About the Conference LoboMUN is in its 12th year at the University of New Mexico. The conference has grown every year, and offers High School students the opportunity to participate in a full Model United Nations Conference. This year the topics and committees range from a traditional Model UN committee that deal with world health issues to a specialized body that deals with the battle for good and evil in our Star Wars committee. No matter which committee delegates are in, they will gain essential skills in debate, negotiation, and response to global crises.

About the Host Team The UNM World Affairs Delegation is the University of New Mexico’s proud Model United Nations team. We compete globally, this year participating in conferences in Los Angeles, California and Panama City, Panama. We fundraise throughout the year in order to make these conferences affordable for every deserving delegate. In addition to attending conferences, we participate in a number of internationally-oriented initiatives in Albuquerque, NM. Star Wars Crisis Committee

About the Star Wars Crisis Committee The year is 22BBY. Many planets have broken off from the Republic and formed a Separatist party that wishes to end the Republic that has been governing for over 1000 years. The recent battle on Geonosis, known as the First Battle of Geonosis, has marked the beginning of the Clone Wars. This is a war fought between Separatist party and the Republic. The Republic is governed by a large body known as the Galactic Senate. The Galactic Senate is assisted by the Jedi Order to help keep peace within the Republic. You are either a member of the Senate or a Jedi who have come together in order to decide what to do about the imminent threat that is the Separatist Army. You will also be handling any other conflicts that occur throughout the Republic during this ongoing war. This committee takes place in the Star Wars universe seen in the Star Wars films. While it is not necessary to have seen all the Star Wars films in order to participate, a basic knowledge of the world and its history is definitely helpful. Links at the end of this section will help. There are also certain differences from the details and plots of the movies, to accommodate both turning the world into a Model UN committee, and ensuring that the crisis is kept both entertaining and unpredictable. The committee starts debate shortly after the outbreak of war in the First Battle of Geonosis seen in Star Wars Episode II: Attack of the Clones. A brief summary of the assigned characters will appear at the end of this guide. The Galactic Senate/ Jedi Order The Galactic Senate is headed by the Supreme Chancellor and Vice Chair of the senate. For this committee, the Supreme Chancellor is Sheev Palpatine, and the Vice Chair is Mas Amedda. The Senate also consists of different committees, listed below, to help with making decisions. Committees: ♦ Finance Committee: The finance committee oversees the use of money in the

Senate ♦ Senate Committee on Refugees: The Senate committee on refugees meets to

discuss aid for republic citizens who’ve lost their homes in battle as well as to discuss the withdrawal of planets from the republic.

♦ Loyalist Committee: An advisory body formed by Supreme Chancellor Palpatine. This committee was often seen as controversial or as a “shadow government”. This committee was split between pro war and pro diplomacy.

♦ War Council Advisory Panel: This panel was set up by Supreme Chancellor Palpatine to help coordinate the war effort in the military as well as the senate.

The Jedi Order is an ancient peacekeeping organization that gains and utilizes the Force, specifically the light side. They are the guardians of peace and justice in the Galactic Republic and one of the more well-known groups that uses The Force. There are different ranks and positions within the Jedi Order listed below Jedi Order: ♦ Master of the Order: Elected leader of the Jedi High Council. ♦ Jedi Councilor: Member of the Jedi High Council ♦ Jedi Master: The highest formal rank a Jedi can achieve. This is earned through

exceptional devotion, skill, and balance in The Force as well as combat. ♦ Jedi Weapon Master: A title given to Jedi Masters who studied physical

combat with the force. ♦ Jedi Knight: A member of the Jedi Order who has completed training in the

academy as well as completing the Jedi Trials during their time as a Padawan. ♦ Padawan: A Force-sensitive adolescent who has begun one on one training

with a Jedi Knight or Master outside the academy. ♦ Jedi Initiate (youngling): A Force-sensitive child who is undergoing early

trainings at the Jedi academy.

Crisis Committee This is a crisis committee, which means the Crisis Staff may send out news briefs to the committee as a whole, or special information to specific delegates. These events will often change the terms of a debate, and require immediate action. Rather than focusing on the passage of one or two resolutions at the end of the session, you will be creating directives throughout the session, which will have an effect on later events, and may even create unintended consequences that you must deal with. While every document should be as well-written as possible, the focus in crisis committees will be on the operative rather than the pre-ambulatory clauses. Why Star Wars? It may seem silly or unusual to have a committee that is so unrelated to real-world foreign affairs at a Model UN conference. However, even the most contemporary of topics addressed may be a non-issue by the time you are actually employed in the foreign affairs field—but the skills of resolution writing, public speaking, collaboration and diplomacy will always be important. This committee offers a non-traditional approach to practicing these universal skills.

Topic The outbreak of war between the Republic and confederate forces on Geonosis Introduction War has just broken out on Geonosis. This marks the beginning of the Clone Wars. The Separatists grow in power and number daily so it is imperative that action is taken quickly. The Separatists are headed by former Jedi, Count Dooku, however there is another Sith Lord whose identity is unknown. Members of the Senate are split on whether to pursue war or diplomacy during this crisis. Topics to Consider This will be the crisis that you face. Due to the real-time nature of the crisis, there is not necessarily much preparation that can be done as with a traditional committee. As a member of the Galactic Senate, you are ostensibly working against the threat of the Separatists… but your personal agenda may be different. Additionally, in the event that the Separatist Party succeeds in taking over the Republic, your work against them may become much harder (or your work for them will be much easier). Attempt to

pass directives that further your cause, but watch out for spies and those that may seek to work against you.

Characters Anakin Skywalker Discovered as a slave on Tatooine by Qui-Gon Jinn and Obi-Wan Kenobi, Anakin Skywalker is believed by some to be the “Chosen One” prophesied to bring balance to the Force. Despite being older than most Jedi Padawans, Anakin has a strong connection to the Force, and he and his master Obi Wan have been successful on many missions. His hot temper can be a liability at times, though, and he tends to place his personal values over those of the Order. Chancellor Palpatine quickly took a liking to Anakin, and has been a friend and mentor over his years of training. Ask Aak Ask Aak is part of the delegation representing Malastare in the Galactic Senate. A member of the Gran species, he began serving in the Senate after Senator Palpatine’s election to the office of Supreme Chancellor. A fierce loyalist, Senator Aak is one of Chancellor Palpatine’s closest advisors, sitting on the Loyalist Committee. He tends to vote in accordance with the Chancellor’s political views, and is a strong proponent for a military force to combat the Confederacy of Independent Systems. Bail Organa Bail Organa is a member of Alderaan's royal family, and is the planet's representative to the Republic Senate. He has earned respect on Coruscant for his honesty and his commitment to justice. Bail serves alongside Senator Padmé Amidala and others as a member of Chancellor Palpatine's Loyalist Committee. The two became close friends, and recruited like-minded allies to oppose the Chancellor’s increases of executive authority. Ki-Adi Mundi Ki-Adi-Mundi is a Cerean alien who sits on the Jedi Council. A humanoid being, Ki's most distinguishing physical feature was an enlarged conical cranium that contained a

binary brain. A well-respected senior Jedi, Master Mundi is known for his logical, wise demeanor, and adheres closely to the views of the Jedi Order. While he prefers a considered approach to situations, he is a skilled duelist. Kit Fisto Kit Fisto is a striking example of an alien Jedi, a Nautolan with large eyes, and a gathered tangle of flexible tentacle-tresses extending from his head. He is at home in the waters of aquatic planets, like his native Glee Anselm. As a Jedi Master, Fisto has an intense focus, particularly in combat. He is also much more laid back and capable of enjoying a hearty chuckle than some of his humorless colleagues. Lott Dod A member of the Trade Federation, Lott Dod represents their interests in the Galactic Senate. Despite being a corporation and not a planet, the Trade Federation has become so powerful that they gained a Senate seat. Senator Dod has served since before the Naboo crisis, and rejected the Naboo delegation’s report of the situation, attempting to delay action while the Federation invaded the planet. Later, he attempted to separate the Trade Federation from its viceroy, Nute Gunray, claiming that he was an extremist. Dod is a skilled politician with many connections in the Senate and the business community. Mace Windu A human member of the Jedi High Council, Mace Windu once served as the elected leader of the Jedi. He dislikes politics, however, he has participated in his fair share of political struggles as a diplomat. He is wary of the current Senate leadership under Sheev Palpatine. A serious-minded idealist and loyal to the Jedi, he is well known as a warrior due to his adventures on the frontlines of conflicts and battles. Mas Amedda A Chagrian member of the government who served in high-ranking positions. Native to the planet Champala on the Inner Rim, Amedda filled the role of Vice Chair of the Galactic Senate. During the battle of Naboo, the first Supreme Chancellor was ousted, but Mas Amedda remained on as the Vice Chair, now under Sheev Palpatine. He is aware of Palpatine’s motives, and works well with the Chancellor to create a strong central power in the Senate. He is a dedicated supporter of a centralized government. Mon Mothma A human female politician on the Galactic Senate as a representative of planet Chandrila. Her friends and allies who share her thinking include Padme Amidala and

Bail Organa. She is a member of the Loyalist Committee, a group of senators who were arranged by Sheev Palpatine to maintain the integrity of the Republic. She has an outspoken personality and dislikes conflict and violence. She was a mentor to Amidala. Nee Alavar Nee Alavar represents the planet Lorrd on the Galactic Senate. She is a Loyalist, and like Senators Organa and Amidala, opposes increased executive authority. Lorrdians have extremely nuanced body language, and pick up on the subtlest physical cues of other beings. This trait has helped Senator Alavar in her career, and makes her a valuable asset to any faction she is with. Obi-Wan Kenobi A powerful Jedi Master, Obi-Wan Kenobi is a well-respected member of the Jedi Council. After matriculating under Qui-Gon Jinn, Obi-Wan took an apprentice of his own, Anakin Skywalker.Obi Wan is skilled with a lightsaber, but prefers a more diplomatic approach, earning him the nickname “the Negotiator.” He and Anakin make an effective team, being entrusted by the Jedi Council with important missions. Obi-Wan prefers a thoughtful approach to issues, considering all aspects before deciding on a course of action. Onaconda Farr The Senator from Rodia, Onaconda Farr has long been a friend and ally to Padmé Amidala. Farr disappointed many when he briefly allied his world to the Separatist cause, but he saw the error of his ways and returned to the Republic fold with Amidala's help. Nonetheless, the damage was done, and some in the Senate were not willing to forgive and forget. Orn Free Taa The representative of Ryloth on the Republic Senate, Taa is a trusted advisor to Senator Palpatine and has pushed for Palpatine to have full emergency powers. He is often said to be the embodiment of corruption in the senate as he is an extravagant spender who lives a luxurious lifestyle. He is very unpopular on Ryloth and is everything the Confederacy of Independent Systems considers to be rotten about the Republic. Padme Amidala Formerly the youngest-ever queen of Naboo, Amidala now represents her planet in the Republic Senate. She is a leading member of the Loyalist party which seeks to establish peace with the Confederacy of Independent Systems. Her views are often controversial since most members of the Senate seek to be rid of the Confederacy of

Independent Systems completely. Despite this, she is popular and respected on Coruscant. She is known to be very close with Bail Organa, representative of Alderaan, and is often assisted by Jar Jar Binks. Passel Argente The leader of a coalition of powerful galactic companies, Passel Argente was one of the chief backers of Count Dooku's Separatist movement, supplying funds, battle droids and warships for Dooku's cause. Plo Koon A Kel Dor from Dorin, Plo Koon was among the wisest members of the Jedi Order, respected for his level-headed analysis of events and unflappable calm. Deeply concerned for life in all its myriad forms, Plo tends to take a compassionate view. Sheev Palpatine Palpatine is the Supreme Chancellor of the Republic Senate. He is descended from the Aristocratic house of Palpatine on Naboo. He was elected Supreme Chancellor after Finis Valorum was outed during the Naboo crisis. He seeks full emergency powers in the senate to deal with the Separatist threat. He is advised by a Loyalist Committee which includes Senators Orn Free Taa, Padme Amidala, and others. The public and other Senators regard him highly. Sly Moore Sly Moore is an Umbaran female who serves as the chief administrative aide to Chancellor Palpatine. She is a vehement supporter of giving emergency powers to Chancellor Palpatine, and supports his decision making. Her personality is reserved and not outspoken, but behind the scenes she maneuvers to push Palpatine’s policy. Sweitt Concorkill A Vurk from Sembla, Concorkill began his political career at the start of The Clone Wars. He is known to be a close associate of Mas Amedda, Sly Moore, Chnacellor Palpatine, and Anakin Skywalker. He is loyal to the Republic and is known to be very observant to the actions of others. Yoda Currently presiding as the acting Grand Master of the Jedi Order, Yoda is a member of a mysterious species and an esteemed Jedi Master. He led the clone army into battle on Geonosis sparking the beginning of the Clone Wars. He is very wise and known for his exceptional ability with the Force.

Welcome to the 2018 LoboMUN Star Wars Crisis Committee. I will be one of your chairs for this committee. I am currently working on my second semester as a freshman here at UNM. I am majoring in music education with a focus in voice. I myself am a huge Star Wars fan. Return of the Jedi is my personal favorite. I am so excited about this committee and to see what you guys can accomplish. Co-Head Chair- Malcom Williams

I am a senior studying International Relations. I enjoy learning about new cultures and languages as well. On my spare time I enjoy exercising, playing video games, and skateboarding. My favorite Star Wars Movie is (a very unpopular choice): Episode 3 Revenge of the Sith. Crisis- Jac Hoswell

My name is Jac Hoswell, and I am a junior double majoring in Political Science and History. This is my first year in WAD, and I did MUN my last two years of high school. My favorite Star Wars movie is Revenge of the Sith, and I am ready to take whatever teasing comes from admitting I like one of the prequels. I am so excited to be part of the crisis staff and can’t wait to see the great work you do at the conference!

Crisis- Ilan Tena

My name is Ilan Tena. I am a third year double major in Latin American Studies and International Studies at the University of New Mexico. My dad began my Star Wars addiction when I was a kid and it has stuck with me ever since. The Force Awakens is my favorite movie so far but I'm definitely team R2D2.

Crisis- Kevin Liou

I am a graduate level student at the University of New Mexico studying in the Organization, Information, and Learning Sciences program pursuing my Master’s degree. It is my second year into the program and my concentration is in Instructional Design. I also have a Bachelor’s degree in East Asian Studies from the University of New Mexico. I don’t really have a most favorite Star Wars movie, but the most memorable Star Wars movie for me was the Phantom Menace. I have been involved with UNM’s Model UN group for about five years. I have a high interest in how organizations operate, and the United Nations is one of these organizations that has a great impact on the world, and can do many good things for posterity.
