PART II - THE SUPREME COUNCIL
2. (a) The Supreme Council was regularly
established by theNorthern MasonicJurisdictionofNorth
America in conformity with the general system of
government ofthe Rite and on terms which restrictedits
membership to ChristianFreemasons.
(b) TheSupremeCouncil hassupreme andunfettered
authority in all matters telative to the Order within its
jurisdiction including without prejudiceto thegenerality
oftheforegoingthe rightsto amend, delete, addto or grant
dispensations from these Rules, to make and enforceregulations in regard to procedural or administrative
matters, to prescribe feesand dues, to prescribe or amend
rituals,ceremonial and proceduresin,anditselfto confer
in extensoor by patent anyofthe degrees and ceremoniesofthe Rite, to give procedural directionsin anymatter to
be determined by itselfor an Inspector General andto
delegate anyofits authority and powers eithergenerally
or for a specific purpose orpurposes andwithdraw or
modify anysuch delegation.
(c) The SupremeCouncil actsas acorporate bodywith
a corporateseal and all propertyvested in or held in trust
forit is heldfor thebenefit ofthe Order but the SupremeCouncil alonehas power to deal withany suchproperty
andmay doso in anywaywhich in its unfettered discretion
is for the goodof Freemasonry It also hasthe exclusive
right and power on behalf ofthe Order to negotiate and

from time to time in amity or has any particular
relationship.
(d) The Supreme Councildoes not interfere with,or
militate against, the authority oftheUnited Grand Lodge
of England or Grand Lodges recognisedby that Grand
Lodge to govern the first three degrees of Symbolic
Masonry.3. Election to membership oftheSupreme Council is in
the unfettered discretion of the Supreme Council. The
number of Memberswill notexceed nineunless anduntil
theSupreme Council otherwisedecides.
4. TheSupreme Council may ati ts discretion elect as
Honorary Members ofthe SupremeCouncildistinguished
membersoftheRite. An Honorary Membermay be invited
to attend the whole or part ofany meeting oftheSupreme
Council but shall not havetheright to vote thereat.
5. Theconductofbusinessby the Supreme Council is
within its unfettered discretionbut is subjectto such by-
laws as it may from time to time prescribe anyor all of
which may by theaffirmative vote ofatleastsix members
at a regularly organised meeting be suspended for a
particular purpose
6. The Supreme Council administersall thedegrees of
the Rite. It authorisesits Chapters to confer on qualifiedcandidatesthe 18th Degree in extensoandthe 4th to the17th Degreeby nameonlybut no Chapteroi member of
the Order otherthan a Member ofthe SupremeCouncil
mayotherwise conferor attempt to conferor demonstrate
any degree of the Rite unless pcrniittccl to do so by
dispensation.
PART III - EXTERNAL RELATIONS
7 . The Supreme Council controlsall matters affectingrelations withotherjurisdictionsand MasonicPowers and
no member ofthe Order is entitled or allowed to enter
into discussions or communicate with any such
jurisdictionor Power abouttheaffairs oftheOrder unless
specifically authorised by theSupremeCouncils oto do.
8. In certain matters relating to the conferment of
degrees andthefounding ofChapters overseasthe Supreme
Council has entered into a Concordat with the Sister
Jurisdictionswhich is setoutin Appendix B.
PART IV - BRANCH COUNCILS,
DISTRICTS AND GROUPS
9. TheSupreme Council mayin any case in which it
considers it right s o to do establish a Branch Council to
actin specific matters on its behalfin a defined part ofits
jurisdiction. Such a Councilshall act in all respectsonly
in accordance with the authority delegated to itandthe
regulations laid down by the SupremeCouncil and shall
render such reports, returns and fees to the Supreme
Councilas may berequired. TheSupremeCouncil has full
powerto modify, abrogate or otherwise change the terms
ofanysuchdelegationandto dissolve any Branch Council
andshall not beboundto assign any reason for any such
action.
10. TheSupreme Council may divide its jurisdiction
oranypart thereofinto Districts orGroups andappoint
Inspectors General to the chargeandsupervision ofany
such District orGroup.

11. (a) Froma date not earlier than that ofhis
Patent ofAppointment and until installedin his officea
Brother appointed to be an Inspector General maybe
authorised by theSupreme Councilto exercise all or some
ofthe powers ofan InspectorGeneralpendinghis formal
installation. A Brother so authorised shall be known as
Inspector General Designate in Charge. Any such
authority may be suspended,revokedor modifiedby the
Supreme Council at any time. Unless so authorised an
Inspector General Designate has no authority to exercise
any powers conferred by these Rules on an Inspector
General.
(b) An Inspector General is expected to visit the
Chapters under his charge and supervision from time to
time andto transmitto theSupreme Councilby 31 Julyin
each year a report in the prescribed form on the stateofthose Chapters, and other mattersofgeneral interest to
theOrder in his Districtor Group.
(c) Unless otherwise directed by the Supreme
Council,an Inspector General hasthe powers andduties
specified in theseRules or which may from time to timebe
delegatedto himby theSupremeCouncil either generally
or for specific cases andin particular to investigate (in
manner hereinafter described) any case ofmasonic
misconduct which comes to his notice in his District orGroup.
12 An Inspector General mayappoint a District or
Group Recorder to assist him in the routine duties of
administration ofhis District or Group and shalltransmit
to theSupremeCouncil thename oftheBrother whom he
appoints.
13. AnInspector General may raise anannual levy from
the Chapters in his District or Groupnot exceedingtheamount authorised eachyear for every subscribing member
ofeach Chapter under his charge. This money shall be
usedonlyfor theadministrationexpenses ofthe District
or Group andofany Branch Council to which theDistrict
orGroup belongs An account shall bekept ofthe moneyreceived and expended and anaudited statementmade up
to 3 0 Junein each year shallbe forwarded to theSupreme
Councilto arrivenotlater than thefollowtng 31 July
14. AnInspector General is empowered to issue the
following Dispensationsin theprescribed foim, a copy of
anysuch Dispensation beingsentto theSupremeCouncil
togetherwith any prescribed fee:
(a) to change the dateofa regularmeeting other than
an Enthronement Meeting,
(b) to change the date of an Enthronement Meeting
by up to 28 days either side ofthe regular date;
(c) to hold anEmergencyMeeting;
(d) to hold a meeting iffewer than five qualified
Brethren are present;
(e) whereauthorisedunder Rule30(b).
PART V - CHAPTERS AND THE 18th DEGREE
WARRANTS AND CERTIFICATES
15. (a) Chapterstakeprecedence according to thedates
oftheir warrantsunlesstheSupremeCouncil otherwisedirects.
(b) No Chapter may be formed under the Supreme
Council or withinitsjurisdiction otherwise thanby authority

ofa warrant granted by the Supreme Council. Brethren
wishing to form a Chapter must transmit a Petition to
establish the same to the Supreme Council on the
prescribed form. The Petition shall be signedby atleast
sixmembers ofthe Order owing allegianceto the Supreme
Council.All Petitioners mustbe subscribing members of
a Chapter and three of them at least must residein theimmediate vicinity ofthe place whereit is intended the
Chapter should meet.
(c) A warrant for a Chapterwill includeauthority to
hold a Lodge of Perfection, a Council of Princes of
Jerusalem, anda Lodge of Knights ofthe EastandWest.
Thedegrees ofthe Rite from the4th to the 16th inclusive
will be conferred by name only as follows: 4th to 14th
inclusive in theLodge ofPerfection; 15th and16th in the
Council of Princes ofJerusalem. The17th Degree willbeconferred in accordance with the prescribed ritual in a
Lodge of Knights ofthe East and West. The 18th Degree
will be worked in full in accordance with the prescribed
ritual andconferredin theChapter.
(d) The form of Petition for a warrant is set out in
AppendixD to theseRules. Requestsfor theform should
be transmitted to theSupreme Council.
(e) Oncompletionoftheform ii shotild bc transmitted

(f) A Chapter which has bceii in tinintcrruptedexistence for not less than onc hundred yeats and has held
atleastonemeeting in each ofthose yearsmay transmitan application to the Suprcrnc Counell lor a Centenary
Warrantandfor permission foru S siihscilhing memberstowear a CentenaryJewel provided that IfI n thc opinion ofthe
Supreme Council it is just so to do a Chapter may be
deemedto have met in a year oryears ofthat period
notwithstanding that for good causeshown itwas unable
so to do.
(g) The Centenary Jewelshall be ofthe prescribed
pattern.
(h) Theprescribed fee for any warrant mustbe paidbefore it can beissued.
16. The Sovereign oftheChapter is responsible for the
safe custody of warrants issued to the Chapter and for
handing them to hissuccessorwhen enthroned orto the
SupremeCouncil.
17. (a) All warrants andcertificates issued by the
SupremeCouncil remain the pioperty ofthe Supreme
Council and must be returned to it on demandor whenso
requiredunderthese Rules.
(b) AChapter wishing to adopt asits devicea badge
other thanthatofthe 18th Degree shall first transmit the
proposed designto the Supreme Council for approval. A
Chapter shall not useany design that has not received
approval from theSupreme Council.
18. (a) Should a warrant be lost, destroyed, become
illegible or beirremediably damaged the SupremeCouncil
may authorise the issue ofa WarrantofConfirmation forwhich, unless the Supreme Council orders otherwise, the
prescribed fee shall be paidin advance. Ifa lost warrant
shall be found or restored the Warrant ofConfirmation
shall forthwith be returnedto theSupremeCouncil.
(b) Should any certificate issuedto a Brother by the
SupremeCouncil belost or destroyedan applicationfora

replacement may betransmitted to the Supreme Council
who mayauthorise the issue ofa replacementforwhich a
fee maybecharged.Iftheoriginal certificateis later found
thereplacement shall forthwithbe returned by theChapter
orBrotherto theSupremeCouncil.
19. (a) If a Chapter shall cease to meet the
Sovereign or anyperson having possessionofanywarrantissued to theChapter by the Supreme Councilshall return
itto theSupreme Council.
(b) Any person who resigns from, ceases to be a
memberof, oris expelledfromtheOrder shall forthwith
return any certificate issued to him by authority ofthe
SupremeCouncilto the SupremeCouncil
(c) The Supreme Council may at any time and
without giving a reason require that any warrant or
certificate issued by it and remaining its propertyunder
theseRules be returned to it by the person having
possession ofthesame.
CONSTITUTION, CONSECRATIONAND
DEDICATION
20. Every newChapter shall beconsecrated (whichunder
these Rules includes its constitution and dedication) in
ancient andsolemn form by a member of the Supreme
Council, or by a Brother nominated by the SuptemeCouncil for that purpose, and no Chapter shall be
consideredas regular or entitled to exercise the powers
confei red by its warrantuntilit has been so consecrated.
BY-LAWS
21. (a) AChapter shallas soon aspracticable after it
hasbeen consecratedapproveby-laws for itsgovernance and I
transmit two copies thereofto the Supreme Council for
approval. Pending such approval or disapproval the by
laws submitted shall be offull force andeffect but any
modifications or alterations required by the Supreme
Council as a condition ofapproval shall be brought into
effect by theChapterforthwith and ifso orderedshall take
effect retrospectively.(b) Theby-laws ofa Chapter mustinclude a statement
of: thedates andplaceof its regular meetings, the amount
or method of deciding the amount of the annual
subscription to be paid by eachmember andthe fees for
Perfection, affiliation, joiningand rejoining; the meeting
atwhich the Sovereign, Treasurer, Outer Guard and
Auditors shall beelected; andtheEnthronement Meeting.
(c) By-laws shall (unlessotherwiseauthorisedby the
Supreme Council) be in the form ofthe Model By-laws
(set outin AppendixD), as amendedfrom timeto time, a
copy ofwhichwill accompany notification that thePetition
fora newChapter has been granted.
(d) The fee forPerfection or affiliationshall be not
lessthan10 or the equivalentoverseas and shallinclude
an element to cover the cost ofa copy of the Rules and
should normally also allow for presentation ofcopies of
the Intermediate Degrees booklet and the 18th Degree
ritual.
(e) Every new member must pay the appropriate
subscription and entrance fee or other fees on the dateon
which he is perfected or affiliated or becomes a joining
member.
(f) A Chapter may by its by-laws allow theservices
ofitsRecorder to be deemed a satisfaction of his annual
subscription.

(g) No alteration of or addition to the by-laws of a
Chapter shall be made unless notice ofthe terms ofthe
proposal has been included on the summons convening
themeeting at which it i s to bediscussed and notless than
two-thirds ofthe members present votein favour thereof
or ofsomeamendmentthereof. Noalteration or addition
(other than an amendment concerned only with changesin fees or annualsubscription) shall become effective until
approved by the Supreme Council.
MEETNGSOF CHAPTERS
22. The discussion ofreligion or politics in open
Chapteris forbidden andrendersanyparticipantliableto
expulsion.
23. The summonsfor any meeting ofa Chapter shallbedespatched to each member at least fourteen clear days
before the dateofthemeeting and atthe sametimea copy
shall bedespatched to therelevant Inspector General.
24. The presence ofatleast five brethren is necessary
for the holding of a meeting ofa Chapter, two being
subscribing members ofthe Chapter including the
Sovereign or a Past Sovereign.
25. No regularmeetingmaybecancelled. Every meetingshall be held atthe meetingplace named on thewarrant of
the Chapter or otherwise authorised in accordance with
theRules.
26. Nomeetingofa Chapter may takeplaceon GoodFriday
or Christmas Day. Should the regular meeting ofa Chapter
fallon Good Friday, ChristmasDay, ora Public Holiday,the
meetingmaybeheld on a datenotmorethanfourteen days
before or after theday fixedby theby-laws which dayshall
be deemed for all purposes theregular dayofmeeting.
27. Provided that a dispensation has first been obtained
an EmergencyMeetingofa Chapter may be called by itsSovereignor in hisabsence or non-availability byoneof
the Generals. An Emergency Meetingmayalso be calledby the relevant InspectorGeneralwho shall at the same
time advise the Supreme Council of his action and the
reasonsfor it, and, in due course, theresult ofthemeeting.
Thebusiness to be transacted shall be stated on the
summons, the reading ofany dispensation being the first
item ofbusiness afterthe Chapter hasbeen opened, and
where a dispensat ion has been issued no other business
than that permittedby it and stated on thesummons shall
be transacted. ~4ominutesofa regularmeetingshall be readatan Emergency Meetingexcept any relating to the
election of officers where the business includes an
Enthronement.

The officers rankin the order given in the above table

hold morethan oneoffice at the same time, save that one
optional office maybe held in additionto oneotheroffice.
29. (a) At its meeting immediately preceding the
Enthronement Meetingeach Chaptershall annually electa
Sovereign,Treasurer,Outer Guard and twoor moreAuditorsfor the ensuing year. Theelections for Sovereign and
Treasurer shall be by ballot.TheOuter Guard andAuditors
shall be elected by showofhands, provided that should the
Chapter resolvethat a subscribingmember beOuterGuard
withoutemolument heshall beappointedby the Sovereign.
Provided that where the normal EnthronementMeeting
wouldbe the next meeting after theConsecration ofthe
Chapter the Founders may resolveat the Consecration
Meeting that the next regular meeting shall not be theEnthronementMeetingand ifit bes oresolved the Sovereign
and other officers shall continue in office as ifelected or
appointedfor a secondyear andparagraph (c) ofthis Rule
shallapply as iftheperiod between the Consecration and
the next Enthronement Meeting had beena complete year
(b) E~tcept in the case ofthe first election following
the Consecration ofa Chapter no member shall be eligible
for election as Sovereign unless at the date of the next
Enthronement Meeting he will have served or be deemedbythe Supreme Council to have served as Sovereign or
Generalin a regularChapter for a full year.
(c) E,tcept by prior dispensation from the Supreme
Councilno brother maycontinue as Sovereignofthesame
Chapterfor more than two yearsin succession, nor be the
Sovereignof more than one Chapter atthe same time.
(d) Prior to theballots forSovereign andTreasurer the
membersmay be informed ofthose eligible for election but
no nomination may be made in open Chapter
(e) The ballotsfor Sovereign and Treasurer areto be
takenby every member present whowishes to take part
writinghis nomination on a slip ofpaper; thesearecollected
and handedto the Sovereignor member presiding whodeclaies the eligible member withthe greatest number of
votes to be elected. The Sovereignor member presiding has
a casting vote in theeventofa tie.
( 0 The Treasurer and Auditors shall assumeresponsibility for the duties of their respective offices
immediately after the EnthronementMeeting. TheOuter
Guard shall assume responsibility for his duties on being
invested, should he not be present at the Enthronement
MeetingtheSovereignshall appointa Brother to act as Outer
Guard until the Brother nominated can beinvested.
(g) Ifduring the term for which heis elected the
Treasurer, Outer Guard (ifelected) or an Auditor of a
Chapterdies, becomes unfit or is removed from office the
relevantInspector General shall beinformed andmaygive
instructions for the election ofa substitute and such
substitute, when elected,shall forthwith assume hisduties.
(h) The Sovereign may appointa memberto fill anyofficeother than Treasurer, Outer Guard (ifelected) or
Auditor which becomes vacant during his tenure as
Sovereign.
30. (a) The Sovereign electshall beenthroned atthe
next regularmeeting oftheChapter following his election
unless otherwise provided in these Rules.

(b) Should the Sovereign elect dieor be unable or
unwillingto assume the officeofSovereign, orshould itbe
difficultor impracticableto hold theEnthronement Meeting
on thedue dateor in caseofurgencyto enthrone him atthat
meeting, the Chaptershall immediately apply to therelevant
Inspector Generalfor directionsstating thecircumstances
andmaking anyappropriaterecommendations.Upon receivingsuch anapplicationtheInspector General
shall either direct (1) that thepresent Sovereign ofthe Chapter
continuein officefor a secondyear or (2) that the dateofthe
meeting be changed andin each case issue the prescribed
dispensation under Rule14, or recommend to the Supreme
Council oneofthefollowingcourses ofaction anyofwhich
requiresa dispensation fromthe SupremeCouncil.
(i) that the Enthronement take place atanother
meeting thanthat laid downin theby.lawsoftheChapter;
(ii) that anewelection beheld immediately beforethe
Enthronement;
(iii) thata Brother not qualifiedfor election under these
Rules bedeemed eligible for election andEnthronement.
Insuch cases the Supreme Council may alsodirect that
theSovereign enthronedandany officer invested by himin
accordance with such directions shall be deemed to havefilled
his officefora full year atthedateofthe n e ~ ~ tEnthronementMeeting. Theregularity ofany actdone in strict accordance
with such instructionsshall not thereafter bequestioned.
31. The Recorder shall transmit a report of the
Enthronement ofthe Sovereign to the SupremeCouncil
on the prescribed form within seven days of the
Enthronement.

32. A Sovereigncanifhewishes obtain a certificate that
he has been enthroned as such by transmitting an
application to theSupremeCouncil withtheprescribed fee.
17th DEGREESERVINGBRETHREN
33. A 17th Degree Brother who has been duly obligated
as a ServingBrother before the date on which this Rule
takeseffect shall be subject in respect ofhis duties andprivilegesin theOrder to theprovisions ofRule 24 in the
1992 edition ofthe Rules andRegulations ofthe Orderunless anduntilobligated in the 18th Degree. No further
suchappointmentsshall be made.
CANDIDATESAND MEMBERSHIP
34.It is desirable thata candidatefor admission into the
Order should applyto be perfected in a Chapter in the
neighbourhoodwherehenormally residesor where hehasaplaceofbusiness oremployment. Wherea candidateseeks to
applyto a Chapter not so situated,he shall firstgive a written
statement ofhis reasonsfor wishingto join theChapter andif
theChapter is satisfied with them the applicationmay proceed.
35. (a) A candidate for Perfection, affiliation or
joiningshallbe proposed and seconded in open Chapter
or by letter to the Sovereign or Recorder but no such
proposal shall be put to a ballot until therelevant
requirementsoftheseRules asto qualifications andmatterspreliminary to election have been complied with and
satisfactory replies to enquiries havebeen received.
(b) Before a ballot may be taken for a candidatefor
joining a confirmation as hereinafter required must be
obtained thathehas paidall dues to anyother Chapter of
which heis or hasbeen a member; a Chapterwhich elects

such a candidate without having first obtained such
confirmationbecomes liablefor thepayment ofany unpaid
dues that such enquiry would have disclosed.
36. (a) To be eligible for Perfection in the 18th
Degree aBrother must:
(i) be of highmoral standing andprepared to sign
theprescribed declaration that heprofesses theTrinitarianChristianfaith; and
(ii) bea Master Mason ofat leasta years standing at
thetime ofhis election andsubjectas hereinafterprovided
havebeeninitiated, passedandraised in a LodgeorLodges
under either
(1) theUnited Grand Lodgeof England or
(2) a Grand Lodgerecognised by it at that time as
regular and situated in a country within the
jurisdiction ofthe SupremeCouncil orin Ireland
or Scotland.
(3) a Grand Lodge so recognised, he having
subsequently made the declaration ofallegiance to
the United GrandLodge of England asrequiredby theBookofConstitutions.
Provided thatin thecase ofa Freemason who is orhas
been a member ofan Irish or Scottish Craft Lodge and
neither is norhas been a memberofa CraftLodge underthe United Grand Lodge of England any permission
required undertheConcordat printedat Appendix B shall
be obtained through this SupremeCouncil beforeanyother
step is takenin thematter.
(b) Before hisname can appear on a summons as a
candidate for Perfectionhe must producehis GrandLodge
certificate or documentto the same effect anda clearance
certificate or certificates fromhis Craft Lodge(s) and the
Sovereign or a Brother authorised by him must have
explained to himfullyandensuredthat heunderstands the
nature ofthe Obligation whichhewill be calledupon to
take, viz:I.T.N.O.T.H.A.U.T.
37. No person can beperfected or admitteda member ofa Chapter if, on theballot, threeblackballs or suchlesser
numberas may bespecified in theby-laws oftheChapter
appear against him. A person s o disqualifiedmay not be
ballotedforagain in that Chapter for aperiodof12 months.
38. Nocandidate for Perfection or affiliation shall be
proposed in open Chapter before he hascompleted and
signed the prescribedform ofapplication.Before a ballot
is takenfor his election he shall furthercompleteand sign
the prescribed Petition and ObligationofAllegiance (seeAppendix E).Thesedocuments mustbetransmittedto the
Supreme Council with the appropriate registration fee
immediately following the ceremony; until this has been
done his namecannotbeenrolledin thebooks oftheOrder
nor can a certificate ofhis membership beissued.
39. (a) No Chapter in a territory sharedwitha Sister
Jurisdiction may admit as a candidate for affiliation a
Brother owingallegiance to thatjurisdiction.
(b) No Chapter mayadmit as a candidatefor affiliation
a Brother owing allegiance to aForeign Masonic Power
unlessheis ofhighmoralstandingandprepared to sign the
prescribed declaration that heprofesses the Trinitarian
Christian Faith andunless the Supreme Councilis in amity
withthatPower and until theapprovalofsuch Power has
firstbeen obtained on application transmitted through this

Supreme Council.After the Chapterhas been notified by
the Supreme Council that such approval hasbeengranted
(but not in any circumstances before) the matter shall
proceedas follows:
(i) Before theballot is taken thecandidate shall sign
thePetitionandObligation ofAllegiance(Appendix E).
(ii) Ifthe ballot is favourable the candidate at thatmeeting ifpresent, or otherwiseat the first meeting he
attends thereafter(subjectto Rule 45) shall be escorted into
the Chapter andplacedin front ofthe altarwhere heshall
be required to read aloud the amended Petition and
Obligation with r.h. on l.b. Hethus becomes a member of
theOrder and oftheChapter.
(iii) Heshallthen be placed before the Sovereign and
presented with copies ofthe Rules and ofthe by-laws of
theChapter.
40. Thesummons for a meeting at which a ballot for
theelectionofa candidate will takeplaceshallcontainthe
following particulars:
(a) In all cases- thefull name,home address, business
address(ifany), dateofbirthandprofession or occupation
ofthecandidateandthenamesofhis proposer andseconder.
(b) In thecase of a candidate for Perfection - the name
andnumber ofall CraftLodgesofwhichhe is, or has been
a subscribing member, together withthe dateofhis Raising
and the name andnumber ofthe Lodgein which it tookplace; where that Lodge belonged to a jurisdiction other
than that of the United Grand Lodge of England that
jurisdiction must be named.
(c) In thecase ofa candidate for joining or rejoining
thename and number ofanyChapter under this Supreme
Councilofwhichheis or wasamember.
(d) In the case ofa candidate for affiliation from a
Chapter under another jurisdiction - the name and
jurisdictionofthe Chapterin which hewasperfected and
thedateofhis Perfection.
(e) When a candidateis not perfected on the day of
his election, the date ofsuch election shall be statedon
thesummons forthemeetingatwhich he is to be perfected.(0 A statement, in any case where any special
requirement in a particular case areprescribed by these
Rules, that the particular Rule hasor Rules have been
complied with.
41. Thename ofa member joining from a Chapter under
thisjurisdictionwiththe name andnumber ofhis present
or previousChaptermust be transmitted to the Supreme
Council on the prescribed form immediately after the
meetingatwhich his election takesplace.No feeis payableto the SupremeCouncil forregistration ofsuch members.
42. Nomore than two candidatesmaybeperfected atone
meeting.
43. A proposal forjoiningorrejoining a Chapter is not
valid unless and until the candidate has supplied the
Recorderofthat Chapterwitha list ofall Chapters under
the jurisdiction of the Supreme Council to which he
belongsor has belonged, a certificate from each stating
that hisdues havebeen paid in full anda written statementthat he accepts membershipifelected.
44. A candidate for Perfection becomesa memberofthe
Chapterupon his Perfection.
45. A candidatewhether forPeifection or affiliation not
takingup his election or membership within a yearmust
beballoted foragain beforehis candidature canproceed.

46. A copy ofthe by-laws ofthe Chapter and where
appropriate the Rules shall be given to candidates as
follows:
(a) To a candidatefor Perfection, immediately after
theceremony - both;
(b) To a candidate for affiliation,immediately after
hehas taken the Obligation ofAllegiance - both;(c) To a candidate for joining or rejoining, upon
election or at first attendance - by-lawsonly.
47. A newly-perfected candidateshould ifpossible be
given copies oftheIntermediateDegreesbooklet and the
18th Degree ritualwhen heis perfected.
48. (a) Subscriptionsare due in advanceon thefirst
dayofa Chapters financial year
(b) Membershipofa Chaptershall cease on grounds
ofnon-payment ofsubscription ifat theexpiration ofoneyear anypart ofhis subscriptionis duebut unpaid.
(c) When a Brotherhas ceased to be a member ofa
Chapter under this Rule hecan only become a memberagain by regular proposition andballot according to the
rules forre-joiningMembers and theChapter shall require
payment of the arrears as a condition precedent to his
election.
(d) This rule shall not prevent a Chapter from
proceeding according to its by-laws against any of itsmembers for non-payment ofsubscription for a lesser
periodthan oneyear.
(e) Whena Brother ceasesto be a member underthis
Rule andalso when hesubsequently pays the arrearsof
his subscription noticeofthe factsshall be transmittedto
the SupremeCouncil.
I
HONORARY MEMBERS
49. A Chapter may elect by ballot as anhonorary
memberany memberofthe Order who is worthy ofthat
distinction by reasonofhis services to theOrder orto the
particular Chapter andwho is, or within the previous
twelve months has been, a subscribing member ofa
Chapter.A memberso elected andwhoaccepts the honouris not liableforentrance fee or subscription but cannot
vote in theChapter. Except where theproposal andelection
takeplaceat the Consecration Meeting, a notice of the
proposal to elect an honorary member must appear
(naming him) on the summons for the meeting at which
theproposal is to be made
RESIGNATION
50. (a) A member who resigns from a Chaptershall
be given a clearance certificate(freeofcharge) stating thatall hisfinancial obligations to the Chapterhavebeen paid
in full ifsuch be thecase. Resignation from a Chapter does
notterminatemembershipoftheOrder.
(b) A memberwishingto resign fromthe Order shall
transmit to the SupremeCouncil by registered post a
written application to do so and enclose with it allcertificates issued to him by the Supreme Council. The
resignationshall take effect from the dateon which the
Supreme Council approves the application but if
permission is not refused within three months of
transmission the applicationshall bedeemed to havebeen
approved on theexpiry ofthat period.

TREASURER ANDACCOUNTS
51. TheTreasurer shall collect all monies dueto the
Chapter and shall alsomake thenecessary disbursements
therefrom.Every itemof receiptandexpenditure shall be
entered in a cash bookkeptby himforthat sole purpose.
Heshall maintainan account at a bankor otherfinancial
institution approvedby the Chapter. The account shall bein the nameoftheChapter and into it all monies,cheques
etc. received shall be promptly paid, and from it
withdrawals may be made under such signature or
signaturesas the Chapter may decide. He shallproduce
his accountsannually to the Chapter at theEnthronement
MeetingandbeforetheSovereign is enthroned, prior to
which heshall haveproduced them, withall vouchers,to
theauditors elected by theChapter. Immediately afterthe
Enthronement Meetingheshall handover to his successorthe balance, togetherwith all books, chequebooks, bank
statements, papers, vouchersandinstructions relatingto the
Chapter and sign all authorities and papers necessaryto
complete the formalities oftransfer.
52.All vouchers,papers, booksetc relating to thefinancial
affairs ofa Chapterarethe property ofthe Chapter The
Chapter, or,with thepermission oftheInspector GeneraL,
theSovereignhas thepower to require their production and
to retain them atanytime.
53. (a) The auditors shall audit the accounts
promptly when submitted to them by the Treasurer and
sign them prior to their productionto the Chapter
(b) A copy oftheannual accounts with thecertificate
oftheauditors shall be sent to everysubscribing member of
the Chapter andto the relevantInspector General withthe
summonsfor the Enthronement Meeting.
(c) Where accounts are notpresentedas required by
these Rules the Sovereign shall forthwith inform the
relevantInspector General oftheposition andrequire them
to be produced at thenext regularmeeting oftheChapter.
RECORDERS ANDRETURNS
54. The Recorder shall promptly submit all reports,
applications, returns, complaints etc., to the relevant
Inspector General by whom they will, ifconsidered
necessaryor ifso required by theseRules, be transmitted to
theSupreme Councilfor informationor action.
55. The Recorder is responsible forthe preparation and
issue ofthe summonsformeetings oftheChapter andshall
keep a Minute Book in which he shall record the
proceedings ofevery meeting. These minutes must beread,
confirmed andsigned at thenext regular meetingofthe
Chapter unless they have been previously circulated in
typedor printed form to every subscribing member, in
which casetheymay be takenas read unless anymember
present objects.
56. All changes in Chapter membership otherthan thosecovered by Rules 38 (Perfections) and41 (JoiningMembers)
will be notified to the Supreme Council on the Annual
Return.
57. The Recorder shall complete and transmit to the
Supreme Council the prescribed form of (1) the Annual
Return for the year to 30 June for his Chapter and(2)

PART VI- DISCIPLINARY MATTERSEnthronement Report immediately afier the Enthronement.
The Annual Return (with the Annual Dues) shall be
transmitted to reach therelevant Inspector Generalby 15
July andtransmitted by him to reach the SupremeCouncil
by 31 July.
58. The Recorder ofa Chaptershallimmediately notify
the Supreme Council andthe relevant InspectorGeneral
and District or Group Recorder of any change in his
address.
ANNUALANDOTHER DUES ANDPAYMENTS
TO THE SUPREME COUNCIL
59. Every Chaptershall pay to theSupreme Councilan
AnnualDue ofsuchamount as shall from timeto timebe
prescribed by the Supreme Council in respect ofevery
Brother whowas a subscribing memberduring any part
ofthe 12 months immediately preceding 1 July in each
year.
60. Iffor two consecutive years Annual Returns and
dues are not duly received froma Chapter the warrant of
that Chapteris liablefor forfeiturebut itmaybereinstated
ifthe Supreme Council so directs and suchreinstatement
may be made retrospective; any such direction shall not
prejudice theinherent power ofthe SupremeCounciltorevoke thewarrantat a laterdateor dates
61. All payments to the Supreme Council are to be
tiansmitted to theSupreme Councilat its GrandEast (10
Duke Street St. James,London, SWlY6B5). Postal and
money orders,cheques etc.are to bemadepayableto The
Supreme Council330,
62. A member ofthe Order remains as such untilhis
death or until either his resignation from the Order is
accepted by theSupreme Councilor heis expelledfrom it.
63. Except asherein provided a Brother,other than one
affiliated from another jurisdiction, having swornallegiance to this Supreme Councilshall not receive any
ofthe Thirty-threeDegreesofthe AncientandAccepted
Rite from any other masonic body, unless with the
permission andsanction ofthis Supreme Council. Ifhe
does heshall be deemed to have been foithwith expelled
from the Order underthese Rules. Providedalways that a
memberwho has regularly affiliated from or to a Foreign
Masonic Power nevertheless may receive withoutfurther
permissionfrom thisSupreme Council anyhigherdegreeto which hemaybeelected by that Body.
64. In this andthefollowing Rules:
(a) MasonicAuthority meansanyMasonicPowerand
anybody or personacting with theauthority ofsuch body.
(b) EverymemberoftheAncientandAccepted Rite
is required to observethe highest standard ofmoral and
civil behaviour atall times. Failure to do s o in any respect
constitutes masonic misconduct.Without prejudiceto the
generality ofthis provisionthefollowing particular matters
constitute masonic misconduct, namely, convict ion in a
criminal court (exceptwherethe only punishmentis a fine
not exceeding such sumas the SupremeCouncil shall from
time to timedetermine,) and failure to obey the Rulesof

the Order ora dii ection ofthe Supreme Council or ofan
Inspector General acting within his authority. The
imposition of a sentence of expulsion, suspension or
exclusion by a competent Masonic Authority shall be
conclusive proofofthe commission of the masonic
misconduct in respect ofwhich such sentence was
imposed.(c) Notwithstanding the provisions ofthis Rulethe
Supreme Council has at all times and in all mattersunfetteredpowerto investigate and take action upon any
suspected orallegedcase ofmasonic misconductandto
take such action thereon as it mayconsider to be in the
bestinterests oftheOrder.
(d) By tradition a Sovereign Tribunal of Grand
Inspectors Inquisitor Commanders 31st Degree is
competent to deal with certain allegations of masonic
offences and appeals; this jurisdiction may only be
exercised ifauthotised by theSupreme Council in a specific
case and subject to any limitations imposed in the
authorisation An appeal against any decision in such anauthorised caseshall lie to the Supreme Councilbut only
in respectofsentence and mattersoflaw.
65. (a) Itis the dutyofthe Sovereign andRecorder
of a Chapter to report to the relevant Inspector Generalanycomplaint or allegation ofmasonic misconduct by any
member under his jurisdiction or of action taken by a
Masonic Authority in respect ofsuch misconduct of which
they may becomeaware.
(b) An Inspector General may of his own motion
enquire into any suspectedcase of masonic misconduct
by anymember under his jurisdiction and shall so enquire
into anyreported to him. He may himselfconduct the
investigation thereof or may appoint a committee ofone,
two or threebrethren to investigate andreportthereon and
shall satisfy himself that the Brother orChapter against
whom the complaint is made has had notice of the
complaint andadequate opportunity to be heard thereonIfhefindstheallegationto beestablished heshall forward
the papers, with his report and recommendationthereon,
to the Supreme Council. A copy of the report and
recommendation shall be forwardedby the Inspector
General to the Brother or Chapter of whose conduct
complaint wasmade and heor it shallbe informed of their
right to comment thereon to the SupremeCouncil; such
comments must be received by the Supreme Council
within fourteen days ofthe date on which the copy wasdespatched to such Brother orChapter and shall be laid
beforethe next meeting ofthe Supreme Council. After
considering thereport, recommendations andanysuch
comments the Supreme Councilshall then,orafter such
adjournments as it may think desirable, award such
punishment by way of reprimand, suspension,expulsion
or exclusion as they shall see fit provided that if the
I Inspectot General deemstheoffenceto beofa minornaturehemayhimselfreprimand the Brother or Chapter andreportthefacts to theSupremeCouncil.He mayalso suspend
the Brother or Chapter pending action by the
Supreme Council.
(c) TheSupreme Council alone has powerto expel
Brethren or erase Chapters provided that a Brother
expelled by the United Grand Lodge of England shallbe

deemedto have been expelled at the sametime from this
Order. A Brother resigning from theCraftunder Rule277A
ofthe Bookof Constitutions ofthe UnitedGrand Lodge
ofEngland or any similar ruleshall immediately be
consideredto haveresigned also from this Order.
(d) A memberofthe Order who is suspended in the
Craft by the United Grand Lodge of England or acompetent masonic authority acting under powers
conferredby it or who is expelled or suspended by any
other Masonic Power shall be deemed to have been
forthwith suspended in this Order andshallbe liable to
such further punishment of expulsion, suspension or
otherwise asthe Supreme Council may determine.
(e) ABrother expelled orresigning or deemed to have
been expelled or to have resigned under this Rule shall return
his certificates ofmembership ofanydegree oftheAncient
and Accepted Rite to the Supreme Council, andthe last
Sovereign ofa Chapterwhich has been erasedshall return
the warrant or Warrant of Confirmation and any other
warrant issued to theChapter to the SupremeCouncil.
(f) A Chapter may beerasedby theSupremeCouncil
atanytime after such enquiries as it shall deem reasonable
(g) Documents requiredby this Ruleto be sent to a
Brother orChaptershallbe sent by firstclass post orairmail addressed (inthe case of an individual) to his last
recorded address and(in the case ofa Chapter)to the last
recorded address of the Sovereign or Recorder. The
envelope shall be marked Private and Confidential and
the package shall be deemed to have been delivered in
course ofpost.
66. Ifa member of the Order be alleged to have been
guiltyofmasonic misconduct by having aided, assisted or
been present at the conferring in an irregular manner of
any degreeoftheRite(however named), heshall bedeemed
to have been the subject of a complaint of masonic
misconductto theInspector General having the charge of
anyChapterofwhich he is a member andmaybeproceededagainst accordingly. Any question of jurisdiction as
between InspectorsGeneralin such casesshall be referred
to theSupreme Council whosedecision shallbe final and
bindall concerned.
67. Any dispute between members ofthe Order which
cannot be settledwithina Chapter andanydispute between
Chapters shall be transmitted to anddetermined by the
Supreme Council,provided that whereall the partiesto
the dispute are within the jurisdiction of the sameInspector General, the dispute may be decided by him,
subject to the rightof any ofthe partiesto appeal to the
SupremeCouncil.
68. Except by specific permission of the Supreme
Councilno memberofthe Order may givea talkor paper
at anymeetingheld under itsjurisdiction or on any aspect
ofthe Rite or anyofits degrees atanyothergathering nor
may hecause or encouragethepublication ofany matter
aboutor connected withthe Rite or anyof its degrees.
PART VII - HIGHER DEGREES
69. (a) Nomeetingfot conferring a Higher Degree
shall beheld except by permission ofthe SupremeCouncil.

(b) Attendance ata meeting atwhicha Higher Degree
is or is purported to be conferred, rehearsed or
demonstrated otherwise than with the authority ofthe
SupremeCouncilor a MasonicPower in amity constitutes
masonic misconduct.
70. (a) Except by authority granted by the Supreme
Council -
(i) no member is eligibleto receivethe30thDegree
unless heis a Past Sovereign ofthe Order,having served
or beingdeemed to have served,a fullyearin theChair of
a Chapter andhas been a member ofthe 18th Degree for
atleast threeyears;
(ii) no member is eligible forelection to the 30th,31st
ox 32nd Degreeunlesshe is a subscribing memberin good
standing ofa Chapter.(b) Theprescribed formfor recommendations for
promotionto a Higher Degree may be obtained from the
relevantInspector General.
(c) Election to a Higher Degree includes electionto
all inferior degrees not previously conferred upon the
candidate.
(d) Election to a Higher Degree does not confer that
or anyother degree on the Brother so elected; they are
conferred only by theappropriate cetemonial or by patent
andifnot conferred within oneyear ofelection theelection
lapses.
30th DEGREE
71. By the Grand Constitutions, no Grand Chapter
of GrandElected KnightsK.H.can be held except under

72. (a) A Chapter may recommend for promotion
to the 30th Degree a subscribing member whosatisfiesthe qualifications set out above and who has been
recommended therefore by a majority vote ata duly
summoned meetingofPast Sovereigns whoare subscribing
members ofthe Chapter. Therecommendation must be
on theprescribedform, signed by thesenior Past Sovereign
present and transmitted by the Recorderto the Supreme
Council. Therelevant Inspector General may addhis
commentsto the recommendation ifhe so desires.Where
any difficulty in obtaining theviews ofthePast Sovereignsis experienced the relevant Inspector General may give
instructions as to the procedure to be followed andthe
Chaptershall proceedin accordance with his ruling, and
any resultant voteshallbe final and binding.
(b) An Inspector General may recommend to the
Supreme Councila qualifiedmember for promotionto the
30th Degree ofhisown motion, but shall state in writing
his reasons for so doing.

73. (a) These Degrees are conferred by the Supreme
Council by selection,but membership is strictly limited.
(b) Recommendations forpromotion to the31st and
32ndDegrees maybe made to the Supreme Councilby the

Chapter. The account shall be in thename ofthe Chapter
and into it all monies, cheques etc. received shall be
promptly paid, and from it withdrawalsmay be made under
such signature or signatuxes as the Chapter may decide.
He shall produce his accountsannually to the Chapter at
the Enthronement Meeting andbeforethe Sovereign is
enthroned, prior to whichhe shall have produced them,withall vouchers,to the auditors electedby the Chapter.
He shall hand over to hissuccessor when elected and
invested thebalance,together with all books, cheque books,
bankstatements, papers,vouchersandinstructions relating
to theChapter andsignall authorities and papers.
(b) All vouchers, papers, books etc. relating to the
financialaffairsofa Chapter arethe property ofthe Chapter
which haspowerto require their production and to retain
them atany time.
(c) The auditors shall audit the accounts promptlywhen submitted to them by theTreasurer and signthem
priorto theirproduction to theChapter.
(d) A copyoftheannual accountswith the certificate
oftheauditors shallbe sent to every subscribingmember
ofthe Chapter and to therelevantInspectorGeneral with
the summons for theEnthronement Meeting.
(e) Where accounts are notpresentedas required bythese by-laws the Sovereign shall forthwith inform the
relevant Inspector Generaloftheposition andrequite them
to be produced atthe next regularmeetingofthe Chapter.
6. No payment for otherthan ordinary purposes shall
bemade from Chapter fundswithout the sanction ofthe
Chapter by resolution, noticeofwhichshall begivenin the

Sovereign may authorise such expenditureto an amount

a Standing Committee. Itshall meet by direction oftheSovereign to interview proposed candidates and to report
on anymatterreferred to it by the Chapter shall
forma quorum.

8. Noalteration or addition shall be made to these
