Korea has become one of the world's leading nuclear power countries, with

20 nuclear power plants in commercial operation as of the end of 2009,

comprising a total generating capacity of 18 GWe, supplying approximately

40% of the nation's electricity. More importantly, it has evolved from an

importer to an exporter of nuclear power plants, research reactor, and nuclear

applications technologies.

This nuclear power based industry has remarkably contributed not only to

promote the national economic development, but also to reduce carbon

dioxide (CO2) generation and emission pollution as an alternate clean energy

resource over the past decades.

Getting nuclear technologies regarding safe and reliable construction and

operation of nuclear power plants radioisotope-related technologies, nuclear

medicine and non-destructive industrial applications, Korea has accomplished

significant scientific and technological development achievement through

domestic research and international cooperation over the past decades. A close

cooperation with the International Atomic Energy Agency (IAEA) through

technical cooperation (IAEA-TC) has played a vital role in accomplishing such

success in nuclear technology de eloj me Ti rough At X-TC programme, the

IAEA provided experts advices, sponsored nuclear-related- training and

education for hundreds of persons under the tutelage of companies, research

institutes and countries overseas having experience with nuclear and related

sciences and technologies.

Considering a leading role of Korea is vitally important in the global nuclear

science and technology community in terms of nuclear technology and

experiences, Korea declared to terminate the recipient member state as of the

end 2009 and since January 2010 Korea has played a role as a donor

Member States of the IAEA for peaceful use of nuclear technology and its

further advancement .

The objectives of this study is to provide recommendations for formulating

adequate policy and strategies for IAEA-TC programme as Korea is

becoming of a donor Member State and to guide directions to facing the

challenges of changing the status from IAEA-TC recipient to donor country.

In addition, this study aims to give recommendations and feedbacks to the

IAEA-TC programme; how it has contributed to nation's nuclear technology

development in the past on one hand , and how the country has contributed

to it on the other. Besides, this study is also aiming to identify such impacts

as termination of on-going National TC projects, discontinuation of TC-based

technical advices, sponsored fellowship and scientific visits for capacity

building opportunities, and limitation in participations of various regional

projects due to halfway termination of IAEA financial support. In terms of

financial aspect, this study has also performed to assess the nation's annual

financial contribution (Technical Cooperation (TC) Fund: 1.67 million dollars in

2008) by comparing the experiences of other cases of OECD countries .

In conclusion, it is expected that the results of this study will contribute to

develop appropriate measures in order to maximize the benefits for future

national nuclear technology development and in addition, to explore the

possibilities to extend the nuclear technology export market potentials.

The objectives of this study is to provide recommendations for formulating adequate policy and strategies for IAEA-TC programme as being of a donor Member State and to guide directions to facing the challenges of changing the status from IAEA-TC recipient to donor country. In addition, this study gives recommendations and feedbacks to the IAEA-TC programme; how it has contributed to nation's nuclear technology development in the past on one hand , and how the country has contributed to it on the other. Besides, this study also conducted to identify the following impacts expected; termination of on-going National TC projects, discontinuation of TC-based technical advices, sponsored fellowship and scientific visits for capacity building opportunities, and limitation in participations of various regional projects due to termination of IAEA financial support. In terms of financial aspect, this study has also performed to assess the nation's annual financial contribution (Technical Cooperation (TC) Fund: 1.67 million dollars in 2008) by comparing the experiences of other OECD countries cases.

In conclusion, it is expected that the results of this study will contribute to develop appropriate measures in order to maximize the benefits for future national nuclear technology development and in addition, to explore the possibilities to extend the nuclear technology export market potentials.
