Executive Summary Report
Purpose and Methodology ETC Institute, in association with Wilbur Smith Associates, administered the “South Lawrence Tollway Willingness to Pay Survey” for the Kansas Department of Transportation (KDOT) during the fall of 2011. The purpose of the survey was to objectively assess the willingness of people to pay a toll to use a new freeway that could be developed south of Lawrence to connect K-10 west of Lawrence with the Lecompton interchange on I-70 east of Lawrence. The seven-page survey was administered to a stratified random sample of 851 residents who had driven on K-10 or 23rd Street through Lawrence during the past six months. The sample was stratified be geography to ensure that at least 200 surveys were completed with residents of each of the following four areas: the city of Lawrence, residents of Douglas County who live outside the city of Lawrence, Johnson County Kansas, and Shawnee County Kansas. The overall results have a precision of at least +/-3.5% at the 95% level of confidence. Major Findings
• 67% of those surveyed who had used the Kansas Turnpike (I-70) to travel west of the Lecompton interchange indicated that they would have used a new freeway in south Lawrence instead of the Kansas Turnpike if the toll for the south Lawrence freeway were the same as the turnpike.
• 93% of those surveyed who had driven completely through the City of Lawrence (between the Lecompton interchange on the west side of the City and K-10 on the east side of the City) indicated that they would use a new south Lawrence freeway instead of driving through the City of Lawrence if the new highway were free.
o Among those would consider using a new south Lawrence freeway, 54% indicated that they would pay a toll of at least $1.00; 35% indicated that they would pay $1.50 or more.

• Willingness to Pay Tolls for Generic Travel Time Savings. Residents were also asked a series of questions (Q1-Q6) about how generic travel time savings would affect their willingness to pay tolls for a one-way trip on the freeway to avoid city traffic. The results are shown in the table below.
Other findings
• Travel Between Destinations South of 23rd St and K-10. Eighty-one percent (81%) of those surveyed indicated that they traveled between destinations south of 23rd street and K-10 at least once in the past 6 months.
o Of the 81% that indicated they had traveled between destinations south of 23rd street and K-10 at least once in the past 6 months, 84% indicated that they would use a freeway if one were built that allowed them to drive 65 miles per hour between K-10 and the Lecompton interchange; 15% would not use it and 1% did not know/had no response.
• Travel to University of Kansas Campus. Sixty-seven percent (67%) of those surveyed indicated that they had traveled to the University of Kansas Campus in Lawrence at least once in the past 6 months.

The next series of questions I am going to ask you will be about a specific project that is being
considered by the Kansas Department of Transportation. This project would involve the
development of a freeway on the South side of Lawrence that would allow travelers to bypass
traffic on 23rd
Street, which is the street that currently becomes K-10 on the east side of Lawrence.
The freeway would be the last link of highway connecting the Lecompton interchange at I-70 on the
west side of Lawrence with K-10 on the east side of Lawrence. [in case the respondent asks, the first
portion of the freeway has been built from the Lecompton Interchange to Iowa Street/US-59 (it intersects
Iowa Street just south of 31st Street.]
