Uneasy calm in Kashmir

Valley, death toll rises to 43

Government, a claim denied by the state although a senior

minister Naeem Akhtar justified the restrictions earlier.

The decision to resume the publications came just hours

after Chief Minister Mehbooba Mufti met the editors who

called on her here, assuring "independence of media".

Army Chief General Dalbir Singh, who is on a day-long

visit to the Valley, reviewed the security situation in

Kashmir and appealed to the people to maintain peace

while calling for strict vigil along the Line of Control

(LoC).

Though the situation in the Valley remained by and large

peaceful with no major untoward incident reported from

anywhere since yesterday, 56-year-old Ghulam

Mohammad Mir, who was injured in a firing incident at

Hatmulla in Kupwara district of north Kashmir on July 15,

succumbed to his injuries at SMHS hospital here, officials

said.

Hailing from Khumriyal village, the deceased was

critically injured in the firing which also left a youth dead.

Soon after his death, a group of people staged a peaceful

demonstration outside the hospital against the killing.

Curfew remained in force across all 10 districts of

Kashmir today with security forces stepping up vigil in

view of the call given by separatists for observing a "black

day" to protest the recent killings in the Valley.

Police and paramilitary personnel have been deployed in

strength across the Valley for strict implementation of the

prohibitory orders, the official said.

He said the situation across the Valley is so far peaceful.

Though there were few minor incidents of stone pelting at

four places in Pulwama, Anantnag and Ganderbal districts,

the day passed off peacefully in rest of the Valley, the

official said.

Meanwhile, normal life remained paralysed for the 12th

day today due to separatist-sponsored strike, which has

now been extended till July 22.

In a joint statement, Syed Ali Shah Geelani, Mirwaiz

Umar Farooq and Mohammad Yasin Malik on Monday

said the shutdown in the Valley will continue till July 22.

However, they have announced a relaxation of half day

from 2 PM onwards tomorrow.

The schools and colleges in the Valley continue to remain

closed after the government extended the summer

vacations till July 25.

Shops, business establishments and petrol pumps

continued to remain shut, while the Government offices

and banks witnessed thin attendance.

Mobile telephony and mobile Internet services also

remained shut while newspapers have reported to resume

their publication after meeting the Chief Minister.

the very early restoration of peace and normalcy in the

Valley.

'Sudden jump in

infiltration bids in J-K'

The minister said though security forces maintain high

level alertness during their duties, still terrorist attacks are

hard to mark in advance, that too, precisely on ground.

"Intelligence inputs keep troops vigilant and help them to

be in a position to repulse any attack which has been done

in the Pampore attack in which both militants were

neutralised," he said.

Replying to another question, the minister said seven

terrorist attacks on CRPF personnel have taken place in

Kashmir Valley during the current year till July 14 in

which 10 CRPF personnel were martyred and 43

personnel sustained injuries.

Three BSF personnel were killed and seven BSF jawans

received injuries in different incidents this year.

Some of the terrorists killed have been identified.

Terrorists identified comprise both local and foreign ones,

he said.

Ahir said the Standard Operating Procedures have been

reviewed by Central Armed Police Forces concerned and

all field formations in Jammu and Kashmir have been

sensitised about the latest modus operandi of militants and

threat perception to prevent attacks in future, he said.

a section of police to discredit the Chief Minister," the

letter written by senior NC leader Ali Mohammed Sagar

said.

The NC said it took the state government nearly two

weeks to call for an important meeting whereas the chief

minister took no time in calling a civil society meeting

which indicates that she has no respect for elected people.

The letter also drew the attention towards banning of

newspapers and double speaking by the state government.

"Education Minister (Naeem Akhter) told them not bring

out newspapers and on the other Mehbooba's Advisor

(Amitabh Mattoo) claimed that there was no ban and the

chief minister was unaware about it."

"There seems to no effective leadership in the state

reaffirming that the NC was committed for peace in the

Earlier, NC President Omar Abdullah called on Governor

MP Jyotiraditya Scindia fiercely attacked the state ruling

coalition of PDP and BJP.

"Whatever has transpired in Kashmir is a classic example

of failure of state's machinery and strategy. The way

situation on ground zero was dealt with, has shameful and

if the government takes measures to bring peace in

Kashmir, we will support them wholeheartedly," Mr

Scindia said.

Mentioning civilian causalities during the clashes between

the protestors and the armed forces, the Congress leader

said it appears as if the government doesn't differentiate

between the innocent people and terrorists.

"The Centre's healing touch policy for Kashmiri is long

gone. Pellets guns are being used against innocent people,

AK-47 are spraying bullets. The situation has gone from

bad to worse bad but the Prime Minister never bothered,"

he said.

In a sharp attack on Mr Modi, Mr Scindia said while

Kashmir was burning, Mr Modi was playing drums

abroad. "Infiltration is on rise. But our Defence Minister

Manohar Parrikar is distributing LED bulbs in Goa.

Till now, not a single Minister of Modi cabinet has visited

Dimple president Jammu

West Assembly

Movement Wednesday

held massive protest

against the PHE and PDD

department for its failure

in providing smooth

supply of electricity and

drinking water.

The protesters slammed

PDD Minister for his

failure to supply regular

power and water supplies

in various localities of

west assembly

constituency i.e. Lakad

Mandi, Janipur, Pacca

Talab, Amphalla, Karan

Nagar, Old Rehari, New

Subash Nagar, Tallab

While addressing on the

occasion Sunil Dimple

said that all the hospitals,

temple, schools, office

have gone dry and people

don't have water to meet

daily needs, he urged the

Chief Minister Mehbooba

Mufti led coalition Govt

to start work on Chenab-

Akhnoor water supply

project. He said that most

of the localities of the

Jammu city are facing

prolonged power cuts and

some localities are

without light for the last

one week. Dimple coming

down heavily on the

union BJP Govt said the

refusal to return the

power projects to the

state as per the agenda of

alliance has rubbed salt

on the wounds of the

people of the state.

He alleged BJP Central

Govt has also refused to

increase the power share

to the J&K state from

12% to 25 % as per the

agenda of BJP-PDP

alliance.

Later, Dimple also called

upon the Chief Engineer

PHE and apprised him of

the problems and urged

him to provide restore

smooth water supply at

the earliest.

A meeting of School

the presidium of

Chairman and President

of SEECC N.S. Jamwal,

Ganesh Khajuria, Jammu

province to discuss the

present education

scenario and issues &

problems being faced by

the School Education

Community.

The speakers in the

meeting laid stress on the

early regularization of

Joint Directors, CEOs,

Principals, Lecturers,

ZEOs, Headmasters as

they are waiting for

regularization for many

years altogether whereas

some Incharge

incumbents

retired/expired in I/c

capacity. As per the order

of placement issued,

clearly mentioned that

Incharge incumbents have

to be regularized within 6

months but Govt. is not

sincere for their

regularization and which

the fault of the Govt. is

and also compelling the

employees to take the

agitation path.

The House strongly

demanded to remove the

Pay Anomalies of

Clerical Cadres/Masters

Cadres immediately

whereas the cadres have

been suffering/ disparity

for the last 2 decades as

the same is the

negligence on the part of

Govt. It is pertinent to

mention here that the

Govt. has already

removed the Pay

Anomalies of other

cadres.

The Chairman of the

SEECC N.S. Jamwal

stressed upon the Govt. to

grant the Time Bound

Promotion/Running Grade

as per SRO 225 which

clearly shows that the pre-

revised scale 8000-13500

is a running scale &

SEECC demanded the

consequential benefits of

Running Grade which

remove the worst type of

stagnation in the +2

Cadre. The President of

the SEECC, Ganesh

Khajuria urged govt. to

implement the

recommendations of 7th

Pay Commission in-toto

at the earliest to provide

the relief to the

employee's fraternity.

The SEECC leaders &

Executive members

sought early release of

salary grants under

SSA/RMSA/NPS

schemes/MDM grants so

that the teaching

fraternity does not suffer

more. The speakers

demanded that contingent

paid workers should be

regularized at earliest as

done in Kashmir Province

or minimum wages Act

should be implemented in

their favour as they are

honorarium.

demonstration at Jantar

the State. The Panthers

activists look out a procession

and marched towards

Parliament House but were

stopped by the Police and

restrained from proceeding

further. The angry protestors

raised slogans against state and

central govt. and were

addressed by several senior

leaders of the party. Expressing

serious concern over the

breakdown of Administrative

and constitutional machinery

in the State and attacks on Shri

Amarnath pilgrims, as well as

police stations and security

forces, Harsh Dev Singh said

that the prevailing situation in

the state called for imposition

of Governor rule under Section

92 of the Constitution of the

state. Addressing the media

persons, Harsh Dev Singh

lampooned the govt. for having

failed to respond appropriately

to the situation created in the

wake of killing of Hizb

Commander and the resultant

turbulence witnessed in the

Valley. He regretted that with

over 40 people killed, more

than 4000 injured and religious

pilgrimage being assaulted, it

was virtually a case of anarchy

and lawlessness prevailing in

Kashmir with no signs of

government on the ground. He

said that the Ministers who

ought to have come out of their

hiding and made themselves

available to the civil society

had deliriously shun their

responsibility thus allowing the

situation to further deteriorate.

Alleging total collapse of law

and order with administration

having lost control over the fast

deteriorating situation, Harsh

Dev Singh said that the

separatists, subversives and

anti nationals had virtually

taken control of the situation

with repeated calls for

extensions of violent protests.

He said that most alarming was

the disarming of the security

personnel who were ordered by

the BJP-PDP govt. not to use

force despite the gravest

provocations of the saboteurs

or in spite of the violent attacks

by them. He said that while use

of disproportionate force was

always condemnable, the

security personnel could not be

made fodder to highly violent

and aggressive felons and

could not be deprived of the

right to self defense.

The state unit of BJP has

termed sermonising by

Congress leaders on non issues

as a futile exercise, contending

that all such issues have been

created by the Congress party

during their rule on account of

scams laced mis-governance

and wrong doings on all fronts.

BJP State Spokesperson Balbir

Ram Rattan said that by doing

this, the Congress leaders are

themselves lowering their own

stature. The negative and

sterile politics will not act as

oxygen to their comatose party,

which is in an irreversible

decline mode, he said. The way

senior and responsible leaders

of the Congress are behaving

and making daily statements,

raking up non-issues, are

thereby exhibiting only their

frustration on account of being

out of power, he said adding

that with such tactics they are

trying to ensure their political

survival. Balbir, while

expressing disapproval of the

statement from the tall

Congress leader Ghulam Nabi

Azad, who in a recent

statement said that what was

happening in the state was the

"Gujarat model", termed it as

most unfortunate. "It is just one

instance displaying the

hollowness, lack of sense of

responsibility and maturity to

react or make statements on

sensitive issues and that too

from none other than a leader

of the stature of Ghulam Nabi

Azad ", Balbir lamented and

added that not a single day

passes when one leader or the

other from the Congress makes

public statements that are

utterly baseless, against the

ground realities or aimed at

flaring already volatile

situation in the valley. It is

highly unfortunate that when

valley is on the boil on account

of Pakistani machinations and

when all parties ought to have

a united stand to restore peace

in the valley, almost the entire

leadership of Congress in

Jammu & Kashmir is in a rat

race in criticizing and running

down the efforts of the

government and security forces

to calm the situation in the

valley, he observed.

Balbir Ram Rattan said that

the Congress has remained in

power in Jammu and Kashmir

for maximum time after

independence. The Congress

ruled this border State on its

own or enjoyed power as a

coalition partner, when they

just ignored many sensitive

issues or failed to address the

public sentiments. He said that

BJP has been in power in

Jammu and Kashmir for just

one year only and those who

ruled it for decades are trying

to put blame on present

coalition for their past

misdoings and wrong-

policies. Public is much more

aware about the present day

politicians, which is why it

pays no heed to the utterings of

the leaders of Congress and

others, the BJP spokesperson

NHMEWA hails stay order by HCJammu Tawi, Jul 20

President of NHM Employees Welfare Association Jammu,

Dr Pradeep Thakur has welcomed the decision of High Court

for staying the termination order of Dr Rakesh Kotwal and

Dr. Asfia. Dr. Pradeep Thakur.

In a statement issued NHMEWA urged the Govt. to take

steps to protect the fundamental rights of NRHM employees,

like provision of paid maternity, paternity, earned, medical

leave to NRHM employees for which they have continuously

approached the concerned authorities. Also, while

approaching the authorities NHMEWA justified the demand

for the same by providing order copies of various states with

provision of these leaves with salary, but unfortunately, there

has been no step taken in this direction by State Govt. of

J&K.

NRHM employees have been working wholeheartedly in the

harsh living conditions in far flung areas, as well as harsh

service conditions as there is no job security for NRHM

employees, rather being prone to insecurity and exploitation-

to provide best health care facilities to poor, downtrodden

and hapless in the rural areas to attain the goal of health for

all for the past almost ten years but there has been no policy

to regularize NRHM employees inspite of clear directions

from Ministry of Health & FW, Govt. of India to regularize

NRHM human resource. Also, deep concern regarding the

matter has been shown by Dept related Parliamentary

Standing Committee of Health & FW.

unnecessarily, as they were instigated by some vested

elements and are being used by some parties for

throwing stones at the security forces thus making the

situation bleak instead of finding a way out to resolve

this crisis.

They appealed to the Hon'ble Prime Minister of India

Narinder Modi to form an all party delegation to visit

Kashmir Valley and asses the ground reality of the state

so as to solve the present fiasco, as there is no other

way to resolve the current unrest in the valley.

They also demanded compensation at the tune of Rs

of the near ones, besides employment to one of the

members of the family and free treatment should be

provided to the injured Kashmiri youth / Army /

To regulate the increasing

traffic and to avoid the

massive traffic jams, Sub

Divisional Magistrate

Bhaderwah today ordered

traffic restrictions and no

parking zones in Bhaderwah

town.

The decision was taken after

SDM Bhaderwah,

Mohammed Anwar Banday

convened a meeting of civil

and police officers to chalk

out the strategy for smooth

traffic regulation in

Bhaderwah town and

adjoining areas.

Tehsildar, Bhaderwah Dr

Amir said, "we have taken

this bold decision after

meeting with civil and

religious organizations after

several representations by

the civil society and locals

about the traffic chaos in

Bhaderwah town due to

wrong parking."He added, "we have seen

people faced lot of problems

especially during

emergency or due to natural

calamity or delivery cases,

there were huge jams in the

town owing to wrong

parking of vehicle. Now we

have taken decision and

issue no parking zones in

some vulnerable areas."

According to the order No,

SDM /PA/16- 17/591-600,

it was also decided that all

the private vehicles shall be

allowed to park only at paid

parking and no heavy/

medium vehicles shall be

allowed to enter into the

town from 8 am to 6 pm

Beside traffic restriction,

Passri to Seri Bazar, Boys

Higher Secondary School to

Seri Bazar, Seri Bazar to

Fire station office ( via

Ganpat Bazar) , Ikhwan

Chowk to Eid Gah point,

Jamia Masjid to Revenue

complex and Seri Bazar to

Gupt Ganga Road were

declared as no parking

zone.

"Taking to the consideration

problems being faced by the

common people due to

mismanagement of traffic in

Bhaderwah town, which

sometime results in law and

order problem, we decided

to impose traffic restriction

and declared some areas as

no Parking Zones," said

SDM Bhaderwah, Mohd

Anwar Banday.

"We have taken the decision

to minimize the traffic

congestion and to avoid

chaos and problems we used

to face during any

emergency. I hope everyone

will cooperate us in

implementing this decision

in the larger interest of this

beautiful town," Officer

added

Although people welcomed

the decision taken by the

administration but are

apprehensive of the

implementation of the same.

"This is a welcome step, but

we have a bitter experience

of the past decisions of the

administration which were,

either never implemented at

all or fizzled out in a couple

of days," said a veteran

social worker Abdul Haq

Zargar.

"Bhaderwah town possess

very tight roads and to avoid

accidents, any kind of

vehicles should not be

allowed to enter in any of

the markets," Haq

demanded.

"Luckly Bhaderwah has a

state-of-the art bus stand at

kotli which is just 300

meters away from the hub of

the town and can

accommodate more then 500

vehicles at a time but

surprisingly, even after 5

years of its completion, it

remains unutilized and one

can see hardly any vehicles

parked in the bus stand,"

said a local Sair Hussain.

"I hope some civic sense

will prevail among the

people this time and also

police, municipal authorities

and traffic police will

implement the order issued

by SDM in letter and siprit

in the larger interest of the

society," Sair added.

Kashmir and its issues are a very complex topic. There are multiple facets to it, one extreme of whichwas terrorist Burhan Wani who propagated the use

of violence to "free" Kashmir. This extreme is being foughtby the Indian armed forces on a daily basis, which results insome big ticket encounters, such as that of Wani himself. The polar opposite of Wani, as social media and latermainstream media portrayed, is Shah Faesal. Faesal becamethe first Kashmiri to top the Indian Civil ServicesExamination and the first candidate from Kashmir inseveral years to be selected to the Indian AdministrativeService through open merit. These two youths provide justa glimpse into the vallet, but are indeed a very simplisticand binary view.Faesal, in an article published in the Indian Express, hassought to figure out a solution to the Kashmir problem, andhis solution to the current problem of unrest is this: "toconvince these media houses to tone down their jingoisticrhetoric and pay heed to the feedback from the ground."Before one comes to this point, we must understand whereFaesal is coming from. Faesal says he is disturbed andperturbed by the use of his image vis-a-vis Wani, by media. He claims that the media has shown "sheer insensitivity andshallowness" and also created a "security risk" for his life, due to which he roams incognito. There are multiple issues here. Firstly, Faesal fails to realisethat even though the terrorists of Kashmir, the stonethrowers, the people who storm army bases, considerthemselves as anybody but Indians, the rest of India hasopenly glorified Faesal, one who lives among them, as theirhero. This shows the contrasting attidude of the twofactions, and you do not need any media jingoists to showthis, Faesal himself unwittingly exposes his friends in thevalley.Further, it is odd that now Kashmiris have a problem withrest of India supporting other Kashmiris too. They can besurely aggrieved that a section maybe demonisingKashmiris, but here you have a Kashmiri youth saying"please India stop acknowledging me as one of your own!".Damned if Indians condemn terrorists, damned if Indianspraise role models. Faesal's reasons though areunderstandable. It is not that he hates India, it is just that hefears for his life:Next day, I left for my office, incognito, wearing a kurta-pyjama and a farmer's cap, hopping across check posts likea thief, knowing well that if a group of enraged youngstersrecognised me, I might be in trouble, and rightly so, forfalling on the wrong side of the Kashmiri vs Indian binaryat such a critical juncture.

Here again unwittingly Faesal reveals another issue. IsFaesal, a thoroughbred Kashmiri, afraid of the people whohe calls "Kashmiris"? Is he afraid of his "own people"?Doesn't he demonise the "enraged youngsters" of Kashmirfar more than any jingoistic channel could? And to add to allthis, he believes he would "rightly" be "in trouble"? Insteadof condemning rest of India for holding up his example, shouldn't he be explaining to the "enraged Kashmiriyoungsters" that they should not be attacking him for beingIndian, especially since he has earned all his money andfame solely due to being a topper in the "Indian" CivilServices exam?Yes, these things are easier said than done. Faesal, oranyone else, sitting in the arms of "enraged Kashmiriyoungsters" cannot be expected to summon courage tostand up to gun-toting "enraged Kashmiri youngsters".Hence, most of Faesal's article as mentioned above, is not anuanced, world-view take on Kashmir's issues, but is a pleaof help from a Kashmiri who is feeling threatened by"enraged Kashmiri youngsters", and hence should only betreated as that, am understandably selfish article. Onecannot and should not grudge Faesal for worrying about hissafety.Moving on, Faesal targets Indian media: "It has also beenprojecting lies about Kashmir to rest of the country. " hesays. Yes there is a lot wrong with Indian media. Just acouple of days back we highlighted how Cobrapost wasusing 5 year old videos to stoke tensions in Kashmir. Orhow a MSM and NDTV regular, Rana Ayyub was usingsimilar tactics. Faesal though was probably not referring tothese instances.Faesal's post then descends into the absurd:In the Indian tradition, the state is supposed to communicatewith its people through accommodation, not harangue, andthrough welfare, not violence……………….In the Islamictradition, too, truth, patience and perseverance are central tocommunicating. The first line is utterly confusing. Is the Indian statesupposed to follow "Indian tradition" with "enragedKashmiri youngsters", considering them "its people", whilethey themselves, in Faesal's own words, are ready to attacka fellow Kashmiri, not because he supported India, butbecause India supported him? Are Burhan Wani and hisfellow Hizbul terrorists, or the thousands who went to payrespects to this terrorists, or the hundreds who throw stonesand ransack army depots, India's people? Even if they are tobe considered as India's people, the only "tradition" theIndian state should follow, is that which is prescribed bylaw, which tells the state how to deal with similar criminalsin other parts of India. The only people who can be considered as Indians, are

those who had faith in the Indian Constitution, those whohave voted for so many years, and in turn, the Indian statehas communicated with these voters with accommodationand welfare. Only when law-abiding voters turn into"enraged Kashmiri youngsters" who take law into their ownhands, does the state have to step in. Also, it seems Faesalhas forgotten the services extended by the armed forces ofthe Indian state to Kashmiris of all hues (including "enragedyoungsters"), when they were battling floods. The second statement of Faesal probably stems from beingignorant or feigning ignorance. Only a person who hasn'tseen the rise of Radical Islamic terrorism in Kashmir, asevidenced by this interview of Wani's father, can claim thatKashmiris are following the tradition "patience" asadvocated by Islam. There are other issues in Faesal's article: His sweepinggeneralisation that "all these years India has beencommunicating to Kashmiris through rigged elections"(The Election Commission must take cognisance of such aclaim). How he laments that Kashmiris feels "India hasbecome synonymous with a military bunker or a policevehicle", but fails to dig deeper and address why such amilitary presence is needed in Kashmir. But the biggest issue here is Faesal, either deliberately orunknowingly is missing the forest for the trees. He blamestelevision channels, social media, the usage of his imagevis-a-vis terrorists, jingoistic anchors, approach of Indianstate, the huge presence of armed forces, but fails toacknowledge the root problem which has led to all of this:Terrorism backed by Islamist and salafist ideology, whichwas earlier getting support from Pakistan and now finds acommon cause with terrorist organisations like ISIS andwhich unfortunately has the support of "enraged Kashmiriyoungsters". The same terrorism and attitude which droveaway lakhs of Kashmiri Pandits (of course Faesal makes nomention of them), has reared its ugly head far too often, andthen the Indian state is blamed for doing what it must tofight against such violent, unconstitutional forces.A really thought provoking piece by a Kashmiri wouldaddress this core problem first, how to rid Kashmir ofviolence perpetuated by terrorists, but since Faesal doesn'teven touch upon this, his impassioned plea is nothing butthat of a young man worried about his safety because hedoes not trust his neighbours, the "enraged Kashmiriyoungsters", who may bay for his head, only because Indialiked, and continues to like him.

Lt Col (retired) Anil Bhat

Separatists and their wide network must beneutralized for peace in the Valley, says LtCol (retired) Anil Bhat.

The mayhem in Kashmir Valleyfollowing the killing of Hizb-ul-Mujahideen poster boy Burhan Wani,

who carried a bounty of Rs 10 lakh on hishead, and ten of his cohorts by securityforces, is the culmination after a build-up ofseveral events and issues. How did the young, handsome ex cricketerBurhan Wani become the leader of HM, aKashmiri group raised by Pakistan's militaryand Inter-Services Intelligence? How did hiskilling, followed by a large gathering at hisfuneral, spark off an agitation withunprecedented violence against securityforces?A look at some past events anddevelopments throws light on how thesituation in the Valley was precipitated inJuly 2016.The HM, with its cadre base being drawnfrom Kashmiri Muslims and Pakistanis, wasone of 32 outfits proscribed under thePrevention of Terrorism Act, 2002. It wasinducted into the Kashmir Valley inSeptember 1989 as the militant wing of theJamaat-e-Islami, an Islamist organization, atthe behest of the ISI, to counter the Jammuand Kashmir Liberation Front which hadadvocated independence of Jammu andKashmir. Many of its early cadres were former JKLFmembers. The HM has claimed to stand for theintegration of Jammu and Kashmir withPakistan and since its inception. It has alsocampaigned for the Islamisation of Kashmir.Headquartered in Muzaffarabad, inPakistan-occupied Kashmir, the HM ispresently headed by Syed Salahuddin, whoalso heads the United Jihad Council. TheHM is believed to have strong links with theproscribed Students Islamic Movement ofIndia.Following the assumption of power by theBharatiya Janata Party in May 2014,Pakistan went into overdrive withunprecedented pressure of unprovokedfiring across the International Boundary, south of Akhnoor, and a step-up in attemptsat infiltration by Pakistani terrorist groups --mainly Lashkar e Tayiba and Jaish eMohammad across the Line of Control andIB.The aggressive responses to both by theBorder Security Force on the IB, the IndianArmy on the LoC, and other security forces, including Jammu and Kashmir Police in theValley, resulted in a fair amount ofinterceptions/arrests/elimination of Pakistaniterrorists. While much of Pakistan military and ISI's

efforts were neutralized south of Pir Panjal,in the Valley, the ISI gave the HM a boostwith a fresh induction of Kashmiri youth.Burhan Wani was made the poster-boy andsocial media was aggressively used toradicalise and inspire educated KashmiriMuslim youth to join its ranks.Owing to the many successes of the securityforces in eliminating Pakistani terrorists, theISI pressed the separatists to deliver and themodus operandi of agitation with violencewas resorted to.On February 8, 2016, New York Timescorrespondent Carlotta Gall reported thatexperts have found evidence that Pakistanfacilitated the Taliban offensive.Gall said, "This behaviour is not just anissue for Afghanistan. Pakistan isintervening in a number of foreign conflicts. Its intelligence service has long acted as themanager of international mujahideen forces, many of them Sunni extremists, and there iseven speculation that it may have beeninvolved in the rise of the Islamic State...the region's triumvirate of violent jihad isliving openly in Pakistan."She named three terrorists -- SirajuddinHaqqani, leader of the Haqqani network,Taliba leader Mullah Akhtar MuhammadMansour and Al Qaeda's Ayman al-Zawahri-- enjoying sanctuary in Pakistan. In October 2014, Lt Gen Subrata Saha, thenGOC of the Indian Army's 15 Corps, whichis headquartered in Srinagar (and nowDeputy Chief of Army Staff), speaking tothis writer, reiterated what he had cautionedthen: "The emergence of ISIS flags meritsconcern and deserves the highest attentionof the security agencies to prevent the youthof Kashmir from getting lured into ISIS."While former chief minister Omar Abdullahhad dismissively stated "The flag waswaved by some idiots, which does not meanthat ISIS has any presence in Kashmir," byApril 2015, there were reports of not onlyprotesters raising anti-India slogans andwaving ISIS and Pakistan flags after Fridayprayers at the Jama Masjid, but also ofsetting ablaze flags of Peoples Democratic

Party.Since then, the waving of ISIS and Pakistaniflags has become a routine affair outside theJama Masjid on Fridays. Further, Kashmiriseparatists through their network revived the2010 tactic of stone-pelting.On May 31, 2016, Chief MinisterMehbooba Mufti, while concluding thediscussion on the Governor's address in theLegislative Council, lashed out at separatistsfor disturbing peace on Fridays.Without naming any separatist leader, shesaid they had turned blessed Friday into astone-throwing day. She said she was beingbranded as anti-Muslim and anti-Kashmir."It is not only you (Opposition), manyothers (separatists) have been issuing fatwasthat I am anti-Muslim. Kashmiriyat is thatwe should safeguard our religion and staytogether. Our Islam is not what they(separatists) say you have to do (protestsand stone pelting) on Fridays," she said. The chief minister said Islam did not preach"slaughtering and shouting religiousslogans".She reiterated the PDP-BJP government'sstand of bringing back migrant KashmiriPandits with respect."First, we have to put them in transit camps. We have to give them breathing space. Wecan't tell them to go directly to theirvillages. How is this possible?"Mehbooba asked. "Workers of the Congress,PDP, NC and BJP are living with security. When they can't live without security, is itnot important to provide a sense of securityto Pandits? Once they feel the situation isconducive, they will go back to theirvillages... Kashmiri Muslims are fed up ofviolence. Kashmiri Pandits are not afraid ofKashmiri Muslims. They are afraid of thosewho perpetrated the Wandhama massacre.Who killed Abdul Gani Lone? Who shotMirwaiz Moulvi Mohammad Farooq?" sheasked.Earlier, while speaking in the assembly onthe rehabilitation process of displacedKashmiri Pandits and other migrants,Mehbooba is reported to have said shewould "not throw Kashmiri Pandits like'pigeons before the cat' ".While the National Conference said thechief minister owed an apology to people ofKashmir, hardline separatist leader Syed AliShah Geelani said she had "lost her mentalbalance after gaining power". She hit out atcritics over the allegations that bringingback Pandits with Article 370 was totallywrong. On June 12, 2016, Mehbooba Mufti visitedthe much revered Kheer Bhavani Temple, inGanderbal, 35 km from Srinagar, wherethousands of Kashmiri Pandits hadconverged to attend the annual 'mela' (fair),and said, "Kashmir is incomplete withoutKashmiri Pandits... They will be broughtback to Kashmir."

She also met with two Pandit pilgrims whowere injured during stone-pelting clashesbetween protesters and police over theestablishment of a police post, a day earlier.Calling the incident "unfortunate", Muftisaid, "It creates a wrong impression as lotsof young Kashmiris are studying outside. There will be stigma associated with thoseinvolved in stone pelting incidents in thefuture."On Mufti's earlier instructions to reviewstone-pelting and such like cases between2008 and 2014, state government approvedwithdrawal of 104 cases and on July 5,2016, as a gesture of amnesty on Eid, 634persons facing stone-pelting charges werereleased. In 2013, the Omar Abdullahgovernment had released 1,811 personsinvolved in cases of stone-pelting in thevalley during 2010.All agitations/lock-outs/stone-pelting bylocal populace are the direct result ofincitement/motivation by Kashmiriseparatists beholden to ISI. Through theirintricate network of agents down tolocalities/colonies/streets, locals, particularlyyouth are direct them to perform disruptiveacts.Pakistani terrorists who have succeeded ininfiltrating or lying low are also assisted bythe separatist network. And all this issupervised by ISI and Pakistani terrorgroups it supports. After Wani's killing, Hafiz Saeed not onlyaddressed meetings in Lahore andMuzaffarabad to mobilize terrorists andseparatists to up the ante in the Valley, buthas been ranting afresh that Pakistan shouldsever diplomatic relations with India, banIndian films, media etc.And to top it all, Kashmiri separatist leadersnot only have meetings with the PakistaniHigh Commissioner and his colleagues inNew Delhi, but also attend Pakistaniterrorists leaders meetings/rallies inPakistan. On the very important priority of the wayforward, the thrust has to be twofold-tacklesecurity and political alienation. For security, firstly, separatists and theirwide network must be neutralized and notbe allowed to be reorganizing again andsecondly, India must redevelop thecapability to covertly strike at terroristsbeyond its borders. Both these require political will which mustbe exercised. For overcoming, the alienationthat Kashmiris face, keeping in view that allof them of the age of forty or so, have beendeprived of post-Independence Indo-Pakhistory.The government must make sustained use ofInternet and social media to educate notonly young Kashmiris, but also powerfulnations who have already been targeted byterrorists, or may be so in future.

the northlinessince 1995

Let ussalvage whatwe can!The recent spurt in violence in Kashmir valley is

due to the reason that the so called mainstreampolitical leadership from all political shades did

not do their job well in their past governing stints. Whilethey enjoyed power, privileges and pelf, claiming to bepeoples’ representative they were never honest toconnect to people at grass-root level and left the spacefor separatists element pampered by Pakistan whoalways wanted to keep Jammu Kashmir in strife. Theseparatists, pursuing ‘Radical-Kashmir Doctrines’ astheir agenda radicalized the youth and further alienatedthe people from the national mainstream. The governingpolitical lot instead of mingling with the people andneutralizing the adverse impact further pushed theseparatists’ agenda with their competitive semi-separatist and Kashmiri Centric narratives to keep theirpolitical relevance. It would have been better if the paststate governments had avoided wastage of resources andenergies on non-issues and pursued the objective ofversatile development for the people with huge amountof available funds flowing from New Delhi for thepurpose. Governments’ misplaced policies like flawedand exploitative employment policy, militants’rehabilitation policy of bringing back those who hadraised arms against the state and many other faultyschemes added more fuel to the fire. Ostentatiousappeals by the governments in succession to attractinvestment to uplift the state’s economy and to engageunemployed were never succeeded as they alwayswanted huge Outsiders’ investment without outsiderskeeping their stakes in Kashmir closed.Over and above political interference in highlyspecialized sphere of security maintenance and standingpolicy of appeasement has infused a sense of heroismamong the youth in taking arm against the state. Socialmedia played its role in bringing the youth into directcontact of militants and Hizbul commander Burhan Wanibecame an icon for the common Kashmiri youthparticularly in southern districts of Kashmir valley. This time the southern districts, the traditionalstronghold of Muftis, became the hub of revivedmilitancy. For those rivals who were dethroned in thelast elections, PDP joining hands with right wing BJPbecame an eye-sore. These parties have also beenclandestinely hobnobbing with the ultras to let theMuftis down with various political machinations.Anantnag belt with quite high literacy rate led to a goodreservoir of educated, bright technical and disenchantedun-employed youth who see no hope with limitedemployment opportunities, feel disempowered with aperceived threat of losing special status and beingoverpowered by outsiders; provided a fertile ground forfalling prey to ISI sponsored propaganda to lure theminto militancy. This segment was exploited by BurhanWani through social media. Proximity to the summercapital Srinagar gave further fillip to the momentumwith the presence of large number of media men whowere vital for making Burhan a hero.New elements:The current phase of revived militancy in southerndistricts of Kashmir is Hit and Run assault on JammuKashmir Police and security troops; stone-pelting openlyon security forces coming face to face knowing well thatCRPF and Police have been strictly asked to observerestraint who may at the most use stones, sticks orteargas shells. Another feature introduced is when CRPFor Police push the protestors and catch hold of someone,a large number of women comes out and enter a scufflewith the police and get the youth liberated from them.Impact in Jammu:There is a vertical division in perception of the situationin Kashmir, Jammu and Ladakh. The separatists’movement in Kashmir valley has passed on to Wahabischool of thoughts suppressing century old ‘Sufism’ andtakes its essence from extreme Islamic point of view. This has influenced most of the people in the valleywithin all socio-economic segments. Pushing out themicroscopic aboriginals Kashmiri Pandits and Hindusfrom Kashmir valley in 1990 has already disqualified themovement from being genuine political struggle. Jammuregion is a Hindu majority area that has given shelter toHindu refugees of India- Pakistan and Kashmiri Panditspushed out from Kashmir valley and many othermigrants. There is a simmering discontent among people ofJammu against the political hegemony of Kashmirholding it responsible for discrimination with Jammu.People have strong affinity with the mainstream Indiannationalism and they strongly condemn separatist forcesin the valley.Jammu often accuses New Delhi for appeasing Kashmirholding it responsible for fragile peace in the statescuttling Jammu’s economic progress by virtue of beingtied to strife-torn Kashmir. It is better for all in the threeregions of Jammu Kashmir and New Delhi to retrospectto salvage the old traditions of co-existence andbrotherhood and find out how peace be restored in theinterest of our state.

New Delhi: Controversies inconnection with allegationsagainst AAP MLAs fail to diedown! In a major setback to ArvindKejriwal-led AAP, its twoMLAs - Amantullah Khan,Somnath Bharti - have beenbooked on Wednesday afterFIRs were filed against thetwo MLAs in seperate cases. An FIR was registered againstunknown persons aftercomplaint of misbehaviourwas filed by a woman againstAAP MLA Amantullah Khan. Also, FIR was filed againstAAP MLA Somnath Bhartifor allegedly instigating somemen to misbehave with awoman earlier this month.Earlier, on Tuesday AAP cameunder fire, after a womanactivist of AAP allegedlycommitted suicide in Narelaarea of outer Delhi with herfamily members claiming thatshe had gone into depressionafter her alleged molester, aparty colleague, was released

on bail. The woman consumedpoisonous substance at herhome in Narela in theafternoon and died duringtreatment at LNJP Hospital. The woman had filed acomplaint against partycolleague Ramesh Wadhwafor allegedly touching herinappropriately and a case ofmolestation was registered inJune and the accused wasarrested, said a senior policeofficer.Family members of thewoman told police that she

went into depression after bailwas granted to the accusedwho, she had alleged, wasbeing protected by the localMLA.Delhi BJP alleged that AAPleaders had ignored her"harassment" complaint. "Itmay be recalled this girl hadbeen raising issue of herharassment for months butAAP leaders ignored. Thisincident has established anti-woman character of AAP,"said Delhi BJP presidentSatish Upadhyay in astatement.

New Delhi: In an another embarrassment toCongress party, Rahul Gandhi was apparentlyspotted dozing off in the Lok Sabha onWednesday during the crucial debate onatrocities on Dalits. The television shot, which has gone viral onthe social media accompanied by carpingcomments, shows the Congress vice-president with closed eyes and head tilting onthe right while his party MPs take on thegovernment over recent Gujarat Dalit atrocityissue. The image, splashed on TV, went viral evenas Congress President Sonia Gandhi launchedan all-out attack on the Narendra Modigovernment, accusing it of destabilisinginstitutions, polarising society and mistakingits parliamentary majority for a licence toimpose its narrow ideology on people. "In the last few months, we have witnessedhow the Modi Government's project ofdestabilising institutions and polarising oursociety has played out with renewed vigour tothe detriment of constitutional values," Soniasaid. "The Modi Government has mistaken itsparliamentary majority for a licence toimpose its ideology on our people. It seems tohave forgotten that parliamentary majority

can never be the reason to abandon theprinciples and practice of constitutionalism,"she added further. Meanwhile, the Congress party struggledhard to defend its leader, who came undersevere criticism from all over after the'catnapping' video surfaced today."How can anyone sleep in so much uproar?Rahul ji was not sleeping in Parliament. There are much bigger issues to discuss",party senior leader Renuka Choudhary toldthe media. On Thursday, Rahul along with Delhi ChiefMinister Arvind Kejriwal will visit Gujarat'sUna town where some Dalit youths werebrutally thrashed last week for allegedlykilling a cow.

New Delhi: CongressPresident Sonia Gandhi onWednesday said "militantsmust be dealt with firmly, even though anintrospection was requiredas to what had driven scoresof youths to such levels ofanger and protest in Jammuand Kashmir."Addressing the CongressParliamentary Party meetinghere, Sonia Gandhi said,"Recent events in the valleyare tragic and pose a gravechallenge to country. Theloss of life and suffering ofour brothers and sisters,

whether they are civilian orof the armed forces, is asource of deep anguish. There can be nocompromise on nationalsecurity."

New Delhi: Congress onWednesday targeted RSSand BJP in Lok Sabha overattacks on some Dalit menin Gujarat for skinning adead cow, saying theHindutva organisation wasworking for 'Dalit-muktBharat' which wassponsored by BJP topolarise communities aheadof next year's assemblypolls there. The opposition partydemanded constitution of ajoint parliamentarycommittee to go into theincident but Home MinisterRajnath Singh stronglyrefuted its charges and citedfigures to claim that casesof atrocities against Dalitshave declined in the statesince 2001 when NarendraModi took over as chiefminister and commendedthe state government for its"swift and effective" action.Congress leader K Suresh

raised the issue in ZeroHour during which itsmembers remained in theWell during protestingagainst the incident.Referring to large-scaleprotests by Dalits followingthe incident and'emergency-like' situation inparts of the BJP-ruled state,he said they have lost faithin the government andattributed the violence toRSS and upper caste lobby, inviting protests from thetreasury benches. Many Dalits have tried tocommit suicide as theyhave no faith in the stategovernment, the Congressmember alleged."Violence is RSS agenda.RSS is trying for Dalit-mukt Bharat. Thegovernment totally failed. Itwas a BJP-sponsoredattack. What is going on? Isthis Gujarat model," hesaid.

"The Modi government is thegovernment of brokers and middlemen. Youcannot fill the stomach of 125 crore people withspeeches. You`ll have to give them ration," saidSurjewala. The National Students Union of

India (NSUI) members also took part in thedemonstration and demanded that the prices ofvegetables and other groceries should bebrought down. "The prices of all essentialcommodities have gone up drastically in thisgovernment. People are suffering and Modiji isnot concerned," a protester said. Earlier at theCongress parliamentary party meeting,Congress president Sonia Gandhi also took upthe issue of rising prices of commodities, especially of food items. "The Modigovernment`s hollow claims on inflation havebeen exposed recently by no less a person thanthe Reserve Bank Governor. The government`sinaction in helping farmers affected by acutedrought, despite the Supreme Court`sintervention, is deplorable.

Hong Kong: China warnedWednesday against HongKong pro-independenceparties running in the city`supcoming elections as themovement gains tractionamong some youngcampaigners. It comes daysafter leaders of two pro-independence groupsnominated candidates for theSeptember parliamentary vote.A concern is growing that theChinese government istightening its grip on the semi-autonomous city, spurring anemerging "localist" movementseeking more autonomy oreven a full split from China.Beijing and authorities inHong Kong have said the pro-independence movement isagainst the city`s mini-constitution and thatcampaigning for a breakawaycould result in unspecified"action according to the law".The director of China`s

representative office in HongKong, Zhang Xiaoming, warned Wednesday againstparties transforming theelection into a promotion ofHong Kong independence."If Hong Kong independencegroups are tolerated in enteringgloriously into the legislativebody of Hong Kong, is this inaccordance with "one country, two systems?" Zhang asked ina televised news conference, referring to the city`s semi-autonomous status."Which direction would thisset Hong Kong societydown?...This isn`t just only alegal issue, it`s a major matterof principle, a matter of thebottom line," he said. The "one country, twosystems" deal is enshrined inan agreement when Britainhanded Hong Kong back toChina in 1997, guaranteeingits freedoms and way of lifefor 50 years.

UN: India has hit out at the "subterranean"cover given to terrorists at the UN by Chinawhich has vetoed action against Pakistan-based masterminds of attacks on India, anddemanded reforming the process of imposingsanctions on terrorists and their protectors.Deriding the Security Council committeesthat deal with sanctions as a "subterraneanuniverse" because of their secrecy, India`sPermanent Representative Syed Akbaruddinon Tuesday called for opening up theirvoting so that those vetoing action againstterrorists are made to publicly acknowledgetheir role.Speaking at a Security Council debate on itworking methods, he diplomatically avoidednaming China but it was clear his criticismwas directed at Beijing that has used thesecrecy of the sanctions committee, which isone of the so-called subsidiary bodies of theCouncil to veto action against Pakistan-based Jaish-e-Mohamed (JeM) chief MasoodAzhar and against Islamabad for freeingLashkar-e-Taiba leader Zaki-ur-RehmanLakhvi. "When a Council resolution is votedupon all of us know who votes for what andmember states explain their positions,"Akbaruddin said, adding "However, in thesubterranean world of subsidiary bodies

there is no explanation given. No one sayswhat is the rationale.""Furthermore, a rejection does not evensurface in the public space," he added, "Noone indicates who specifically is notsupporting a request. Indeed, proposals thatcan`t make it are buried without publicacknowledgment that they were everconsidered."While vetoes in the sanctions committee

were ultimately leaked - as in the case ofBeijing providing cover for Pakistan-basedterrorists - the absence of a public record ofthe decision-making allows countries toavoid taking responsibility for their action.

Travel

Guwahati has been hovering a tad below the radar as a tourist destination of choice, which is surprising because it sits on a cultural and spiritual epicenter and is fast emerging as a world-class city. A silent witness to some epic moments in history stretching back to the days of the Mahabharata, it was in this city where the winning march of the seeming to be invincible Mughals came to a grinding halt. Giving the city its majestic charm, is the river Brahmaputra, which flows through its heart and which is intrinsically linked to its destiny. Add to it the gigantic Himalayan ranges and what you get is a tourist's paradise, a city that could be the answer to your spiritual quest.Incredibly, the city is so green that you might be pardoned for mistaking it for a resort and falling madly in love with it at first sight.

Interestingly, Guwahati refuses to rest on its laurels or live in the past. It has marched on with time and has truly g r o w n i n t o a cosmopol i tan c i ty complete with bustling markets, a happening nightlife, a vibrant social c i rc le and m o d e r n infrastructure. If you h a p p e n t o b e a wildlife enthusiast, this land of the one-

horned rhino could throw one charming bait after another at you, ensnaring you till you get fully entangled! However, just in case you have only 24 hours to explore this beautiful city, here is how you should go about it.

Paltan BazaarSitting next to Guwahati railway station and home to Assam State Transport Corporation bus terminal, Paltan Bazar is a thriving market place and trade centre. The entire area is stuffed with hotels, restaurants, shopping complexes and street shops. Due to the railway station and the bus terminal, Paltan Bazar is one place in Guwahati that never sleeps; so whatever time of the day it is, there is something or the other for the compulsive shopper! A word of caution-this market is always crowded so be prepared to face an army of busy foot soldiers (read commuters). The furniture market here is the answer to all

home and office needs. Home decoration materials are also in plenty in the myriad shops and stalls. Go busy bargaining over bamboo products, north eastern tribal garments and articles made of clay and wood in the roadside establishments or shop for various types of tea at the Indian Tea House. As mentioned before, Paltan Bazar is home to many restaurants and dhabas serving Indian and Chinese food items and you will never feel the hunger pangs after all the walking and haggling!

See the sun rise across the Brahmaputra from Fancy Bazaar You might be an intrepid traveler who has travelled across the world and witnessed many a sunrise, but the one from across the river Brahmaputra is sure to leave you speechless. This is because, the interplay of soft sunrays and the gentle blue waters of the river, with a few boats drifting on the horizon, seems completely out of this world. Add to this, a deafening silence, broken only by the occasional chirping of a bird and some early riser who has come for a jogging session along the river bank. Take your time and watch the sun make its way through the clouds and shower its warm rays on the city which gets back to life like a well-oiled machine. If you want a specific location to watch the sunrise, the spots near Fancy Bazaar, which sits pretty on one side of the river, are just ideal. There is also a park along the bank of the river; you will find heaps of bamboo piled up just a few yards

away. The well-maintained park has sufficient benches and looks colorful with many native and exotic flowers adorning its space; the fine combination of aroma wafting from them makes the sunrise even more sensational and a great way to start the day!

Morung RestaurantJust a heartbeat away from the Guwahati railway station, Morung is a hot favorite among tourists who want to delve into food of the region. Located opposite Acoustic Zone in Bhangagarh, on Rajgarh Road, it is easily accessible from the city. With an assortment of Chinese and pork-specialties native to the region, it will surely set your tongue on fire. The only question is, are you up for the challenge? The restaurant is known for using local herbs in its dishes which lend them a distinctive taste and color. Some special mentions that you shouldn't miss at any cost include Local Chicken with Dry Bamboo Shoot and Assamese-style Chicken with Sesame Gravy. As for the Chinese menu, you may select from its wide range of dishes such as creamy butter garlic prawn, chilli paneer and chilli pork. The fun of eating at Morung is further intensified by the fact that it has a calm, appetizing environment. To add to that, the owner as well as the staff never tire of offering their warm services.

Kamakhya TempleIf you are a devotee of Maa Durga, the Kamakhya Temple is your place of solace and

redemption. Even if you are not, it deserves a look in just for the sheer history and religious following it continues to draw from across the country. One of the oldest temples in the country, its original date of construction is lost in the mists of time. It was damaged by invaders during the 16th century and has since been renovated. One of the 51 Shakti Peethas of Goddess Durga, it is believed that the temple stands on the spot where the yoni (female genitalia) of the Devi fell when Lord Shiva was dancing with the corpse of the Goddess. The temple is a magnet for Tantric worshippers and an important pilgrimage destination among the Hindus. The sanctum sanatorium of the temple lies deep inside the temple and can be reached following a flight of stairs. Another interesting anecdote about the temple is that it is a natural cave.

The atmosphere around the temple is a somber one, thanks in part to the huge trees surrounding it which cast long shadows and also the mountains in the backdrop.

Go party hopping to Kamakazi and BluesThe nights in Guwahati are alive and kicking, which is a good thing considering that after a hectic day of exploring, one needs to let one's hair down. Also, who, in their right mind, would pass up an opportunity to make new friends over a few drinks? If you haven't figured out the most happening places already, opt for either Blues or Kamikaze, which are the best options the city has to offer by a long shot. For instance Blues has some of the finest wines and other beverages to keep you going through the night. There's live rock music to give you company. If you have saved a few dance moves for a special occasion, this is it, bring them out and showcase them in front of the world!Kamakazi, likewise, is a fabulous place to spend the evening in the company of exquisite cocktails and sway to the beat of the energetic and peppy tunes that is being played there. But there is a slight and interesting twist to the tale; the discotheque is a floating one and is perched atop a ferry, which adds to its allure.

Left-over refuse is a safe haven for

flies, mosquitoes and cockroaches that spreaddiseases like diarrhea, dysentery, cholera, typhoid, cold and viral fevers. Littered filthprovides perfect habitat for rats that can spreadpotentially fatal disease, leptospirosis-causingliver failure.Garbage emits greenhouse gases like methanethat are dangerous to human being and causeserious respiratory problems and skin diseases.Another issue regarding piled-up garbage is thatit attracts stray dogs and they have become amenace for the people. Also, chemicals spill fromgarbage and find way into near water bodies as aresult of which they become unfit for humanconsumption. Even the drains and canals are alsoclogged. The situation is such that even a walkdown along the roads is becoming a nightmare asmounds of filth are emanating bad odor.

This statementis in contrast to the services, hospitality and the rescueoperations undertaken by the

the local people in helping themto perform their Yatra withoutany problems which is borne bya number of statements made bythe Yatris in print and electronicmedia. This mis-representation& misleading statement is anattempt to give a communaltwist to the ongoing protestbeing held by people over thekilling of 48 innocent children, boys, girls and other citizens. Moreover, the critical &incurable and other injuriessuffered by about 2000 peoplethat has shocked the peopleWorld-over cannot be put underthe wraps. This is reminiscent tothe developments of 2008 landrow agitation by giving that also

a communal colour and let offthe hook the Government of thebrutalities committed by it onthe people of Kashmir. It is amatter of grave concern that thethe reaction of the unfoundedstatement by the PresidentJammu Chamber has been facedby Kashmiri truckers in Punjabwhich is likely to add fuel to thefire to the prevailing situation inthe Valley. Saif told PTI.

The 56-year-old legend was admitted to Medanta,

Medicity earlier this month after a bout of jaundice and

Russia's participation in the Rio Olympics remained

in jeopardy on Tuesday after the International

Olympic Committee said it would 'explore legal

options' for banning the country from the Games.

At an emergency IOC Executive Board meeting in

Switzerland, a day after an independent report

detailed a systematic, state-run doping programme in

Russia, members fell short of an immediate ban but

announced a series of other measures.

A five-man disciplinary commission was set up to

start proceedings against Russian officials mentioned

in the report, which described extensive doping and

cover-ups at the Sochi Winter Olympics hosted by

Russia in 2014.

With less than 24 hours to go for the

Antigua Test, Indian cricket fans are

excited. It’s not just the beginning of

a Test series, it also heralds the dawn

of a new era of the Virat Kohli-Anil

Kumble combine.

One man who will keep an eye on

the duo is Kapil Dev, the legendary

India allrounder. Kapil, the last high-

profiled home-bred India coach

(1999-2000) before Kumble made a

surprise dash last month, has a word

of caution though: “Don’t expect too

much from Kumble as he is just a

coach. Remember, it’s the team that

has to play, to win or lose, so why

put pressure on Kumble? Having

known him for so many years, all I

can say is that Kumble will be very

methodical but will give Virat the

space and the freedom he needs as

captain.”

Kapil also finds the term ‘coach’ a

bit exaggerated, telling Hindustan

Times, “A good coach is someone

who can manage the players.

Kumble can work strategies session-

to-session or day-to-day but it will

be his ability to motivate and inspire

players with his experience and

achievements that can unite this

team and make it better. You will

have to give the two (captain Kohli

and coach Kumble) time because

only when the team will go through

a crisis or a bad session will their

real character be revealed.”

And if it’s Antigua, Kumble won’t

have to say much as Indian players

would remember how he bowled 14

overs with a fractured and bandaged

jaw in the 2002 Test, getting Brian

Lara’s wicket too. “India hasn’t seen

a bigger contributor in cricket than

Kumble,” said Kapil, adding, “Yes,

when he first came into international

cricket in early 90s, I didn’t expect

him to be so successful but he

improved every day and learned

from early setbacks. As coach, he

needs to absorb bad days yet allow

the players credit for good days.”

Kumble will be methodical but don’t expecttoo much from a coach: Kapil Dev

Batman has The Joker. Real

Madrid and Barcelona have each

other. England has a bunch of a

heroes and anti-heroes. Who

does Bayern Munich have?

The German giants, who last

season won their fourth straight

league title, the Bundesliga,

have gone about swiftly in the

transfer market. Bayern lost

little time in replacing the now

Manchester City manager Pep

Guardiola with Italian Carlo

Ancelotti. On the player front,

they once again raided Borussia

Dortmund, the closest thing

have as a rival in Germany, for

the services of ball-playing

centre-back Mats Hummels.

Then, well before the less-

prescient scouts were set on alert

at the European Championship,

they completed the transfer of

Portugal's teenage star Renato

Sanches.

In other words, barring an

implosion or a Leicester City act

in Germany, Bayern will win

their fifth straight, and 26th

overall, league title in the 2016-

17 season. The closest analogy

on this context is Scottish

league's Celtic. The Glasgow

giants have had no realistic

challenger to the domestic title

since the demotion on Rangers,

and in all likelihood, win their

sixth straight title this coming

season. There is, however, a

major difference. The lack of

competition back home in

Scotland has harmed Celtic's

standing in Europe, their best

performance this millennium

being the runners-up in the

2002-03 season of the Uefa Cup,

now the Europa League. Bayern

on the other hand, are the

favourites for the Champions

League.

A lack of competition in

domestic league, where they

play more matches, should

theoretically hamper the

sharpness of a team. That clearly

has not been the case with

Bayern. The major reason for

that is, regardless of Bayern's

dominance, the other German

sides are not bad. Two German

clubs made it to the quarterfinals

of the Champions League last

season, as against one each from

England and France. Though

2014-15 saw Bayern as the sole

German representative in the last

8, 2013-14 had two, Borussia

Dortmund being the other club.

On Uefa's coefficient ranking,

which takes into consideration the

performance of clubs in

Champions League and Europa

League, Germany are second only

to Spain. In other words, Bayern's

dominance in the German league

is the dominance of a supremely

talented team over a really good

league.

Which leads us to the question,

why so?

According to financial service firm

Deloitte, Bayern Munich were the

fifth biggest football club in the

world in 2014-15 in terms of

revenue. The 474 million euros

(Rs3505.95 crore) it generated is

almost the double the next German

club made, 280.6 million euros

(Rs2074.64 crore) by Borussia

Dortmund. Schalke 04 come third

with 219.7m euros (Rs1624.88

crore). For context, the richest

club, reigning Champions League

winners Real Madrid, earn 577m

euros (Rs4267.77 crore), not too

ahead of Bayern, considering the

Germans suffered a 3 per cent drop

in revenue as against the previous

year.

Bayern's dominance of German league have not affected their European standing

India beat South Korea

comfortably to reach the

Davis Cup World Group

playoffs last weekend, but

they face a huge task in

qualifying for the elite

stage of the competition as

their next opponents are

five-time champions Spain.

“There’s no doubt on how

tough it’s going to be

against Spain,” said India

Davis Cup coach Zeeshan

Ali on Tuesday. “I don’t

know how to react now. On

one hand we had a

wonderful win against

Korea and today we drew

Spain for the September

(16-18) tie,” Ali laughs.

Spain are a powerhouse

when it comes to Davis

Cup. Dominating over the

last decade and a half,

they’ve won five times

(2000, 2004, 2008, 2009,

2011) and finished runner-

up in 2003 and 2012. They

beat Romania 4-1 last

weekend to reach the

playoffs. India and Spain

have last played against

each other in 1965 where

the Indians lost 2-3 in the

Inter-Zonal final. The

overall head-to-head is 2-1

in Spain’s favour.Traditionally, Spain aredominant on clay. Thebiggest example one canthink of in recent times isRafa Nadal’s dominance atRoland Garros. India havethe right to choose asurface in the Septemberhome tie and clay isobviously out of thequestion. “We are stilltrying to figure out thesurface. It’s currently a tossbetween hardcourts and

grass. But given a choice, the first preference isdefinitely grass,” Ali says. With world tennis focusingon hard courts now, mostclubs and academies inIndia have shifted surfacesfrom clay and grass. “Thereare a few places wherethere is grass but we alsohave to keep in mind if thevenue can host such a hugetie,” Ali adds. “Secondly, one also has to think if thegrass courts will be readyin time for the tie becauseit’s going to be held justafter the monsoons.”With Calcutta South Clubhaving hosted umpteen

Davis Cup ties on grass, isKolkata an option? “Itwould be ideal to host itthere. I’m still waiting totalk to the president and wewill see,” Ali adds.Though South Koreafielded an inexperiencedteam in Chandigarh, Indiawill have no such luckagainst Spain. With 12singles players and fivedoubles specialists rankedwithin the top 100, Indiawill have to field the bestpossible ream. The hostscurrently have no singlesplayers in the top 100 buthave four in the same rangein doubles. In Chandigarh.

Total domination! That’s

how one can view China’s

iron grip on women’s

badminton. It can be

compared to other reigns in

world of sport like

Manchester United’s in the

English Premier League,

Boston Celtics’ in the

National Basketball

Association and New York

Yankees’ in the Major

League Baseball among

others. No has come close

to challenging The Dragon’s

hold on the women’s game,

especially since the turn of

the century. They have won

every Olympic title since

2000 Sydney Olympics,

eight out of 11 World

Championships and 10 out

of 17 Badminton Asia

Championships. But going

into Rio Games, their grip

seems to have loosened

with the emergence of new

talent like Spain’s world No

1 Carolina Marin,

Thailand’s Ratchanok

Intanon, Japan’s Nozomi

Okuhara, Taiwan’s Tai Tzu-

ying, our very own Saina

Nehwal and PV Sindhu and

South Korea’s Sung ji-

Hung. Never before the

women’s game was so

closely fought as it has been

currently. All placed in the

top-10, they are capable of

beating each other on their

day. The Chinese challenge

at the quadrennial event will

be shouldered by Wang

Yihan and Li Xuerui, placed

second and third in the

rankings behind Spaniard

Marin but they are finding it

tougher to get over the line

ever than before. Since the

2012 Olympics the tide

seems to have turned against

the Chinese. That year they

won eight Superseries titles,

which have dwindled with

every passing year.

Shuttling in Rio Gameswon’t be easy, not even forthe iron-gripped Chinese

Reigning Commonwealth

Games champion grappler

Vinesh Phogat has set her

goal high — nothing less

than a gold at the upcoming

Rio Olympics will quench

her thirst.

Coming from a Haryanvi

family of wrestlers, this

youngster aspires to become

a “sporting heroine” in the

country, which she feels will

inspire another generation

of grapplers to take up the

ancient sport.

The 21-year-old was

beaming with confidence

after returning from a

training camp in Spain

earlier this week.

“The target is nothing less

than a gold at Rio. Like the

other wrestlers, I also have

two hands and legs, so why

will I be intimidated?” she

asked IANS rhetorically in

an interview.

The training camp in

Madrid, she said, was a

success. “We got to fight

with some of the

experienced wrestlers. Also

if you look at the weather

conditions, it makes a

difference,” she said.

Vinesh, who was

disqualified in the first

attempt from the Olympic

qualifying event held in

Ulaanbaatar (Mongolia) for

weighing 400 grams more

than stipulated for the 48kg

category event,

acknowledged that it takes a

lot to reduce.

“It is mentally and

physically challenging to

reduce weight. Further, it

also increases the chance of

picking up an injury which I

don’t want at this point of

time,” she said. Later she

qualified to go to Rio de

Janeiro.

Most Indian wrestlers start

managing their weight

usually three to seven days

prior to the weigh-in day. In

the run-up to the day, the

wrestlers start dehydrating

by reducing the intake of

fluid and food.
