The tumultuous 2008 would go down in history as unprecedented economic whitewater turbulence. The global economy turned turtle. Governments and businesses struggled to find answers to arrest the fast deteriorating situation. The Singapore economy did reasonably well in the first three quarters of the year, but we are not spared. In the throes of the difficult operating environment, much has been said and written about the global recession and its aftermath on Singapore’s economy and businesses. With inputs from members, the Council was in active engagement with the government agencies for much needed relief schemes to assist companies overcome the immediate challenges of declining business activities. Against this backdrop, the Association soldiered on stoically in the execution of our mission. Akin to the arrow propelled from the archer’s drawn bow, we speed towards the target to level up the industry’s profile and competencies. The various projects in our LEAD program commenced with much vigor and support from agencies, consultants and members.
The emphasis is to help members conserve and consolidate in this downtime. Concurrently, we provide the framework and platform for members to build for the future. The launch of the SLA Training Centre, on 25 August, is a propitious milestone; the culmination of the dream and hard work of many individuals who envisioned the set-up of the institution. Coupled with more runs of our much acclaimed diploma programs and new industry-related courses like supply-chain security, we are well placed to help members boost the skill set of their human capital. It is heartening to note that members responded overwhelming with the total number of training placements reaching 1244, up by more than 33% from 2007.
The signing of the MOU with UniSIM on collaboration to develop the Bachelor degree is momentous. When it is launched in July 2009, it will provide aspiring practitioners the avenue to advance beyond the diploma qualification. The scholarship program, co-sponsored by SLA and member-companies, accentuates the motivation for deserving applicants to pursue degree programs in logistics and supply chain management, building the much needed talent pool for the industry.
The Association continues to be in the forefront of leading and promulgating new standards and guidelines. Case in point is when the Workplace and Safety and Health Act was extended to cover the logistics and transportation sector in April 2008, four SLA Council Members are active in committees set up under the purview of the WSH Council to promotion its cause. The publication of the Practitioner’s Definitive Guide: Warehouse Practices is another hit on the target of excellence promotion.
In a crisis, business and investment opportunities abound. The Association organized events for members to explore possible business linkages. The Logistics Business Mission to Australia in July and seminar on “Supply Chain Development in Europe” in December are such examples. In archery, “Kairos”, an ancient Greek word, refers to an opening, or opportunity or, more precisely, a momentary long tunnel-like aperture through which the arrow has to pass. Like archers, members must seize upon such crucial moments to accurately and skillfully exploit successful business linkup.
Year 2008 saw a bumper crop of 46 new members added to the membership. However, 16 other corporations ceased membership, largely the result of consolidation of the industry. The membership achieved a net gain of 8% to 408.
We are thankful for the confidence and support of members and your participation in the various activities of the Association. Events like the 35th Anniversary Gala are occasions for the fraternity to network and strengthen our ties. By bonding, we can make this industry an example of how we can overcome the odds, excel together and “Hitting the Right Targets”.
On behalf of the Council, I wish to confer the staff the accolades and sincere appreciation for their steadfastness and dedication to the call of duties. We are indeed blessed with a team of professional secretariat staff.
To my fellow Council Members, thank you for staying the course. Your encouragement, wise counsel and teamwork provide the soothing balm for overcoming the rough edges along the path.

MembershipThe membership strength of the association grew steadily since its inception 35 years ago.
Throughout the year 2008, the association admitted 46 companies, recording 8% growth to
a total of 408 members.
Of these, 38% joined SLA in the last 3 years and another 27% had a long-standing
membership status of more than 10 years with the association. Together they comprised
354 Ordinary Members and 54 Associate Members.
These member-companies covered a diverse scope of logistics activities spanning
international freight forwarding, warehousing & distribution operations, container deport
operations, transport services, postal parcels, relocations and move management specialists.
Others as Associate Members provide logistics ancillary activities encompassing insurance,
information & communication technology, education institutions, financial services etc.

Workplace Safety and Health (WSH) Workplace Safety and Health Council (WSHC)TheWorkplace Safety and Health Council was established on 1April. Itcomprises16leadersfromthemajorindustrysectorsincludingconstruction,manufacturing, marineindustries, petrochemicalsand logistics, governmentagencies, unions andprofessionals from thelegal, insurance andacademic fields. TheCouncil works closelywith the Ministry ofManpower and othergovernment agencies,the industry, unions and professionalassociations todevelopstrategies to raiseWSHstandardsinSingapore.
TheCouncil’smainfunctionsaretobuildthecapabilitiesofindustrytobettermanageWSH;promotesafetyandhealthatworkandrecognisecompanieswithgoodWSHrecordsaswellassetacceptableWSHpractices.
Under the Council, 5 industry committees have been formed to addressthespecificWSHchallengesintheirrespectivesectors,oneofwhichistheWSHC(LogisticsandTransportation)Committee.TheWSHActwasexpandedtocovertheservicesalliedtotransportsectorson1March.MrQuekKengLiang-Chairman,wasappointedbytheMinisterforManpowerasamemberof the Council. Public Consultations and Outreach ProgrammesAs an industry association, SLA strives to support initiatives from thegovernment to facilitate and enhance security of the trade. Oneof suchinitiatives, the RCAR, is commissioned by the Ministry of Home Affairs,MinistryofTransport,SingaporeEconomicDevelopmentBoard,CivilAviationAuthorityofSingapore(CAAS)andSingaporePoliceForce(SPF).Theregime,firstrolledouton1April,aimedtoformulatepoliciespursuantto the International Civil Aviation Organisation’s standard of measuresto enhance aviation security on commercial passenger aircraft. A newsubsidiary legislation known as theAir Navigation (RegulatedAir Cargo
Agents)Order 2008wasgazettedtoregulatetheRCAR.Theagenciescarriedoutnumerouspublicconsultationsandoutreachseminars with the air cargoindustry to seek feedback onthe regime. One of these wasorganised for SLA members on

The inauguralbusiness innovation forumfeatured50globaldistinguishedspeakers in innovation across industries. It also showcased over 100intelligentICTsolutionsthatcouldhelptransformbusinessesforsuccess.

New Training Centre for SLA
A project under the LocalEnterprise and AssociationDevelopment programme, theSLA training centre becameoperational on 16 April atSPRINGSingaporeBuilding.
The new premise at about1,700 sq ft accommodatesan office and a training roomthat can hold training sessions,seminars and meetings for upto 20 participants. Besides the
commonfacilities,thereisalsoanassignmentdrop-boxwherestudentswillbeabletodeposittheirworkprojectsafterofficehours,aswellasinternetkioskstoallowthemtosurfon-line,receiveupdates on course schedules, course feepayment status etc. The facility helpedthe association to manage the trainingportfolio more efficiently as most of thecourses were conducted in classroomslocated in the same building and othertrainingfacilitiesnearthevicinity.

Martech Theassociationparticipatedin“Martech2008– 8th Biennial International Conference andExhibition”,aneventheld inconjunctionwiththeSingaporeMaritimeWeek.Theeventwasheld from13 to14Octoberat theSingaporePolytechnic together with the SingaporeMaritime Academy and Maritime & PortAuthorityofSingapore.

TheassociationwasappointedWSQApprovedTrainingCentre(ATO)on1July.AsanATO,theassociationwouldconductthecompetencyunitsundertheGenericManufacturingSkillsWSQSystem.Aspartoftherequirements,MrThomasSim–TDCChairmanandMrDanielChew-HeadofTDCCLPSub-Committee attended various modules of theAdvanced Certificate inTrainingandAssessment(ACTA)programmes.
Annual Lecturers’ Conference
SLA lecturers congregated on 15 November at the Parkroyal Hotel toparticipateinacourseofactionplanstoofferthemembersandtheindustrywithamorecomprehensivetrainingprogramme.Overcasualsetting,thelecturerstogetherwiththeassociation’straining and development teambrainstormed on training challengesoftoday.
Inanotherdevelopment,constructivesuggestions were incorporated intothe draft SLA Student Handbook,which would be implemented in2009. The handbook would serveas a useful learning guide to allregisteredparticipants.

On29August,SLAappointedanexternalbrand consultant, Brandcourage, andconvened the inauguralBSGmeeting. Asetofquestionnairewouldbeformulatedto solicit inputs from leaders of theindustry to help map the brandingstrategy. This would involve interviewswithabout30leadersoftheindustry.
A review session of the questionnaire was held on 12 December. Thedevelopmentoftheindustrybrandstrategyisexpectedtobecompletedbythesecondquarterof2009.
Project 1b : Portal Development
Theaimofthisprojectistodevelopacareerportalwithjob-feedfeaturesforthelogisticsindustry.Withthisportal,SLAmembersasemployerswouldbeabletoposttheir jobvacanciesandreachouttoa largepopulationof jobseekersatminimumcost.Moreimportantly,theportalcanserveasaconduitfor thegeneralpublic, inparticulartertiarystudentsandgraduatesseekingmoreknowledgeaboutthelogisticsindustryasacareeroption,definedas:
• ‘O’ level and ‘A’ level students researching career, education andscholarshipoptions.
• DiplomaandDegreestudentsandrecentgraduatesresearchingcareer,trainingandscholarshipoptions.
• Working adults seeking more knowledge on the logistics industry,continuous learning and scholarship opportunities from a careerperspective.

Thestudy,toanalyseandbenchmarkthecapabilitiesofthelogisticsindustryinSingapore,isintendedasarealitycheckandtoassistinplanningeffortstodevelopthecapabilitiesofserviceproviders.
Frost and Sullivan, an external consultant was appointed in 20 Februaryto conduct the study that covers 7 key capabilities which determine thecompetitivenessoftheenterprise:

Launchedduringthe2008Frost&SullivanASEANTransportation&LogisticsAwardson3JuneattheGrandCopthorneWaterfront,thepilotphaseofthequestionnaireonthecapabilityassessmentswascompletedinSeptember.Thesurveywasrolledouttoabout150companiescoveringserviceprovidersin4maingroupsnamely,ThirdPartyLogistics,FreightForwarding,WarehousingandTransportation.

Project 2c : Scholarships to Groom & Retain TalentsAsanother initiative togroomandretainyoungtalents in the industry, theassociation introduced the SLA Scholarship to thosewith aspiring intereststo pursue supply chain and logistics studies at recognized universities inSingapore.Overthe3-yearLEADprogramme,SLAwillaward18scholarships.
The scholarships are open to Singaporeans and Singapore PermanentResidentswhoarestaffoflogisticscompaniesandqualifytheawardcriteria.Eachscholarshipwillprovideforthecandidate’stuitionandallotherfeesdeemedcompulsorybySLAandassessedaccordingtotherequirementsoftheinstitutionofstudy,subjecttoamaximumofS$30,000perscholarship.
ThefirstannouncementontheSLAScholarshipwasmadeon16Septemberfollowedbyaninvitationtoallmemberstobeco-sponsorson30September.Attheclosingdateforapplicationon7November,theassociationreceived9applications.
The1st interviewwith the candidates tookplace on19November and5wereselected.Theyattendedthe2nd interviewconductedbySLACouncilMembersandofficials fromSPRINGSingaporeon15December, togetherwiththeirhumanresourcepersonnel.
Project 2d : SLA Training CentreTheSLATrainingCentreisestablishedtoaugmenttheassociation’scapabilitiestoeducateandtrainthe logisticsworkforce.The official launchof thecentre on 25 August at the auditorium of theSPRING Singapore Building marked an importanttrainingmilestoneintheassociation.
The 1,700 square feet premise is situated at thefourth levelofSPRINGSingaporeBuildingatBukitMerahCentral. Asidefromthegeneraloffice,ithousesastate-of-the-artTrainingRoomwhichissuitablealsotoconductmeetingsandseminars forupto20participants.Internetkioskshavebeen installed toallowstudents to facilitateon-l ineregistrationfortheassociation’strainingprogrammeswhenthenewtrainingsystemcomesonstream.Thereisalsoanassignmentdrop-boxforstudentstodeposittheirworkprojectsafterofficehours.

As one of the elements in the project, SLA on 15 January, commissionedHallmark Global Technologies to develop a web-base portal to managethe increasingtrainingportfolio. Thetrainingsystemwillcomputerisemostadministrative tasks such as student registration, payment, tracking ofattendances,recordingofexaminationresultsandissuanceofcertificatesaswell as database information relating to lecturers and member-companies.Member-companies, studentsand lecturerswouldalsohaveeasyaccess torelevant informationwhichwill bemadeavailableon-lineonce the systembecomesoperationalin2009.

Project 2a : On-Line Learning Platform
Taking intoconsiderationtheadvancementandavailabilityofeducationaltechnologies, theassociationhasadoptedanon-line learningplatformtofacilitatetrainingandcomplementthecurrentclassroom-lectures.
The innovative approach enables rapid development and deployment ofmultimediacontentfore-learningandrealtimeinfo-knowledgeexchange.Italsoallowsdynamiccontents tobedelivereddigitally toany interestedlearnerborderless.
With inputs from Mr Ee Khong Kie– TDC Member, numerous discussionsessions were conducted during theyear to examine the proposal and STTeleport was commissioned on 31Octobertobuildtheplatform.Atotalof 16 SLA lecturers attended twotraining sessions held on10 and 16
Decembertofamiliarisewiththetechnology.Thisfirst-phase training sessions were geared to introduce the basic conceptofonlineteachingpedagogyandtorevisethecurrentclassroomteachingcontenttothevirtualformat.
Project 2b : Supply Chain & Logistics Degree Course
The association recognises theimportance of human capital and thegrowing need of more managementemployees in the logistics and supplychain industry. A Memorandum ofUnderstandingwithUniSIMwassignedon28Octobertosealitscollaborativeefforts with the university to develop
adegreeprogrammeonBachelorofScienceinLogisticsandSupplyChainManagement.
This first undergraduate degree programme aims todevelophumancapitalandtalentrequiredoftheindustry.Italsotargetsexistinglogisticsindustryemployeeswithdiploma qualifications who are keen to upgrade theirskillstoassumemanagementpositions.
Theassociationwill playakey role inensuring industry-relevanceand job-practicalityoftheprogrammeandwillprovideassistanceincoursedevelopmentandinstructionaswellasprovisionsofscholarshipandcareerplacement.

SLAwillbetheleadingindustryadvocatetopropagatetheadoptionofbestpracticestoraisethestandardsoftheindustry.
On21February,theassociationappointedSTET Maritime to provide consultancyservices on a project which coveredcapability building and training, as well
as development of supply chain security guidelines and a standard riskassessmentmethodologyforlogisticscompanies.
In conjunction with the launchof the SLA Training Centre on25August2008,SLAorganizedits first Supply Chain SecuritySeminar. The seminar focusedontheimportanceandbenefitsofsecurityinthelogisticssupplychain. The panel of expertsfrom government agencies such as CivilAviationAuthority of Singapore,Singapore Customs and consultants from STET Homeland Security andLloyds Register Quality Assurance shared their valuable knowledge andviewsonsecurity.

Further to a preliminary surveyconducted amongst the SLAmembership in January anddeliberations with numerous IT
service providers and consultants, the association decided to define theproposedSLAcosteffectiveITsolutionsbasedonaphaseapproach.
Forastart,AvezSolutionswasappointedon19Novembertoundertakeastudywhichcovered:• asurveyoflocallogisticscompaniesontheirITcapabilityrequirements,

Logistics Business Mission to Melbourne, AustraliaThe 4-day mission from 28 to 31July was co-organised by SLAand SPRING Singapore, andsupported by the Department ofInnovation,IndustryandRegionalDevelopment as well as theAustralian Trade Commission.The 15-member delegationembarked on the trip with thefollowingobjectives:

Thegeneralpurposeof theAssociation is topromote,protectanddevelopasound logistics industrygenerally; todevelop,promoteandenhanceSingaporeasaregionalandinternationallogisticscentre;andtorepresent,protectandpromotetheinterestsofthemembers.
Therehasbeennosignificantchangeinthisgeneralpurposeduringthefinancialyear.
2. SUMMARY OF SIGNIFICANT ACCOUNTING POLICIES
2.1 Basis of preparation
ThefinancialstatementsoftheAssociationhavebeenpreparedinaccordancewithSingaporeFinancialReportingStandards(FRS).
Thefinancialstatementshavebeenpreparedonthehistoricalcostbasisexceptasdisclosedintheaccountingpoliciesbelow.
ItemsincludedinthefinancialstatementsoftheAssociationaremeasuredusingthecurrencyoftheprimaryeconomicenvironmentinwhichtheAssociationoperates(“thefunctionalcurrency”).ThefinancialstatementsarepresentedinSingaporedollars,whichistheAssociation’sfunctionalandpresentationcurrency.
Inthecurrentfinancialyear,theAssociationhadadoptedall thenewandrevisedFRSsandInterpretationsofFRSs(“INTFRSs”)thatarerelevanttoitsoperationsandeffectiveforannualperiodsbeginningonorafter1January2008.Theadoptionofthesenew/revisedFRSsandINTFRSshasnomaterialeffectonthefinancialstatementsexceptasotherwisedisclosedinnotestothefinancialstatements.

2.2 Property, plant and equipment
Allitemsofproperty,plantandequipmentareinitiallyrecordedatcost.Thecostofanitemofproperty,plantandequipmentisrecognisedasanassetif,andonlyif,itisprobablethatfutureeconomicbenefitsassociatedwiththeitemwillflowtotheAssociationandthecostoftheitemcanbemeasuredreliably.
Subsequenttorecognition,plantandequipmentandfurnitureandfixturesaremeasuredatcostlessaccumulateddepreciationandaccumulatedimpairmentlosses.
Depreciationiscomputedonastraight-linebasisovertheestimatedusefullivesoftheassetsasfollows:

Thecarryingvaluesofproperty,plantandequipmentarereviewedforimpairmentwheneventsorchangesincircumstancesindicatethatthecarryingvaluemaynotberecoverable.
Theresidualvalue,usefullifeanddepreciationmethodarereviewedateachfinancialyear-endtoensurethattheamount,methodandperiodofdepreciationareconsistentwithpreviousestimatesandtheexpectedpatternofconsumptionofthefutureeconomicbenefitsembodiedintheitemsofproperty,plantandequipment.
Anitemofproperty,plantandequipmentisderecognisedupondisposalorwhennofutureeconomicbenefitsareexpectedfromitsuseordisposal.Anygainorlossonderecognitionoftheassetisincludedintheincomestatementintheyeartheassetisderecognised.

2.4 Income taxes
a) Current tax
Currenttaxassetsandliabilitiesforthecurrentandpriorperiodsaremeasuredattheamountexpectedtoberecoveredfromorpaidtothetaxationauthorities.Thetaxratesandtaxlawsusedtocomputetheamountarethosethatareenactedorsubstantivelyenactedbythebalancesheetdate.
Currenttaxesarerecognisedintheincomestatementexceptthattaxrelatingtoitemsrecogniseddirectlyinequityisrecogniseddirectlyinequity.
b) Deferred tax
Deferredincometaxisprovidedusingtheliabilitymethodontemporarydifferencesatthebalancesheetdatebetweenthetaxbasesofassetsandliabilitiesandtheircarryingamountsforfinancialreportingpurposes.
Deferredtaxassetsandliabilitiesarerecognisedforalltemporarydifferences,except:
- Where thedeferred taxarises from the initial recognitionof anassetor liability in a transaction that is not abusinesscombinationand,atthetimeofthetransactionaffectsneithertheaccountingprofitnortaxableprofitorloss;

Deferred taxesare recognised in the incomestatementexcept thatdeferred tax relating to items recogniseddirectly inequity isrecogniseddirectlyinequityanddeferredtaxarisingfromabusinesscombinationisadjustedagainstgoodwillonacquisition.
c) Sales tax
Revenues,expensesandassetsarerecognisednetoftheamountofsalestaxexcept:
- Wherethesalestaxincurredinapurchaseofassetsorservicesisnotrecoverablefromthetaxationauthority,inwhichcasethesalestaxisrecognisedaspartofthecostofacquisitionoftheassetoraspartoftheexpenseitemasapplicable;and
- Receivablesandpayablesthatarestatedwiththeamountofsalestaxincluded.
Thenetamountofsalestaxrecoverablefrom,orpayableto,thetaxationauthorityisincludedaspartofreceivablesorpayablesinthebalancesheet.
2.5 Foreign currency
TransactionsinforeigncurrenciesaremeasuredintherespectivefunctionalcurrenciesoftheAssociationandarerecordedoninitialrecognitioninthefunctionalcurrenciesatexchangeratesapproximatingthoserulingatthetransactiondates.Monetaryassetsandliabilitiesdenominatedinforeigncurrenciesaretranslatedattherateofexchangerulingatthebalancesheetdate.Non-monetaryitemsthataremeasuredintermsofhistoricalcostinaforeigncurrencyaretranslatedusingtheexchangeratesasatthedatesoftheinitialtransactions.Non-monetaryitemsmeasuredatfairvalueinaforeigncurrencyaretranslatedusingtheexchangeratesatthedatewhenthefairvaluewasdetermined.

2.6 Impairment of non-financial assets
TheAssociationassessesateachreportingdatewhetherthereisanindicationthatanassetmaybeimpaired.Ifanysuchindicationexists,orwhenannualimpairmentassessmentforanassetisrequired,theAssociationmakesanestimateoftheasset’srecoverableamount.
Anasset’srecoverableamount isthehigherofanasset’sorcash-generatingunit’sfairvalue lesscoststosellanditsvalue inuseandisdeterminedforanindividualasset,unlesstheassetdoesnotgeneratecashinflowsthatarelargelyindependentofthosefromotherassets.Inassessingvalueinuse,theestimatedfuturecashflowsexpectedtobegeneratedbytheassetarediscountedtotheirpresentvalue.Wherethecarryingamountofanassetexceedsitsrecoverableamount,theassetiswrittendowntoitsrecoverableamount.
Impairmentlossesarerecognisedintheincomestatementexceptforassetsthatarepreviouslyrevaluedwheretherevaluationwastakentoequity.Inthiscasetheimpairmentisalsorecognisedinequityuptotheamountofanypreviousrevaluation.
Anassessmentismadeateachreportingdateastowhetherthereisanyindicationthatpreviouslyrecognisedimpairmentlossesmaynolongerexistormayhavedecreased.Apreviouslyrecognisedimpairmentlossisreversedonlyiftherehasbeenachangeintheestimatesusedtodeterminetheasset’srecoverableamountsincethelastimpairmentlosswasrecognised.Ifthatisthecase,thecarryingamountoftheassetisincreasedtoitsrecoverableamount.Thatincreasecannotexceedthecarryingamountthatwouldhavebeendetermined,netofdepreciation,hadnoimpairmentlossberecognizedpreviously.Suchreversalisrecognisedintheincomestatementunlesstheassetismeasuredatrevaluedamount,inwhichcasethereversalistreatedasarevaluationincrease.
2.7 Financial assets
Financialassetsarerecognisedonthebalancesheetwhen,andonlywhen,theAssociationbecomesapartytothecontractualprovisionsofthefinancialinstrument.
Whenfinancialassetsarerecognisedinitially,theyaremeasuredatfairvalue,plus,inthecaseoffinancialassetsnotatfairvaluethroughprofitorloss,directlyattributabletransactioncosts.
Afinancialassetisderecognisedwherethecontractualrighttoreceivecashflowsfromtheassethasexpired.Onderecognitionofafinancialassetinitsentirety,thedifferencebetweenthecarryingamountandthesumoftheconsiderationreceivedandanycumulativegainorlossthathasbeenrecogniseddirectlyinequityisrecognisedintheincomestatement.
Allregularwaypurchasesandsalesoffinancialassetsarerecognisedorderecognisedonthetradedatei.e.thedatethattheAssociationcommitstopurchaseorselltheasset.Regularwaypurchasesorsalesarepurchasesorsalesoffinancialassetsthatrequiredeliveryofassetswithintheperiodgenerallyestablishedbyregulationorconventioninthemarketplaceconcerned.

2.10 Provisions
ProvisionsarerecognisedwhentheAssociationhasapresentobligationasaresultofapastevent,itisprobablethatanoutflowofeconomicresourceswillberequiredtosettletheobligationandtheamountoftheobligationcanbeestimatedreliably.
Provisionsarereviewedateachbalancesheetdateandadjustedtoreflectthecurrentbestestimate.Ifitisnolongerprobablethatanoutflowofeconomicresourceswillberequiredtosettletheobligation,theprovisionisreversed.Iftheeffectofthetimevalueofmoneyismaterial,provisionsarediscountedusingacurrentpretaxratethatreflects,whereappropriate,therisksspecifictotheliability.Whendiscountingisused,theincreaseintheprovisionduetothepassageoftimeisrecognisedasafinancecost.

2.11 Government grants
Governmentgrantsarerecognisedattheirfairvaluewherethereisreasonableassurancethatthegrantwillbereceivedandallattachingconditionswill be compliedwith.Where thegrant relates to an expense item, it is recognised in the income statement over theperiodnecessarytomatchthemonasystematicbasistothecoststhatitisintendedtocompensate.
2.12 Financial liabilities
Financialliabilitiesarerecognisedonthebalancesheetwhen,andonlywhen,theAssociationbecomesapartytothecontractualprovisionsofthefinancialinstrument.
Financial liabilitiesare recognised initially at fair value,plus, in the caseoffinancial liabilitiesother thanderivatives,directlyattributabletransactioncosts.
Subsequent to initial recognition, all financial liabilities are measured at amortised cost using the effective interest method, except forderivatives,whicharemeasuredatfairvalue.
Afinancialliabilityisderecognisedwhentheobligationundertheliabilityisextinguished.Forfinancialliabilitiesotherthanderivatives,gainsandlossesarerecognisedintheincomestatementwhentheliabilitiesarederecognisedorimpaired,andthroughtheamortisationprocess.Anygainsorlossesarisingfromchangesinfairvalueofderivativesarerecognisedintheincomestatement.Netgainsorlossesonderivativesincludeexchangedifferences.
2.13 Employee benefits

TheAssociationparticipatesinthenationalpensionschemesasdefinedbythelawsofthecountriesinwhichithasoperations.Inparticular,theAssociationmakecontributionstotheCentralProvidentFundschemeinSingapore,adefinedcontributionpensionscheme.Contributions todefinedcontributionpensionschemesare recognisedasanexpense in theperiod inwhich the relatedserviceisperformed.
b) Employee entitlements to annual leave
Employeeentitlementstoannualleavearerecognizedwhentheyaccruetoemployees.Aprovisionismadefortheestimatedliabilityforleaveasaresultofservicesrenderedbyemployeesuptobalancesheetdate.

The preparation of theAssociation’s financial statements requires management to make judgements, estimates and assumptions that affect thereportedamountsofrevenues,expenses,assetsandliabilities,andthedisclosureofcontingentliabilitiesatthereportingdate.However,uncertaintyabouttheseassumptionsandestimatescouldresultinoutcomesthatcouldrequireamaterialadjustmenttothecarryingamountoftheassetorliabilityaffectedinthefuture.

Thecostofplantandequipmentisdepreciatedonastraight-linebasisovertheplantandequipment’sestimatedeconomicusefullives.
