SMART GRID: COERENZA DI VISIONE… CON LE DOVUTE ECCEZIONI
November 26, 2015Energy Automation & Smart Grid 10
“A smart grid is a system which includes a variety of operational and energy measures including smart meters, smart appliances, renewable energy resources, and energy efficiency resources” (Wikipedia ENG)
“Nell'ingegneria elettrica e delle telecomunicazioni una smart grid è l'insieme di una rete di informazione e di una rete di distribuzione elettrica che consente la gestione della rete elettrica in maniera "intelligente" sotto vari aspetti o funzionalità ovvero in maniera efficiente per la distribuzione di energia elettrica e per un uso più razionale dell'energia” (Wikipedia ITA)
“It is an electricity network that can intelligently integrate the actions of all users connected to it – generators, consumers and those that do both – in order to efficiently deliver sustainable, economic and secure electricity supplies” (EU Commission Task Force for SG)
“A Smart Grid uses digital technology to improve reliability, security, and efficiency (both economic and energy) of the electric system from large generation, through the delivery systems to electricity consumers and a growing number of distributed-generation and storage resources” (US DoE System Report)

IMPORTANZA DELLA DSM (ANCHE IN BT)
November 26, 2015Energy Automation & Smart Grid 18
“Active participation of consumers in the electricity market has a two-fold objective. Firstly, the aim is to improve energy efficiency by encouraging / incentivising customers to change their consumption habits and use patterns; secondly, the aim is to reduce the cost of electricity supply through more efficient use / optimisation of existing generation capacity, thereby decreasing the need for new capacity or power quality equipment” (DNV-GL “A vision for EU”)

November 26, 2015Energy Automation & Smart Grid 33
Evoluzione Smart Grid Smart Distribution System individua il vero gradiente di innovazione nel sistema = rete + utenti abilitati
Introduzione incentivi di tipo output-based attraverso identificazione metriche:
Affidabilità: indicatori indipendenti da variabili non controllabili dal soggetto incentivato/penalizzato
Oggettività: misurabilità degli indicatori
Semplicità: relazione immediata tra indicatori e benefici legati all’investimento
Controllabilità: indicatori facilmente riscontrabili con controlli non eccessivamente costosi per i soggetti o per l’Autorità

ORIENTAMENTO UE & PROGETTO SMARTNET
©2015 Selta S.p.A.Proprietary and Confidential
“To facilitate the participation of DSR, a change in the organisation of electricity markets is needed. There is less market liquidity and less competition without DSR participation, resulting in less effective electricity markets and increased costs for society […]Barriers should be challenged and reviewed so that new and smaller players can participate in the markets […]consumers must be able to participate in markets, potentially through a third-party, typically suppliers or aggregators. However, those third-parties need to interact smoothly with other market parties performing a specific role”
Allow markets to deliver appropriate price signals and incentives to develop DSR in the system
All existing electricity markets should be open to DSR on a non-discriminatory basis from day-ahead to balancing, including ancillary services, in order to create a level playing field between generation and DSR.TSOs must take the responsibility to make this happen

NETWORK CODE: FOCUS SU TSO DSO
November 26, 2015Energy Automation & Smart Grid 40
TSOs and DSOs need to provide consumers access to participate in all markets. All resources (generation, storage and demand) connected to transmission or distribution grids should be able to participate in energy markets and offer services to the system – especially flexibility services. This will require appropriate market frameworks supported by TSOs and DSOs.
TSOs and DSOs should collaborate in determining requirements around observability and active power management of distributed generation and DSR due to the increasing impact of distributed resources on the overall operation and planning of the system.
Due to the mutual impact of active power management actions, TSOs and DSOs need clear roles and responsibilities in this area – this will provide consistency for markets.
Integrated planning approaches that recognise the increasing interdependence of the transmission and distribution networks and the growing potential of ‘prosumers’ to provide system services.
