrosse,soccer,softball and volleyball and the selected individual sports of cross country, track& fieldandwrestling,individualskill/coachinginstructionispermissiblewhennomorethanfour members of a school team or individuals are present at one time in all facilitieswheretheindividualskill/coachinginstructionistakingplace(see 8.3.1 and 8.3.2 below for an exception in the sport of football).

8.2) General Individual Skill Instruction Regulations

8.2.1)Students fromschool teams receiving individual skill/coaching instruction froma schoolcoach shall not be required to participate in sessions where individual skill/coachinginstructionisprovided.Apaidorunpaidschool(interscholastic)coachemployedbyaBoardofEducationorsimilargoverningboardviolates this regulationwhenhe/shesuggestsorimpliesthatastudent’schancetobeselectedforaschool(interscholastic)teamiscontingentupon this participation.

8.2.2)Thereisnolimitonthenumberofschoolcoachesthatmaybepresentwhenindividualskill/coachinginstructionisprovidedtostudent-athletes.

8.2.3)Non-school coaches or instructorsmayprovide individual skill/coaching instruction to amemberofaschoolteamatanytimeprovidedtheindividualskill/coachinginstructiondoesnotviolateanyBoardofEducation(orsimilargoverningboard),schooladministrators’orschoolcoaches’policiesortheOhioRevisedCode.

8.2.4)Students from school teams may be used for out-of-season demonstration purposes ifapprovedinadvancebytheExecutiveDirector’sOffice.

9.2) Specific Regulations

9.2.1)TheseprogramsmaybeconductedatanytimeandarenotaviolationofOHSAABylawsandRegulationssolongasnocoachingandinstructionofsportstechniquesandskillsisprovided.

10.1.2) Theschoolmaydesignatethesportorsportsthatwillbeplayedduringthefreeplayperiod,butmaynot limitparticipationtoaselectgroupofstudentsfromwithintheschool.Theschoolmayalsodesignatethegradelevelsinvolvedandmaylimitparticipationtostudentsenrolledintheschool.

11. Mandatory No Contact Periods — Coaches

11.1) Anycoach,paidorvolunteer,approvedbytheBoardofEducationtocoachbasketball,fieldhockey, football, ice hockey, soccer or volleyball is prohibited from providing coaching,providinginstructionorsupervisingconditioningandphysicalfitnessprogramsoropengymstomembersofaschoolteamintheirsportfortheperiodoftimestartingwiththefirstdayaftertheschool’slastinterscholasticcontestandending28dayslater.Thisincludesanytypeoftryoutsinoroutofschoolforpurposesofnon-interscholasticcompetition.

11.2) Any coach, paid or volunteer, approved by the Board of Education to coach baseball,basketball,icehockey,lacrosseorsoftballisprohibitedfromprovidingcoaching,providinginstruction or supervising conditioning and physical fitness programs or open gyms tomembersofaschoolteamintheirsportfortheperiodoftimebetweenAugust1andAugust31.Thisincludesanytypeoftryoutsinoroutofschoolforpurposesofnon-interscholasticcompetition.

EXCEPTIONS—Activitieswhichmaybeconductedbyacoachwithmembersofaschoolteamintheirsportduringthemandatoryno-contactperiodinclude:all-starcontests;awardsceremonies;fund-raisers;providingoversightduringweighttraining;verbalcontactwithunderclassathletesforthepurposeofreviewingtheseasonthatjustconcludedandgoalsettingforthenextseason;verbalcontactwithaseniorathleteforthepurposeoffacilitatingthecollegerecruitmentprocess;contactasafacultymemberassignedtoteachintheregularcurriculum(ex.:physicaleducationcoursessuchasweighttraining,fitness,etc.);contactasacertifiedathletictrainerinvolvedwithathleterehabilitationandtreatment,pickupandreturnofschool-issuedequipment,andattendanceat OHSAA tournaments.

12. Cheerleader Pyramids and Acrobatic Routines

12.1) Regulations for OHSAA Tournaments:

12.1.1) Pyramidsandmountsbycheerleadersareprohibited.Individualsmaynotstandonanother’sshouldersorsupportanotherindividualinanytypeofmount.

12.1.2) Minitrampolinesareprohibited.

12.2) Penalty InOHSAA-sponsoredtournaments,individualcheerleadersviolatingtheregulationsshall

beremovedfromthefieldorcourtimmediately.

12.3) Recommendation It is recommended that schools adopt the same regulations for cheerleading activities at

regularseasoncontestssponsoredbyschools.

13. EjectionProceduresforSchools Afteracontestofficialprovideselectronicnotificationofanejection,theOHSAAshallelectroni-

callynotifytheschool’sathleticadministrator,whoshallhavesevendaystorespondtothenotifica-tion.Ifnoresponsehasbeenreceivedaftersevendays,theOHSAAshallelectronicallynotifytheschool’sathleticadministratorasecondtime,andtheathleticadministratorshallbegivensevenadditionaldaystorespondtothenotification.

Ifnoresponsehasbeenreceivedafterthesecond7-dayperiodlapses,theOHSAAshallelectroni-callynotifytheschool’sprincipal,whoshallhavesevenadditionaldaystorespondtothenotification.

Ifnoresponsehasbeenreceivedafterthethird7-dayperiodlapses(21totaldays),theOHSAAshall electronically notify both the principal and athletic administrator one final time, and theschoolshallhavesevenadditionaldaystorespondtothenotification.

Ifnoresponsehasbeenreceivedafterthefourth7-dayperiodlapses(28totaldays),theOHSAAshallassesstheschoola$150fineperunansweredreport.

14. EjectionforUnsportingConduct(Disqualificationforunsportingconductorflagrant violation)

14.1) Players Anyplayerejectedordisqualifiedforunsportingconductorflagrantfoulshallbeineligible

forallcontestsfortheremainderofthatday.Inaddition,theplayershallbeineligibleforallcontestsatalllevelsinthatsportuntiltworegularseason/tournamentcontests(oneinfootball)areplayedatthesamelevelastheejectionordisqualification.

Inthesportofwrestling,anyplayerejectedordisqualifiedforunsportingconductorflagrantfoulshallbeineligibleforallwrestlingcontestsfortheremainderofthatdayandevent.Inaddition,he/sheshallbeineligibleforallcontestsatalllevelsinwrestlinguntiltworegularseason/tournament contest points or two event days at the same level as the ejection ordisqualificationhavebeencompleted.

Astudentwhohasbeendeclaredineligiblefor twogames(oneinfootball;seewrestlingpolicyabove)maybeonthesidelines/teambench,accompanyand/ortravelwiththeteambutmaynotparticipate inpregamewarmupsandmaynotweara teamwarmuporgameuniformwhileonthesidelines/teambench,accompanyingand/ortravelingwiththeteam.Whenejectionordisqualificationofaplayer results fromillegalsubstitution inbaseball,softballorbasketball,thetwocontestineligibilitydoesnotapply.

Anyplayerejectedordisqualifiedforunsportingconductduringascrimmageorpreviewshallbeineligibleforallscrimmagesorpreviewsfortheremainderofthatday.Ifascrim-mageoccurspriortotheseason,theplayershallalsobeineligibleforthefirstregularseasoncontest(previewsareonlypermittedpriortothefirstregularseasoncontest).Ifascrimmageoccursafterthefirstregularseasoncontest,theplayershallbeineligibleforthenextregular

season or OHSAA tournament contest.

Iftheejectionordisqualificationoccursinthelastcontestoftheseason,thestudentshallbeineligibleforthesameperiodoftimeasstatedaboveinthenextsportinwhichthestudentparticipates.

A studentwho is ejectedor disqualified a second time in a scrimmage, preview, regularseasoncontestorOHSAAtournamentcontestshallbesuspendedfortheremainderoftheseasoninthatsport.Astudentwhohasbeenejectedordisqualifiedforunsportingconductforthesecondtimeintheseasonduringthelastcontestshallbeineligibleforaperiodoftime/numberofcontestssubjecttothediscretionoftheExecutiveDirector.Theperiodofineligibilityshallcommenceduringthenextsportinwhichthestudentparticipates.

Itistheresponsibilityofthelocalschoolauthoritiestoensurethisregulationisenforced.Whenanineligiblestudentisallowedtoparticipate,forfeitureofthecontestismandatory.This regulationshallapply toall regular seasonand tournamentcontestsandshall innowaylimitthediscretionaryauthorityoftheExecutiveDirectorasspecifiedintheOHSAAtournamentregulations.InaccordancewithBylaw8-3-1,thedecisionsofcontestofficialsarefinal.

Note: When national playing rules (see the specific national playing rules) refer to adisqualificationforunsportingconductoraflagrantviolation,thisisconsideredanejectionasreferencedinthisregulation.

14.2) Coaches

Anycoachejectedordisqualified froman interscholastic contest forunsportingconductshallbesuspendedfromcoachinginallcontestsfortheremainderofthatday.Inthesportof wrestling, any coach ejected or disqualified for unsporting conduct or flagrant foulshall be ineligible for allwrestling contests for the remainder of that day and event. Inaddition,he/sheshallbeineligibleforallcontestsatalllevelsinwrestlinguntiltworegularseason/tournament contest points or two event days at the same level as the ejection ordisqualificationhavebeencompleted.

Inaddition,thecoachshallbesuspendedfromcoachingforallcontestsatalllevelsinthatsport until two regular season/tournament contests (one in football; seewrestling policyabove)areplayedat the same levelas theejectionordisqualificationandshallbe fined$100.00. In addition, the coach shall take theNational Federation of StateHigh SchoolAssociation’s“TeachingandModelingBehavior”course,whichmustbecompletednolaterthan30daysaftertheOHSAA’s“SeasonEnds”dateandcanbetakenatwww.nfhslearn.com.

Anycoachejectedforunsportingconductduringascrimmageorpreviewshallbeineligibleforallscrimmagesorpreviewsfortheremainderofthatday.Ifascrimmageoccurspriortotheseason,thecoachshallalsobeineligibleforthefirstregularseasoncontest(previewsareonlypermittedpriortothefirstregularseasoncontest).Ifascrimmageoccursafterthefirstregularseasoncontest,thecoachshallbeineligibleforthenextregularseasonorOHSAAtournament contest.

Iftheejectionordisqualificationoccursinthelastcontestoftheseason,thecoachshallbeineligibleforthesameperiodoftimeasstatedaboveinthesamesportduringthefollowingseasoninthenextschoolyear.

Onthedayoftheejection,acoachwhohasbeendisqualifiedshallbeejectedfromthevicinityoftheplayingareaandisprohibitedfromfurthercontact,directorindirect,withteammem-bers,managersandothercoachesduringtheremainderofthecontest.Thecoachmustreturntothelockerroomorteambusorleavethepremises.Thecoachshallnotgotothespectatorarea.

Thepenaltyforfailureofthecoachtocomplywiththeejectionregulationshallresultintheforfeiture of the contest.

Ifacoachisejected/disqualifiedfromacontestandnoothercoachorapersonauthorizedbytheBoardofEducationfromthatschoolispresent(Bylaw3-2-1),thecontestshallbeforfeited.

Aftertheinitialejectionandsuspension,acoachwhohasbeensuspendedfromcoachingfor

thenextcontest(s)mayattendthenextcontest(s),butmustbeseatedinthespectatorareaandmaynotgiveinstructionstotheplayersortotheindividualwhohasbeenassignedtocoachtheteamanytimepriortoorduringthecontestincludinghalftimeoranyintermission.Asus-pendedcoachshallnottravelwiththesquadtoanawaycontest.

Acoachwhohasbeenejectedordisqualifiedforunsportingconductforthesecondtimeinascrimmage,preview,regularseasoncontestorOHSAAtournamentcontestshallbesuspend-edindefinitelyandrequiredtoattendamandatoryconferencewiththeExecutiveDirectorattheOHSAAheadquarters.Theprincipaloftheschoolshallberequiredtoattendthisconfer-enceaswell.AnypenaltyshallbedeterminedinaccordancewithBylaw11.

It is theresponsibilityof the localschoolauthorities toensure this regulation isenforced.Whenasuspendedcoachisallowedtoparticipate,forfeitureofthecontestismandatory.ThisregulationshallapplytoallregularseasonandtournamentcontestsandshallinnowaylimitthediscretionaryauthorityoftheExecutiveDirectorasspecifiedintheOHSAAtournamentregulations.InaccordancewithBylaw8-3-1,thedecisionsofcontestofficialsarefinal.

15. Participants Leaving The Playing Area Nomemberofanyschool-sponsoredinterscholasticathleticssquadshallleavethe‘playingarea’

inwhichacontestisbeingconductedandenterthe‘spectatorarea’ofthefacilitytoengageinanytypeofconflict—verbalorphysical.Ifastudent-athleteleavesthe‘playingarea’andentersthe‘spectatorarea’ofafacilitytosoengageaperson,theminimumpenaltiesshallbe:

15.1) Thestudent-athlete’sprivileges toparticipate in interscholasticathleticsshallbe revokedandthestudent-athleteshallbeineligiblefortheremainderoftheschoolyear.

15.2) Theschoolshallbeimmediatelyplacedonprobationpendinganinvestigation(andreport)intowhathappened,whatcausedittohappen,whatwasdonebytheschooltodiffusewhathappenedandwhat ‘safeguards’havebeen implementedby the school toprevent futurehappenings.

16. Tournaments16.1) Recognized and Emerging Sports 16.1.1)AsspecifiedinBylaw1-5-1,arecognizedsportisoneadoptedbytheBoardofDi-

rectorsandforwhichtheOHSAAsponsorsatournament. 16.1.2)While also a recognized sport, an emerging sportmay be adopted by theBoard

of Directors. The emerging sport category was designed to provide an OHSAAtournamentforasport,whilealsoestablishingparameterstohelpfacilitategrowthof the sport. Whileintheemergingsportcategory,thesportshallbeconductedasa“recognized”sportasfollows:

a.)AllapplicableOHSAAbylawsandgeneralsportsregulationsshallbeadheredto. b.)Specificsportregulationsshallbedevelopedandadopted. c.)A process for training and registering contest officials shall be developed/

continuedandadirector(s)ofofficiatingdevelopmentshallbehired. d.)Tournamentregulationsshallbedevelopedandadopted. e.)A process for assigning officials to tournament contests shall be developed/

continuedandadopted. f.)The Board of Directors shall have the discretion to suspend compliance with

GeneralSportsRegulation16.2,DivisionsDetermination(251schoolsneededtoaddaseconddivision).

g.)TheBoardofDirectorsshallhavethediscretiontoapproveregulations,tournamentregulationsand/ortournamentproceduresthathelpthegrowthofthesportand/orensurethesportmaintainsfinancialsolvency.Amongthepossibleconsiderationsare: 1.) Schoolsmay be assessed an annual fee to participate in a tournamentseries;2.)Schoolsmaybeprovidednoorlimitedreimbursementstoparticipateinatournamentseries,and3.)Stipendsforsitestohosttournamentcontestsmaybelimited.Note:Theremaybeotherconsiderationsthatarenotlisted.

16.1.3)TheBoardofDirectorsmayconductareviewtodetermineifthesportshallcontinueintheemergingsportcategory.AmongtheitemstheBoardmayconsiderformoving

16.2) Regulations for Sponsoring and Conducting OHSAAhighschooltournamentswillbesponsoredandconductedindivisionsaccordingto

thenumberofschoolssponsoringateamintherecognizedsport.

Team Sports—Thosethatrequireacertainnumberofplayers toformateam.Presently,thosesportsarebaseball,boysandgirlsbasketball,fieldhockey,icehockey,boysandgirlslacrosse,boysandgirlssoccer,softballandvolleyball.

Individual Sports—Thosethatinvolveprimarilyparticipationandscoringbyindividualsandinwhichteamscoringcouldbeobtainedbytotalingtheeffortsofindividuals.Presently,thosesportsareboysandgirlsbowling,boysandgirlscrosscountry#,boysandgirlsgolf,gymnastics,boysandgirlsswimming&diving,boysandgirlstennis,boysandgirlstrack&fieldandwrestling.

Theminimumnumberofindividualsrequiredforateamdesignation*follows:

Bowling 5 Swimming&Diving 7 CrossCountry# 5 Tennis 4 Golf 4 Track&Field 9 GirlsGymnastics 3 Wrestling 7

*Thenumberforateamdesignationhasbeenselectedtoreflecteithertheminimumnumberofparticipantsneededtoscoreinacontestorthenumberofparticipantsneededtocompeteinatleasthalfofthecontest’sevents.

Divisions Determination—ThenumberofdivisionsinOHSAAhighschooltournamentsinasportshallbedeterminedbythenumberofschoolteamsthatparticipatedinthetourna-mentstheprecedingyearoryears,dependinguponthesport.

NOTE: Bylaw2-1-2indicatesthatinteamsports,schoolsarepermittedtoenteronlyoneteaminOHSAA-sponsoredtournamentsandthatinindividualsports,schoolsareonlyper-mittedtoenterthemaximumnumberofindividualsinOHSAA-sponsoredtournamentsasprescibedintherespectivesports’playingrulesand/ortournamentregulations.

16.3) School Assignments—Divisions AfterthenumberofdivisionsisapprovedbytheBoardofDirectors,schoolsareassignedto

highschooltournamentdivisionsbaseduponthespecificationsinBylaw2-1-2.

The number of schools assigned to each division shall be determined by the number ofschoolteamsthatparticipatedinthetournamenteitherthepreviousyearortwoyearsearlier(refer to Bylaw2-1-2forspecifics),witheachtournamentdivisiontohaveasequalnumberof teams as possible.

tournamentparticipationregardlessofregularseasonperformance.Thetop10percentoffootball-playingschoolsbasedonenrollmentwillbeplaced inDivision Iof the footballtournament.Theremainingschoolswillbedividedasevenlyaspossibleandplacedintosixadditionalfootballdivisionsbasedonenrollment.Eachofthesevendivisionsshallqualify32teamstotheOHSAAtournament.

16.4) Failure to Appear and School Closures – OHSAA Tournament Contests Teamsandcompetitorsshallbeexpectedtoplaytournamentcontestsatthescheduledtime,

dateandlocation.

“Closure,”“closed”or“schoolclosing”shallmeanthatalocalschoolorschooldistrict’sboardofeducation/governingboardorsuperintendent/headofschoolhascancelledallhighschoolclassesand/orschool-sponsoredextracurricularactivitiesduetoinclementweather;astrike;anaturalortechnological/man-madedisaster;anissuedeemedcatastrophicoranemergency*,orthelocalhealthauthorityhascancelledallhighschoolclassesandschool-sponsoredextracurricularactivitiesduetoaspecificpublichealth/safetyconcern.

*Note:Alocalschoolorschooldistrictmaybeopenbutalocalschoolorschooldistrict’sboardofeducation/governingboardorsuperintendent/headofschoolmayalsodeterminethatitisunsafeforitsschool’steamtotraveltothesiteofthetournamentcontest.

Thefollowingtournamentregulationsapplytoteam(16.4.1)andindividual(16.4.2)sportsunlessnationalplayingrulesaddress“failuretoappear”orschool“closures”:

16.4.1) Baseball, Basketball, Field Hockey, Football, Ice Hockey, Lacrosse, Soccer, Softball, Volleyball, Dual Team Wrestling

Ifateam“failstoappear”orisnotreadytoplaywithin30minutesofthescheduledstartingtimeofthetournamentcontest,thespaceonthebracketmaybedeclaredvacant.A“forfeit”shallbedeclared,andtheopposingteamshalladvancetothenextroundofcompetition.

In the event of a school “closure” within 48 hours of a tournament contest inwhich the school is scheduled to participate, theExecutiveDirector’sOffice, incollaborationwith theadministrativestaff,DistrictAthleticBoardsand/orBoardof Directors and tournament personnel, shall make all reasonable efforts toaccommodatethecompetingschoolwithreschedulingthecontest(time,dateand/orlocation),providedthatsuchrescheduleddatesdonotadverselyaffectthenextroundofthetournamentcompetition/tournamentschedule.

Intheeventofa“closure”atthesiteofthetournamentcontestwithin48hoursofatournamentcontest(s)inwhichschoolsarescheduledtoparticipate,theExecutiveDirector’sOffice, in collaborationwith the administrative staff,DistrictAthleticBoardsand/orBoardofDirectorsandtournamentpersonnel,shallreschedule(time,dateand/orlocation)thetournamentcontest(s)fortheschoolsthusaffected.

Note:Intheeventaschoolisnotclosedbutunforeseenorextenuatingcircumstancesarisewithin48hoursofatournamentcontestinwhichtheschoolisscheduledtoparticipate,theExecutiveDirector’sOffice,incollaborationwiththeadministrativestaff,DistrictAthleticBoardsand/orBoardofDirectorsandtournamentpersonnel,shall make all reasonable efforts to accommodate the competing school withreschedulingthecontest(time,dateand/orlocation),providedthatsuchrescheduleddates do not adversely affect the next round of the tournament competition/tournamentschedule.

16.4.2) Bowling, Cross Country, Golf, Gymnastics, Swimming & Diving, Tennis, Track & Field, Individual Wrestling

Ifateamorindividualparticipant“failstoappear”orisnotreadytocompeteatthetimeoftheirscheduledcompetition,theteamorindividualparticipantshallbedisqualifiedandremovedfromtheeventortournamentcompetition.

Intheeventofaschool“closure”within48hoursofatournamentcontestinwhichtheschoolisscheduledtoparticipate,thetournamentshallproceedasscheduled.*

In the event of a “closure” at the site of the tournament competitionwithin 48hoursofatournamentcompetitioninwhichschoolsarescheduledtoparticipate,the Executive Director’s Office, in collaboration with the administrative staff,DistrictAthleticBoardsand/orBoardofDirectorsandtournamentpersonnel,shallreschedule(time,dateand/orlocation)thetournamentcompetitionfortheschoolsthusaffected.

16.4.3) InformationonanychangesregardingOHSAAtournamentswillbepostedontheAssociation’swebsite(www.ohsaa.org).

A Note on Public Health IssuesOhiohealthprofessionalshaveadvisedthatitwillbethedecisionofeachlocalhealthauthorityinOhiooreachboardofeducation/governingBoardastowhetherornottocloseaschooloruniversityduetoapublichealth issue.TheCenter forDiseaseControldoesnot recommendclosuresexcept inextreme circumstances.

17. Athletic UniformsUniformswornbyparticipantsinahighschoolathleticcontestmustconformtotheplayingrulesadoptedbytheOHSAAforthatsport.Ingeneral,anyletteringoremblemsonuniformsmustpertaintotheschoolname,schoolnickname,individual’sname,thesport,druguseprevention,sportsman-ship,ethicsorintegrityorbeofapatrioticnatureandprovideditdoesnotviolatetherulesofthesport in regard to location.Anyvisiblemanufacturer’s logoonauniformorundergarmentmustconformtotherulesadoptedbythenationalrulescommitteeforthatsport.However,ifthereisnospecificrule,themaximumsizeis21/4squareincheswithnodimensionexceeding21/4". Additionalregulationsareindicatedwithintheplayingrulesofthesportandmaybeincludedintheindividualsport’sregulations.

18. Individual Non-Interscholastic Competition DateAnathletewhohasnotparticipatedforaschoolinagivensportthatseasonmustceaseallnon-in-terscholasticcompetitioninagivensportbyasport-specificdateinordertobeeligibleforOHSAAtournamentcompetitionprovidedapplicablebylawsandregulationshavebeenfollowed.Thesport-specificdate (e.g.deadline) to ceaseall non-interscholastic competition is listed in that specificsport’sregulationspublishedelsewhereintheseregulations.

Inaddition,anathletewhohasparticipatedfor theschool inanindividualsport(bowling,crosscountry,golf,swimming&diving,tennis,track&field,andwrestling)andwhoviolatesthisnon-interscholasticcompetitiondatebyparticipatinginanon-interscholastic contest shall be ineligible forOHSAAtournamentcompetitioninthatsportinadditiontoanyotherpenaltiesthatmaybeprescribed.

19. Non-Recognized SportsThereisnobylawthatrequiresaschooltocomplywithallOHSAAbylawsandapplicablesportsregulationswhenconductinginterscholasticathleticsprogramsinsportswhicharenotrecognized,(notrecognizedmeansasportthatisnotoneoftheOHSAAtournamentsports–SeeBylaw1-5-1foracompletelistofthecurrentBoardofDirectorsadopted“recognized”sports).

Schoolsareaskedtoregisteranon-recognizedsportwiththeOHSAAbutarenotrequiredtocom-plywitheligibilitystandardsforstudentsinthosesports.Alocalschooldistrictcould,however,requireparticipantsinnon-recognizedsportstomeetcertaineligibilitystandardsandconformto

certain sports regulations.

Catastrophe insuranceunder theOHSAAplan forRecognizedandEmergingsportswillnotbeavailablefornon-recognizedsports.Schoolsareofferedanopportunity topurchasecatastropheinsurancecoveragefornon-recognizedsportsunderaseparateplan.

20. Regular Season Participation Limitation PenaltyA team that exceeds the regular season participation limitation (maximum number of contestspermitted)orparticipatesinregularseasoncontest(s)priortothedesignatedstartdateforcontestsintherespectivesportissubjecttothepenaltiesoutlinedinBylaw11,which will include denial of participation in the OHSAA tournament.Athletesfromsub-varsityteamsmaynotbeusedtoreplacethevarsityteamintheOHSAAtournament.

Anathletewhoexceedstheregularseasonparticipationlimitation(periods,quarters,halves,orcontests)asspecifiedintheindividualsportsregulationsbecomesanineligibleathlete.Theathleteisineligibleforfurtherregularseasoncompetitioniftheviolationoccurspriortotheendoftheseasonortournamentcompetitioniftheviolationoccursduringthelastregularseasoncontestinthesportconcerned.TheforfeiturebylawsapplyaswritteninBylaw10.

Shouldateaminanindividualsportexceedtheregularseasonparticipationlimitationbutaspe-cific individual athlete on that teamdid not exceed the individual participation limitation, thatspecificindividualathletemaybeeligibleforparticipationintheOHSAAtournament.

Shouldateaminanindividualsportparticipateinaregularseasoncontest(s)priortothedesig-natedstartdateforcontestsbutaspecificindividualathleteonthatteamdidnotparticipateinacontest(s)prior to thedesignatedstartdate forcontests, that specific individualathletemaybeeligible for participation in the OHSAA tournament.

21. Transportation To and From Interscholastic ContestsItistheresponsibilityoftheBoardofEducationorothergoverningboardofamemberschooltoprovideforthesafetransportationofstudent-athletesandothercontestparticipantstoandfromathleticevents.TheOHSAACatastropheAccidentInsurancePolicycoversteamorgrouptraveldirectlytoandfromacoveredevent.AcoveredeventisdefinedbytheOHSAA(theauthorizedpolicyholder)asanyregular-season(includesscrimmagesandpreviews)ortournamentcompeti-tioninaninterscholasticathleticeventinanOHSAA-recognizedsport,sponsoredbytheBoardofEducationorgoverningboardofamemberschool.Travelmustbesupervisedbystaffmembersordesignatedrepresentativesofthememberschool.

22. Interscholastic Scrimmage 22.1) Aninterscholasticscrimmageisdefinedasacontestinsportsinwhichtherulesofthesport

arenotfollowedinallrespects.Inallsportswiththeexceptionofgolf,thelengthofthescrimmageislimitedtoamaximumofthreehourspersquadorindividualperdayforgrades9-12,andtwohourspersquadorindividualperdayforgrades7-8.

22.2) Ascrimmagemayinvolveanynumberofteamsfromvariousschools.Ascrimmagedoesnotcountinthewon/lostrecordforanyschoolinvolvedinthescrimmage.

22.3) Noadmissionofmoney,materialsorsuppliesmaybechargedforascrimmage.Voluntarydonationsofsuppliesormoneymaybeacceptedatascrimmagebutcannotberequiredforadmission.

22.4) Thisregulationprohibitstwoormoreschoolteamsfrompracticingtogetherunlessitisascrimmageorunlessbothschoolshavethesameboard-approvedcoach.

Interrupted ContestIf an interscholastic contest (game,match,meet, etc.) is interrupted for any reasonbeyond thecontroloftheresponsibleadministrativeauthority,thecontestshallberesumedfromthepointofinterruption. EXCEPTION:Those sportswhichhavea specificprocedure fordetermining theoutcomeofaninterruptedcontest:e.g.,baseball,football,lacrosse,soccerandsoftball.

31. Regular Season No Contests/Tournament Forfeits Anyscheduledregularseasoncontestwhichisnotstartedshallbeconsidereda“nocontest.”A“no

contest”shallnotbeincludedinwon-lostrecords.

AnytournamentcontestinwhichateamfailstoappearforreasonsotherthanthoseoutlinedinSportsRegulation16.4orateamhasbeenremovedfromthetournamentinaccordancewithBylaw11-1-2,Penalties,shallbeconsidereda“forfeit.”Shoulda“forfeit”occur,the“forfeit”shallbeincludedinwon-lostrecordsandtheopposingteamshalladvancetothenextroundofcompetition.

32. Grades 7 & 832.1) Astudentshallnotparticipateinmorethanoneinterscholasticcontestonanyonedayunless

permitted by specific sports regulations.EXCEPTIONS: baseball, basketball, softball,volleyball,tennis.(Seespecificsportregulations.)

32.2) SportsSeasonWaiver—Schools,leaguesorconferencesmayadjustseasonstoaccommodateschoolteamsbecauseofthelackofavailabilityofphysicalfacilitiesorpersonnel.ProposedchangesinseasonsshallbesubmittedinwritingtotheExecutiveDirectorandincludetheproposeddatesofthe7th&8thgradeseasonnottoexceedthelengthoftheinterscholasticseasonforthesportconcerned.Allotherregulationsregardingcontestlimitations,requiredpracticetimeandcoachingrequirementsshallbefollowed.

32.3) 7th&8thgradestudentsmaynotpracticewith,participateonthesameteamwithorcompeteagainst9ththrough12thgradestudents.

Note:7th&8thgradestudentsinthesportsofbowling,crosscountry,golf,gymnastics,swimming&diving,tennis,track&fieldandwrestlingmaypracticewith9ththrough12thgradestudentssolongasthereisnohead-to-headcompetition.

32.4) Studentsbelow the7thgrademaynotpracticewithorparticipatewith7th through12thgradestudents.

32.5) Itisstronglyrecommendedthatthecoachesof7th&8thgradesportscomplete the OHSAA rulesinterpretationmeetingsforthesportstheyarecoaching.

33. PenaltiesPENALTIES forviolationswillbeadministered in accordancewithBylaw11 ifnototherwisestated.

CONCUSSION REGULATIONS

Implementation of State Law and NFHS Playing Rules Related to Concussion and Concussed Athletes and Return to Play Protocol

Itisimportantforallindividualsinvolvedininterscholasticathleticstorecognizethepotentialforcatastrophicinjury and even death from concussions. Thus it is extremely important that each coach, administrator,contestofficialandmedicalsupportpersonnelreviewtheir responsibilities inprotectingstudents.Furtherbothstudentsandparentshaveresponsibilitiesinthisareaaswell.

Note:Ithasalwaysbeentheultimateresponsibilityofthecoachingstaff,inallsports,toensurethatstudentsareonlyputintopracticeorcontestsiftheyarephysicallycapableofperforming.However,allindividualsinvolvedintheconductofinterscholasticcompetitionhaveresponsibilitiesinthisendeavor.

InJanuary2011,theOHSAABoardofDirectorsadoptedasportsregulationwhichincorporatedtheNationalFederationofStateHighSchoolAssociations(NFHS)playingrulesrelatedtoconcussionrecognitionandmanagement.OnApril26,2013,legislationadoptedbyOhio’sGeneralAssemblyonconcussionandheadinjuriesinyouthsportsbecameeffective.OnFebruary14,2013,theOHSAABoardofDirectorsmandated

thattheseregulationsbecomeeffectiveonApril26,2013,fortheremainderofthespringsportsseasonandthereafter.ThisOHSAAregulation,asamendedtoincorporatethisrecentlegislation,nowreads:

Anystudent,whilepracticingfororcompetinginaninterscholasticcontest,whoexhibitssigns,symptomsorbehaviorsconsistentwithhavingsustainedaconcussionorheadinjury(suchaslossofconsciousness,headache,dizziness,confusionorbalanceproblems)shallbeimmediatelyremovedfromthepracticeorcontestbyeitherofthefollowing:

1) Theindividualwhoisservingasthestudent’scoachduringthatpracticeorcompetition.

2) Anindividualwhoisservingasacontestofficialorrefereeduringthatpracticeorcompetition.

RETURN TO PLAY PROTOCOLIfastudentisremovedfrompracticeorcompetitionduetoasuspectedconcussionorheadinjury,thecoachorrefereewhoremovesthestudentshallnotpermitthestudent,ON THE SAME DAY THE STUDENT IS REMOVED,toreturntothatpracticeorcompetitionortoparticipateinanyotherpracticeorcompetitionforwhichthecoachorcontestofficialisresponsible.Thereafter,whichmeansnoearlierthanthenextday,thecoachorcontestofficialsshallnotpermitthestudenttoreturntopracticeorcompetitionuntilbothofthefollowingconditionsaresatisfied:

1) Thestudent’sconditionisassessedbyeitherofthefollowing:

a.Aphysician,whoisapersonauthorizedunderChapter4731oftheOhioRevisedCode(OCR)topracticemedicineandsurgeryorosteopathicmedicineorsurgery(M.D.orD.O.)

b.Any other licensed health care provider that the school district board of education or othergoverningauthorityofacharteredornon-charterednonpublicschool,authorizestoassessthestudentwhohasbeenremovedfrompracticeorcompetition.

2) The student receiveswritten authorization that it is safe for the student to return topracticeor competition fromaphysicianorother licensedhealthcareprovider authorized togrant theclearance. Go to the “Sports Medicine” Section of the OHSAA website (www.ohsaa.org) toretrievetheOHSAA’sMedicalAuthorizationtoReturnToPlay(RTP)form.

Aschooldistrictboardofeducationorgoverningauthorityofacharteredornon-charterednonpublicschoolmayauthorizealicensedhealthcareproviderwhoisNOTaPHYSICIANtomakeanassessmentandgrantauthorizationforastudenttoreturntoparticipationONLYiftheproviderisactinginaccordancewithoneofthefollowingasapplicabletotheprovider’sauthoritytopracticeinOhio:

1) Inconsultationwithaphysician;

2) Pursuanttothereferralofaphysician;

3) Incollaborationwithaphysician,or

4) Underthesupervisionofaphysician.

COACHES REQUIREMENTSAll coaches, paid and volunteer, must possess a current Department of Education-issued PupilActivityProgram/CoachingPermit.When renewing thispermit, thecoachwillbe required tocompleteanonlineconcussioneducationcourseasstipulatedinthesectionentitledApproved Online Concussion Education Course.Thiscourseisvalidfor threeyearsandexpiresat thetimethePupilActivityProgram/CoachingPermitexpires.

CONTEST OFFICIALS REQUIREMENTSLegislation signed into law by the Governor provides that no school “shall permit” an individual to referee interscholastic athletic contests unless the individual holds a Pupil Activity Program/Coaching Permit or has successfully completed within the last three years a training program in concussion recognition. Therefore,allOHSAAlicensedofficialsshallpossesseitheracurrentDepartmentofEducation-issued PupilActivity Program/Coaching Permit or show evidence of completing an approved online concussion education courseasstipulatedinthesectionentitledApproved Online Concussion Education Courses.Thiscourseisvalidforthreeyearsfromthedateofcompletionandmustbeenteredontheofficial’s

7. Can an athlete return to play on the same day as he/she has been removed from a practice or competition for a suspected concussion?

•No,undernocircumstancescanthatathletereturntoplaythatday.

•Nocoachorcontestofficialshallallowastudenttoreturntopracticeortocompetitiononanydayafter the initial removal until that student has been assessed and cleared for returnwithwritten authorizationbyaphysicianorlicensedhealthcareproviderauthorizedbytheschool.

•Iftheeventcontinuesovermultipledays,thenthedesignatedeventphysicianhasultimateauthorityoverreturntoplaydecisions.

8.Once the day has concluded, who can issue authorization to return to practice/competition in the sport for a student who has diagnosed with a concussion?

•Once a concussion has been diagnosed by a physician or other approved health care provider,only aphysicianor approvedprovider canauthorize subsequentReturnToPlay (RTP), and suchauthorizationshallbeinwritingtotheadministrationoftheschool.ThiswrittenRTP authorization shall be kept at the school indefinitely as a part of that student’s permanent record.Go to the“SportsMedicine”sectionoftheOHSAAwebsite(www.ohsaa.org)toaccesstheOHSAA“MedicalAuthorizationtoReturntoPlay”Form.

SUDDEN CARDIAC ARREST REGULATIONS

Ohiolawrequiresadditionalcoachingrequirementsforallinterscholasticcoaches(paidandvolunteer)andneweducationalstandardsforparentsandstudent-athletesregardingSuddenCardiacArrest.Thislaw,knownasLindsay’sLaw,becameeffectivebeginningwiththe2017-18schoolyear.

TheOHSAAhascollaboratedwiththeOhioDepartmentsofHealthandEducation,alongwithothermajorOhio healthcare organizations and theOhioChapter of theAmericanCollege ofCardiology, to provideeducationthatisrelevantandeasilyaccessiblesothatinterscholasticcoachesandtheparentsofourstudent-athletescancomeintocompliancewiththestatute.

WiththeleadershipprovidedbyODH,ODE,theOhioChapteroftheAmericanCollegeofCardiologyandothermajorOhiohealthcareorganizations,wehavedevelopedourown“Ohio”materialstobeusedtocomplywiththisrequirement.Thematerialsincludeashortvideoforparents,whichispostedtotheODH,ODEandthe OHSAA (www.ohsaa.org)websites;aninformationalhandoutandasign-offform(muchlikethecurrentConcussionForm)whichmustbesignedbyparentsandstudent-athletesandisincludedinthepackageofconsentformsfoundintheOHSAAPPEandthepaperforms;andatrainingvideoandinformationalhandoutforcoacheswhichispostedontheODEwebsiteandincludesacompletioncertificateforverification.This training will be the only acceptable coursework to meet this standard and is provided at no cost to anyone.

The videos can be assessed through theOHSAAwebsite (www.ohsaa.org) under the “SportsMedicine”section.Likewise,theeducationalmaterialsforparentsandstudents,whichincludeashortmemoandvideo,andthesign-offformsforparentsandstudents,arealsoavailableontheOHSAAwebsite(www.ohsaa.org) underthe“SportsMedicine”section.

HEAT ACCLIMATIZATION AND EXERTIONAL HEAT ILLNESS PREVENTION

The following information should be reviewed with coaching and sports medicine staff prior to anyinterscholasticpracticethisAugust.PleaserememberthattherearefourOHSAAsportsthathavearequiredacclimatizationperiodprior tothecommencingofanycontestsorphysicalcontact,whichis thecaseforfootball.Theothersportsareboysandgirlscrosscountryand7-8thgradetrackandfield,whichrequireaminimumof10daysofinterscholasticpracticepriortoanycompetitionforastudent.Thefollowingistheregulationthataddressesthemandatoryfive-dayperiodinfootball.

Five Days of Acclimatization Required — Acclimatization is a period of time when players can become accustomed to the heat and humidity. Health professionals recommend at least a five-day period. All football candidates must participate in five days of pre-season, non-contact acclimatization prior to any physical contact. No pads may be worn on the first two days. Shorts, helmets, shoes may be worn. Shoulder pads may be added on day three and four, but no contact is permitted. Full equipment may be worn on the fifth day, but contact is prohibited. Candidates reporting late must participate in five days of non-contact acclimatization. This rule applies to all school teams from grades 7-12.

Allcoachingandmedicalstaffpersonnelshallobservethefollowingprecautionsforall sports competed outdoors and/or in a hot, humid environment:

• Stress to participants the importance of properly hydratingthemselvesduringthedayleadinguptothecontest,andalsotodrink8-to-12ouncesofwaterorsportdrinks20minutespriortothecontest.Thispracticecanhelppreventproblemsduringpracticeandcontests.

• Schools should have unlimited amounts of water and sport drinks on handduring a contest, andcoachesinteamsportsshouldbepreparedtoplayalotofplayersratherthanjustthestarters.

• Contestofficialsarepermittedtoestablishpredeterminedbreaksduringacontest,suchashalfwaythrougheachperiod.Atthattimeplayerscandrinkwaterandremovetheirequipment,whichshouldalsotakeplaceathalftime(themoreskinthatisexposed,themorecoolingthatcantakeplace).This provision applies to all sports.

• NFHS football playing rules allow the referee to shorten periods per mutual agreement by theopposingcoaches.Inaddition,bymutualagreementagamemaybeterminatedatanytime.

• Contest managers are advised to monitor conditions for others affiliated with the contest, likecheerleaders,bandmembers,coaches,officialsandespeciallyspectators.

• In football, if schools decide NOT to play a contest, it becomes an open date for both.Ifoneschooldesirestoplaybuttheotherdoesnot,therearenoforfeitsinvolved.Again,itwouldbecomeanopendateforbothschools.However,schoolsdohavetheoptiontoreschedulecontests,andOHSAAregulationsdopermitschoolstoplaymorethanonecontestperweek.TherealsoarenoOHSAAregulationsthatprohibitgamesfrombeingplayedonSundays.ThesameconceptsapplytoallotherOHSAAsports.

• Please review the OHSAA policy on inclement weather and lightning. In short, upon the firstindication that thunderstorm development iswithin 15miles of the game site, the activity shall besuspendeduntil30minutesafterthestormhasleftthis15-milezone.Individualsshouldmovetoasafeareauntilthestormhasmovedaway.

• Know both the Temperature and Humidity.Thegreaterthehumidity,themoredifficultitisforthebodytocoolitself.Testtheairpriortopracticeoragameusingawetbulb,globe,temperatureindex(WBGTindex)whichisbasedonthecombinedeffectsofair temperature,relativehumidity,radiantheatandairmovement.The followingprecautionsare recommendedwhenusing theWBGTIndex:(ACSM’sGuidelinesfortheTeamPhysician,1991):

Oneothermethodofmeasuringtherelativehumidityis theuseofaslingpsychrometer,whichmeasureswetbulbtemperature.Thewetbulbtemperatureshouldbemeasuredpriortopractice,andtheintensityanddurationofpracticeshouldbeadjustedaccordingly.Recommendationsareasfollows:

The OHSAA advises careful monitoring of the weather and plans to modify training and competitionincluding:

1.)Modificationofequipment,ifapplicabletothesport;2.)Allowanceformorefrequentrestbreaksandtheuseofshadedareasforthosebreaks;3.)Modificationofpracticetime;4.)Availabilityofwateralways;5.)Availabilityofcoldwaterimmersiontubsforonsitecooling;6.)If exertional heat stroke is suspected, immediate onsite cooling using coldwater immersion

beforetransportbyEMS,and7.)ReviewandpracticeoftheOHSAA’srecommendedEmergencyActionPlan,“Anyone Can Save

A Life,”orsimilarplanforallsportsteamswithspecialemphasisontheheatillnesssection.

TOBACCO, ALCOHOL, ILLEGAL DRUGS AND STEROIDS

1. Tobacco/VapingSchool participants (coaches, players, trainers, managers, statisticians, scorekeepers, cheerleaders,etc.) and contest officials in an athletic contest are prohibited fromusing any formof tobaccoor electroniccigarettesorsimilardevices(e.g.vaping)attheplayingsiteofaninterscholasticcontest.Penaltyforviolationbyschoolparticipantsisdisqualificationfromthatcontest.ViolationsbycontestofficialsshallbereportedtotheOHSAA.

2. Alcohol and Illegal DrugsThe sale of, the distribution of, or the consumption of alcoholic beverages or illegal drugs is notpermittedatthesiteofanycontestinvolvingOHSAAmemberschools.

3. SteroidsA student who uses anabolic steroids or other performance-enhancing drugs is ineligible forinterscholastic competition until such time asmedical evidence can be presented that the student’ssystemisfreeofanabolicsteroidsorotherperformance-enhancingdrugs.

Note:AtitsSeptember1998meeting,theOHSAABoardofDirectorsendorsedthepositionstatementissuedbytheSportsMedicineAdvisoryCommitteeoftheNationalFederationofStateHighSchoolAssociations on the use of drugs, medicine and food supplements in interscholastic sports. Thestatementisasfollows:

“School personnel and coaches should not dispense any drug, medication or foodsupplement exceptwith extremecaution and in accordancewithpoliciesdeveloped inconsultationwithparents,health-careprofessionalsandsenioradministrativepersonneloftheschoolorschooldistrict.

“Use of any drug, medication or food supplement in a way not prescribed by themanufacturershouldnotbeauthorizedorencouragedbyschoolpersonnelandcoaches.Evennaturalsubstancesinunnaturalamountsmayhaveshort-termorlong-termnegativehealth effects.

“Inordertominimizehealthandsafetyriskstostudent-athletes,maintainethicalstandardsandreduceliabilityrisks,schoolpersonnelandcoachesshouldneversupply,recommendorpermit theuseofanydrug,medicationor food supplement solely forperformance-enhancing purposes.”

LIGHTNING AND INCLEMENT WEATHER

Theseguidelinesprovideadefaultpolicytothoseresponsibleorsharingdutiesformakingdecisionsconcerningthe suspension and restarting of practices and contests based on the presence of lightning or thunder. ThepreferredsourcesfromwhichtorequestsuchapolicyforyourfacilitywouldincludethenearestofficeoftheNationalWeatherService.

Proactive Planning

1. Assignstafftomonitorlocalweatherconditionsbeforeandduringpracticesandcontests.

2. Developanevacuationplan,includingidentificationofappropriatenearbysaferareas,and determinetheamountoftimeneededtogeteveryonetothedesignatedsaferarea:

a.)Adesignatedsaferplaceisasubstantialbuildingwithplumbingandwiringwherepeople liveorwork, suchasa school,gymnasiumor library.Analternate saferplace from the threatoflightningisafullyenclosed(notconvertibleorsofttop)metalcarorschoolbus.

3.Developcriteriaforsuspensionandresumptionofplay:

a.)Whenthunderisheardorlightningisseen*,theleadingedgeofthethunderstormiscloseenoughtostrikeyourlocationwithlightning.Suspendplayforatleast30minutesandvacatetheoutdooractivitytothepreviouslydesignatedsaferlocationimmediately.

b.) 30-minute rule.Onceplayhasbeensuspended,waitatleast30minutesafterthelastthun-derisheardorlightningiswitnessed*priortoresumingplay.

c.)Anysubsequentthunderorlightning*afterthebeginningofthe30-minutecountwillresettheclockandanother30-minutecountshouldbegin.

d.)When lightning-detectiondevices ormobile phone apps are available, this technologycouldbeusedtoassistinmakingadecisiontosuspendplayifalightningstrikeisnotedtobewithin10milesoftheeventlocation.However,youshouldneverdependonthereliabilityofthesedevicesand,thus,hearingthunderorseeinglightning*shouldalwaystakeprecedenceoverinformationfromamobileapporlightning-detectiondevice.

*Atnight,undercertainatmosphericconditions,lightningflashesmaybeseenfromdistantstorms.Inthesecases,itmaybesafetocontinueanevent.Ifnothundercanbeheardandtheflashesarelowonthehorizon,thestormmaynotposeathreat.Independentlyverifiedlightningdetectioninformationwouldhelpeliminateanyuncertainty.

4.Reviewthelightningsafetypolicyannuallywithalladministrators,coachesandgamepersonnel andtrainallpersonnel.

5.Informstudent-athletesandtheirparentsofthelightningpolicyatthestartoftheseason.

MEDIA REGULATIONS

The Ohio High SchoolAthleticAssociation develops the regulations for media coverage of all OHSAAtournamentcontests.Somepoliciesshallalsobeineffectforregularseasoncontests.GeneralmediaregulationsshallbeapprovedannuallybytheBoardofDirectorsandpublishedseparatelyfromtheOHSAA Handbook.

A. Videotaping and Photographing RegulationsSection 1. — Regular Season Contestsa. Itispermissibleforaschooloraschoolrepresentativetovideotapeorphotographregularseason

contests(includingpreviewsandscrimmages)oftheteamorindividualsfromone’sownschool.Suchvideotapesorphotographsmaybeusedfor“in-game”coachingpurposesonlyifitisspecifiedinthenationalplayingrulesofthesportorinthespecificsportregulations.

b. Itispermissibleforaschooloraschoolrepresentativetovideotapeorphotographregularseasoncontests(includingpreviews,scrimmagesand/orpractices)ofteamsorindividualsnotfromone’sownschoolonly with the written consent of all schools participating in the contest(s).

Section 2. — OHSAA Tournament ContestsVideotaping and Photographing by Participating Schoolsa. Videotaping OHSAA tournament contests of the team or individuals from one’s own school

participatinginthecontestispermittedprovidedpriorarrangementsaremadewiththetournamentmanager,anditisdoneattheexpenseoftheschoolinvolved.Amaximumofoneindividualperschoolispermittedtovideotape.

b. Allphotographsandvideostakenbyschoolrepresentativesoftheteamorindividualsfromone’sown school atOHSAA tournament contests are for schooluseONLY.Theuseofphotographsor videos taken by school representatives for commercial purposes is strictly prohibited. Suchvideotapesorphotographsmaybeusedfor“in-game”coachingpurposesonlyifitisspecifiedinthenationalplayingrulesofthesportorinthespecificsportregulations.

c. It ispermissible foraschooloraschool representative tovideotapeorphotograph tournamentcontests(includingpractices)ofteamsorindividualsnotfromone’sownschoolonly with the written consent of all schools participating in the contest(s).

d. Itispermissibleforaschoolorschoolrepresentative to utilize videoandphotographsoftournamentcontests(includingpractices)ofteamsorindividualsnot fromone’sownschoolonly with the written consent of all schools participating in the contest(s).

Section 3. — Regular Season and OHSAA Tournament ContestsUse of Unmanned Aerial Vehicles (Drones)

a. Forpurposesofthispolicy,anunmannedaerialvehicle(“UAV”),commonlyknownasadrone,isanyaircraftwithoutahumanpilotaboardthedevice.

b. Itistheresponsibilityofeachlocalschooldistricttoestablishpoliciesfortheuseofdronesduringhomeregularseasoncontests(includingpreviewsandscrimmages)andpractices.

c. TheuseofdronesisprohibitedforanypurposebyanypersonsatOHSAAtournamentcontestsorpracticesbeforeorafteranOHSAAtournamentcontest.Attournamentcontests,managementshallremoveanyoneattemptingtouseadroneand/orconfiscatethedroneuntiltheeventhasbeencompleted.

Note:AnexceptiontothispolicymaybemadeinspecificcasesforOHSAAbroadcastpartners,providedthemanagementofthetournamentfacilitypermitsthepresenceofdronesforbroadcastpurposesunderthecontroloftheOHSAA.

Videotaping and Photographing by Spectatorsa. Spectators taking videos or photos atOHSAA tournament contests shall not interferewith the

viewofacontestbyotherspectators,norwillspectatorsortheirequipmenttakeadditionalspaceinseatsthathavebeenpurchased.Nospectatorsshallbeprovided“media”accesstovideotapeorphotographanevent,norwillspectatorsand/ortheirequipmentbepermittedinanyplayingarea.Inaddition,nosourcesofpowerwillbeprovidedforspectators’videoorphotoequipment.

b. AllphotographsandvideostakenbyspectatorsatOHSAAtournamentcontestsareforpersonaluseONLY.Theuseofspectatorphotographsorvideosforcommercial purposesisstrictlyprohibited.

c. Thetournamentsiteacceptsnoliabilityfordamageortheftofspectatorequipmentorinjuryasaresultofprivatelyownedequipment.

d. TheOHSAAreservestherighttoremoveviolatorsofthesepoliciesfromatournamentcontest,invokeadditionalpenaltiesandseekmaximumlegalrecourse.

B. Coaches’ and Participants’ Comments to the News MediaOHSAABylaw8,Section2,readsinpart,“Greatcareshallbeexercisedintheselectionofofficials,well inadvanceof thecontestandagreeduponbyschoolsinvolved.Whenthecontestbeginseachschoolwaivesallofitsrightssofarasobjectingtotheofficials.”Publiccriticismofofficialsisadirectreflectionuponthosewhowereresponsibleforassigningtheofficialstothegame.

Officialsare trainedandexpectedtomakenoderogatorypubliccommentsdirectlyto themediaorthrough theuseof socialmedia regardingotherofficials, theplayers, coachesor schools.Coachesandparticipantsareexpectedtofollowthesameprocedureandmakenoderogatorypubliccommentsdirectlytothemediaorthroughtheuseofsocialmediaregardingnotonlytheofficials,butalsotheplayers,coachesorschools.FailuretofollowthisrequestwillresultinpenaltiesasoutlinedinBylaw11.

C. Use of the OHSAA Trade Names and TrademarksTheOHSAAownscertaintradenamesandtrademarksthatareregisteredandprotectedunderstateand federal law.Any unauthorized use of these trade names and trademarks is strictly prohibited.Notwithstanding this prohibition, the OHSAA does issue certain non-exclusive, non-transferablelimitedlicensesfortheuseofitstradenamesandtrademarks.TheOHSAA’spoliciesregardingtheselicensescanbefoundontheOHSAAwebsite(www.ohsaa.org)under“NewsandMedia.”
