INTRODUCTION
In line with participatory development, the University of the Philippines College of Social Work
and Community Development (UP CSWCD) undertakes a field instruction program (FIP) where the
students learn while doing direct service to communities. The Municipality of Bustos (Bustos) is one of
the partners of the UP CSWCD.
The fieldwork program in the Municipality of Bustos focuses on assisting the local government
unit (LGU) in development planning and project management. The team, composed of students and
faculty, is guided by the concept of Community Governance or the participatory management of
community resources through people-centered organizing.1 It is hinged on the principle of inclusive
development wherein peoples participation in the development process especially the poor will
ensure the surfacing of their needs and the identification of measures to address these problems. It
seeks to enhance the capacities of non-government service providers such as non-government
organizations (NGOs), civil society organizations (CSOs), and peoples organizations (POs) to become
partners of the LGU and meet the service gaps of the government.
Community governance aims to work with the present system of government to ensure that
national and local resources are used to enhance the well-being of all citizens. Republic Act 7160 or the
Local Government Code (LGC) of 1991allows for community participation in local development planning.

The question lies, however, on the system of development planning and the readiness of
communities and the community organizations in engaging with the LGUs. The highly technical nature of
current development planning and investment programming may hinder genuine community
participation in these processes. Through their daily endeavors, it is seen that community members
have the capacity to plan to analyze their situation, identify their problems and measures to address
these issues. However, not everyone has formal education on development planning and therefore
many community members may have limited understanding of such endeavor. Thus, it is important to
look at the system of planning and programming that has been adopted in localities. The development
of the capacities of the community members is imperative to ensure everyones fruitful participation in
the process.
Furthermore, some communities or sectors within communities may still need to be organized.
Community organizing bonds people through the identification of their common concerns. The process
and the resulting collective enhance peoples capacities and strength to pursue their desired goals. The
level of organizing one community may require may depend on their factors such as exposure to
NGOs/CSOs/POs, past experiences, and composition. It may be assumed that the more organized the
community is, the more influence it may have in development planning and investment programming.
Community governance is seen as a sustainable approach to development planning and
investment programming. Use of resources may become more efficient because the participants may

demand for development-oriented data and information. Furthermore, the process provides venue for
the community to express their grievances and concerns. This is beneficial not only for the community
members, but also for the LGUs as it may be seen as a feedback mechanism in determining impacts of
public investments.
Objectives and Activities
From November 2011 May 2012, the main objective of the fieldwork at the graduate level was
the development of the Comprehensive Land Use Plan (CLUP). The CLUP of Bustos was drafted in 2001
and needs to be updated to reflect national and sub-national policies and other socio-economic and
physical developments in the municipality. The initial activity is the preparation of the Socio-economic
Profile, as presented in this Report.
Taking into consideration the data at hand and those still needed, a semester would not suffice
to be able to update the municipalitys CLUP. However, steps leading to the accomplishment of the main
objective were initiated. These include establishing linkage between Bustos and the Housing and Land
Use Regulatory Board (HLURB), assisting in the formulation of barangay development plans (BDPs), and
consolidating socio-economic indicators.
This socio-economic data were obtained from the LGU and agencies such as the National
Statistical Coordination Board (NSCB), Community-based Monitoring System (CBMS), Department of

Data Scope and Limitations
The Socio-economic Profile is divided into three sections: physical profile, social sector
indicators, and fiscal performance. The first section covers the physical profile of Bustos. It includes
maps obtained from the Municipal Planning and Development Office of Bustos and websites of the
Department of Public Works and Highways (DPWH) and MGB. Spot maps made by the community
members during the BDP formulation workshop were also included in the section. The second section is
on the socio-demographic profile taken from NSO, DILG, and DSWD data. This section focused mainly on
health, nutrition, housing, water and sanitation, education, income and employment. The last section
contains data from DoF regarding the municipalitys finances for the last 10 years (2001 -2010). Bustos
income sources and the budget allotted for different services are also reflected in the data.
Since this Report is a work in progress, future endeavors should be undertaken to fill in the
information gaps on other important sectors which were not included in this profile. The Socio-
economic Data Report is an initial contribution of the UP CSWCD FIP Team towards the development of
the Comprehensive Land Use Plan of the Municipality of Bustos.

PHYSICAL PROFILE
Location and land use. The Municipality of
Bustos sits in the midwest of the Province of
Bulacan and about 50 kilometers from Metro
Manila. It is a 2nd class semi-urban municipality
with a land area of 42,500,000 sq.m. divided into
14 barangays. As of 2009, most of its land is
agricultural, 13 percent residential, three percent
open spaces, one percent industrial and agro-
industrial, and less than one percent industrial and
commercial.

Hazard profile. Most barangays are not susceptible to landslide with the exception of Malawak
with low landslide susceptibility. On the other hand, all barangays have low to moderate susceptibility to
floods with the exception of Malawak which is not susceptible to flood.2
Current physical development. The community sees that the most pressing issue at the moment
is the construction of a bypass road that will go through four barangays of Bustos, namely: Liciada,
Camachilihan, Bonga Menor, and Malamig. They say that this project may bring about changes in
economic activities and mobility of people, among others. With these, they see the need for careful
planning to adapt to the possible impacts of the project (i.e., increased transient individuals, in-migration
of people) and make the most out of the economic opportunities brought about by the construction of
the road.

SOCIAL SECTOR INDICATORS
Demography. In 2010, the total population in Bustos was 62,415. Barangays with the biggest
share in the total population were: Poblacion (25%), San Pedro (10%), Tibagan (10%), and Cambaog (9%)
(figure 3).

average poverty incidence of 30 percent and 12.3 percent, respectively. This is reflected on the very low
number of informal settlers in 2007 which is .26% out of the total households.
On the other hand, the 2005 Community-based Monitoring System (CBMS) data showed 45
percent poverty incidence while the National Household Targeting System for Poverty Reduction (NHTS-
PR) recorded 1,792 poor families in the locality. The NHTS-PR also showed that many of these poor
families are from the following barangays: Poblacion (516 families), San Pedro (173), Catacte (149),
Liciada (139), and Bonga Menor (129) (figure 4).

However, the MPDO indicated that in 2009 the number of informal dwelling units was 358 or
occupied by a total of 586 families. Furthermore, the 2005 CBMS data showed that 3.3 percent of the
households in Bustos live in makeshift housing and 1.5 percent of all families are informal settlers.
Highest incidences of informal settlers are in Bonga Menor (5.7%), Camachilihan (5.2%), and Catacte
(3.0%) (figure 7).
Employment. The 2009 State of Local Development report indicated that Bustos has high
unemployment rate and very high underemployment rate. The 2005 CBMS data showed that out of the
total population in Bustos, 10.8 percent are unemployed. The NHTS-PR data also showed that there are
2,814 unemployed poor individuals and were identified from Poblacion (700), Liciada (266), and San

Education. According to the 2007 NSO census, out of the 46,850 Bustos residents aged 10 years
old and above, 23,707 had graduated at least from high school while 57,725 had graduated from primary
school. (It is however necessary to revisit the data since the number of those who are said to had at
least gone through grade school is higher than the actual population of that particular age group). It is
revealed further that males had only slightly outnumbered female grade school graduates - 28,922 and
28,803, respectively. This trend is evident in the number of residents attending school in 2007 with 7,914
male and 7,714 female enrollees (that comprised 63.08% of the total 5 to 24 years age population).
In 2009, the MPDO report showed that there are 1,276 out-of-school youths in their locality
while the 2005 CBMS noted that out of the six to 16 years old population in the area, 13.1 percent were
not attending school. Furthermore, the CBMS data also presented that 2.2 percent of Bustoseos, 10
years old and above are illiterate. More specifically, the NHTS-PR data pointed out that among the 1,646
poor individuals not attending school, majority were found in Poblacion (496), San Pedro (155), and
Liciada (140) (figure 9).

The 2005 CBMS data revealed that maternal mortality rate (MMR) is low in Bustos with most
barangays registering zero MMRs. Pregnancy mortality had been noted in the following barangays:
Malawak (4.3%), Bonga Menor (3.8%), Liciada (1.9%), and Malamig (1.6%) (figure 11).

safe water supply are Tibagan (6.4%), Liciada (5.1%), Poblacion (3.6%), and Talampas (3.5%) (figure 12).
On the other hand, barangays with the highest proportion of households without access to
sanitary toilet facilities are Liciada (12.4%), Poblacion (8.6%), Catacte (8.1%), and Malawak (8.1%) (figure
13).
