WELFARE OF SCHEDULED CASTES AND BACKWARD CLASSES DEPARTMENT HARYANA
Right to Information Act, 2005.
Clause 4(1)(b) :
(i) The particulars of its organization, functions and duties:
The Welfare of Scheduled Castes & Backward Classes Department Haryana
implements the various schemes for the Welfare of Scheduled Castes and Backward
Classes. The main function of the department is to co-ordinate the supervision and
direction of the activities of other department in the matter of implementation of
various schemes designed for the Welfare of Scheduled Castes and Backward Classes
and Vimukt Jatis and also to perform the following functions:-
1. Eradication of untouchability including administration of the untouchability
(Offences) Act, 1955 now known as Protection of Civil Rights Act.
2. Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act, 1989 and
Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Rules, 1995.
3. Establishment matters relating to officers and staff under the administrative
control of the Department except matters allotted to the General
Administration Department.
4. All matters relating to Haryana Scheduled Castes Finance & Development
Corporation and as well as Haryana Backward Classes and Economically
Weaker Sections Kalyan Nigam.
5. Matters connected with the welfare of Scheduled Castes and Backward
Classes and Vimukt Jatis including–
a) Consideration and implementation of the report of the Commission for
Scheduled Castes and Scheduled Tribes, Government of India;
b) Revision of lists of Scheduled Castes and Backward Classes;
c) State advisory Committee on Welfare and Adhoc Committees and on
Welfare; and
d) Redressal of grievances of all members of Scheduled Castes/Tribes and
Backward Classes in service.
6. Policy regarding reservations for the members of Scheduled Castes/Tribes,
Backward Classes and Vimukt Jatis for admission to various institutions.
7. Schemes designed for the welfare of Scheduled Castes/ Backward Classes and
Vimukt Jatis including–
a) Establishment of Community Centers;
b) Grant of subsidy for the various schemes for the Welfare of Scheduled
Castes, Backward Classes and Vimukt Jatis;
c) Pre-examination Training Centers;
d) Provision for legal aid;
e) Provision of interest-free loan to the Scheduled Castes Students.

(iii) The procedure followed in the decision making process including channel of Supervision and accountability.
On receipt of fresh dak/file, the same is diarised by the receipt clerk and sent to
the concerned branches through Heads of their branches. The record keepers of the
concerned branches put up the same to the concerned Assistant/Deputy
Superintendent and afterwards these files are routed through respective Heads of
Branches to Head of the Department/Joint Secretary/Special
Secretary/Administrative Secretary/Minister/Chief Minister concerned for final
decision as the case may be. In the field offices, Deputy Commissioner concerned is
the sanctioning authority to accord the sanctions under the various departmental
schemes being implemented for the welfare of the Scheduled Castes.
As per the standing orders issued by the Minister In Charge under the Rules of
Business of Haryana Government 1977 the list of matters finally disposed of by the
Head of the Department/Joint Secretary/ Special Secretary/ Administrative
Secretary/ Minister concerned is as under :-
List of cases to be disposed off finally by the Minister-In-Charge of the Welfare of Scheduled Castes and Backward Classes Department, Haryana.
I- Legislative Matters
1. Cases which are required to be submitted to Council of Ministers, Governor, CM under the provision of the Rules of Business of the Government of Haryana shall be routed through Minister-in-Charge.
2. Cases referable to Council of Ministers under Rule-5 & II of the Rules of Business of
the Government of Haryana, 1977. 3. Framing of Acts and Rules under there or any amendment therein and reference to
L.R. and Secretary to Government Haryana, Legislative Department regarding preparation of Draft Rules.
4. Assembly Questions, Resolution, Assurances and promises made by the Minister on
the floor of the House. 5. Replies to Questions in Lok Sabha and Rajya Sabha except factual information.
II- Administrative Matters
All cases dealing with:
1. Service Rules of Gazetted and Non-Gazetted Establishment and amendment thereof or relaxation of the application of the rules.
2. All cases of first appointment, extension of probation period, confirmation, promotion,
reversion, suspension, transfers, disciplinary action (Except under Rule-8), extension in service, compulsory/ premature retirement, temporary cut in pension/gratuity and award of commendatory letters to Group A and B Officers.
3. Annual Confidential Reports of Administrative Secretary, Director General/Director or whose first report is recorded by the Director General/Director.
4. Training of all Group A and B officers abroad and their deputation to Central and other State Government.
5. Grant of approval for creation of new posts.
6. Revision of pay scales of Group A and B officers.
7. Forwarding of applications of Group-A & Group-B officers for job outside the Department where any relaxation in terms of appointment is required.
8. All references to the Haryana Public Service Commission in respect of Group A and B
officers.
9. Institution or withdrawal of Civil and Criminal proceedings against Group A & B officers and proposals to pay from the revenue of the State, costs or damages in Civil and Criminal suits brought by or against Group A and B Officers.
10. References to the Vigilance Department in respect of Group A& B officers and
enquiries against them.
11. Cases to be sent to Chief Minister/Governor.
III- Financial Matters
1. Inclusion of New Schemes in Plan and Non-Plan Budget. 2. Grant of approval of Schedule of New Expenditure or New Scheme. 3. Matters involving substantial loss of Government stores or money.
4. Matters involving any claim/recovery including waving off of any claim of recovery against Group A & B officers.
5. Financial irregularities of serious nature.
6. Decision in respect of financial irregularities committed by Group A and B Officials as per rules.
IV- General Matters
1. Important policy references received from or made to the Government of India. 2. All cases of sanction of grant-in-aid to NGOs/voluntary welfare organizations. 3. Administrative approval for construction of office buildings. 4. Important cases involving question of policies or principles not expressly provided for
here or in the preceding paras. 5. Any case the Minister desires to see specially or any other case which the
Administrative Secretary may like to submit to the Minister.

1. All cases of Assured Career Progression and Additional Charge of Group A and Group B officers.
2. Recording of Annual Confidential Report of Director General/ Director, Welfare of
Scheduled Castes and Backward Classes Department Haryana and reviewing the Annual Confidential Reports of Group A and B officers whose first report is recorded by the Director General/Director.
3. All appeal cases against the decision of Director General/Director
where the punishment has been awarded by the Director General/Director to Group A, B, C and D employees.
4. Important cases to be referred to CS/LR/FD/AG. 5. Representations from staff about conditions of service. 6. Revision of pay scales of Non-Gazetted staff. 7. Training abroad of Group C and D officials and their deputation to Central and other
State Governments. 8. All cases concerning acquisition of land. 9. Cases regarding furnishing of factual information called by Government of India in
respect of Parliament questions. 10. References relating to study leave cases of Group A and Group B officers to the
Finance Department. 11. Cases regarding forwarding of applications of Group A and Group B officers for job
outside the Department. 12. All the complaints regarding Group A and B officers where enquiry has to be ordered.
13. Institution or withdrawal of Civil/Criminal proceedings against Group C and D employees and payment from the State Revenue of damages/suits brought by or against the Group C and D employees.
14. Cases not involving any major change in policy. 15. Representation against the adverse remarks conveyed to Group A and B officers. 16. Replies to be sent to the Vidhan Sabha Committees. 17. All complaints against Group A and B officers, if a report is called for by the Minister
Incharge. 18. To sanction the LTC facility to Group A Officers. 19. Sanction to the purchase/sale of immovable/movable property by Group A officers. 20. All cases of disciplinary proceeding under Rule-7 (Major penalty) in respect of Group-
B Officers of the Department.
II- Financial Matters
1. Tour programme of Director, Welfare of Scheduled Castes and Backward Classes Department, Haryana.
2. Medical re-imbursement of Director, Welfare of Scheduled Castes and Backward
Classes Department, Haryana. 3. Important Budget cases and new schemes, involving expenditure of less than five lakh
rupees. 4. Matters involving any claim/recovery including waiving off of any claim of recovery
against Group C and D employees. 5. Matters involving loss to Government stores/money and their writing off where
Administrative Secretary’s sanction for Group C and D employees is required as per Financial Rules.
6. Cases relating to the creation of Non-Gazetted posts which require a reference to
Finance Department.
7. Hiring of accommodation as per Financial Rules. 8. Purchase/disposal of Government vehicles, equipment and machinery as per
requirement of Financial Rules. 9. Property Returns of Group A. 10. Grant of pension/counting of Military Service towards pension and civil employment
in respect of Group A and B officers for whom the Government is the appointing authority.
11. Regularization of audit objections. 12. Grant of Honorarium to all Groups A, B, C and D officers and officials as per rules.
III-General Matters
1. Departmental meetings, Advisory Committee meetings and such other meetings in the interest of the Department.
2. Approval of institutes for providing financial assistance for higher
competitive/entrance examinations to SCs/BCs candidates. 3. Important references to be made to the Government of India. 4. Grant of permission to Govt. servants having one spouse to re-marry with the
approval of the Chief Secretary to Govt. Haryana. 5. Any other important case referred by the Director General/ Director, Welfare of
Scheduled Castes and Backward Classes Department, Haryana. 6. Various periodical reports regarding working of the Department, Annual
Administrative Reports and Review thereon/Annual Review Report of Audit Department and by Accountant General (Audit), Haryana.
7. Meetings of the Working Group of Annual/Five Year Plan. 8. Forwarding the cases of NGOs/voluntary organizations to Government of India/other
organizations for financial assistance.

2. Recording of Remarks on the Annual Confidential Reports of all Group A, B, C, and D
officers/officials working under him/her. However, the ACRs of Group A and B officers will be finally accepted at the level of Minister /Administrative Secretary.

officers/officials of the Directorate as per rules. 4. Crossing of Efficiency Bar/Grant of Pension and Gratuity to Group B, C, and D
officers/officials. 5. Grant of Extra Ordinary Leave to all Group A, B, C and D officers/officials as applicable.
6. Leave encashment of un-utilized leave as applicable to Group A, B, C and D officers/officials.
7. Grant of sanction for institution of Civil/Criminal proceedings against Group C and D
staff and to pay costs of damages of Civil/Criminal suits from the revenue of the State. 8. To file the written statements in the courts/ information of cases being contested in
comments/sanctions to production of documents in different courts. 9. Supervision of all welfare activities/schemes related to Scheduled Castes and
Backward Classes Departments irrespective of the Department in which they are dealt with and guidance to the voluntary organizations and liaison between voluntary organizations and the State Government.
10. Forwarding of applications of Group C and D employees for jobs outside the
department. 11. Maintenance of property returns of Group B officers and Group C and D staff. 12. Sanction of the purchase/sale of movable/immovable property by Group A, B, C and D

(iv) The norms set by it for the discharge of its functions
The State Govt. has fixed the specific periods/duration for the disposal of the
different matters which are being followed by the department. The department
implements the various welfare schemes in a time bound manner and all the time
bound jobs are being carried within the time limits.
(v) Rules, Regulations, Instructions, Manuals and records held by the
Department by its Employees for discharging its functions.
(i) The employees of this department are governed by Group A, B, C and D Service
Rules respectively relating to Welfare of Scheduled Castes and Backward Classes
Department, Punjab CSR Volume I, Parts I and II, Punjab CSR Volume II and
Punjab CSR Volume III, PFR Volume I and Volume II, instructions issued by the
Chief Secretary to Govt. Haryana from time to time, Manual of instruction on
service matters Part I, II, III and IV and instructions issued by the Finance
Department from time to time are also applicable to the employees of this
department.
