Introduction

The overall objective of the new national TVET strategy is to create acompetent, motivated, adaptable and innovative workforce that plays pivotalroles in the poverty reduction and socio- economic development efforts ofthe country. This is achieved through facilitating demand- driven,self-employment oriented, relevant and outcome-based TVET at all levels. Thatis why the Ethiopian TVET system is reorganized into anoutcome-based system. This means that identified competences of thelabor market that are described in the occupational standards are the finalbenchmarks not only for training and learning activities but also for theassessment of competences and certification as well. Moreover, buildingan outcome-based TVET system creates access for equal recognition ofcompetences acquired through whatever the means and ways of beingcompetent.

The overall frame and structure of the outcome-based TVET system is describedin the National TVET Qualifications Framework (NTQF). The NTQF rationalizes allTVET provisions into a single nationally recognized qualification. It defines thedifferent occupational qualification levels to be awarded. The levels detailthe scope and composition of qualifications and degree ofresponsibility a qualified person would assume in the workplace.

The outcome of training delivered in the system is measured through a processof verification of a candidate’s achieved competences, known asoccupational/competence assessment. When we say assessment it is not onlya TVET graduate’s competence that is to be measured but also that of anyonewho wants his/her competences be recognized. A candidate, no matter whatway s/he achieved the competence, who has proven competentthrough assessment and has fulfilled the requirements of the Certificationapplied for, is awarded a certificate. This certificate is anofficial and nationally recognized proof of the person’scompetence in the respective level or unit/s of competence of an occupationissued by the Federal TVET Authority for the purpose of qualification to joinIndustry, or by an Industry body, for the purpose of recognizing the worker'sexpertise in the occupation practiced in industry.

This directive is issued to enable all involved to properly and

successfully implement the conduct of the entire assessment and certification

system and thus, manage the competence assurance of the country's

manpower resources.

Article 1 - Definition of Terms

AAAAccccccccrrrreeeeddddiiiittttaaaattttiiiioooonnnn – In relation to assessment and certification, it is the process

of recognizing and/or empowering a person and/or an

entity/organization to perform certain roles or responsibilities on

behalf of the Federal TVET Agency (CoC) or the Industry Sectors, in assessing

the competence of candidates.

AAAAsssssssseeeessssssssmmmmeeeennnntttt - is the means of determining if a

candidate possesses the required competencies of an occupational

qualification as stated in the Occupational Standard (OS). It is a process of

collecting evidence/s and making judgment on whether competence

has been achieved. It does not discriminate whether one acquires the

competencies inside or outside the TVET institutions.

AAAAssessssessssessssessoooorrrr – A technical expert from Industry or TVET Institution who is

accredited by the CoC, and the Regional Industry Board of the sector, to

determine whether a person seeking certification in a qualification level or on

certain specific competencies has possessed the required knowledge, skills

and proper attitude as indicated in the OS.

AssessorsAssessorsAssessorsAssessors PanelPanelPanelPanel –––– is a sector- specific body created by an industry sector

( Regional Industry Board , of Regional Association) in coordination with the CoC

whose members are recognized to perform competence assessments of

candidates who desire to get certification. It is composed of practitioners from

Industry or senior Trainers of the TVET system, who meet the requirements of

accreditation as Assessors.

AAAAssessmessessmessessmessessmennnntttt CCCCeeeennnntttterererer (AC) – An establishment officially

accredited by the CoC and or the Regional Industry Board of a sector to manage

the assessment of candidates for certification on certain specific competencies

or qualification. This establishment has to meet certain requirements of the

Certifying body ( FTA for Qualification certification, or Regional Industry Board

for the Certification of Worker's expertise)

AssesAssesAssesAssesssssmmmmeeeennnntttt vvvveeeennnnuuuueeee – This may refer to a workplace or work station,

whether in a company or an institution, that has been identified and

coordinated by the Assessors Panel / Regional Industry Board , or the CoC ,

to house assessment activities managed by the CoC or by the Regional

Industry Board .

AssessmentAssessmentAssessmentAssessment MethodMethodMethodMethod – This refers to the activities that an assessor engagesin as he or she assesses a candidate for certification of competence/s or

qualification. These methods may include: Observation, Product Evaluation

and Questioning, either as written test or oral interviews.

AAAAssessmessessmessessmessessmennnntttt Ins t rument /Ins t rument /Ins t rument /Ins t rument / TTTToooooooollll ((((ATATATAT)))) – This refers to the nature of the

assessment task given to a candidate , which will provide the assessor

the evidence of competence, to support his judgment on whether the

candidate has possessed the competencies being assessed.

Assessment tools may include : Demonstration of actual task ( either

on-site in actual industry setting, or through some simulated projects that

reflect industry-oriented activities), Role plays, Written or oral

questioning, and Portfolio method,( which includes verification of previous

work accomplishments, including certifications from recognized

organizations) that can be used for accrediting CORE ASSESSORS of

Industry.

CaCaCaCannnnddddiiiiddddaaaatttteeee – An individual seeking recognition of his/her

competencies, who applies for Assessment at an accredited AC or the CoC ororororanananan industryindustryindustryindustry certifyingcertifyingcertifyingcertifying bodybodybodybody, and qualifies to undertake the process under theobservation of accredited Assessors in an assessment center / venue

designated .

CCCCeeeennnntttteeeerrrr ooooffff CCCCoooommmmppppeeeetttteeeennnncccceeee (CoC) – A government organization established by

the regional government administration and delegated by the Federal

TVET Agency to properly and effectively implement Assessment for

Qualification Certification of TVET trainees.

CCCCeeeerrrrttttiiiiffffiiiiccccaaaattttiiiioooonnnn – A formal process of recognizing an individual's occupational

qualification or expertise based on the Occupational Standards and the requirements of the

Certifying Body. In this Directive, Certification may refer to a Qualification as a result of training

or Prior Learning , or as recognition of one's expertise in the performance of his/her job in

industry.

CertifyingCertifyingCertifyingCertifying BodyBodyBodyBody ---- The organization responsible of issuing certification to a TVET

trainee or an industry worker. The FTA is the Certifying body for the TVET, while the

Regional Industry Board or Association is the certifying body of competent workers in

industry.

CCCCoooommmmppppeeeetttteeeennnncccceeee – The possession and application of knowledge, skills and

proper attitude in performing the job of an occupation in industry, as

indicated in the Occupational Standard.

CCCCoooommmmppppeeeetttteeeennnncccceeee CCCCeeeerrrrttttiiiiffffiiiiccccaaaatttteeee ((((CCCCCCCC)))) – A document issued by CoCs, on behalf of

the Federal TVET Agency, to individuals who were assessed as competent in

a single unit or cluster of related units of competence, but do not cover all

that are required in a qualification.

CCCCoooommmmpppplilililiaaaannnncccceeee AAAAuuuuddddiiiitttt – A systematic and documented process of obtaining

evidence on whether implementation of the Ethiopian Qualification System is

compliant to quality standards.

IndustryIndustryIndustryIndustry CertificationCertificationCertificationCertification ProgramProgramProgramProgram ---- A certification program designed and implemented

by an industry sector or a professional body ( Association of Accountants or

Organization of Legal Officers) to recognize the expertise of individuals practicing

the occupation in the sector, or a profession, after the individual has fulfilled the

requirements of the certifying body, which includes among others, an occupational or

competence assessment.

NNNNaaaattttiiiioooonnnnaaaallll QQQQuuuuaaaalllliiiiffffiiiiccccaaaattttiiiioooonnnn CCCCeeeerrrrttttiiiiffffiiiiccccaaaationtiontiontion –––– A certification issued by the Federal

TVET Authority represented by the CoC or Regional TVET Authority, to individuals who

have achieved all the required units of com pe t e n c e of a

national qualification level defined in the Occupational Standards, from a

TVET Training , whether formal or Non- formal, and obtaining successful

results of an occupational assessment conducted by the CoC. This

certification will enable the individual to qualify for a job along this occupation

in industry.

NNNNaaaattttiiiioooonnnnaaaallll TVTVTVTVEEEETTTT QQQQuuuuaaaalilililiffffiiiiccccaaaattttiiiioooonnnnssss FFFFrrrraaaammmmeeeewwwwoooorrrrkkkk ((((NTNTNTNTQQQQFFFF)))) — An outline

of the system of TVET qualifications defining qualification levels, and

rules for assigning levels, to a qualification or part of a qualification.

OOOOccccccccuuuuppppaaaattttiiiioooonnnnaaaallll SSSSttttaaaannnnddddaaaarrrrdddd –––– A standard defined by experts of an industry

sector indicating the competencies and their respective performance

criteria that are required, for a worker to perform the various tasks of the

occupation in industry.

On-SiteOn-SiteOn-SiteOn-Site AssessmentAssessmentAssessmentAssessment is an assessment process where the candidate is being

assessed for competencies which are actually performed in the workplace in

industry. It is an option to the selection of venue for Assessment of Candidates

who wanted to get certified .

PortfolioPortfolioPortfolioPortfolio - A collection of different types of evidence relating to the work being

assessed. It includes a variety of work samples, which can be used in:

a) Recognition of prior learning and experience,

b) Assessment of long-term activities related to each other, and

c) Assessment where direct observation may be difficult. It is important that the

evidence in the Portfolio meet the requirements of sufficiency and currency.

RRRReeeeccccooooggggnnnniiiittttiiiioooonnnn ooooffff PPPPrrrriiiioooorrrr LLLLeeeeaaaarrrrnnnniiiinnnngggg ((((RRRRPPPPLLLL)))) – The acknowledgmentof a person’s skills and knowledge acquired through previoustraining, work or life experience, to award a TVET qualification uponproof of competence through assessment and without prior attendance of a

TVET training program.

QQQQuuuuaaaalilililiffffiiiiccccaaaattttiiiioooonnnn – A defined set or group of units of competenceidentified by the industry which meets workplace requirements.

QQQQuuuuaaaalilililiffffiiiiccccaaaattttiiiioooonnnn LLLLeeeevvvveeeellllssss – Details the scope and composition ofqualifications and degree of responsibility a qualified person can assumein the workplace.

RegionalRegionalRegionalRegional IndustryIndustryIndustryIndustry BoardBoardBoardBoard is a sector-specific industry body created by

the Governing Board at the Federal level which is composed of

technical experts from the Ministry that takes charge of the sector, and

Leaders/ Managers of leading industrial firms operating in the region to

implement Competence Assurance.

RegionalRegionalRegionalRegional AssociationAssociationAssociationAssociation is an occupation-specific body (example: Regional

Association of Accountants) created by the Ministry of Civil Service to take

charge of the technical requirements for the Occupational Standards

development and Assessment- related activities concerning the occupation.

The occupations included in these associations are practiced across

various sectors of Industry. Some of these occupations include: Secretaries,

Legal Officers, Marketing personnel, Human Resource Officers, Security

Service Officers, etc.

Article 2 - General Principles

2.1 Occupational Standards (OS) are the benchmark for

assessment and certification. They should be fitted against

qualification levels of various occupations of a sector, which are

employable in industry. The OS is quality-assured through the

implementation of Assessment and Certification.

2.2 Assessment shall be the means of determining the quality of

Technical and Vocational Training, on one hand, and as a

requirement for Occupational Qualification Certification , on the

other. This type of certification shall be handled by the FTA

through the CoCs.

2.3 Certification of industry worker's competence and expertise in

their fields of work, shall be handled by Industry, particularly the

Regional Industry Board of the sector, or the Regional Association

of the occupation which is commonly practiced in various sectors.

2.4 The requirements for Industry Certification of workers shall be

decided by the industry sector, represented by the Regional

Industry Board or the Regional Associations. Assessment of

competence shall also be designed by Industry which shall be

based on industry knowledge , independent from training courses

or course providers.

2.5 Assessment by qualification level or by un i t / s of competence

sha l l be imp lemented in al l occupations offered by the TVET

programs in all sectors, as a requirement for the NQC.

2.6 Assessment procedures for the Industry Certification Program shall be

job-oriented, and include all the competencies required for the

execution of specific jobs in industry.

2.7 The system provides recognition for both prior learning and current

competences (RPL and RCC). This means any person who believes

that s/he is competent enough in a specific level of an

occupational qualification, (either for the whole qualif ication or

set of competencies) resulting from work experience or relevant

education and training, may undertake assessment.

2.8 Industry Certification of workers may include other requirements, in

addition to the competence assessment, like years of experience

of the job performed in industry, and other requirements deemed

necessary, from industry's point of view.

2.9 The Assessment tools/ instruments developed by the Assessors

Panel, shall undergo proper validation and moderation procedures,

to ensure:

1. That the tool will provide the correct evidence for the

assessor to judge whether the candidate is competent in performing

the job according to standards or present accepted practices of

industry. This shall be taken cared of by the Industry experts of the

sector, represented by the Regional Industry Boards.

2. That the tools used by the different CoCs or assessment

centers shall be able to measure and generate the same evidence

for similar competencies assessed. This process shall be taken

cared of by the Ministries handling the sector, and the FTA for the

assessments of TVET trainees.

2.10 The Certification issued to candidates, whether an NQC or an

Industry Certification is valid in all regions of the country, and shall

serve the purpose at which such certification is required.

2.11 This Directive shall serve as the official document that will guide

implementors especially in the TVET system, for the implementation

of Assessments as requirement for the National Qualification

Certification (NQC) and the CC.

For the implementation of Assessments of Industry workers for

Industry Certification, this Directive may serve as benchmark for the

Industry sector in the preparation of their sector-specific guideline

that suits the requirements of the sector.

3.13.13.13.1 FTAFTAFTAFTA CouncilCouncilCouncilCouncil ofofofof MinistersMinistersMinistersMinisters is composed of the Ministers from the different

branches of the government, that sets the direction of the TVET Strategy of the

country as an important input to the overall development goals.

3.23.23.23.2 MinistryMinistryMinistryMinistry ofofofof thethethethe concernedconcernedconcernedconcerned sectorsectorsectorsectorIt is the implementing body for the development of standards for the

occupations in the sector, and at the same time implements Certification and

Assessment of workersworkersworkersworkers within the sector. It shall translate the direction

from the Council of Ministers into policies and guidelines that will assure the

success of implementing CompetenceCompetenceCompetenceCompetence AssuranceAssuranceAssuranceAssurance ManagementManagementManagementManagement inininin thethethetheSector.Sector.Sector.Sector. Specifically,

3.2.1 it is responsible for the creation of the Regional Industry Boards of the

the sector in all regions of the country.

3.2.2 it shall finalize and approve any development and modification of the

Occupational Standards, and provide final copies to the FTA and the

Regional Industry Boards/ Associations concerned.

3.2.3. it shall approve all the activities and guidelines planned and formulated by

the Regional Industry Boards pertaining to certification and assessments

of workers..

3.33.33.33.3 RegionalRegionalRegionalRegional IndustryIndustryIndustryIndustry BoardBoardBoardBoard is a sector-specific industry body created bythe Ministry concerned for the sector at the Federal level which shall

be composed of technical experts from the Ministry , and Leaders/

Managers of leading industrial firms operating in the region to

implement Competence Assurance along these functions:

3.3.1 Develop/ review and improve the occupational standards

of the different occupations in the sector.

3.3.2 Implement a certification system for workers in the different

occupations of the sector

3.3.3 Organize the Assessors Panel for the occupations in the sector

3.3.4 Accredit Assessors and Assessment Centers

3.3.5 Assist the TVET, particularly the CoC in the implementation of

Assessment of TVET trainees and experienced individuals who

desire to get Qualification Certification of the competencies gained

through training whether formal or non-formal.

3.3.6 Validate the Assessment Instruments/ tools developed by the

Assessors

3.3.7 Submits to the FTA validated assessment tools / instruments that

will be used for the TVET trainees/ completers, for moderation

process.

3.3.7 Ensure that assessments are done in proper procedures and that

decisions made are valid.

3.3.8 Provide advice on the Assessment fees, especially for the

Assessment of TVET trainees, to cover the costs of assessments.

3.4 Ministry of Civil Service is the agency responsible for the management

of competence assurance for Occupations which cut through the

various sectors of industry, like Accountancy, Secretaries, Legal

Officers, Security Service Officers, Human Resource Officers, etc.

3.4.1 It shall be responsible for the creation of the Regional

Associations of these occupations which shall lead the

implementation of competence assurance in the regions for

these occupations.

3.4.2 It shall be responsible for the finalization of the modifications of

the Occupational Standards, and the Assessment tools

developed along the occupations that are under its supervision.

3.4.2 It shall provide the FTA with the copies of new versions of the

Standards and the finalized Assessment tools that will be used

for the assessments of the TVET trainees/ completers in these

occupations.

3.5 Regional Association of Accountants/ Legal Officers/ Secretaries/ etc

are associations formed in the region which shall function similar with

that of the Regional Industry Board, on the concerned occupation.

3.6 AssessorsAssessorsAssessorsAssessors PanelPanelPanelPanel - is a sector -specific or occupation-specific bodycreated by the Regional Industry Board or Regional Association, whose

members are accredited Assessors by the Board or Association. The

assessors who become members of the various panels corresponding

to the sectors and occupations are practitioners from industry or senior

trainers of the TVET Institutions.

3.6.1 Some of the responsibilities of this Panel include:

3.6.1.1Development of Assessment Instruments/ tools under the

facilitation of the Regional Industry Board/ Association and

the CoC.

3.6.1.2 Inspection of Assessment Centers/ venues for readiness in

implementing assessments.

3.6.1.3 Providing advice and decision on the selection of Assessment

tools to be used, the Assessment Center or venue of

Assessment, the Assessment arrangement ( whether on-site or

simulated project), and the schedule of assessments.

3.6.1.4 Implementing assessment activities, under the supervision of

the Regional Industry Board/ Association , and the CoC ( for the

assessments of TVET trainees/ completers)

3.6.1.5 Recommending measures that will improve the assessment

system, including improvement of the occupational standards. .

3.3.3.3.7777 FFFFeeeeddddeeeerrrraaaallll TTTTVVVVEEEETTTTAAAAggggeeeennnncycycycy

It is the implementing body for implementing Certification and

Assessment of TVET completers ( whether from Formal or Non-formal

Training ) It shall translate the direction from the Council of Ministers into

policies and guidelines that will assure the success of implementing

3.7.1 Responsible for implementing Quality Assurance o f t h e TV E TAssessment System, by providing Directive/ Guidelines.

3.7.2 Provide oversight function in the implementation of assessmentand certification program in the TVET system nationwide, whichare directly carried out by the CoCs with the assistance of theAssessors Panel of the sector . It conducts regularmonitoring of assessment-related activities to assure adherenceto the provisions of the Directive. Along this context, the FTA istasked to undertake measures that will correct practices which areNOT in accordance with this Directive.

3.7.3 Takes charge of the moderation procedures for the assessment toolsdeveloped for the assessments of the TVET trainees/ completers.

3.7.4 Effect the issuance of certification in the TVET system ( NQC orCC) through the CoCs.

3.7.5 Consolidate and analyze assessment-related reports to

determine the effectivity of the TVET delivery in relation to the

occupational standards set as the basis of training.

3.7.6 Capacitate the CoCs in the implementation of assessment -

related activities, which shall include:

1. Development of Assessment tools

2. Calibration of the training and accreditation of Assessors

3. Procedures on the conduct of assessments and other

important aspects of Assessments indicated in the

Directive.

3.7.7 Provide finalized copies of the Occupational Standards to the

CoCs and the Regional TVET Authorities, with instructions that

the older versions shall be discarded.

3.7.8 Provide CoCs with the recent versions of Assessment tools for

the occupations that are covered in the assessment activities of

the CoCs, with the instruction that older versions shall not be

used anymore.

3.8 CenterCenterCenterCenter ofofofof CompetenceCompetenceCompetenceCompetence ---- This body of the TVET system is

responsible for the following:

3.8.2 Facilitate the training of Assessors with the Regional Industry

Boards/ Associations and the Assessors Panel.

3,8.3 Coordinate with the Regional Industry Boards and Associations

and the Assessors Panel in the conduct of Assessments for the

TVET, in such aspects as: Assessment tools/ instruments to be

used, selection of Assessment Center/ venue, Assessment

schedules.

3.8.4 Coordinate with the Regional TVET Authorities on the assessment

need of the TVET, in terms of number of candidates to be

assessed in various occupations and levels, for planning and

proper executions.

3.8.5 Process applications of assessments from candidates in the TVET,

and prepare plans for the assessments with the Assessors Panel

of the sector / occupation.

3.8.6 Provide prompt monthly reports of assessment-related activities

and results of assessments according to the required formats, to

the Regional TVET Authorities and the Federal TVET Agency.

3.8.7 Maintain data bank of Assessment tools, Candidates data, and

Assessment reports.

3.8.8 Issue the relevant certificate to the successful candidate as

authorized by the FTA, ( NQC or CC)

3.9.1 Plan the assessments of TVET trainees/ completers from the

different Institutions of the region, and relay this plan to the CoC for

Implementation.

3.9.2 Prepare thorough analysis of the results of Assessments, and its

implication to the delivery system of the TVET Institutions.

3.9.3 Submit to the FTA the analysis of the assessment results of

trainees/ completers and the recommended actions that may improve

the delivery of training.

3.10.1 Assessment Centers are accredited by unit/s Competence or by

Qualification level by the concerned Regional Industry Board/

Association.

3.10.2 Assessment Center shall hold assessments according to the

capacity of its resources as recommended by the Assessors Panel.

3.10.3 It shall accept and process applications for Assessments, along the

Occupations or competencies accredited.

3.10.4 It shall make full use of the Self-Assessment Guide to advice the

candidate on the assessment applicable.

3.10.5 It shall provide the candidate a copy of the article in this Directive that

describes his/her responsibilities (Article 7)

3.10.6 The Center shall make the assessment resources available

according to the assessment requirement, at least 10 days before the

assessment schedule, which should be ready for inspection by the

CoC / Regional Industry Board/ Assessors Panel

3.10.7 An Assessment Venue, outside the Assessment Center may be

identified and arranged by the Assessors Panel and the Regional

Industry Board/ Association, to handle Assessment of specialized

competencies, or to augment the Assessment Center due to greater

number of candidates. The same provisions stated in 3.10.6 shall

apply to this venue.

Accreditation is the process of recognizing and/or empowering a

person and/or an entity/organization to perform certain roles or

responsibilities on behalf of the Federal TVET Agency / CoC and/ or the

concerned Indus try Sector / Pro fessional Assoc iat ion

represented by the Regional Indus try Boards/ Assoc iat ions.

The procedures which are provided in this Article are designed to

ensure quality imp lementat ion of the Assessment process.

4.1 Accreditation of an Assessment Center

4.1.1 An establishment, whether a Training Institution or a Production

facility may be accredited as an Assessment Center by t h e

Reg i o n a l I n d u s t r y Boa r d / As s o c i a t i o n u pon

re c omme nda t i o n o f t h e re p r e s e n t a t i v e s o f Assessors

Panel following the result of inspections as to the availability of

the requirements of assessments on identified occupational

qualifications or specific competencies.

4.1.2 Assessment Centers are accredited by unit/s of Competence or by

Qualification level of one or more sectors involved. Thus, an

assessment center may be accredited for various occupations by

one or more Regional Industry Boards.

4.1.3 Period of validity of the accreditation shall be three (3) years,subject to renewal or revocation;

4.1.4 Renewal or revocation of accreditation shall be decided upon by

the Regional Industry Boards after inspections and compliance

audit conducted by the representatives of Board, Assessors Panel

& the CoC.

4.1.5 An establishment may apply for accreditation as Assessment

Center to the Regional Industry Board/ Association or the

establishment may be invited or encouraged by the Board to be

accredited as Assessment center.

4.1.6. The requirements for accreditation of an Assessment Center may

include the following:

A. A personnel of the establishment who is assigned to manage

Assessment activities

B. Technical personnel who can be trained and accredited by the

Regional Industry Board as Assessors of the Occupation/

Competencies that are included in the accreditation of the

Center.

C. Support personnel who will take charge of processing of

applications for assessments, procurement of materials for

assessments, coordination of preparations of workshops ,

financial transactions, maintenance of workshop facilities,

reports preparations and records keeping.

D. Availability of resources required for assessments:

- workshop space that can accommodate specified number of

candidates, equipped with proper lighting and ventilation, and

OHS facility and gears,

- Sufficient number of functional equipment, tools, instruments,

and materials for the practical projects included in the

assessment activities.

- Sufficient supply of Electric power and water (if necessary)

E. Memorandum of Agreement with the Center and its

stakeholders ( Regional Industry Board,/ Association, CoC)

detailing their responsibilities in the implementation od

Assessments.

4.1.7 The requirements, rules and regulations, pertaining to the accreditation of

an Assessment Center, may vary from one industry sector to another,

depending on the specific requirements of assessments in the sector.

4.2 Accreditation of an Assessor:

4.2.1 An assessor must be either (a) a Practitioner of the occupation in

industry for a period of not less than 3 years (Skilled worker,

Foreman, Supervisor or Manager) with a TVET diploma as a

minimum educational requirement, or (b) a Senior Trainer of the

TVET institution for at least FIVE years, and who holds NQC

certification , of at least Level III.

4.2.2 The requirements for accreditation, in addition to the basic

qualification mentioned in 4.2.1 are:

Level I Accreditation

1. Successful result of knowledge test for Competence No. 1

indicated in the Occupational Standard of Competence

Assessor ( given during the Assessors Training.)

2. Portfolio documents which may include all or some of the

following:

- Certification of competence from CoC or Regional Industry

Board ( NQC/ CC or Industry Certification)

- Employment certification from employer/s in the relevant

industry sector./ profession

- Certificates of training related to the occupation to be

accredited, whether formal training or non-formal .

- Endorsements from managers/ executive officers of

well-known establishment/s of the sector operating in the

Region.

3. Successful result of knowledge test for competence no. 2 of an

assessor ( given during the Assessors Training)

4. Satisfactory output of practical workshop for competence no. 3

of an assessor, given during the Assessors training.

5. Completion of the whole duration of Assessors training.

Level II Accreditation

1. Level I accreditation

2. Successful assessment results ( actual job performed as

assessor) for competence nos. 3, 4, 5, and 6 of the standards for

an assessor.

supervision of a level II / or an experienced Core Assessor, who will

assess him/her for the required competencies of Level II)

Level III Accreditation

1. Level II Accreditation

2. Successful assessments on actual job performed as assessor

4.2.3 Assessors are accredited by qualification level of the occupation or

by set of critical competencies of the occupation.

4.2.4 The validity of the accreditation of Assessors shall be three (3)

years subject to renewal or revocation.

4.2.5 Renewal of accreditation shall be decided upon by the Regional

Industry Board upon the recommendation of the Assessors Panel

following the regulations that should be promulgated by this body.

4.2.6 An assessor can only be appointed to conduct assessment, when

his accreditation is still valid during the scheduled activity.

5.1 Assessment shall be carried out by the performance of practical project/s

that include the core competencies for the certification. In addition, for whole

Qualification certification, knowledge test on underpinning knowledge and

generic competencies will also be included in the assessment.

5.2 One assessment method shall use the ObservationObservationObservationObservation of the performance ofthe tasks in the project, particularly the procedures used, whether they

conform to the Performance Criteria set in the OS. Also, part of the

Observation method is the proper use of SAFETY and Good Housekeeping

(5S)

5.2.1 If the Assessor observes that the procedure used is not within the Criteria

set in the OS, or if SAFETY is not properly done, then Assessment should be

stopped, to avoid serious consequences or waste of resources.

5.3 Another method that should be used in Assessment is the evaluationevaluationevaluationevaluation of thequality of the product or outcome. The actual outcome should be within

tolerance level of what is expected in the project/ activity/ or task.

5.3.1 The result of the assessment for the core competencies can only be

5.4 Another method that will be used is the evaluation of the results of a

knowledge test, ( for underpinning knowledge & generic competencies)

which will be given in written form or through oral questioning.

5.5 The Assessment instruments/ tools that could be used for assessment may

include any or all of the following:

1. Practical exercises which resembles actual job tasks in industry and

includes the competencies covered in the Assessment. Here an actual

product/ outcome as indicated in the project information is produced, and

measurable as to its quality by the assessor.

2. Actual performance of the job in industry, assessed on-siteon-siteon-siteon-site.

3. Demonstration with explanation on the operation of production machinery

& equipment. ( Here the candidate explains to the assessors the proper

procedure of operating certain equipment or systems which are currently

in operation in the plant, and providing information of parameter values,

including the safety requirements which must be monitored to assure

proper and safe operation.) Applicable for assessment of plant operators

in large manufacturing plants, or utilities ( water or power generations).

4. Role play of a job task, ( Secretary, Front desk clerk, security officer, waiter,

etc)

5. Simulation of a job task using non-live simulators, like mannequins for

health workers ( caregivers , emergency medical technicians, etc.)

6. Portfolio assessment.

A collection of different types of evidence relating to the work being

assessed. It can include a variety of work samples. Portfolios are

suitable for long-term Activities. It is important that the evidence in the

portfolio meet the requirements of sufficiency and currency.

Evidence may include Certificates of Employment, Certificates of

Training, Expertise Certifications from other Certifying bodies, samples

of work products in past.

The candidate and assessor usually plan the portfolio jointly as sources of

evidence may vary. The candidate is then responsible for the collection of

evidence and the compilation of the portfolio.

5.7 1. The knowledge tests for the generic competencies included in the

Assessment for NQC of TVET completers shall be prepared by experts

who are knowledgeable with these competencies. This activity shalle

facilitated by the FTA.

5.7.2 The assessment tools for core competencies in the form of project tasks,

Simulations/ role plays/ portfolio shall only be used after they have been

competence/s being assessed throughout the country.

5.7.3 Only new version of Assessment tools authorized by the Federal TVET

Agency shall be used for Assessment. Old version of Assessment tools for

similar units of competence of an occupational qualification shall be

discarded.

5.7.4 All assessment tools for the core competencies shall be kept in the datadatadatadatabankbankbankbank ofofofof thethethethe FederalFederalFederalFederal TVETTVETTVETTVETAgencyAgencyAgencyAgency , for proper distribution to Regions andfor reference on future assessments.

5.8 The administrative arrangements for handling the Assessment instruments

used for Industry workers certification, may be designed by the Ministry

concerned with the sector, or by the Ministry of Civil Service for those

occupations common to the various industry sectors. The following may serve

as the guide:

5.8.1 The Assessment tools shall be designed by the Assessors Panel of the

occupation in the sector, in accordance with the need of the job in industry to

be given recognition through certification. This is to be validated by the

concerned Regional Industry Board, or the Regional Association of the

"common" occupations.

5.8.2 To ensure moderation in the use of tools for similar competencies, the

use of the tools shall be controlled by the concerned Ministry, so all Regional

Industry Boards in the country will have common instrument to be used in

assessment. Likewise, the Ministry of Civil Service shall implement the same

moderation process for the use of assessment tools in the "common "

Occupations.

5.8.3 The assessment methods that may be used will be similar to the ones

mentioned in previous sections, however, the Assessors Panel in

consultation with the Regional Industry will decide what best methods to use,

to obtain reliable and valid evidence of the workers competence of the job

applied for certification. From this decision, the Assessment instruments shall

then be identified and prepared.

5.9 Evidence Plan - This is a guide for the assessors on what Assessment

methods and instruments/ tools to be prepared and be used for

different competencies to be assessed. The assessment venue

should also be considered in the preparation of the plan, whether the

assessment is done in an assessment center (simulated ) or in an

actual workplace (on-site assessment).

which it sees fit to the Assessment to be conducted. 6.1 The following shall apply to the Assessment of the TVET trainees / completers:

6.1.1 A TVET trainee/ graduate or any person who intends to get Qualification

Certification as a result of his trainings or work experience may apply for

Assessment with the CoC or in an accredited Assessment Center.

6.1.1.1 The CoC or the Assessment Center shall make use of the

Self-Assessment Guide to assist the applicant / candidate to decide on what

assessment process he/ she will undertake.

6.1.1.2 Assessment may be applied for a whole qualification or unit/s of

competence starting from the lowest levels.

A. For those applying for assessments by unit/s of competence, the candidate

must first satisfy the required units in the lower level, before he can be

assessed in the next level,

B. For those applying for Qualification-based assessment, the candidate

must fulfill satisfactorily the assessment of the qualification in the lower

level, before proceeding to the next.

6.1.1.3 The candidate who applies for assessment by unit/s of competence will be

required to undertake the project or tasks which covers the competencies

being assessed.

6.1.2 Assessment in levels 4 & 5 can be provided to a candidate who has met the

following requirements:

1. A certificate of competence or an NQC in Level 3

2. Other requirements prescribed by the TVET Authorities , which may

include:

A. Relevant work experience in the industry ( at least three years )

B. Satisfactory completion of higher education or training in the fields of

management or technical improvements/ design.

6.1.3. The conduct of assessment, including the selection of assessment tools to

be used shall be decided by the Assessors Panel and the CoCCoCCoCCoC ,,,, for theassessment of core competencies.

6.1.3.1 The assessment tool/ instrument for the genericgenericgenericgeneric competenciescompetenciescompetenciescompetencies shall begiven by the CoC only to the candidates who successfully fulfilled the

assessment of all the core competencies , to meet the requirement for the

issuance of NQC.

6.1.4 Assessment must only be conducted if the Assessment Center and the

Assessor are properly prepared and ready to undertake the activity. This

means that materials and supplies, equipment, tools, facilities are available for

the practical projects, and the qualified Assessors are available on the

scheduled dates.

6.1.5 Rules on the conduct of Assessment for the TVET trainees/ completers.

6.1.5.1 The Assessors with the CoC representative shall make sure that the

Assessment package designed and approved by the FTA for the

Qualification level is used, and the Assessment Center is ready at least

two weeks before schedule.

6.1.5.2 The assessor shall only admit for assessment, candidates who are

registered with valid ID card and Registration number;

6.1.5.3 Only candidates who sign the Competency Assessment Agreement

form and the Attendance Sheet shall be allowed to proceed with the

Assessment process.

6.1.5.4 In the assessment activities (practical exercises or activity tasks in role

play and simulation), the practical skills , work procedures/ performance,

including the observance of OHS must be observed cautiously and

marked objectively, using the Observation Checklist. Likewise, for

assessment tools that need outcome/ or output evaluation, the Outcome

evaluation sheet must be properly used.

6.1.5.5 Oral questions may also be used by the assessor during the

performance of assessment activities to help him/ her make the proper

decisions as indicated in the observation and evaluation checklists.

6.1.5.6 The assessor must not allow the candidate to continue with the

assessment process if the proper procedures according to the performance

criteria are not observed by the candidate which will definitely affect the

quality of final outcome. Also, if Safety is not properly practiced, which will

put to risk life and property, then Assessment is terminated.

6.1.5.7 Assessment must not be conducted if the materials , equipment, tools,

and required facilities of the Assessment venue are not ready, and also if

the Assessors appointed by the CoC are not available to undertake the

activity.

6.1.5.8 The CoC shall appoint a supervisor to oversee the conduct of

assessment to see to it that the activity is done according to the guidelines

promulgated by the TVET Authorities. The supervisor must also be

knowledgeable of the occupation under assessment to be able to assist the

assessor in assuring the quality of the process and the result.

6.1.5.9 Summary results of Assessment shall be accomplished on the day ofthe assessment.

6.1.5.10 Required reports of the results of the assessment process shall be

submitted by the Assessors to the Supervisors for processing at the CoC .

6.2.1 A worker who intends to get Industry Certification of his Job or Occupation

may file application with the Regional Industry Board of the sector, or its

accredited Assessment Center. The Board or the Center shall verify and

validate the fulfillment of other requirements before Assessment is scheduled.

6.2.2 After the other certification requirements have been fulfilled by the applicant,

the Center or the Board shall brief him on the coverage of the Assessment

and the methods that will be used. He will also be briefed on the required fee

and the venue at which the assessment can take place.

6.2.3 The Board shall arrange with the venue and a schedule is provided to the

applicant. Likewise, the Board shall identify from the Assessors Panel the

Assessors who will handle the said assessment. For accredited Centers, the

Assessors are regular employs of the Center who are accredited for the

occupation or Job to be certified.

6.2.4 The Assessors together with the designated personnel of the Assessment

venue shall implement the assessment activities on the scheduled dates.

6.2.5 The assessment shall cover all the competencies or set of competencies

required for the job to be certified by the Certifying Body, in this case, the

Regional Industry Board representing the Industry sector, or the Regional

Association representing the profession ( like Accountancy, Legal Officers,

etc)

6.2.5.1 The candidate who applies for assessment by unit/s of competence will be

required to undertake the project or tasks which covers the competencies

being assessed.

6.2.6 Accumulation of successful assessments covering all the required

competencies, earned through time, for a period of not more than three years,

can be credited as completion of the Assessment requirement for the

Certification

6.2.7 The Results of the Assessment shall be forwarded by the Assessors to the

Assessors Panel for review and finalization. The final result shall then be

submitted to the Regional Industry Board for final decision, whether to:

A. Issue the Certification , or

B. Advise the applicant to undergo further assessment on competencies not

successfully done during assessment, or

C. Advise the applicant to undergo further training or practice and apply

again in the future.

These results shall be properly kept in the database for future reference.

7.1 A candidate will be registered for assessment after fulfillment of the

requirements set by the Assessment Center / CoC and the pre-requisites

provided by the CoC and Regional Industry Board, as in the case of

Levels 4 & 5.

7.2 The responsibilities of a candidate may be enumerated as follows:

7.2.1 A candidate has to know and abide by the rules and regulations set for

the assessment;

7.2.2 A candidate has the responsibility of faithfully answering the

Self-assessment guide to proceed to his application of assessment,

whether by qualification level or by unit/s of competence. He must

accomplish the self-assessment guide before making application for

assessment.

7.2.3 The candidate must pay the required Assessment fee before being

issued Admission slip to undertake assessment, in addition to the other

requirements like photo ID, ID card. A candidate, who did not go through

the proper registration procedure, including the payment of fee, will not

be admitted for assessment;

7.2.4 A candidate who does not come on the scheduled date of assessment

or who withdraw from an assessment session, must pay the required fee

again for future assessment. Moreover, fee paid for a specific assessment

will not be refunded; However, if the candidate has valid reasons not to

continue with the assessment ( e.g. has illness on the scheduled date )he

shall be allowed to sit in the next schedule for the same level or unit/s of

competence without having to pay the same fee. A candidate who

withdraws one week before the scheduled assessment is allowed to take

assessment on the next assessment without paying.

7.2.5 A candidate who cannot show his registration ID card with its ID number

and his admission slip issued by the Assessment Center / CoC will not be

admitted to the assessment workshop;

7.2.6 Candidates are required to sign the Competency Assessment

Agreement form, and Attendance sheet, before assessment can be started.

He is responsible of carefully reading and deciding to sign the Competency

Assessment Agreement. Only those who sign the Agreement and the

Attendance Sheet will be allowed to proceed with the assessment

activities..

7.2.7 A candidate can appeal an assessment decision based on any of the

following grounds:

a. The process or procedure of assessment has not been followed;

b. When faced with personal bias, bad faith and/or discrimination;

7.2.8 The candidate shall submit his/her appeal letter to the AC or the CoC,

within two days after the assessment, otherwise the appeal can no longer

be entertained.

7. 3 Re-assessment of candidates

7777.3.1 Candidates who apply for re-assessment on competencies not

satisfied during the previous Assessment, shall undertake to work

on the whole project or task where the competencies are Included.

( For example, if the qualification level assessment involves two

projects, A & B, and the competencies not satisfied are included in

project A, then the candidate shall repeat work in this project only.

7.3.2 A Candidate can apply for re-assessmentre-assessmentre-assessmentre-assessment on competencies notsuccessfully accomplished at the Assessment Center or CoC of

choice any time he/she is ready. This may involve repeat of projects/

tasks or written/ oral tests not satisfied in previous assessment.

7.3.3 A candidate for re-assessment shall pay the assessment fee

agreed by the Center and the CoC/ Regional Industry Board

7.3.4 The candidate who applies for re-assessment shall go to the same

process of applying for Assessment.

7.3.5 In the case of industry workers assessed using the on-site

approach, the workers who are not able to get satisfactory rating on

certain competencies can be re-assessed only on these

competencies, using the usual job activities in the plant where these

competencies are included.

8.1 Requirements and Issuance of TVET Qualification Certification

8.1.1 ForForForFor NQCNQCNQCNQC //// CCCCCCCC CertificationCertificationCertificationCertification

The following are required for this type of certification:

1. Certification from the TVET Institution of the applicant's completion of

Qualification-based training, indicating the level or, Certification from

a Training Provider ( NGO/ Private Enterprise, Training Institution ) of

trainingstrainingstrainingstrainings acquired (formal or non-formal) that includes the competenciesto be Certified.

For applicants who want to get accreditation of RPL, the applicant must

secure the accreditation from the TVET Bureau/ Commission, which will

evaluate his previous trainings or work experience. (Note: RPL can only be

considered if there is relevance of his previous experience with the

competencies to be certified, according to the recent requirements of the

Occupational Standard.)

2. Application requirements to be filed with the CoC. ( Filled-up form, ID

8.1.2.1 An applicant for the qualification - based certification who has fulfilled

all the requirements, but failed in some projects during the assessment,

or in the knowledge test required, shall also be entitled to a CertificateCertificateCertificateCertificateofofofof CompetenceCompetenceCompetenceCompetence (((( CC)CC)CC)CC)

8.1.3 Accumulation of CCs on all the core competencies, earned through

time, ( for a period of three years), of a qualification level, including

successful results of the knowledge tests required for the generic

competencies , can be credited for the issuance of the NQC.

8.1.4 The above-cited certifications shall be issued by the Federal TVET

Agency through the CoCs.

8.1.5 A candidate who fulfills all the requirements for Certification ( NQC or CC)

shall be issued the corresponding certificate by the CoC , within a period

of one month.

8.1.6 A Certification fee shall be charged from each candidate for the issuance

of the certificate, the amount of which is decided by the FTA.

8.1.7 Monthly reports of Certifications shall be submitted by the CoC to the FTA

for proper database storage, consolidation , analysis and reporting to the

Federal government.

8.1.8 For re-issuance of lost/ damaged certificates with legal evidence, the

original fee will be paid;

8.1.9 The validity period of NQC or CC is recommended to be three (3) years;

8.1.10 Renewal of Certificates shall be done with the following terms:

8.1.10.1 NQC and CC shall be renewed wi t h th e CoC upon expiration

unless there is a change of the OS. In the event that a major change

or improvement is made with the OS due to technology changes, the

holder of the Certificate indicated above shall be advised to undertake

assessment corresponding with the competencies updated in the

new OS, to get certified.

8.1.10.2 For the renewal of a Certificate, the following shall be satisfied:

1. Verification from the database of the issuing CoC is satisfied.

2. Confirmation letter from employer or professional association o r

l e g a l d o c um e n t on the practice of the related occupation

in the last one (1) year before the renewal;

3. Payment of Renewal fees shall be the same as the original

certification.

This is a certification system implemented by an industry sector or a field of

profession ( e.g. Accountancy) to an employed worker, in recognition of

8.2.1 Requirements for Certification which may guide the Industry sectors

implementing this system.

Article 9 Administrative Concerns

9.1 The assessmentassessmentassessmentassessment feesfeesfeesfees shall cover the following costs : Honorarium of

Assessors, Fees for the use of Assessment Center resources and

Management costs for the CoC / Regional Industry Boards.

9.2 The Regional Industry Board/ Regional Association shall provide advice

to the CoC on the Assessment fees for the Assessment of TVET

trainees, to cover the costs of assessments.

9.2.1 For the Assessment of Industry workers, the Regional Industry Board/

Association together with the Assessors Panel and the Assessment

Center, shall formulate the Fees of Assessment and Certification, that will

cover the various costs to be incurred.

9.3 The Assessor's fee may consider the following factors: the nature of the

tasks/ projects covered in the assessment ( whether simple, complicated,

highly technical, etc), the number of candidates assessed, the time

duration of the assessment activities, etc.

9.4 A Memorandum of Agreement shall be signed by the implementors of the

Assessment system, the Regional Industry Board/ Association, Assessors

Panel, the CoC, and the FTA, to put into details their responsibilities,

including Administrative functions of collecting fees, disbursements of

payments, documentation/ records keeping, and reporting.

9.5 For the Assessment and Certification of the TVET trainees/ completers, the

CoC shall provide prompt and accurate reports , on a monthly basis,

regarding the results of assessments, and the issuances of certifications to

the Regional TVET Agency/ Commission, and the FTA.

9.6 The Regional TVET Agency/ Commission shall submit to the FTA, for the

consumption of the Council of Ministers, the analysis, implications, and

actions carried out, from the results of the Assessments, of the TVET

trainees/ completers, for the improvement of the TVET delivery system.

9.7. Likewise, for the assessment and certification of industry workers, the

Regional Industry Boards shall submit to the concerned Ministries, the

results of Assessments, and the ensuing issuances of certification. These

reports can determine the extent at which the manpower resources of our

industries are able to increase their productivity for the health of the

Economy. ( For occupations cutting across the various industries, the

Regional Associations shall submit similar reports to the Ministry of Civil

Service.)

9.8 The FTA, the CoC and the Regional Industry Boards shall implement a

sound database system for the various inputs to the Assessment and

Certification systems, and on the output of these systems.

Article 10 Sanctions and Penalties

10.1 The accreditation of Assessment Centers and Assessors may be revoked

for any of the following reasons:

1. Failure to sustain compliance with accreditation requirements

2. Violation of any defined procedure in the conduct of assessment

3. Connivance with the candidate regarding the fulfillment of

assessment requirements

3. Illegal exaction of fees other than those approved by the regional

government,

10.2 An Assessor who is found to violate the proper procedures of

Assessments, especially committing corrupt practices, should be

dismissed from the Assessors Panel of the sector. Moreover, his/her

wrong doings will be reported by the CoC/ Reginal Industry Board to his

employer for appropriate action.

10.3 The NQC or CC issued to an individual may be canceled on the

following grounds:

1. Falsification or fraudulent duplication of documents

2. Tampering of the NQC or CC

3.. Substitution of person who took the assessment

4. Any other violation resulting to serious injury, loss of life of a person

or significant damage to property and environment committed by

a Certificate holder in the practice of his/her occupation.

10.4 The Assessment Center shall grant access to the Regional Industry

Board/ Assessors Panel/ CoC in the conduct of inspection, monitoring

and audit visits, as well as investigations in case of complaints

involving anomalous acts and malpractices.

11.1 The assessors shall be responsible in upholding the integrity of the

assessment process by safeguarding the authenticity and reliability of

all documents and results pertaining to the conduct of the assessment;

11.2 The CoCs and the Regional Industry Boards/ Associations shall be

responsible for the conduct of assessment activities in the region.

They shall take full responsibility in maintaining the security of the

assessment tools, and certificates to be issued. Likewise they shall be

responsible for all acts performed by personnel involved in the

implementation of assessment & certification;
