Legal background
• To enable independent railway undertakings to have access to the railway network on a non-discriminatory basis (e.g. telecommunication sector, energy sector)
[Directive 2001/14/EC]
• Non-discriminatory access to service facilities (e.g. transhipment sidings, freight terminals) irrespective of the ownership
• Independence of essential functions of the infrastructure manager: key infrastructure activities (e.g. capacity allocation-timetabling; charging) are independent of any railway undertaking in legal form, organisation or decision-making functions
