Bhawanjeet Singh is General Manager, Corporate Planning in NTPC Ltd., a Power Sector
CPSE. He is basically a Graduate Engineer in Electrical stream with Masters in Business
Administration. He is currently looking after performance management systems in his esteemed
organisation. Singh has over 25 years of wide experience working at corporate level interacting
with various Governmental institutions etc. He has seen various transition phases of MOU and
RFD systems in India. He is one of the main architect of Internalisation of MOU system in his
organisation.

BRIEF PROFILE OF MR. NARESH MOHAN JHA
Mr. Naresh Mohan Jha is an officer of the Indian Civil Accounts Service (1996 batch) with over
20 years of experience in handling various Public Finance Management aspects. He has served in
the Ministries of HRD, Road Transport & Highways, Civil Aviation and with the O/o Controller
General of Accounts in the past. Since October, 2007 he has been part of the Ministry of Finance
as Director in the Budget Division, excluding the period from July 2013 to December 2014 when
he worked as Director in the Fourteenth Finance Commission. He has been responsible in
various capacities in designing and implementing a range of public financial management reform
initiatives in Government of India and has over 20 years of operational and policy making
experience in the field of public financial management and accountability in India. While having
extensive experience in the Budget formulation process having worked as Director (Budget) in
the national budget office, he also has significant experience in budget execution having
managed the allocations and releases, accounting, financial reporting and internal audit functions
in different Ministries of the Government.
As Director in the 14th
Finance Commission of India (July 2013 to December 2015), he worked
on both the Union and State Finances. At present he is closely involved in various budgetary
reforms being carried out in the Government of India mainly relating to merger of Plan and Non-
Plan, merger of Railway Budget, Revising the Framework of Outcome Budgeting and the
Medium Term Expenditure Framework as well as the advancement of the budget cycle. He is
also associated closely with the Committee set up to Review the FRBM Act which is due to
submit its report shortly.

Brief Profile of Pradeep Singh
Pradeep Singh has over 35 years of work experience in government,
non-government and
private sector organizations, and in academia.
Since August 2013, Pradeep Singh has been the CEO of the Mohali Campus and the Deputy Dean
of the Indian School of Business (ISB), an institute established in partnership with The Kellogg
School of Management, The Wharton School and London Business School. He is responsible for
operationalizing the recently launched four Institutes at ISB dedicated respectively to
Infrastructure, Manufacturing, Healthcare, and Public Policy. The Infrastructure and
Manufacturing Institutes are being established in collaboration with Massachusetts Institute of
Technology (MIT), the Healthcare Institute in collaboration with the Wharton School, and the
Public Policy Institute in partnership with the Fletcher School of International Diplomacy.
In his previous roles, Pradeep Singh served as the Vice Chairman & CEO of IDFC Projects Ltd.
and was the founding CEO of IL&FS Infrastructure Development Corporation (IIDC). He
oversaw the development of infrastructure projects in Public Private Partnership formats in
collaboration with State and Central Governments in various sectors including Roads, Ports,
Airports, Water Supply and Sewage systems, e-Governance, Industrial Parks and Tourism. He
has worked in the commercialized infrastructure sector and in the field for 16 Years.
From 1978 to 1995, Pradeep Singh was a member of the Indian Administrative Service (IAS)
and later also served as the Assistant Country Director at CARE India, an international NGO. He
has been a visiting faculty member at the Kennedy School of Government, Harvard University
and has been engaged in consulting for the World Bank and the ADB.
Mr. Singh holds a Masters Degree in Public Administration (MPA) from Harvard University and
was a Rotary International Graduate Fellow at Stanford University USA. He also holds the MBA
and M.Sc (Physics) degrees from Punjab and Punjabi University respectively.
Rathin Roy took charge as Director NIPFP in May 2013.
Prior to joining NIPFP, he has been the Director of Asia Pacific
Regional Centre, UNDP, Bangkok, and the Director, International
Policy Centre for Inclusive Growth (IPC-IG), UNDP, Brazil. He
has also served as the Public Resource Management Advisor, and
the Acting Cluster Leader, Inclusive Development, in the Poverty
Practice, Bureau for Development Policy (BDP), UNDP. On
invitation from the Government of India, he also served as the
Economic Advisor to the Thirteenth Finance Commission, a
Constitutional body of the Government of India. Recently, he has
also been appointed as part-member of the Seventh Central Pay
Commission, constituted by the Government of India. He has
worked in over 80 countries during and prior to his tenure with
UNDP, and is a well known figure in the world of applied macroeconomic and fiscal policy.
He holds a PhD in Economics and an MPhil from the University of Cambridge, UK. Post-PhD,
he was tenured in the Economics Faculty at the School of Oriental and African Studies (SOAS),
University of London, and an Economist with the Institute for Development Policy and
Management, University of Manchester.

Sh. SANJAI SINGH, ICAS has more than 29 years of rich
experience in various Ministries/Departments of
Government of India and with apex financial institution
(NABARD), including two years of international experience
with UNDP in Afghanistan. In Govt. of India he has worked
in Ministry of Finance, External Affairs, Labour, Surface
Transport, Power and Cabinet Secretariat (Performance Management Division).
He has very closely dealt with all aspects of Public Financial Management at
Senior Management Level including finance, budgeting, accounting, internal
audit, procurement and also as Head of Deptt. in various offices.
He has undergone a course on ‘Public Financial Management’ at Duke University,
USA and on ‘Leadership’ at RIPA International, London. He has extensively
delivered lectures on various facets of Public Financial Management to both
international and national participants in training programs.
Presently, he is Chief Controller (Pension) in Ministry of Finance dealing with
Pension matters of more than one million Central Civil Pensioners and budget
grant of about Rs. 30,000 crore (4.42 billion dollars).
Dr Subhash Chandra Pandey
Joined Indian Audit and Accounts Service in 1983, part of the Supreme
Audit Institution of India
Holds a doctorate in Mathematics in the area of operations research.

advice support to three Departments (Department of Industrial Policy and

Work experience
With active participation in handling 13 Central Budgets, 6 State Budgets, 3
Finance Commissions, 2 Five-Year Plans, State Reorganization, fiscal
responsibility legislation etc, in addition to audit of commercial enterprises
and State governments, he has rich experience as a practitioner in public
financial management management, especially budget and expenditure
management.
As Director(Budget), he had prepared the first draft of the Fiscal
Responsibility and Budget Management Act in Oct 1999 as part of his
research paper “Legislative Regulation of Debt and Deficit in India. While
considering his paper, the Government decided to set up a high level
Committee on Fiscal Responsibility Legislation of which he was the
convenor. He worked on the FRBM Bill till its introduction in Parliament
(before going to Antigua in April 2001) and was appointed OSD(Fiscal
Responsibility and Budget Management) to implement the Act.
