-IGAD established in 1986 in response to Droughts, Food Insecurity and Environmental Degradation with a mandate to mitigate drought effects and combat desertification

IGAD social development programs began with health-related issues

Horn of Africa Initiative (1988) signed by IGAD Ministers of Health

Mandated IGAD to address: CBMPs (including pastoralists) Health & Social development needs

Jan 2005 Health and Social development desk (HESAD) was established

II. SOCIAL DEVELOPMENT PROGRAMS IGAD aspires to:Contribute and supplement MS devt. agenda in advancing the quality of life of the IGAD Population

Promote & facilitate common social policies among MSs in the areas of: Health, Education and Employment, Social Protection, Youth, Migration, and Gender

Develop and Harmonize common Strategies/ Policies to combat major diseases HIV& AIDS, TB, Malaria and Malnutrition
