Horn of Africa Initiative (1988) signed by IGAD Ministers of Health
Mandated IGAD to address: CBMPs (including pastoralists) Health & Social development needs
Jan 2005 Health and Social development desk (HESAD) was established

Promote & facilitate common social policies among MSs in the areas of: Health, Education and Employment, Social Protection, Youth, Migration, and Gender
Develop and Harmonize common Strategies/ Policies to combat major diseases HIV& AIDS, TB, Malaria and Malnutrition
