The Rewards for Excellence ProgramThe Rewards for Excellence Program recognizes outstanding communications and public relations efforts by schools, school districts, and educational agencies and associations. The SC/NSPRA awards program is designed to recognize excel-lence in every aspect of the public relations effort. The Rewards for Excellence Program features three awards programs: Medallion, Golden Achievement, and Publications and Electronic Media.
EligibilityThe Rewards for Excellence Program is open to South Carolina public schools, school districts, and education agencies and organizations.
Contest PeriodAll entries must have been completed between January 1, 2016 and December 31, 2016.
Entry Fees - Per Entry• Medallion Award (Comprehensive PR Program) - $50 member / $55 non-member• Golden Achievement Award (PR Projects) - $30 member / $35 non-member• Publications and Electronic Media Award - $25 member / $30 non-member
(Note: An institutional membership does not allow schools within a district to submit entries as members. Non-member schools are required to pay non-member fees.)

Deadline & Payment for EntriesEntries with the correct entry fee must be postmarked by Friday, January 27, 2017.
Number of EntriesIndividuals may submit as many entries as desired but may not submit the same entry for more than one award or category.
Inappropriately labeled entries will be placed in the appropriate awards program or program category by the awards coordinator. If a limited number of entries is submitted in any one category, SC/NSPRA reserves the right to combine or eliminate categories.
Awards LunchAwards will be presented at the annual Rewards for Excellence Luncheon to be held in Columbia, South Carolina, on April 28, 2017. Winners will be notified by March 21, 2017. Details will be included in award notification. One award per winner will be presented.
JudgingProfessionals in communications and public relations serve as judges. Criteria are based on industry standards and professional judgment.
Entries without entry fees will not be judged.

and interpersonal techniques. Entries
should summarize the scope of the public
relations program, including goals for
program, projects and activities, and types

A comprehensive public relations
program is defined as the overall plan for
a district, school or agency, OR a plan for
a specific comprehensive program such as
a total volunteer program or a total parent
involvement program. (A total program is
larger than a project. Projects should be
entered in the Golden Achievement Award
category.) Based on established criteria,
Gold, Silver, and Bronze Medallions may
be awarded.
Guidelines1. Read the guidelines carefully. If you fail to follow the guidelines, the judges will subtract points in judging or disqualify your entry.
2. Brevity, clarity of concept, good writing and evidence of objective evaluation of your program are factors the judges look for in winning entries.
3. District or agency entries must not exceed 12 single-spaced pages (8.5x11”, front only). School entries must not exceed five single-spaced pages (8.5x11”, front only).
4. Two copies of your program entry must be submitted with an entry form stapled to the front of each copy. Do not include three-dimensional objects.
5. Organize your entry carefully using the four-step criteria that the judges will evaluate on a point scale. These are:

PUBLICATIONS & ELECTRONIC MEDIAThis awards program is for the entry of individual publications and electronic media productions. Prizes are awarded according to type of publication or electronic media entry. The award for winning entries is the Award of Excellence. Each entry is judged against the criteria, not other entries. Judges will select as many winners that meet contest criteria. Some print and electronic entries may be appropriate for each of the following categories.
CategoriesAnnual Report - Published once a year to summarize activities.
Calendar - Student or employee calendars.
Finance Publications and Presentations - Products developed to communicate and create understanding about how schools are funded, taxes, school and district uses of revenue, etc.
Handbook - Containing general information about policies and regulations, issued for students, teachers, or parents.
Marketing/E-Marketing Materials/Campaigns - Materials to communicate a school or school district’s special qualifies that make it appealing to potential customers; materials to make the school or district a “school/district of choice.” Publications, videos, or other electronic applications are accepted including social media.
Magazines - A single publication or a series of publications that address special topics or provides a comprehensive look at educational programs.
Newsletter/E-Newsletter, Newspaper/E-Newspaper - External or internal; published periodically. At least two different issues of a newsletter must be submitted to qualify as an entry.
Special Purpose Publication - External or internal booklets, brochures, posters and material not included in other categories.
Identity/Image Packages - A unit of identification items that may include a logo, marketing statement, etc., that brands a district, school, agency, or organization.
Photography - Entries can be a single photograph or a group of photographs that have been published in print or on the Internet. Images are judged on overall photographic and artistic quality. Images should be submitted as a 4 x 6 inch or larger print. Photos may be submitted on a flash drive or thumb drive.
Website - Entries are judged on clarity, appropriateness of content, and graphic design. Please include the Internet address of the website.
Special Purpose Video Production - Entries are judged on technical skill, creative ability, and the clarity and quality of the message.
PSAs - Entries are accepted for public service announcements that promote a public need-to-know or a call to action.
Print Advertisements - Entries are accepted for printed advertisements that have appeared in newspapers, magazines, trade journals, billboards, or other print media.
Broadcast Advertisements - Entries are accepted for broadcast advertisements that have aired on cable, network, or educational access channels, radio, pod casts, or the Internet.
Television Programing - Programs or a program series that educates, inspires or informs the audience through educa-tional access broadcasting. In submitting a series, at least two samples must be included.
PowerPoint Presentations - Entries are judged on clarity, visual appeal, and effectiveness of communicating a mes-sage.
Writing - Creative writing, persuasive writing, information writing, samples which are independent of publications and may be written as speeches, op-eds, etc.
CriteriaPublicationsEntries will be judged on excellence of graphic layout and design, writing, and content.
Electronic MediaEntries will be judged for professional quality and presentation of message.
Guidelines1. Entries compete only against award criteria and not against other entries. There is no limit to the number of entries per category.
2. Applicable productions must be on DVD and radio entries on CD or DVD.
3. Newsletter/newspaper entries must include at least two different issues to qualify as an entry.
4. Two copies of your program entry must be submitted with an entry form stapled to the front of each publication or set of publications.
5. Student written and/or produced newsletters or other publications are not eligible.
6. On a separate piece of paper, please indicate the audience, intent of purpose and method of delivery for the entry.
7. For publications or electronic media entries being submitted via web address, URL or You Tube, etc., ALSO include one hard copy or snapshot page since technology is not “fail safe” on judges’ computers.

Open Line, staff newsletter
Purpose:
• To improve internal communications by involving staff members in openly presenting and discussing issues and news of Eugene School District 4 in an electronic format.
Evidence of Need:
• Eight-year old newsletter, twice-monthly; Designed to promote team spirit among 4,000 classified, certified and administrative employees in 45 school buildings; Information and words of encouragement from the top administration to staff; Newsletter was neither well read nor as credible as it could be.
• Survey indicated readers wanted more complete reporting of district discussions and events and more staff involvement in determining what was to be published.
Planning:
• Wanting staff participating, we asked for staff opinions on what they wanted. Surveys indicated they wanted news and views from and about staff rather than students. They wanted a letters column and more recognition of good staff work.
• A new format for an e-newsletter was designed - one that would provide more frequent information about district initiatives and other employee interests. It would be produced in-house and posted on the district’s home page. Employees receive e-mails directing them to new issues as they are posted.
Execution and Communication:
• Additional staff members from various departments were tapped to help produce newsletter. Staff members were encouraged to write articles and submit ideas.
• Virtually every item submitted for publication by staff was printed and more contributions were continuously sought.
• A committee of classified, certified, and administrative staff chose an employee of the month from nominations submitted by individual staff members or groups. The honored employee was lauded through a feature and photo.
• Superintendent set the tone for the openness by recommending the publishing of controversial and critical letters received from staff and public. The superintendent’s column would carry responses.
Evaluation:
• To date, 48 suggestions from staff members responding to questionnaires have been followed.
• Results of questionnaires were reported in the newsletter. Respondents gave Open Line an average rating of 8.4 on a scale of zero to 10 “as a newsletter attempting to meet some of the needs for communications among staff members - teachers, administrative and classified support staff.”
• Open Line is evaluated yearly by an on-line survey. If staff wants modifications that can be justified, changes will be made.

The Rewards for Excellence ProgramThe Rewards for Excellence Program recognizes outstanding communications and public relations efforts by schools, school districts, and educational agencies and associations. The SC/NSPRA awards program is designed to recognize excel-lence in every aspect of the public relations effort. The Rewards for Excellence Program features three awards programs: Medallion, Golden Achievement, and Publications and Electronic Media.
EligibilityThe Rewards for Excellence Program is open to South Carolina public schools, school districts, and education agencies and organizations.
Contest PeriodAll entries must have been completed between January 1, 2016 and December 31, 2016.
Entry Fees - Per Entry• Medallion Award (Comprehensive PR Program) - $50 member / $55 non-member• Golden Achievement Award (PR Projects) - $30 member / $35 non-member• Publications and Electronic Media Award - $25 member / $30 non-member
(Note: An institutional membership does not allow schools within a district to submit entries as members. Non-member schools are required to pay non-member fees.)

Deadline & Payment for EntriesEntries with the correct entry fee must be postmarked by Friday, January 27, 2017.
Number of EntriesIndividuals may submit as many entries as desired but may not submit the same entry for more than one award or category.
Inappropriately labeled entries will be placed in the appropriate awards program or program category by the awards coordinator. If a limited number of entries is submitted in any one category, SC/NSPRA reserves the right to combine or eliminate categories.
Awards LunchAwards will be presented at the annual Rewards for Excellence Luncheon to be held in Columbia, South Carolina, on April 28, 2017. Winners will be notified by March 21, 2017. Details will be included in award notification. One award per winner will be presented.
JudgingProfessionals in communications and public relations serve as judges. Criteria are based on industry standards and professional judgment.
Entries without entry fees will not be judged.
