But things are changing..
On 24 May 2011, the Minister of Labor agreed to movethe required approvals ahead to establish the
institutional arrangements: Policy approval
Establishment of Board of Certification within AQAC
USAID-funded Operations and Maintenance Training
Project (OMT) has been hard at work since 2008 todevelop the institutional framework and trainingresources to implement operator certification

But things are changing..
WAJ Secretary General issued the Mandatory letter on16 May 2011
It has been decided to implement this program in Jordan andmake it mandatory for all water and wastewater operators inWAJ to be certified in accordance with the policies of theprogram and a timetable to be agreed upon with all partiesconcerned.

What does it mean to be an Operator?
Anyone who has direct hands-on responsibility for aprocess that safeguards public health and theenvironment
Not an Operator:
A person who does not have direct responsibility to
safeguard public health and the environment
A person whose duties do not include actual operation or
supervision of systems and operators
Workers such as welders, carpenters, truck drivers, and
the like

Why Certify Operators?
Certified operators helped the Aqaba WastewaterTreatment Plant achieve great results in 2010:
Maintenance costs reduced by 43%
Operating costs same as 2009 despite increased costs of neworganizational structure and 4.6% increase in depreciation rate
29% reduction in accident reports
Total elimination of: non-compliance citations and majorunplanned shutdowns
