The Governor's Stay-at-Home Advisory and

Mandatory Closure of Nonessential Businessesis extended until May 18.

The Provincetown Health Department is workingwith state and local partners to develop

guidelines for our licensees.

Governor Charlie Baker’s Mask Order

is now in effect.Provincetown Select Board voted on May 4, 2020 to adopt the

Governor’s Face Covering Order and added“any member of the public not covered under the Governor’s

Order utilizing Commercial Street from Bangs Street to Pleasant Street between 9 am and 9 pm

must wear a face covering over their noseand mouth and must exercise social distancing in accordance with

the CDC guidelines and shall remain in effect until rescinded.”

People are Required to wear masks when entering or working in closedspaces that are open to the public such as grocery stores,

pharmacies, convenience stores, and others.This also includes restaurants when picking up take-out,

and common areas of residential or commercial complexeswith multiple units.

The Order requires town businesses to post the Order at their entranceand to enforce the mask coverings within their establishment.

Stay safe, wash your hands, wear masks,and maintain appropriate social distance.

The Mission of the Coalition is to engage representative stakeholders of the major sectors to advise the Provincetown Town Manager in the development of plans that will facilitate the operation of the town and its businesses to serve residents and visitors while maintaining the health and safety of everyone during the summer and fall of 2020.

As Secretary Acosta noted yesterday, theDepartment of Unemployment Assistance (DUA)announced the launch of the PandemicUnemployment Assistance (PUA) program on 4/20.PUA provides payment to workers not traditionallyeligible for unemployment benefits (self-employed,independent contractors, workers with limited workhistory, and others) who are unable to work as adirect result of the coronavirus public healthemergency. U.S. Chamber Foundation Launches

the Save Small Business Fund

Small businesses are the foundation of our communities and our economy, and chambers of commerce are anessential part of that ecosystem. Employing nearly half the American workforce, small businesses keep our

neighborhoods running and make them feel like home. The impacts of the Coronavirus pandemic have wroughtunprecedented financial uncertainty. These businesses need resources and relief — and they need it now.

That's why the U.S. Chamber Foundation is launching the Save Small Business Fund with Vistaprint toprovide assistance to small businesses and local chambers of commerce impacted by the Coronavirus

pandemic. Funded by contributions from corporate and philanthropic partners, the Chamber Foundation willdistribute $5,000 grants to small employers in the U.S. and its territories.

The Save Small Business Fund is part of the U.S. Chamber of Commerce’s Save Small Business Initiative—anationwide effort to address small business owners’ immediate needs, mitigate closures and job losses, and

mobilize the long-term support the small business community needs for recovery.

We want to reach as many businesses as possible through this grant program, and encourage you to share itwith those in your community.

Massachusetts Growth Capital Corporation is pleased to announce the request for proposals for participation inthe Fiscal Year 2021 (July 2020 - June 2021) program.

About the Program

The Small Business Technical Assistance Grant Program expands economic and entrepreneurial opportunity throughoutthe Commonwealth. The program is designed to complement and enhance traditional public and private small businessassistance networks by providing technical assistance and training programs for underserved and/or disadvantagedbusinesses with 20 employees or less. It seeks to facilitate small business economic viability and improve their ability tosecure capital.

This state-funded program is managed by MGCC. The grants are awarded to community development corporations(CDC’s), community development financial institutions (CDFI’s), chambers of commerce and other nonprofit organizationsthat currently provide technical assistance and training programs to small businesses and start-ups with an emphasis onunderserved businesses and entrepreneurs. Eligible organizations use the funds to provide crucial services, such astechnical assistance, training in business skills, and access to financing, to their local businesses. These grants areintended to supplement the organization’s current and anticipated funding and not to be the primary funding support. Inaddition, mini-grants are offered through the grantees to small business owners with needs for professional, technical, andoperational services.

FY2021 Program Information

· Funds available for this grant program in FY 2021 will be $4 million. (subject to appropriation)· Maximum grant amount to programs proposed by a single organization not to exceed $85,000.· Maximum grant amount to programs proposed as a collaborative joint proposal (defined as two or more eligibleorganizations sharing costs and providing complementary services in coordination with each other) not to exceed$175,000.· Collaborative joint proposals must demonstrate that the organizations propose a cohesive work plan and will worktogether to implement and achieve their proposed objectives.· Collaborative joint proposals must have one lead organization and one person responsible for the application andadministration of grant monies, as well as all reporting and communication with MGCC.· MGCC will endeavor to assure broad geographic diversity among grantees but will not limit the number of grantsawarded per region.

The SBA's EIDL Disaster Loan Portalis back up and accepting apps on a limited basis

Important: Accepting apps for two business categories only:

Agricultural businesses includes those businesses engaged in the production of food and fiber, ranching,and raising of livestock, aquaculture, and all other farming and agricultural related industries

Applicants with an EIDL app beginning with a 2# series AND did not get to reapply in the new streamlineapp portal. Reapplying under the new portal would’ve issued a 3# series app

Next steps for businessesThe SBA will accept PPP applications from lenders beginning Monday, April 27th at 10:30 am.

It is critically important that we all encourage the small businesses in our communities to work with their lender toapply for the Paycheck Protection Program as soon as possible.

Businesses can access the SBA’s Find A Lender tool or consult the SBA Massachusetts District Office’s list ofparticipating Paycheck Protection Program lenders.

The SBA will offer virtual sessions to support small businesses all week. Sign up for SBA email updates toreceive notice of these programs. Businesses should also consult SBA Resource Parnters, who offer remotecounseling and coaching.

Businesses in need of application translation services should contact the Massachusetts Growth CapitalCorporation (MGCC)’s online resources. This website provides a list of technical assistance providers who canhelp businesses apply for PPP in languages other than English.

Registry of Motor VehiclesLicenses, IDs, and Permits

All non-commercial driver’s licenses, ID cards, and learner’s permits that expire in May 2020 will now expire inJuly 2020. This extension will also apply to those whose expired March 2020 credential was already extended by60 days. The specific expiration date typically coincides withan individual’s birth date.

All Commercial Driver’s Licenses (CDLs) and Commercial Driver’s License Permits (CLPs) that expire inMay 2020 will now expire in July 2020 and do not need to be renewed at this time. This extension will also applyto those whose expired March 2020 credential was already extended by 60 days. The specific expiration datetypically coincides with an individual’s birth date.

All annual motor vehicle inspection stickers that expire on May 31, 2020 will now expire on July 31, 2020.This extension will also apply to those whose expired March 2020 inspection sticker was already extended by 60days.

CAPE COD REGIONAL TRANSIT AUTHORITY

The Cape Cod Regional Transit Authority has continued operationsduring the coronavirus pandemic, but has felt the impact it has hadon the community.“All across the country, transit agencies have seen a significantreduction in all of their service. Here on the Cape we have seenabout a 65 to 75 percent reduction in our daily fixed route service,”said Administrator Tom Cahir.“So we’ve seen big reductions in our service and the number ofpeople taking advantage of our service but we’ve tried to make surethat we still provide service at the time that is convenient for people getting to work, and medicalappointments, and the grocery store.”The CCRTA carries roughly 500 to 700 people a day on their fixed route service.

Closure of the EIDL application portal: Due to limited appropriations funding, the application portal forthe EIDL–COVID-19 assistance program (EIDL loans and EIDL Advances) has been temporarily closed.Applicants who have already submitted their applications will continue to be processed on a first-come,first-served basis. SBA is processing EIDL applications as quickly as possible. SBA will provide thosewhose applications are approved with loans that will cover the business’s short-term working capitalneeds.

2. The Main Street Lending Program: Supporting small and mid-sized businesses that were in goodfinancial standing before the crisis by offering 4-year loans to companies employing up to 10,000 workersor with revenues of less than $2.5 billion.

The CDP along with 72 other small business support organizations recently sent a letter to Governor Baker thatoutlined a number of initiatives that need to be funded by the state to help very small businesses acrossMassachusetts. The CDP acknowledges that Lower and Outer Cape businesses have many unique challengesin a normal year let alone during a Pandemic and need additional support. We have crafted a letter to our stateelected officials to request additional resources for small businesses. Please Read the letter. On a separate note, many of you may have heard that small business owners who also have a job where theyget a W2 for over $5100 a year, can not apply for the Pandemic Unemployment Insurance. We have many smallbusinesses here that can not support themselves on what they make in their small business and have part timejobs to supplement their income. The CDP has brought this to the attention of our state legislators and they havereceived feedback that this is a cap in the Federal Policy and must be changed by the Federal Government. Ifyou have business owners that have fallen into the crack in the support options please have them contactCongressman Keating and Senators Warren and Markey.

Seashore Urges Public CooperationDuring COVID-19

Oficials at Cape Cod National Seashore have discovered vandalism and dumping at seashore locations, andhave observed numerous regulations not being followed. Construction materials were dumped in the DoaneRock area in Eastham, and household trash was dumped at Great Island in Wellfleet. Fencing was vandalized inTruro. In addition, there have been increased violations, including pets on trails, in shorebird areas, and off leash;and bicycles, dirt bikes, and ATVs on trails. The seashore staff does not have the resources to address these careless acts. We will issue citations to thosewho do not follow regulations, and we may be forced to close areas of the seashore if violations continue.

If choosing to come to the seashore, residents and visitors must adhere to the following regulations to avoid acitation and fines up to $5000. --Pack out all trash, including food scraps and pet waste.--Follow pet regulations: Pets must always be leashed. They are never allowed on unpaved trails, and they mustbe kept out of posted shorebird protection areas. Clean up after pets.--Folw bike regulations: Bikes are allowed on paved areas and fire roads only. They are never allowed onunpaved trails or on beaches.--Dirt bikes and ATVs are never allowed on trails within the seashore.--Do not litter and No dumping.

Two of Cape Cod’s Oldest Institutions Team Up to Increase Accessibility and Tourism in Greater Provincetown

The Cape Cod Pilgrim Memorial Association/Pilgrim Monument and Provincetown Museum (PMPM) and The CooperativeBank of Cape Cod (The Coop), today announced a strategic partnership to fund the Bradford Access Project. The initiativeis aimed at constructing an inclined elevator that will create a physical and economic link between the Pilgrim Monument onHigh Pole Hill and downtown Provincetown, enabling tourists and visitors to easily access both areas.

PMPM’s vision is to create a stronger connection between the Pilgrim Monument and the heart of Provincetown. TheBradford Access Project will extend the monument’s “front door” down to Bradford Street, which will create an easier flow offoot traffic between the two locations. The new Americans with Disabilities Act-compliant inclined elevator will not onlyincrease accessibility and tourism, it will have lasting economic benefits to Provincetown’s business community beyond itsprojected completion in early 2021.

Theserelationships will help complete a major first step to transform PMPM from a local, community museum into a world-classdestination for learning and ensuring the accurate telling of Provincetown's rich history.

Yesterday afternoon a blue whale was sighted just 13 nautical miles east of Truro by the Centerfor Coastal Studies Right Whale Aerial Surveillance team.Blue whales (Balaenoptera musculus) are the largest animal ever known to live, growing up to100 ft in length and weighing between 76 - 150 tons.The Northwest Atlantic blue whale population is estimated to be between 400- 600 individualsand they are mostly commonly documented in the Gulf of St. Lawrence in Canada. There are sporadic sightings of them off New England, but when they are seen they aregenerally in very deep water hundreds of miles offshore.The most recent sighting of blue whales (that we know of) in the area was by the New EnglandAquarium aerial team in February, where they documented two individuals 130 miles offshore.
