B.Ed. Special Education
Guideline for Programme Implementation- Special Study Centers
a. Admission :
Admission to BEDSE programme is done through common entrance test for July
session, through entrance test held in February. Advertisement is given in early
November.
Study centre wise merit list is prepared by Student Evaluation Division.
Maximum 40 learners can be enrolled in each study centre.
Study Centres are advised to give wide publicity to the advertisement of the
programme.
Admissions are finalized by the concerned Regional Centers.
Study centres are advised to encourage and guide learners for the application
process.
Study Centres must contact concerned regional centers for list of learners with
details (Name, enrollment No., Father’s Name, ADDRESS, Contact No., Email,
Optional Courses etc.)
Normally the list can be made available by Regional Centre for BEDSE
Programmes by August.
Learners may be guided for any change in name fathers name, address, optional
courses etc. to be done through concerned Regional Centres.
Unless required changes are made formally; changes will not be incorporated for
official purposes.
On receipt of the list of admitted learners; SSCs are advised to intimate the same
to the learners through telephone / SMS / email / mail.
b. Student Card
Each learner must possess a student card issued by the Regional Director within
30 days of confirmation of admission (September).
SSC must redirect learners without student card to the concerned Regional
Centres to collect the same.
c. Self Learning Materials
SLMs with programme guide may be provided to the learners either directly
through the regional centre or through the SSCs.
In case non receipt of SLM or programme guide SSCs must give requisition to
NCDS stating course code and quantity.
SSCs will maintain the stock register in case the SLMs are distributed through
SSCs.

d. Assignments
Assignments are uploaded on the IGNOU website every year during the month of
August / September.
SSCs and learners may log on to www.ignou.ac.in and download the same from
student zone.
Learners who fail to complete the courses are required to submit fresh assignment
for the specific year.
SSCs are required to provide a copy of assignments to each learner in the
beginning of the first counseling session.
Assignment submission date may be fixed by the SSCs; however late submission
may be accepted which is linked to late submission of TEE Forms with requisite
late fees.
The cover page of the assignments must be provided to the learners and received
by the SSCs as per norms.
Assignment must be returned to the learner after evaluation with descriptive
remarks.
All assignment must be hand written except for specific disability category.
SSCs must maintain a register of assignment submission record learner wise for
each course.
It is expected that learners submit the assignments as per the following schedule:
For June TEE- before 30th
March
For December TEE- Before 30th
September to avoid late fee in filling TEE forms.
e. Counseling Sessions
Counseling sessions must be scheduled well in advance.
Counseling sessions must be scheduled as per session wise distribution provided
in the programme guide. (enclosed)
Intimation regarding counseling sessions must reach the learners through
telephone / SMS / email / mail.
Counseling session’s details must be displayed in the notice board by SSCs.
Course wise eligibility of counselors must be maintained.
SSCs must get course wise approval for counselors through the regional centers
through prescribed format.
SSCs must ensure that they have at least one minimum counselor approved for
each theory and practical course (One counselor may be appointed for as many
courses depending on fulfillment of eligibility criteria).
Counselling hours as per norm must be completed ensuring quality in both theory
and practical inputs.

Attendance record must be maintained for each counseling session on day to day
basis.
Learners signature on attendance sheet must be taken in both entry and exit time.
Without prescribed percentage of attendance counselors are not authorized to sign
and forward the TEE form.
Learners with less than 75% attendance must attend counseling session with the
subsequent batch to be eligible for TEE.

Eligibility for TEE
1. All fees must be fully paid.
2. Learner should have opted & pursued the prescribed course.
3. Learner should have submitted the assignment for the respective course. 4. You must have acquired the pass marks in the internal practical examination plus
assignment. Internal assessment marks must be submitted before the Term End Examinations
by the Special Study Centre to respective Regional Centres.
5. Term End examination form along with requisite fees/late fee as applicable must be submitted as per university schedule.
6. Minimum time to pursue these courses must elapsed
The University will conduct the term-end examination. Examination details will be uploaded in
IGNOU website a month before the actual dates of final university examination
Study Centers Coordinators are required to sign and stamp the TEE form
validating the submission of assignment for each course applied for.

List of exam centers are available with respective regional centers. SSC must
guide learners for their choice of examination center anywhere in the country;
however learner must submit the TEE form to the Regional Center under which
s/he wishes to appear the TEE.
g. Assignment Awards
Assignment awards must be submitted to Regional Center as per the following
schedule

Assignments awards must be submitted in the prescribed format.
Separate award list must be submitted for each course.
Copy of award list must be retained at the study center.
For those learners who fail in assignment awards; must be guided to resubmit
assignments for the subsequent examination.

h. Practical TEE
Practical TEE must be scheduled at least one month in advance as per the following
schedule:
For June TEE between May to June (not to clash with Theory TEE)
For BEDSE practical TEE will held only for June TEE.
List of external examiner for each course must be submitted to Regional Center
External Examiner for each course must be eligible as per norm laid down for each
course.

Each learner must be intimated well before time for practical TEE vides email / mail /
sms / telephone.
Practical Examination for each course to be conducted separately.
Internal examiner and External examiner must be deputed for each course; however
depending on qualification one examiner may be deputed for two or more courses
also.
Every component in each course must be evaluated including separate records and
viva -voce.
Not more than 2 courses to be evaluated on a single day.
Wherever necessary examiners are required to observe learner on practical task as per
course requirement for evaluation.

Practical Examinations to be conducted subject to following conditions:
a) Submission of individual practical records for each practical component.
b) Completion certificate of supervised lessons/ supervised practical.
c) Completion of minimum duration for eligibility to appear TEE.
d) 75% attendance in the counseling sessions will remain a prerequisite in allowing the
learners to appear the examination.
Practical Awards:
Separate formats to be used for each course.
Each format must be duly complete in all respect and duly signed and stamped.
Marks will be awarded for each course as follows:

Internal Marks; Total Marks : (max. 20), Pass Marks: 08,
External Marks: Total Marks : (max. 30), Pass Mark: 12
Total Marks: (max. 50), Pass Mark: 20
Award for MMDL 027 to be given in second year only based on evaluation in both 1st &
2nd
year i.e. examination may be conducted separately in both 1st and 2
nd year and
cumulative total of maximum 50 to be awarded. MMDL 027 awards to be sent along with
2nd
year practical course awards.
Learners must pass with minimum 40% marks in each practical courses, 40% marks in
each component of the practical courses and 40%marks in each internal and external
examination separately.
Marks will be converted by IGNOU in relation to credit assigned to each course.
It is advised that the learners and study centres check the entry of the course in the
admission data and make necessary rectification if any in consultation with regional
directors before appearing/conducting the examination, failing which results of the
non-opted/ non-entered/ non registered courses as per admission data will not be
declared.
Award list must be accompanied by the attendance status showing over all percentage of
attendance in the counselling sessions.
Award list to be submitted to the concerned IGNOU Regional Centres in duly signed
and sealed envelope.
A copy of award list must be retained at the center for any future use.
Award lists must be submitted to concerned IGNOU Regional Centers on or before 5th
June for June TEE.
i. Theory TEE
Eligibility for TEE
i. All fees must be fully paid.
ii. Learner should have opted & pursued the prescribed course.
iii. Learner should have submitted the assignment for the respective course. iv. You must have acquired the pass marks in the internal practical examination
plus assignment. Internal assessment marks must be submitted before the Term
End Examinations by the Special Study Centre to respective Regional Centres.
v. Term End examination form along with requisite fees/late fee as applicable must be submitted as per university schedule.
vi. Minimum time to pursue these courses must elapsed The University will conduct the term-end examination. Examination details will be
uploaded in IGNOU website a month before the actual dates of final university
examination

Issue of Examination Hall Ticket
University issues Examination Hall Ticket to the student’s at least two week before the
Commencement of Term-end Examination. The same could also be downloaded from the
University’s website www.ignou.ac.in. In case any student fails to receive the Examination Hall
Ticket within one week before the commencement of the examination, the student can download
the hall ticket from the website and approach the exam centre with Student Identity Card for
appearing in the exam. Any error of enrollment No. / name / courses must be intimated to
the concerned regional centre for rectification.
j. Results
TEE Result: TEE results are declared within 60 days after completion of the TEE. SSC’s
and learners can download the TEE results from www.ignou.ac.in in students’ zone.
Grade Card: grade cards are continuously updated in the website wherein assignment
awards, practical awards and TEE marks can be seen. SSC’s and learners can download
the Grade cards from www.ignou.ac.in in students’ zone.
Total Mark Certificate (TMC): on completion of each component of the programme, the
TMC is sent by post to each learner in the address provided during registration.
Provisional Certificates: on completion of each component of the programme, the TMC
is sent by post to each learner in the address provided during registration. (Learners can
also apply to IGNOU Headquarter and concerned Regional centre for collecting the same
held twice a year)
Degree Certificates: learners need to apply to concerned Regional centre in prescribed
format with requisite fees to avail degree certificate.
Re-evaluation: is allowed within 4 weeks of declaration of TEE result. Learners have to
apply to concerned regional centres with requisite fee for re-evaluation.
Re-appear: learners can reappear TEE for all incomplete courses till maximum duration
of the course is elapsed.
Maximum Chances: there is no limit as to how many chances a learner will get to re-
appear the incomplete courses, however maximum duration of the course should not
exceed.
Re-registration: on expiry of the maximum duration of the programme, for each
incomplete course learners have to re-register for each incomplete course through
prescribed application form and fee.

3. Framework of contact programme
Study Centre organizes induction-cum-orientation programme and Face-to-Face counseling sessions
for the learners. The Calendar of Activities for Face-to-Face Contact Programmes for the entire
academic session will be supplied by the Coordinator of the Study Centre. The Programme Schedule
of each contact session both for Theory and Practical courses and Project Work will be decided by
the Coordinator of the Study Centre and made available to the candidates. It is mandatory to
attend the contact programmes, 75% attendance is a pre-requisite for sitting in the final term-end
examination. Therefore, the learners are advised to be in regular contact with the study centre.
SSCs must maintain attendance record.
