YOUR DEDICATION TO WILD, NATIVE FISH & THEIR HOMEWATERSNURTURES LEADERSDear Members and Supporters,
2014 was a big year for wild, native fish. From securing protections for threatened wild steelhead on California’s Mendocino and Sonoma coasts, to permanently protecting some of Washington State’s most iconic steelhead rivers from hatcheries, the Native Fish Society has worked tirelessly with local community groups, scientists, and agency partners to ensure a future where wild fish thrive.
But there’s more work to be done.
With increasing pressure on our rivers and the Northwest’s iconic fish species, the efforts of NFS, our partners, and our locally based River Stewards could not be more timely and important. Warming temperatures, continued natural resources extraction, poorly managed hatcheries, and damaging hydropower projects and dams have combined to swiftly reduce the diversity, abundance, and fitness of wild, native fish across the Pacific Northwest.
Built upon a foundation of science and a steadfast belief that local people are the best advocates for their rivers and fish, our River Steward Program was designed to tackle head-on these mounting challenges at the most local level. Moving forward, Native Fish Society will continue to strengthen our grassroots network of River Stewards, cultivating a diverse community of wild fish advocates, arming them with the scientific understanding and advocacy tools they need to serve as the most effective voices for wild native fish and their homewaters.
As we celebrate 20 years fighting for the protection and recovery of wild, native fish, we would like to acknowledge our generous supporters, dedicated grassroots volunteers, hardworking staff, and coalition partners who have made possible two decades worth of success, including the accomplishments outlined in this report. Thanks to the dedication and passion of our River Stewards, members, supporters, volunteers and staff we are pleased to report our most proud accomplishments of 2014. This year we:
• Protectedthreatenedwildsteelheadmadevulnerable during drought conditions on California’s Mendocino and Sonoma coasts by improving low flow angling regulations.
• AdvancedOregon’sChetcoandMolallariverstowardStateScenicWaterwaydesignation to provide safeguards from future damming and damaging mining practices.
• Permenantlyprotectedwildsummerandwintersteelhead from hatchery steelhead stocking in the NF Toutle/Green, Wind and East Fork Lewis rivers.
• ProtectedwildwintersteelheadontheSalmonberryRiver by stopping the scenic railroad’s illegal reconstruction activity, which included dumping rock and soil in the river during peak spring spawning.
• Securedprotectionsforsevenpreviouslyun-managedspeciesofmarineforagefish,ensuring that science-based decision making will safeguard this important food source for wild salmon and steelhead.
• Builtcriticalsupportforprotectingalmost20,000acresofexceptionalbulltroutandwildlifehabitat through Oregon’s Wychus-Deschutes Wilderness Proposal.
• Championedtighterrestrictionsforsuctiondredgemining,which would prohibit this activity within Oregon’s Essential Salmonid Habitats, protecting water quality and the integrity of key native fish habitats.
• Expandedthecoalitionoflocalbusinessesandpartnersopposingopenpitstripmining in SW Oregon’s Hunter Creek and Pistol River.

HOMEWATERS
MENDOCINOCOAST,CA | On a February day in 2013, River Steward Doug DeRoy hiked to one of his favorite fishing spots on the Mendocino Coast. To his surprise, a month-long drought had produced flows so low that steelhead were trapped in a gin clear pool only a few feet deep. Despite California’s system of low flow angling regulations intended to protect fish during periods of low flows, the river was still open to fishing. Something wasn’t right.
Wanting to protect both the health of these wild steelhead and angling opportunity on these rivers (Doug caught his first steelhead on the Central California coast), Doug worked with local stakeholders and biologists, including National Marine Fisheries Service and California Department of Fish and Wildlife, to come up with a more effective low flow trigger based on the hydrology of these coastal streams, fish passage studies, and coastal angling experiences.
The new low flow trigger, passed into regulation in January 2015, protects wild steelhead by reacting to the coast’s dynamic seasonal flows. This new low flow closure now more effectively protects wild fish, as the regulation originally intended, while permitting angling when flows are high enough for these steelhead to freely migrate upstream.

PROTECTING WILD STEELHEAD
Member of the YearOur 2014 Member of the Year award was presented to Dave Becker. Dave led our legal efforts during the Save Sandy Salmon campaign. His work resulted in a precedent setting U.S. District Court ruling that found Sandy River Hatchery programs violated federal environmental laws. This case has been used to drive hatchery reform actions region-wide.
River Steward of the YearOur 2014 River Steward of the Year award was presented to Washougal River Steward Steve Lent. Steve worked with WDFW to establish Washington’s fourth official Gene Bank designation on the East Fork Lewis River, which protects wild steelhead by eliminating hatchery steelhead releases, implementing conservation based angling regulations, and increasing monitoring efforts.
LEVERAGING A WILD FISH ARMYOREGONCITY,OR | During 2014, our signature River Steward Program grew to nearly 80 Stewards working on more than 80 watersheds across Oregon, Washington, Idaho and Northern California. Our focus on increasing the quality of support provided to each River Steward resulted in our program fielding the most expansive set of local initiatives to date. Building on our successful model, the River Steward Program added two new Regional Coordinators to our roster in 2014. Regional Coordinators are veteran River Stewards who provide additional support, education, and resources to 6-8 River Stewards in a discrete region. Kyle Smith was promoted as the Willamette Valley Regional Coordinator, and Jason Small became our first Washington-based Regional Coordinator serving Puget Sound. Kyle and Jason join our other three Regional Coordinators, including Paul Engelmeyer on the Central Oregon Coast, Peter Donahower on the Mid-Columbia, and Conrad Gowell on the North Oregon Coast. In the fall of 2014, Jake Crawford, the former Southern District Manager, took over as River Steward Program Director, while former director Mark Sherwood moved to Brookings, OR and was retained as our Southern District Manager. Having served formerly in each other’s positions, both Mark and Jake are uniquely cross trained on every aspect of the River Steward Program. We look forward to Mark and Jake increasing NFS’s capacity and successfully advancing the River Steward Program in their new roles.

RIVER STEWARDREGIONAL COODINATORS. DISTRICT MANAGERPROGRAM DIRECTOR
SOUTHWEST,OR| When Hunter Creek resident Dave Lacey became a River Steward in the Fall of 2013, he had no idea he would be fighting an international mining company with plans for an open pit strip mine in the headwaters of his home watershed.
Over the course of 2014, Dave hosted community meetings; publicized the issue through a short video created with NFS; authored newspaper articles; canvased his watershed educating neighbors on the threat posed by the mine; worked with NFS to host an action alert that generated 600 comments to the Forest Service; won the support of the Curry County Commissioners, who passed a resolution against selling the mining company water; and traveled to Washington D.C. to educate congressional staff on the importance of protecting his watershed and wild, native fish.
As a result of Dave’s tireless efforts, Hunter Creek and Pistol River have joined their better known sister rivers, the Illinois, Rogue and Smith, in a national campaign to protect the wild rivers of SW Oregon from strip mining. The River Steward Program and our Southern District Manager, Mark Sherwood, look forward to continue working with Dave to secure critical protections to ensure his homewaters and wild, native fish continue to thrive.
