Leading up to the general election on November 5, the City of Sugar Land will spend the early fall making sure voters understand the $50 million dollar bond measure involving three parks propositions.

Those three measures are:• Proposition 1--65-acre

community park at Chatham Avenue and Easton Avenue, $18.5 million

Sugar Land voters to decide $50 million bond referendum for parks projects

• Proposition 2--Phase 2 of the Brazos River Park and adjacent festival site, $21.3 million

• Proposition 3--10-mile connecting network of hike and bike trails and bridges, $10.2 million

Last week we told readers about an exposure incident at a local church. This week we can announce that the Sugar Land Police have arrested the offender.

On August 15, 2013 at about 9:20 in the morning Sugar Land Police responded to an indecent exposure call in the parking lot of the Sugar Creek Baptist Church, located at 13333 Southwest Freeway. Sugar Land Police spokesman Doug Adolph said, “A woman said she parked her car and was walking to the church when she saw a man sitting in a vehicle with his pants down performing a sexual act on

himself while parents were dropping off their children.”

The woman reported the offensive behavior to one of the church’s

pastors who had the wherewithal to take a picture of the suspect, his car, and his license plate.

Adolph said, “Police later located the vehicle at a house in Katy.”

On August 22, Anthony Brian Chin, 31, of Katy, was arrested at Sugar Land Police Department and charged with indecent exposure.

Vietnam veteran is finally reunited with dog tag 45 years later

Thanks to an Australian teacher's love of Vietnam War history and the power of social media, a Vietnam veteran who lives in Sugar Land finally has one of his dog tags back 45 years--almost to the day-- after it went missing.

On Saturday at the VFW hall in Missouri City, Lanny Martinson was honored for his service in Vietnam and for the amazing story of his dog tag that resulted in an international search and a happy ending.

& Human Services advises that work continues with the Centers for Disease Control & Prevention (CDC) as it investigates a food-borne intestinal illness caused by a parasite found in foods.

The cyclospora parasite, typically spread through feces-tainted produce, is responsible for a total of 44 stomach issues reported in Fort Bend, the number of cases as of this Tuesday, said Melanie Manville, Public Health Information Specialist with the county’s health department. Of that number, 36 are lab confirmed and eight are probable, she said. “The number of cases is not increasing, no more people are getting sick, we’re just finding out about more of them,” explained Manville about the outbreak noting that the CDC visited with health officials last week and are now back in Atlanta.

“The cases are from throughout the county,” and Manville also told the "Star" that a city-specific breakdown was not available.

Persons subjected to cyclospora report symptoms that include vomiting, nausea, diarrhea, abdomen pain, and those with these conditions are asked see their doctor, advises the county health department.

Want to know how many miles your commissioner claims on his car allowance? Or how about why the County orders so many cars and they just sit back at the vehicle maintenance facility as the warranty runs out before they ever hit the road? Ever wonder about the elusive Contract Deputy program? How is your school? School Board? How about local /city government? Good or bad, let us know what you want to know.

Is there something that does not pass the scratch and sniff test? Let us know we will check it out. A recently received letter asked that we find out just how elected officials can justify bumping their salaries again after in 2007 they gave themselves raises ranging from 8.91% for the County Attorney to 17.88% for the County Judge, fast forward to 2014 and they again are looking at a proposed 11% pay raise for themselves, based of course, on the State Judges salary formula.

Did we mention, during that same time in 2007 County employees were given a 3.35% raise quickly followed by an increase in their insurance that was dangerously close to their windfall? According to documents received by the Star, from 2008 – 2011, no raises were granted. Now as the economy appears to be rebounding, county

employees were gifted a onetime bonus of $750 in 2012 ($28 per pay check before taxes), a 2.35% step boost in 2013 and there are proposals that are yet to be ratified for 2014.

That being said, what Commissioners are proposing for the workers of Fort Bend County pales in comparison to what they have on tap for themselves. We will keep you posted as the ripples fade and the real numbers surface.

On Saturday, August 31 from 10 a.m. to 2 p.m., First Colony Mall will host a Pennywise Donation Drive for the Fort Bend Women’s Center. Volunteers from the organization will be in the parking lot just outside of shopping center’s Food Court and will accept new or gently used men’s, women’s and children’s clothing and shoes; jewelry and accessories; furniture; electronics; and housewares.

Items that are donated during the PennyWise Donation Drive will be sold at one of the Women’s Center’s PennyWise Resale stores, which support the Center's client programs by offering donated goods to the public at low prices. PennyWise Resale also affords clients and their children an opportunity to find free clothing, furniture and other household items, that are necessities in establishing an independent household.

The Fort Bend County Women’s Center is a resource for abused women and children who have nowhere else to turn. The organization assists survivors of domestic violence and sexual assault and their children to achieve safety and become self sufficient.

Fort Bend County Crimes Stoppers, Inc. is willing to pay a cash reward for information leading to the arrest and conviction of a woman who stole items from a cosmetics store.

In late July, Friday the 26th, Sheriff’s deputies responded to a shoplifting call at Ulta Beauty located in the 5400 block of State 99/Grand Parkway in unincorporated Fort Bend County.

According to Sheriff’s spokesman Bob Haenel, the responding deputies were able to determine that a female was the suspect after watching surveillance footage. Haenel said the suspect was described as a white female, about 5'5", with a thin build. She appears

Special Crime Alertto be between 35 to 40 years old and at the time of the theft was wearing a strawberry blonde wig, a blue tank top, black shorts and black sandals.

On the surveillance footage she can be seen walking through the store, placing items inside an Ulta shopping bag. Haenel said, “Detectives believe the suspect crouched while between aisles in order to remove the items in the bag and place them in her own purse, leaving the Ulta bag behind.”

The theft was reported to be almost $225. She was seen leaving the area in what is believed to be a Toyota Camry.

Information which leads to the apprehension and filing of charges on the suspect involved could earn a reward of up to $5,000.

Fort Bend deputies responded to a 911 call reporting an aggravated robbery late on the night of August 17, 2013 at a home in the 2300 block of Wildwood Lake Drive in the Mission Glen subdivision. According to Sheriff’s spokesman Bob Haenel, about 11:50 that Saturday night,

Mission Bend party invaded by armed gunmen“Four or five men entered the home where a party was in progress. They held guns on the people inside and demanded money. They ended up taking electronic devices, an electronic game system and any cash available. They ransacked the home in the search for money, witnesses said.”

Haenel went on to explain that with the exception of one,

the other suspect’s had their faces obscured by masks.

Crime Stoppers is willing to pay up to $5,000 to anyone who can or will identify the suspect who has been recognized in pictures on Facebook that show one of the electronic devices believed to have been stolen in this robbery.

This suspect is believed to be a Hispanic male whose first name is Carl but goes by the nickname of Pollo.

Drinking, driving and smashing a police car, never a good mix; not so lucky!

At 4 a.m. last Saturday morning a couple of Sugar Land Police officers were working along the shoulder of US 59 near University Boulevard. As they worked, an approaching Honda sedan crashed into one of the police cars and careened out of control coming to a stop some 150 feet south of where it impacted the patrol unit.

Sugar Land Police spokesman Doug Adolph said the Honda was occupied by the driver and three passengers. One passenger was ejected and taken by Life Flight to Hermann Memorial in Houston with head, neck, and back injuries.

Sugar Land Police have lucky nightNo other injuries were reported. Adolph said the southbound lanes of 59 were closed from the time of the accident until about 10:30 Saturday morning.

As a result of the accident, Michael D Maun, 25, was arrested and charged with intoxication assault.

Managing Bladder InfectionsCystitis is the medical term for inflammation of the bladder. It is most

commonly caused by a bacterial infection. A urinary tract infection (UTI) occurs when outside bacteria enters the urinary tract, such as the blad der, to spread and multiply. Women are more likely to get cystitis espe cially if they are sexually active, use a diaphragm for birth control, or are pregnant. Symptoms include frequent, short bouts of urination, strong-smelling or cloudy urine, a burning sensation during urination, pain in the pelvic area, and a strong urge to urinate. The spread of the infection to the kidneys is a major concern and complication of cystitis. A few causes of infectious cystitis include: use of catheters, radiation therapy, and hypersensitivity to chemicals found in bubble baths or feminine hy giene products.

Lab tests and an assessment from a healthcare provider are necessary in order to classify the type of infection present and the appropriate antibiotics. A five-day course of nitrofurantoin (Macrobid) is commonly used to treat many first-time cystitis infections. A three-day course of double-strength trimethoprim-sulfamethoxazole (Septra) is another treat-ment alternative. This medication should be avoided with sulfa allergies. For recurring UTI’s, most people will need to take an antibiotic for a longer period of time.

How do we learn discipline, refuse dependency and embrace ethics? The Left would argue their rhetoric to the low-information voter: “Embrace the Democrat Party. We help the poor and we offer you all the free programs to give you the ‘head start’ you need to become successful.”

Nothing could be further from the truth.

On the one hand Obama touts higher education while the DOJ is now suing to block Louisiana’s school voucher program to get kids out of

This administration has not only announced a sealed indictment for the ones behind the Benghazi attack but is now blocking the FBI from seizing the five Benghazi suspects. This administration has no qualms on missing key meetings, with Samantha Power now ignoring an urgent UN Security Council meeting on Syria and instead going to Ireland on a personal trip.

The truest foundation for success is the structure and strength of the family unit

with God at the center. We, as parents, choose if we want to teach our children history, leadership skills, ethics, honesty and integrity. If we embrace these traits, we learn discipline. If we are courageous enough to fight for what is right, we will, indeed, encounter opposition—and bloody opposition at that.

Our very foundation—the family unit—is being crushed by the Left. Without a solid foundation, dependency breeds enslavement. The Left thrives on crushing self-motivation, success and refutes accountability.

Our Constitution breathes life into each one of us, affords us the greatest opportunity while embracing the rule of law. Being a Conservative stands in perfect harmony with both the Constitution and the very foundation and relevance of the family unit.

Our country is at the mercy of the most corrupt and

fiscally incompetent Congress that is playing with the very survival of our country—and our greatest document—the Constitution. Defunding Obamacare is the right thing to do. Congress inflicted on us a law that Congress both unconstitutionally and illegally exempted themselves in a gold-plated separate subsidy while telling the rest of us “to stay healthy” and then we won’t have to worry. Argue that ignorant rhetoric to our loved ones who suffer from hereditary diseases, cancer, mental illness or who have been in a devastating accident—all no fault of their own. The rule of law isn’t exclusionary. We are fortunate to live in the Medical Center mecca of the world, a place people travel to from around the world to seek medical care—and it is being destroyed right before our very eyes.

Watching your carbs? Here is a delicious recipe for an individual serving that you won’t want to pass up. It’s not exactly low fat, but definitely low carb. Feeding a family? Just multiply the ingredients by the number of people you are serving. Bacon Wrapped, Cream Cheese

Stuffed Chicken Breast • 1 boneless skinless

chicken breast• 2 Tbs. cream cheese

(I used Neufchatel)• 1 Tbs. chopped green onion• 2 pieces bacon,

partially cooked.• Garlic salt to tastePreheat oven to 375.Pound chicken breast

until ¼” thick.Sprinkle with garlic salt.Mix together cream cheese

& green onions. Spread over one side of chicken breast.

Bacon Wrapped, Cream Cheese Stuffed Chicken Breast

Roll chicken breast up to seal.Wrap partially cooked

bacon around chicken and secure with toothpicks.

Place on baking sheet &

bake 30 minutes or until done.Broil for about 5

minutes to crisp.Makes 1 serving.To vary this up, sprinkle pesto

seasoning on the chicken before spreading the cream cheese and layer roasted red bell pepper on top before rolling up. If carbs are not an issue, glaze the rolled up chicken breast with Blackberry Chipotle sauce before broiling. I see endless possibilities with this one. Enjoy!

The Sugar Land Fire Department is targeting January 2015 for implementation of its own ambulance system.

The effort is the result of a strategic project to improve the delivery of lifesaving emergency medical service in Sugar Land by:

• ensuring advanced life support response times of 60 seconds for dispatch, 60 seconds for turnout time and 8 minutes of travel time for 90 percent of all calls;

• creating a Patient Care Reporting system that can be used by paramedics in the field to ensure local hospitals have access to information prior to the arrival of patients;

• increasing fire department resources;

• building on a network of assets that provide flexibility, speed and efficiency in public safety response; and

• building an Emergency Medical Dispatch capacity that will send appropriate personnel and equipment to EMS calls.

Last year, SLFD hired Tri Data Corporation to conduct a study to determine how to meet ALS delivery standards that were previously identified by Dr. Joe Anzaldua, Sugar Land’s medical director. Tri Data Corporation recommended building and operating a paramedic transport system to meet the goals identified by the City’s medical director.

The SLFD command staff, the City’s medical director

and rank-and-file firefighters are working together to refine recommendations presented by the consultant to build a patient delivery network supported by EMS revenues.

This process will occur over a period of six months to a year while emergency calls specific to Sugar Land are analyzed to determine the most efficient and effective deployment of increased resources.

As part of the proposed plan, 11 new paramedic/firefighters will be hired, and current firefighters will be provided EMS training to staff three ambulances throughout City. This will increase current staffing levels and provide promotional opportunities. A little more than $689,000 is included in the proposed fiscal year 2014 budget for start-up EMS expenses.

Increased personnel and equipment resources combined with a network of interconnected fire stations throughout the City enables SLFD to quickly dispatch resources based on the needs of specific incidents. The approach relies on a network of ambulances and fire crews in close proximity throughout the City to provide far more assets than just one station could typically offer.

Unlike other agencies where large geographic distances exist between stations, Sugar Land has strategically located stations to create a unique network of resources

enabling the department to tailor its response based on call types and quickly bring a large amount of personnel and equipment to an incident. It also reduces the need to overly rely on individual stations.

Planning based on historical data has driven Sugar Land’s focus on EMS.

Last year, EMS represented more than 60 percent of SLFD’s call volume, while structure fires were about .4 percent. A focus on strong code enforcement, public education and relatively new infrastructure has contributed toward a low number of structure fires in Sugar Land.

The addition of SLFD-operated ambulances, increased paramedic certifications and expanded dispatch operations is expected to decrease response times for EMS calls. The new system should also increase readiness for fire calls, as fire trucks will no longer be necessary for minor EMS calls.

Sugar Land Fire Department to enhance EMS service

Three community organizations have already endorsed the bond referendum: Fort Bend Economic Development Council; Fort Bend Green; and Fort Bend Commercial Realtors.

The City plans to use a variety of methods to make sure voters understand the bond measure including social media, direct mail, the city's television station and offering a speaker's bureau for community organizations.

"By law the city cannot advocate for or against any of these bond referendum initiatives," said Pat Pollicoff, Communications Director. "We can educate not advocate."

Pollicoff also said the city would be making sure residents are aware that they will need to show a photo ID for the first time in order to vote. The Justice Department is attempting to block Texas' new voter ID law which was implemented after the Supreme Court in June struck down a key provision of the 1965 Voting Rights Act.

Alert citizen leads to the capture of four armed crooks

Wednesday afternoon, August 21, about 3pm in the afternoon, a 16 year old boy was walking along Wynbourn Way near Bissonnet and Highway 6 in far northeast Fort Bend County when he was accosted and robbed by four men. As the teen walked down the roadway, “A green vehicle pulled up next to him and one of four

black males inside the vehicle got out and threatened the victim with a handgun and stole the victim’s iPhone and his backpack,” said Sheriff’s spokesman Bob Haenel.

Only minutes after that robbery, 911 operators received a call about a suspicious vehicle on Wynbourn Way Court. That vehicle was occupied by four black males who were seen dumping a backpack onto

address. The deputy spotted the suspect vehicle as he traveled to the owner’s home, near the intersection of West Bellfort and Highway 6.

As a second deputy arrived; they approached the suspect vehicle. Once near the car, a deputy spotted a handgun magazine in the rear seat of the car. Further search revealed a loaded 9 mm pistol underneath the front seat and a loaded shotgun in the vehicle’s trunk.

All the property stolen from the teen was recovered.

Charged with Aggravated Robbery – Use of a Deadly Weapon and Engaging in Organized Criminal Activity, first-degree felonies, are: Cedarius Smith, 20; Ditalian Kelley, 19; Chidurum Onwuegbu, 20; and Keith Menifee, 21. All are from Houston.

Each suspect has a bond of $50,000 for each charge.

The story began in 1968 when Lanny Martinson, a Minnesota native, was a member of the 9th Marine Regiment, stationed at the Vietnamese village of Khe Sahn. Intense fighting was underway and Martinson was with his outfit on patrol near a runway when a landmine went off.

“Someone stepped on the mine, and it killed him and wounded four of us,” the 68-year old Martinson said. “I had a hole about the size of a softball through my calf, so I pretty much knew that (my leg) was gone.”

In the ensuing chaos while medics evacuated Martinson and three others off an airstrip near the village, the dog tags went missing. Martinson says he never thought about the dog tags until recently when he filled out the paperwork to get a new one so his daughter could wear it.

Vietnam war buff makes amazing discovery

John Naismith, an Austrailian native who was teaching English in Vietnam, enjoyed spending his weekends touring battle sites and indulging in his love of Vietnam War history.

Two years ago, he took a DMZ tour and ended up in the village of Khe Sahn where he visited a museum on the old military base. After the museum visit, Naismith was trying to find an old airstrip he had heard about when he saw something.

“It was shining in the light in the red dirt. I brushed it off and it was someone’s dog tag. How it got there, I have no idea,” Naismith said.

Naismith says he spent two years emailing various military officials in the United States trying to locate the dog tag’s owner, but got no response.

A career change brought him

to California on a business trip where he told a friend, who happened to own a motorcycle shop, the story about the dog tag. The motorcycle shop owner contacted a friend with connections to Vietnam Veterans motorcycle groups and from there social media took over.

Lanny gets the callThe call came when Lanny and

his wife Delphine were watching television in Sugar Land one night. On the other end of the line was Staff Sergeant Joshua Laudermilk who was stationed in Afghanistan and had heard about the search for Martinson on Facebook and was the one to successfully track him down.

“When I got the call, I wasn’t sure how to handle it, “Martinson said. “The old stuff starts coming back. I went into the bedroom and had a good cry just thinking about my brothers.”

Martinson finally get his

dog tag back on Saturday at the VFW Hall in Missouri City. John Naesmith was there long with 100 riders from the Vietnam Veterans Motorcycle Club. Missouri City Mayor Allen Owen proclaimed the day “Lanny Martinson Day”.

“When you were in Vietnam I was a little boy in the village, looking at the heroes who tried to protect our village,” said Missouri City Councilmember Danny Ngyuen, who grew up in Vietnam during the war. “It’s my honor to join you to welcome you home.”

Ngyuen plans to raise money for Martinson to return to Vietnam next summer where he’ll meet Naismith at Da Nang before going to the DMZ. Martinson has plans to write a book about his story but says he can’t finish the book until he returns to the place where his story started.

The parks projects, if they are approved by voters, would increase the tax rate by a maximum of 5 cents over five years, beginning in 2014. The current tax rate in Sugar Land is 30.89 cents per $100 valuation. According to the city's web site, the average homeowner's tax bill would increase by $25 per year over five years.

The Sugar Land City Council passed an ordinance calling for the bond election August 20. A public hearing on August 6 revealed concerns about the vagueness of the bond language but those concerns have been addressed, according to the city.

"We believe we have achieved a good balance without drowning people in words and providing enough information to meet transparency concerns", said Councilman Steve Porter who also serves on the City's Finance and Audit committee.

Councilwoman Amy Mitchell wanted to know why the project costs ended up being higher in the actual bond than what the council was first given. Assistant City Manager Karen Daly explained that because some of the projects will not be completed for several years, the

Michelle and Alisdair MacLean are proud parents of Nicholas MacLean, a senior at Ridge Point High School. Nicholas earned his Eagle Scout Rank on June 4. He started Cub Scouts with Pack 1401 at Sienna Crossing Elementary and crossed over into Boy Scouts when he joined Troop 140 in Sienna Plantation.

Hehas earned 54 merit badges, served in many leadership positions, his most recent being Jr. Assistant Scoutmaster, and participated in numerous volunteer hours. He has also attended many events and outings over the years including monthly campouts, summer camps, and high adventure treks as Philmont and Sea Base .

For his Eagle project, Nicholas built baseball organizers for the Sienna Baseball Association. The project provided 4 dugout organizers, each consisting of 16 cubicles, giving each ball player a cubical for his hat, glove, and helmet plus a place to hang his bat. This involved researching, organizing, working within a budget, plus acquiring

More than 9,500 Fort Bend ISD employees came together to celebrate the start of the new school year during the District’s Convocation 2013. Held at Constellation Field and underwritten by the Fort Bend Education Foundation, the event gave FBISD employees an opportunity to reunite with colleagues and friends, hear motivational speeches, and enjoy live musical performances.

Program participants included Charles Dupre, Superintendent of Schools; Andy Ralph, Fort Bend Education Foundation Board President; Susan Hohnbaum, FBISD Board Vice President; and

FBISD’s 2013-2014 Teachers of the Year, Johnny DeJesus (Elementary Teacher of the Year) and Walter Benavides (Secondary Teacher of the Year).

DeJesus and Benavides both reminded staff of their important roles in education. “You are helping set a solid foundation from which students can succeed in the classroom and in life,” said DeJesus. Benavides added that “each day when teachers walk into their classrooms, they have the opportunity to impact students lives and to show how much they care and respect their students.”

FBISD employees also enjoyed performances by the

FBISD Drumline, comprised of band students representing all FBISD high schools; Ridge Point High School student Savanna Berry, who sang the National Anthem; and Elkins High School teacher Russ Clark, who also sang. Bush High School’s Navy JROTC cadets presented the colors.

Keynote speaker for the occasion, Superintendent Charles Dupre, took the opportunity to not only share the district’s core beliefs and committments, but to formally introduce himself to employees.

He shared details of his childhood and the path that led him to his superintendency.

He also gave special thanks to one of his former teachers, Elaine Fischer, who was present at the Convocation to join in the celebration.

In parting, Dupre reminded employees that they are all a part of one big team, making reference to the African Proverb, “If you want to go fast, go alone. If you want to go far, go together.”

A meeting to solicit public input on an update of the City's Water Master Plan is scheduled for Sept. 9, from 6-8 p.m., at Sugar Land City Hall, 2700 Town Center Blvd. North.

Goals in the master plan guide the City's comprehensive water strategy and cover a variety of topics including drought management, water use and

water conservation. The public meeting will

include a presentation to: • introduce the Water Master

Plan update;• provide an overview of how

the City is planning for future water needs; and

• review community input already gathered.

Sugar Land's Water Master

Plan describes the infrastructure and policies necessary to accomplish water-related goals included in the City's Comprehensive Plan. The Water Master Plan is one of the City's eight master plans and was last updated in 2007.

The process to update the Water Master Plan will include a variety of opportunities for the

community to provide input and feedback.

The public is encouraged to attend the meeting on Sept. 9. No registration is necessary.

As part of its autism safety initiative, Hope for Three recently offered an opportunity for parents with children on the autism spectrum to become CPR certified. The workshop, held at the home of Charlene Rogers, LPN, was instructed by Andrea Tripp, RN, BSN, M.Ed. Participants were given information and hands on demonstrations of the proper techniques of saving a life of a person in distress.

"Our autism safety initiative is part of various resources we offer the families we serve," said Mary Ann Hibbeler, Hope for Three Family Assistance Coordinator. It is especially important because children on the autism spectrum are prone to wandering and eloping from safe environments such as home, schools, public places; many head straight to nearby waters; knowing CPR is critical", continued Hibbeler.

Boy Scout Troop 731 presented the colors at their annual Pancake Breakfast for Exchange Club of Sugar Land members. The Exchange Club of Sugar Land presented $1,000 check to the Troop as one of their programs supporting Fort Bend County Youth. This year, as in the past, Troop 731 will assist the Exchange Club in passing out American flags at the Fort Bend County Fair Parade; by helping give toys to families at Santa’s Exchange; and by bussing tables at the Exchange Spaghetti Dinner to be held on February 21, 2014.
