The Research and Curriculum Unit (RCU), located in
Starkville, Mississippi, as part of Mississippi State
University, was formally established in 1965 to
foster educational enhancements and innovations.
Formerly a division within the College of Education,
the RCU became a research center in 1999 under the
Office of Research and Economic Development. In
keeping with the land grant mission of Mississippi
State University, the RCU is dedicated to improving the
quality of life for Mississippians. The RCU enhances
intellectual and professional development of
Mississippi students and educators, while applying
knowledge and educational research to the lives of
the people of Mississippi. The RCU works within
the contexts of curriculum development and revision,
research, assessment, professional development,
and industrial learning.

With the passing of another fiscal year, the Research and Curriculum Unit (RCU)
has experienced change. With a transformation in leadership, the RCU remains
dedicated to the same mission of improving career and technical education in
Mississippi, preparing students to be competitive in the 21st century workforce, and
continuing workforce development efforts throughout the state.
With the economic downturn felt statewide, Mississippi students—now more than
ever—need to leave high school prepared for college, career, or both. In support of
better preparing students for the future, the RCU supports the Mississippi Department
of Education (MDE) in providing research and developing secondary and postsecondary
curricula and assessments as well as generic and customized industry training
materials. As part of the College and Career Readiness initiative, everyone in
the state will utilize all resources possible to work together in moving forward.
Academics and career and technical education are not separate entities; they work
together to ensure the future workforce of Mississippi is ready and able to serve the
state’s business and industry needs. The Workforce Education section will continue
to develop educational materials that serve the needs of all students. Assessments
developed through the Mississippi Assessment Center also will be aligned to
rigorous standards, and performance-based assessments are being developed and
piloted in Early Education and Polymer Science.
In addition, the Leadership and Workforce Development staff continues to work
with state businesses and industries in developing training media and providing educational
services. Those materials and services are offered through various delivery methods
to provide the most versatile training possible. The Mississippi Workforce University
Web portal serves as a resource for the myriad modules and other services offered.
Online delivery also is increasing in Professional Learning as educators are offered
professional development opportunities in an online setting as well as in more traditional
face-to-face environments.
The RCU will continue to work with MDE in providing an all-out effort to achieve
its mission of improving education in the state of Mississippi.

The College Knowledge Project, a college access initiative
of the Mississippi Institutions of Higher Learning, aims to
increase early awareness of postsecondary education and
career pathways for Mississippi students and their families.
The project has partnered with USA Funds and the Southern
Regional Education Board (SREB) to provide Mississippi
counselors with a high-quality professional development
course online—College Knowledge: Strategies for School
Counselors in College and Career Advising.
Marsha Watson, Director of the College Knowledge Project
at IHL, commented about the project: “The scope of online
has proven to be very efficient in reaching participants. The
online delivery allows them to work at their own pace with
an experienced online facilitator. This project has been
educational, positive, and successful.”
Helps Counselors Prepare Students for
Postsecondary and Career Opportunities
All Mississippi counselors are eligible to take
advantage of this professional development
opportunity, and middle school counselors are
strongly encouraged to join online. Counselors may
register for up to two modules at a time, and the
modules are repeated every 14 weeks.
The online course is comprised of 12 sessions that
are divided by topic into three modules:

This module, developed for practicing professional school
counselors and preservice school counselors, includes four
sessions: introduction to the counselor’s role in student career
and academic planning; creating a college-going culture;
understanding and working with diverse populations; and
communicating effectively with diverse student populations.
These sessions are designed for school counselors to develop
an understanding of their roles in developing a college-going
mission for all students, particularly students in poverty or
facing other barriers in postsecondary planning. Additionally,
the sessions help counselors develop approaches for communicating
and working with high-poverty students and diverse populations
to remove barriers to high aspirations and achievement.
During this module, counselors will learn to do the following:
Understand and communicate the role of the school
counselor across all areas to gain faculty and administrator
support for the counseling program.
Advocate for the improvement of student school success,
and remove barriers to high aspirations and achievement.
Promote a college-going mission across the total school
landscape.
Identify and understand how the diversity of the school
cultural landscape impacts college access and success.
Develop strategies and approaches for communicating
and working with diverse student and parent populations.
This module, developed for practicing professional school
counselors and preservice counselors, includes four sessions
that focus on engaging students in early career awareness and
planning, using data to guide academic planning, transition of
students from middle school to high school and then to college,
and the importance of postsecondary choices and finding
the right postsecondary fit. Participants will be engaged in
building knowledge and skills in each of these areas, and
they will engage in constructive discussions in a learning
community with their colleagues during each session.
During this module, participants will learn to do the following:
Engage students in career awareness and planning.
Guide students in academic planning to align high
school courses with career interest and college planning.
Use data to analyze student

This module, developed for practicing professional school
counselors and preservice school counselors, includes four
sessions that address financial literacy, financial aid, completing
the Free Application for Federal Student Aid (FAFSA), and
preparing college applications. Parents and students need
assistance in navigating the complexities of financial aid
and the college admission process. The school counselor in
collaboration with principals and teachers can guide parents
and students through these processes to increase student
access to college and postsecondary training. This module
focuses on the counselor’s role in counseling parents and
students in accessing financial aid and successful preparation
and application for college admission.
During this module, counselors will learn to do the following:
Prepare students from high-need areas and from families
without prior college access for college application and
success.
Help parents and students overcome barriers to college
access and success.
Communicate the intricacies of financial aid, including
terminology, to parents and students.
Assist students and their parents in completing the
FAFSA.
Help parents and students understand the total cost of
college as well as the variety of financial aid available to
them.
Collaborate with teachers and parents to prepare students
for college admission tests.
Help eligible students apply for waivers for admission tests
and college application fees.

In May 2010, the Research and Curriculum Unit (RCU) began
a pilot project with approximately 43 Early Childhood and
eight Polymer Science secondary instructors. The goal of this
project is to develop, implement, and evaluate a performance-based
assessment in secondary career and technical education (CTE)
pathway programs by 2012 that can do the following:
Be seamlessly implemented into classroom-based
instruction (does not disrupt instruction).
Be a valid indicator of student knowledge and abilities.
Provide impetus for improving instruction.
Increase students’ understanding of what they need to
know and be able to do.
The participants in this pilot project will implement performance
assessments aligned to the 2010 revised Early Childhood and
Polymer Science curriculum frameworks. The instructors
completed professional learning sessions dedicated to creating
common assessments, implementing research-based strategies,
and documenting student performance through the e-Portfolio
tool in the Blackboard learning management system. Postsecondary
and university instructors and experts reviewed the common
assessments and evaluation procedures and processes. All
professional learning offerings were evaluated using the National
Staff Development Council’s Standards for Staff Development.
Throughout the 2010–2011 school year, instructors will
meet online to look at student work and discuss student
evaluation procedures and processes. Additionally, instructors
will input their evaluation scores on student performance
into the Questionmark assessment system. At the end of
the 2010–2011 school year, a postsecondary and university
expert will serve as a second rater and evaluate randomly
selected student performance assessments using the same
rating system as the instructor. A test of inter-rater reliability
will be used to assess the consistency of the implementation
of the rating system. If there is no strong agreement between
the instructor and second rater, then another postsecondary
or university expert will conduct a third rating.
This project will be completed under the expertise and guidance
of the established Performance-Based Advisory Committee.
The committee consists of a variety of professionals from
institutions of higher learnings (IHLs), postsecondary
institutions, and secondary institutions. Additionally, external
experts in curriculum, assessment, and professional learning
will participate on this committee.
Improvements in the assessment, professional learning,
and curriculum content and processes will be implemented
based on data collected from all participants and analyzed
throughout this project. Upon the completion of this pilot
project, an internal procedure for performance-based
assessments will be created. Additionally, a publication
explaining the procedure for performance-based assessments
will be developed for local education agencies.

Provides Training for Business and Industry
A highly trained
workforce is more
important than ever.

The Leadership and Workforce Development (LWFD) section at the Research and Curriculum Unit (RCU) has
devoted its efforts in the past year to the development of workforce training materials. One of the primary
delivery methods of those materials is Mississippi Workforce University (MWU), a research and outreach
organization housed at Mississippi State University (MSU). The MWU is a collaborative venture among the
Mississippi Workforce Education program at the State Board for Community and Junior Colleges (SBCJC), the
Mississippi Department of Education, the 15 Mississippi community and junior colleges, statewide training
providers, and companies throughout Mississippi. MWU’s primary purpose is to provide the education and
training needed to prepare Mississippians to be competitive in the 21st century workforce and to provide a
skilled labor force that meets the needs of Mississippi business and industry.
“Having a highly trained workforce is more important than ever to the future of Mississippi business and
industry,” said Dr. Lemond Irvin, LWFD Project Manager. “We want to do all we can to provide this much-
needed service by offering industry-specific, customized training materials and resources.”
One of the benefits of training provided through MWU is its accessibility. The MWU portal is available 24 hours
a day, 7 days a week. This easy access allows flexibility in training, and the online delivery system provides
convenience for participants. Training services are provided for numerous skill areas, and the training is free of
charge to qualifying new and expanding Mississippi industries.
Once a company identifies a need, the LWFD team devises a specialized training plan. Services
provided to implement that training include customized training modules, standardized training
modules, strategic training module development, technology-based training tools, online
courses, and face-to-face and online training. In addition, MWU patrons have access to public
training resources, including secondary and postsecondary curricula and employment testing
through the Mississippi Career Planning Assessment System, Second Edition. The MWU portal
also offers users a link to other learning resources as well as a virtual library of training media
and resources.

School counselors have a tremendous responsibility in
addressing the personal/social, academic, and career
needs of every Mississippi student in prekindergarten
through grade 12. As student advocates, counselors provide
support and foster student development as children learn
to live, learn, and work.
A comprehensive guidance and counseling program
model establishes the guidelines necessary to ensure a
consistent framework that addresses the developmental
needs of students. Rather than operating with “random
acts of guidance,” the Mississippi Comprehensive
Counseling Model defines standards and competencies
necessary for counselors to deliver a comprehensive
guidance and counseling program to all students.
Traditional organizational patterns for school counseling
have emphasized the duties of a counselor or the process
of counseling at the expense of a programmatic focus. As
a consequence, counselors have been regarded as a
support service rather than an integral part of the
education process. The role of a counselor is ill defined,
where large blocks of time have been spent working with a small
number of students, in addition to extra administrative and
clerical duties such as scheduling, substituting when teachers are
out, and record keeping.
A comprehensive guidance program model was created by
Norman Gysbers and associates at the University of Missouri
(Columbia) that has been adopted and modified by states ranging
from Alaska to New Hampshire. The purpose of the model is to
help districts develop comprehensive and systematic developmental
guidance programs for K–12. Counselors should be providing
educational content and should be accountable for attaining
specific student competencies. Implementing a model such as
this one, which is tied to the American School Counseling
Association (ASCA) model, would allow counselors to devote
time to students and eliminate many of the non-guidance related
tasks they now carry out.
The key elements of a foundation from the ASCA National Model
included a set of beliefs, a common philosophy, a mission
statement, and the ASCA National Standards. The ASCA
recommended in the ASCA National Model a distribution of time
for middle school counselors as 25–35% for guidance curricula,
15–25% for individual student planning, 30–40% for responsive
services, and 10–15% for system support. Distribution of time
varied significantly in order to be responsive to early
adolescent development and middle school pedagogy.
Although a foundat ion and delivery system may be unique in
middle school, ASCA also included components that were not
necessarily exclusive or lacked evidence to justify strong
recommendations. Two of these components included

management systems and accountability. A portion of the ASCA
National Model Management System included counselor assignment.
Several options for counselor assignment incorporated alphabet-type
assignments, grade-level assignments, and specialty-area loci or
even-rotating foci. ASCA recommended that school counselors
spend 80% of their time directly interacting with students. This is
meant to protect counselors from non-counseling activities such
as testing coordination and classroom coverage. Accountability
was an increasing focus of the ASCA National Model and would
be of extreme importance to all school counselors.
The Mississippi Comprehensive Guidance Program has been
established as a tool to guide how counselors provide services
and implement programs in Mississippi to maximize student
potential in school communities. The emphasis of a comprehensive
program is addressing the needs of all students. The four major
components of the Mississippi Comprehensive Guidance Program
that allow counselors to address both group and individual needs
are guidance curriculum, responsive services, individual planning,
and system support.
In the fall of 2010, the new Mississippi Comprehensive Counseling
model will be implemented in Mississippi to give school counselors
a guide to assist them in their daily tasks. The model was written
by a statewide counselor committee, validated by Institutions
of Higher Learning (IHL) members in the field, and endorsed
by the State Board of Education. Exciting changes have occurred
with the passing of the new Career Readiness Preparatory Option
that will be offered in Mississippi. Mississippi will provide one
diploma and three different ways to be a successful graduate.
The key to success is the marketing of the various diplomas, and
with the correct counseling and teachers as mentors program in
districts as models for assistance with the planning, development,
implementation, and assessment, a student should be successful
in whichever path is chosen.

Dr. Robin Parker, Coordinator for Workforce
Education, was appointed to the Association of
Career and Technical Education (ACTE) Association
School Reform Taskforce. This taskforce will develop
a set of school reform recommendations for the next
Carl D. Perkins federal legislation and future policies
related to school reform. In addition, Dr. Parker
was named as the Project Director for Mississippi’s
Preparation for Tomorrow – Improving Student
Readiness for Colleges and Careers Investment in
Innovation program with the Southern Regional
Education Board (SREB). Dr. Parker also was named
to the State Board for Community and Junior Colleges
(SBCJC) Statewide Articulation Committee. Finally,
the Mississippi State University Lambda Sigma
National Honor Society won the 2009 Outstanding
Chapter award. Dr. Parker serves as the co-advisor

Jason Crittenden, PhD Instructional Design Specialist
Dr. Crittenden holds a Bachelor of
Business Administration with an
emphasis in information systems, a
Master of Science in information systems, and a PhD in
instructional systems and workforce development, all
from Mississippi State University. In March 2001, he began
working for Academic Outreach and Continuing Education
(AOCE) as an Instructional Technology Coordinator. During
his time at AOCE, Dr. Crittenden developed database systems
to support the needs of the staff and AOCE’s students. He
came to the RCU in August 2009, and he now serves as an
Instructional Design Specialist working in the Construction
and STEM clusters.
Peter Graves Assessment Specialist
Mr. Graves has been serving as an
Assessment Specialist for Mississippi
State University for 9 years. As a
specialist in the Mississippi Assessment
Center at the RCU, Mr. Graves is responsible for the development
of online testing applications and procedures. His expertise
is in the development of interactive assessment modules. Mr.
Graves received his undergraduate degree in History from
Millsaps College and earned his master’s degree in Applied
Visualization from Mississippi State University.
Florence Henley Senior Systems Administrator
As Senior Systems Administrator,
Ms. Henley uses her expertise in the
areas of personal computer support,
networking, and user training
to provide support for the computers, printers, network
devices, and software at the RCU. She also collaborates with
RCU and Mississippi Department of Education personnel,
as well as educators across the state, to develop equipment
specifications for the Mississippi Career Pathways. Ms. Henley
earned her BS degree in library science and secondary
education with minors in histor y and math f rom the
University of Southern Mississippi. Ms. Henley is a
cert if ied Novell NetWare Administrator. Her experience
spans the public school, university, and private business
arenas. Prior to joining the RCU full time in December 2009,
Ms. Henley owned and operated her own personal computing
consulting business.
