The Comptroller andAuditor General of Indiahas rapped JammuDevelopment Authority(JDA) for failing to retrieveRs 147 crore primeproperties, includingallotment of Rs 116 croreland to a non-state subjectin Jammu, during last 14years."The authority has nottaken sufficient stepstowards legal remedy forretrieval of the plots atprime locations valuing Rs146 crores in Jammu," theCAG in its report for theyear 2015 said.
The report said auditnoticed instances of, "faultyallotment of plots to non-state subjects in violation ofJammu and Kashmir LandGrants Act, handing overpossession to allotteeswithout execution of leasedeeds and delayed action incancellation of allotmentsfor default in payment ofpremium, resulting inlitigation and consequentblockage of properties atprime locations valuing Rs146.96 crores."The CAG said theGovernment had on June2015 stated that land wouldbe disposed off after thesettlement of court cases, it,however, said that was not

There has been a sudden jump in infiltration bids byterrorists from across the border in Jammu and Kashmirand 54 such "successful" incidents were reported in thefirst six months this year, Minister of State for HomeHansraj Ahir said today."There is an increase in infiltration bids by terrorists fromacross Indo-Pakistan border in Jammu and Kashmir duringthis year," he said replying to a written question in RajyaSabha.Ahir said there were 90 infiltration attempts till June 30 incomparison to 29 attempts in the corresponding period in2015.As many as 54 infiltrations have been successful in thefirst six months this year in comparison to thecorresponding period last year. Uneasy calm in Kashmir
Valley, death toll rises to 43
Government, a claim denied by the state although a senior
minister Naeem Akhtar justified the restrictions earlier.
The decision to resume the publications came just hours
after Chief Minister Mehbooba Mufti met the editors who
called on her here, assuring "independence of media".
Army Chief General Dalbir Singh, who is on a day-long
visit to the Valley, reviewed the security situation in
Kashmir and appealed to the people to maintain peace
while calling for strict vigil along the Line of Control
(LoC).
Though the situation in the Valley remained by and large
peaceful with no major untoward incident reported from
anywhere since yesterday, 56-year-old Ghulam
Mohammad Mir, who was injured in a firing incident at
Hatmulla in Kupwara district of north Kashmir on July 15,
succumbed to his injuries at SMHS hospital here, officials
said.
Hailing from Khumriyal village, the deceased was
critically injured in the firing which also left a youth dead.
Soon after his death, a group of people staged a peaceful
demonstration outside the hospital against the killing.
Curfew remained in force across all 10 districts of
Kashmir today with security forces stepping up vigil in
view of the call given by separatists for observing a "black
day" to protest the recent killings in the Valley.
Police and paramilitary personnel have been deployed in
strength across the Valley for strict implementation of the
prohibitory orders, the official said.
He said the situation across the Valley is so far peaceful.
Though there were few minor incidents of stone pelting at
four places in Pulwama, Anantnag and Ganderbal districts,
the day passed off peacefully in rest of the Valley, the
official said.
Meanwhile, normal life remained paralysed for the 12th
day today due to separatist-sponsored strike, which has
now been extended till July 22.
In a joint statement, Syed Ali Shah Geelani, Mirwaiz
Umar Farooq and Mohammad Yasin Malik on Monday
said the shutdown in the Valley will continue till July 22.
However, they have announced a relaxation of half day
from 2 PM onwards tomorrow.
The schools and colleges in the Valley continue to remain
closed after the government extended the summer
vacations till July 25.
Shops, business establishments and petrol pumps
continued to remain shut, while the Government offices
and banks witnessed thin attendance.
Mobile telephony and mobile Internet services also
remained shut while newspapers have reported to resume
their publication after meeting the Chief Minister.

Replying to another question, the minister said seven
terrorist attacks on CRPF personnel have taken place in
Kashmir Valley during the current year till July 14 in
which 10 CRPF personnel were martyred and 43
personnel sustained injuries.
Three BSF personnel were killed and seven BSF jawans
received injuries in different incidents this year.
Some of the terrorists killed have been identified.
Terrorists identified comprise both local and foreign ones,
he said.
Ahir said the Standard Operating Procedures have been
reviewed by Central Armed Police Forces concerned and
all field formations in Jammu and Kashmir have been
sensitised about the latest modus operandi of militants and
threat perception to prevent attacks in future, he said.

government and until credibility is not established, no
meetings will be ever successful," the letter said while
reaffirming that the NC was committed for peace in the
state.
Earlier, NC President Omar Abdullah called on Governor
N N Vohra and submitted a memorandum about the
situation in the state.

financing facility, an amount of Rs 1694 crore will be
spent in solid waste management, urban transport, capacity
building and equipment for PHE and Municipal
Corporations.
While obtaining status of work on Landfill Site at Achan,
the Chief Minister directed Commissioner SMC to cover
all commercial areas of the city in Phase I of waste
segregation. In Phase II, she said the scope of solid waste
management may be broadened by involving around 1.50
lakh households in the summer capital over the next three
months. The Chief Minister observed that option of
involving private companies may be explored for waste
segregation under their Corporate Social Responsibility.

A total of 1,000 pilgrims, including 731 males, 219
females and 50 sadhus, left in a cavalcade of 29 vehicles
from Bhagwati Nagar base camp here for the two base
camps of Pahalgam and Baltal in Kashmir this morning,
Deputy Commissioner, Jammu, Simrandeep Singh said.
"The convoy of pilgrims has left amidst tight mobile
security cover," he said.
The yatra has faced suspension three times in the past 10
days due to the ongoing unrest in the Valley. It was
initially suspended on July 9 and resumed on July 11.
It was stopped again on July 14 and restarted two days
later. The toll in the 10-day-long spate of violence in the
Valley has mounted to 42.

MP Jyotiraditya Scindia fiercely attacked the state ruling
coalition of PDP and BJP.
"Whatever has transpired in Kashmir is a classic example
of failure of state's machinery and strategy. The way
situation on ground zero was dealt with, has shameful and
if the government takes measures to bring peace in
Kashmir, we will support them wholeheartedly," Mr
Scindia said.
Mentioning civilian causalities during the clashes between
the protestors and the armed forces, the Congress leader
said it appears as if the government doesn't differentiate
between the innocent people and terrorists.
"The Centre's healing touch policy for Kashmiri is long
gone. Pellets guns are being used against innocent people,
AK-47 are spraying bullets. The situation has gone from
bad to worse bad but the Prime Minister never bothered,"
he said.
In a sharp attack on Mr Modi, Mr Scindia said while
Kashmir was burning, Mr Modi was playing drums
abroad. "Infiltration is on rise. But our Defence Minister
Manohar Parrikar is distributing LED bulbs in Goa.
Till now, not a single Minister of Modi cabinet has visited

finally hit the stands from
Thursday onwards, five
days after the J&K
Government carried out
raids on newspaper printing
installations.
The decision to resume
publications was taken at a
meeting of editors and
owners this afternoon.
Earlier in the day they met
Chief Minister Mehbooba
Mufti who assured them
that their work won’t be
hindered in future.
“The Chief Minister
regretted the ban and said it
was the result of a
miscommunication,” an
editor of local Urdu daily in
Srinagar said.
“Though there has been no
deliberate attempt on the
part of the government to
impose any restrictions on
the publication of
newspapers, however,
whatever has happened,
because of some
communication gap, is
regrettable,” the Chief
Minister said, adding that it
would be looked into.
The government had put
curbs on newspapers on last
Friday night when printing
presses of newspapers were
raided in Budgam and
printing was stopped and
their staff was allegedly
detained for some time after
which local newspapers
failed to hit the stands.

ATMs running out of cash,HC takes note, seeks report

Kashmir has come to a standstill by the protests andcurfew in the past 12 days. Even the ATMs in theValley are running out of cash.Taking note of this fact, the High Court has sought areport from the Jammu & Kashmir Bank, which hasthe largest network of branches and ATMs in thestate, about the availability of cash in the ATMs andthe functioning of its branch offices in the Valley.The directions were passed today by a divisionBench of the High Court which is hearing publicinterest litigation (PIL) about the shortage ofessential items and medicines in Kashmir.“The J&K Bank, the major bank of the Valley, is notloading ATMs… It is also a fact that the branches ofthe said bank are not functioning, which canfacilitate withdrawal of money by the accountholders for their day to day emergencies,” the Benchobserved. While impleading managing director ofthe J&K bank, Corporate Office, Srinagar, as theparty respondent in the PIL, the High Court directedhim to file a status report with regard to availabilityof cash in the ATMs and functioning of its branchoffices. The Advocate General, quoting Lakes andWaterways Development Authorities (LAWDA),said minor repairs and fixing of temporary GCIsheets was detected near Saidakadal and the workhad been stopped. “Five FIRs have been registeredagainst five persons and one person was trying toconstruct an illegal roof over his house at AkhoonMohalla, Habak, which has been demolished,” theBench noted in its orders quoting the AdvocateGeneral.

was virtually a case of anarchy

said that the Ministers who
ought to have come out of their
hiding and made themselves
available to the civil society
had deliriously shun their
responsibility thus allowing the
situation to further deteriorate.
Alleging total collapse of law
and order with administration
having lost control over the fast
deteriorating situation, Harsh
Dev Singh said that the
separatists, subversives and
anti nationals had virtually
taken control of the situation
with repeated calls for
extensions of violent protests.
He said that most alarming was
the disarming of the security
personnel who were ordered by
the BJP-PDP govt. not to use
force despite the gravest
provocations of the saboteurs
or in spite of the violent attacks
by them. He said that while use
of disproportionate force was
always condemnable, the
security personnel could not be
made fodder to highly violent
and aggressive felons and
could not be deprived of the
right to self defense.

termed sermonising by
Congress leaders on non issues
as a futile exercise, contending
that all such issues have been
created by the Congress party
during their rule on account of
scams laced mis-governance

Ram Rattan said that by doing
this, the Congress leaders are
themselves lowering their own
stature. The negative and
sterile politics will not act as
oxygen to their comatose party,
which is in an irreversible
decline mode, he said. The way

of the Congress are behaving
and making daily statements,
raking up non-issues, are
thereby exhibiting only their
frustration on account of being
out of power, he said adding
that with such tactics they are
trying to ensure their political

happening in the state was the
"Gujarat model", termed it as

of the stature of Ghulam Nabi
Azad ", Balbir lamented and
added that not a single day
passes when one leader or the
other from the Congress makes
public statements that are

flaring already volatile
situation in the valley. It is
highly unfortunate that when
valley is on the boil on account
of Pakistani machinations and
when all parties ought to have
a united stand to restore peace
in the valley, almost the entire
leadership of Congress in
Jammu & Kashmir is in a rat
race in criticizing and running
down the efforts of the
government and security forces
to calm the situation in the
valley, he observed.

the Congress has remained in
power in Jammu and Kashmir
for maximum time after
independence. The Congress
ruled this border State on its
own or enjoyed power as a
coalition partner, when they
just ignored many sensitive
issues or failed to address the
public sentiments. He said that
BJP has been in power in
Jammu and Kashmir for just
one year only and those who
ruled it for decades are trying
to put blame on present
coalition for their past
misdoings and wrong-
policies. Public is much more
aware about the present day
politicians, which is why it
pays no heed to the utterings of
the leaders of Congress and
others, the BJP spokesperson

for staying the termination order of Dr Rakesh Kotwal and
Dr. Asfia. Dr. Pradeep Thakur.
In a statement issued NHMEWA urged the Govt. to take
steps to protect the fundamental rights of NRHM employees,
like provision of paid maternity, paternity, earned, medical
leave to NRHM employees for which they have continuously
approached the concerned authorities. Also, while
approaching the authorities NHMEWA justified the demand
for the same by providing order copies of various states with
provision of these leaves with salary, but unfortunately, there
has been no step taken in this direction by State Govt. of
J&K.
NRHM employees have been working wholeheartedly in the
harsh living conditions in far flung areas, as well as harsh
service conditions as there is no job security for NRHM
employees, rather being prone to insecurity and exploitation-
to provide best health care facilities to poor, downtrodden
and hapless in the rural areas to attain the goal of health for
all for the past almost ten years but there has been no policy
to regularize NRHM employees inspite of clear directions
from Ministry of Health & FW, Govt. of India to regularize
NRHM human resource. Also, deep concern regarding the
matter has been shown by Dept related Parliamentary
Standing Committee of Health & FW.

this crisis.

Narinder Modi to form an all party delegation to visit
Kashmir Valley and asses the ground reality of the state
so as to solve the present fiasco, as there is no other
way to resolve the current unrest in the valley.
They also demanded compensation at the tune of Rs
40 lakhs to the families who have lost precious lives
of the near ones, besides employment to one of the
members of the family and free treatment should be
provided to the injured Kashmiri youth / Army /
Security / Police Personnel etc at New Delhi as this
could be a viable damage control exercise considering
the present circumstances.

against the continuous atrocities and
unending seize of Kashmir Valley,

observed a complete shutdown at
Bhaderwah today. The shops and
other business establishments of
particular community remained closed
at Bhaderwah town and it's peripheral
areas. However, traffic plied on the
roads normally. Govt offices and
Banks also remained open. "There
seems to be no end to the miseries of
Kashmiri people, as atrocities against
civilians by the Collation Govt and
security forces is increasing with each
passing day. Collation government is
using Draconian laws even against the
media to hide their follies and inhuman
acts," said Anjuman Islamia
Bhaderwah President Pervaiz Ahmed
Sheikh. Some social organization have
also supported the bandh call to show
their concern for the people of
Kashmir Valley and to also condemn
the Union and state governments for
their complete failure to safeguard the
basic and human rights of Kashmiri
people. As precautionary measure,
extra security deployment of para-
military forces, JKP and JKAP was
made in Bhaderwah Valley and its
peripheral areas, but as the last reports
came in no untoward incident was
reported from anywhere.

To regulate the increasing
traffic and to avoid the
massive traffic jams, Sub
Divisional Magistrate
Bhaderwah today ordered
traffic restrictions and no
parking zones in Bhaderwah
town.
The decision was taken after
SDM Bhaderwah,
Mohammed Anwar Banday
convened a meeting of civil
and police officers to chalk
out the strategy for smooth
traffic regulation in
Bhaderwah town and
adjoining areas.
Tehsildar, Bhaderwah Dr
Amir said, "we have taken
this bold decision after
meeting with civil and
religious organizations after
several representations by
the civil society and locals
about the traffic chaos in
Bhaderwah town due to
wrong parking."He added, "we have seen
people faced lot of problems
especially during
emergency or due to natural
calamity or delivery cases,
there were huge jams in the
town owing to wrong
parking of vehicle. Now we
have taken decision and
issue no parking zones in
some vulnerable areas."
According to the order No,
SDM /PA/16- 17/591-600,
it was also decided that all
the private vehicles shall be
allowed to park only at paid
parking and no heavy/
medium vehicles shall be
allowed to enter into the
town from 8 am to 6 pm
Beside traffic restriction,

problems being faced by the
common people due to
mismanagement of traffic in
Bhaderwah town, which
sometime results in law and
order problem, we decided
to impose traffic restriction
and declared some areas as
no Parking Zones," said
SDM Bhaderwah, Mohd
Anwar Banday.
"We have taken the decision
to minimize the traffic
congestion and to avoid
chaos and problems we used
to face during any
emergency. I hope everyone
will cooperate us in
implementing this decision
in the larger interest of this
beautiful town," Officer
added
Although people welcomed
the decision taken by the
administration but are
apprehensive of the
implementation of the same.
"This is a welcome step, but
we have a bitter experience
of the past decisions of the
administration which were,
either never implemented at
all or fizzled out in a couple
of days," said a veteran
social worker Abdul Haq
Zargar.
"Bhaderwah town possess
very tight roads and to avoid
accidents, any kind of
vehicles should not be
allowed to enter in any of
the markets," Haq
demanded.
"Luckly Bhaderwah has a
state-of-the art bus stand at
kotli which is just 300
meters away from the hub of
the town and can
accommodate more then 500
vehicles at a time but
surprisingly, even after 5
years of its completion, it
remains unutilized and one
can see hardly any vehicles
parked in the bus stand,"
said a local Sair Hussain.
"I hope some civic sense
will prevail among the
people this time and also
police, municipal authorities
and traffic police will
implement the order issued
by SDM in letter and siprit
in the larger interest of the
society," Sair added.

constructed a community hall in village Halqa Battal,
Udhampur (J&K). The goodwill project is an endeavour to

Kashmir and its issues are a very complex topic.There are multiple facets to it, one extreme of whichwas terrorist Burhan Wani who propagated the use
of violence to "free" Kashmir. This extreme is being foughtby the Indian armed forces on a daily basis, which results insome big ticket encounters, such as that of Wani himself. The polar opposite of Wani, as social media and latermainstream media portrayed, is Shah Faesal. Faesal becamethe first Kashmiri to top the Indian Civil ServicesExamination and the first candidate from Kashmir inseveral years to be selected to the Indian AdministrativeService through open merit. These two youths provide justa glimpse into the vallet, but are indeed a very simplisticand binary view.Faesal, in an article published in the Indian Express, hassought to figure out a solution to the Kashmir problem, andhis solution to the current problem of unrest is this: "toconvince these media houses to tone down their jingoisticrhetoric and pay heed to the feedback from the ground."Before one comes to this point, we must understand whereFaesal is coming from. Faesal says he is disturbed andperturbed by the use of his image vis-a-vis Wani, by media.He claims that the media has shown "sheer insensitivity andshallowness" and also created a "security risk" for his life,due to which he roams incognito.There are multiple issues here. Firstly, Faesal fails to realisethat even though the terrorists of Kashmir, the stonethrowers, the people who storm army bases, considerthemselves as anybody but Indians, the rest of India hasopenly glorified Faesal, one who lives among them, as theirhero. This shows the contrasting attidude of the twofactions, and you do not need any media jingoists to showthis, Faesal himself unwittingly exposes his friends in thevalley.Further, it is odd that now Kashmiris have a problem withrest of India supporting other Kashmiris too. They can besurely aggrieved that a section maybe demonisingKashmiris, but here you have a Kashmiri youth saying"please India stop acknowledging me as one of your own!".Damned if Indians condemn terrorists, damned if Indianspraise role models. Faesal's reasons though areunderstandable. It is not that he hates India, it is just that hefears for his life:Next day, I left for my office, incognito, wearing a kurta-pyjama and a farmer's cap, hopping across check posts likea thief, knowing well that if a group of enraged youngstersrecognised me, I might be in trouble, and rightly so, forfalling on the wrong side of the Kashmiri vs Indian binaryat such a critical juncture.
Here again unwittingly Faesal reveals another issue. IsFaesal, a thoroughbred Kashmiri, afraid of the people whohe calls "Kashmiris"? Is he afraid of his "own people"?Doesn't he demonise the "enraged youngsters" of Kashmirfar more than any jingoistic channel could? And to add to allthis, he believes he would "rightly" be "in trouble"? Insteadof condemning rest of India for holding up his example,shouldn't he be explaining to the "enraged Kashmiriyoungsters" that they should not be attacking him for beingIndian, especially since he has earned all his money andfame solely due to being a topper in the "Indian" CivilServices exam?Yes, these things are easier said than done. Faesal, oranyone else, sitting in the arms of "enraged Kashmiriyoungsters" cannot be expected to summon courage tostand up to gun-toting "enraged Kashmiri youngsters".Hence, most of Faesal's article as mentioned above, is not anuanced, world-view take on Kashmir's issues, but is a pleaof help from a Kashmiri who is feeling threatened by"enraged Kashmiri youngsters", and hence should only betreated as that, am understandably selfish article. Onecannot and should not grudge Faesal for worrying about hissafety.Moving on, Faesal targets Indian media: "It has also beenprojecting lies about Kashmir to rest of the country. " hesays. Yes there is a lot wrong with Indian media. Just acouple of days back we highlighted how Cobrapost wasusing 5 year old videos to stoke tensions in Kashmir. Orhow a MSM and NDTV regular, Rana Ayyub was usingsimilar tactics. Faesal though was probably not referring tothese instances.Faesal's post then descends into the absurd:In the Indian tradition, the state is supposed to communicatewith its people through accommodation, not harangue, andthrough welfare, not violence……………….In the Islamictradition, too, truth, patience and perseverance are central tocommunicating.The first line is utterly confusing. Is the Indian statesupposed to follow "Indian tradition" with "enragedKashmiri youngsters", considering them "its people", whilethey themselves, in Faesal's own words, are ready to attacka fellow Kashmiri, not because he supported India, butbecause India supported him? Are Burhan Wani and hisfellow Hizbul terrorists, or the thousands who went to payrespects to this terrorists, or the hundreds who throw stonesand ransack army depots, India's people? Even if they are tobe considered as India's people, the only "tradition" theIndian state should follow, is that which is prescribed bylaw, which tells the state how to deal with similar criminalsin other parts of India.The only people who can be considered as Indians, are
those who had faith in the Indian Constitution, those whohave voted for so many years, and in turn, the Indian statehas communicated with these voters with accommodationand welfare. Only when law-abiding voters turn into"enraged Kashmiri youngsters" who take law into their ownhands, does the state have to step in. Also, it seems Faesalhas forgotten the services extended by the armed forces ofthe Indian state to Kashmiris of all hues (including "enragedyoungsters"), when they were battling floods.The second statement of Faesal probably stems from beingignorant or feigning ignorance. Only a person who hasn'tseen the rise of Radical Islamic terrorism in Kashmir, asevidenced by this interview of Wani's father, can claim thatKashmiris are following the tradition "patience" asadvocated by Islam.There are other issues in Faesal's article: His sweepinggeneralisation that "all these years India has beencommunicating to Kashmiris through rigged elections"(The Election Commission must take cognisance of such aclaim). How he laments that Kashmiris feels "India hasbecome synonymous with a military bunker or a policevehicle", but fails to dig deeper and address why such amilitary presence is needed in Kashmir.But the biggest issue here is Faesal, either deliberately orunknowingly is missing the forest for the trees. He blamestelevision channels, social media, the usage of his imagevis-a-vis terrorists, jingoistic anchors, approach of Indianstate, the huge presence of armed forces, but fails toacknowledge the root problem which has led to all of this:Terrorism backed by Islamist and salafist ideology, whichwas earlier getting support from Pakistan and now finds acommon cause with terrorist organisations like ISIS andwhich unfortunately has the support of "enraged Kashmiriyoungsters". The same terrorism and attitude which droveaway lakhs of Kashmiri Pandits (of course Faesal makes nomention of them), has reared its ugly head far too often, andthen the Indian state is blamed for doing what it must tofight against such violent, unconstitutional forces.A really thought provoking piece by a Kashmiri wouldaddress this core problem first, how to rid Kashmir ofviolence perpetuated by terrorists, but since Faesal doesn'teven touch upon this, his impassioned plea is nothing butthat of a young man worried about his safety because hedoes not trust his neighbours, the "enraged Kashmiriyoungsters", who may bay for his head, only because Indialiked, and continues to like him.

The mayhem in Kashmir Valleyfollowing the killing of Hizb-ul-Mujahideen poster boy Burhan Wani,
who carried a bounty of Rs 10 lakh on hishead, and ten of his cohorts by securityforces, is the culmination after a build-up ofseveral events and issues.How did the young, handsome ex cricketerBurhan Wani become the leader of HM, aKashmiri group raised by Pakistan's militaryand Inter-Services Intelligence? How did hiskilling, followed by a large gathering at hisfuneral, spark off an agitation withunprecedented violence against securityforces?A look at some past events anddevelopments throws light on how thesituation in the Valley was precipitated inJuly 2016.The HM, with its cadre base being drawnfrom Kashmiri Muslims and Pakistanis, wasone of 32 outfits proscribed under thePrevention of Terrorism Act, 2002. It wasinducted into the Kashmir Valley inSeptember 1989 as the militant wing of theJamaat-e-Islami, an Islamist organization, atthe behest of the ISI, to counter the Jammuand Kashmir Liberation Front which hadadvocated independence of Jammu andKashmir.Many of its early cadres were former JKLFmembers.The HM has claimed to stand for theintegration of Jammu and Kashmir withPakistan and since its inception. It has alsocampaigned for the Islamisation of Kashmir.Headquartered in Muzaffarabad, inPakistan-occupied Kashmir, the HM ispresently headed by Syed Salahuddin, whoalso heads the United Jihad Council. TheHM is believed to have strong links with theproscribed Students Islamic Movement ofIndia.Following the assumption of power by theBharatiya Janata Party in May 2014,Pakistan went into overdrive withunprecedented pressure of unprovokedfiring across the International Boundary,south of Akhnoor, and a step-up in attemptsat infiltration by Pakistani terrorist groups --mainly Lashkar e Tayiba and Jaish eMohammad across the Line of Control andIB.The aggressive responses to both by theBorder Security Force on the IB, the IndianArmy on the LoC, and other security forces,including Jammu and Kashmir Police in theValley, resulted in a fair amount ofinterceptions/arrests/elimination of Pakistaniterrorists.While much of Pakistan military and ISI's
efforts were neutralized south of Pir Panjal,in the Valley, the ISI gave the HM a boostwith a fresh induction of Kashmiri youth.Burhan Wani was made the poster-boy andsocial media was aggressively used toradicalise and inspire educated KashmiriMuslim youth to join its ranks.Owing to the many successes of the securityforces in eliminating Pakistani terrorists, theISI pressed the separatists to deliver and themodus operandi of agitation with violencewas resorted to.On February 8, 2016, New York Timescorrespondent Carlotta Gall reported thatexperts have found evidence that Pakistanfacilitated the Taliban offensive.Gall said, "This behaviour is not just anissue for Afghanistan. Pakistan isintervening in a number of foreign conflicts.Its intelligence service has long acted as themanager of international mujahideen forces,many of them Sunni extremists, and there iseven speculation that it may have beeninvolved in the rise of the Islamic State...the region's triumvirate of violent jihad isliving openly in Pakistan."She named three terrorists -- SirajuddinHaqqani, leader of the Haqqani network,Taliba leader Mullah Akhtar MuhammadMansour and Al Qaeda's Ayman al-Zawahri-- enjoying sanctuary in Pakistan.In October 2014, Lt Gen Subrata Saha, thenGOC of the Indian Army's 15 Corps, whichis headquartered in Srinagar (and nowDeputy Chief of Army Staff), speaking tothis writer, reiterated what he had cautionedthen: "The emergence of ISIS flags meritsconcern and deserves the highest attentionof the security agencies to prevent the youthof Kashmir from getting lured into ISIS."While former chief minister Omar Abdullahhad dismissively stated "The flag waswaved by some idiots, which does not meanthat ISIS has any presence in Kashmir," byApril 2015, there were reports of not onlyprotesters raising anti-India slogans andwaving ISIS and Pakistan flags after Fridayprayers at the Jama Masjid, but also ofsetting ablaze flags of Peoples Democratic
Party.Since then, the waving of ISIS and Pakistaniflags has become a routine affair outside theJama Masjid on Fridays. Further, Kashmiriseparatists through their network revived the2010 tactic of stone-pelting.On May 31, 2016, Chief MinisterMehbooba Mufti, while concluding thediscussion on the Governor's address in theLegislative Council, lashed out at separatistsfor disturbing peace on Fridays.Without naming any separatist leader, shesaid they had turned blessed Friday into astone-throwing day. She said she was beingbranded as anti-Muslim and anti-Kashmir."It is not only you (Opposition), manyothers (separatists) have been issuing fatwasthat I am anti-Muslim. Kashmiriyat is thatwe should safeguard our religion and staytogether. Our Islam is not what they(separatists) say you have to do (protestsand stone pelting) on Fridays," she said.The chief minister said Islam did not preach"slaughtering and shouting religiousslogans".She reiterated the PDP-BJP government'sstand of bringing back migrant KashmiriPandits with respect."First, we have to put them in transit camps.We have to give them breathing space. Wecan't tell them to go directly to theirvillages. How is this possible?"Mehbooba asked. "Workers of the Congress,PDP, NC and BJP are living with security.When they can't live without security, is itnot important to provide a sense of securityto Pandits? Once they feel the situation isconducive, they will go back to theirvillages... Kashmiri Muslims are fed up ofviolence. Kashmiri Pandits are not afraid ofKashmiri Muslims. They are afraid of thosewho perpetrated the Wandhama massacre.Who killed Abdul Gani Lone? Who shotMirwaiz Moulvi Mohammad Farooq?" sheasked.Earlier, while speaking in the assembly onthe rehabilitation process of displacedKashmiri Pandits and other migrants,Mehbooba is reported to have said shewould "not throw Kashmiri Pandits like'pigeons before the cat' ".While the National Conference said thechief minister owed an apology to people ofKashmir, hardline separatist leader Syed AliShah Geelani said she had "lost her mentalbalance after gaining power". She hit out atcritics over the allegations that bringingback Pandits with Article 370 was totallywrong.On June 12, 2016, Mehbooba Mufti visitedthe much revered Kheer Bhavani Temple, inGanderbal, 35 km from Srinagar, wherethousands of Kashmiri Pandits hadconverged to attend the annual 'mela' (fair),and said, "Kashmir is incomplete withoutKashmiri Pandits... They will be broughtback to Kashmir."
She also met with two Pandit pilgrims whowere injured during stone-pelting clashesbetween protesters and police over theestablishment of a police post, a day earlier.Calling the incident "unfortunate", Muftisaid, "It creates a wrong impression as lotsof young Kashmiris are studying outside.There will be stigma associated with thoseinvolved in stone pelting incidents in thefuture."On Mufti's earlier instructions to reviewstone-pelting and such like cases between2008 and 2014, state government approvedwithdrawal of 104 cases and on July 5,2016, as a gesture of amnesty on Eid, 634persons facing stone-pelting charges werereleased. In 2013, the Omar Abdullahgovernment had released 1,811 personsinvolved in cases of stone-pelting in thevalley during 2010.All agitations/lock-outs/stone-pelting bylocal populace are the direct result ofincitement/motivation by Kashmiriseparatists beholden to ISI. Through theirintricate network of agents down tolocalities/colonies/streets, locals, particularlyyouth are direct them to perform disruptiveacts.Pakistani terrorists who have succeeded ininfiltrating or lying low are also assisted bythe separatist network. And all this issupervised by ISI and Pakistani terrorgroups it supports.After Wani's killing, Hafiz Saeed not onlyaddressed meetings in Lahore andMuzaffarabad to mobilize terrorists andseparatists to up the ante in the Valley, buthas been ranting afresh that Pakistan shouldsever diplomatic relations with India, banIndian films, media etc.And to top it all, Kashmiri separatist leadersnot only have meetings with the PakistaniHigh Commissioner and his colleagues inNew Delhi, but also attend Pakistaniterrorists leaders meetings/rallies inPakistan.On the very important priority of the wayforward, the thrust has to be twofold-tacklesecurity and political alienation.For security, firstly, separatists and theirwide network must be neutralized and notbe allowed to be reorganizing again andsecondly, India must redevelop thecapability to covertly strike at terroristsbeyond its borders.Both these require political will which mustbe exercised. For overcoming, the alienationthat Kashmiris face, keeping in view that allof them of the age of forty or so, have beendeprived of post-Independence Indo-Pakhistory.The government must make sustained use ofInternet and social media to educate notonly young Kashmiris, but also powerfulnations who have already been targeted byterrorists, or may be so in future.

Let ussalvage whatwe can!The recent spurt in violence in Kashmir valley is
due to the reason that the so called mainstreampolitical leadership from all political shades did
not do their job well in their past governing stints. Whilethey enjoyed power, privileges and pelf, claiming to bepeoples’ representative they were never honest toconnect to people at grass-root level and left the spacefor separatists element pampered by Pakistan whoalways wanted to keep Jammu Kashmir in strife. Theseparatists, pursuing ‘Radical-Kashmir Doctrines’ astheir agenda radicalized the youth and further alienatedthe people from the national mainstream. The governingpolitical lot instead of mingling with the people andneutralizing the adverse impact further pushed theseparatists’ agenda with their competitive semi-separatist and Kashmiri Centric narratives to keep theirpolitical relevance. It would have been better if the paststate governments had avoided wastage of resources andenergies on non-issues and pursued the objective ofversatile development for the people with huge amountof available funds flowing from New Delhi for thepurpose. Governments’ misplaced policies like flawedand exploitative employment policy, militants’rehabilitation policy of bringing back those who hadraised arms against the state and many other faultyschemes added more fuel to the fire. Ostentatiousappeals by the governments in succession to attractinvestment to uplift the state’s economy and to engageunemployed were never succeeded as they alwayswanted huge Outsiders’ investment without outsiderskeeping their stakes in Kashmir closed.Over and above political interference in highlyspecialized sphere of security maintenance and standingpolicy of appeasement has infused a sense of heroismamong the youth in taking arm against the state. Socialmedia played its role in bringing the youth into directcontact of militants and Hizbul commander Burhan Wanibecame an icon for the common Kashmiri youthparticularly in southern districts of Kashmir valley.This time the southern districts, the traditionalstronghold of Muftis, became the hub of revivedmilitancy. For those rivals who were dethroned in thelast elections, PDP joining hands with right wing BJPbecame an eye-sore. These parties have also beenclandestinely hobnobbing with the ultras to let theMuftis down with various political machinations.Anantnag belt with quite high literacy rate led to a goodreservoir of educated, bright technical and disenchantedun-employed youth who see no hope with limitedemployment opportunities, feel disempowered with aperceived threat of losing special status and beingoverpowered by outsiders; provided a fertile ground forfalling prey to ISI sponsored propaganda to lure theminto militancy. This segment was exploited by BurhanWani through social media. Proximity to the summercapital Srinagar gave further fillip to the momentumwith the presence of large number of media men whowere vital for making Burhan a hero.New elements:The current phase of revived militancy in southerndistricts of Kashmir is Hit and Run assault on JammuKashmir Police and security troops; stone-pelting openlyon security forces coming face to face knowing well thatCRPF and Police have been strictly asked to observerestraint who may at the most use stones, sticks orteargas shells. Another feature introduced is when CRPFor Police push the protestors and catch hold of someone,a large number of women comes out and enter a scufflewith the police and get the youth liberated from them.Impact in Jammu:There is a vertical division in perception of the situationin Kashmir, Jammu and Ladakh. The separatists’movement in Kashmir valley has passed on to Wahabischool of thoughts suppressing century old ‘Sufism’ andtakes its essence from extreme Islamic point of view.This has influenced most of the people in the valleywithin all socio-economic segments. Pushing out themicroscopic aboriginals Kashmiri Pandits and Hindusfrom Kashmir valley in 1990 has already disqualified themovement from being genuine political struggle. Indian hockey legend Mohammad Shahid, who was
being treated in a private hospital in Gurgaon, passed
away on Wednesday due to multiple organ failure.
“He breathed his last at 10:45 this morning. It was
multiple organ failure that led to his passing away. He
will be taken to Varanasi and last rites will be
performed there tomorrow,” Shahid’s son Mohammed
Saif told PTI.
The 56-year-old legend was admitted to Medanta,
Medicity earlier this month after a bout of jaundice and
dengue made his condition worse. He was airlifted
from Varanasi. Known for his dribbling skills, Shahid
was considered one of India’s greatest hockey players.
He was a member of the V Baskaran-led Indian team
that won a gold medal at the 1980 Moscow Olympics.

Russia's participation in the Rio Olympics remained
in jeopardy on Tuesday after the International
Olympic Committee said it would 'explore legal
options' for banning the country from the Games.
At an emergency IOC Executive Board meeting in
Switzerland, a day after an independent report
detailed a systematic, state-run doping programme in
Russia, members fell short of an immediate ban but
announced a series of other measures.
A five-man disciplinary commission was set up to
start proceedings against Russian officials mentioned
in the report, which described extensive doping and
cover-ups at the Sochi Winter Olympics hosted by
Russia in 2014.

One man who will keep an eye on
the duo is Kapil Dev, the legendary
India allrounder. Kapil, the last high-
profiled home-bred India coach
(1999-2000) before Kumble made a
surprise dash last month, has a word
of caution though: “Don’t expect too
much from Kumble as he is just a
coach. Remember, it’s the team that
has to play, to win or lose, so why
put pressure on Kumble? Having
known him for so many years, all I
can say is that Kumble will be very
methodical but will give Virat the
space and the freedom he needs as
captain.”
Kapil also finds the term ‘coach’ a
bit exaggerated, telling Hindustan
Times, “A good coach is someone
who can manage the players.
Kumble can work strategies session-
to-session or day-to-day but it will
be his ability to motivate and inspire
players with his experience and
achievements that can unite this
team and make it better. You will
have to give the two (captain Kohli
and coach Kumble) time because
only when the team will go through

clubs made it to the quarterfinals
of the Champions League last
season, as against one each from
England and France. Though
2014-15 saw Bayern as the sole
German representative in the last

On Uefa's coefficient ranking,
which takes into consideration the
performance of clubs in
Champions League and Europa
League, Germany are second only
to Spain. In other words, Bayern's

world in 2014-15 in terms of

Dortmund. Schalke 04 come third

crore). For context, the richest

ancient sport.
The 21-year-old was
beaming with confidence
after returning from a
training camp in Spain
earlier this week.
“The target is nothing less
than a gold at Rio. Like the
other wrestlers, I also have
two hands and legs, so why
will I be intimidated?” she
asked IANS rhetorically in
an interview.
The training camp in
Madrid, she said, was a
success. “We got to fight
with some of the
experienced wrestlers. Also
if you look at the weather
conditions, it makes a
difference,” she said.
Vinesh, who was
disqualified in the first
attempt from the Olympic
qualifying event held in
Ulaanbaatar (Mongolia) for
weighing 400 grams more
than stipulated for the 48kg
category event,
acknowledged that it takes a
lot to reduce.
“It is mentally and
physically challenging to
reduce weight. Further, it
also increases the chance of
picking up an injury which I
don’t want at this point of
time,” she said. Later she
qualified to go to Rio de
Janeiro.

usually three to seven days
prior to the weigh-in day. In
the run-up to the day, the
wrestlers start dehydrating

New Delhi: The Centre hasdecided not to raise theforeign direct investmentlimit on newspapers andperiodicals to 49 percentfrom 26 percent.Currently, the FDI policypermits 26 percent foreigndirect investment inpublishing of newspapersand periodicals dealing withnews and current affairs viaapproval route.The issue of relaxing FDIpolicy in print media hasbeen pending for long.The Department ofEconomic Affairs (DEA)had recently asked theDepartment of IndustrialPolicy and Promotion(DIPP) to have a look at theproposal.In a communication toDEA, the DIPP said a"considered view" was
taken against increasing theFDI cap in print mediasector, sources said.The issue of relaxing theFDI cap in print mediacame up for discussions lastNovember as well as duringthe recent liberalisation ofthe norms in June and bothtimes it was decided not totweak the caps, they added.Recently, the governmentrelaxed FDI norms in about
eight sectors, including civilaviation, defence, privatesecurity agencies,pharmaceuticals and foodprocessing industry.The move was aimed atattracting more foreignfunds.During 2015-16, FDI intothe country increased by 29percent to USD 40 billionfrom USD 30.93 billion inthe previous fiscal.

dealing with defaultsituations.Congress leader AnandSharma raised the matterrelating to many positions inthe Debt Recovery Tribunalsbeing vacant.Jaitley said Sharma was“perfectly right that the DebtRecovery Tribunals have tobe made more effective.”He said in the Debt RecoveryBill that the Committee wasexamining, the governmenthas proposed increasing thenumber of these tribunals. He
also said that severalnotifications regarding fillingup of vacant positions are inthe pipeline.Congress member DigvijaySingh expressed concern overthe poor conviction rate insuch matters which, as per thedetails provided by theFinance Minister, was just1.14 per cent during 2015-16.To this, Jaitley said theconvictions depended on thekind of evidence thatinvestigation agencies areable to produce.

Mumbai: State Bank ofIndia (SBI) and BrookfieldAsset Management Inc.have signed a memorandumof understanding (MoU) tolaunch a distressed assetmanagement fund, the banksaid in a statement onWednesday.As part of the agreement,the two have proposed tolaunch a joint venture (JV)where Brookfield willcommit approximatelyRs.7,000 crore and SBI will
put in up to 5% of the totalinvestments into stressedassets.The fund will independentlyevaluate and invest invarious stressed assets, andwill rely upon the Canadianasset manager’s operationalexpertise to managerecapitalized businesses.“The proposed JV may, at alater stage, seekparticipation from otherlenders in the identifiedassets,” the statement said.
Such an approach will bemore acceptable to both thelenders and the borrowersin cases where thepromoters are not able toinfuse funds and lenders arereluctant to take additionalexposure, SBI chairmanArundhati Bhattacharyasaid in the statement. Thestatement did not clarifywhether the fund will investin a stressed company’sequity or buy out bad loansfrom other banks.
