items are included in this table because some of the work required for the tasks described in the project workplan has been started over the last two
years. For FY 2016/17, Lassen County Board of Supervisors appropriated $75,000 from county general funds to support SGMA compliance in Big Valley.
Expenditures of these funds was subsequently extended to December 31, 2017. The cost share line items in this table are consultant costs under this
appropriation: $9,946 for consultants support for public outreach meetings, $6,086 for consultant support for a preliminary coordination agreement
between the counties and $30,324 for a Preliminary Hydrogeologic Data Assessment. Detail of these consultant costs can be provided upon request.

Derivation of Project Budget The project budget for the Big Valley GSP Development Project was estimated from a detailed analysis
of hours and costs necessary to perform the tasks described in the Work Plan included as Attachment 4
and the Project Schedule presented as Attachment 6. Budgeted costs for this project are based on a
schedule that assumes grant funding would become available early in 2018, consultant contracting
would be in place before April 2018, and the GSP would be submitted to DWR before the January 1,
2022 deadline. Table A5-1 presents the budgeting detail, and Appendices A5-1 through A5-5 contain
supporting documentation for the estimates.
Costs in Table A5-1 were separated into Current Costs (already incurred by the counties) and Future
Costs. Current costs were further subdivided into those that the applicant considers cost share (incurred
prior to Jan 1, 2017) and those that will be reimbursed by grant funds (incurred after Jan 1, 2017).
Future costs were divided into those that the applicant would seek consultant and contractor services
and those that would be performed by County staff. The weighted rates for the county staff likely to
support GSP development are $48.10 and $30 per hour. County staff costs were estimated using a rate
of $50 per hour to account for pay increases during the Project and the potential that more senior
county staff may perform some of the work.
Consultant services were divided into those necessary to support the GSP Development process (SGMA
Process Consultant), those necessary to perform the technical geologic studies (SGMA Geologic
Consultant), and others that would be necessary for completion of the work plan such as drilling
contractors and surveyors (Other Consultant or Contractor). The overall cost estimate was made by GEI
Consultants, with estimates for the “SGMA Process Consultant” provided by Woodard and Curran and
“SGMA Geologic Consultant” made by GEI. Estimates for “Other Consultant or Contractor” were
obtained and are documented in Appendices A5-1 through A5-5. Below is a summary list of the content
in the appendices:

Appendix A5-2: Opinion of Costs for Drilling and Well Construction from GEI Consultants, Inc.
Conner’s Well Drilling, Adin, CA
The well cluster details shown in the work plan (Attachment 4) were provided to Conner’s Well Drilling
of Adin, CA. Conner’s has drilled the majority of the wells in Big Valley. Based on the details provided,
Conner’s gave a verbal cost estimate of about $100,000.
Detailed Cost Estimate from GEI Consultants
This cost estimate is based on bid items necessary to complete the scope of work provided in the work
plan for constructing a single well cluster. Quantities are based on well cluster details for the Big Valley
GSP Development Project. Unit costs are from a bid estimate provided by Bradley and Sons Drilling for a
similar scope of work in Santa Barbara County, CA. This higher (more conservative) cost estimate was
used for well construction estimation in this grant application.

Appendix A5-3: Surveying Cost Estimate from NST Engineering.
The cost quote form NST Engineering was used to estimate surveying costs. Installation and creation of
the subsidence monument was estimated at $1,000 while locating and surveying monitoring wells is
estimated at $4,000. Total Surveying costs are estimated at $5,000 (the upper end of the pricing range
was used as estimates).

Appendix A5-4: Cost to purchase water level pressure transducers with data loggers from In-Situ.
The cost quote below was used to estimate the purchase of 4 non-vented Level Troll 500 transducers (at
$1,170 each), 1 Baro Troll 500 (assumed to cost similar to the Level Troll at $1,170), and a Wireless
TROLL Com to communicate with the devices ($495). Other equipment detailed below is not necessary
using non-vented transducers. Total cost for equipment is $6345.
