Mission Statement
The purpose of the Madison County Community Development Department is the
development of viable communities by providing adequate affordable housing, a suitable living environment and expanding
economic opportunities.
Services: CDBG
Madison County Community Development is the County agency that administers over 15 million dollars in federal, state and local grant programs including:
US Department of Housing and Urban Development (HUD), Community Development Block Grants (CDBG) programs for Madison County units of government. Providing infrastructure support, housing rehabilitation, the elimination of slums, blight and local program assistance.
Services: CSBG & USDOE
Administers the IL DCEO Community Services Block Grant (CSBG) program-providing services to seniors, vets and other at risk populations.
Administers the US Department of Energy's (USDOE) Weatherization and Energy Efficiency Programs, and the County Lead Abatement program
Services: Homeless Prevention & HOME Directs the County’s Homeless Prevention and
Action Programs, such as providing for immediate short term emergency needs and housing by targeting at risk populations
Manages the County's - US Department of Housing and Urban Development's HOME program, providing housing development and redevelopment opportunities with local communities and works closely with the three County Housing Authorities

Housing Redevelopment
Services: LIHEAP & Park & Recreation Supervises the Low Income Heating and Energy
Assistance Program (LIHEAP) utilizing US Department of Energy Funds - for seniors and others at risk who need help paying heating and cooling bills in peak seasonal periods
Responsible for the management of the Madison County Parks and Recreation grants (PEP) program administering funds from the Regional Park District to provide recreational opportunities to Madison County communities.
Develop and manage the County's economic development programs, including three Enterprise Zones and various infrastructure development and low interest loan programs.

Local Government Focus
The County will develop a fully integrated website and multi-platform strategy for communications regarding economic and community development. This involves proactive news stories on programs and services to our constituencies
Provide periodic economic snapshots of Madison County economic and community development activity
Develop a program of outreach into individual communities by making presentations to civic organizations and others by expert MCCD staff

Develop a comprehensive Economic Development marketing program
Convene regular gatherings of economic and community developers in Madison County
Build technical capacities of Madison County communities creating technical working groups, provide presentations and expert advice for all Madison County economic and community developers

Economic & Community Development Programming Work with Tourism agencies and Chambers of Commerce in
Madison County to develop tourism corridors to support tourism related economic development
Enhance the County’s agricultural markets and assist in development of local food production and food hubs – with an emphasis on underserved food “deserts” and develop transportation networks to support them
Develop programs supporting USDA Rural Development to expand infrastructure needs in the County
Develop a Health Care Services Infrastructure network across the County to grow and develop health care campus concepts and promote co-location of allied services in health clusters
Economic & Community Development Programming Working with the County Veteran’s Assistance
Commission to provide opportunities for vets housing, training and jobs
Develop a POC for Senior services and programs for the County for senior population
Promote the development of a Housing network to develop new housing opportunities, through in-fill development, redevelopment and new development and promote a Home Buyer Assistance network
Provide space for the Illinois Manufacturing Excellence Center to support Madison County industries

Develop networks for small business and social entrepreneurial based businesses in Madison County communities for social workers, health care and community based providers
Partner with local schools and colleges to create job training networks for the new jobs of the future in tech ed and other STEM programs
Work within communities improving housing stock and energy efficiency through various programs
