10. GENERAL POLICY GUIDELINES
i. All CB/ Govt employees applying for the posts filled through Direct Recruitment are entitled for age
relaxation as admissible by PCSR 1954 (for CB employees) / admissible by Govt (for Govt
employees)
ii. In case of abolition of a cadre/post, no employee would be fired / laid off.
iii. Promotions are linked with successful completion of prescribed number of mandatory training
courses from CIMLA.
iv. All existing incumbents, who meet the eligibility as per policy 2010 shall stand upgraded or
re-designated to their corresponding posts and scales in this Promotion Policy 2020.
v. The incumbents on posts as mentioned (which are re-designated/upgraded) in Annex I-V shall be
considered for re-designation / upgradation subject to the fulfillment of eligibility criteria mentioned
against the post in the CB recruitment & promotion policy 2020. However, there will be no change
in Pay Scale of those incumbents already working in same designations on higher Pay Scales.
vi. The policy will not disturb inter-se seniority of any cadre or post.
vii. In case, eligible candidates are not available for promotion, the posts shall be filled through direct
recruitment.
viii. A combined seniority will be maintained for Cantt Overseers (BS-14) (Electrical & Mechanical).
Further combined seniority list of Assistant Cantt Engineer (Civil) & (E&M) (BS-16) shall be
maintained for their promotion to the post of Cantt Engineer (BS-17) subject to fulfilment of
eligibility criterion for promotion.
ix. Tier of Dy RS/LS/OS/SS/Acctt (BS-15) shall be abolished and the existing incumbents will be
adjusted at the bottom of Superintendents (RS/LS/OS/SS/Acctt) (BS-16).
x. Tier of Data Entry Operator (BS-09) shall be abolished and the existing incumbents will be adjusted
at the bottom of Junior Computer Operator (BS-10).
xi. Any other post of transferrable /non transferrable category, that is not discussed in this policy and is
without further avenues of promotion will be given one step promotion to next pay scale twice
throughout their service (after rendering 10 years of satisfactory service from the date of his regular
appointment). All such posts shall be reported to HQML&C forthwith.
xii. Policy for Recruitment, Promotion & Selection - 2010 of transferrable posts and amendments made
there under shall stand repealed to the extent cadres / posts mentioned in CB Recruitment &
Promotion Policy 2020.
xiii. In order to avoid discrepancies, all concerned are instructed to strictly follow the policy during
recruitment procedures. Regular appointment on a designation which isn’t covered in the policy shall
require prior approval of the Competent Authority i.e. DG ML&C.
xiv. No such posts will be created whose nomenclature is in contradiction with the policy. If Board will
consider any such creation of post unavoidable, prior approval of DG ML&C will be obtained.
