Jhe training of professionals whoI will make up the Catalan model
police force is one of the basic re-sponsibilities acquired with the trans-ference of power in security mattersto the Generalitat (autonomous 8or'-ernment) under the Statute of Au-tonomy in 1979.
At the t ime. the central act ivi t l 'o f the Department of In ter ior inCatalonia. in regard to safety' and se-curity, became the creation of an au-tonomous pol ice force and coordi-nation with local pol ice. In the e\/ent.i t became necessary to establ ish aninst i tu t ion which would be capablenot onl,v of training professionals forthese forces but a lso to communi-cate to them the expectat ions andvalues of the society in which theywould be work ing.
When the Parliament of Cataloniaenacted Law 2711985 for the Escolade Policia de Catalunya. i t gave thisinstitution the job of training the mem-bers of the security forces that an-swer to the Generalitat. as well as lo-cal police forces in Catalonia. Thisgave a determined direct ion to thetraining and police model.

sible for teaching its students to bepolice officers without lettin-e them for-get that they, are. basically. citizens.Both of these identities must find theirplace in the inst i tut ion's training of-ficers model and. in general. in thecultural model developed by the po-l ice profession.
