PREFACE

Every year many deaths and injuries happen due to trespassingon all four railway suburban corridors. Residential settlements alongthe Railway tracks lead to trespassing at Mid sections due to lack ofphysical infrastructure and proper connectivity.

This project is a study on trespassing over Railway tracks in theMid-sections of Mumbai Suburban area and the proposed remedialmeasures thereon. The project aims at reducing the number of Deathsand Injuries caused every year due to trespassing over railway tracks.

The required secondary data is pursued from the MRVC officialportal <http://www.mrvc.indianrailways.gov.in/> to understand theaccidental deaths and injuries recorded in last two years on various spotsof all four suburban railway corridors - Western, Central, Harbor, Trans-harbor .

Twenty locations have been shortlisted for conducting a detailedstudy with respect to the trouble-spots. Consultants have added two moreimportant locations so in all twenty two locations are studied physicallyand on analyzing the Reasons for Trespassing after an Interactionwith Commuters, Solutions pertaining to major interventions viz. FootOver Bridges (FOB),Escalators / Lifts, Railing (between two trackscalled the track divider), R.C.C. boundary walls, Green patches andConcrete pathway are proposed.

This report is a compilation of Initial reports, the IdentifiedTrouble-spots at the selected locations, the proposed Solutions withrespect to the trouble spots, the General Arrangement Drawings(GADs) and the Cost Estimate of the proposals.

Chapter 1

1.0 Introduction

1.1 Background of the study

Mumbai Rail Vikas Corporation in March 2011 appointed Sir JJ college of

Architecture, Consultancy Cell to carry out a study to understand the problems and

issues related to trespassing and suggest solutions alongwith short and long term

action plans to minimize or eliminate the trespassing at stations on Western and

Central suburban corridors. As a part of the study twelve stations were studied in

detail and solutions to reduce trespassing were proposed. This study has been

appreciated by World Bank and Western as well as Central Railways. The study at the

moment is now under implementation stage by Mumbai Rail Vikas Corporation

(MRVC).

In continuation to above study, MRVC asked Sir J.J. College of Architecture

Consultancy Cell to carry out similar study at Mid Sections on all four suburban

Railway corridors in June 2013.

1.2 Project Introduction

Mumbai’s suburban Railway system is the most efficient, dependable, economical

and the fastest mode of Transportation available to Mumbaikars. It is like a lifeline for

the city of Mumbai without which the city would grind to a halt. The present four

corridors viz. Western, Central, Harbour & Trans Harbour of suburban Railway

connect to majority of residential and commercial hubs in the city.

As per MRVC, approximately 7.4 million people use local trains to commute daily.

Since suburban trains run on electricity it leads to less pollution as compared to other

modes of Trans port. The existing EMU trains have 12 & 15 car rakes on Western,

Central, Trans Harbour Corridors and 9 car rakes on Harbour corridors.

In addition to suburban trains there are mail express trains & freight trains carrying

goods which run on Central & Western lines to connect Mumbai to other parts of

Maharashtra, Gujarat & India.

Every year thousands of people lose their life / are injured due to trespassing on the

four main Railway corridors in the mid sections. In order to minimize or eliminate the

trespassing there is a need to study the suburban railway system focusing on

accessibility issues, reasons for trespassing, existing facilities, further development as

per Development plans, at the mid sections.

In order to reduce the trespassing at mid sections on all four suburban Railway

corridors, MRVC appointed Sir JJ College of Architecture, Consultancy Cell in June

2013. Accordingly the consultant has to identify 30 most critical locations with

respect to trespassing & study in detail 20 locations & suggest remedial measures

along with cost estimation.

Overall Scenario

The present study covers mid sections on all four Suburban Railway Corridors

as indicated by a chart below.

Millions of people commute everyday by Suburban Rail network as indicated by

chart.

Western railway – Churchgate to Dahanu : 125 Kms

Central railway – CST to Karjat/ Kasara : 100 Km / 120 Kms

Harbour section – CST to Mankhurd : 22 Kms

Trans Harbour section – Thane to Vashi : 20 Kms

The passenger density during peak hours travel on all four suburban Railway network

is the highest among any urban railway system in the world, and its extensive use by

the local urban population leads to severe overcrowding during peak hours.

Over 5000 to 6000 passengers are packed into a twelve car rake during peak hours, as

against the rated carrying capacity of 2400 passengers per 12 car rake. This has

resulted in what is known as super – dense crush load of 13 to 15 standing passengers

Mumbai city’s establishment

Pre British Era Mumbai was known as cluster of Seven Islands, which were reclaimed

during British period to form Island city with suburban areas. During the course of

development, the CBD was formed at southern portion of Mumbai & Residential

neighbourhoods were developed on northern parts. This has lead to unidirectional

commuter movements. i.e. in morning North to south and in evening South to North.

Mumbai is geographically a linear city surrounded by sea on three sides. The city is

fast extending towards northern side. There are planned & unplanned settlements

established along the railway lines, like Residential Buildings, slums, commercial &

Institutional areas from city towards suburban areas along with some parts in Thane

district upto Kalyan and some parts in Navi Mumbai.

1.3 Aims & objectives / Terms of Reference

The Aim is to Study and analyze the trespassing over railway track in suburban

sections in Mumbai and suggest remedial measures.

Study objectives are as follows:-

A) To identify the trespassing prone locations in mid-section over Western & Central

Railway suburban stations.

1) To collect and analyze statistics of the casualties between stations, due to

trespassing for a period of at least 3 years from Central, Western, Harbour &

Trans Harbour line.

2) Identification of future trespassing locations based on habitation pattern &

development plans of the city.

3) On the basis of these, consultant will identify 30 locations which are most

accident prone.

4) Based on discussions with study review committee (SRC), 20 locations will be

selected.

B) To study and analyze the reasons of trespassing at the identified 20 locations.

C) To suggest remedial measures, this will include engineering solutions by way of

modifications and improvements in the existing areas.

D) To develop plans for proposed engineering solutions for 20 locations in entire

suburban section.

E) To provide cost estimates of measures identified above.

1.4 The proposed methodology for study:

To study this project following methodology is proposed by Sir J.J. College of

Architecture Consultancy Cell.

1.4 Methodology followed for study:

We have carried out the study in following stages:

Stage 1: Statistical data (Secondary data) for Annual death & Injuries was obtained

with co-operation & assistance of MRVC officials & same has been analyzed by Sir

JJ College Architecture, Consultancy Cell.

Stage 2: Consultant has carried out Primary survey with site visits on all four

corridors at different time slots to understand most trespassed locations in mid

sections. The secondary data have been correlated with observed trespassing at

various locations to verify the criticality.

Stage 3: Consultant has prepared Inception report with mapping of total 131 observed

trespassing spots on all four corridors out of which 56 important critical spots were

presented to MRVC and World Bank Officials. Considering various parameters and

TOR 30 most critical spots were discussed in details and 20 were finalized by Study

Review Committee (SRC) to carry out the detail study.

Stage 4: Consultant has studied 20+2, (Two additional Spots have been added by

consultant during the study) Trouble spots with their respective T.P. numbers and

studied the trespassing movements and reasons of trespassing and prepared respective

public movement plans.

Stage 5: Further, Consultant has verified the identified trouble spots in context to

development plan of respective Municipal corporation to understand the overall

scenario and future developments at critical trespassing spots.

Stage 6: Solutions have been proposed at identified locations to reduce / eliminate

trespassing.

Stage 7: General Arrangement Drawings are prepared to implement these solutions,

and submitted to SRC for review. The spots have been jointly visited with MRVC

officials to finalize the solutions and hence General Arrangement Drawings (GAD)

have been finalized.

Stage 8: Cost estimate is prepared with the help of MRVC officials.

Stage 9: Draft Final report has been prepared and presented to MRVC Officials GM,

Central Railway and SRC. All the suggestions received have been incorporated in the

Final Report.

2.0 Preliminary Survey

2.1 Probable Reasons of Trespassing at mid-section.

Human settlements along the track lead to regular trespassing by the

inhabitants.

Poor surface connectivity between east and west. The time taken to cross

from east to west and vice-versa using R.O.B is much more due to heavy

traffic leading people to cross tracks.

There are small time vendors selling vegetables & other day-to-day usable

products along the railway tracks.

People trespass at certain locations in order to save octroi tax.

People are accustomed to trespassing and it has become a default tendency.

Non availability of strong compound walls along Railway Boundary.

Causes of Death due to Trespassing:

No proper access provided to human settlements due to which residents have

no choice but to use railway track causing trespassing and hence death

Non visibility of train due to sharp curvatures.

Inadequate or no lighting arrangement along the railway track.

The light emanating from the human settlement parallel to the railway track

and the main headlight of the moving train confuses the trespasser to judge the

distance of the train during night time.

Use of mobile phone deviates the attention of the trespasser due to which

he/she cannot hear the horn.

2.2 Initial field survey Observations

1. The study has been carried out from moving slow train and later it was

verified with field visits with MRVC officials.

2. The actual number of trespassers may be much more than indicated in the

tables hereon.

Afternoon Slag Hours : 11.30 to 13.30 PM

Evening Peak Hours : 17.30 to 19.30 PM

2.3 After primary field survey, total 131 spots have been identified on all the

four corridors namely Central, Western, Harbour and Trans-Harbour, and

have been categorized as under:

• Heavily Trespassed Spots:

Trespassing observed is more than 10 persons per 2 minutes and is observed

in more than 3 time slots.

• Moderately Trespassed Spots:

Trespassing observed is between 5-10 persons per 2 minutes and is observed

in 2 - 3 time slots.

• Least Trespassed Spots:

Trespassing observed is less than 5 persons per 2 minutes and is observed in 1-

3 time slots.

2.4 According to Indian Railway Norms the Width of the FOB deck is

calculated as follows:

FOB Capacity in Sub-urban Areas = 60 Passengers/Minute/Meter Width

FOB Capacity in Non Sub-urban Areas = 40 Passengers/Minute/Meter Width

patterns of the commuters during different time periods of a day and on working as

drawings have been prepared with the path/flow of people during trespassing for the

given spot. The flow/ path of the people while trespassing helps to identify the

solution to control/reduce trespassing.

4.0 Mid-section Spot wise solutions for the project.

Solutions are prepared on the basis of actual primary data procured at the time of site

visits for identified spots. Consultant has prepared General Arrangement Drawings

for 20 identified locations and 2 more locations have been added in this report.

Identified solutions and general arrangement drawings are finalized by Study review

committee (SRC) through joint visits and meeting between consultants and MRVC

officials.

Our solutions revolve around five major points:

1. F.O.B.

2. GREEN PATCH WITH FENCING.

3. R.C.C. WALL

4. CONCRETE PATHWAY WITH FENCING.

5. ESCALATORS & ELEVATORS

These have been chosen keeping in mind the feasibility and low cost of the solutions.

The more expensive solutions like subways have not been proposed, which have

difficulty in implementation also.

Educating commuters by creating awareness through posters, videos will be of

additional help.

1. F.O.B.:

All F.O.B. shall be 3.66 m unless width is specified. All F.O.B shall not have

roof shelter.

Entry / Exit of F.O.B. on Private / Public / Non – Railway government land

have been indicated in drawings on the basis of primary survey however land

ownership have not been verified by consultants.

Height of F.O.B shall be according to O.H.E. clearance, lesser the better.

Whenever railway land is available on east & west landing from station and

access road is available, escalators/elevators can be provided and accordingly

proposed.

2. GREEN PATCH WITH FENCING:

Proposed landscaping has different colored plants for example yellow, green

that is visually good for motormen and creates visual attentiveness.

In plan, the pattern is radial.

We have proposed all season, non-scanty, rapid growing, locally available,

low cost plants requiring easy maintainace and suitable to the local weather.

Plants proposed on the periphery are rapid growing which ensures protection

to the inner plants.

In section, varying levels are created breaking the monotony thus making it

look aesthetically pleasing.

3. R.C.C WALL

Proposed R.C.C. Wall along the eastern and Western boundaries of the

stations having photographs of famous personalities and landmarks of the

respective locality, at the identified trouble spots locations.

In section the slope at the bottom prevents people from climbing over the

wall. The existing compound has a rectangular cross section which allows

people to climb over easily.

Providing plants on the compound wall at intervals to make it appear more

pleasing for commuters. The height of the wall shall be 3m, with concertina

coil at close to slum locations.

4. CONCRETE PATHWAY WITH FENCING.

Concrete fenced pathway is proposed along with tracks where there is no

access to settlements from station and people are walking on tracks to reach to

their respective places.

Using the above simple techniques, solutions to trespassing have been

designed and accordingly general arrangement drawings have been prepared.

Western Suburban Railway.

1. 12/10 – Mahim & Matunga

1. A fenced green patch is provided on either sides of the pathway leading to platform

no. 02 that commences from the last step of the proposed flight from the existing

foot over bridge.

2. Two flights are to be added to the existing BMC F.O.B. that lead to the slum areas

on the east and to platform no. 02 each with an extended deck for ticketing

counters.

3. Provide barricades along the existing slums to demarcate the boundary of Railway

property.

2. 15/9 – Bandra & Khar

1. Provide 2 nos. of heavy duty lifts near level crossing at T.P. no. 15/9 at Bandra

west.

2. Provide 6 m wide FOB at 12.5 m height till crossing all the suburban railway lines,

further extended by ramp with slope of 1:12 to bring down the height to 6.25 m,

and further extend the same by 6 m wide FOB.

3. 6 m wide FOB over Bandra terminus portion is connected by ramps and elevators

to all platforms and taken further to connect the Bandra east exit by ramp &

elevator.

3. 20/15 – Vile Parle & Andheri

1. Provide a 3.66m wide FOB at the south end of platform no. 8/9 of Andheri station

connecting it to Andheri east.

2. Provide 3.66m wide arms from existing ROB to the platform no. 8/9 on both sides

to ease the public access.

3. Provide 3.66m wide arm from existing ROB. (west side) to the platform no. 7 to

ease the public access

4. 26/7 – Jogeshwari & Goregaon

1. Provide 3.66m wide fob at southern end of goregoan station connecting platform

no 1 & platform no.4/5. Propose a parallel east - west F.O.B. near TP. No. 26/8

connecting udyog bhavan in the east & further connect it by a skywalk parallel to

Goregaon west and connect to proposed elevated deck.

Central Suburban Railway – Main line

1. 19/13 – Ghatkopar & Vikhroli

1. Provide the connection to the existing BMC FOB at north end of the Ghatkopar

station.

2. Provide 6m connection between the BMC FOB and the existing north end FOB by

a 6m wide skywalk.

3. Provide a 3m concrete pathway parallel to tracks starting from TP. No. 19/13a till

the culvert at 19/9.with barricades on track side

4. Provide RCC compound wall parallel to Ghatkopar west till TP.no. 19/15

2. 28/6 - Nahur & Mulund

1. Provide a FOB around 50m from north end of nahur station connecting existing

ROB to platform no. 1/2 with escalators as well as staircases and further extend the

same to the nahur east exit & connect by staircase & escalator.

2. Provide green patch on either side of the proposed pathway (a connection between

platform & staircase).

3. Provide R.C.C. compound wall adjacent to the proposed staircase and escalator in

nahur east.

3. 30/15 – Mulund & Thane

1. Due to space constraint, propose a 2.5 m wide concrete pathway parallel to railway

tracks on west side to the north of Mulund station till 31/10 with barricades on the

tracks side and provide exit to Mulund west near culvert.

2. Propose R.C.C. compound wall below ROB in Mulund east

4. 33/11 – Thane & Kalwa (Vitawa bridge)

1. Dismantle the existing TMC FOB at north end of thane station and

1a. Propose a 6 m wide FOB to cater to the ever increasing railway commuters.

2. Connect 6m wide FOB to platform no. 2 by 3.66 m staircase and escalator, and also

connecting platform 3&4 to the south of FOB by 2 m wide staircase (due to S.O.D

constraints).

3. 6 m wide FOB is further connected by 3.66 m wide FOB to its north till CIDCO

bus stop on Thane west and further extended at right angle to cross over all the tracks

at 6.25 m height till Thane east which is further extended at right angle at same level

by 2.5 m wide FOB with 2.5 m wide ramp along the length (due to space constraints).

4. Propose a 3.66 m wide elevated pathway (with a bridge over creek portion) parallel

to railway tracks on east side to the north of thane station till TP.no. 34/4 with

barricades on both sides and provide exit at the end by means of ramp which

connects to vitawa.

5. Provide R.C.C. compound wall in Thane west from north end of platform till TP.

No. 33/13 & from second bridge till TP. No. 34/4

1. Provide a 3.66 m wide FOB to connect both east & west side of the through line to

ease the movement.

2. Provide barricades to stop the trespassing movement.

6. 35/1 – Thane & Kalwa

1. Provide 3.66m wide FOB at south end of kalwa station between pole no 35/1 and

35/2 connecting kalwa east to kalwa west having one flight in the west and two

flights in the east on both side of the existing reservoir.

2. Provide RCC compound wall in kalwa west from TP. No. 35/1 to 35/3.

3. Provide barricades adjacent to kalwa west to existing pathway.

Central Suburban Railway - II

1. 37/3 – Kalwa & Mumbra

1. Provide a 3.66m wide FOB with flights on either ends. (There is existing subway

around 100m away from the spot. Due to heavy water logging in rainy season a

separate FOB has been planned.)

2. Provide a R.C.C Wall.

2. 40/4 – Mumbra & Diva

1. Provide R.C.C. wall from northern ends of platforms. Extend the same till the

Mumbra creek on both ends.

2. Provide 2m wide pathway at the end of platform no. 2

3. 42/6 to 43/11 – Diva & Kopar

1. Propose a 6 m wide FOB on the north end of diva station with 3.66 m wide

staircases connection to all the platforms and to diva east exit and also provide

escalator to connect platform 5/6.

2. Provide concrete pathways till the existing subway to provide easy access to the

people to dativali village with barricades on track side

4. 55/10 – Kalyan & Ulhasnagar

1. Provide a FOB on southern side approx. 75 m from end adjacent to pole no 55/14

having ramps and escalators for landing on west and east as well as escalator on

platform.

1. Provide a dog-legged staircase at the south end of station leading to the existing

ROB and connecting to platform no. 1/2.

2. Propose a FOB at northern end of the platform to access both the east and west

side - subject to permission of land.

3. Provide RCC wall on both sides of the track at northern end of shahad

6. 67/3 – Ambernath & Badlapur

1. Extend the existing 3m wide FOB along the platform till landing of new FOB on

northern end (considering width of existing sky walk).

2. The existing entry under northern bridge on the west will be closed by providing

RCC wall.

3. In east a pathway of 3.0 m wide shall be provided to have access till platform.

4. Due to SOD constraints, provide 2.5m wide stairs to the skywalk connecting it to

all platforms.

Harbour & Trans Harbour Suburban Railway.

1. 9/7 & 10/7 – Wadala & GTBN

1. Green patch with fencing is provided in empty space between tracks.

2. RCC wall is provided parallel to the track along platform no. 1

2. 16/4 – Tilaknagar & Chembur

1. Provide RCC Compound wall parallel to track from TP no.16/3 to T.P. no.16/6

and connecting the approach road.

2. Provide 3 M wide concrete pathway parallel to tracks till TP no.16/3 with fencing

on one side

1. Provide a 3.66M wide FOB with flights on either end.

Based on the effectiveness of the solutions implemented at above spots to arrest

trespassing same should be implemented at the balanced 109 Trouble Spots after

pririotizing them based on the Casualty and number of Trespasser.

7.0 Conclusion

Total 131 no. of Mid-section spots have been identified from Central,

Western, Harbour & Trans Harbour lines of Mumbai, of which we have

tackled 22 mid-sections spots.

The detailed solutions have been worked out on 20+2 spots at mid sections.

The solutions if implemented at these locations will substantially reduce

trespassing.

Considering proposed solutions and estimated cost for T.P. Spot 33/11

between Thane and Kalwa (Vitawa section) and also the discussion with

M.R.V.C. officials, indicating willingness by Thane Municipal Corporation

commissioner to share the cost, it is recommended that TMC share the cost to

implement the proposal in the larger public interest.
