AADwasincorporatedinthecourtsofPulaskiCountyonFebruary18,1941,andagainonFebruary22,1977withnewamendments.In1977theInternalRevenueService formally recognizedAADasa tax-deductible501(c)(3)organization.
ThefinancialsupportfortheAADcomesfrommem-berdues,taxdeductibledonationsandvariousfundraisingeffortsbyandfortheAAD.
Membershipisopentoanydeaf,hardofhearingin-dividual,aswellashearingfriends,supportersandfamilymembers.BecauseAADisanorganizationof,forandbythehearingimpaired,allelectedassociationofficers,exceptone,mustbefilledbydeaforhardofhearingindividuals.Theonehearingindividualmustbeabletocommunicatefluentlyinsignlanguagewithouttheuseofaninterpreter.Appointedofficesorcommitteeassignmentmaybeheldbyanyindividual,regard-lessofhearingability.
TheAADattempts to keep itsmemberswellinformedbypublishingThe Deaf Arkansan 4 timeseach year. This newsletter’s primarymission is toshareArkansasnewsofandrelatingtodeafandhardofhearingindividuals.Itiscurrentlyprovidedfreetoallmembersandavailabletoothersbysubscription.
TheAADisactiveinmanyways.Itadvocatesforwaysthroughwhichthehearingimpairedindividualscanparticipateandsharepublicservicesequallywithhearingpeople.Examplesareaslistedasfollows:
closed-captioning of television programs, telephonerelay services, equal access to all educationalprograms, free sign languageor oral interpreting atpublicandprivate functions,aswell asat stateandfederal programs.AAD attempts to promotewaysthrough which the hearing public gains a betterunderstandingoftheneedsaswellascapabilitiesofdeafindividuals.AADsponsorsworkshops,trainingandpublicforumsforAADmembers,aswellasthedeafcommunityingeneral.
Any local, state or federal lawswhichwoulddirectlyorindirectlyaffecttheemployability,civillibertiesorover-allqualityoflifeofthedeaforhardofhearingindividualaremattersofwhichtheAADtakesaseriousinterest.
ThegraduatingseniorsoftheArkansasSchoolfor theDeaf, and theDeaf andHard ofHearing inmainstream educational programs inArkansas areentitledtofreemembershipinthisAssociationtobeginwithconventionfollowingtheirgraduation,effectiveuntilthenextstatewideAADconvention.
AAD supports “TOTALCOMMUNICATION,”whichmeanstherightofalldeafpersonstouseanyandallformsofcommunicationtodevelopcompetency.Thisincludesthefullspectrumofgestures,formalsignlanguage, finger spelling, speech reading, reading,writingandmakinguseofanyresidualhearingthroughamplification.
TheAADstrivestopursueeconomicsecurity,improve educational and employment opportunitiesandtopreserve,promoteandenhancethelegalrights,interests andprivileges of deaf and hard-of-hearingcitizensinthestate.TheAADbelievesthatallhearingimpairedindividualsmustspeakasoneunifiedvoiceinordertobeheardandtohavepoliticalstrength.Tothisextent,wededicateourefforts.

Whenyoufirstmeetadeafperson,it is importanttofindthemodeofcommunicationthepersonprefers.Itwillmostlikelybeoneofthefollowing:
1. penandpaper 2. signlanguage 3. speechandlipreadingThefirst twoare rathereasy toaccommodate,how-ever,speechreadingisnotsomethingthateveryDeaforHardofHearingpersonisautomaticallyabletodo.Evenexperiencedlip-readersoftencanonlyunderstand30to40percentofwhatissaid.Thereforethefollowingsuggestions can be usedwith varying degrees ofsuccess.
1.Providea clear viewof yourmouth.Wavingyourhandsorholdingsomethinginfrontofyourlips,thushidingthem,makeslipreadingnearlyimpossible.
2. Speakclearlyanddistinctly,butdon’texaggerate.Usenormalspeedunlessaskedtoslowdown.
3.Useanormaltoneunlessyouareaskedtoraiseyourvoice.Shoutingwillbeofnohelp.
4.Speakdirectlytotheperson,insteadoffromthe

5.Speakexpressively.Becausedeafpersonscannothearsubtlechangesintonewhichmayindicatesarcasmorseriousness,manywill relyonyour facialexpres-sions,gesturesandbodymovementtounderstandyou.
6. If you are having trouble understanding a deafperson’sspeech,feelfreetoaskhimorhertorepeat.If that does not work, then use paper and pen.Communicating is your goal.Themethod does notmatter.
7.Ifyouknowanysignlanguage,tryusingit.Ifthedeafpersonyouarecommunicatingwithfindsitaproblem,thepersonwillletyouknow.Usuallyyourattemptswillbeappreciatedandsupportedevenifyouonlyknowa
fewsigns.
8.Ifadeafpersoniswithaninterpreter,speakdirectlytothedeafpersonandnottotheinterpreter.
9.Whentalkingwithadeafperson,trynottostandinfrontofalightsource(e.g.,awindow).Thedeafper-sonmayfindithardtoseeyourface,whichwouldbesilhouettedinthelight.
How to Use an Interpreter Not every person has the ability to hear normally.Whengiven the option,many peoplewho are deafor seri-ously hardof hearingprefer to communicatewithmost“strangers”througheitherasignlanguageoraoralinterpreter.Whencommunicatingthroughaninter-preter, please try to keep inmind the followingguide-linestohelpfacilitatethecommunicationandtoen-suresuccess:
I.Speakdirectlytothepersonwhoisdeaforhardofhearing in the first person.Never use “askher” or“tellhim”whenspeakingtothedeafpersonthroughthe interpreter, anddonot direct to the interpreterquestionsthattheDeaf/HardofHearingpersonwillanswer.Asktheindividualdirectly.
2. Speakclearlyanddistinctlyandusenormalspeed,vocabularyandtoneofvoice.Theinterpreter’sroleistointerpreteverythingyouvoice.
3.SitorstandneartheinterpreterssothepersonwhoisDeaforhard-of-hearingcanseebothyouandtheinterpreterandatthesametimetopickuponyourfacialexpressionsandbodylanguage.Also,alwaystry to avoid standing in front of awindowor lightsourcewhichmaysilhouetteyourfaceandmakefacialexpressionsdifficulttosee.
4. TreatthepersonwhoisDeaforhard-of-hearingasyouwouldanyotherperson.
