Worcester Comprehensive Education & Care, Inc. (WCEC, Inc.) is a private non-profit, 501(C) (3) tax exempt organization under Chapter 40 of the Massachusetts General Laws dedicated to providing high-quality early education services in low income neighborhoods. WCEC is li-censed by the Department of Early Education and Care and its pro-grams are accredited by the National Association for the Education of Young Children (NAEYC). Mission Statement: “WCEC, Inc. provides nurturing and stimulating education and care that is responsive to the entire family, by offering programs and opportuni-ties to those most in need.”

Our community is better because of people like you, and on behalf of
Worcester Comprehensive Education and Care and the children and fami-
lies we serve, I would like to thank you for your commitment and support
to improving the lives of the children and families. Together in Fiscal
Year 2017, we made a difference in the lives of over 400 children and
families affected by low income, abuse and neglect, homelessness, sub-
stance abuse and domestic violence, just to name a few.
Our mission to provide opportunities that enhance and promote the development of chil-
dren and families most in need by delivering programs and opportunities need continues
to be our focus and every day goal. The administration’s 5 year plan to place the organi-
zation in good financial standing not only materialized within the first year, but our abil-
ity to identify threats and opportunities during this time period enabled us to do so in a
stellar manner during the last 4 years. Throughout the next quinquennial period at
WCEC we will remain mission focused and continue to concentrate on the daily enhance-
ment of the quality of all programs and to recruiting, retaining and developing qualified
and dedicated staff, as well as to the sustainable expansion of our services to better serve
more children and families.
I am confident that your continued support and collaboration in helping us remain effec-
tive and efficient will be ever present, and we look forward to working with each of you
as we set out to demarcate our organizational future. Once again, thank you for joining
WCEC in the battle against the status quo of children and families experiencing unnatural
conditions of low income households, abuse and neglect, homelessness, substance abuse

Teen Parent Program
Teen Parent Program:
Ages 4 Weeks to 2 Years. 9 Months
is Offered at: Burncoat and South High School
The Teen Care Program provides nationally accredit-ed early education and care to children and special-ized support services to teen parents designed to meet the developmental needs of both the child and the teen parent. Through collaborations with partnering community
organizations, like UNUM, Worcester Public Schools,
Edward Kennedy Health Center at Burncoat High
School, Family Health and Social Services Health
Center, MSPCC and the Alliance for Young Families,
teen parents receive training in child growth and
development, public speaking, job interview tech-
niques, stress management, and budgeting, to name
a few. They do this while maintaining a full high
school academic workload. The school onsite pro-
gram is designed to provide opportunities for teen
parents to interact with their children, learn more
from highly trained staff about parenting and child
development, and complete their education in a
high school environment. Collaboration with the
Greater Worcester Community Foundation enables
WCEC to provide a summer program geared to pro-
vide continuity of services and support to the teen
parents in an effort to curb the teen parent high
school dropout rates. WCEC has been successful in
ensuring that participating teen parents return to
resume their high school education every fall.

Out of School Time Program: Ages 5 Years to 13 Years Is offered at: The Great Brook Valley Site Worcester Comprehensive’s out of school time program is designed to meet the developmental, and social and emotional needs of all children ages 5 through 13. The program operates from Monday through Friday from 1:00 p.m. to 5:30 p.m. on school days, and 7:30 a.m. to 5:30 p.m. on non-school days. Through a specialized curriculum prepared to engage every child, the program provides age appropri-
ate developmental activities that promote healthy social practices, as well as enhances the child’s deci-
sion-making and problem solving skills. During the summer months we provide children with life alter-
ing experiences through visits to local art and science museums, state parks and zoos and other out-
door experiences that foster the children’s creativity and self-expression.

Every Day our team of professional and ex-
perienced teachers, program director, di-
rector of social services and support staff
assist the children and families in every as-
pect of the child’s life in order to safeguard
that every child has the opportunity to de-
velop to his or her fullest potential.
It is our goal to ensure that every child in
our care learns to master new skills that
promote confidence and independence
while experiencing a growing social aware-
ness in an enriched, safe and nurturing
setting with carefully planned activities that
promote healthy physical, emotional, cogni-
tive and social development.
All children in our care receive a daily nutri-
tious breakfast, lunch and snacks that pro-
mote healthy eating habits. As do all pro-
grams of WCEC, the Center recognizes the
parent as the primary educator of the child
therefore, in a continuous effort to foster
family engagement, WCEC encourages par-
ent participation in their child’s learning ex-
periences through daily communication,
parent/teacher conferences, scheduled and
non-scheduled classroom visits, as well as
other times designated throughout the year
when parents come to enjoy a dinner with
the children.
Home Based Child Care:
Ages 4 Weeks to 13 Years
Home based education programs deliver early education and care services to children ages 4 weeks to 13 years of age in state approved and licensed homes. These programs are designed to provide and ensure that each child receives a safe and nurturing environment that offers am-ple opportunities geared to assist the child devel-op physically, emotionally, socially, cognitively, and are conducive to promote critical thinking and school readiness. Our educators work very closely with our in-house child development specialist to ensure every child is on target with age appropriate milestones, and to address any concerns that may be present by making referrals to available community resources such as early intervention services or public school assessment. Parent involvement and education are integral parts of the program, therefore opportunities, information regarding child development and best practices are provided to the family to help build strong connections between the parent, child and educator, We currently have 32 different Home Based Pro-
grams located throughout the City of Worcester

Despite the challenging financial climate especially affecting the nonprofit sector for the last few years, Worcester Compre-hensive Education and Care continues to meet the demands of the field and the needs of the children and families it serves in an effective and effi-cient manner continuing to provide high quality ser-vices to the Worcester Community. A Word from the Board Chair Financial Statement FY 2017
Transportation Worcester Comprehensive Education and Care provides transportation throughout the City of Worcester to over 100 children
to and from the child’s home and respective program on a daily basis. All vehicles meet or exceed all Massachusetts Registry
of Motor Vehicles’ regulations, and like our educators, all drivers go through a thorough investigation comprised of a national
database fingerprint, Criminal Offense Record Information (CORI), Sex Offender Registry Information (SORI), and Department
of Children and Families’ background checks.
The transportation component is equipped with safe state certified vans and drivers who are on the road picking up children
as early as 6:30 a.m. and dropping off as late as 6:00 p.m.
WCEC is always looking to expand its transportation services and invites those with a 7D license interested in becoming part of
the WCEC Team to give us a call.
