The modernity of National Library of the Philippines tends to
adapt to rapid global technological advances and catch up with
other modernized libraries elsewhere, and its American style of
architecture which upholds the sophistication makes visitors feel
like passing through the history since it was established in
American colonial period.
National Library of the Philippines aims to provide a comfortable
learning ambiance for visitors, upgrade most of the facilities to
look more authentic, and enhance the creativity of facility
design that can seem somehow distinct from other libraries while

National Library of the Philippines (NLP) is situated on a
portion of Rizal Park (Luneta Park), the most popular destination
in Ermita, Manila, facing T. M. Kalaw Street. Established in
1901, its lifetime has passed throughout different Philippine
colonial period, and modern generation in which we are living
right now.
In this development plan, the researchers would like to inquire
further research purposes interview with the best contact person
in charge inside National Library of the Philippines, relative
information on the Internet, book references in libraries, and
even some local citizens’ word of mouth around to accomplish a
worthwhile research on renovation.
In the end of this proposal, the researchers would like to
provide a comfortable learning ambiance for visitors, upgrade
most of the facilities to look more authentic, and enhance the

structural design at the same time. Such outcome cannot only
boost the number of tourists to visit and be willing to stay
longer and then further recognize it as one of the iconic
attractions within the country but also increase the inbound
revenue sources on tourism to the economic benefits of its
district.
INTRODUCTION OF THE STUDY
National Library of the Philippines is the keeper of our nation’s
soul and heritage. It is notable for being the home of José P.
Rizal’s original works such as Noli Me Tangere, El
Filibusterismo, and Mi Ultimo Adiós. It has abundant Filipiniana
collections that preserve the institution as the nation’s
fountain of knowledge and source of information for thousands of

students and researchers who daily use the library’s collections
in their studies.
The history of National Library may be dated from the opening of
Museum-Library of the Philippines which was established at
Interdencia in Intramuros during the late Spanish colonial
period. After the library was moved to Gunao St. in Quiapo near
the present site of Masjid Al-Dahab, the director then, Paterno,
published the first issue of Bulletin of the Museum-Library of
the Philippines. However, the Museum-Library of the Philippines
was ended due to the beginning of American colonial period.
After the end of Philippine-American War, several American women
organized the American Circulating Library for the devotion in
memory of American soldiers who died in the Philippines during
the war. The American colonial period can be titled as “Birth of
the Modern National Library” wherein most of the collection then
consisted of American fiction, periodicals, and newspapers. The

National Library of the Philippines was then established as the
Philippine public library system. Later on, the library was
sequentially moved to Rosario St. (now Quintin Paredes St.) in
Binondo after the American Circulating Library became a
Philippine government institution. After the National Library was
merged with Executive Bureau's Division of Archives, Patents,
Copyrights and Trademarks, and the Law Library of the Philippine
Assembly, it was named as Philippine Library and Museum. Later
on, it was again moved to the Legislative Building on Padre
Burgos St. in Ermita after the Philippine Legislature split the
Philippine Library and Museum into the National Library and the
National Museum.
During the World War II, the research and work on national
bibliography were temporarily suspended. Japanese forces
occupying Legislative Building caused that the library was forced
to move to Philippine Normal School (now Philippine Normal
University) and later on was moved to Manila City Hall after

Japanese troops occupied the Philippine Normal School as well.
Many Filipiniana collection were lost and left behind except for
the original works of José P. Rizal. After the end of Japanese
occupation, the library was moved to Old Bilibid Prison (now
Manila City Jail) on Oroquieta St. in Sta. Cruz.
After the independence of the Philippines from United States of
the America, President A. Roxas signed an Executive Order
converting the National Library into an office under Bureau of
Public Libraries due to a sense of national shame as a result of
the World War II. Later on, it was forced to move to the old
Legislative Building at the corner of Lepanto St. (now Loyola
St.) and P. Paredes St. in Sampaloc, Manila and after the
Circulation Division was stopped, it was again moved on Arlegui
St. in San Miguel, Manila. Finally, after several relocations all
over its history, it was moved to its current location and was
also renamed back from the Bureau of Public Libraries to its old
name, National Library of the Philippines.

SIGNIFICANCE OF THE STUDY
The development plan on the renovation of National Library of the
Philippines will not only academically fulfill the researchers
with the completion of requirements in their major subject of
their course but also give some advantages to the society within
the district, local government and citizens, employees of
National Library of the Philippines, researchers / students, and
visitors / tourists.
The renovation on National Library of the Philippines is not only
to provide a comfortable learning ambiance by upgrading most of
the facilities to look more authentic and enhancing the
creativity of facility design that can seem somehow distinct from
other libraries while at the same time upholding the historical
spirit within its structural design, but also to make it as a

potential site as one of the iconic tourist attractions within
the district.
To show how the stakeholders related to this renovation are going
to be aided, below is some significance addressed:
a. Society and Local Government – By making National Library of
the Philippines as the potential site to be recognized by
the local and even foreign tourists as one of the iconic
tourist attractions within the district not only will
increase the inbound revenue sources on tourism
economically, but the district itself will also be further
popularized.
b. Community and Local Citizens – Once National Library of the
Philippines will have successfully become one of the iconic
tourist attractions within the district in which their
residences are positioned, they themselves will bear a

will start loving to do their tasks in a new and comfortable
environment where they can work happily and peacefully.
d. Students – Its renovation will provide a more comfortable
learning ambiance for them to not only do their researches
and studies effectively but further enjoy doing their
relative tasks.
e. Tourists – The renovation of National Library of the
Philippines will be developed as a place for them to not
feel like leaving too soon while spending their moment
inside looking around.

RESEARCH QUESTIONS
REVIEW OF RELATED LITERATURE
The article of Adaptive Reuse for Clinics by Jeffrey P. Blaevoet,
P. E., a member of ASHRAE, focuses on the adaptive reuse of
buildings which originally housed Lucasfilm Ltd.'s Industrial
Light & Magic to become Marin Health and Wellness Campus in
California and discusses some details regarding the design of the
campus including the installation of heating, ventilation, and
air-conditioning (HVAC).
The article of Social Memory and the Power of Adaptive Re-Use by
Keith A. Sculle examines the adaptive reuse of an historic

Springfield, Illinois gas station into LaBonte's Bicycle Doctor,
a bicycle repair shop, in 2012, and explores topics including how
the social memory of historic buildings affects their reuse,
residential architecture, and the success of reused buildings as
businesses.
In the article of Design Education for Adaptive Reuse by Özen
Eyüce and Ahmet Eyüce, adaptive reuse can be defined as the task
of adjusting functionally obsolete buildings for new program
requirements through building conversion. Its projects require
alterations within the boundaries of an existing building
envelope, radical changes / transformations in the space
configuration so as to accommodate the new set of functional
requirements, and case specific approaches depending on the
peculiarities of the original structure.
The article of Urban Sustainability and the LEED Rating System:
Case Studies on the Role of Regional Characteristics and Adaptive
Reuse in Green Building in Denver and Boulder, Colorado by E Eric

Boschmann and Jessica N. Gabriel focuses on how geographical
context and reuse of existing buildings are rewarded. Such a deep
green approach focuses on local geographic conditions to work
with natural climate systems through design informed by
vernacular architecture, as well as the benefits of adaptive
reuse.
The article of The Development of Adaptive Expertise, Routine
Expertise, and Novelty in a Large Research Team by Susannah B. F.
Paletz, Kevin H. Kim, Christian D. Schunn, Irene Tollinger, and
Alonso Vera discusses the conceptual differences between adaptive
expertise and related team learning and concepts of efficiency
and innovation and further examines longitudinal behavioral data
on novelty, routine, and adaptive expertise.

THEORETICAL FRAMEWORK
In order to support the renovation on National Library of the
Philippines, the article of Application of the Adaptive Reuse
Potential Model in Hong Kong: A Case Study of Lui Seng Chun by
Craig Langston and Li-Yin Shen may be useful. Such application
can assist in the transformation of the building and property
industry towards more sustainable practices, strategies, and
outcomes, by providing a means by which the industry can identify
and rank existing buildings that have high potential for adaptive
reuse.

The article mentioned above is also being supported by proposing
an Adaptive Reuse Potential (ARP) model, which requires an
estimate of the expected physical life and current age of the
building and an assessment of physical, economic, functional,
technological, social, and legal obsolescence.
As indicated in the article, Newman (2011) discussed various
political issues relating to historic building reuse, nothing
that preservation in many cases was predicated on reuse, finding
a balance among the interests of developers, property owners, and
preservation advocates. Stakeholder involvement is critical. And
Ball (1999) found that persistently vacant buildings are less
able to be reused than newly vacated premises. Therefore,
timeliness is an important characteristic in identifying adaptive
reuse potential.
Physical obsolescence can be measured by an examination of
maintenance policy and performance; economic obsolescence can be
measured by the location of a building to a city center or

central business district; functional obsolescence can be
measured by determining the extent of flexibility imbedded in a
building’s design; technological obsolescence can be measured by
the building’s use of operational energy; social obsolescence can
be measured by the relationship between building function and the
marketplace; and legal obsolescence can be measured by the
quality of the original design.
Therefore, in order to effectively increase the useful life of a
building, it must be properly maintained, located in a relatively
high populated area, designed and constructed to a high standard,
and not reliant on high levels of energy in order to provide
occupant comfort, and its layouts must be flexible to change and
its feasibility must not only be based on external income.

From the Adaptive Reuse Potential (ARP) model, the researchers
are able to identify the potential, subsequent evaluation of the
full effects of buildings, and real benefits of adaptive reuse.
Such an approach can assure that buildings with significant
remaining capacity to serve our society will be retained and

Statement of the Problem
National Library of the Philippines is the nation’s official
premier public library wherein local and foreign researchers and
students can conveniently use the historical books, literatures,
and manuscripts as their references. This development plan can
benefit not only researchers and students in providing a
comfortable ambiance while doing their researches and studies but
also the society and community in terms of boosting the number of
tourists to visit and increasing inbound revenue sources on
tourism economically.
To visualize what the researchers want the renovation to be
accomplished ideally, below is the questions to be considered:
a. How is the building going to be renovated with regards to
its design, style, and even other architectural aspects in

potential site to be as an iconic tourist attraction without
destroying the nature and its cultural and historical
significance and distracting visitors and tourists?
d. How to promote the site as one of the tourist attractions in
the country and further enrich the site’s image once the
renovation will be done?

the renovation of National Library of the Philippines, the
researchers are required to achieve the objectives indicated

a. To be renovated by its paints, lights, ceiling, and wall-
glasses in a modernized American style of architecture since
it was established during American colonial period.

RESEARCH METHODS
RESEARCH METHODS
The researchers of this tourism development plan will have to
implement numerous research methods in order to accomplish the
proposal successfully. Some research materials that will be used
are interviews, online researches, book references, and even oral
history.

The researchers would like to go on for in-depth interview with
the best contact person that is in charge inside National Library
of the Philippines, search for some relative data on the
Internet, look for some useful book references in libraries, and
even ask some information from local citizens around about what
they have known so far about the National Library of the
Philippines through word of mouth.
In order to show what the researchers have done in their
researches, they will need some supporting tools such as photo,
video, etc. to make their researches further recognized and
acknowledged.
The actual process of making a development plan on renovation
will go on from the month of July to the month of August 2014.
And between those two months, the researchers will spend the
entire month of August on doing researches and gathering data.
Lastly, the final thesis proposal will be done in the month of

It depicts that the lobby is situated in the middle part of
the ground floor, which we can be in once we enter from the
entrance. On the left side, we can see the café shop; while on
the right side, we can see the information center and baggage
counter. The elevator can be seen straight from the entrance. And
there are restrooms on the right side of the elevator. The
ladders are placed on the front and right-most side and the back
and left-most side of the lobby.

It depicts that the children’s library is situated on the
left side while the Rizal’s Museum is situated on the right side.
The ladders are placed on the front and right-most side and the
back and left-most side of the open area of the floor. And the

Targeted Results
To come up with a wide-ranging development plan that pertains to
the importance on renovation of National Library of the
Philippines, there are some outcomes that researches would like
to achieve.
1. Architectural designs to be renovated:
a. To repaint the walls into black and white to make National
Library of the Philippines (NLP) look more modernized.

b. To transform the ceilings into arched ones to better suit
the American style of the architecture.
c. To develop an open area of every floor to make National
Library of the Philippines look more modernized.
d. To change the lights into the elegant ones to make
researchers and students have a brighter sight while reading
and searching and at the same time to make visitors
appreciate its modernity.
e. To redesign and organize the windows and doors into arched
ones to better suit the American style of architecture.
2. The existing facilities to be improved:
a. To link up all the offices of employees into only one but
organized administrative office so that the visitors do

not need to go separately when looking for another
sector.
b. To improve the air-conditioning system so that the
researchers and students will not feel irritated while
doing their researches and studies.
c. To transform the wooden tables and bookshelves into metal
ones to not only make them look more modernized but
importantly prevent the books from getting yellow stains.
d. To change the wooden chairs into sofa-like ones so that
researchers and students will be seated more comfortably
while doing their researches and studies.
e. To put more CCTVs so that the security of the
researchers, students, visitors, and tourists will be
ensured as well as the library itself.
f. To improve the look of computers into flat-screened ones
to make them look more modernized.

g. To improve the function the elevator on behalf of
physically challenged people, for more comfortable when
going inside and taking it upstairs and downstairs.
h. To improve the design of the library card to make
visitors as well as the researchers and students
appreciate more being a membership of the library.
3. New facilities to come up with:
a. To build a large structure of both big hands holding a book
that is open in front of the entrance to symbolize what a
library is like.
b. To build restrooms separately for visitors on ground floor
and employees on fourth floor so that they do not need to go
far to solve their physiological aspects.

c. To build an information center and a baggage counter on
ground floor to answer visitors’ inquiries with regards to
library itself and at the same time secure the personal
belongings of the visitors.
d. To build a small café shop on the ground floor for
researchers and students to easily look for a nearby place
where they can solve hunger and have relaxation during break
time after doing a part of their researches and studies.
e. To hold a book exhibition at the lobby of ground floor
annually on behalf of the authors of books as well as to be
useful for the researchers and students.

f. To build a small-sized museum exclusively for Rizal’s works
to make visitors as well as the researchers and students to
familiarize what Rizal had done to influence our literature
nationally.
g. To build an electronic library on third floor for
researchers and students to surf the Net conveniently and at
the same time make the process of doing their researches and
studies easier.
h. To build an audiovisual room on fourth floor for researchers
and students to watch a film-show that is related to their
researches and studies and a movie that tells about the life
story of a famous nation’s author and to hold an inspiring
speech about the education monthly.

4. National Library of the Philippines is going to be promoted
as one of the iconic tourist attractions within the district
through the following items:
a. The most basic of all, word of mouth. As the researchers,
students, visitors, and even tourists go inside and outside,
they will at the time notice the improvement, and because of
it, its image may mechanically be changed as what and how
most of the people will have seen from it.
b. Training employees efficiently to provide a better service
to make visitors fall in love with not only its modernized
look but importantly the care that we can provide to them.
The beautiful appearance of a certain product is just
nothing if its quality is not even good at all.

c. Holding a library tour for educational purpose to make them
learn effectively what the literature of our nation is all
about and what some famous authors of our nation are.
d. Advertising through radios, television, magazines, posters,
newspapers, brochures, flyers, leaflets, etc. to show and
tell what some new facilities inside are as well as the
facilities that are improved.

Scope and Limitation
The researchers will have to implement several researches in
order to accomplish the proposal successfully. And in order to
show what some information that the researchers will have
gathered, they will need some supporting materials such as photo,
audio, video, etc. to make their researches further recognized
and acknowledged.
In the process of doing useful researches effectively, the
researchers are recommended to gather the information within the
district to save their time and energy. The researchers will need
to have a frequent contact with not only National Library of the
Philippines itself but also some relative local communities or
government units for in-depth interview with the best contact
people that are in charge. Besides, they can also search for

some relative data on the Internet, look for some useful book

Researches have to consider some limitations that are indicated
below:
a. In order to successfully accomplish this development plan on
renovation by doing sufficient researches and gathering
plentiful information, this proposal cannot just be done
promptly within the given period of time due to limited
time, budget allocation, and manpower.
b. The result of data collected will depend on the level of
expertise in terms of knowledge and understanding of the
respondents and the level of usefulness in online researches
toward this development plan.
