1 LATEST NEWS AND PROJECT UPDATES

1.1 Belmore Terrace Woodville Park Local business owners and residents are working with Council at 22-25 Belmore Terrace, Woodville Park to stimulate colour and life in the area which is a community hub for loyal residents. A mural, designed with the local business owner connects to the community use of the place (i.e. train commuters, music events held at the Café) and to assist combat graffiti and tagging. Planter boxes will be transformed into a train and carriages to connect with the train station across the road and will be filled with flowers and herbs for the local community to enjoy. Discussions with local Whitefriars Primary School have resulted in school children coming to help paint and plant the planter boxes. Project will be completed on Friday 13 May 2016.

An original piece of graffiti artwork was commissioned by Hindmarsh Greening and painted on the wall of an old factory located on the corner of Hawker Street and Wood Ave (next to Josiah Mitton Reserve). Council purchased this corner block and has now demolished this factory and developed the site into open space including an exeloo toilet. Council has reproduced this artwork on the new public toilet in consultation with Hindmarsh Greening and the original artist. 1.4 Storm Damage The state experienced extreme weather conditions on Monday 9 May and the morning of Tuesday 10 May with heavy rain, strong winds and a king tide combining with a low pressure system to push sea levels up in the gulf. The major consequence of this event was significant damage along the coastline from West Beach to Semaphore Park. In addition there were a number of fallen and damaged trees requiring response both during the day and after hours along with some isolated flooding in known hot spots and other minor flooding caused by tree debris blocking water channel and side entry pits. A total of 65 storm related requests were received keeping arboriculture, foreshore maintenance and drainage maintenance teams busy and Councils road sweepers have been kept busy cleaning debris, tree litter and sand from kerb and gutter, roadways and car parks. The vast majority of make safe works were completed by Thursday evening with removal of posts and monitoring of sand dunes etc. to last for the next week or so. These maintenance teams have also been working hard to knock down sand dune cliff faces and to reshape and reopen as many access ways as possible along the coast.

1.5 Federal Election Signs The major parties and greens put up election signs over the past weekend following the Prime Ministers announcement of the election. However the writs that reflect the official commencement of the election period are not being released until Monday 16 May. Election signs may only go up after the writs are served. Once alerted by Council staff to signs not being put up in accord with the rules most candidates have endeavoured to remove them. Noting that the storm on Tuesday night has slowed some of the volunteers. The Liberal party has however sought to oppose the state legislation and Council by-laws governing this. They have drawn on a federal court case from some years ago in WA that draws on a constitutional right for political expression and have applied this to the placement of election signs. The LGA have been very actively involved with this debate in supporting Councils and fielding media enquiries and has provided legal advice opposing the liberals advice. Consequently each Council has managed this as they have seen fit. We have sought to work proactively with candidates to get the signs removed until the writs have been issued: The status of that as at COB 12/5/16 is

• S. Georgians has acted quickly and removed most of his. • M. Butler has removed most but some remain. • M. Williams has removed some but many remain. • The Greens have removed most.

We have continued to follow up with the candidates and their offices on a daily basis and have sent correspondence to each candidate including the legal advice provided via the LGA supporting our view that they be removed. 18.14 Council Members Forum - 17 & 18 June 2016

The LGA Education & Training Service has schedule the annual Council Members Forum for Friday 17 and

Saturday 18 June 2016 to be held at the Crown Plaza Adelaide. Registration details and the draft program can be

18.13 Attorney-General’s proposal re Disability Justice Plan and Expiation of Offences Amendment

The LGA has been approached by councils about a letter from the Attorney-General which seeks feedback on a

proposed change to the Expiation of Offences Act aimed at implementing a provision of the Disability Justice Plan.

This circular provides further information on the proposal.

18.12 Save the date - 2016 LGA Roads and Works Conference

18.9 Anti-Poverty Week 2016

Anti-Poverty Week 2016 begins on Sunday 16 October and finishes on Saturday 22 October. The United Nation’s

International Anti-Poverty Day is Monday 17 October. The week is concerned with reducing poverty and hardship

around the world, especially in the poorest countries but also in wealthier countries such as Australia.

18.8 Planning, Development and Infrastructure Act 2016- Summary of Changes

The Planning, Development and Infrastructure Act 2016 received Royal Assent on 21 April 2016. The LGA has

worked with Wallman Lawyers to prepare a Briefing Paper which describes key changes since the introduction of

the Bill.

18.5 Food Trucks – State Government Position Paper on Regulation

The state government has issued a position paper on the regulation of food trucks in SA, following a consultation

process in late 2015. The LGA is seeking feedback from councils on the regulatory proposals outlined in the

position paper, which is available in this circular.

18.3 Consultation on the review of plant declarations in South Australia

The state government is seeking feedback on four revised declared plant policies for existing declared plants and

five draft policies for new plants proposed for declaration under the Natural Resources Management Act 2004.
