How Voice over IP will affect 911 calls
• FCC tentatively concluded that IP-enabled services, including VoIP, are Title I, information/enhanced services, and not Title II telecommunications services
• Deals with the an entire spectrum of legal/regulatory issues
– Carrier Compensation – payment of reciprocal compensation and access charges
– CALEA
– Universal Service Fund
– Disability Access
– 911
• Because of increasing public concern about 911 access by VoIP end users, the FCC culled out 911 from the broader proceeding and issued its order
• “Interconnected VoIP” providers have the capability to originate calls onto PSTN and terminate calls through the PSTN
• Applies to VoIP services in the US and its territories, whether “fixed” (by physical limitations or contractual provisions) or mobile (whether “limited mobility,” i.e., within a rate center or a SR area, or full mobility,
• In those cases where there is interconnection, and a SR, VoIP providers may not send calls to administrative lines (unlike aspects of Qwest’s C-VoIP current offering)
Requires “interconnected VoIP providers” to provide E911 information – call back information and location – to the “appropriate” PSAP - November 28,2005
