GOALS OF THE COLLEGE - The vision and mission ensures that access to higher
education is open to all the disadvantaged sections of the
society, that the goals of social justice and equity are fulfilled.
We give great importance to the development of requisite skills
among the girls and boys belonging to the weaker socio-
economic strata, enabling them to survive and succeed in the
competitive world. We strive to develop our students into
socially responsible and cultured citizens.
OBJECTIVE : In order to translate this mission statement into action, the management
has
i) Started professional course in I.T., Computer Science, Management, at
reasonable price. These courses impart skills and competence to shoulder
the challenges of the competitive world.
ii) Do not restrict admissions to the few fortunate “haves”. Most of our
students have had little exposure to modern skills and professional aptitude
given their unfortunate socio- economic background. Most of them have
very low score at the entry point. But we nurture and develop their latent
talent. Give them confidence & guidance to overcome the obstacles.
iii) Give equal importance to co- curricular activities. Mere acquisition of
academic credentials does not lead to all round development. Our
extension activities like NCC, NSS, Cultural and Sports are given
substantial funding and attention so that human values and leadership
qualities are inculcated into the students.

Genesis and Evolution
JSM is the oldest college in Raigad district. It was resolved in Konkan Development
Conference held at Alibag on 17th July 1959 to start a Senior college for higher education at
Alibag. Formation of JANATA SHIKSHAN MANDAL took place to start the college. Shri.
Bhausaheb Lele was the first President of the mandal. In 1960 the responsibility was shouldered
by the then Speaker of Mumbai region assembly Shri. Nanasaheb Kunte. Founder of Konkan
Education Society Shri. V.G. Ranade was selected as Vice- president of mandal. The first
Executive committee of the JSM consisted of Shri. Kakasaheb Vaidya, Shri. Tulashidas Sheth,
Shri. Sakharam Kunte, Shri G.B. Pandit, Adv. Datta Patil, Adv. Datta Khanvilkar, Shri
Ravasaheb Naik, Shri. B.M. Mehta, Dr. Gangadhar Dhabu, Shri. S.R. Shelar and the first
Principal of the college Shri. R.T. Kulkarni.
College was inaugurated at the auspicious hands of the then Pro- Vice Chancellor of the
Pune University, Mahamahopadhyay Datto Vaman Potdar on 20th June 1961. 203 students
from various parts of Raigad District were admitted in the first batch of the college in Arts,
Science and Commerce faculties. and students appeared for the Third year examination as the
first batch of the graduates of the college in the year 1965. Shri. Madhukarrao Chaudhary was
present to give the Best Wishes to the students.
On 22nd January 1987, Loknete Adv. Datta Patil(Dada), the then MLA of Alibag Taluka
and the Leader of the opposition in the State Legislative Assembly was elected as Chairman of
Janata Shikshan Mandal. Hon. Dada gave a perspective plan of development for the college. He
invited the young generation along with him on the board of Directors of the college. In the
year 1990 Shri. Sanjay Datta Patil became the Secretary of the Mandal. Shri. Ajit Shah and
Shri. Sanjay Patil took the pains and efforts to put the college on the track of development
under the guidance of Loknete Adv. Datta Patil. Under the dynamic leadership of
Hon. Adv. Datta Patil, the college has reached to this stage of excellence. A good infrastructure
of the college is developed and the professional courses like B.Sc., Computer Science, B.Sc.,
Information Technology, BMS, B.Com. Banking and Insurance, Post graduate courses like
M.Sc. Chemistry, M.Sc. Botany, Ph.D. Centre for Botany M.A. in Marathi & Hindi, Ph.D.
Centre for Hindi and Laboratories for Computer Science, information Technology, Electronics
Physics, Botany & Zoology have been started during his tenure.
Adv. Datta Patil Law College got started due to the tireless efforts of Shri Sanjay Patil and
Shri Ajit Shah along with other members in the year 2000. It is the first Law college in the
Raigad district. College was inaugurated in the Presence of Hon. Dr. Bhalachandra Mungekar,
Vice - chancellor, University of Mumbai.
Now Shri. Sanjay Datta Patil is shouldering the responsibility as President of Janata
Shikshan Mandal along with Shri Ajit Shah as the Secretary. They are leading the college with
a new vision towards the excellence in accordance with new technology and the needs of the
stakeholders. A new well equipped administrative building of the college has been constructed
recently. Shri Sanjay Datta Patil is the recipient of prestigious Indira Gandhi National Award

conferred by National Unity Conference, New Delhi for his valuable contribution in the field of
education in the year 2001.
Ours is the only college in the district which has received the ‘The Best College Award’
for N.S.S. activities in the year 1999-2001 at University level, State level and also the National
level ‘Indira Gandhi Award’.
University of Mumbai has conferred the “BEST COLLEGE IN THE UNIVERSITY” (In
Rural category) for the year 2018-19.
Recently, the college is Re-accredited by National Assessment and Accreditation Council
(NAAC) Bangalore with ‘B’ grade.
The college is recognized by UGC under 12(B) and 2(f) and eligible to get the UGC grant
in aid for college development.

Profile of the Institute Building and Infrastructure
College is located along the seashore with a very scenic view of Kolaba fort. College is
accommodated in spacious well-situated buildings. It is an ideal site for educational institute
with pleasant surroundings. The town is well-connected by road.
We have a big, separate, modern administrative building which is well equipped. It has
separate counters, server room, Principal’s office and Chairman’s cabin. There is Examination
facility centre, mini conference room, audit room, pantry, record room in this building. Office is
student-friendly.
There are large, spacious, airy classrooms with tube lights and fans. There is a separate three-
storey building for the Library. Canteen facility for students is available. Ladies common room
and hostel facility for the girl students is there. We have provided sanitary napkin vending
machine in the ladies hostel. Exam facility room is provided near staff room.
Laboratories
There is a separate Chemistry department complex with well-equipped five laboratories. There
are separate laboratories for Physics, Botany and Zoology. All the laboratories are endowed
with essential equipment’s. Instruments glass wares, chemicals, etc. Four new laboratories for
Computer Science and Information Technology with 100% computer terminals and internet
facility are available in the college. This year, New Laboratory for Geography was added.
Library
The college has a separate three-storey library building named ‘Ramsheth Thakur Library’ with
reading hall facility for students and staff. It is one of the biggest libraries in the district with
very rare collection of books. Library is well maintained with 83076 volumes of text books and
reference books of the value of Rs. 9724462. We subscribe for about 90 periodicals,
magazines. 14 daily news papers are available for reading in the library.
The college library also subscribes to 199500 + e-books and 6000+ e. journals from N-LIST.
SOUL software has been introduced in the library for accessioning, cataloging, circulation,
classification and registration of books.
UGC Network Recourse Centre facility is provided to the students at minimum charges. Book
bank Scheme is run for the economically backward students. Reading room facility is available
throughout the day.
Gymkhana
There is a separate spacious Gymkhana for indoor games and a playground is also available for
outdoor games. Gymkhana committee organizes inter-collegiate sports competitions every
year. Students are encouraged to participate in various inter-collegiate sports competitions.
Our students are motivated to participate in all University level competitions like Cricket, Kho-
Kho, wrestling, swimming, cross country, Kabbadi, Chess, etc.

National Service Scheme Unit (N.S.S.)
We have 3 Units and enroll 300 students every year. Participation in N.S.S. is an opportunity for
personality development of the students. Students enthusiastically participate in various
community welfare projects and seven-day special camp programme in the adopted village.
Our students get the opportunity to participate in University level, State level & National level
camps through N.S.S.
“Avishkar Research Convention”
Each year, Mumbai University organieses ‘Avishkar’ Competition to inculcate and strengthen
research culture among students in the following branches --

We encourage and guide students to take up and present research work at Avishkar.
N.C.C.
Participation of students in N.C.C. inculcates discipline, self confidence and patriotism. It is one
of the oldest units of the Raigad district, associated with 6 MAH BN NCC MUM BN NCC MUM ‘A’
group, N.C.C. Directorate of Maharashtra. N.C.C. Cadets get the opportunity to participate in
various training programmes, RD camp and National Integration camps. The aims are achieved
through two types of training/activity –
i) Institutional training – weekly
ii) Camp training – During vacation
Industrial visits and excursions
Each year, we organize Industrial visits, Botanical & Zoological excursion to Chemical
fertilizer industries, Ayurvedic & pharmaceutical companies, Konkan Krishi Vidyapeeth
Dapoli, Agricultural colleges at Dapoli Computer and Information Technology institutes.
College also organizes educational tours within and outside the state.
College Cultural Forum
College cultural forum organizes various cultural activities annually. Apart from Annual
Social Gathering competitions in singing, dance, elocution, debate, and essay are organized
every year. We also encourage students to participate in various cultural competitions
organized by University of Mumbai, and other organizations from Maharashtra. In the last
academic year Youth Festival of the University was organised online. Our college was over
all champion at the district level.

In addition to the Academic progress of the students, we are also taking care of the

Refund of Fees
With reference to the ordinance 0.2859 amended and the University Circular No. UG/412 of
2008 dated 11th
Sep. 2008. If a student informs the Principal of college in writing that he wants to
cancel his admission and that he cannot continue his education in the same college for certain
reasons he will get the refund of fees after deducting the charges at the percentages at the percentage
as mentioned below.

Examination & Evaluation
Credit Based Semester and Grading System
From the year 2011-12 university of Mumbai has introduced Credit Based Semester and
Grading System (CBSGS) for Degree college students and is applicable to the students admitted for
under graduate and postgraduate degree programmes under the faculties of Humanities (Arts).
Science and Commerce. It is also applicable to both traditional and self financing Undergraduate and
post graduate degree programmers.
Salient features of the examination & evaluation system are –
1. For any three-year integrated course, a student will have to complete six semesters.
First Year – I & II Semester
Second Year – III & IV Semester
Third Year – V & VI Semester
The college on behalf of University will conduct the examinations of I, II, III & IV semester
only. Semester end examinations of Semester V and Semester VI will be conducted by the
University of Mumbai.
2. Every student admitted to various programs has to complete credits as shown below.

Student of Arts/Commerce/Science classes will appear for semester and examination of 100
marks for each subject, except. Foundation course of first four semesters. For FC student will be
evaluated in two parts – 25 marks of internal and 75 marks of external assessment. (Student will
appear for 75 Marks paper) For BMS, BSc (CS) & BSc (IT) also there will be a scheme of 25 marks
internal & 75 Marks of External Assessment. Students has to complete Project / assignment of 25
marks or clear the internal examination of 25 marks conducted by concerned department / teacher.
3. A grade card will be issued to the students showing the credits accumulated or earned and
the semester Grade Point Index (SGPI) of the semester as well as for the earlier semester and
GPI/SGPI will be conducted accordingly Grade Point Index (CGPI) will be calculated on the
grade card of semester VI (T.Y.) which h includes SGPA of all semester (FY, SY & TY) and
grade will be awarded on the basis of same.
4. A student shall earn the credits only appearing for semester end examination and qualifying
the concerned courses in full.
5. The Grade points and Grade will be awarded as per the following Table.

Eligibility to appear for Examination
A Student who will show satisfying progress in studies and not less than 75% attendance for
theory, Practical and Tutorial is eligible for appearing semester end examination (Please refer
attendance and of term circular)
Additional Examination –
A Student (Learner) does not appear i.e. remains absent in some or all the courses on medical
ground or for representing the college, University in sports, cultural activities of NSS or sports
training campus conducted by recognized bodies/ competent authorities or for any other reason
which is considered valid under exceptional circumstances and to the satisfaction of the Principal or
the Head of the institution, is eligible to appear for the extra examination. This examination will be
conducted by the college after the end of semester end examination of October & March additional
respectively.
A Student has to given the intimation of his absences and application in writing to the principal
before commencement of examination, completion of the paper of a particular semester end
examination. Any application received after the completion of semester end examination will be not
entertained.
Verification of Marks
The Student have the facility of obtaining photocopy of the assessed answer books by
applying within seven days of declaration of result and payment of Rs. 50/- per paper.
College will supply the photocopy to the learner in person. On receipt of photocopy, student
may apply for redress of grievances (Revaluation) to the college in prescribed form with
payment of fee of Rs. 250 per paper.
Change of marks after verification/revaluation (if any) shall be communicated and revised
mark sheet will be given on surrendering the original mark sheet.
Duplicate copy of the Grade Card
The facility of obtaining Duplicate copy of the Grade card is available to learners. The learner
shall apply to Chairman of Examination Committee in the prescribed form and pay the
prescribed fee of Rs. 100/-

Attendance and Grant of Terms
Attendance of learners is regulated by 0.119, 0.120 and 125
a. Ordinances 0.119, 0.120
The explanation issued by the University wide circular no. UG/235/98 dated 03/07/1998 relating to
0.119 says that- ‘For granting of terms, attendance of 75% of theory, practical and tutorials
(wherever prescribed) separately will be required, out of the total number of lectures, practical’s and
tutorials conducted in the term.’
b. Ordinances 0.125
1. It states that ‘To keep a term at a college or recognized institution, learner must complete to
the satisfaction of the Principal or the Head of Institution, the course of study at the college or
institution prescribed for such terms for the class to which such learner then belongs.’
2. Learners who fail to maintain the condition of minimum attendance on account of bonafied
illness, or any other reason which is deemed right by the Principal, should apply in writing to
the Principal, for leave of absence, prior or within two days from the date of commencement
of such leave, falling which they will be treated as defaulters.
3. All application for leave of absence along with medical certificate, if any, should be
submitted to the Principal and not directly to any teacher.
4. Learners who request leave of absence from lectures/ practical / tutorials for participating in
sports, cultural, ‘Avishkar’ research convention or any other activities on behalf of the
college should submit the application countersigned by the respective teacher in charge.
5. All decisions pertaining to grant of terms will be decided by an Attendance duty constituted
by the college.

Procedure for investigation in case of Malpractice
With reference to the ordinances 0.220(amended) of the University of Mumbai
1. Principal of the college will appoint the unfair means inquiry committee to
investigate means resorted by students at the examination held by the college.
2. Principal shall inform the student concerned in writing of the act of unfair
means alleged to have been committed by him/her should not be held as proved
and punishment stipulated in the show cause notice by imposed.
3. Student will be asked to appear before committee with written reply/
explanation to the show cause notice served on him/her. Student herself/himself
only shall present his/ her case before the committee.
4. Inquiry committee should show the document that is being taken into
consideration for the purpose of charges against the student. The evidence, if
any, should be recorded in the presence of delinquent.
5. Reasonable opportunity including oral hearing shall be given to the student in
his defence before making final report and recommendations to the principal.
6. Committee will consider the reply/ explanation given by student before making
final recommendation in the case in the spirit of natural justice.
7. Student will be given two opportunities to appear before the committee. Even
after offering two chances, if the student fails to appear before the committee,
committee will take decision in his/her absentia.
8. Committee will submit the report to the principal giving the recommendations.
Final orders will be issued by principal with regard to penal action to be taken
against the student.

RULES OF DISCIPLINE AND CODE OF CONDUCT
DISCIPLINE:
Student must maintain silence in the classes, Library office, laboratories. When they are
free, they should make use of college library and must not loiter around the college
premises. Loud conversation and shouting should be avoided.
The minimum 75% attendance and satisfactory progress in studies are essential
requirements for student to become eligible for being sent up for University
examination.
Discipline committee is looking after the maintenance of discipline in the college.

discipline is the best discipline. All the students are expected to observe rules and
regulations in force to enable the smooth working of the college.
1. Students should always wear their valid college identity card Whenever in the college
campus. No student is allowed to enter in the college premises without valid identity
card.
2. During the time of lectures student should not loiter in the corridors or in and around
the college premises.
3. Students shall not be allowed to bring any outsider with them in the college but in
special case parents or any outsider may be allowed with valid reason and with the
permission of Principal.
4. Students shall not organize picnics, excursion trips etc., on their own without the
written permission of the Principal.
5. Students are prohibited from doing anything inside or outside the college that will
interfere in college administration or affect its public image. No outside influence,
political or any other should be brought into the college, directly or indirectly.
6. In case of the any problem, personal or academic, students report to the subject Teacher
of their respective class or faculty in charge or the Principal who will help them to
solve their problems.
7. Discipline committee is looking after the maintenance of discipline in the college. The
power s relating to the disciplinary action in the college will be with the Principal and
his decision in this respect shall be final. Anyone who violated the code of conduct will
be severely dealt with.
8. Student will treat the college property with great care and consideration. They will not
make any mark on the furniture or on the walls. Any damage or destruction of the
college property will be punishable individually or collectively.

9. Students are forbidden to organize or attend any meeting within the college or collect
money for any purpose from students and outsiders or to circulate among the students
any notice or petition of any kind or paste it on the college notice board without the
written permission of the Principal.
10. When the teacher enters the classroom, the student must rise and remain standing till
they are directed to sit down. When the attendance roll is called, each one must rise
and record the presence. Students who are absent from classes for two weeks or more
at a stretch, without the permission of the principal in writing will be considered to
have left the college. Students remaining absent for more than two days, from any
reasons (Personal/ co-extra-Curricular activities) have to submit the leave application
duly signed before proceeding for leave.
11. Students are expected to be seated in their respective classrooms at the stroke of the 1st
bell and wait for the teacher. Action will be taken against students found loitering
about in the corridors making noise, students are to make use of the Library during
free periods.
12. Students have to park their vehicles at the parking space only. Movement of vehicles in
the college campus shall be in at moderate speed only.
13. Smoking/ Chewing of tobacco, gutkha within the college is strictly prohibited.
14. All the circulars, notices related to examinations and other programmes etc. are
displayed on the college notice board. Concerned students will be held responsible for
the loss, if they failed to read the notices.
15. As per the direction given by the Honorable Vice- chancellor, University of
Mumbai, and Govt. of Maharashtra Students are not allowed to use mobile in the
college premises.
16. Ragging is prohibited. Government of Maharashtra has notified ragging as a cognizable
offence. Any one reported to be involved in any form of ragging will be severely dealt
with. Therefore, students are advised to restrain fro, indulging in any form of ragging.
17. Student should not put any objectionable comment/photograph of the college on social
media.
18. Students should not involve in any Political activity in the college premises.
