2. Subject and Leadership Network
Purpose of Networks
Subject and Leadership networks provide a highly engaging and focused fora for leaders to collaborate,
learn, innovate and access high quality resources. Networks focus on core business: quality of teaching,
leadership and improving pupil outcomes. The precise focus should be determined by member school needs
and priorities.
Format of Network Meetings
There is no prescribed format for a network meeting. The following would be typical items on a network

3. School to School Support Expertise Exchange
Rationale
Dartmoor TSA, like other TSAs, is responsible for recruitment, brokerage and deployment of SLEs, LLEs,
NLGs and NLEs. Nationally, use of SLEs is limited; this is supported by local experience of TSAs. One of the
main barriers is cost: an SLE could cost a school about £350 per day.
To encourage schools to contribute as well as receive support and to enable schools with limited budgets to
engage in school-to-school support, we develop a cash-less, exchange of expertise based on ‘credits’.

Schools may choose to draw down more support than they wish to provide and vice versa, depending on

Practical Arrangements
Dartmoor TSA develops and maintains a Directory of Expertise that identifies support that is available
All requests for support would be through Dartmoor TSA as broker
Schools providing support would be required to complete a simple Deployment Log (purpose, intended outcomes, actions undertaken, evaluation) that would then be sent to Dartmoor TSA to provide evidence, evaluation and confirmation of support given and received

Dartmoor TSA would maintain an ‘Account’ for each school which they could access and monitor their balance.
At the end of each academic year, if schools have a negative credit score (i.e. they have received more than provided) they would be invoiced for the monetary equivalent. If schools have a positive credit score they would be paid the monetary equivalent.
Management Costs
Teaching School Alliances incur costs from operating the school-to-school support system, from recruitment,
training, brokerage, QA work etc. For the financial year 2017-18 Dartmoor TSA will use its Collaborative
Grant from the NCTL to cover these costs. Our aim is to incentivise use and create buy-in to the system.

4. NQT Programme Aims
The programme is to give NQTs outstanding training and development, that builds effectively on their ITT year.
Our expert trainers and facilitators aim to develop teachers’ skills and confidence to become outstanding
teachers in the future.
Expert Workshops
The programme starts with a series of in-depth workshops delivered by outstanding Specialist Leaders in
Education (SLEs) from both the primary and secondary phases.
Primary
Three half-day workshops exploring Age Related Expectations for children in Year 2,4 and 6. Each workshop
explores the relationship between assessment, planning and how to close gaps between different groups of
pupils.
Secondary
Three half-day workshops exploring the features of effective planning, marking and feedback and
differentiation that lead to excellent progress for pupils.
OLEVI Improving Teacher Programme (ITP)
In the Spring Term of the NQT year, delegates complete the accredited Improving Teacher Programme (ITP).
Designed by OLEVI and facilitated by outstanding school leaders from primary and
secondary schools, the ITP gives teachers a set of skills and strategies to reach the next
teaching level. All sessions are hands-on and lead to follow up activities in the delegates’
schools. The ITP provides improving teachers with in-depth coaching, tailored to a self-
assessment of their teaching. The programme consists of 6 x 1/2 day facilitated sessions
over a six-week period.
Fee
DTSA Members: £500 for 1st delegate, £250 for 2nd, and £125 for 3rd. This includes course materials, lunch
and refreshments. Non-DTSA: £600 per delegate.

5. Behaviour and Wellbeing Programmes Thrive Training (Primary) | Practitioner course - Childhood Years Aims
Learn to work effectively with all children and especially vulnerable children with disruptive and troubling
behaviour to help re-engage them with life and learning. You will learn why troubled and vulnerable children
behave the way they do. Using Thrive-Online you will be able to screen whole classes and assess individual
children to identify their underlying emotional needs and you will be able to select practical activities to help
them. By the end of the course you will feel more confident to deal with disruptive and troubling behaviour and
you will find stress levels reduce as relationships between staff and children improve.

We will be looking at the underpinning theory of brain development and neuroscience
The Six Developmental Strands of emotional and social development
Vital Relational Functions (VRFs)
Attachment Theory
The role of the arts, play and creativity in supporting social and emotional development
How fear, anger, loss, change, separation, bereavement and joy can interrupt learning
Thrive-Online and mentoring throughout the course.
What is involved?
The Thrive Approach is taught through a sequence of 10 training days. It is presented with at least 15 working
days between sessions (or blocks of sessions) in order to consolidate the new learning and have the time to
apply it in practice.
As part of their assessment process delegates are expected to produce evidence of how they have
implemented the Thrive Approach in their setting.

Mental Health Awareness Workshops | Primary and Secondary Course Aims
This interactive workshop offers an introduction to the subject of adult and young people’s mental health, and
offers a general overview of this huge issue which is affecting larger numbers of people every year. It provides
an opportunity to discuss the subject openly and safely, in a small group, and is suitable both for those with no
awareness of this subject, as well as those supporting, caring for or working with people with this type of
behaviour.
This session is not intended to provide clinical information about the numerous mental health issues that can
affect people’s lives, but rather seeks to increase understanding and awareness around mental illness in its
wider context, and thereby help us to be better placed to spot the signs of mental distress and offer positive
help and support.
Opportunities will be given to reflect on personal attitudes towards mental health issues and in doing so, dispel
some of the myths and taboos that surround the subject.

About The Project
The Project is committed to supporting and improving the emotional wellbeing and mental health of young
people, as well as providing support to the parents and carers of young people experiencing mental distress.
Through their training and workshops in organisations, schools and communities, they aim to raise
awareness around adult and young people’s mental health issues, breaking down the stigma and prejudice
surrounding mental illness, and ensuring those who work with, support or care for adults and young people
have the knowledge and experience to offer timely and effective support to those in need.

designed and delivered by outstanding leaders from within Dartmoor TSA. With nurturing strong future
leader an essential part of education today, AMLP provides a dynamic professional setting for aspirant
leaders to develop the skills and qualities to be the outstanding leaders of the future. The AMLP is designed
to complement the NPQML programme and delegates can progress to the Aspiring Senior Leaders version
we offer.

Outstanding Leadership of Education (OLEVI)
About the Programme
The Outstanding Leadership in Education is a bespoke coaching based programme
written by the author of the nationally acclaimed suite of programmes that make up the
OLEVI Teaching & Learning Syllabus. OLE gives delegates the opportunity to explore their own leadership
style and build upon their generic skills towards effective leadership.

Programme Details
The programme is activity based and interactive with theory interjected through the analysis of a

Effective Classroom Observation (Cambridge Education) | Abridged Aims
This is an abridged version of one of Cambridge Education’s most successful programmes. The
course will contribute to consistent evaluation of teaching, learning and assessment as well as
outcomes across your school.
Course content includes
Evaluating and recording observations of teaching, learning and assessment as well as personal development, behaviour and welfare in lessons.
Evaluating specific elements of pupils’ outcomes using the Ofsted inspection handbook; the quality of teaching, learning and assessment, and personal development, behaviour and welfare.
Recognising good and outstanding teaching and learning.
Consideration of the impact of leadership and management on pupils’ outcomes.
Consideration of provision for spiritual, moral, social and cultural development.
Consideration of contribution to British values.
Talking to pupils about their learning, personal development, behaviour and welfare.
Analysing pupils’ work - data analysis and using performance data.
Eligibility
Experienced and new leaders, including headteachers, principals, deputy and assistant headteachers, vice
and assistant principals, heads of department, subject leaders and coordinators, and all those responsible
for carrying out lesson observations.

7. Effectiveness Reviews | School Improvement
Primary School Improvement Programme
Aims
Strengthen schools’ self-evaluation and improvement planning procedures.
Build school leaders’ capacity to drive improvement.
Equip school leaders with an up-to-date, in depth understanding of inspection today.
Provide access to a wide range of outstanding system leaders that can support and complement schools’ own improvement activities.
Unlike traditional school improvement packages, we aim to bring together the power of dynamic collaboration
between schools, the training from people with current expertise in leading and inspecting schools and a
shared commitment to building capacity for a school-led, self-improving system.
Programme Content
Effectiveness Review
This is a day and half review led by our Senior Associate for Inspection, supported by up to four trained senior
leaders from participating schools. The Effectiveness Review will focus on three areas set by the school: a
strength, an area that is improving and an area of weakness. The resulting report will provide a robust, grade-
free evaluation with clear recommendations.
Data Review
To underpin the Effectiveness Review, schools will be provided with an in-depth, half day, data review,
benchmarking their own data with similar schools.
Review Training
Senior leaders will be trained in how to undertake rigorous Effectiveness Reviews. This one-day training will
combine the rigorous standards of Ofsted Inspection with the supportive, collaborative approach of the
Dartmoor TSA. Once trained, senior leaders will be able to participate in Effectiveness Reviews.

Termly School Improvement Briefing
School leaders and governors will have access to termly, two-hour briefing sessions that will include:
Inspection updates.
Hot seating exercise with heads.
NLE and other expert presentations.
Programme Fees and Booking
£1780 for member schools. Federations / Trusts / Partnerships can opt for a multi-school rate which is £1780 for one school + £800 per additional school. For this rate you receive a combined Effectiveness Review, Data Review and Report and full access to Review Training and Briefing. Review Process
Effectiveness Review
This is a day review led by one of our Senior Associates for Inspection (ex-HMI), supported by a team of senior
leaders from participating schools who have completed the accredited ECO course (see below). The
Effectiveness Review will be structured around the Ofsted framework and on up to three areas set by the
school. The resulting short-report will provide a robust, grade-free evaluation with clear recommendations for
improvement.
Data Review
To underpin the Effectiveness Review, schools will be provided with an in-depth, half day data review
undertaken by John Lunn (Senior Associate Performance Data).
Effective Classroom Observation (ECO) | Cambridge Education
This is an abridged version of one of Cambridge Education’s most successful programmes and
will equip participating senior leaders with exceptional classroom observation skills.
The ECO course focuses on developing consistent evaluation of teaching, learning and assessment as well
as outcomes across your school. Developed by experienced inspectors, this five-unit programme includes
two tutor-led days combined with distance learning and an assessed lesson observation. (For full details of

Pauline Robins | Senior Associate for Inspection
Pauline is an ex-HMI. She is currently an education consultant supporting school improvement across a range
of MATs and federations in Devon and the South West.
Mary Massey | Senior Associate for Inspection
Mary, like Pauline, is an ex-HMI providing consultancy support for schools in the SW, including leading the
external review programme for the Cabot Trust.

comparative performance data that enables us to identify strengths and areas for development.

Primary Internal Inspection Dashboards
Product Description
Dartmoor Teaching School Alliance has commissioned Mark Beeston (Performance Data Specialist) to
develop an Excel spreadsheet into which you can load in-year assessment data to produce an Internal
Dashboard that replicates the official Inspection Dashboard (2016).
Features
Data interrogation
Pupil-level data fields used in the performance indicator calculations are available to sort or filter. e.g. Quickly find KS2 disadvantaged pupils who are not making expected progress in maths.
Modelling: as all calculations update instantly you can easily see the effect on performance indicators of different outcomes. e.g. How will the reading progress score change if a particular group of pupils achieve higher than expected progress?
Instructions
Place an order and provide your latest RAISE Summary Report – you will then receive the spreadsheet
populated with your historic data.

Populate datasheets for KS2, KS1 and EY with pupil level assessment data – either import from another
MIS, enter manually or a bit of both.
Individual pages of dashboard can then be viewed in spreadsheet or the complete dashboard can be
exported to pdf at the click of a button.
