pursuant to County Executive Appointment 2021/22-10, the County Executive has appointed Dr. Thomas Radmer to serve on the Kenosha County Civil Service Commission; and
the Finance & Administration Committee has reviewed the request of the County Executive for confirmation of his appointment of the above-named to serve on the Kenosha County Civil Service Commission and is recommending to the County Board the approval of the appointment.
NOW, THEREFORE BE IT RESOLVED, that the Kenosha County Board of Supervisors confirms the appointment of Dr. Thomas Radmer to the Kenosha County Civil Service Commission. Country Thunder is scheduled for July 1Sth through 18th, 2021, at the Shadow Hill Ranch in TwinLakes, Wisconsin. The ownership of the event has not changed since 2014. lts principal owneris lrving One, LLC from Odessa, Texas, Agent Roger Gearhart. This firm is listed on the Class BLiquor License with the Town of Randall which will expire on June 30th, 2021. The Town ofRandall has approved the 2021-2022 Class B Liquor License to expire on June 301h,2022. .
The Kenosha County Department of Planning and Development received the Conditional UsePermit Application in December of 2020 and approved the permit at their March 10th, 2021meeting. Andy Buehler of Planning and Development confirmed all restrictions would be met tothe Planning and Development's satisfaction.
The operations of the event are under the direction of Kim Blevins of Country Thunder East LLC,Madison, Tennessee. No major changes to the operation are anticipated. This year, CountryThunder anticipates 25,000-35,000 in attendance per day. Country Thunder has posted the$225,000.00 bond for the Kenosha County Sheriff's Department and associate agency costs.Country Thunder has also applied for the Activity Control License and has paid that fee.
The Sheriff's Operation will continue the 2019 increase from past years to enhance the lncidentCommand Operation and Special Response capabilities in case of a mass casualty incident.Additional Police manpower will be requested from neighboring agencies to cover neededassistance on the grounds and increases in traffic. Traffic control will be enhanced with traffic onLance Drivewith restriction of west boundtrafficfrom Lance Drive (North Bound) at 11Oth Streetand 1 19th Street. Local traffic will be allowed to travel north and south on Lance Drive throughoutthe event.
The Kenosha County Sheriff's Department continues to adapt to the growing activity and threatsassociated with such a large event. Costs for professional coverage of this event will rise asfuture technology, equipment and manpower are required.

Country Thunder East LLC (of 730 Gallatin Pike North Madison, TN 371 15) is the current operatorof the Country Thunder music festival scheduled for July 15th through 18th, 2021 , in the propertyat and adjacent to 2305 Lance drive in Twin Lakes (Randall Township), Wl. Country ThunderLLC has applied for an Activity Control License, under Kenosha County Ordinance 8.01.
Kenosha County Division of Planning and Development received, and on March 1Oth,2021, approved an application for a conditional use permit for the music festival. The applicationwas submitted by Kimberly Blevins and Allison Farden of Country Thunder East LLC.
The terms and agreements are consistent with 2019, and the previous years. (The Festival wascancelled in 2020)
Kenosha County also has received the payment stipulated in the Conditional Use Permit($225,000.00) to pay for services during the event, including the costs for law enforcement thehighway department and health department services.
The festival layout is expected to remain consistent with previous years. The anticipatedattendance is estimated at 25,000-35,000 people per day.
The Town of Randall has issued a Class B Liquor License to the festival for several years. Theliquor license (number 202012021-- 001) expires on June 30,2021. The Randall Town Boardrenewed the Class B Liquor License for 2021-2022 at the May 6th, 2021, Randall Town Boardmeeting.
The Activity Control License requirements for 2021 will have been met.
The Activity Control License application will be presented to the Kenosha County Board Judiciaryand Law Committee on June 2nd,2021.

PURPOSE. To convey runolf from terraces, diversions, or other water concentrations without causing
erosion or flooding.. To prevent gully formation.. To protect/improve water quality.
CONDITIONS WHERE PRACTICE APPLIESThis practice is applied in areas where added water conveyance capacity and vegetativeprotection are needed to prevent erosion and improve runoffwater quality resulting fromconcentrated su rface fl ow.
CRITERIAGeneral Criteria Applicable To All PurfosesPlan, design, and construct grassed waterways to comply with all federal, state, tribal, and locallaws and regulations.
Drainage areas must be treated to minimize sediment deposition to the grassed waterway.
Capacity. Design the waterway to convey the peak runoff expected from the 1 O-year frequency,24-hour duration storm.Waterways which are components of waste management systems shallhave a minimum capacity to convey the peak runofffrom the 25-year frequency, 24hour storm.lncrease capacity as needed to account for potential volume of sediment expected to accumulatein the waterway between planned maintenance activities. When the waterway slope is less than 1
percent, out-of-bank flow may be permitted if such flow will not cause excessive erosion. Ensurethat the design capacity, at a minimum, will remove the water before crops are damaged.
Peak discharge for all storms will be determined by the method outlined in NRCS NationalEngineering Handbook (NEH), Part 650 - Engineering Field Handbook (EFH), Chapter 2; orTechnical Release 55 (TR-55).

Stability. Determine the minimum depth and width requirements for stability of the grassed
waterway using the procedures in EFH, Chapter 7, Grassed Waterways; the Agricultural Research
Service (ARS), Agriculture Handbook 667, Stability Design of Grass-Lined Open Channels, or theHandbook of Channel Design for Soil and Water Conservation (SCS-TP-61).
Ensure that the vegetation species selected are suited to the current site conditions and intendeduses. Select species that have the capacity to achieve adequate density, height, and vigor withinan appropriate time frame to stabilize the waterway.
Stability of waterways shall be based on vegetative retardance C, D, or E.
Stability of waterways shall convey the peak discharge expected from the design storm withoutexceeding the allowable effective stress or permissible velocity.
Design velocities shall not exceed the values shown in Table 1.
Evaluate the potential effect of waterways with velocities exceeding the criticalvelocity (super
critical).

Width. Keep the bottom width trapezoidal waterways less than 100 feet unless multiple, ordivided waterway, or other means are provided to control meandering of low flows.
Side slopes. Keep the side slopes flatter than a ratio of two horizontal to one vertical (2:1).
Reduce the side slopes as needed to accommodate the equipment anticipated to be used formaintenance and tillage/harvesting equipment so that damage to the waterway is minimized.

Depth. The capacity of the waterway must be large enough so that the water surface of thewaterway is below the water surface of the tributary channel, terrace, or diversion that flows intothe waterway at design flow.
The minimum designed depth of the waterway shall be 0.6 feet.
Provide 0.5 foot freeboard above the designed depth when flow must be contained to preventdamage. Provide freeboard above the designed depth when the vegetation has the maximumexpected retardance.
Drainage. When needed to establish or maintain vegetation on sites having prolonged flows,high water tables, or seepage problems, use Wisconsin NRCS Conservation Practice Standards(Wl NRCS CPS), Subsurface Drain (606), Underground Outlet (620), or other suitable measures inwaterway designs.
Where drainage practices are not practicable or sufficient to solve these seepage problems, useWl NRCS CPS, Lined Waterway or Outlet (468) in place of Wl NRCS CPS, Grassed Waterway (412).
All grassed waterways shall have stable inlet areas. The area downstream of bridges, culverts,or other structures shall be stabilized with durable lining materials if vegetation cannot beestablished.
Outlets. Provide a stable outlet with adequate capacity. The outlet can be another vegetatedchannel, an earthen ditch, a grade-stabilization structure, filter strip or other suitable outlet.
Grassed waterways that serve as terrace outlets shall be established with adequate vegetationprior to the terrace construction.
Crossings. Provide livestock and vehicular crossings as necessary to prevent damage to thewaterway and its vegetation. Crossings shall be in accordance with the criteria contained in WlNRCS CPS, Stream Crossing (578), Access Road (560), orTrail and Walkways (575).
Vegetative Establishment. Establish vegetation as soon as possible using the criteria listedunder"Establishment of Vegetation"in Wl NRCS CPS, CriticalArea Planting (342).
Establish vegetation as soon as conditions permit. Use mulch anchoring, nurse crop, rock orstraw or hay bale dikes, fabric or rock checks, filter fences, or runoff diversion to protect thevegetation until it is established. Planting of a close growing crop, e.9., smallgrains or millet, onthe contributing watershed prior to construction of the grassed waterway can also significantlyreduce the flow through the waterway during establishment.
CONSIDERATIONSWhere environmentally-sensitive areas need to be protected from dissolved contaminants,pathogens, or sediment in runoff, consider establishment of an increased width of vegetation onthe waterway above the flow area. lncreasing the width of the waterway above the flow area willincrease filtering of sediment and pathogens as well as increase infiltration of runoff and increasenutrient removal. Where sediment control is the primary concern, consider using vegetationin the waterway which can withstand partial burial and adding sediment control measuresabove the waterway such as residue management. Consider increasing the channel depth and/or designing areas of increased width or decreased slope to trap and store sediment to reduce

the amount of sediment that leaves a field. Be sure to provide for regular cleaning out of thewaterway when trapping sediment in this manner.
Tillage and crop planting often takes place parallel to the waterway, resulting in preferential flow- and resulting erosion - along the edges of the waterway. Consider installation of measures thatensure that runofffrom adjacent areas will enter the waterway. Measures such as directing spoilplacement or small swales can direct this preferential flow into the grassed waterway.
Avoid areas where unsuitable plant growth limiting subsoil and/or substratum material such
as salts, acidity, root restrictions, etc. may be exposed during implementation of the practice.Where areas cannot be avoided, seek recommendations from a soil scientist for improving thecondition or, if not feasible consider over-cutting the waterway and add topsoil over the cut area
to facilitate vegetative establishment.
Avoid or protect, if possible, important wildlife habitat, such as woody cover or wetlands whendetermining the location of the grassed waterway.
lf trees and shrubs are incorporated, they should be retained or planted in the periphery ofgrassed waterways so they do not interfere with hydraulic functions. Medium or tall bunchgrasses and perennialforbs may also be planted along waterway margins to improve wildlifehabitat.
Waterways with these wildlife features are more beneficial when connecting other habitat types;e,9., riparian areas, wooded tracts and wetlands. When possible, select plant species that canserve multiple purposes, such as benefiting wildlife, while still meeting the basic criteria neededfor providing a stable conveyance for runoff
Water-tolerant vegetation may be an alternative to subsurface drains or stone center waterwayson some wet sites.
Use irrigation in dry regions or supplemental irrigation as necessary to promote germination andvegetation establishment.
Wildlife habitat benefits can be provided by adding width of appropriate vegetation to the sidesof the waterway. Care should be taken to avoid creating small isolated planting zones that couldbecome population sinks where wildlife attracted to an area experience reproductive loss due topredation.
Consider including diverse legumes, forbs, and flowering plants such as milkweeds that providepollen and nectar for native bees and other pollinators. ln dry regions, these sites may be ableto support flowering forbs with higher water requirements and thus provide bloom later in thesummer
The construction of a grassed waterway can disturb large areas and potentially affect culturalresources. Be sure to follow state cultural resource protection policies before construction begins.
Consider using energy dissipating features when velocities exceeding the critical velocity are
abruptly reduced to a subcriticalvelocity.

OPERATION AND MAINTENANCEProvide an operation and maintenance plan to review with the landowner. lnclude the followingitems and others as appropriate in the plan:
Establish a maintenance program to maintain waterway capacity, vegetative cover,and outlet stability. Vegetation damaged by machinery, herbicides, or erosion must berepaired promptly.Protect the waterway from concentrated flow by using diversion of runoff or mechanicalmeans of stabilization such as silt fences, mulching, hay bale barriers and etc. to stabilizegrade during vegetation establishment.Minimize damage to vegetation by excluding livestock whenever possible, especiallyduring wet periods. Permit grazing in the waterway only when a controlled grazingsystem is being implemented.lnspect grassed waterways regularly, especially following heavy rains. Fill, compact, andreseed damaged areas immediately. Remove sediment deposits to maintain capacity ofgrassed waterway.Avoid use of herbicides that would be harmful to the vegetation or pollinating insects inand adjacent to the waterway area.Avoid using waterways as turn-rows during tillage and cultivation operations.Mow or periodically gtaze vegetation to maintain capacity and reduce sedimentdeposition. Mowing may be appropriate to enhance wildlife values, but must beconducted to avoid peak nesting seasons and reduced winter cover.Apply supplemental nutrients as needed to maintain the desired species compositionand stand density of the waterway.Control noxious weeds.Do not use waterways as a field road. Avoid crossing with heavy equipment when wet.Lift tillage equipment off the waterway when crossing and turn off chemical applicationequipment.

The majority of tickets sold are 4-day tickets, which should reduce theamount of daily traffic in and out of the venue. Limited number of daytickets will be sold.
Assuming that the festival sells out in advance as it has done in the past,Country Thunder will use its radio and print advertisers, website, socialmedia and communication through its sponsors to get the message tothe public that the event is sold out and no on-site ticket sales areavailable.
First Aid:
First Aid will be provided by the licensed medical trained staff withrequired number of attendants on duff at all times during the event. A24-hour medical area will be established in the event grounds.
Lighting:
All entries, exits, and walk ways are covered with permanent lightingandf or generated light towers.
Parking:
General Parking - North bound traffic on Hwy P will turn left on 1l"9thStreet to Williams Rd. then turn right to Hwy O, then right to the eventsite. Entrance to parking will be at Main Entrance, Gate 6.
Gate 7 - 600' west of Main Entrance, allowing L exit lane.
RSVD/ADA Parking - North bound traffic to enter and exit directly offHwy P at Gate 1 on Hwy P.
Approximately 50 acres with capacity for up to 10,000 vehicles isreserved for parking. Additional locations for parking are currentlybeing researched, and Country Thunder will update all information as itbecomes available.
Parking attendants - Management and parking and traffic directors willbe provided by a local vendor. All attendants will be equipped withorange-colored vests. In addition to vests, all night crew directionalpersonnel will carry flashlights.
Camping:Preferred and General Camping will enter at the Main Entrance, Gate 6.
General Camping will exit through the gates off 1L9th street on the Northand South side of roads. Preferred Camping will be allowed to exit froma separate egress point directly onto Hwy O. Once campers fromGeneral 1- Camping have checked in at the front gate, they will beallowed access back into the venue through the gates off 119th Street inan effort to alleviate congestion through the front gate.
Security:Security on festival grounds will be provided by Country Thunderthrough a contracted vendor.
Security in the campgrounds will be provided by Country Thunder andKenosha County Sheriff s Department.
Fire Prevention:A minimum of 30' wide roadways and20'wide walkways surround thesite, allowing for emergency and service vehicles. Portable fireextinguishers are provided in all cooking areas, at all stages, and inexisting structures on property. A contracted Fire Departmentmaintains a presence on-site through the duration of the festival with atruck and all needed fire prevention equipment.
Fencing and Barriers:Entire event site is enclosed with 7'high permanent and rental fencestructure with entrance and exit gates allowing for crowd control.Festival grounds have three main entrances and exits for attendees.Three additional service gates are available. All entrances and exitshave security present during hours of operation,
Sound System:Speakers are located on stages allowing full ground coverage withouthigh volume. All speakers face away from permanent dwellings.
Food and Beverage Concessions!All food and beverage will be provided by licensed vendors.
Alcoholic Beverages:Alcoholic beverages sale locations are TBD and will be decided by fuly 1,
2021. All people entering are required to be pre-checked and wristbanded for proper age. All customers will be required to wear an IDwristband to purchase any alcoholic beverages. Customers will be solda maximum of (3) three alcoholic beverages at a time.
Attractions:Attractions and/or amusement rides will be supplied by a licensedamusement vendor to be located at the back of the venue, near the mainentrance. The TBD amusement vendor will provide two to three (2-3)rides, including ones geared for a youth market. All rides will bepermitted by the supplier.

Solid Waste RemovalSolid Waste will be removed by TBD during and after the festival.

Following is a draft version of the Country Thunder plan to mitigate risks at the event
Country Thunder is committed to hosting a safe event. As part of that commitment, the spread
of Covid 19 continues to be a consideration and as such, we are committed to considering the
following in order to mitigate any risk. This is of course dependent on the state, county and local
guidelines in place during the time of the planned event.
ln accordance with Centers for Disease Control and Prevention (CDC) guidance for Events and
Gatherings, we will consider the following measures to enable both Maintaining HealthyEnvironments and Healthy Behaviors in order to prevent the spread of COVID-19.
1. Maintaininq Healthv Environments
Testing/Vaccination: a COVID-19 negative test verification or vaccination record during
the days prior to arriving will be requested.- This will entail each individual planning to attend the event to, on their own, seek
out and facilitate a COVID test prior to arrival and will encourage people to be
vaccinated prior to arrival.- The event will communicate with patrons with e-newsletters, messaging on pdf
based tickets, social media etc. Media partners will also be encouraged to pass
on this messaging.- Non-vaccinated people will be encouraged to wear a mask. Masks will be
available at the event.
Event Layout: as this is an outdoor event, the layout will remain the same as in prior
years. Socially distanced entrances and vendor lines will be considered dependent upon
the current requirements. Maps including traffic flow can be included if required.
Gleaning: expect additional cleaning at high touchpoint areas such as portolets,
handwashing stations, food vendor areas, ticket booths, etc. Country Thunder is working
with sanitization companies and washroom facilities to ensure additional cleaning and
sanitation. As well, hand sanitizing stations will be placed at all high traffic areas around
the site. Patrons will be encouraged to use them throughout the day.

2. Maintaininq Healthv Behaviors
Gommunications: leading up to the event, social media, media, event newsletters and
any other form of communication will include messaging about the following. During theevent, signage posted in high traffic areas around the event site, large screenmessaging, messaging through the event app and staff messaging will also include thisinformation.
- Hand Hygiene and Respiratory Etiquette, washing your hands often,
especially during key times (food prep, bathroom, handling garbage, afterblowing nose, sneezing or coughing). Cover mouth and nose when coughing and
sneezing.- Self Monitor, self-monitor for illness and stay home if experiencing known
symptoms as listed by the CDC (Fever or chills, Cough, Shorfness of breath ordifficulty breathing, Fatigue, Muscle or body aches, Headache, New /oss of tasteor smell, Sore throat, Congestion or runny nose, Nausea or vomiting, Diarrhea).
- Negative Covid TesUProof of Vaccination, patrons will be reminded that thebest way to prevent the spread of Covid 19 is to ensure they have either a recentnegative Covid test, or proof of vaccination.
Staffing- All full time Country Thunder staff will be vaccinated. Part time and seasonal staff
will receive the same message as event patrons, recommending they shouldeither be vaccinated or have a negative Covid test before arriving for the event.
- lf required, Country Thunder will consider providing gloves and masks for eventstaff.
