The Adaptation plan shows that together with the increase of intensity and frequency of risks that are already managed (heat waves, floods of major rivers), new risks are emerging.
Intense concentrated rains may cause localized flood events in small torrents passing through the city.
These events are difficult to be predicted and the time between the event (intense rain) and the flood is of some minutes (while in bigger rivers this time is of several hours).
This means that an improvement of existing structures for weather forecast and civil protection alert is not sufficient. The development of innovative solutions is necessary.
