HAPPY tails have been wagging on Shirley Strickland Reserve in Mt Pleasant, with local dog walkers praising Melville council’s redevelopment of the green space.

It’s a far cry from the battle they fought back in 2016 when former councillor Cameron Schuster spearheaded plans to relocate the suburb’s struggling bowling club there, a move the walkers feared would push them off and ruin the park’s botanic garden feel.

“Frankly, we can hardly believe it – there is a large community building being constructed, really enticing pathways have been installed all around the park,” says local resident Stephanie Faulkner who’d played a key role in seeing off the bowls plan.

“In the last instalment, there are massive plantings going on now with lots of WA native plants, including stands of banksias, all around the grounds and verges.”

She says that will help increase the park’s birdlife.

“There is an emerging consensus that this is a good news story, with our once sadly neglected park being transformed beautifully – it is heartening to see such a turnaround,” she said.

If she can hit the $3,500 mark, she’ll qualify to join the Climate Council’s five-day trek of the Tarkine Rainforest in Tasmania next year.

Ms Faulkner says her fellow dog walkers have been so generous, she’s had to run two raffles - one for walkers and one for doggies.

“As for the trek itself, the decision to embark on it was a big one for me,” she said.

Roots“I retired from my desk job

five years ago – so I’m not young – and my main form of exercise over the last 20 or so years has been to walk my small dog, so a five-day trek will be quite some challenge.”

There was one concern about the redevelopment from retired fire fighter Trevor Carboon, who was shocked to see piles of feeder roots after the council prepared garden beds around the park’s mature trees.

Mr Carboon feared the damage would kill off some of the park’s varied mature trees, which were planted about 50 years ago as a botanic garden. He also queried why the council was planting in the summer heat, saying that would negate the water-saving effects of native plants.

Melville mayor George Gear said the council ran its designs past a trained arborist and had taken other precautions to protect the trees.

“One of the key precautions we took was to install boardwalks instead of traditional asphalt paths, which have less disturbance of the trees’ feeder roots,” Mr Gear said.

“As works progress we are continuing to monitor tree health and if any decline is noted, we will take remedial action.”

He said the seedlings couldn’t go in earlier because the retic and paths had to be completed first, but they’d been given extra water and had been chosen for their hardiness.

LOCAL resident Jenny Thomas is disappointed with the proposal and feels community consultations were little more than a box ticking exercise.

Although Fremantle council has requested the Joint Development Assessment Panel review the issue of car parking, Ms Thomas reckons the development will go ahead regardless of local residents’ objections.

“They’re removing 20 of the established mature trees in the area so we’re going to lose that green space; we’re going to lose trees, we’re probably going to lose verge space by the time we get parking because the verge will be taken up with parking,” Ms Thomas said.

“Which means we are looking at a pretty good ‘heat Island’ there and Fremantle is supposed to be increasing its

urban canopy, not decreasing it, so that’s a bit disappointing,” the Tuckfield Street resident added.

The traffic impact study forecasts 280 additional extra cars during peak times which local residents say will have a major impact on traffic in the area, particularly with two schools in the vicinity.

Ms Thomas believes the council lost control over the development when it approved the rezoning of the land from ‘R60’ to ‘R160’ in 2015 and was shocked to find out the proposal now includes more apartments than originally planned.

“We were led to believe that when it was put up to R160 that meant there would be 262 apartments. Not only have the council given them the R160 - now they’re looking at 272 apartments. They have allowed an increase in plot ratio from 2 to 2.1,” Ms Thomas said.

FREMANTLE council last week provided conditional support for a significant new housing development on Burt Street.

The new development site, bordering Burt, Skinner, Vale and East Streets, and close to the Fremantle Arts Centre and John Curtin school, will consist of five new buildings incorporating 272 apartments, two restaurants, a gym, an arts studio and a performing arts centre.

Broad support from the council comes with a request to the Department of Communities, which owns the land, to address a visitor parking shortfall and a recommendation to establish cash-in-lie funding for additional parking in the area.

The council has also requested the height of the buildings on the Skinner Street frontage be decreased to align with existing height controls.

Edge Visionary Living was selected in May 2020 as the development partner for the $129 million project, which is classified as public works.

Construction is expected to support 530 jobs and generate $205m in economic activity.

The 1.4-hectare site has been vacant since 2017 when the final lot was cleared. A decision to demolish the seven multiple-unit state housing complex and an associated community centre was made in 2011.

The site previously accommodated 62 Homeswest units housed across three-storey blocks but was subsequently rezoned as a R160 site.

Under the terms of the development, at least 45 per cent (81) of the first 180 homes built must be affordable of which 10-15 per cent (18 – 27) will be public housing. A breakdown of the proposed public and affordable housing has not yet been presented.

The current development proposal includes 486 car bays; however, all are located within the basements of the four buildings, accessed through Vale and Burt Street, with only 63 currently allocated as non-residential bays.

Parking was raised as a concern during a Fremantle Arts Centre Precinct (FACP) meeting earlier this year, held with the developer, where local

residents voiced concerns the developer’s claim of ‘net zero impact’ on parking didn’t take into consideration the current use of the land for daily parking and events in the area.

FACP members recommended a reduction in the number of apartments to accommodate more parking bays.

Concerns were also raised in the council’s planning committee report, which highlighted current street parking in the area around the development as a ”major issue” and unable to accommodate the current high demand.

The report said putting further pressure on existing public facilities was “not reasonable nor a good outcome for the community of Fremantle”.

Of the 38 objections received from concerned local residents, accompanying the proposal, the vast majority put car parking as one of the reasons for objecting.

The council estimates a shortfall of up to 100 visitor car parking bays and recommends the creation of additional street parking in the verge areas adjacent to the site – while noting the sensitivity of existing mature vegetation and other natural features around the site.

The city’s engineering department reviewed the proposal and accompanying traffic impact assessment and advised Burt Street should not be used for any site parking but Vale Street could be widened to potentially accommodate 46 new parking bays.

A similar widening of Skinner Street may be plausible.

The Public Transport Authority has been asked to consider providing additional funding to re-instate the red CAT bus in the area.

A couple of years ago Coles ditched the “down, down, prices are down” jingle (apologies for the

earworm) and replaced it with a sincere sounding Curtis Stone stating that “good things are happening”.

I can only suppose that Curtis wasn’t referring specifi cally to the Coles HR department.

Around that same time, Coles Group Ltd disclosed to the Fair Work Ombudsman that they might have made a couple of miscalculations in paying staff and that they would conduct a review. They set aside $20 million to pay back the short-changed employees and carried on with the status quo.

Now, almost two years later, after conducting their own investigation, Fair Work have told Coles in no uncertain terms you can’t just do “whatever you want” (a replacement earworm, you’re welcome).

Fair Work now alleges that Coles underpaid 7,812 employees to the tune of $115.2 million and has commenced legal proceedings.

According to Coles in their ASX announcement, much of the claim relates to “interpretation and applications of various provisions of the General Retail Industry Award”. Or to paraphrase “um, we don’t get the rules”. So what chance do small business owners have?

Most awards allow employers to reach agreement with employees to vary some award conditions. For example, you might agree to not pay leave or overtime loadings in exchange for a higher hourly rate or annual salary.

That might be ok, provided you consider this little thing known as the better off overall test (BOOT). The purpose of BOOT is to ensure that employees are better off and not worse off as a result of all of the agreed changes as compared to the relevant award. This is where Coles went wrong.

AS Cockburn council stands poised to approve a new Coogee Beach Caravan Park lease which will see an expansion of cabin-style sites, long-term residents say they are grateful for compensation they have been offered.

Coogee Resort Permanent Resident Association member Jillian Spruyt says the outcome has been unique.

Discovery Holiday Parks was after a 21-year lease in return for $9.5 million in private investments, including new infrastructure and improvements to power and water systems, but the cabins were set to replace 41 sites occupied by long-term residents.

When the lease was first

advertised in February this year, of the 488 submissions, 78 were from residents concerned their homes were in danger and they could be out on the street.

One couple has been living there for more than 40 years.

Ms Spruyt and the other members of the residents association credit Cockburn councillor Phoebe Corke and Cockburn Labor MLA David Scaife with helping them negotiate with Discovery.

“Phoebe has been an absolute gem,” Ms Spruyt said. “She has come to every one of our committee meetings,” while Mr Scaife helped the group print its pamphlets.

As a result, Discovery has voluntarily agreed to help relocate the tenants, paying up to $20,000 to move their mobile homes; since some have been

there so long they’re impossible to move, Discovery has offered other solutions including reduced rent at their other properties.

The success of these efforts may be why the second round of advertising, which closed in November, attracted only three submissions.

After the lease is signed, Discovery’s next step is to submit a Development Application, which will take an additional 12-18 months. Because the development is expected to be carried out in stages, it will likely be years before some of the residents will have to relocate, and they will be offered 180 days notice when the time comes.

Ms Spruyt says her main hopes now is that Discovery will make good on its promise.

KIDS from years 1/2 at Kerry Street Community School got to share their connection to trees recently after taking part in an

international project designed to prod world leaders at the COP26 meeting to make wise decisions for the next generation. Their

drawings of what they love about trees as a way to combat rising global temperatures were included in a seven-metre banner by

the organisation Kids Care About Climate Change and displayed at the United Nations-organised climate meeting. More than 200

schools from 33 countries participated and the banner ended up featuring 2,629 mini pleas for action. Last Friday the kids got

to see their efforts and play parachute with the banner in the “wild space” which has been growing next to the Hamilton Hill

Deal reassures park residents

A NEW survey from the University of Western Australia is after volunteers to share their thoughts and feelings about the trees in their neighbourhood.

UWA student Harrison McGrath’s masters of conservation biology is looking at better understanding how natural surroundings impact people’s attachment to their local neighbourhood.

The study aims to provide guidance for councils on how to improve green spaces in cities and towns.

“A lot of local governments are trying to find effective ways to increase canopy coverage in their suburbs,” Dr Lawrence said.

“Much of the focus is on benefits like shade and cooling, which are very important, but Harry is also asking for volunteers to explore some of the psychological and social effects that trees can have for residents.

“We’re hoping this will help local governments by highlighting the benefits and drawbacks to different species they might be planning to plant,” the UWA emeritus

asked to reflect on what plants, trees and wildlife they engage with in their home, street and neighbourhood and consider how these impact on their general mood and energy.

Trees play an important role in the identity of local neighbourhoods, for instance the iconic Norfolk Pines along the

Esplanade in Fremantle, and this survey aims to understand what qualities are considered most important.

Volunteers who complete the survey can enter a draw with chance to win one of two $50 native plant vouchers.

THE Corner Store, located on 147 South Terrace, is a seasoned entrant to the annual Fremantle Christmas Window Competition since first opening in Fremantle in 1999.

Annie Taylor, co-owner of the store, is keen to keep up the tradition and recognises the benefits of the competition in creating a local community spirit.

“It makes people happy. That’s always what we are trying to do when people come into our shop. You want them to have a nice experience, to chat to people,” Ms Taylor said.

Inspiration for this year’s window design came to Ms Taylor during what she describes as a “weird year” when she began to think about providing people with a smile.

“We’re not always the same, we always have a different edge – a more community concept – not just “Merry Christmas” but looking at the broader picture,” added Ms Taylor.

Noel the reindeer remains the one consistent centre point of the decoration, which is constructed by Ms Taylor’s husband every year.

The window decoration helps attract new and old visitors to the store and offers a chance for younger kids in the community to return each year to say hello.

Business has been better than expected in 2021, after COVID, but the shop has needed to adapt – reducing the store floorspace to create a new studio space for yoga and workshops.

Local businesses compete to win a $5,000 prize with

public voting open until Friday, December 17 on the Fremantle Chamber of Commerce website. The Corner Store is a previous recipient of the prize and donated the winnings to the Fremantle Foundation.

The 2021 winners of the ‘Shine a Light on the Twelve Days of Christmas’ will be announced on December 19.

Get offI STOPPED reading the story about The Beatles after the first line where the author refers to a “wet dream” (“Epic jam,” Herald, December 4, 2021).

It might have been a giggle for your feature writer and his mates, but I suspect most readers don’t care about his personal needs.

The article was another sad example of the level of juvenile – in this case sexist – nonsense published by the Herald and pushed into people’s letterboxes.

Everyone everywhere is writing pieces about The Beatles anyway, the Herald hardly needed one.

InformedI LOVE reading plain speaking English; pithy, erudite sentences anchored to irrefutable science, sentences that efficiently push us into a timeless philosophical context.

Thank you Hans Hug for your letter published in the Herald last week on Mr McGowan’s hypocrisy in relation to climate change - his decision to greenlight Woodside’s latest fossil fuels project (“Climate change is also science,” December 4, 2021).

Mr Hug’s letter raised rhetorical questions that only Mr McGowan can answer, as he’s the person in the position of power who can “make change happen” – with the non-flick of his pen.

All I can add is: “How can you sleep at night Mr McGowan – knowing the pain and suffering you’re actively projecting onto our future generations?”

More broadly, we need to break the 20th century cycle of politicians feeding us unsophisticated messages that have measurable nihilistic outcomes.

Their sentences of justification reflect their desire to stay elected, not us. As Mr Hug’s letter reminds us, in the present century, decisions that aren’t based on science ~ aren’t decisions. That’s just politics for simpletons.

I reluctantly applaud Fern Huck’s protest method too; her activism pic was also published in last week’s Herald .

Our state government’s grand-scale hypocrisy, greenlighting Woodside’s latest

fossil fuels project, has pushed normally conservative people, like Fern and me, out into the open.

We need to transition today; not tomorrow.

Mr McGowan’s action has effectively destroyed our collective global credibility as West Australian’s too - Freo people, humble citizens – trying to serve our planet, at a time of great need. If there were space, I’d repeat “transition” 100 times; to help those who just dropped-out by putting me and my opinion into one of their one-dimensional boxes.

In summary, I’m no longer willing to be WW3 cannon fodder for our elected politicians and their massaged messages. They are elected to represent us, not tell us.

As Mr Hug’s letter’s implies, I say: let’s all make 2022 the year the informed collective fought back.

Christmas Message A HERALD PROMOTIONAL FEATURE

In this Covid 19 world where our normal life has be totally upturned we come to the Christmas season. The hopes of many to re-unite with families across our nation and across the world brings many challenges and concerns, We observe the many countries and cities struggling with the pandemic and worry about the effect of this on lives of so many . And we reflect on the many who have died and the sadness that has surrounded their families and friends at this time.

So Christmas arrives in our rapidly changing soci-ety of both technology and communications. Yet the story of Christmas comes to us in nostalgic forms. None of the shepherds used face-book but they may have had a twitter about the angels. How then does the tradition of Christmas come to us today?

The story of Christmas has become lost amid the trivial and institutional ways of its telling. The myths surrounding the Bethlehem stories so often told as events rather than traditions about an understand-ing of human life in the light of faith. Carols sung or played as we shop or even attend those times of the infant nativity plays do little for the meaning of Christmas.

In fact the way in which the Christian church often tells or shares the nativity story contributes to its current meaninglessness. Why is this so?

Maybe the churches have for too long simply put out the nativity scene as the actual product of Christmas rather than as a sign of deeper meaning of Christmas. Carols and sometimes very obscure readings are used in worship that is not easy to understand and seen as having any relevance to today’s world and its massive needs.

Perhaps the deeper meaning of Christmas is very hard for a world so often more concerned with individual power than service and valuing others. We have seen this especially within the Australian political scene where power is the driving force in abuse, ridicule and rudeness. Ethical behaviour on all sides has been thrown aside for the gaining of the media spotlight. No concern for the well–being of the other nor the respect for someone who has a different view.

We also see this lack of respect amid domestic violence, abuse of adults and children, racial intoler-

ance, international wars and civil wars where the inability of humans to resolve conflict remains the same as in times of old.

As members of today’s society we need the Christmas story of peace and goodwill to all not to a select few who have power but also to the power-less and the dispossessed. This is the story of Mary and Joseph, the unmarried mother whose child was born in squalor. There were no porcelain manger scenes there.

Take time to listen to the stories of the Christ-mas season and find yourself being blessed by the sense of peace and love

I invite you as you celebrate the holy season of Christmas to spare some thoughts, prayers if you will for others who are struggling at this time. They may have lost a loved one during the year. Their family cannot be together due to the pandemic Think also for the places of conflict around the world and remember in your offering of a prayer for peace.

Be generous in giving to those who serve others both here in Australia and overseas so that they will feel someone cares.

Make a commitment to relate to others with tolerance and respect so that the rich values of the Christmas season will permeate around your sphere of influence and start a change in our culture

A NEW exhibition at the Shipwrecks Museum in Fremantle

is a fascinating insight into the world of wooden boat making in Western Australia.

Marking the 25th anniversary of the construction of the Duyfken replica in Freo, the exhibition covers everything from the wooden boats used in whaling in Albany to a sloop made by the survivors of a Dutch shipwreck in the Abrolhos Islands in 1727.

“There is a lot of knowledge in Fremantle about the history of building wooden boats but a lot of people will be surprised that there are still wooden boats being built around Perth and Fremantle till this day,”

exhibition curator Elly Spillekom says.

“That is why this exhibition is set up and is connected to a whole program of lectures in the Maritime Museum every Sunday in the month of March, and a wooden boat parade and shanty festival on Maritime day.”

The amazing craftsmanship it took to build these wooden boats, and their durability, is evident in the SS Perth, used for the South Perth ferry service in 1914.

The double-ended, double-decked steam ferry is now 107 years old and still afloat in Cockburn Sound.

The ferry was built by Alfred Edmund Brown, who bought a property opposite the beach on Fitzgerald Terrace (now Marine Terrace) and set up as a boat builder.

With a reputation established for innovation and speed, he quickly became one of the most

prolific builders, sending his boats as far away as Queensland.

At the peak of his production Brown’s yard was turning out a vessel every fortnight, mostly pearling luggers, but also yachts and river craft.

The history of wooden boat building in WA can be traced back to 1727, when Dutch seamen became the first to build a wooden boat in the European tradition in Australia – they crafted a small ship from the remains of the wreck of the Zeewijk and local mangrove wood.

Another 270 years later, in 1997, the very same boat building traditions and techniques were used to build a replica of the Duyfken, in front of the Shipwrecks Museum in Freo.

The idea to build an authentic replica of the Duyfken was hatched by local historian Michael Young and driven by a passionate group of WA maritime enthusiasts keen to see the skills learnt from their Endeavour replica preserved.

The lounge has its own kitchenette and a private bedroom/home office, so no need to nip downstairs for refreshments and food if you are hosting a party or working.

Record breakers?BICTON’S Hugo Palmer

will try to break the world record for the fastest

blindfolded marathon on Sunday (December 12) to raise money for The Leukaemia Foundation.

Guided by three runners without blindfolds, Palmer will attempt to smash the four hour world record on the athletics track at Challenge Stadium in Mt Claremont.

Palmer says running blindfolded is disorientating.

“It’s really challenging to run in a straight line, so despite running a 42.2km race I will more likely end up running 45km with all the bouncing from side-to-side,” he says.

“During a race like a marathon you need nutrition to keep you going and taking on nutrition whilst blindfolded is very challenging.

“All in all, I have an amazing team around me who make these challenges easier than they would

otherwise.”Palmer isn’t an experienced runner

with only a half marathon under his belt, but he is a fitness fanatic and recently came fifth in his age category in the Busselton half ironman.

After training hard for the record-breaking attempt at Scotch College Oval, he is confident of completing the marathon in three hours and 15 minutes.

Palmer will be running alongside Bomber Markwell, Harry Sinclair and Patric Beaven, who lost his father Jeremy to blood cancer 10 years ago.

At the time of going to print, the boys had raised $19,000 of their $25,000 goal for The Leukaemia Foundation.

Well, frenetic 10 weeks lead up to Christmas, doesn’t give enough time for any maintenance type business to gear up (a little diff erent in longer project realm of construction).. employ, equip, let alone retrain (think brainwash ) a new employee .. let alone the $50k to get him on the road ... which after Christmas might be as fl at as a biscuit for

accept it? As it could be up to 10x what the job is worth!! Get a other .. or phone a friend (Tony) to get a second opinions because when to agree to a price in the spur of the moment ... I promise, you are going to have buyers remorse after. There are companies out there charging to ‘turn up’ ie callout fee up to $135 (no work) instead of starting the work at an hourly rate (smaller jobs ) then quote outrageous prices ie $1200 for an hours work

ONE ACHORD IS A Community-based choir, made up of people who love to sing, under the

direction of Gillian Parker, who is an experienced musician and vocal coach and introduces us to all musical genres. Our rehearsal sessions are held at St. Stephens Church Hall in Applecross on Monday night 7.30 -9.30 and Wednesday morning 10.00-12.00 to give people a choice of time to attend.
