1. The overall Czech ODA budget increased in 2004
• In 2003, Czech ODA budget increased by 62 % in real terms, reaching USD 90.6 mil. (2,556 mld Kč)- that represents 0.10 % of the Czech GNI
• Further increase is envisaged from 2004 taking into account the Czech contributions to the EU development budget

2. Evaluation of ODA programme initiated in 2003 and successfully carried out by the Development Centre
• The evaluation of the selected Czech development projects started in September 2003
• Development Centre entrusted by the Ministry of Foreign Affairs to carry out evaluations and present results
• Since 2003, evaluations completed and presented for projects in Bolivia, Ethiopia, Moldavia, Nicaragua, Romania, Ukraine, Vietnam, Zambia

3. New NGO support mechanism (as from 2004)
• In 2003, MFA agreed upon proposal of the Development Centre to launch the new NGO support mechanism (focussed on support of capacities of development NGOs)
• The budget for 2004 of 2 mil. CZK (i.e. USD 74.000) allocated based on the standard tender procedure, which was opened to all the Czech NGO
• NGOs were supported in the following areas:1) NGOs´ capacity building2) Development awareness building among the Czech Public3) Development education4) NGO partnership support

Role of NGOs
Umbrella Organizations of Czech Development NGOs:
• Czech Forum for Development Co-operation(FoRS – www.fors.cz)
• E-mail conference at the www.ecn.cz(Environmentally oriented)

4. Development Awareness and Education activities
• Opinion poll on the Czech attitudes towards the Development Co-operation in general and towards the Czech ODA Programme carried out (April 2004) in the co-operation of the Czech MFA and Canadian CIDA / ODACE Programme
• Two development awareness raising projects started and successfully implemented under the auspices of the MFA and the Development Centre:1. Development Awareness Raising among the Representatives of the Czech Media2. Development Awareness Raising among the Czech Decision- Makers
• Two development education projects successfully implemented under the auspices of the MFA and the UNDP Programme

5. New Government Resolution (No. 302 + Annex) on the Principles for the Czech ODA Programme
• Adopted by Czech Governement in March 2004• Defines the new territorial and sector priorities of the ODA
Programme:
Territorial priorities- 8 long-term : Angola, Bosnia and Herzegovina, Moldavia,
Mongolia, Serbia and Montenegro, Vietnam, Yemen, Zambia
- 2 mid-term : Iraq and Afghanistan
Sector priorities- environment and sustainable development, agriculture and rural development, industrial development, health care, education, migration

6. New Law on Public Tenders (No. 40/2004)
• Entered into force on 1st May 2004
• Until 1st May 2004, the Czech ODA Programme has been based on a grant-oriented system.
• All new ODA projects are to be launched based on the Public Tendering
