Parliamentary procedures are rules that tell us how situations in a legislative or other body are to be handled.
The first thing a club/committee must do is to create an agenda. This should have eight main sections: Call to
Order, Roll Call, Minutes, Treasurers Report, Committee Reports, Unfinished Business, New Business, and
Adjournment.
Call to Order is done by the president of the club/committee. This usually includes the 4-H and our nation’s
pledges as well (every club should have a flag provided by the Extension Office last year.)
Roll Call is completed by the secretary. This is used to determine quorums and if a majority is present so that
business can be transacted.
Minutes are read by the secretary as well. These should be what occurred in the last meeting so that
everyone present is “up to speed” on events.
The Treasurer’s Report is read by the treasurer. This should include any bank balances, outstanding checks,
and other pertinent information and is solely for information purposes. Remember, treasurers can help keep
track of membership fees, camp fees, and so forth!
Committee reports are read by the committee chair for all standing and special committees. Committees
may bring forth new business at this time, but only members of the committee are allowed a vote. (If you
have attended a Leaders’ Council meetings, this should be familiar. You have probably heard the various
committees’ reports during the meeting.)
Unfinished (Old) Business consists of all items (main motions) that were brought up at prior meetings but
were not resolved or voted upon, whereas new business is a new item which needs to be brought to the
attention of the group. (Note: new business should be on the agenda, but any new business can be
brought forward with the presidents/chair’s permission.)
During all old and new business, main motions are brought forward. These should be debatable (arguments
on both sides), amendable (they can be changed), and all require a majority vote. All motions must be
moved and seconded.
Following a motion being presented, it is brought forward to debate; all speakers must get recognition from
the chair during this time before presenting their ideas or opinions.
Amendments to motions are used to modify the main motion. These, too, must be voted on. If an
amendment to a motion passes, the main motion still has to be voted on. A motion may also be postponed
by asking to “table a motion” or referred to a committee to take action or get more information.
Finally, the meeting must be adjourned using a motion to adjourn and a second. Follow the link below for a
fantastic video example of Parliamentary Procedure in action. When calling for opposition to main motions, the chair may ask for “nay” or “no”, or simply a hand raise!

• Enclose a $100.00 deposit (check payable to Magic Valley Dairy Heifer Program) this isnon-refundable if you voluntarily withdraw
• Separate piece of paper write a brief explanation why you want to be in the program
• Letter of recommendation from your 4-H leader/FFA advisor (applicants letters must bewritten from a non-related 4-H leader/FFA advisor. If there is no other leader or FFA Advisor inthe club/chapter, the 4-H Coordinator in the applicant’s county must write the letter ofrecommendation for the applicant.
• Return them to the MVDHP, c/o Teresa Tverdy, 630 Addison Ave. W. Suite 1600, Twin Falls, ID83301, no later than 4:00 p.m., Friday, January 25, 2019.
• To be eligible to participate, applicants must be 8 years old by January 1, of current year andnot older than the 11th grade in the year the application is made. PROGRAM REQUIREMENTS
(INITIAL each line indicating you have read & agree to fulfill each requirement) By not initialing the application will not be considered.
Applicant Parent ______ ______I agree to enroll in and be an active member of a 4 -H Club/FFA Chapter, complete
a dairy project, a project record book, and participate in the 4-H/FFA Dairy Show at my County Fair. Once the projects starts in 4-H or the FFA program, it must finish in the same program started.

• Will notify MVDHP chairman ahead of educational activities if not attending.• If unable to attend any one of the educational activities I will attend either
the MVDHP meeting before the activity or the MVDHP meeting immediately after the activity to be excused.
• As well as a report must be received to Teresa Tverdy no later than 6 daysafter the activity missed to be excused for being absent from that activity.

The Magic Valley Dairy Heifer Program Steering Committee reserves the right to refuse an animal to an individual based on prior performance, ability, or if references indicate that it would be in the best
interest of the child or the animal that the animal be denied.
No animals will be replaced except for non-breeders, at the discretion of the Steering Committee
